The ceremony was presided by the Flag Officer In-Command. Philippine Navy Rear Admiral Robert A Empedrad, AFP.
RADM Empedrad handed-over the Command Symbol to Captain Adaci leading him as the next Commander of Fleet Marine Ready Force. BAI HOTEL, Mandaue, Cebu (DWDD) – The Chief, Naval Human Rights Office, Navy Captain Art Sahagon PN(MNSA), spearheaded the Philippine Navy’s participation in the Senior AFP Officers Workshop on International Humanitarian Law (IHL) at the Bai Hotel, Mandaue City, Cebu.
The workshop is an annual event co-hosted by the International Committee of the Red Cross Philippines (ICRC) and the Armed Forces of the Philippines Human Rights Office (AFPHRO) which aims to provide senior field grade officers of the AFP with a more advanced and detailed insight on IHL, its underlying principles and other relevant topics which are readily applicable in their respective functions in the military.

RAJAHBUAYAN, MAGUINDANAO --- The Moro Islamic Liberation Front (MILF) Political Committee conducted peace advocacy in Rajahbuayan town on March 13 in a series of advocacy programs aimed to enlighten the people in the grassroots on the GPH-MILF Peace Implementing Process, and the centuries-old Bangsamoro struggle towards rights to self-determination.
In message, Kairuddin Abdulwahab, one of the organizers of the event said “Bangsamoro political struggle is a continuing process until Bangsamoro government established, and the historical injustices committed against the Moros are corrected, and given justice.”
Abdulwahab added the decades-old conflict in Mindanao should cease as the Moro people have long been aspiring for lasting peace in their communities to live a normal.
“We hold these advocacies as proof of our support to the peace process between the Philippine government, and the MILF”, Abdulwahab emphasized.
Guest speaker Professor Esmael Abdula, Steering Committee member and Training Officer of the Bangsamoro Leadership and Management Institute (BLMI), explained the stages of Bangsamoro Struggle for right to self-determination.
Abdula added that MILF is consistent in its peace agenda with the Philippine Government to ultimately achieve genuine peace in Mindanao.
“When passed by congress, and approved in a plebiscite, the Bangsamoro Basic Law (BBL) will put in place a new political entity called Bangsamoro where the tri-people (Moros, Lumads, and migrant settlers) can live side by side in harmony, peace and development,” Abdula stressed.
The crafting of BBL is contained in the Comprehensive Agreement on the Bangsamoro (CAB) signed between the Philippine Government and the MILF in 2014.

The Muslim Women Organization of General Santos City (Muwogen) urged the members of Senate and the House of Representatives to pass the Bangsamoro Basic Law drafted by the Bangsamoro Transition Commission (BTC) in their conviction that the measure will provide self-governance and will also address the historical injustice committed against the Bangsamoro people.
During the plenary in the public hearing last Friday (March 9) hosted by the House of Representatives held in Koronadal City, the Muslim women organization conveyed their official position to the proposed Bangsamoro law.
The group said the BTC-drafted law is adherent to the Comprehensive Agreement on the Bangsamoro (CAB), a peace deal which is a product of more than 17 years of negotiation between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF).
They also cited that the BTC version crafted with the participation of the representatives of the Moro National Liberation Front, Christian Settlers and Indigenous Peoples and it also provides expansion of the coverage of the Shari’ah Law which is highly important for the Bangsamoro people.
“It shall address the historical injustice committed against the Bangsamoro People and will usher healing and reconciliation between Muslims and non-Muslims,” the Muslim women group underscored.
“We should realize and accept the fact that the Bangsamoro People have been fighting since the 15th century, sacrificing their lives and properties, in order to protect their homeland against foreign aggression and to preserve its liberty, without the wish to be under the rule of the Filipino majority thereafter,” the Muslim women group underscored.
They further said that if the Bangsamoro government will be established, it will spur development of the conflict affected areas of Mindanao and the island provinces.
In conclusion of their position, the women group said, “We appeal to our Congressmen and Senators to pass the BBL, in letter and spirit with the Comprehensive Agreement on the Bangsamoro. By doing so, you are instrumental in putting an end to Mindanao conflict and you will be remembered heroes by the current and future generations of the Bangsamoro and Filipino peoples.”
Muwogen is an active organization that stands as the voice of Muslim women in the city. For almost two decades, it has been engaging in peace advocacy, socio-cultural, economic and religious activities that benefits the Muslim communities in general.
When Marawi siege victims arrived in the city last year, Muwogen raised funds and collected relief goods for the internally displaced Maranaos.

Various Moro Civil Society Organizations (CSOs) from Southern Mindanao declared their support for the urgent passage of the Bangsamoro Basic law (BBL) drafted by the Bangsamoro Transition Commission (BTC) during the Public Hearing for the proposed law held at Koronadal City last Friday (March 9) hosted by the House of Representatives.
The civic groups which constitute the Consortium of Bangsamoro Civil Society said in a declaration read before the lawmakers present that the BTC-drafted BBL embodies the concrete expression of self-determination of the Bangsamoro, “a right that is acknowledged by international conventions and is guaranteed by our Constitution.”
“The BBL is the result of protracted peace negotiations between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF). It presents an opportunity to build needed social structures to promote lasting peace and unity, healing and reconciliation, and eventually conflict transformation; thereby catalyzing development in the Bangsamoro homeland,” the group said.
The CSOs further said that the proposed measure addresses legitimate grievances of the Bangsamoro and historical injustices committed against them by both colonial and past Philippine government administrations.
“We call on the national government to implement all needed institutional and structural reforms that will guarantee the rule of law to prevail. We further call on our officials to respect legislations and international conventions like the Universal Declaration of Human Rights and International Humanitarian Law that our country has committed to uphold,” the Moro declaration further stated.
“Thus, we can forge highly resilient communities that can address various challenges, internal or external, including the current fear of the intrusion of extremist violence in our midst,” it further said.
Mustab Macaliba, Professional Sector Head from Sto. Nino in South Cotabato said they have studied the BBL and they found out that it could be the most effective solution to the incessant armed conflict in Southern Philippines.
Aniza Caniba, chairperson of the women sector of the same town, said their group believes BBL will usher peace and stability in Mindanao and will pave the way for economic development.
“We have been yearning for the upliftment of the Bangsamoro in terms of political, social and economic aspects,” she added.
The head of women sector from Banga town in South Cotabato expressed her belief that the BBL will bring economic prosperity for the Bangsamoro people. “We also believe that with BBL, there will be bright future for the Bangsamoro youth,” she added.
“For us, the BBL is the only way that will end the various problems faced by the Bangsamoro people and by passing this law, the dreamed development will be achieved,” Ustadz Mohamad Ambod, President of Provincial Madaris Federation of South Cotabato said.
Ebrahim Sandigan from the Dawah Council in General Santos City said the BBL shall address the marginalization, grievances and injustices committed against the Bangsamoro people. “
“BBL will also address the emerging violent extremism which can be attributed to hopelessness among some Moro individuals,” he added.

Camp Darapanan, Simuay, Sultan Kudarat, Maguindanao- The Administrative Department of the Moro Islamic Liberation Front (MILF)-Bangsamoro Islamic Armed Forces (BIAF) General Staff held their 2nd General Assembly at the Moro Front’s main camp in Darapanan on March 15, 2018. The event was attended by 3,354 participants coming from various areas of Bangsamoro Homeland.
In his opening remarks, Toks Ibrahim, Head of Administrative Department of the General Staff said that the assembly is part of the initiatives in strengthening the MILF military arm is one of the 4-point programs of the MILF.
Dr. Tumanda Antok, Planning Head of the General Staff gave an update on the peace process. According to him, Sen. Juan Miguel Zubiri, Chair of the Sub-committee on the Bangsamoro Basic Law (BBL) expressed his commitment that the BBL will be ready for Senate deliberation, and voting on March 22, 2018.
After its approval by the Senate, the bill will undergo deliberation by the bicameral conference committee comprising selected members from the House of Representatives, and the Senate, Dr. Antok added.
Sheikh Abdulkadir Abdullah who gave a lecture on Islamic Orientation reminded the participants of the values of a good Mujahid. A mujahid is a model with strong faith, establish, and maintains good relationships, and renders good service, he said.
Furthermore, he also mentioned the four sources of backwardness in the organization; forgetting their religion, forgetting their identity, forgetting the historical background of their struggle, and forgetting their true brothers in religion, the Mu’min.
In his message regarding the trail of Bangsamoro Struggle, Dr. Taugan Kikay, former Executive Director of Sajahatra Bangsamoro recounted the history of the struggle, and the milestones that has already been achieved. He also told the participants that there are two ways on how to achieve the goal of the struggle; through armed struggle, and through political struggle.
Kikay also mentioned the gains of the political struggle which includes the recognition of the Bangsamoro identity, recognition of the MILF as a legitimate revolutionary organization, and acknowledgement of the MILF camps as controlled areas of the organization.
Muin Almendras of the Coordinating Committee on the Cessation of Hostilities (CCCH) reminded the attendees on the importance of following the rules and guidelines of the ceasefire mechanism, and avoiding violations such as the blatant display of firearms and uniform and the use of provocative language.
Engr. Eduard Guerra, Head of Foreign Affairs of MILF, and Co-Chair of the Joint Normalization Committee (JNC) who was the Guest Speaker emphasized some of the salient features of the BBL drafted by the expanded BTC including provisions on the Block Grant, creation of Bangsamoro Police, and Shari’ah Judicial System for the Bangsamoro.
Guerra also talked about the role of the Joint Peace and Security Team (JPST) which is under the JNC. JPST members is composed of some selected and trained members of the MILF-BIAF, AFP, and PNP.
The teams will be deployed to 200 posts within the Bangsamoro areas. The JPST is one of the mechanisms that will ensure peace, and order in the ground during the transition period.
Most of the speakers encouraged the support of the participants to the peace process, specifically for the passage of the BBL. The participants were also reminded to avoid activities that could negatively affect the peace process.

MILF: ICSP Scholars meet to finalize VMGO of BIAA

COTABATO CITY- Selected In-Country Scholarship Program (ICSP) Scholars met in Cotabato City to finalize the vision, mission, goals, and objectives (VMGO) of the Bangsamoro ICSP Alumni Association (BIAA).
In a meeting on March 11, 2018 presided by Rhadzni Taalim, BIAA Chair, BIAA officers showed their expertise and optimism to refine and eventually firm up the initially drafted VMGO of the organization under the auspices of Bangsamoro Development Agency (BDA).
Prior to the meeting, Dr. Mohammad S. Ya’cob, BDA Executive Director have already expressed his support to the BIAA with the hope that they will help the Bangsamoro become more educated in the most civilized and diplomatic ways.
“I am hoping that the BIAA, among others, will establish training institution that will help to, at least, more effectively capacitate the Bangsamoro professionals, and other stakeholders,” Dr. Ya’cob said during the meeting.
Hasim Iskak, President of BIAA also showed his support, and look forward to a successful BIAA’s contribution to the Bangsamoro.
They are very hopeful that the BIAA will become an instrument in strengthening the capacity development of the Bangsamoro.
“With the help of Allah, and through sincerity and dedication to the association, and commitment of officers and members of BIAA, we can make a difference for the Bangsamoro, ” Iskak said.

Mission: Provides avenue for the continuing professional growth where professional expertise is exercised with integrity and accountability in adherence to ethical standard in addressing the current and changing times through self-sustaining organization in the Bangsamoro
Goals:
1. Establishing a professional institution geared towards research, development, education and social services;
2. Developing pool of experts in planning, development management, education, environment, governance- policy and social sciences;
3. Producing a critical mass of trained human resources capacitated to transfer knowledge to Bangsamoro; and,
4. Strengthening the capacity of the BIAA as an institution to effectively and efficiently perform its function in the Bangsamoro Society.
Objectives:
1. To initiate activities geared towards a holistic development of Bangsamoro;
2. To promote sustainable environment through participatory approach;
3. To conduct educational awareness towards spiritual upliftment;
4. To upgrade social, cultural, economic, technological and political advocacy of the Bangsamoro;

Duterte is engaged in a wild anti-communist witchhunt under the guise of anti-terrorism. An immediate look at his list of ¨terrorists¨ will show that he is running amok in slandering people as ¨terrorists¨. There are also hundreds of John Does in the list just to intimidate a limitless number of people.
The list and the false accusations are related to the scheme of Duterte to engage in the mass murder of patriots and progressives in the country, to silence all his critics and opposition to his cruel and corrupt regime and in order to realize completely his fascist dictatorship through martial rule and the railroading of a pseudo-federal constitution. Duterte is truly the No. 1 terrorist in the Philippines.
According to sources, I am in the list. There is no basis for the charge of terrorism. Duterte and his minions are stupid and pretend to be ignorant that I have won legal cases for the removal of my name from the EU list of terrorists and for the dismissal of murder charges fabricated against me by the Arroyo regime and fed by this regime to the Dutch government.
The revolutionary movement is absolutely correct in taking as forewarning the Duterte brand of propaganda and slaughter methods used in Oplan Tokhang as early as December 2016 after he clearly backed out of his pledge to amnesty and release all political prisoners and the AFP, PNP and paramilitary forces repeatedly violated the prolonged ceasefire from late August 2016 to early February 2017.
It is often claimed that 40,000 lives have been lost in the civil war from 1969 to the present. The overwhelming majority of these lives were lost not in the course of battles but in the course of reprisals for NPA victories in battle as well as unilateral actions of repression against communities by the AFP, PNP and paramilitary forces.
In less than two years of his tyranny, Duterte has been responsible for the mass murder of 20,000 people in his war on drugs. He is hell-bent on using the AFP, PNP and the paramilitary forces to murder a far greater number of people under the pretext of anti-terrorism. This horrific scheme coincides with soaring prices of basic commodities and services, rising unemployment, lower incomes and diminution of social services in favor of higher expenditures for the military and police.
The broad united front of patriotic forces and the broad masses of the people must wage all forms of struggle to accelerate the downfall of the Duterte regime which acts as a puppet of US imperialism under Operation Pacific Eagle-Philippines but which also double-deals with China for corrupt reasons related to overpriced infrastructure projects and high interest loans.
Even the US intelligence agencies now regard Duterte as a threat to democracy and human rights, despite his duplicitous and despicable efforts to keep the over-all US hegemony in the Philippines and serve additional foreign masters. As far as the Filipino nation is concerned, the Duterte regime is a murderous and greedy scourge that must be eradicated.

The Communist Party of the Philippines (CPP) rejects the farce of a terror trial which the fascist US-Duterte regime is preparing to stage against the CPP and the New People’s Army (NPA).
This trial is set to be a public spectacle which Duterte wants to mount in a vain effort to keep a veil of legitimacy and credibility to his rampage of violence and murder. While Duterte keeps a façade of legal processes and claims to give those accused of affiliation with the CPP their “day in court”, it is in fact already waging a brutal campaign of state terror against all revolutionaries, progressives and other forces opposed to his fascist regime.
It is also set to be a reprise of the past anti-communist witchhunts with the listing of more than 600 names accused as leaders or members of the CPP and NPA. It is a veritable hitlist of Duterte’s perceived enemies including activists, political personalities, human rights defenders, leaders and elders of minority peoples, peace negotiators and consultants of the NDFP and other progressives. The list is supposedly supported by military intelligence, which is not so bright after all, as it includes people already murdered or disappeared by the AFP, not a few double entries and John and Jane Does for all the rest they want to drag into the case.
The Party denounces the Duterte regime for brandisihing his terror tag against the CPP and NPA and using scare-mongering as a weapon of tyranny. He aims to intimidate and silence the Filipino people and make everyone submit to his ambitious dictatorial schemes of monopolizing power and perpetuating himself and his family in Malacañang. He seeks to use the Human Security Act (the so-called Anti-Terror Law) to tag socially-rooted rebellion and dissent as terrorism in order to suppress people’s resistance and struggles, justify the curtailment of civil liberties and destigmatize the impunity of state forces.
With Duterte’s reign of terror and tyranny, where even the Supreme Court is armtwisted into bowing to his demands, and everyone accused of being members of the CPP is threatened with murder, the terror trial will be anything but fair. Its outcome is a foregone conclusion.
The Party firmly declares that Duterte’s regime of blatant terror, murder and brutality has no morale or political right to accuse the Party and the NPA of terrorism. As a matter of principle, the CPP and NPA will not allow themselves to be subjected to the farcical terror trial of the US-Duterte regime. What a monstrous perversion that Duterte the Terrorist is terror tagging the CPP and NPA!
Nonetheless, the Party and the NPA will vigorously challenge, expose and oppose publicly and politically, this farcical terror trial. Duterte’s 55-page petition submitted by his Department of Justice is a poorly-crafted half-baked hodgepodge of information drawn from the internet and “military intelligence” sources apparently written by a junior officer of the AFP and then signed by the senior state prosecutor. It should be dismissed straightaway. The Party enjoins all democratic and fair-minded people in the academe and legal circles to subject this petition to close critical review.
The CPP maintains that the petition does not contain an iota of proof that the revolutionary acts of the NPA are acts of terrorism. There is a vast ocean of difference between a people waging an armed revolution and unleashing terrorist violence against the people.
As revolutionaries with a just, democratic and patriotic cause and which rely on the support of the masses, the CPP and NPA oppose terrorism in all forms. The NPA is guided by strict rules of discipline which, among others, remind Red fighters not to take even a strand of thread or needle from the masses, to speak politely, do not damage crops, not to ill-treat captives and not to take liberties with women. All these are directly opposite of Duterte’s orders: “flatten the hills”, “bomb the Lumad schools”, “shoot them in the vagina”, “cut off the heads of the NPA and get your P25,000 reward” and so on. The NPA abides by the provisions of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and, through the NDFP, has declared its intention of applying the Geneva war protocols.
If there is anything that causes “widespread fear and panic among the people,” it is the terrorism of the US-Duterte fascist regime. Its reign of terror and tyranny has forced more than half a million people to leave their homes to pave the way for military reservations, plantations and mining operations.
His brutal “war on drugs” has resulted in the murder of more than 13,000, mostly small users of drugs, by police and state-sponsored vigilantes. Duterte’s “all-out war” and martial law in Mindanao has resulted in close to 150 activists murdered, rural communities bombed and attacked with mortar, civilian villages occupied by soldiers in the name of “peace” requiring people daily to enter their names in military logbooks, thousands of people made to sign blank documents and forced to present themselves as surrenderees under pain of arrest, hundreds more arrested and detained as political prisoners, civil liberties suppressed, freedom of travel and commerce restricted, and food and aid blockades imposed.
There are increasing number of cases of brutality by Duterte’s fascist minions including the torture and setting on fire of two activists on December 6, 2017 by elements of the 71st IB in Maco, Compostela Valley; the massacre of eight Lumad villagers in Lake Sebu, South Cotabato on December 3, 2017 by elements of 33rd and 27th IB; the killing last March 2 of Ricardo Mayumi, leader of Ifugao Peasant Movement (IPM) in Tinoc, Ifugao; the killing of 19-year old Lumad student Obillo Bay-ao by CAFGU elements last September 5, 2017 in Talaingod, Davao del Norte; the shooting of a pregnant woman by elements of the 8th IB in Bukidnon on July 2016; the raid and mortar attack by the 20th IB against an NPA mass clinic last December 16, 2017 in Catubig, Northern Samar; and so on.
Based on the bloody criminal record of Duterte and the AFP, the Filipino people can plainly see who are the real terrorists. Duterte’s ploy is to cover-up their terrorism by flinging the terror tag against the revolutionaries and dissenters.

As Founding Chairman of the Communist Party of the Philippines and Chief Political Consultant of the National Democratic Front, I convey the warmest greetings of solidarity to Jugendwiderstand (Youth Resistance) and appreciation for launching a Month of Solidarity with the People’s War in the Philippines in Germany in this month of March 2018. I salute you for supporting the Filipino people´s struggle for national and social liberation along the general line of the new democratic revolution, under the leadership of the working class and with a socialist perspective.
Your initiative is a new and significant step towards developing solidarity between activists in Europe, and the Filipino people and their revolutionary forces. Today, because of the rapid escalation of the repression by the fascist and counter-revolutionary US-Duterte government, it is crucial to develop more activities of solidarity in various forms to make the Philippine revolution more known to the people in Europe. Solidarity and support for the Filipino people´s revolutionary struggle can also serve to inspire the people of the world to intensify their resistance to imperialism and all reaction.
In the nearly 50 years since the re-establishment of the Communist Party of the Philippines, the people’s war carried out mainly by the New People´s Army to ultimately smash and dismantle the military and bureaucratic machinery of the reactionary state has spread nationwide. It has generated scores of guerrilla fronts in more than 70 provinces and enabled the formation of revolutionary mass organizations, various types of self-defense, alliances and the local organs of political power which constitute the people´s democratic government.
At the moment, the Filipino people and revolutionary forces are struggling to reach the stage of strategic stalemate in the people´s war. Approaching this stage requires a tremendous amount of struggle and represents a major advance towards the socialist future for the Filipino people. As the Philippine revolution advances, it serves as a beacon to inspire revolutionaries in Europe, encouraging them to wage various forms of struggle, exchange experiences and lessons with Filipino revolutionaries and cooperate in building international solidarity and revolutionary movements of the people.
We call on all revolutionary and progressives forces to attend the activities in Stuttgart, Nuremberg, Weserbergland, Magdeburg and Berlin, and to learn about and propagate the Revolution.
Serve the People. Serve the Revolution!

As Founding Chairman of the Communist Party of the Philippines and Chief Political Consultant of the National Democratic Front, I convey the warmest greetings of solidarity to Jugendwiderstand (Youth Resistance) and appreciation for launching a Month of Solidarity with the People’s War in the Philippines in Germany in this month of March 2018. I salute you for supporting the Filipino people´s struggle for national and social liberation along the general line of the new democratic revolution, under the leadership of the working class and with a socialist perspective.
Your initiative is a new and significant step towards developing solidarity between activists in Europe, and the Filipino people and their revolutionary forces. Today, because of the rapid escalation of the repression by the fascist and counter-revolutionary US-Duterte government, it is crucial to develop more activities of solidarity in various forms to make the Philippine revolution more known to the people in Europe. Solidarity and support for the Filipino people´s revolutionary struggle can also serve to inspire the people of the world to intensify their resistance to imperialism and all reaction.
In the nearly 50 years since the re-establishment of the Communist Party of the Philippines, the people’s war carried out mainly by the New People´s Army to ultimately smash and dismantle the military and bureaucratic machinery of the reactionary state has spread nationwide. It has generated scores of guerrilla fronts in more than 70 provinces and enabled the formation of revolutionary mass organizations, various types of self-defense, alliances and the local organs of political power which constitute the people´s democratic government.
At the moment, the Filipino people and revolutionary forces are struggling to reach the stage of strategic stalemate in the people´s war. Approaching this stage requires a tremendous amount of struggle and represents a major advance towards the socialist future for the Filipino people. As the Philippine revolution advances, it serves as a beacon to inspire revolutionaries in Europe, encouraging them to wage various forms of struggle, exchange experiences and lessons with Filipino revolutionaries and cooperate in building international solidarity and revolutionary movements of the people.
We call on all revolutionary and progressives forces to attend the activities in Stuttgart, Nuremberg, Weserbergland, Magdeburg and Berlin, and to learn about and propagate the Revolution.

Kamakailan naging katatawanan para sa inyong commander-in-chief na si Rodrigo Duterte ang mga kababaihang Pulang mandirigma ng New People’s Army (NPA), sa “pagbiro” na dapat silang barilin sa ari, sa pagkutyang makasarili sila dahil iniiwan nila ang kanilang mga pamilya’t anak para lumahok sa rebolusyon.
Hayaan niyo kami, mga rebolusyonaryong kababaihan ng Eastern Visayas, na sumulat sa inyo, mga karaniwang sundalo at upisyal ng AFP, dahil batid naming sa inyong hanay ay may mga hindi sang-ayon, pinandidirihan at kumokondena sa mga pananalitang ito. Hayaan niyong ipaunawa namin kung bakit ang komentaryo ni Duterte ay hindi katanggap-tanggap sa kababaihan at mamamayan.
Kahit anong sabihin ni Duterte, hindi niya maipagkaila na naiguhit na sa kasaysayan ng Pilipinas ang magiting na paglahok ng kababaihan sa armadong pakikibaka ng mamamayan. Kung kaya’t makasaysayan at prinsipyado ang paglahok ng mga kababaihang Pulang mandirigma sa armadong pakikibaka. Palibhasa hindi niya naiintindihan na ang pagtangan nila ng armas ay usapin ng prinsipyo, at malayo man sila sa pamilya dahil sa sakripisyo ay hangarin nila ang maaliwalas na bukas para sa lahat.
Tinatayang 12 hanggang 15 milyong Pilipino ang nangibang bayan dahil sa kawalan ng hanapbuhay dito, at si Duterte mismo ay nag-aastang para sa pamilyang Pilipino pero pangunahing sumisira nito dahil sa kanyang masasamang palisiyang sosyo-ekonomiko at marahas na gera. Siya mismo ang tagapagtaguyod ng labor export policy, kung saan laksa-laksang kababaihan ang tinutulak niyang iwan ang kanilang mga pamilya at magtrabaho sa ibayong dagat. Ipinapasa niya sa mga naghihirap na Pilipinang desperado sa paghahanap ng pagkakakitaan ang pagsasalba sa ekonomyang di niya kayang pasiglahin at pagluwalin ng trabaho sa loob ng bansa. Luhang buwayang maituturing ang pagtangis niya sa pagkamatay ni Joanna Demafelis, halimbawa na lamang dahil ang inanunsyo niya na isang job fair para sa walang trabaho tulad ng mga pinauwing OFW mula Kuwait ay sa ibayong dagat pa rin – ipinagpapatuloy lang ang mga kundisyon na lilikha ng karagdagang Joanna Demafelis.
Ang pag-insulto ni Duterte sa mga kababaihang Pulang mandirigma ay pag-insulto sa bawat babaeng napilitang umalis at mahiwalay sa kanyang mga mahal sa buhay upang ipaglaban sila, sa pakikibakang pang-ekonomiya man o pampulitika. Ang gobyernong Duterte ang siyang totoong makasarili dahil pinagkakakitaan nito ang paghihiwalay ng di hamak na maraming ina sa kanilang mga anak, naglalayo ng maraming kababaihan sa kanilang mga pamilya, at sumisira sa maraming tahanan.
Nararapat lang na kamuhian ninyo ang sinabi ni Duterte na dapat barilin sa ari ang kababaihang Pulang mandirigma. Bastos, malisyoso, at labag sa mga batas ng digmaan ang komentaryong ito.
Tanong namin sa inyo: Kayo ba, na may sariling mga ina, asawa, at anak na babae, ay tatanggapin na lang na gagawin sa kanila ang ganitong klaseng paglapastangan? Hinihimok namin kayong maging kritikal sa mga sinasabi ni Duterte. Hindi lang kababaihan ang dapat mainsulto rito, kundi ang bawat taong may pagpapahalaga sa maayos na pakikitungo sa kapwa. Bagkus, dapat igalang ang kababaihan at kanilang mga karapatan, gayundin ang mamamayan at kahit ang Pulang mandirigmang nasa kabilang panig ng gera.
Naniniwala kami na sa inyong hanay ay mayroong mga tapat na nagmamahal sa bayan. Dapat suriin nang mabuti ang pagbebenta ni Duterte ng pambansang soberanya at integridad ng terirtoryo kapalit ng sarili niyang interes at pag-aarmas ng dayuhang mga amo sa kanyang itinatayong diktadura.
Ang mga bagong armas na hatid ni Duterte sa inyo, ay mga karagdagang utang na babayaran ng mamamayan sa US, China at Russia. Ang mga pautang ng China para sa mga engrandeng proyektong imprastruktura sa ilalim ng “Build, Build, Build,” kapalit ay ang pagpapapasok ng mga barkong pandigma nito sa Benham Rise at pagpapatayo ng mga istrukturang militar sa mga soberanong teritoryo ng Pilipinas.
Sa kunwari’y “espesyal na relasyon” sa pagitan ng US at Pilipinas, tuloy-tuloy pa rin ang paglabag ng US sa pambansang soberanya at panghihimasok sa mga internal na usapin, pagpapatayo ng mas marami pang base militar at naval, at pagpapadala ng mas marami pang pwersa sa Pilipinas sa tabing ng gera kontra terorismo.
Nag-aagawan lang ang US at China para sa estratehikong pagpoposisyon sa Pilipinas, hinahayaan lang ni Duterte na maging entablado niya ang Pilipinas kasama ang sinumang pandaigdigang kapangyarihan na magtataguyod sa kanyang diktadura. Kung sa kani-kaninong dayuhang amo siya nagpapakatuta at magkatuwang nilang dinadahas at sinasamantala ang mamamayan.
Kasabay ng mga dayuhan, pinapaligaya rin ni Duterte ang naghaharing pangkating kinabibilangan ng mga kaibigan at kamag-anak niya. Hindi dapat kalimutan ang pagkakasangkot ng Malacañang, sa pamamagitan ng alipures na si Christopher “Bong” Go, sa maanomalyang pagbili ng mga barkong pandigmang nagkakahalaga ng P16 bilyon, at sa pagsibak sa hepe ng Philippine Navy na kumwestiyon dito. Hindi ba’t salungat sa mga deklarasyon ni Duterte ng simple at malinis na pamumuhay at tindig laban sa droga ang pagkakasangkot ng sariling anak at kapamilya sa ismagling ng P6 bilyong halaga ng shabu? Huwad ang kampanya niyang kontra-korapsyon dahil ang napaparusahan lang nito ay ang mga kaaway niya sa pulitika at hindi ang kanyang mga alyado.
Pag-isipan sana natin ang kapakanan ng Inangbayan at ang pagtatanggol sa kanyang mga interes. Kung kaya, hinahamon namin kayo na harapin at labanan ang pagiging korap, maka-imperyalista at anti-mamamayan ni Duterte. Hindi totoong wala kayong pagpipilian kundi sundin siya. Hindi kailanman dapat sundin ang mga kautusang tahasang lumalabag sa mga batas ng digma at pagiging makatao. Itakwil ang nagkakanulo sa kasarinlan at iba pang mga pambansang interes, at ang mga dinadahas, ginugutom at pinapahirapan ang mamamayan.
Nananawagan kami sa inyo na pag-aralan, suriin ang lipunan, at maging kritikal. Galangin ninyo at huwag dahasin ang mamamayan at kanilang mga demokratikong pagkilos, hanggang ang kanilang karapatan na maglunsad ng makatarungang digma. Itakwil at humiwalay sa kontra-kababaihan at anti-mamamayan na si Duterte. Maaari rin kayong umalis sa serbisyo upang hindi mapahamak ang mamamayan.
Bukas din kayong sumapi sa New People’s Army. Ipinaaalala namin sa inyo ang dakilang halimbawa ni Lt. Crispin Tagamolila, na tumalikod sa reaksyunaryong gobyerno ng Pilipinas at sumapi sa NPA. Namartir siyang lumalaban sa diktadurang Marcos, kundi nananatiling sariwa ang kanyang mapangahas na hakbang para sa bagong henerasyon ng mga karaniwang upisyal at sundalo ng AFP na may matatayog na hangaring makabayan at paglingkuran ang sambayanan.

The Communist Party of the Philippines – North Central Mindanao Region (CPP-NCMR) unites with the people around the world in commemorating Karl Marx’s 135th death anniversary, in light with the Party’s celebration of his 200th birth anniversary this year.
On the 14th of March 1883, while the proletarians around the world were in grief at the loss of the great thinker Marx, they also attained more ardor on the other hand to perpetuate his theoretical foundations to verify and advance it in the revolutionary practice. We are commemorating the death of Marx, but most of all, we are celebrating the fact that Marxism is very much alive among the revolutionaries and people around the world.
Marxism is prominent in correctly expounding dialectical and historical materialism as fundamental philosophical guide in understanding and changing the world. Marx practically elucidated to the working class the concrete forms of oppression they suffer through his meticulous investigation in the political economy. He sharply pointed out that capitalism will inevitably deteriorate and scientific socialism will then pave way for the demolition of the class to achieve communism.
Marx noticeably introduced the decisive role of the proletariat in realizing Communism. It would only be the proletariat, who are property less, who would arduously endure to attain a classless society, even to his death’s door. The proletariats around the world concretely practiced this, and several countries had proven its correctness such as China and Russia.
Furthermore, in light with commemorating Marx’s death anniversary, we also pay the highest honors to all heroes and martyrs who have made the greatest sacrifice in order to advance the cause of the national democratic revolution. We give our salute to Comrade Mamerto Piscadero, Manuel Jabagat, Julito Tiro Jr., and other 200 revolutionary martyrs in the region. Just like Marx, they did not hesitate to give their lives for the liberation of the oppressed and exploited class.
More than ever, let us continue to enliven and advance Marxism in all aspects of our revolutionary duties. Amid the intensified offensive of imperialist powers on the economic, political and cultural aspects of the toiling masses, Marxism is becoming more valid and justified. Let us constantly banner the call “Workers of the world, Unite!”

The Communist Party of the Philippines (CPP) joins the Filipino people, local and international human rights organizations and peace advocates, in marking today the 20th anniversary of the signing of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).
In behalf of all revolutionary forces, the Party reaffirms its commitment to uphold the provisions of the CARHRIHL and to undertake its responsibilities specified therein.
The CARHRIHL is a landmark agreement between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP). It was forged through peace negotiations which started in 1992. It is rightfully the first agreement signed as it sets the ground rules, so to speak, for the civil war or armed conflict until the socio-economic and political root causes are resolved in subsequent debate, negotiations and agreements.
The CARHRIHL gives the Filipino people an additional layer of legal protection as they advance their democratic causes. The CARHRIHL also provides them with further reference to defend and advance their rights in the socio-economic, political and cultural spheres.
Since 1998, study of the CARHRIHL has been part of the basic curriculum of the education program of Red fighters of the New People’s Army (NPA), as well as all revolutionary mass organizations. To the NPA, the CARHRIHL is considered an elaboration of the more fundamental Three Main Rules of Discipline and Eight Points of Attention which define the revolutionary moral standards for all Red fighters.
To mark the 20th anniversary of the agreement, it would be timely for all units of the NPA to take refresher courses and make use of the opportunity to review their practice.
Promoting the CARHRIHL has become doubly significant as President Duterte of the GRP has declared open contempt for human rights. In November 2017, Duterte proclaimed the termination of peace negotiations with the NDFP and has flouted all previous agreements, including the CARHRIHL.
As commander-in-chief, he has ordered his troops to completely disregard human rights and ignore summons or pleadings of any local or international human rights officer. He has expressed his disdain for human rights and consider these as impediments to progress. He brazenly advocates dictatorship and military rule. He has imposed martial law in Mindanao, completely setting aside human rights.
Specifically, he has ordered the AFP to use all its air assets to “flatten the hills” and “bomb the Lumad schools”. Rural communities are threatened with the image of becoming mini-Marawis. He has called on peasants and minority peoples to leave their homes to make way for plantations, mines and military reservations. • The massacre of eight Lumad villagers in Lake Sebu, South Cotabato on December 3, 2017 by elements of 33rd and 27th IB.
• The raid and mortar attack by the 20th IB against an NPA mass clinic on December 16, 2017 in Catubig, Northern Samar.
• The four and a half hour aerial bombing and artillery attack on May 25, 2017 against several barangays in President Roxas, North Cotabato and Damulog, Bukidnon combined with ground operations of the 39th and 72nd IB.
• The aerial bombing of several barangays in the outskirts Batangas City on September 24, 2017 by the 730th Combat Group of the Philippine Air Force and the 202nd IB.
• The killing of 19-year old Lumad student Obillo Bay-ao by CAFGU elements on September 5, 2017 in Talaingod, Davao del Norte.
• The shooting of a pregnant woman by elements of the 8th IB in Bukidnon on July 2016.
This list of fascist crimes grows longer almost on a daily basis as AFP troops occupy rural civlian communities in the name of “peace” which aim to intimidate and silence the resistance of peasants and minority peoples.
In the face of all brutalities being committed by the AFP under the US-Duterte regime, there is utmost urgency to demand respect for human rights and observance of international humanitarian law. The Filipino people demand justice for all the fascist crimes perpetrated by the AFP over the years.
Towards this end, the Filipino people can use the CARHRIHL to bolster their position and demands. Amid the bloody fascism and murderous frenzy of the US-Duterte regime, they must demand the GRP to comply with the CARHRIHL and hold Duterte and all of his officials responsible for grave violations of human rights as stipulated in the agreement.

The Communist Party of the Philippines (CPP) joins the Filipino people, local and international human rights organizations and peace advocates, in marking today the 20th anniversary of the signing of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).
In behalf of all revolutionary forces, the Party reaffirms its commitment to uphold the provisions of the CARHRIHL and to undertake its responsibilities specified therein.
The CARHRIHL is a landmark agreement between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP). It was forged through peace negotiations which started in 1992. It is rightfully the first agreement signed as it sets the ground rules, so to speak, for the civil war or armed conflict until the socio-economic and political root causes are resolved in subsequent debate, negotiations and agreements.
The CARHRIHL gives the Filipino people an additional layer of legal protection as they advance their democratic causes. The CARHRIHL also provides them with further reference to defend and advance their rights in the socio-economic, political and cultural spheres.
Since 1998, study of the CARHRIHL has been part of the basic curriculum of the education program of Red fighters of the New People’s Army (NPA), as well as all revolutionary mass organizations. To the NPA, the CARHRIHL is considered an elaboration of the more fundamental Three Main Rules of Discipline and Eight Points of Attention which define the revolutionary moral standards for all Red fighters.
To mark the 20th anniversary of the agreement, it would be timely for all units of the NPA to take refresher courses and make use of the opportunity to review their practice.
Promoting the CARHRIHL has become doubly significant as President Duterte of the GRP has declared open contempt for human rights. In November 2017, Duterte proclaimed the termination of peace negotiations with the NDFP and has flouted all previous agreements, including the CARHRIHL.
As commander-in-chief, he has ordered his troops to completely disregard human rights and ignore summons or pleadings of any local or international human rights officer. He has expressed his disdain for human rights and consider these as impediments to progress. He brazenly advocates dictatorship and military rule. He has imposed martial law in Mindanao, completely setting aside human rights.
Specifically, he has ordered the AFP to use all its air assets to “flatten the hills” and “bomb the Lumad schools”. Rural communities are threatened with the image of becoming mini-Marawis. He has called on peasants and minority peoples to leave their homes to make way for plantations, mines and military reservations. Security forces have captured a 32-year-old suspected Indonesian militant in the southern Philippines with alleged links to the extremist group Islamic State (IS), police said Wednesday.
The suspect, identified as Mushalah Somina Rasim (also known as Abu Omar), was being questioned by Philippine national police in General Santos City on Mindanao island following his arrest over the weekend in Palimbang, a town in Sultan Kudarat province, a senior official said.
“He is currently detained and our authorities were interrogating him,” provincial police chief Sen. Supt. Raul Supiter told BenarNews. “There are also transnational security cooperation efforts between our government and the Indonesian government. Our superiors will initiate proper procedures regarding the case of Rasim.”
Supiter declined to give more details but said residents in the Palimbang area became suspicious when Rasim asked about the whereabouts of Mohammad Jaafar Sabewang Maguid, also known as “Tokboy,” the leader of the Philippine branch of an IS-linked militant organization, Ansarul Khilafa, who was killed in a firefight with police in January last year.
Ansarul Khilafa is a small group that claims to have affiliates worldwide, including in the southern Philippines, where the local chapter under Tokboy pledged allegiance to Islamic State.
Members of the group’s branch in Mindanao, Khalifa Islamiyah Mindanao, are believed to have received bomb-making training from Indonesian and Malaysian militants. Maguid’s group was blamed for a 2015 grenade attack that killed a police officer and wounded dozens of other civilians in the southern town of Maasim town.
Case dismissed against Egyptian
Last week, the Philippine Justice Department dismissed a criminal complaint filed by the military and police against a suspected IS commander of Egyptian origin and his Filipina live-in partner. Egyptian national Fehmi Lassoued and Anabel Moncera Salipada, 32, were arrested in Manila last month.
Police recovered assorted firearms during a raid at their apartment, including ammunition and bomb-making components.
But in a seven-page resolution, Senior Assistant State Prosecutor Peter Ong dismissed the illegal possession of firearms and explosives complaint against the two suspects. Lassoued was among several foreigners with alleged links to IS who were arrested in recent months. A Spanish national and two other Middle Eastern men were taken into custody in separate incidents on terrorism-related charges.
Philippine National Police Director chief Ronald dela Rosa claimed earlier that authorities had monitored around 40 suspected terrorists who reportedly had entered Mindanao.
Last year, more than 1,200 people were killed in a five-month battle when militants led by Isnilon Hapilon – the acknowledged Filipino leader of IS Philippines – took over the southern city of Marawi.
Hapilon along with several Filipino militant leaders were killed in a clash in October, ending the siege. Several Southeast Asian and Middle Eastern fighters were also believed to have been killed in the battle.

Around 30 members of a BIFF faction led by Abu Toraife were believed holed up in the area.
However, sources from the municipal government said three of those killed could be civilians.
Capt. Arvin Encinas, public affairs chief of the 6th Infantry Division, said they would check such reports, noting that villagers corroborated the statement of military officials that the fatalities are all BIFF bandits.
Text messages saying six other BIFF gunmen were wounded in the attack have been circulating since Tuesday night.
Three of the wounded BIFF men were identified as Mantato, Tahir and Sumablao.
The military said 44 BIFF bandits were slain in gunfights with soldiers in Datu Saudi last week.
The BIFF said the military is exaggerating its report, claiming only five of their men were killed in the clashes.
