The Negros Island Regional Party Committee conveys its greetings on the historic golden anniversary of the New People’s Army (NPA) which was established by the Communist Party of the Philippines (CPP) on March 29, 1969. Together with the masses in Negros Occidental, Negros Oriental and the whole country, we offer our Red salute to all the Red fighters and commanders of our beloved army of the best sons and daughters of the people. Let us celebrate the victories of the NPA in the last 50 years of service to the toiling masses and the people, and its continued accumulation of revolutionary strength in the military and political field.
These victories are significant to further strengthen our forces and to advance the people’s war amid the all-out counterrevolutionary war currently launched by the US-Duterte regime through Martial Law in Mindanao and de facto Martial Law in the rest of the archipelago including Negros Island.
The fascists in the AFP and PNP are beating their chests for they have captured those they tout as “big fishes” of Negros: Ka Frank Fernandez, the spokesperson of the National Democratic Front (NDF) here in the island and Ka Cleofe Lagtapon. But while these fascists bask in boisterous laughter, Negrosanons and the rest of the people are all the more disgusted with them and with their sheer arrogance and desperation in tailing, arresting and detaining Ka Frank and Ka Cleofe despite their old age and frail health.
The ruthless fascist terror, repression, lies and madness of the regime motivates the NPA, revolutionary forces and the masses to steel their fortitude even more and master various forms of struggle particularly in developing intensive and extensive guerilla warfare based on an ever-widening and deepening mass base.
The vital integration and implementation of tasks in the armed struggle, agrarian revolution and establishment of organs of political power can effectively preserve and develop revolutionary strength in the countryside towards a higher stage in the people’s war. The NPA and the people’s heroic efforts to frustrate the current regime’s counterrevolutionary war and the broad people’s movement against tyranny, corruption, burdensome economic policies and the continued sell-out of our national sovereignty to the US and even China, will completely isolate Duterte from the people until he is finally ousted from power.
We pay our highest tribute to the martyrs and heroes of the people’s war, the numerous Red commanders and fighters of our Red army who gave their lives to establish the people’s army and gallantly defend the masses from the abuses and atrocities of the armed minions of the local ruling class, the neocolonial state, and imperialism, and to advance the new democratic revolution in the Philippine through protracted people’s war.
In Negros Island, the masses shall never forget the exemplary life and struggle of comrades Apolinario Gatmaitan, Leonardo Panaligan, Roselyn Pelle, Armando Sumayang Jr, Rachelle Mae Palang and other martyrs and heroes from the ranks of the workers, peasants and farmworkers, women, youth and students, the urban poor, professionals and urban intellectuals, and other oppressed sectors of society. They chose to serve the masses and the revolution through the highest form of struggle. They lit the flames of armed struggle now ablaze in the whole island and the whole archipelago. They illuminate the path towards the bright revolutionary future of the heroic Filipino people who dare to struggle and to triumph.
The Revolutionary Armed Struggle in Negros
Armed struggle in the island commenced in as early as 1969 when a small armed unit was deployed to conduct mass work in mountainous areas of North Negros. A small unit of the Party and the staff of the Dumaguete Times were among those who propagated the national-democratic line and analysis of local issues. The first armed unit in North Negros was eager to launch military actions but was cornered due to its failure to establish its mass base before carrying out these actions against big and powerful enemies.
But during the early part of the ‘70s, coinciding with the Party’s efforts to prepare the Negros countryside for guerilla warfare, mass struggles spread like wildfire. Reactionaries failed to stop the workers, peasants and farmworkers who launched strikes against decades of exploitation by big landlord-compradors of the island’s hacienda system and sugar industry.
Through the Second Propaganda Movement, the youth who were able to study in urban centers like Manila returned to Negros and went to the countryside to take on important tasks in propagating Marxism and the national-democratic line, conducting social investigation, and guerilla zone preparation. The workers and peasants steeled in the mass movement, along with the youth, church people and other sectors who eagerly supported the struggle of the basic masses, eventually took up arms and became Red fighters.
Armed with lessons from initial experience, the Party through the NPA would establish in 1973, the revolutionary mass base among the poor peasants and settlers in the Cauayan-Hinobaan-Ilog-Candoni-Kabankalan-Sipalay or CHICKS area in southern Negros Occidental. This was accomplished through painstaking mass work, breakthroughs in the anti-feudal struggle, and successful punitive actions against the most despised despotic landlords and their armed goons. By 1976, the people’s army would reach even the interior barrios in nearby towns of Negros Oriental.
The establishment of the NPA in Negros had a significant and profound effect on the masses who had long yearned to have their own army. The presence of the NPA’s Red fighters in the countryside paved the way for the people to grasp the reasons behind their impoverishment, the hunger they experience, the injustice and varied forms of exploitation and oppression imposed by big landlords and compradors in the island who are also based in Manila and dominant in the political and economic life of semicolonial and semifeudal Philippine society.
The steady growth of the mass movement in the urban centers of the island from the ‘70s to the mid-80’s provided the armed revolution with as steady a source of full-time forces from the workers, students, church people, teachers, and from the ranks of former political prisoners, who were mobilized in the comprehensive development of guerilla fronts and establishment of new ones.
The daring and successful tactical offensives of the NPA in Negros during this period marked the island’s status as a “social volcano” of simmering contradictions between the ruling class and the ruled, the exploiters and the exploited. Effective tactics and techniques in warfare, along with the warm support from the peasant masses and the people, furthered the NPA’s confidence to fight the private armies or the armed strength of big landlord-compradors in the island and the armed forces of the entire reactionary state as represented by the AFP, PNP and its paramilitaries.
Although the revolutionary movement and armed struggle in Negros achieved an unprecedented upsurge during the ‘80s, it was also during this time that the wrong line of Arturo Tabara and his revisionist clique within the Visayas Commission and the Negros Regional Party Committee began to take shape and was later implemented in the whole region. The wrong line of strategic counter-offensive or SCO, characterized by premature regularization of guerilla units and urban insurrectionism, brought one failure after another to the NPA and resulted in the decline of its mass base and the revolutionary movement in the island.
Because of this disorientation, the whole revolutionary movement was left vulnerable to the ruthless attacks of Oplan Thunderbolt, the AFP’s “counter-insurgency” program in Negros during the last part of the ‘80s which brought untold damage to the lives and livelihood of the masses. Intense militarization, bombings of communities and other abuses of the enemy was engaged through putschist and purely-militarist actions that strained the revolutionary forces and neglected painstaking mass work. It was the wrong line pushed by the Tabara clique which further devastated the revolutionary movement in the island. It led to factionalism, their conception of a bankrupt party and bandit armed force, particularly the bogus Revolutionary Proletarian Army or RPA which is now exposed and notorious in Negros as mercenaries of despotic landlord-compradors and rotten politicians.
As with the stand of the new breed of proletarian revolutionaries during the First Great Rectification Movement who reestablished the Party and people’s army in 1968-1969 from remaining good elements of the old Communist Party and the Hukbong Mapagpalaya ng Bayan, the proletarian revolutionaries of Negros in the ‘90s took on the task of reinvigorating the revolutionary movement from the remaining cadres who stood up for rectification of errors and reaffirmation of basic principles and the 70 fighters left of the NPA, who composed a mere 3% of the whole strength of the revolutionary movement during the time of disorientation.
The success of the Second Great Rectification Movement (SGRM) on the island is considered one of the most significant triumphs of the Party in Negros for this not only decisively saved the revolutionary movement in the region but also brought it to a favorable position from which to further advance.
The two-platoon strength left of the NPA after it was devastated by disorientation, became seeds that ushered the growth of the armed revolution in Negros along the correct path of the people’s democratic revolution with a socialist perspective.
The Apolinario Gatmaitan Command (AGC), the regional operations command of the NPA in Negros, together with the operational command of different guerilla fronts in the whole island, continue to reap the confidence, support and affection of the masses. The people’s army is the principal instrument established by the Party to engage and to eventually crush the armed strength of the AFP, while building its mass base and organs of political power, engaging in production work, cultural work, providing political education to the masses, and other tasks.
The NPA has proven its iron discipline in accomplishing revolutionary tasks through the guidance and absolute leadership of the Party. Its deep roots within the masses is an assurance that it can no longer be thwarted by any suppression campaign of the enemy, as it has proven during the Marcos dictatorship era when revolutionary forces were still inexperienced and just starting out, and with the successive counterrevolutionary campaigns of puppet regimes which were also successively frustrated by the NPA and the whole revolutionary movement.
The NPA continues to strengthen itself together with the revolutionary masses to face and frustrate the all-out counterrevolutionary war of the US-Duterte regime. The savage attacks of the state against the revolutionary forces and people of Negros gives the NPA a thousand and one targets for launching tactical offensive that will bring additional weapons to the arsenal of the people’s army, sharpen the political and military capability of thousands of Red commanders, fighters and the masses steeled in fierce struggle.
Between tactical offensives that deliver solid headblows to the enemy, the revolutionary masses of Negros are ever-ready to develop further its practice of guerilla warfare of the masses, improve the structure and function of hundreds of units of people’s militia and self-defense units in the barrios for punitive actions and attritive attacks that will render a thousand and one blows to the enemy’s body. Full-time guerilla units of the NPA are also improving deployment and movement of its basic formations in guerilla zones, and the undertaking of partisan operations in urban centers to punish hardcore criminals within the ranks of class enemies and the reactionary state.
Challenges in Duterte’s brutal counterrevolutionary war in Negros
The fascist terror unleashed by the US-Duterte regime’s armed forces, from unbridled killings of peasant leaders and activists, the massacre of farmworkers in Sagay, and the continuing rampage of Oplan Sauron in peasant communities in Guihulngan City, Escalante City and other parts of Negros, are bankrupt moves of a rotten and shaky regime isolated from the masses. The AFP’s arrogant declaration of “all-out war” and Duterte’s imposition of de facto martial law in Negros through his Memorandum Order 32 and Executive Order 70 are indications of the accelerating decay of the semicolonial and semifeudal ruling system which is now led by a demented murderer.
The ruthless fascist attacks by the US-Duterte regime coupled with government policies that continue to burden the people, compel the people, most especially the peasant masses, to support the people’s army and the armed struggle by directly enlisting and offering their full-time commitment to the NPA, by taking up arms to advance the revolution.
The revolutionary movement in Negros holds strong unity, sufficient strength and mass support, the correct line and close leadership of the Party required for the armed revolution to further advance in the island and to contribute to the current nationwide efforts to develop the people’s war towards the advanced phase of strategic defensive. If the NPA and the masses could, through the guidance of the Party, commence the armed revolution in Negros and the rest of the country from almost nothing in 1969, broaden and strengthen itself during the harshest conditions under the Marcos dictatorship, and prevail over the grave damage brought about by shortcomings and errors during the time of disorientation, the subjective forces of the revolution are now in a most favorable position to implement the Party’s general calls to achieve all-round victories in advancing the people’s democratic revolution in the coming years.
The golden anniversary of the NPA is a most opportune moment to kindle the spirit of selfless service to the people, and to resolutely accomplish the tasks of the Party, Red army, and the masses in advancing the people’s war:
1. Increase the NPA’s membership several times over. Systematically plan and implement propaganda and education campaigns among the people and the mass organizations to boost recruitment and support for the people’s army. Recruit to the NPA large numbers of cadres and activists from the ranks of workers and intellectuals.
2. Develop in a planned way the capability of the people’s army through continuous ideological building and upholding the absolute leadership of the Party; systematic training in theory and practice to raise capability in combat, movement and operations of the platoon formation, intelligence, partisan operations, and others; continuous raising of political consciousness; instilling the offensive stance; conscious iron discipline; and implementation of the mass line.
3. Develop further the various levels of leadership and command in the region to undertake immediate analysis of the situation, planning and supervision of military and political work, wise maximization of the breadth and depth of the people’s army, and to direct the coordination and cooperation of different guerilla forces.
4. Intensify annihilative basic tactical offensives to deliver solid blows to the enemy and confiscate weapons for the people’s army. Well-planned and successful tactical offensives weaken the enemy and strengthen the people’s army, provide momentum and vigor to anti-feudal fights and other people’s struggles, and broaden democratic political power. Continuously combat military conservatism.
5. Increase and widen units of people’s militia, self-defense units in the barrios and self-defense corps of mass organizations. Ensure the Party’s effective leadership and the command of the people’s army in these units, and further develop their knowledge and skill in advancing guerilla warfare of the masses.

CAMP AQUINO, Tarlac City — The Northern Luzon Command (Nolcom) intensified its operations against the New People’s Army (NPA) ahead of the communist rebel group’s 50th anniversary.
The operations were stepped up following a series of burning incidents in the municipality of Cagayan from February 28 to March 5.
Units under Nolcom, the 5th Infantry Division (5ID), the 7th Infantry Division (7ID), Tactical Operations Wing Northern Luzon (TOWNOL), and Naval Forces Northern Luzon (NFNL) were placed on standby status ahead of the NPA anniversary Friday.
Lt. Gen. Emmanuel Salamat, Nolcom commander said: “We are strengthening and enhancing our military capabilities and coordination with other concerned agencies and stakeholders to mitigate and stop these atrocious attacks of the Communist NPA terrorists.”
“We are asking everyone to be more vigilant on the suspicious movement or activities of the CNTs in your locality and please do not be afraid to coordinate with the soldiers and our police counterpart if these suspicious activities are observed inside your communities as a preventive measure against these acts of atrocities” he added.

Amid military offensives, three more members of the NPA Militia ng Bayan yielded to the troops in Iligan City yesterday, March 28.
Lieutenant Colonel Jasper Edward Obar, 51st Infantry Battalion Commander, said the returnees were frustrated with the communist group, which continuously threatened their communities in Rogongon, a hinterland barangay in Iligan City.
“Sa singkwenta nila ka tuig na pakig-bisog sa gobyerno, puro gubot ug walay maayong resulta nga naangkon. Kaming mga sibilyan ang ala-ot ug, way paglambo nga natagamtaman sa among yutang natawhan,” ingon ni alias Eldan. (For 50 years of armed struggles against the government, turmoil and disarray have been recorded. The civilians became victims. No progress has been felt in our communities,” said Eldan)

The trio also yielded an M1 Garand rifle, a shotgun, a caliber. 22 rifle, a hand grenade, magazines, and ammunition to the 51IB and the 5th Infantry Battalion at 2:30pm yesterday.
“The influx of NPA and militia surrenders in Iligan City is a testament of the desire of former rebels to unite and live peacefully with their families. We expect that more NPA members and militias will return to the fold of the law in the coming days as our troops on the ground received a lot of surrender feelers,” said Brigadier General Ezra James Enriquez, 2nd Mechanized Brigade Commander.

“Likewise, we urge the NPA leadership in our area of operation to engage us through localized peace talks to address their issues and problems peacefully,” added Enriquez.
Meanwhile, Brigadier General Roberto Ancan, Joint Task Force Zampelan Commander, commended the troops that led to the surrender of three NPA militias.
“We call on the remaining communist terrorists to return to the fold of the law and to avail of the government’s E-CLIP that would give them the opportunity to start a new life and to live peacefully as productive citizens of the country,” added Ancan.

Meanwhile, Lieutenant General Arnel Dela Vega, commander of Western Mindanao Command, said, “We made great strides in what started as an impossible thrust, but with multi-sector convergence, we helped returnees abandon the battleground and rebuild their lives and dreams.”
“To bridge the reintegration of these former rebels is one fulfilling feat on the part of the armed forces,” he added.

NSFA, Panacan, Davao City - A Commanding Officer of the Pulang Bagani Command 2 and his vice were formally presented to Davao City Mayor Inday Sara Duterte -Carpio and Lt. Gen. Felimon T. Santos Jr., Commander of Eastern Mindanao Command after the Change of Command Ceremony of 1003rd Infantry Brigade at Purok 9, Barangay Mahayag, Bunawan District Davao City on March 28, 2019.
Ltc. Oscar Partuza in his report presentation, alias Bong and alias Igong, Commander and Vice Commander respectively surrendered to 3rd Infantry Battalion after an encounter on March 22, 2019. They carried with them two M16A1 rifles, one caliber .45 pistol and one 9mm Glock pistol.
While undergoing debriefing the two further revealed information that led to the recovery of an M4 carbine and six other M16 rifles.

Ltc. Partuza said that the encounter, which is a prelude to the surrender, transpired while the troops are on the process of validating the information of the presence of Communist NPA Terrorist Group (CNTG) members in Barangay Tambobong, Baguio District, Davao City.
The five-minute firefight resulted in the death of one CNTG member and the capture of one M16 rifle and one cal. 45 pistol.
Prior to the encounter and surrender, the people of Barangay Tambobong have already declared the CNTG as persona non grata in their Barangay and Tribal Communities on February 25, 2019.
In her short dialogue with the two leaders, Mayor Duterte-Carpio informed them of their free access to government programs, and further encouraged the two former CNTG Leaders to reveal their reasons and issues for joining the armed group so that the City Government can address and attend to.
Meanwhile, Lt. Gen. Santos reiterated the call to the NPA to surrender and for other stakeholders to assist in facilitating.
"With the help of our different stakeholders who always there to help, come down and avail of the social reform program of the government for you to rejoin the mainstream," Lt. Gen. Santos said.
"The surrender is proof that the NPAs are now losing not only regular members but also leaders," he added.

Philippine communist guerrillas marked the 50th anniversary of their rural rebellion on Friday with threats of more attacks, possibly in cities, as a negotiated settlement remains elusive and peace talks have repeatedly stalled.
The New People’s Army marked a half a century after its founding with an attack on a police patrol in northern Mountain Province that killed a policeman.
Authorities said a separate rebel assault on a police station in eastern Victoria town backfired Thursday when officers fought back and killed three insurgents and captured three others.
Regional rebel spokesman Magno Udiao said the insurgents targeted about 20 policemen patrolling the hinterlands in the mountainous region because they were conducting counterinsurgency tasks with the military.
In light of the government's withdrawal from peace negotiations, the rebels "will incessantly mount tactical offensives to continue the NPA's mandate of seizing political power from the corrupt and fascist ruling classes and dismantling its fascist machinery," Udiao said.

The Maoist rebels have negotiated unsuccessfully with five Philippine presidents before current leader Rodrigo Duterte.
The rebel force had only about 60 fighters, nine automatic rifles and 26 single-shot rifles and pistols when it was established in 1969, and gradually grew and expanded across the impoverished nation.
Battle setbacks, surrenders and infighting, however, have weakened the guerrilla group, which is considered a terrorist organization by the United States and remains a major Philippine security threat. The communist rebellion has left about 40,000 combatants and civilians dead. It also has stunted economic development, especially in the countryside, where the military says about 3,500 insurgents are still active.
Initially upbeat negotiations under Duterte, who calls himself a socialist, gradually unraveled as he protested continued insurgent attacks on government forces and the guerrillas accused troops of violating the government's own cease-fire by continuing combat operations in what they said were their rural strongholds. Duterte and the rebels eventually lifted their cease-fires, sparking new violence.
In 2017, Duterte signed a proclamation terminating peace negotiations with the guerrillas brokered by Norway just a year after he became president in mid-2016 and pursued talks with the guerrillas. Although he indicates from time to time that he is still open to returning to the negotiating table, Duterte dismantled his negotiating panel last week.
Amid the collapse of talks, the violence and war of words raged on.
"Duterte is the face of the rottenness of the entire ruling system. His anti-people, anti-national and anti-democratic policies are causing the people grave social and economic hardships," the Communist Party of the Philippines said in a statement it issued to praise and call on its armed wing to press its insurgency, one of Asia's longest-running.
"We must strengthen the New People's Army several times over and raise its capability in annihilating enemy units," the communist party said. "The NPA must target the worst fascist criminals, punish them for their abuses and smash their culture of impunity. We must also carry out partisan operations in order to punish the enemy in the cities and in their main lines of communication and transportation."
Last year, more than 380 government security personnel perished in rebel attacks, it said.
Security officials, however, have played down such rebel threats as propaganda from what they call a spent force of "criminals and terrorists."
The Department of National Defense said that "for five long decades, the NPA stained our soil with blood, extorted from our hard working people, harassed our communities, and tore Filipino families apart."
With Duterte forming in December a "National Task Force to End Local Communist Armed Conflict" which he heads, the defense department vowed that New People's Army insurgents will become "strategically irrelevant by 2022," the year Duterte's six-year term ends.
“We will make sure that they will be defeated at every turn,” the defense department said in a pledge that officials under previous presidents have also made.

Philippine communist guerrillas marked the 50th anniversary of their rural rebellion on Friday with threats of more attacks, possibly in cities, as a negotiated settlement remains elusive and peace talks have repeatedly stalled.
The New People’s Army marked a half a century after its founding with an attack on a police patrol in northern Mountain Province that killed a policeman.

Nineteen members of the Communist New People’s Army Terrorists (CNTs) returned to the folds of the law on the day of its founding anniversary, March 29, 2019.

The CNTs yielded to the combined efforts of the local government of Sultan Kudarat, the Sultan Kudarat Provincial Police Office, and the Philippine Army’s 33rd Infantry (Makabayan) Battalion, 6th Infantry (Kampilan) Division and 39th Infantry Battalion of the 10th Infantry (Aguila) Division.
The 19 former rebels also laid down 13 high powered firearms, explosives, and various ammunition. They are from the various CNT units operating in the provinces of Cotabato, Davao Del Sur, Sultan Kudarat and South Cotabato provinces.
“Their surrender on the very day of the NPA’s supposed founding anniversary is a very clear indication that its ranks continue to decline due to the relentless efforts of the troops on the ground to hunt them down while providing space for them to peacefully surrender”, Col Efren Baluyot, the Brigade Commander of the 1st Mechanized Infantry Brigade, said.
Colonel Adonis Bajao, the 1002nd Brigade Commander; Maj. General Jose Faustino, Commander, 10th Infantry (Aguila) Division; and Maj. Gen. Cirilito Sobejana, Commander, 6th Infantry (Kampilan) Division, lauded the accomplishment.
“The surrender of these CNTs shows that the localized peace negotiations led by the provincial government of Sultan Kudarat is very effective,” Sobejana said.
“This is also a clear manifestation that those who were duped by the NPA in joining their ranks have realized that government cares for them and that they are welcome to join the peace loving people of Sultan Kudarat,” he added.
Sobejana said the surenderees will receive livelihood assistance, payment for the surrendered firearms as well as housing through the Enhanced Comprehensive Local Integration Program (E-CLIP). The program is under the supervision of Sultan Kudarat Province under Governor Pax Mangudadatu.

Government authorities are leading the response, with support from the Philippine Red Cross and the Mindanao Humanitarian Team (MHT).

In Lanao del Sur, armed encounters south of Lake Lanao, particularly in the municipalities of Tuburan and Pagayawan were reported between the AFP and the remnants of the Maute armed group on 11 and 14 March which caused the displacement of more than 11,000 people from two municipalities. Displaced people in Lanao del Sur are sheltered in schools, madrasahs or are staying with host families. According to the joint Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and MHT rapid needs assessment conducted on 26 March, the priority needs of the displaced are food, water and relief items.

In the island provinces of Mindanao, the AFP continues to engage the Abu Sayaff Group in Sulu following the bombing of Jolo cathedral in January 2019. A spike of encounters in February led to displacements of more than 5,000 people in the municipalities of Patikul, Tongkil, Jolo, Indanan and Maimbung. According to the IOM Displacement Tracking Matrix needs assessment, the primary and most urgent needs expressed by the IDPs are food and relief items such as blankets, water containers, kitchen sets and hygiene kits.
MARAWI CONFLICT
66,000 Displaced population
Nearly two years after the Marawi conflict, over 66,000 people remain displaced, mostly staying with host familes while more than 900 families (an estimated 4,500 people) are still sheltered in four evacuation centres. The government plans to transfer 364 families to the Boganga temporary shelter before end of March. Task Force Bangon Marawi continues to conduct the IDP profiling in the most affected areas in Marawi City. The Task Force conducted a two-day consultation for residents of the most affected areas on 18 March. During the consultation, IDPs were updated the rehabilitation of Marawi City, and were given an opportunity to air their sentiments and concerns.

Mindanao humanitarian situation Situation Overview Three simultaneous law enforcement operations of the Armed Forces of the Philippines (AFP) against non-state armed groups are reported as underway in the provinces of Maguindanao, Lanao del Sur and Sulu in the newly formed political entity Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) since the first half of March 2019.
Renewed armed conflict erupted between the AFP and a faction of the Bangsamoro Islamic Freedom Fighters (BIFF) on 9 March in four areas in Maguindanao: Salbu, Pagatin, Mamasapano, and Shariff Aguak, causing the cumulative displacement of more than 39,800 people, of which over 35,200 are inside 19 evacuation centres or staying with host families. In Shariff Aguak, some classes are suspended while others continue while the school is simultaneously being used as an evacuation centre. The conditions of displaced farmers and fisherfolk are further aggravated by drought conditions, where central Mindanao is the most affected region. While the military is not allowing the displaced to return home due to the operations, some IDPs have been able to check on their crops and farm animals.

Cumulatively, there are over 56,00 people displaced in BARMM as of 21 March (BARMM Ministry of Social Services). Displacement data are expected to change once assessment results are finalized.
Government response and humanitarian coordination
Local and provincial authorities are leading the response, assisted by the Philippine Red Cross and humanitarian organizations in distributing food, relief items and medical assistance. UNHCR working with local NGOs has distributed kitchen sets, mats and tarpaulins, while UNICEF is supporting local health units with emergency health kits.
The BARMM government’s humanitarian response team, BARMM-HEART, called for a joint meeting with the Mindanao Humanitarian Team (MHT), composed of Mindanao-based UN agencies and international and local NGOs on 21 March to launch a joint assessment in the affected areas. Government authorities, with support from the Philippine Red Cross and the MHT are leading the response and have traveled to three affected provinces on 25 March. Participating MHT agencies and humanitarian partners include Action Against Hunger, ACTED, CFSI, FAO, IOM, Islamic Relief Worldwide, MMI, Oxfam, Save the Children, Tyakap Kalilintad, UNFPA, UNHCR, UnyPhil, and WFP. Additionally, Al-Mujadilah Foundation, CARE Philippines, Nonviolent Peaceforce, and OCHA joined the team in the Lanao del Sur assessment. The Provincial Government of Maguindanao is coordinating with MHT members to monitor the situation and assess priority needs of the affected population.
Initial assessments show that there is a need for sustained food assistance, potable water, and relief items such as soap, sleeping mats and mosquito nets. With continued insecurity and the uncertainty when the law enforcement operations will end, it remains difficult for IDPs to continue their education, farming, and livelihood. According to military authorities, operations will continue as long as the threat remains, and the armed groups remain active in the target areas.

The office of Assistant State Prosecutor Ethel Rea Suril said a preliminary investigation was held last Thursday over the complaint filed against suspected ASG member Karah Musa Salapuddin, 49, alias Cesar, a Tausug who hails from Tungkil, Jolo Sulu.
Salupuddin will be brought again before Suril this Monday for the continuation of the preliminary investigation.
After the conduct of the preliminary investigation, the complaint will be submitted for resolution to determine if charges will be filed in court against Salapuddin.
The complaint was filed by the Major Crimes Unit of the Philippine National Police-Criminal Investigation Group (PNP-CIDG) last March 21 during inquest proceedings at the DOJ.
Under the complaint, Salapuddin was accused of frustrated multiple murder under Article 248 in relation to Article 6 of the Revised Penal Code (RPC); illegal possession of explosives and other paraphernalia under Republic Act (RA) No. 9516; and illegal possession of firearms and ammunition under RA No. 10561.
During the proceedings last week, Salupuddin told the prosecutor that he opted to undergo preliminary investigation and, because of this, signed a waiver of the provisions of Article 125 of the Revised Penal Code that penalizes delay in the delivery of a detained person to the proper judicial authorities.

The Roselyn Jean Pelle Command (RJPC) of the New People’s Army claimed having seized firearms from two Special CAFGU members on March 21 in Sitio Mayana, Brgy. Bago, Salvador Benedicto, Negros Occidental.
Rebel spokesperson Cecil Estrella, in a statement issued by RJPC yesterday, said that they seized three .357 caliber revolvers, a .38 caliber revolver and a .45 caliber pistol with ammunition and two cellular phones from SCAA members Lucio, 69, and Domingo Agravante, 57, who were killed in the process of disarming them.
Estrella claimed that they were responsible for the killing of Agravante brothers, whom Estrella also claimed to be members of the Revolutionary Proletarian Army (RPA), as the two fought it out with the NPA using their guns.
Recovered from the crime scene were 10 empty shells of M-14 and M-16 assault rifles, three dud bullets and a slug of a .45 caliber pistol.
Police investigation showed that one of the armed suspects who barged into the residence of the Agravante brothers, was identified as Sulpicio Hernan Jr. of Brgy. Bago, Salvador Benedicto.
The rebel spokesman said that the RPA/SCAA group in Salvador Benedicto, being informants of the Armed Forces of the Philippines, are supported by a politician in the town.
Estrella maintained that they did not violate anything in bringing the RPA/SCAA to revolutionary justice, stressing that they followed the process in disarming the group, who did not cooperate, and resulted in the killing of the Agravante brothers.
The RJPC issued a stern warning against counter-revolutionary forces and criminal elements, who are allowing themselves to be used by politicians, as mercenaries, as they will not hesitate to decisively carry out revolutionary justice.

Rebel spokesperson Cecil Estrella, in a statement issued by RJPC yesterday, said that they seized three .357 caliber revolvers, a .38 caliber revolver and a .45 caliber pistol with ammunition and two cellular phones from SCAA members Lucio, 69, and Domingo Agravante, 57, who were killed in the process of disarming them.
Estrella claimed that they were responsible for the killing of Agravante brothers, whom Estrella also claimed to be members of the Revolutionary Proletarian Army (RPA), as the two fought it out with the NPA using their guns.
Recovered from the crime scene were 10 empty shells of M-14 and M-16 assault rifles, three dud bullets and a slug of a .45 caliber pistol.
Police investigation showed that one of the armed suspects who barged into the residence of the Agravante brothers, was identified as Sulpicio Hernan Jr. of Brgy. Bago, Salvador Benedicto.
The rebel spokesman said that the RPA/SCAA group in Salvador Benedicto, being informants of the Armed Forces of the Philippines, are supported by a politician in the town.
Estrella maintained that they did not violate anything in bringing the RPA/SCAA to revolutionary justice, stressing that they followed the process in disarming the group, who did not cooperate, and resulted in the killing of the Agravante brothers.
The RJPC issued a stern warning against counter-revolutionary forces and criminal elements, who are allowing themselves to be used by politicians, as mercenaries, as they will not hesitate to decisively carry out revolutionary justice.

Militant groups yesterday slammed the “militarization” in Escalante City, Negros Occidental, following an encounter between the Army and suspected rebels in Barangay Mabini, last week.
They also claimed that the so-called encounter that displaced 600 individuals in neighboring Toboso did not happen and that it was only a scenario created by the military.
In a press conference yesterday, Rep. Carlos Zarate (Bayan Muna party-list) said the ongoing militarization in the rural communities only shows that the government has never learned its lesson.
“Instead of addressing the root cause of insurgency, like poverty and land conflict, they create this fake encounter,” he added.
He said they are currently gathering information on the situation as similar incidents were also reported in different localities in the Visayas. He added the Makabayan Bloc will file a House resolution calling for an investigation on the “fake encounters.”
“The Congress is in recess right now. We will be back after the election. But there’s a pattern in this kind of scenario, and we want to look into this,” Zarate said.
For his part, Rey Alburo, secretary-general of Northern Negros Alliance of Human Rights Advocates, claimed there are massive military operations in Escalante. “The people in the rural areas are frightened due to this. Some residents were forced to leave their homes because they feel threatened by the army’s presence,” he added.
He also claimed the military make house-to-house check to see if the residents are hiding suspected members of the New People’s Army.
Clarizza Dagatan, secretary-general of Karapatan-Negros, said they continue to monitor and document the massive human rights violations in Escalante.
She said residents were forced to sign a document that they will never support the rebel movement. “We fear that those in the list might be a target for neutralization, meaning they might be killed. They heightened the militarization to neutralize the NPAs,” she added.

Police Capt.Junji Liba, Moises Padilla police chief, yesterday said that Ramirez and his two companions, including his son, Marvin, were on their way home, when they were waylaid by three armed suspects, who introduced themselves as NPA members.
With no reason at all, the three NPA members, who were armed with .45 caliber pistols, simultaneously opened fire at Ramirez , who died, on the spot.

MANILA, Philippines – Alternative media groups on Friday, March 29, filed a civil case against groups and individuals believed to be behind the cyberattacks on the news groups' websites.
In a 28-page complaint, Alipato Media Center Inc, Altermidya-People's Alternative Media Network Inc, Kodao Productions Inc, and Pinoy Media Center Inc filed a civil case against the following:

University of the Philippines journalism professor and Bulatlat associate editor Danilo Arao said they filed the case past 11 am Friday at the Quezon City Regional Trial Court. He confirmed the case was raffled to Branch 220.
"The magnitude, scope, and scale of the cyberattacks suggest that they were targeted, deliberate, and organized," a copy of the complaint read. The groups said the cyberattacks "could not have occurred without being orchestrated and well-funded."
"The attackers employed a wide array of technological means and methods to conduct various forms of DDoS attacks against Plaintiffs' websites.... Individual defendants, being private individuals who directly or indirectly obstructed, defeated, violated, impeded or impaired Plaintiffs freedom to maintain publications shall be liable to the latter for damages pursuant to Article 32(3) of the Civil Code."
DDoS attack
The National Union of Journalists of the Philippines (NUJP) in a statement said Bulatlat was the first of the news groups to be attacked in late December 2018. An IT expert then warned Bulatlat's editorial staff that this may be a case of a distributed denial of service (DDoS) attack.
A DDoS attack is a type of malicious cyberattack in which a site or service is overhwhelmed by an attacker increasing the traffic to it beyond what it can support, thus preventing the site or service from operating properly. This can by done by the attacker using a network of computers and devices he has compromised for that purpose.
Amid the cyberattacks, Swedish nonprofit Qurium, which provides rapid response services to media groups and civil society organizations, provided mitigation services to Alipato, Altermidya, and Pinoy Media Center.
"Qurium’s investigation resulted in the discovery of Defendants IP Converge and Suniway as the sources of attacks," the complaint read.
In a detailed report on their website, Qurium said they attempted to contact the Cyber Security Philippines Computer Emergency Response Team and IP Converge regarding the DDoS attacks with their findings, but did not get any response.
The NUJP on Friday said it "fully supports" the civil case, pointing out that the filing happened on the 25th anniversary of the Internet in the Philippines.
"This civil action sends a clear message to those who seek to silence the independent Philippine media: Not only will you fail, we will fight back," the NUJP said.
It added: "We will fight back because we cannot allow you to deprive our people of their right to the information they need to chart their individual and collective futures, we cannot allow you to deprive them of their voice. We will fight back because no less than democracy and our basic freedoms are at stake."

MANILA, Philippines – The newly-created Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) was formally inaugurated on Friday, March 29, with its first set of ministers taking their oaths.
The inauguration took place at the Shariff Kabunsuan Cultural Complex in Cotabato City in the presence of President Rodrigo Duterte.
The ceremony began at around 6 pm, when Duterte arrived. He had been scheduled to arrive 2 hours earlier, at 4 pm.
BARMM officials were in high spirits, knowing the momentousness of the occasion.
Many members of the Bangsamoro Transition Authority (BTA), the region's interim government, had fought for decades to see a genuinely autonomous region rise in Mindanao.
"There were ups and down in the past 22 years but here we are today together with the President of our country inaugurating the product of what we have been working on long before the peace talks started 22 years ago," said Interim Chief Minister Murad Ebrahim in his speech.
The banging of the gong at the start of ceremony marked "a new beginning for the Bangsamoro," he said.
Duterte's 'extreme happiness'
President Duterte was similarly elated at inaugurating the BARMM.
Outside of his prepared remarks, he had to convey his "extreme happiness."
"May I just express in front of you my extreme happiness. It gives me the high that we were able to realize at least a part, maybe not all, a part of what the entire country would have wished for the Moro people of Mindanao," he said to cheers.
"I cannot express my sense of gratitude to you for understanding, for giving us the time to craft the law to make it legal and promise a new dawn for the Moro, the Bangsamoro area," continued the President.
But he turned sober, reminding BTA members of their huge responsibility. He called on them to promote transparency, accountability, good governance, and "inclusive political empowerment."
"To my dear Bangsamoro sisters and brothers in the Bangsamoro Transition Authority, the power to chart the course of your region’s future is now in your hands. I trust that you weild this power with utmost care," he said.
To ensure lasting peace and a smooth transition process, he hoped for a successful decommissioning of former Moro Islamic Liberation Front (MILF) combatants, as promised by the MILF in its peace agreement with the Philippine government.
Murad earlier said the MILF had submitted its list of combatants to be decommissioned last Monday, March 25.
Oath of moral governance
Chief Minister Murad led BTA members in taking an "oath of moral governance" in front of the Koran.
Together, they swore before Allah to reject corruption and graft.
"I shall protect the legitimate rights and interests of all people in the area, strongly fight the proliferation and use of illegal drugs and other evils of society and endeavor to promote and sustain peace and security at all times in the BARMM territory and in the entire country, so help me Allah," said Murad.
Earlier that day, the BTA, sitting as the Bangsamoro Parliament, elected former House deputy speaker Ali Pangalian Balindong as Speaker and Moro National Liberation Front member Hatimil Hassan as deputy speaker.
Lawyer Lanang Ali Jr and former Autonomous Region in Muslim Mindanao executive secretary Laisa Alamia were named majority leader and minority leader, respectively.
Challenges ahead
Clarifying the BTA's role alongside those of the national government will be among the challenges the new Bangsamoro government will face, said Ben Bacani of the Institute of Autonomy and Governance.
This includes consultations with the national government when crafting its administrative, legislative, and electoral code, among others, to make sure it remains consistent with what is lawful.
"Policy discussions need to happen. It's easy to write a law but whether that law is implementable, in accordance with the BOL; whether that law is constitutional, and whether there will be funding for implementing law [will need to be discussed]," Bacani told Rappler in an interview.
Bacani said while the national government and BTA coordinate with other another when setting up agencies in the new region "hand holding [must be] towards the right direction."
"If the hand-holding is still patronage system, autonomy will not grow and the vission of the BOL will not be fulfilled," he said.
Along with consultations with the national government, the BTA, Bacani said, needs to ensure adequate participation of ethnic groups when drafting plans for the new region. "The challenge is to bring in different ethnic groups not only to support but to participate in this process of transition. If not, the BTA will be 'isolated,' and may loose support.... That's a very strong identity issue for the Bangsamoro," he said.
The BTA will also need to make clear its relationship with local government units which are often run by powerful clans, Bacani said. He recalled the experience of ARMM, which planned for a regional local government but was not implemented fully. (READ: Power brokers in the Bangsamoro region)
He called on the BTA to keep the Bangsamoro people regularly updated on its programs and plans. Transparency and accountability will help foster trust between the BTA and its constituents, many of whom feel ignored by the national government.

He called on the BTA to keep the Bangsamoro people regularly updated on its programs and plans. Transparency and accountability will help foster trust between the BTA and its constituents, many of whom feel ignored by the national government.
