PATA, Sulu (DWDD) – Sincerity and compassion of Marines are two secret weapons being used to win the Peace in Pata Island. Marine Battalion Landing Team 1 (MBLT-1) starts the work in the ground for the construction of High School classrooms, Day Care and Health Centers at Barangay Likud, Pata, Sulu.
This place was isolated, inaccessible, neglected, depressed and desolated since the Pata Massacre that happened in 1981.

FORT RAMON MAGSAYSAY, NUEVA ECIJA (DWDD) – The 7th Infantry (Kaugnay) Division held a Send Off Ceremony for 56th Infantry (Tatag) Battalion at the 7ID Grandstand yesterday.
56IB, one of the most accomplished battalion of 7ID, will be deployed in Mindanao area to support the campaign plan of the Philippine Army in one of the major islands of the country.
The battalion has been successful in the conduct of Community Support Program (CSP) and other in the province of Aurora. There was even a motion by the LGUs of Aurora submitted to the higher headquarters to request for the retention of the battalion but the movement of 56IB has been scheduled for quite some time.
“We are assured that 56IB had been exceptional in the conduct of their duties and responsibilities in their previous Area of Responsibility. The fact that residents of Aurora do not want to let go 56IB indicates that Tatag troopers played a vital role in maintaining the peace and sustaining the development of the province.” said MGEen Felimon T Santos Jr, Commander, 7ID

NSFA, Panacan, Davao City (DWDD) – The second batch of Former Rebels (FR) who will dine with the President in Malacañang is on their way to Manila today, February 20, 2018, via two Philippine Air Force C-130 aircraft at Davao City International Airport.
The group is composed of 241 FRs mostly from Compostela Province and Davao Del Norte. Thirty-eight of them are females while 203 are males. They are part of the 683 former New People’s Army (NPA) rebels from different parts of Eastern Mindanao that were presented to the President on December 21, 2017, at Panacan, Davao City.
The activity aims to give the FRs a better perspective in life, particularly in peace-building and nationalism. It is part of the government’s continuing activity of reintegrating the former rebels in the mainstream society. Part of their tour will be a historical and heritage trip to Luneta Park and Intramuros while a welcome ceremony will be held on Wednesday, February 21, 2018, at Camp Aguinaldo to be hosted by General Rey Leonardo Guerrero, AFP Chief of Staff.
Prior to their dinner with the President, they will also get a chance to interact with other former NPA members who now work as advocates of peace and development. The second batch of FRs’ tour is expected to conclude on February 22, 2018, as the FRs will return to Davao City via C-130 aircraft. The schedule of the third batch of FRs will be determined later by the Appointments Office of the President. It can be recalled that the first batch composed of 215 FRs were toured in Manila and had a dinner with the President last February 6-8, 2018.
On February 16, 2018, 50 of the 215 were enrolled to undergo Technical-Vocational Education Training with TESDA XI as part of their social integration program. Meanwhile, Lt. Gen. Benjamin R. Madrigal Jr., Commander of the Eastern Mindanao Command reiterates the willingness and openness of EMC to assist NPAs who are willing to surrender.
“We are committed and more than willing to accommodate NPAs who want to return to the folds of the law and take part in building a nation of peace for progress and development. The programs lined up for the 683 FRs and the community programs being implemented in the different communities are manifestations of the social economic reforms being implemented by the government.” Lt. PATIKUL, Sulu (DWDD) – A soldier made the ultimate sacrifice while on pursuit and rescue operation of a kidnap victim of the Abu Sayyaf Group in Patikul, Sulu last February 15.
Troops under the 45th Infantry Battalion of the Joint Task Force Sulu were pursuing a group who were reportedly carrying a kidnap victim when an encounter occurred at Brgy Tugas, Patikul, Sulu at 9:20am Thursday.
Heavy exchange of gunfire lasted for 30 minutes with intermittent fires while the enemy were withdrawing.
“We were informed that the group of the Abu Sayyaf who were involved in the recent kidnapping of an Engineer in Jolo, Sulu were in the area, so our troops immediately moved for the possible rescue,” said Brigadier General Cirilito Sobejana, commander of the Joint Task Force Sulu.
In his report to Western Mindanao Command, BGen Sobejana said that one soldier died and two others were during the encounter.
“Our soldiers are very eager to get these bandits and rescue the KV, despite the difficulty in the terrain and the situation.” The two wounded soldiers were evacuated to Zamboanga City later that day and were given immediate medical care.
After troops scoured the encounter site, they were able to recover personal belongings of the bandits and heavy bloodstains in the area. “We also received reports that there were two Abus who died later that day due to their wounds during the encounter,” added BGen Sobejana.
As of this report, soldiers are still on pursuit operation for the fleeing Abus while adjacent units are on blocking position in suspected enemy withdrawal routes. “Another hero has fallen in the pursuit for peace,” said Lieutenant General Carlito G Galvez, Jr., commander of the Western Mindanao Command. “His remains are now being transported to his hometown and will be accorded with the highest honor due for a hero like him.”
“Soldiers under Western Mindanao Command will continue to do their mission to rescue the remaining kidnap victims and disallow these terrorists from continually creating fear among the people.” “We will not rest until the last KV is rescued and the last terrorist neutralized, no matter what it takes,” added LtGen Galvez.
“We will also continue to process surrenderees in partnership with other government units for their rehabilitation and reintegration programs.”
The WestMinCom chief also said that he believes that one of the reasons for the continuing surrenders of Abu Sayyaf members in Basilan is the massive implementation in the province of ARMM infrastructure projects. “The projects implemented in the Province of Basilan in the past five years brought in livelihood opportunities. When people are employed they get busy with income-generating projects and realize it’s better to earn money the legal way rather than engage in banditry and terrorism,” LtGen Galvez said.
The WestMinCom chief further said that he is hopeful that the other Provinces will also implement the same projects so as to motivate more Abus to surrender. “Although we continue to face challenges almost everyday, we are optimistic that together, we will eventually win this in the end.” WESTMINCOM / MCAG

Ligoda Tanjal, a regular member of the ASG under Abu Sayyaf Subleader Nurhasan Jamiri @Abu Bekkat and is listed nr. 18 in the AFP’s Periodic Status report, surrendered to Lieutenant Colonel Templo, Battalion Commander of the 74IB at Brgy Banah, Tipo-tipo, Basilan at 3pm yesterday.
Tanial turned over upon his surrender one M16A1 rifle; one rifle scope; a magazine with ammunition. “We immediately have Tanial undergo the usual process for surrenderees that includes custodial debriefing and medical check up,” said Brigadier General Juvymax Uy, commander of the Joint Task Force Basilan.
“He said he surrendered because he wanted to have a new life away from banditry and danger. He also said that he was encouraged to lay down arms after learning that his former companions are already undergoing rehabilitation and reintegration program.”
Tanial is the 10th Abu Sayyaf to surrender in Basilan Province since the year started. It brings the number of surrenderees to 20 in the different JTFs of WestMinCom for this year alone and 178 since January 2017. WESTMINCOM/MCAG

A three-year-old child was killed by stray bullets when two Moro armed group leaders traded shots over land dispute in the town of Ampatuan in Maguindanao, the Army here said.
Lt. Colonel Gerry Besana, spokesperson of the Army-led anti-crime Task Force Central, said the conflict erupted Friday afternoon and was still going on as of Sunday evening involving leaders of the Moro Islamic Liberation Front (MILF).
“Land dispute and territorial conflict,” Besana said when asked what triggered the hostilities that also sent several residents fleeing to safer grounds.
Killed due to stray bullets was Asraf Maguindap, 3, of Barangay Buluan, Ampatuan, Maguindanao.
Initial Army report showed that the warring groups belonged to two base commands of the MILF operating in Ampatuan and neighboring Datu Abdulla Sangki, also in Maguindanao.
“The group of Commanders Mauti Sangki and Yacob Sangki is fighting against the group of Datu Itim Ampatuan of the MILF 106th base command,” Besana said.
Aside from territorial conflict, the warring groups are also competing over control of strategic areas near the Delinanas Cavendish banana firm situated in the boundary of Ampatuan-Abdulla Sangki towns.
Accordingly, the group of Sangki is reportedly being supported by Mama Simpal of the IS-linked Bangsamoro Islamic Freedom Fighters.
Besana said four members of the warring groups were reportedly killed during the sporadic skirmishes. He added that the conflict had died down Monday after the MILF leadership sent emissaries to pacify the warring leaders.
Abu Amir, speaking for a faction of the BIFF, said his group was not involved in the conflict. He described the hostilities as “infighting” between MILF leaders who wanted to control large part of the banana plantation for “revenue.”
The skirmishes erupted days after Abdula Sangki town Mayor Miriam Mangudadatu ordered the temporary closure of Delinanas banana firm due to security concern and other issues, including non-compliance of business permit requirements and alleged non-payments of rentals of lands used as banana plantation area.

Troops belonging to the Army' 57th Infantry Battalion (IB) are hunting down two members of the Bangsamoro Islamic Freedom Fighters (BIFF) responsible for setting off a roadside bomb Sunday, injuring five soldiers, including a junior Army officer, in Datu Unsay town in this province.
Capt. Arvin John Encinas, Army 6th Infantry Division (ID) spokesperson, identified those injured in the 5:30 a.m. roadside explosion as 1Lt. Jano Cyril C. Reyes, team leader, and his subordinates identified only as PFCs Maguncia, Purol, and Crispo, and Pvt Ramirez, all of the 57th IB.
The victims were on board a KM-150 military vehicle on their way to Cotabato City when the BIFF set off the explosive they planted at the side of the Meta Bridge in the area.
Encinas said 57th IB troops are now hot on the trail of Maro Butuan and a certain “Dats,” both under BIFF Commander Kadaffy Abdulatif, whom intelligence sources said were the last ones seen at the bridge prior to the blast.
In an interview over a local radio station, Abu Missry Mama, BIFF spokesperson, admitted that it was their members who planted the bomb at the approach of the bridge.

Two more alleged New People’s Army (NPA) rebels surrendered over the weekend to government troops in Sarangani Province.
1Lt. Daryl Cansancio, Alpha company commander of the Army’s 73rd Infantry Battalion (IB), said Monday the rebels yielded to their community support team on Saturday evening at sitio Akbual, Barangay Upper Suyan in Malapatan town.
He only identified the returnees as alias Joshua, who was listed as a squad leader of the NPA’s Front 71, of Barangay Pag-asa in Alabel town and alias Margas of Barangay Upper Suyan.
The two, who joined the NPA two years ago, surrendered an M-16 Armalite rifle and an AK47 rifle, he said.
Cansancio said the rebels decided to surrender following a series of negotiations led by troops under its community support program.
“They mainly surrendered due to the difficult situation in the mountains as a result of the intensified military operations,” he said in a radio interview.
He said the two were also disillusioned with their cause, especially in terms of the treatment of fellow indigenous peoples or lumads.
Since last month, at least nine NPA rebels under the Front 71 have surrendered to troops in parts of Sarangani Province.
On Thursday last week, three rebels yielded to the 73IB in Barangay Pag-asa, Alabel town following an encounter in the outskirts of Malapatan.
They were identiied as alias Mateo of Poblacion in Alabel, alias Levi of Olutanga Island in Zamboanga Sibugay and alias Junie of Sitio Kidalagan, Barangay Datu Danwata, Malita town in Davao Occidental.
The three surrendered two M16 rifles and an AK47 rifle.
Cansancio said they are currently processing the necessary documents to facilitate the enrolment of the returnees into the Comprehensive Local Integration Program or CLIP and the release of immediate assistance from the provincial government of Sarangani.
CLIP reintegrates former rebels into the social mainstream and uplifts their socio-economic conditions to enable them to become active partners in the local development.
The program also seeks to contribute towards the achievement of the goal of permanent peaceful closure of all armed conflicts with non-state armed groups.
He said the returnees will receive livelihood assistance and additional cash benefits for the surrendered firearms.

No modification was made on the contract of the Frigate Acquisition Project (FAP), Defense Secretary Delfin Lorenzana said during the Senate hearing on the project Monday.
Lorenzana clarified that they did not change anything in the contract, saying they merely reviewed it.
This includes the Term of Reference (TOR) and makers' list of the FAP component, Lorenzana said.
The defense chief added that all he did was to award the notice of award and FAP contract as all initial works had been completed by the previous DND administration.
The FAP project was initiated during the time of President Benigno Aquino III.
The notice of award was given to Hyundai Heavy Industries in August 2016 while the contract was signed in October that year.
The PHP18-billion project, inclusive of the Combat Management System (CMS) is the subject of an investigation by the Senate committee on national defense and security and the Congressional Oversight Committee on the Armed Forces of the Philippines Modernization Act, to determine whether the acquisition of the combat ships "promotes the goals of the modernization program and complies with pertinent laws".
The acquisition of the two frigates would provide the Philippine Navy with modern and capable warships to protect the country’s vast maritime territories.

"As regards the issue of insisting on Thales Tacticos as the combat management system of the Philippine Navy frigate, I vehemently deny these allegations," Mercado said.
The former PN chief also cleared Special Assistant to the President Christopher "Bong" Go from alleged interference in the frigate deal, stressing that the latter never approached him to inquire about the matter.
"Neither did he make any form of communication to influence my decision making as the end-user and flag officer command of the PN," he added.
The Frigate Acquisition Project (FAP) is a key piece of the Armed Forces of the Philippines Modernization Program as it seeks to provide the country with two warships that have the capability to deal with air, surface and sub-surface threats.
The warships will have a CMS which is said to be “the brain of a naval combat vessel”, a computer and software system package that integrates all the sensors and weapons systems of the ship into a single system to assure “knowledge superiority” over potential enemies, shorten decision-making cycles, and execute rapid and accurate weapon engagement, especially during combat or security operations.
