Captain Andro Val P Abayon relinquished his duties and responsibilities as the Commander of NAVSOG to Commander Dwight Steven M Dulnoan. The ceremony was presided by the Commander Philippine Fleet Rear Admiral Giovanni Carlo J Bacordo.
Cmdr. Dulnoan is a member of PMA Maalab Class of 1993 and was previously the Deputy, Joint and Combined Training Center of AFP Education, Training and Doctrine Command, GHQ-AFPWSSU, AFP.The PN is ensured of a high standard and excellence in special operations missions, with the commitment and dedication of men and women of NAVSOG in the service of our maritime nation. AFP-CRS: Pacific Amphibious Leaders Symposium

Senior leaders of the Philippine Marine Corps attended the 5th Annual Pacific Amphibious Leaders Symposium held from 03 to 06 June 2019 in Honolulu, Hawaii.
The intent of the Pacific Amphibious Leaders Symposium – 19 is to bring together senior leaders of designated allied and partner nation Marine Forces, Naval Infantries, Self Defense Forces and militaries with an interest in developing amphibious capabilities. This multi-national forum provides a useful venue for senior amphibious force leaders to share ideas and enhance cooperation towards common interests that promote stability. The Philippine Marine Corps delegation was represented by COL PEDRITO C DULANAS PN(M), BGEN EUGENIO V HERNANDEZ AFP, and BGEN ARIEL R CACULITAN AFP. The delegation also conducted bilateral meetings with MGEN SUH HEON-WON, Assistant Commandant of Republic Of Korea Marine Corps and MGEN SHINICHI AOKI, the Commanding General, Amphibious Rapid Deployment Brigade, Japan Ground Self-Defense Force.
Topics discussed in the said symposium covers the Humanitarian Assistance and Disaster Relief threats, challenges and opportunities. Civil-Military Integration of the Marine Forces was also discussed, finalized by HADR Exercises and finally deliberating the Marine Corps’ role in HADR.
The Marine Corps, being amphibious in nature in our archipelagic country, plays a vital role in the implementation and realization of HADR operations. Notably, our Corps was one of the key entities when responding to the devastating effects of natural calamities and disasters in our country.

“The AFP has existing policies governing the distribution of financial assistance to casualties before the Siege of Marawi. But the fund at issue is not an allocation to the AFP budget; it is from accumulated cash donations from benevolent individuals when the Marawi conflict broke out. The amounts received were on account of the wounds incurred, the length of stay in the hospital, ad the amount available at the time. The amount of donations started from zero and gradually accumulated. The recipients of 80,000 and 90,000 sustained the most serious injuries since they were confined longer in the hospital at the time that donations had reached its peak.”

Marawi City, 28 June 2019 – Vice President Leni Robredo was accompanied by the Deputy Commander, 103rd Brigade, and 12CMOBn Commanding Officer during the turnover of twelve homes and three new classroom buildings in the besieged city of Marawi.
Colonel Jose Maria Cuerpo, Deputy Commander, 103rd Brigade and Lieutenant Colonel Andres Soriano, Commanding Officer, 12CMOBn, led the security of the Vice President as she conducted the turnovers at the Angat Buhay Village, Mapandi, Papandayan, and Poona Marantao of Marawi City.
The turned over homes were built through the Vice President’s flagship anti-poverty program, Angat Buhay. Donations from the Latter-Day Saints Charities, a partner of the program, helped in the construction of the houses.
Meanwhile, Mapandi Elementary School, Harat Medina Central Elementary School, and Bae Inomba Bio Bacarat Elementary School were the recipients of the new classroom buildings; these structures were funded by Philam Foundation, Double Dragon Properties Corporation, Jollibee Group Foundation, LBC Foundation, and Team Energy Foundation.
The Vice President’s office and the Angat Buhay stakeholders had previously given P11.53 million worth of resources to help the victims of the siege recover from the war.
The 103rd Brigade and 12CMOBn have continuously partnered with national and local government units and other civilian stakeholders in the conduct of relief good distributions, psycho-social interventions, medical missions, and many other humanitarian assistances in the said areas; and thus, have won the allegiance of the communities.

The 12th Civil-Military Operations Battalion provided the manpower in the medical mission for the MILF community at the Barangay Hall, Brgy Bubong Cadapaan, Balindong, Lanao del Sur, July 3, 2019.
Lieutenant Colonel Andres A Soriano along with the Officers of the 55th Infantry Battalion also discussed the conduct of a Youth Leadership Summit with Balindong Municipality Mayor Benjie Bagul.
The personnel of the 12CMOBn led by 1LT ROMEL M VICTORIANO (INF) PA and a team of Hijab Troopers catered to 132 individuals who availed the free services offered such as the following: free haircut service; free medical check-up; free dental check-up; free tooth extraction; distribution of free medicine; and free circumcision.

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) and the Department of Social Welfare and Development (DSWD) signed a Memorandum of Understanding (MOU) that enhances cooperation between the two agencies.
AFP Chief of Staff General Benjamin Madrigal Jr and DSWD Secretary and former Army Commanding General Joselito Bautista signed the MOU today, July 4, at the General Headquarters here.
“The MOU complements efforts to institutionalize Executive Order No. 70 that adopts the Whole of Nation approach, directing all government agencies to collaborate in ending the communist armed conflict,” General Madrigal said.
It also formalizes on-going partnership on the effective and efficient delivery of social services to the public, especially those that are affected by calamities and conflict and are vulnerable to radicalization.
EO No. 70 signed by President Rodrigo Duterte in December last year mandates the creation of the National Task Force to End Local Communist Armed Conflict (ELCAC) and directs all government agencies to render all the necessary support to peace-building programs, plans, and activities for the campaign.
During his assumption as AFP Chief of Staff, General Madrigal committed the AFP’s support to the National Task Force, stressing the need for government agencies to come together to totally eradicate the root causes of conflict and violence
“We have made significant progress and have made headways in our campaign to end insurgency, but to reach what we can call a complete victory, we need to create communities that are conflict-resilient and we need local and national government agencies to attain this,” Gen. Madrigal said.

BALER, Aurora – The Provincial Peace and Order Council (PPOC) has approved Resolution No. 2019-02, condemning the actions and activities of the CPP-NPA, its front group and affiliates, and declaring their presence detrimental to peace and development in the Province of Aurora.
The declaration of CPP-NPA as persona non-grata in Aurora was done during the PPOC meeting on July 04, 2019 at the Capitol, Brgy Suklayin, Baler, Aurora.
The meeting was presided by Governor Gerardo A. Noveras and was attended by representatives of the Department of the Interior and Local Government (DILG), different department heads of the local government of Aurora, members of the Sangguniang Bayan, Brigade Commander of the 703rd Infantry (Agila) Brigade, Brigadier General Rowen S. Tolentino AFP; Commanding Officer of the 91st Infantry (Sinagtala) Battalion, Lieutenant Colonel Jose Mari F. Torrenueva II; and Lieutenant Colonel Reynante D. Pitpitan of the Aurora Police Provincial Office.
The resolution was formulated in line with DILG Memorandum Circular No. 211-2018 with the Subject: Prohibition of Support to Left Wing Rebel Group and Executive Order No. 70: Institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.
This is the LGU’s step in asserting that the province is ready for lasting peace to attain sustainable development.
In order to maintain peace and order in the community and suppress the lawless violence that creates havoc, fear and panic among the populace, members of CPP-NPA (CNTs) are now unwelcome in the Province of Aurora.
Major General Lenard T Agustin AFP, Commander of the 7th Infantry (Kaugnay) Division expressed pleasure over the development as more and more municipalities and provinces have been declaring communist terrorists groups (CTG) as persona non grata. He said that the whole of nation approach of EO 70 is certainly making an impact in communities and has triggered the support of the whole nation, possibly leading towards the long awaited downfall of CTGs.
Meanwhile, BGen Tolentino, commends the Province of Aurora for their bold move in passing the said resolution through the PPOC.
“The Philippine Army will continue to support such unified movement which aims to condemn the actions of the terrorist which disregards the country campaign in attaining peace,” said LtCol Torrenueva.

Tolentino AFP; Commanding Officer of the 91st Infantry (Sinagtala) Battalion, Lieutenant Colonel Jose Mari F. Torrenueva II; and Lieutenant Colonel Reynante D. Pitpitan of the Aurora Police Provincial Office.
The resolution was formulated in line with DILG Memorandum Circular No. 211-2018 with the Subject: Prohibition of Support to Left Wing Rebel Group and Executive Order No. 70: Institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.
This is the LGU’s step in asserting that the province is ready for lasting peace to attain sustainable development.
In order to maintain peace and order in the community and suppress the lawless violence that creates havoc, fear and panic among the populace, members of CPP-NPA (CNTs) are now unwelcome in the Province of Aurora.
Major General Lenard T Agustin AFP, Commander of the 7th Infantry (Kaugnay) Division expressed pleasure over the development as more and more municipalities and provinces have been declaring communist terrorists groups (CTG) as persona non grata. He said that the whole of nation approach of EO 70 is certainly making an impact in communities and has triggered the support of the whole nation, possibly leading towards the long awaited downfall of CTGs.
Meanwhile, BGen Tolentino, commends the Province of Aurora for their bold move in passing the said resolution through the PPOC.
“The Philippine Army will continue to support such unified movement which aims to condemn the actions of the terrorist which disregards the country campaign in attaining peace,” said LtCol Torrenueva.

MARIHATAG, Surigao del Sur – Another CNT member voluntarily surrendered to the troops of 3rd Special Forces (ARROWHEAD) Batallion, Special Forces Regiment (Airborne), Philippine Army.
A certain @ Junrix 18 years old, single, a resident of Brgy Mahaba, Marihatag, Surigao Del Sur, member of Pltn8, WGF19, NEMRC voluntarily surrendered and along with him is one (1) M16A1 rifle attached with m203 Grenade Launcher with defaced serial number. The surrender of @ Junrix was made possible because of consistent dialogue of the Patrol Base Commander to the relatives of the surenderee and the result of effort under COPLAN Canopy II of 3SFBN. @Junrix said, he surrendered because of fear of being kill due to relentless Focus Military Operation (FMO) in the area, he is tired of running and hiding, he thinks about his family, and he want to change for the better for his future and live a life without fear and terror.
Thru the continues effort and program of the government for the members of CNT who opted to return to the folds of the law, @ Junrix will be provided an immediate assistance, enroll to Enhanced Comprehensive Local Integration Program (E-CLIP), his firearm will be process for Firearm Renumeration, enroll to TESDA training and avail appropriate Livelihood programs that will help him to start a new life in an environment with peace and development.

CAMP CAPINPIN, Tanay, Rizal- A member of the New People’s Army (NPA) terrorists group was killed after three successive encounters against the combined forces of the 76th Infantry Battalion, 203rd Brigade and the local police in Victoria, Oriental Mindoro.
According to LtCol Mario Lito Retirva, Battalion Commander of the 76IB, the first encounter transpired around 5 A.M yesterday July 3, 2019 at Sitio Kipot, Brgy Loyal. It was followed by another firefight around 12 noon at Sitio Pamuwisan of same barangay.
After the 25 minutes exchange of gunfire on the second encounter, the troops recovered the body of Mervin Malucon alias “Ka Wally”; one (1) M14 rifle with 12 fully loaded magazines, assorted ammunitions for M60 machine gun, I.E.Ds, cellular phones, enemy subversive documents and other personal belongings were also taken from the enemies. Heavy bloodstains were seen on the enemy positions indicating the enemies suffered sevaral casulties.
Around 8:30 this morning July 4, 2018, another armed encounter happened in Sitio Lagpan, Brgy Villa Cerveza still at Victoria, wherein one (1) M16 rifle with bandoleer, one (1) back pack, three (3) I.E.Ds, assorted medicines and medical paraphernalia and other subversive documents were recovered by the troops. The firefight lasted for 15 minutes where the enemy again believed to suffered another csualties. No one was hurt on the government side.
The more or less 30 NPAs wee identified to be members of the Kilusang Larangang Guerilla ICM.
LtCol Retirva said the information of NPA presence came after a tip from concerned Mangyan (Indigenous Tribe in Mindoro) that the NPAs were recruiting and extorting the residence in the area which prompted them to take actions.
BGen Marceliano V Teofilo, 203rd Brigade Commander said “the successive encounters are clear manifestations that Mindoreños especially the Mangyan tribe don’t want their presence in their land. “They are already tired being forced by the NPAs to provide support and give in to their extortion demand. These NPAs are not pro-poor, they are actually exploiting the weaknesses of our IP brothers,” BGen Teofilo added.
Further, he once again called the attention of the progressive groups, Karapatan and NUPL to conduct investigation on the atrocities made by NPAs in Mindoro after burning the heavy equipment used for the developmental projects of Sta Clara Hydro Power plant and Martinez Construction Company in Naujan; the killing of Mr Kennedy Aquino, Jun-jun Ysog and Jose Barera, an IP Leader in San Jose; and in the kidnapping of an off-duty Cafgu Reynante Malupa. “Help us and their families achieve justice,” BGen Teofilo said.
Meanwhile, Brigadier General Elias Escarcha, acting Commander of the 2nd Infantry Division Commander, lauded the troops and police recent accomplishment against the terrorists in Mindoro.
He reiterated his call to the NPA leaders and members to surrender and go back to the folds of the law and take advantage the Enhanced Comprehensive Local Integration Program (ECLIP) of the government.
At present, hot pursuit operations of the Army and Police are on-going. The Philippine Air Force troops and air asset are also present in the area to help in crushing the terrorists group.

New BATAAN, CVP – With the aim of empowering the Comval youth with the spirit of a genuine peacebuilder, a Youth Peace Camp was held last June 28-30, 2019, at the Municipal Gymnasium here.
The event that was halted for almost half a decade is now back on track with a theme, “MALINAWONG DAVAO DE ORO: Ascending to Genuine Peace-Building for a Higher Ground of Youth Empowerment.”
Through the collaboration of the Youth for Peace Movement (YFPM) Compostela Valley and New Bataan, 66th Infantry Battalion (IB), Sangguniang Kabataan Municipal Federation, Municipal Youth Development Office, and Local Government Unit (LGU) of New Bataan, the said camp was participated by 76 youth leaders coming from the 16 barangays of the Municipality of New Bataan (Andap, Cabinuangan, Bantacan, Batinao, Camanlangan, Cogonon, Fatima, Tandawan, Panag, Magangit, Pagsabangan, Kahayag, San Roque, Manurigao, Magsaysay and Katipunan), and are now part of the said youth movement.
“2014 was the last year that New Bataan conducted a Youth Leadership Summit or Youth Peace Camp, and now, we are back with a blast,” said Hon. John Clyde O. Manabit, SKMF President of New Bataan.
“It is indeed true that with coordination and a leader who has the political will, we can really move mountains – mountains that once eclipsed the glaring face of our youth,” he added.
The 3-day camp was filled with lectures and workshops to encourage the participants to take part in addressing social issues affecting the youth and prepare them in understanding the true essence of peace and volunteerism, which are needed as they promote peace in their respective barangays.
Some of these lectures are the Youth in Volunteerism, Role of the Youth in Peacebuilding, Role of the Youth in Preventing and Countering Violent Extremism, Advocating Cultural Identity, and Preventing Drug Proliferation among the Youth.
Various challenges and teambuilding activities were also participated by the youth in the camp, which aims to test their leadership, good citizenship, and patriotism.
“Ipadayon nato ni,” said the Municipal Mayor of New Bataan, Hon. Geraldford N. Balbin, as he assured the youth of the government’s support to show that peacebuilding is unstoppable in New Bataan.
Meanwhile, Mr. Ronnie Rinos, Acting President of YFPM New Bataan expressed that despite being a mountainous place and many of New Bataan’s barangays were located remotely, nothing hindered them to uphold the advocacy of their movement and inculcate among the youth the true essence of having peace in their communities.
New Baatan has been considered as one of the bastions of New People’s Army in the Province of Compostela Valley which has caused in conflict for many years in its communities and has affected the lives of the people, especially the youth.
