Philippine President Rodrigo Duterte yesterday ordered the country's new armed forces chief to recruit and organise 10 new infantry battalions to crush remnants of pro-ISIS militants who were defeated just days earlier in the southern city of Mindanao.
The military on Monday declared victory over the Maute group after killing the last 40 remaining militants, including a few foreign fighters. The militants seized control of Marawi city on May 23.
More than 1,100 people, including 165 soldiers, died in the five-month conflict.
The new military chief, Lieutenant-General Rey Leonardo Guerrero, speaking to reporters yesterday, said: "We were instructed to organise 10 additional battalions."
One battalion comprises about 500 soldiers.
"We really intend to put pressure and sustain the effort so that we are able to finish all of them and complete the resolution of armed conflict in the country," he added.
Lt-Gen Guerrero will lead an armed forces that is made up of about 130,000 soldiers.
The Philippines has been waging protracted guerilla warfare for nearly 50 years against Maoist rebels and Muslim separatists that has left more than 160,000 people dead, displaced two million people, and stunted growth in resource-rich rural areas.
Lt-Gen Guerrero - who was the army commander in Mr Duterte's home region in the southern island of Mindanao before he was promoted - said the army has also been ordered to try and defeat the 4,000-strong communist New People's Army.

Mr Duterte broke off negotiations with the Maoist rebels early this year after their continued attacks on mines, plantations, construction and other companies, as well as attacks on isolated army and police outposts.
The government is engaged in peace talks with Muslim separatists who want to carve out an autonomous region in the south, and has enlisted the help of the main Moro Islamic Liberation Front to fight a small group of rebels who have pledged allegiance to the Islamic State in Iraq and Syria (ISIS) militant group.
"We already have timetables and targets and I intend to meet that," said Lt-Gen Guerrero, who only has two months to serve before he retires. "The military has a multi-year programme. It's not dependent on personalities but its tasks are lined up regardless of who assumes the leadership."
Analysts have said ISIS training camps in the jungles of Mindanao are still intact.
Stragglers from Marawi are fleeing south to areas in Maguindanao and North Cotabato provinces controlled by the Bangsamoro Islamic Freedom Fighters, which has pledged allegiance to ISIS.
Fighters from Iraq, Malaysia, Indonesia and Singapore are also converging at these enclaves, said a report by the Terrorism Research and Analysis Consortium, published on online news site Rappler.
The military struggled for five months to retake Marawi, and counter-terrorism officials expect ISIS-linked groups in Mindanao to focus again on fighting a guerilla war as they try to rebuild their networks in the Philippines, Indonesia and Malaysia.

ASEAN CONVENTION CENTER, Clark, Pampanga (DWDD) – The governments of the Republic of the Philippines and the Russian Federation signed two agreements on the sidelines of the 4th Association of Southeast Asian Nations (ASEAN) Defense Ministers Meeting (ADMM)-Plus, held on October 24, 2017, at the ASEAN Convention Center in Clark, Pampanga.
Philippine Defense Secretary Delfin N. Lorenzana and Russian Defence Minister General Sergey Shoygu signed an Agreement for Military-Technical Cooperation between the two countries. The document contained provisions on various areas of military and technical cooperation such as research, production support, as well as possible exchange of experts and training of personnel for joint programs.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – The Republic of the Philippines and the People’s Republic of China have agreed to strengthen their defense and military-to-military relations by increasing bilateral security engagements in the coming months.
Defense Secretary Delfin Lorenzana met with his Chinese counterpart, General Chang Wanquan in the Department of National Defense to discuss and explore avenues wherein the two countries can improve defense and military-to-military relations.
“Riding on the improvement of our defense relations, it is only proper for us to move forward,” Secretary Lorenzana said.
The bilateral meeting between Secretary Lorenzana and General Chang centered on several key areas.
First was the enhancement of cooperation in the fight against terrorism and violent extremism, especially in intelligence sharing, joint counterterrorism exercises, and other specialized training.
Both Defense Chiefs underscored the need for countries to cooperate in order to eradicate the evils of terrorism which they considered a “common enemy.” Secretary Lorenzana thanked China for its support in the Marawi operations, stating that its earlier donations of rifles and ammunition “helped a lot in our fight against the terrorists in Marawi”.
The Chinese Minister of National Defense intimated that China plans to donate another batch of weapons and equipment later this year or early next year.
The second key area that both Defense chiefs identified was the enhancement of maritime cooperation between the two countries, focusing on humanitarian assistance and disaster response (HADR) and anti-piracy operations in the Philippines’ southern waters. Both Defense chiefs also agreed to increase visits of naval vessels as a sign of goodwill and friendship between the two countries.
Third was the increase of military-to-military personnel exchanges between junior and field grade officers. Secretary Lorenzana and General Chang agreed that this will be beneficial to both countries since it will foster interpersonal relations between both militaries’ officer corps and future leaders of the Armed Forces of the Philippines (AFP) and People’s Liberation Army (PLA).
The fourth key area of discussion was China’s offer to the Philippines of its weapons and equipment to support the AFP modernization program.
Most significantly the bilateral meeting touched on the South China Sea issue and how best to move forward. Both Defense Chiefs welcomed the decrease of tensions between the two countries through careful management of the dispute brought about by the warming of relations between the Philippines and China. Secretary Lorenzana and General Chang welcomed the proposal to develop a concrete mechanism to solve issues immediately and avoid future conflicts.
“I believe we are in the right direction in our defense relations and I look forward to future Defense and security dialogues with China,” Lorenzana said in closing.

Also for the death of Commander Leonardo Pitao, alias Kumander Parago of the NPA, when he was the commander of the 10th Infantry Division.
Due to his successful operations, and bested some Generals in his class (3rd AFP Chief of Staff after his Mistah’s Hernando Iriberri, and Ricardo Visaya in PMA Matikas Class of 1983).
On May 10, 2017, President Rodrigo Duterte announced that Año was appointed Secretary of the Interior and Local Government. Año and is set to assume the post following his retirement from the AFP today, October 26. He is Married to Jean Joselyn Dioso-Año.

Lt. Gen Guerrero is a member of Philippine Military “Maharlika” Class of 1984. He graduated Number 3 in his class. He was the commander of the 61st Infantry Battalion in southern Negros and 3rd Infantry Division before becoming the Commanding General of the AFP Eastern Mindanao Command that covers Davao City.
As the chief of the Eastern Mindanao Command, he oversees the Davao Region, the bailiwick of Duterte, Caraga, and parts of Soccsksargen.
Guerrero used to be the commander of the Task Force Davao and a Special Forces officer. He was also assigned to the Presidential Security Group under former President Gloria Macapagal-Arroyo.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – Vowing to further strengthen defense relations, particularly naval cooperation, the Defense chiefs of the Philippines and Vietnam held a bilateral meeting today.
Philippine Defense Secretary Delfin N. Lorenzana and Vietnamese Minister of National Defense Ngo Xuan Lich discussed possible ways to enhance both countries’ defense cooperation that has significantly improved since 2010 and greatly benefited both countries in the past few years.
Having discussed the recent unfortunate incident off the coast of Pangasinan involving a Philippine Navy vessel and Vietnamese fishermen that resulted in the loss of lives, Sec. Lorenzana extended his sincere apologies to General Lich.
Sec. Lorenzana also relayed President Rodrigo Duterte’s assurance that the families of the Vietnamese fishermen who died in the incident will be properly compensated. He added that the Philippine Navy personnel are being investigated by the concerned authorities. The Philippine Defense chief assured his Vietnamese counterpart that the case will be expediently resolved in a manner that is satisfactory to all parties.
In response, General Lich suggested the establishment of a concrete mechanism between the navies of both countries to prevent a similar incident from happening in the future to which Sec. Lorenzana agreed.
“Our Defense cooperation with Vietnam has been very positive and we intend to build on those successes,” Sec. Lorenzana. Noting how Vietnam was able to develop its own military industry, Sec. Lorenzana added that the Philippines may also consider tap the expertise of Vietnam in developing the country’s defense industry.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – Vowing to further strengthen defense relations, particularly naval cooperation, the Defense chiefs of the Philippines and Vietnam held a bilateral meeting today.
Philippine Defense Secretary Delfin N. Lorenzana and Vietnamese Minister of National Defense Ngo Xuan Lich discussed possible ways to enhance both countries’ defense cooperation that has significantly improved since 2010 and greatly benefited both countries in the past few years.
Having discussed the recent unfortunate incident off the coast of Pangasinan involving a Philippine Navy vessel and Vietnamese fishermen that resulted in the loss of lives, Sec. Lorenzana extended his sincere apologies to General Lich.
Sec. Lorenzana also relayed President Rodrigo Duterte’s assurance that the families of the Vietnamese fishermen who died in the incident will be properly compensated. He added that the Philippine Navy personnel are being investigated by the concerned authorities. The Philippine Defense chief assured his Vietnamese counterpart that the case will be expediently resolved in a manner that is satisfactory to all parties.
In response, General Lich suggested the establishment of a concrete mechanism between the navies of both countries to prevent a similar incident from happening in the future to which Sec. Lorenzana agreed.
“Our Defense cooperation with Vietnam has been very positive and we intend to build on those successes,” Sec. Lorenzana. Noting how Vietnam was able to develop its own military industry, Sec. Lorenzana added that the Philippines may also consider tap the expertise of Vietnam in developing the country’s defense industry.

Quezon Governor David Suarez led his constituents Wednesday in saluting and expressing their admiration for Quezonian soldiers, the Southern Luzon Command (SOLCOM) military contingent based in Camp Nakar here, and all government forces deployed to Marawi City for their successful operations against the Maute terrorists.
Suarez said the entire Quezon hails the soldiers’ heroism, bravery, sacrifice and love of country and cheers the soldiers’ return to the province after their five-month stint in the war-torn city.
He made the congratulatory remarks and the “heroes’ welcome” during the recent joint Provincial Development Council (PDC) – Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council meeting.
The governor presided over the meeting with Sangguniang Panlalawigan board members, municipal mayors, police officials, sector representatives and local government department heads at the Bulwagang Kalilayan.
The meeting focused on peace and order and public safety updates, including the crime situation report and internal security situation in the province.
He also lauded the provincial police leadership for the decline in crime rate and their intensified operations against hard drugs.
The provincial chief executive also told the local government and police officials to sustain their peace and order efforts to achieve a peaceful and progressive province.
Suarez enjoined the council members to intensify their comprehensive and proactive projects under his administration, anchored on the governor’s thrust to transform Quezon’s “next best three years” and onwards.
Department of Public Works and Highways (DPWH) engineering officials from the province’s 1st, 3rd and 4th districts also briefed the conferees on the proposed infrastructure projects and budget, among them the proposed Southern Luzon Expressway (SLEX) extension project from Calamba City to Lucena City to spur development, not only in Quezon but in the Calabarzon region.
