Department of Foreign Affairs Assistant Secretary and spokesperson Charles C. Jose is expected to arrive Wednesday here for the multi-sectoral forum on the West Philippine Sea to be held at the St. Ellis Hotel on Thursday.

The activity will be conducted in cooperation with the Philippine Information Agency-Bicol.

There will be a press conference at 2 p.m. Wednesday.

The forum is part of the government's nationwide campaign to give the public enough information on issues about the West Philippine Sea like the history of the place as well as the economic and legal concerns involving the issue,

It will tackle the claim of China and the policies and steps being undertaken by the national government to protect the interest of the Filipino people.

There will be an open forum for the participants and the media.

Police identify captured NPA rebel

Police investigators have identified the captured suspected New People’s Army (NPA) rebel who was wounded in an encounter with the police Public Safety Company of Surigao del Norte, on Tuesday morning during a combat operation of the government troopers at Purok 5, Barangay Ombong, Alegria town in Agusan del Norte.

Surigao del Norte police reports reaching the regional police headquarters on Wednesday, identified the wounded NPA rebel, who accordingly was left behind by his withdrawing comrades as Jupiter Pigaro Pacquiao, 34, of Don Julio Quano of the said town. Pacquiao sustained a gunshot wound on his stomach.

Confiscated by the police operatives from his possession were: a Squires Bingham Caliber .22 improvised rifle without serial number with five live ammunition and a black pack containing a hand grenade, three P20.00 bills, six P1.00 coins, a box of match, two packs of cigarettes, 11 pieces cookies, a pair of black rain boots, a jacket printed with MVB ISSI.

It should be recalled that the operating troops of the Public Safety Company had conducted a combat operation Tuesday morning, when they encountered about 15 heavily armed group members believed to be NPAs belonging to the Guerilla Front 16, under a certain Rolando Leyson, Jr. also known as “Edroy” at Purok 5, Brgy. Ombong, Alegria town in Surigao del Norte. A five-minute firefight ensued, which resulted in the wounding of the victim.

The suspected NPA is now confined at a hospital here in Butuan City and was closely observed by the doctors after his operation.

A case of illegal possession of firearm, explosive and ammunition is now prepared for filing in court against him.

DIPOLOG CITY, Zamboanga del Norte -– The police in coordination with the military have launched pursuit operations to track down the whereabouts and possibly rescue a former Italian priest abducted by seven gunmen early Wednesday night in this city.

Supt. Ranie Hachuela, local police chief, identified the victim as Rolando Del Torchio, 56, an Italian national and a former priest.

Del Torchio, 56, owns and manages “UrChoice” Italian pizza outlet in Barangay Miputak, this city.

Hachuela disclosed the victim was seized around 6:30 p.m. Wednesday at his pizza outlet by seven unidentified gunmen, four of whom have even bought and ate pizza as they pretended to be customers.

Hachuela said investigation showed the suspects seized Del Torchio when the victim stood up from the counter and went to the comfort room.

He said the suspects dragged Del Torchio and forced him to board on a waiting white van that sped off towards the boulevard area also in Barangay Miputak.

The boulevard is barely a kilometer away from Del Torchio’s pizza store.

Hachuela said the suspects abandoned the van and transferred Del Torchio to a motorboat and sped toward the high seas.

He said they recovered inside the pizza store a jacket, two sunglasses and carton boxes used by the suspects to conceal their Armalite rifles.

He said investigation is being conducted to unmask the identities of the suspects.

The Special Investigation Task Group (SITG) Ocean View finally released details of the arrest of two suspects in the Samal abduction but clarified they are only considered "persons of interest" for lack of evidence linking them to kidnapping.

PNP-11 spokesperson Antonio Rivera confirmed that police has the custody of Bandajar Dangin Adona alias “Banon”, 38, a resident of Pantukan, Compostela Valley.

Banon was earlier named by Davao City Mayor Rodrigo Duterte as one of the 11 armed men seen on the CCTV footage taking the three foreigners and a Filipino woman.

Rivera said Adona has a standing warrant of arrest for kidnapping, serious illegal detention and murder.

The second suspect is a certain Tirso Orquiza Lugnasin, 40 years old and a resident of Olaycon, Monkayo, Compostela Valley Province.

Sources said Adona and Lugnasin were the alleged contacts of the abductors.

Rivera, however, said they could not consider them as two of the abductors or link them with any kidnap group for lack of a strong evidence.

According to Rivera, Adona and Lugnasin were only arrested by the joint team from Criminal Investigation and Detection Group (CIDG)-11 led by Sr. Supt. Joel Pernito, Police Regional Intelligence Division of PRO-11 under the Oplan Pagtutugis on the night of October 4 in Tibungco, this city.

Rivera said the operation against Adona was by virtue of the warrant of arrest issued by Judge Dorothy Gonzaga in Compostela Valley.

Police operatives recovered from Adona's possession one caliber 45 while a caliber .38 revolver and a hand grenade were recovered from the possession of Lugnasin.

Rivera said they will be filing charges of illegal possession of firearms against Lugnasin.

He said SITG will continue to conduct further investigation and remain in contact with police and Army networks to determine the exact location of Canadian nationals John Ridsdel, and Robert Hall, Norwegian Kjartan Sekkingstad, and Filipina Marites Flor.

Rivera said they have not received any word from the abductors.

The Philippine Army (PA) on Tuesday started its four-day training on gender sensitivity planning and budgeting with harmonized gender and development guidelines at the Days Hotel and Resort in Tagaytay City.

The training is in line with the Army’s continuing effort of strengthening its gender and development (GAD) initiatives, Army spokesperson Col. Benjamin Hao said Wednesday.

Main participants of the training are the 45 new members of the Gender and Development Focal Point System (GADFPS) of the units and offices based in the Army headquarters here, to include the regular GAD committee of the PA.

The training will provide the participants knowledge on the basic concept of gender analysis and necessary skills to conduct gender planning.

Hao said the PA established on Aug. 31, 2011 the GADFPS, an advisory and policy-making body, and a two-tiered structure composed of the Executive Committee and a Technical Working Group tasked to oversee, catalyze and facilitate the institutionalization and implementation of GAD programs, activities and projects of the organization.

The PA spokesperson said their key office in-charge of all GAD-related activities is the Office of the Army Gender and Development (OAGAD).

The said office has initiated relevant undertakings to make the Army gender responsive in compliance with the government’s program on gender and development.

Southern Luzon Command (SOLCOM) head Lt. Gen. Ricardo Visaya has directed all officers, enlisted personnel and militiamen under him to participate in the coming May 2016 polls.

He added that they can do this by voting in the localities where they are assigned to.

“The soldiers are members of the society and casting their votes is one way of exercising their political rights,” Visaya said.

He further expressed that voting in the localities where soldiers are assigned is a good practice that has impact on nation-building.

Last Aug. 17, a satellite registration was conducted by COMELEC-Quezon at Camp Nakar in Lucena City at Visaya's request.

SOLCOM commands around 10,000 troops and 10,000 CAFGU Active Auxiliaries in its area of responsibility. It covers CALABARZON, MIMAROPA and Bicol regions.

“COMELEC is thankful to the SOLCOM officials and to the members of the AFP who were responsive to the program about 'No Bio, No Boto,'" COMELEC-Quezon Election Officer IV Atty. Amy Barbacena said.

She said that the right to vote is a privilege given only to a qualified Filipino citizen who registered.

Hence, by actively participating in the registration process, it opens an avenue to choose the next leaders of our country.

“As much as possible, I discourage our soldiers to take the Absentee Voting because it only allows soldiers to vote for national posts,” Visaya stressed.

Two Royal Australian Navy (RAN) ships are now in Subic Bay, Zambales for a five-day visit.

The port call started Wednesday and will end on the 11th.

The ships are HMAS Arunta, an Anzac-class frigate; and, the HMAS Sirius, a fleet replenishment ship.

The short break from sea will give the ships’ companies an opportunity to continue their association with Filipino colleagues and experience Philippine culture and sights.

The two ships have just completed successful exercises in the Indian Ocean.

“Australia values the deepening engagement with the Philippine Navy,” Australian Ambassador Bill Tweddell said.

Tweddell welcomed the officers and crews of HMAS Arunta and HMAS Sirius.

The Australian Ambassador was accompanied by Defense Attaché Col. Bruce Murray, AM.

Australia and the Philippines have a long-standing Defense Cooperation Program on counter-terrorism, maritime security and assistance to the Armed Forces of the Philippines (AFP) Modernization Program.

Recently, Australia gifted two operation-ready landing craft heavy (LCH) from the RAN to help improve the humanitarian assistance disaster relief capacity of the Philippine armed forces.

The RAN played a vital part in the Australian Defence Force’s humanitarian efforts in the Philippines in 2013, carrying emergency supplies, water purifiers, generators, earth moving equipment and vehicles to areas affected by Typhoon Yolanda.

HMAS Arunta is the second Royal Australian Navy ship to bear the name, and has historical ties to the Philippines.

The first HMAS Arunta took part in the liberation of the Philippines in 1944, including pre-landing bombardments at Leyte Gulf and the Battle of Surigao Strait.

In January 1945, the ship suffered a near miss from a kamikaze at Lingayen Gulf.

In July 1946, the first HMAS Arunta carried Commodore John Collins to Manila for the inauguration of the Philippine Republic.

The current HMAS Arunta has another link to the Philippines.

Two Filipino-Australian sailors are currently serving as part of HMAS Arunta’s ship's company.

Able Seaman Electronics Technician Aaron Scott and Able Seaman Boatswains Mate Matthew Parry will be taking some time off to visit their families in the Philippines.

“This deployment is especially important to me as I am able to visit the Philippines again, and I feel proud that my family will get to see me doing my job. It will also be a good opportunity to embrace, explore and remember what my background culture is all about,” Scott said.

This will be Parry’s first visit to the Philippines. "The port visit to the Philippines will be a great opportunity to meet family I have never met and to see what the culture and the lifestyle is like for my mother and her family,” he said.

The Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) negotiating panels together with House of Representatives members who have taken active roles in the bill’s legislative process held a press conference Wednesday to shed better light on the status of the Bangsamoro Basic Law (BBL) amidst recent uncertainties and continuing delays.

“We have communicated to our representatives at the House the urgency of apprising the public especially the Bangsamoro people who have been waiting with bated breath for the realization of their aspiration for genuine autonomy,” said GPH Chief Peace Negotiator Professor Miriam Coronel-Ferrer.

“The Bangsamoro want and need the BBL. Let us not drive them to hopelessness by continuously delaying the process and keeping them in the dark of the bill’s status. We don’t want them, or any segment of the Filipino people, losing trust in our government institutions.”

The BBL is the legal iteration of the Comprehensive Agreement on the Bangsamoro (CAB) which in turn is a product of more than 18 years of negotiations between the government and the MILF. When passed, the BBL will establish a parliamentary autonomous government that will replace the current Autonomous Region in Muslim Mindanao (ARMM).

“We have explained that this dialogue needs to happen before Congress goes into recess because, aside from the on-going budget hearings at both Houses, the election season has slowly begun gripping the country,” continued Ferrer.

Election fever not reason to stall work on BBL

The Commission on Elections (COMELEC) has set the period for the filing of candidacies from the position of President down to municipal councilors on October 12-16.

Despite this, the Philippine chief peace negotiator explained that politicians who were running for posts in the 2016 elections need not worry about their popularity rating when championing the BBL. “Recent surveys point to inflation, poverty, and corruption as the most critical issues for voters.”

“The BBL, and even the peace process in general, should be seen for what it is: a tool to bring socio-economic and political justice in the Bangsamoro,” she continued. "It enjoys the support of key sectors like the church, youth, business, academe as well as the international community."

Maguindanao and Cotabato City 1st District Representative Bai Sandra Sema and Anak Mindanao Party-list Representative Sitti Djalia Turabin-Hataman are joining the press conference. The two serve as House Ad Hoc Committee on the BBL Vice Chair and member respectively.

After President Benigno S. Aquino III officially transmitted to Congress the original BBL draft last 10 September 2014, it was shepherded in the House by a 75-member ad hoc committee chaired by Cagayan de Oro City Representative Rufus B. Rodriguez and in the Senate by Senator Ferdinand “Bongbong” Marcos, Jr.’s committee on local government. Following numerous public hearings across the country, the two committees came up with their respective substitute BBL both called the Basic Law for the Bangsamoro Autonomous Region (BLBAR) which are the versions being deliberated at the House and Senate plenary.

Statements of support from the Catholic Education Association of the Philippines (CEAP) and the Ateneo University system have been published in major newspapers this week and more are expected to be published including statements from the business sector. This is not counting the numerous other positive statements that came out in the previous weeks and months.

Pushing for a November passage

“Together with the OPAPP (Office of the Presidential Adviser on the Peace Process) and the BTC (Bangsamoro Transition Commission), we at the GPH panel worked hard. I cannot stress enough the importance of passing the BBL as soon as possible,” said Ferrer.

Both Houses of Congress are set to go into recess this week and will resume their respective sessions on 3 November 2015. Addressing the possibility of encountering more quorum problems as election season kicks into higher gear, Ferrer stressed that “while we understand that everyone is gearing up for the elections, that is not reason to not come back to work in November to finish all the important pending legislation.”

Both Senate President Drilon and Speaker Belmonte have expressed doubt that the Bangsamoro Law could be passed before Congress goes on recess on October 9 and have set a new deadline for its passage to December 16 this year. Today, news reports quoted Drilon saying that they are having a hard time constituting a quorum due to the election season. One Senator is a presidential candidate, five are vice-presidential candidates and 6 are re-electionists.

Despite this pronouncement, Ferrer is still hopeful that there is enough time to beat the said deadline by a month. “Why pass it in December if we can do it this November? After all, with the APEC (Asia Pacific Economic Conference) here, the world will once again be watching the Philippines and it will be good for the whole country to have a BBL before then.”

“Leaders around the Asia Pacific would want assurances that the Philippines is peaceful, progressive, and ready for development and integration. Let us not let that international meet be a missed opportunity.”

The press conference will be held at the Media Centre of the House of Representatives in Batasan Complex, Quezon City. It will begin at 2:00 p.m.

“It is never too late to achieve something good. As we Filipinos say, huli man daw at magaling, naihahabol din,” Ferrer concluded.

No security threats have been detected by the Armed Forces of the Philippines (AFP) to the upcoming Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting which will be held in Metro Manila from Nov. 17-20.

"The coast is secured," AFP spokesperson Col. Restituto Padilla told reporters in a press briefing Wednesday.

Padilla said that while the Philippine National Police is the lead agency in ensuring security during the APEC meeting, the AFP will deploy the Joint Task Force-National Capital Region, the Tanay-based 2nd Infantry Division and the Tarlac City-based Northern Luzon Command and other units in AFP headquarters in Camp Aguinaldo to aid in securing the delegates.

Moro Islamic Liberation Front (MILF) and peace panel chairman Mohagher Iqbal on Wednesday urged Malacanang to certify as urgent the Basic Law on Bangsamoro Autonomous Region (BLBAR).

Iqbal, in a press conference, said he also urged the House leadership to pass the BLBAR by November or December 2015.

"The only window of opportunity is the next deadline, if I may call it as such, which will be in November to December. After that, it is all politics that fill the air," Iqbal said.

"I appeal to the honorable members of both Chambers of Congress to rise up to the occasion and be statesmen even for one moment in the history of this country. The fate of the BBL is in your hands, and history will judge you on how you dispense with the BBL," he added.

Earlier, the House leadership said that lawmakers' "conscience votes" would decide the fate of the proposed BLBAR at the lower chamber.

Speaker Feliciano Belmonte Jr. admitted that the lower chamber may not approve the proposed BLBAR before its December 16 deadline, saying he will not do a campaign to force his colleagues to pass it.

“I’m not going to talk to everybody for you to vote this way, that way, let everybody vote the way he wants to have it voted,” Belmonte said.

He also said that the chamber is running out of time to pass the proposed BLBAR.

The lawmaker said that the long line of lawmakers who want to interpellate has stretched the legislative process for the BLBAR.

The passage of the BLBAR has been delayed by the lack of quorum at the House of Representatives in the past few weeks.

The BLBAR aims to create the new Bangsamoro juridical entity replacing the Autonomous Region in Muslim Mindanao.

For her part, government peace panel chairman Miriam Coronel-Ferrer said the passage of the proposed BLBAR before the Asia Pacific Economic Cooperation (APEC) Leaders' Meeting in November would send a strong message to international community on government's peace efforts.

Ferrer said the passage of the peace measure would prove that the lower chamber can pass a measure to end decades-long conflict in Mindanao.

"The (passage of the BLBAR) is going to be our message to the APEC community that we will not squander a lost opportunity provided for by the passage of the law that will provide that kind of environment to really jump start peace, security and development in the region," she said.

According to Ferrer, it would not be a good sign if the Congress fails to pass the peace measure.

"The whole world is watching this process. Kung mangyari ang APEC at ang message na lumalabas sa buong mundo, hindi natin masosolusyon ang kaguluhan natin dito sa Mindanao, that is not going to be a good sign to them who are really pushing for economic integration that is grounded on a very secure society of the Asia Pacific that is able to address different security challenges and economic challenges the world is facing," she noted.

The APEC is a regional economic forum established to leverage the growing interdependence of the Asia-Pacific. This will be attended by 21 world leaders.

The visit of two Royal Australian Navy (RAN) vessels to the country highlights the deepening friendship between the RAN and the Philippine Navy.

This was stressed by PN public affairs office chief Cmdr. Lued Lincuna as HMAS Arunta and HMAS Sirious dropped anchor at the Alava Pier, Subic Bay, Olongapo City to start their Oct. 7 to 11 visit to the country.

"This visit translates into deepening friendships between the two navies and further fortifies the PN’s firm commitment of maintaining good relationship with other foreign navies," he added.

PN delegates, headed by Commodore Narciso Vingson Jr., Deputy Commander of the Philippine Fleet with Capt. Ernesto Baldovino, Assistant Chief of Naval Staff for Education and Training, rendered customary welcome ceremony upon arrival of the visiting vessels followed by a port briefing on security.

After the briefing, Cmdr. Darren Grogan, Commanding Officer of HMAS Arunta, graced an invitational lunch aboard HMAS Sirius.

This goodwill visit is a five-day series of engagements between PN personnel and their visiting counterparts that involved ship’s tour, courtesy calls, and sports events where PN and RAN teams are set to play cricket and basketball.

HMAS Arunta is the second of the Royal Australian Navy's eight Anzac class frigates while HMAS Sirius is built as a double-hulled commercial product tanker.

The new commanding officer of the Tactical Operations Group 1 of the Philippine Air Force vowed Monday that aside from combat and security assistance, his unit will be at the forefront of search and rescue operations.

Lt/Col. Onorlie Brillantes, newly installed PAF-TOG1 chief, said his experiences in his previous assignments will help in sustaining the gains of the unit under his predecessor Col. Dennis Estrella.

Estrella, a member of the Philippine Military Academy Class 1991, led TOG1 as the best unit of the PAF 1st Air Division, which covers the entire Luzon.

He will assume as the new operations chief of PAF 1st Air Division.

Brillantes said his unit will sustain the search and rescue assistance extended by PAF TOG 1 during disasters, aside from relief operations and security assistance during internal security operations.

Before his assignment to TOG1, Brillantes, a member of PMA Class 1993, was the head of the Air Warfare Division of the PMA for three years. He was also the deputy commander of TOG3.

He is the husband of Dr. Celia Brillantes, an outstanding citizen of Baguio and senior health official at the City Health Services Office.

M/Gen. Raul V. del Rosario, 1st Air Division commander, who presided the turnover rites at the Baguio Airport, acknowledged Brillantes’ leadership and managerial skills, which were reasons he was chosen for the position.

Del Rosario urged Brillantes to lead his unit in establishing partnership with communities, local government units, and private partners under his area of jurisdiction.

He said PAF TOG1 serves as a model among units under the 1st Air Division for its active involvement in non-combat missions ranging from medical and dental outreach programs and disaster risk reduction and management training, among things.

The PAF 1st Air Division exercised command and control over five Tactical Operations Groups.

PMA honors Kapangan’s most bemedalled military general

A highly decorated military officer from Kapangan, Benguet was honored with a testimonial parade by the Philippine Military Academy more than a month before his retirement on Nov. 1.

M/Gen. Yerson E. Depayso, current commander of the 9th Infantry Division of the Philippine Army in Bicol Region, has been honored by his alma mater for the services he rendered to the country in the past three decades.

Depayso, a recipient of various military awards and commendations for combat and command administration, is a member of PMA Class 1981.

The Igorot military officer is a recipient of two “Distinguished Service Star” awards for command administration and a “Gold Cross” medal for command performance in combat operations.

Two years ago, Depayso, who was then a colonel, led a pool of awardees earning the Distinguished Service Star for his effective leadership in the implementation of programs and services in his area of responsibility, as commanding officer of the 501st Infantry Brigade.

The Gold Cross is a decoration of the Armed Forces of the Philippines, which recognizes gallantry in action. It is the fourth highest military award of the country.
 
Depayso is also a respected military officer in every community he serves, receiving two “Gawad sa Kaunlaran” awards for participating in various civic projects, six bronze cross medals for heroism in non-combat situations, and16 military merit medals.

A holder of Masters in Business Administration from the Ateneo de Manila University and Masters in National Security Administration, which he finished at the National Defense College of the Philippines, he also took  up the Logistics Development Management and Army Maintenance Management Courses at the Army Logistics Management Center in Fort Lee, Virginia, USA.

He likewise finished an Executive Course on Asia Pacific Center for Security Studies at APCSS, Hawaii, USA.

DAVAO City Mayor Rodrigo Duterte urged members of the New People's Army (NPA) to come down the mountains and talk peace with government, if he becomes president.

Attending the founding anniversary of Sta. Cruz town in Davao del Sur Monday afternoon, Duterte said that the Communist Party of the Philippines (CPP) founder Jose Maria Sison, under which the NPA and the National Democratic Front operate, promised to return to the Philippines if ever he wins in the 2016 presidential election.

He said he wants all rebels to come down and talk peace.

Duterte's statement was welcomed by the more than 3,000 people of Sta. Cruz who listened to him Monday.

Sta. Cruz, one of the oldest towns in the Davao Region where only a few families own vast coconut plantations, is known as a hotbed of the NPA.

Duterte said that the 46-year-old communist insurgency has to end and he hopes to achieve that soon.

He declared in the past that should he become president of the Philippines, he would bring together the different armed groups to the peace table and find a common ground to end the conflict.

ICAN sponsors “Seminar-Workshop on Conflict Resolution”

The International Children’s Action for Network (ICAN) Foundation sponsored a three-day activity on Conflict Resolution Skills Seminar-Workshop in congruence with Bangsamoro Transition Commission (BTC) and Bangsamoro Leadership and Management Institute (BLMI) on October 1-3, 2015 at BLMI Training Center at Crossing Simuay, Sultan Kudarat, Maguindanao.

The thirty five (35) participants from different provinces in Mindanao representing their respective Non-government organizations (NGO’s) and People’s Organizations (PO’s) attended the activity.

The objective of the program is to enhance the participants’ understanding of Conflict Resolution and other related components.

Mr. Abdulla Cusain, BTC Communication Head expressed his gratitude to I CAN for sponsoring the program as well as to the participants for their active involvement in peace-building measures that contribute in the course of promoting peace in Mindanao.
He also gave a brief update on the status of the Bangsamoro Basic Law (BBL) which is still pending in Congress.

Introduction and program overview were presented by I CAN Team leader and Resource person Mr. Edwin Antipuesto. He emphasized the program objectives and its relevance to the current situation. “Conflict Resolution is a complex and challenging effort, it helps to stop human made catastrophe from getting any further bedlam” he said.

During the first session of the program, Antipuesto elucidated his lecture on Non- Violent Communication by emphasizing its dynamics and proactive approaches in dealing with conflict situation.

In day two sessions, Mr. Jess Torreto lectured on Mediation by underlining its important concepts and applications. Equipping oneself with appropriate knowledge and broad understanding of conflict resolution and mediation processes are the centerpiece in peace-building efforts before engaging in conflict resolution, he stressed.     

In afternoon session, the participants were also taught on the basic concepts and applications of negotiation. The resource person presented different methodologies related to negotiation. The participants also simulated the negotiation type engagement through workshop activity.

The last day session centered learning skills on how to facilitate a dialogue with the speaker cited the essential elements of productive dialogue and on how to establish line of consistent communication and intent of reaching a common goal.

“Confidence building is the first step in Conflict resolution, mediation and negotiation” Mr. Antipuseto said.  

Before the program ended, the participants engaged in re-entry planning for their next engagement related to the topics discussed.

A the end of the activity, the participants in their messages expressed their heartfelt gratitude to I CAN and J- BIRD for sponsoring series of training workshops that are very helpful to the Bangsamoro. They also thanked the resource persons for their very enlightening discussions and the knowledge imparted to them,

The message of gratitude and appreciation were also extended to the BTC and BLMI for conceptualizing and implementing the capacity and competency enhancement program.   

In closing message, Ms. Akiko Matsuur, Project Manager of ICAN Foundation expressed her appreciation to BTC, BLMI and the participants for their participation and responsiveness in pursuit for genuine peace and inclusive development in Mindanao.
