Kalinaw News: CPP-NPA Terrorist unwelcome in San Carlos City

Posted to Kalinaw News (Jun 19, 2019): CPP-NPA Terrorist unwelcome in San Carlos City

SAGAY CITY, NEGROS OCCIDENTAL- Lieutenant Colonel Emelito Thaddeus M Logan, the Commanding Officer of the 79th IB, 3ID, Philippine Army, highly appreciated the City of San Carlos, Negros Occidental for their approved resolution denouncing the atrocities perpetuated by the Communist Terrorist Groups (CTG’s) in the country and not to allow their presence in San Carlos City.

The Sangguniang Panlungsod passed and approved the Resolution No. 19-139 during their regular session last May 30, 2019, held at the SP Session Hall.

Its resolution cited that there were no reports of the CTG atrocities within the city and the people strongly desired the situation be maintained.

LTC Logan stressed that, “the Local Government of San Carlos City, have been aware about the deceptions and atrocities of CPP-NPA Terrorist and its negative effect on peace and order and the normal lives of its residents. Through our conduct of Community Support Programs (CSP) which were previously augmented in some of its barangays have accomplished counter-insurgency operations that positively promotespeace and order. We neutralized the affected barangays and local folks of San Carlos City through the support of LGU San Carlos City and different stakeholders since March this year. The citation of its resolution that there were no reports of CTG trocities, was the result of our successful CSP operations. Thus, the people will not allow thepresence of the CTGs anymore and strongly desires that the peace and order of the city will be maintained”.

“I urge, local officials in other cities and municipalities to do same preventive actions as what the San Carlos City’s did against the CTGs. This will be a significant initiative in preventing and countering violence of the CPP-NPA Terrorist’s, its deception, recruitment and recovery efforts to its formerly organized areas and communities”.

“The series encounters of the 79th IB against the CTGs/CNTs in So. Puting Tubig, Brgy Minautok on May 15 and So. Banwa Minatay, Brgy Marcelo on May 17, all of Calatrava municipality and So Fuentes, Brgy Mabini, Escalante City on May 21, provided a huge realization for the local government officials and the Negrense people that Insurgency could only disrupts the development and their normal and peaceful lives. This prompted them to end their support voluntarily to communist terrorists, refused their presence from now on and wanted to declare the CPP-NPA as persona non grata”, LTC Logan added.

Kalinaw News: 48th Infantry Battalion distributes assorted goods to Indigenous People Community

Posted to Kalinaw News (Jun 18, 2019): 48th Infantry Battalion distributes assorted goods to Indigenous People Community

Fort Magsaysay, Nueva Ecija – The 48th Infantry (Guardians) Battalion distributed assorted goods and grocery items to the Dumagat and Igorot tribes at Sitio Pulang Lupa, Brgy. Rio Chico, General Tinio, Nueva Ecija, yesterday.

One 48IB squad led by Lieutenant Colonel Felix Emeterio M Valdez, the 48IB Commanding Officer, accompanied by 1st Lieutenant Rolly G Legario, distributed the goods to the indigenous people (IP).

The assorted goods and grocery items include rice, coffee, canned goods and noodles that were distributed to the 80 IP of Sitio Bulak and 60 IP of Sitio Mapidya, through the assistance of Mr. Rufing Ramos, an IP leader, and Hon. Leonardo Bulacan, the Barangay Chairman of Brgy Rio Chico.

The location of Brgy. Rio Chico has been a constraint in the delivery of basic services to the IP. The unit had to find ways to reach the areas and deliver the needed services from the local government and even non-government organizations.

To this, the Commander of the 7th Infantry Division, Major General Lenard T Agustin AFP, said “The task at hand in providing these IP Communities a better place to live is huge. So we had to create an effective force that could deliver the basic needs they deserve. It is good that we gave them these necessities, but it is better to provide them with something they can work on and make progress in the long run so that it will give them pride and ownership that no one can they take away, and will motivate them further to work harder. With that, let us work all together for the benefit of our IP community to help them achieve a better and more sustainable community.”

Relatedly, Lt. Col. Valdez added, “The delivery of basic services to the far flung areas, especially to our IP community, has been one of our advocacies. We want these people (IP) to feel that they are part of the government’s plan towards peace, progress and prosperity. The challenge here is on how we join hands to provide these IP communities the services they deserve. And we will not stop until we have found the best way to do this.”

Kalinaw News: 20 NPA members, supporters surrender In Bislig

Posted to Kalinaw News (Jun 18, 2019): 20 NPA members, supporters surrender In Bislig

BISLIG CITY, Surigao del Sur- Camp Jaime N Ferrer Sr, Brgy Maharlika, Bislig City (Stn) – Fear, hunger and hopelessness drove some 20 members of the Communist- Terrorist CPP- NPA to surrender to the troops of the 75th Infantry (Marauder) Battalion in Bislig City, Surigao del Sur, June 16.

Reports reaching the Philippine Army’s 4th Infantry Division in Cagayan de Oro say that the recent batch of surrenders composed of two (2) regular NPA, two Sangay Partido sa Lokalidad (SPL), 11 Milisya ng Bayan (MB) and five Underground Mass Organization (UGMO) members were erstwhile members of Weakened Guerilla Front (WGF) 14 of the North Eastern Mindanao Regional Committee (NEMRC) of the CPP-NPA.

The military identified the surrenders by their NPA aliases as Tapul, James, RR, Bata, Mer, Maegan, Roy, Dodong, Ba-ang, Kaba-kaba, Botyok, Palakata, Pino, Jerry, Esidro, Estong, Rachel, Jun, Joebert, and George.

They brought with them 29 assorted firearms and war materiel including four CZ858 rifles with four magazines, one M16A1 rifle with three loaded magazines, one M14 rifle with one loaded magazine, two AK47 rifles with loaded magazines, four caliber .45 pistols, two caliber .38 revolver pistols, caliber .30 (Improvised), three caliber .22 with ten rounds ammunitions and 11 improvised shotguns. They also surrendered assorted materiel used for manufacturing Improvised Explosive Device (IED) such as blasting caps and electrical wires.

Lt. Col. Jaime Datuin, the Commander of 75th IB said the CPP-NPA can no longer stop their members from abandoning them because more and more are realizing the futility of their struggle. “According to our agents, their members are feeling the intensity of military and police operations, forcing them to go into hiding for days with little or no food at all. Many of them are sick and need immediate medical attention”, Datuin said.

Dako akong pasalamat nga pinaagi sa kasundalohan sa 75IB kami nahibalik sa sabakan sa atong goberno (I am very thankful to God almighty because together with my comrades, we were able to escape from the clutches of the CPP-NPA. Their leaders promised us when we were being recruited that they will alleviate the sufferings of farmers like me. They said they will stop government oppression and provide support to our families. But none of these ever happened and all we got are hunger and fear. I am grateful to 75IB for bringing us back to the folds of the law.),” Tapul said.

Datuin said the former CPP-NPA terrorists made the right choice. “Mabuti na lang sumuko sila nang maayos sapagkat naiwasan natin ang pagdanak ng dugo. Ngayon, pwede na ulit silang magsimula ng panibagong buhay kapiling ang kanilang mga pamilya,” he said.

The surrenders will be undergoing debriefing as part of their enrolment to the Enhanced Comprehensive Local Integration Program (E-CLIP). Once completed, they would be able to avail various financial and livelihood assistance from the national and local government.

Col. Allan Hambala who heads the Army’s 401st Infantry Brigade said the surrender is a huge blow to the CPP-NPA group operating in Caraga and the entire Mindanao. “They are on the brink of defeat that is why I am encouraging the remaining armed members of the CPP-NPA to heed the national government’s call for peace. Do not wait until our forces catch up with you on the jungles because we will be relentless in our campaign. My advice is to lay down your arms and surrender peacefully- that is your only choice”, Hambala warned.

Meanwhile, Hambala lauded his troops for facilitating the surrender and preventing bloodshed. He noted that in Surigao del Sur alone, 395 former CPP-NPA members and supporters have already surrendered since January this year.

MGEN Franco Nemesio M Gacal, the 4th Infantry Division Commander expressed confidence that more active CPP-NPA members will surrender in the coming months because of community support programs and enhanced delivery of social services especially in conflict-affected areas. “Let us not wait for another decade before we put an end to the local communist armed conflict. Let us work together towards lasting peace and sustainable development,” he said.

ASUNCION, DDN – Over 200 students have been enrolled and are now ready to start their non-formal education under the 60th Infantry Battalion’s (60IB) Army Literacy Patrol System (ALPS) after it was formally opened at 60IB’s headquarters here on Saturday (June 15).

60IB opened the program especially for all former rebels (FR) and their families, CAFGU Active Auxiliaries (CAA) and their dependents, and interested out-of-school indigenous peoples (IPs) from the four (4) municipalities within its area of operations (i.e. Asuncion, Kapalong, and San Isidro of Davao del Norte, and Laak of Davao de Oro).

In his remarks, 60IB Executive Officer, Major Jo Anthony Lee Lalas, emphasized the importance of education not only in countering the communist insurgency but in ensuring the continuous socio-economic development of “conflict-resilient” communities.

Meanwhile, acting as guest of honor, the Department of Education (DepEd) Alternative Learning System (ALS) Coordinator of Asuncion, Nelson Bansag, Jr., challenged the “new learners” to take advantage of the opportunity given to them.

50 ALPS products and recent passers of the National Accreditation and Equivalency Test were also confirmed graduates and given their secondary education equivalency diplomas.

In addition to the regular ALPS curriculum, the program will be embedded with practical activities (e.g. educational tours), cultural exchange sessions, and skill-enhancement trainings among others.

The ALPS, which is equivalent to the Department of Education’s Alternative Learning System (ALS), is a duly recognized component of the department’s non-formal education and national accreditation and equivalency programs.

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) interim Chief Minister Al-Hajj Murad Ebrahim submitted the plan on Monday to the BTA for scrutiny and eventual approval the next day.

It was drafted by the coordinating team for transition composed of members from the government such as Office of the Presidential Adviser on the Peace Process, Department of Budget and Management, Civil Service Commission, and ARMM, as well as Moro Islamic Liberation Front for the smooth transition from ARMM to BARMM.

Ebrahim said the plan will serve as a guide book for leaders named by President Rodrigo Duterte to man the new expanded autonomous setup in the southern Philippines.

“This document includes (steps) on how we will switch from ARMM to this newly-established form of government, the BARMM,” he added.

The BTP also includes organization chart for the various ministries, offices, and agencies from the BARMM, as well as its timeline for the gradual phasing out of agencies and offices under the now-defunct ARMM.

The transition period will end once the new set of BARMM officials shall have been elected in political exercises in 2022.

Zamboanga Sibugay province map

The government has deployed Community Support Program (CSP) teams to bring peace and development in far-flung and conflict-affected areas in the province of Zamboanga Sibugay.

Capt. Clint Antipala, Army’s 1st Infantry Division acting information officer, told the Philippine News Agency (PNA) that, initially, four CSP teams were activated and deployed in the municipalities of Kabasalan, Siay, and Diplahan in Zamboanga Sibugay.

The deployment of the CSP teams is in line with the Development Support and Security Plan “Kapayapaan” of the Armed Forces of the Philippines to conduct Development Support Operations, to sustain the peace, ensure security and help maintain public order to foster the foundation for economic and human development.

“We encourage various local government units (LGUs) of Zamboanga Sibugay to maintain and preserve their communities from being exploited by the communist terrorist group (CTG), and civilian stakeholders to support the government programs especially in the far-flung communities,” said Lt. Zamboanga Sibugay Gov. Wilter Yap Palma has assured the support of the provincial government to the CSP teams deployed on Monday in the province.

“We will work hand in hand to end this local communist armed conflict,” said Palma, who led the send-off ceremony of the CSP teams.

Meanwhile, Brig. Gen. Bagnus Gaerlan Jr., Army’s 102nd Infantry Brigade commander, thanked the provincial government, non-government organizations and other stakeholders of Zamboanga Sibugay for their trust and support to the CSP teams.

Gaerlan said the deployment of CSP teams is one way of bringing the government closer to the people particularly in areas where public services seldom reach or even cannot be felt by the people.

Maj. Gen. Roberto Ancan, Army’s 1st Infantry Division commander, has ordered the troops to strictly adhere to the provisions of International Humanitarian Law, respect human rights and follow the rule of law as they bring peace and development in far-flung communities.

“Community-based initiatives are underway to address security issues on the grassroots level, involving the local government and the various sectors so feasible and long-term solutions to insurgency and terrorism are made,” said Lt. Gen. Arnel dela Vega, Western Mindanao Command (Westmincom) chief.
