CLAVERIA, Misamis Oriental – Two rebels of the New People’s Army (NPA) surrendered with their firearms and exposed arms cache to the 58th Infantry “Dimalulupig” Battalion (58IB) at Brgy Poblacion, Claveria, Misamis Oriental, August 16, 2021.

The surrenderers were members of Platoon Ryan, Sub-Regional Committee 1 (SRC 1), North Central Mindanao Regional Command (NCMRC). They were identified as alias Ong, Vice Squad Leader, and alias Talin, a regular member of the said platoon. The two voluntarily surrendered to 58IB in the hopes of having their lives turned around and being reunited with their families.

The troops were able to retrieve buried firearms cache at the hinterlands of Brgy San Luis, based on the revelations of Ong and Talin during custodial debriefing, as confirmed by former members of Platoon Ryan, namely alias Aba, Vice Squad Leader who recently surrendered and CAA Lucio Lindaan Artao or alias Dino, former Company Commander of the said platoon of SRC1, NCMRC. Eight AK47 rifles, one M653 rifle, and one M16 rifle were among the items seized. In total, ten high-powered firearms were recovered.

“The constant reduction of NPA forces is an indication of the effectiveness of the many peace initiatives and efforts by the government and the troops in ending insurgency,” said Lieutenant Colonel Ricky L Canatoy, Commanding Officer of 58IB. Their numbers are dwindling, and they are under pressure because of the loss of their forces and huge bases. Furthermore, their surrender shows that they have had enough of the NPA’s false ideology. This also implies that they have switched their faith and support from the CTG to the government.”

“We warmly welcome our brothers who were once on the wrong track but are now ready to face life in peace and in the right direction. The Army guarantees you that we are working closely with national authorities to build a new, peaceful future for you and for the rest of us. Indeed, nothing is impossible with the Whole of Nation Approach, which reflects the oneness of all stakeholders. Let us continue to fight together to put an end to the CPP-NPA-NDF’s 53-year reign of terror.” LtCol Canatoy concluded.

They will be debriefed and will be provided with government aid through the Enhanced Comprehensive Local Integrated Program (ECLIP), which will assist them in reuniting with their families.

Camp Navarro, Calarian, Zamboanga City – August 18, 2021

Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command paid a farewell visit to the troops of the Joint Task Force Tawi-Tawi and 2nd Marine Brigade a week prior to his retirement.

On his arrival. Lt. Gen. Vinluan, Jr. was welcomed with Foyer Honors rendered by the marine troops led by JTF Tawi-Tawi Commander Col. Romeo Racadio at Toong Hall, 2nd Marine Brigade Headquarters, Sanga-Sanga, Bongao, Tawi-Tawi on the morning of August 18, 2021.

During his talk to the troops, Lt. Gen. Vinluan, Jr. commended the soldiers for their numerous accomplishments notable of which is the neutralization of Apo Mike and the recovery of several loose firearms.

“Let us sustain the momentum, remain steadfast in accomplishing our mission, and continue to establish a good relationship with our partners, stakeholders, and the communities so as to win their popular support to all our endeavors, for it is better to win peace without a single bloodshed,” said Lt. Gen. Vinluan, Jr.

In his visit to Tawi-Tawi, Lt. Gen. Vinluan, Jr. also paid an exit call to Gov. Yshmael “Mang” Sali at the Provincial Capitol of Tawi-Tawi.

Lt. Gen. Vinluan, Jr. expressed his gratitude to Gov. Sali for his unwavering support to the command’s thrust.

Likewise, Governor Sali thanked Lt. Gen. Vinluan, Jr. for all the assistance extended by the command to the province of Tawi-Tawi particularly in ensuring the safety and security of the people.

Also present during the short meeting were the local chief executives of all the municipalities of Tawi-Tawi. They also expressed their appreciation to the WestMinCom Commander.

CAMP HERNANDEZ, Dingle, Iloilo — “Hustisya sa Brutal nga pagpatay kay Corporal Frederick Villasis. Sikwayon ang Terorista nga CPP-NPA-NDF!” was the united cry of condemnation of pro-peace and development groups, including former members of the CPP-New People’s Army (NPA), during a condemnation caravan held on Monday, August 16, 2021.

The simultaneous rally was held in Iloilo City and Roxas City spearheaded by members of the Sentrong Alyansa ng Mamamayan para sa Bayan (SAMBAYANAN) Iloilo and Capiz Chapter in a united cry of justice and indignation for the brutal killing of Corporal Villasis by communist terrorists.

Villasis was on a mission to follow up on peace and development initiatives in Barangay Lahug, Tapaz, Capiz when he was abducted and murdered by members of the New People’s Army.

BGen Marion R Sison PA, Commander, 301st Infantry Brigade, Philippine Army is grateful for the efforts of the local populace in supporting the government’s campaign to end local communist armed conflict. The 301st Brigade is one with the whole Armed Forces of the Philippines in extending their condolences to the loved ones left behind by Corporal Villasis.

“Ang mga tao na mismo ang naninindigan na tama na at tapusin na ang walang kwentang armadong pakikibaka. Hindi lang isa, kung hindi karamihan ng mamamayan ay ayaw sa terorismo at sa mga teroristang NPA. Dapat ay tuldukan na ang kanilang paghahasik ng kaharasan, tulad ng ginawa nila kay Cpl Villasis na ang tanging hangarin ay makatulong sa kapwa niya Pilipino. CAMP SIONGCO, Maguindanao – Combined elements from 5th Special Forces Battalion of 601st Infantry (Unifier) Brigade under Joint Task Force Central (JTFC) together with Polomolok Municipal Police Station and other government forces arrested a female finance officer of New People’s Army by virtue of a warrant of arrest in Poblacion, Polomolok, South Cotabato on August 16, 2021.

Lieutenant Colonel Zandro Alvez, Commanding Officer of 5th Special Forces Battalion identified the suspect as Pamela Guides PeƱaranda with aliases as ‘Melai’ and ‘Yani’, a secretary of Davao City Urban Committee (DCUC), Regional City and Town Committee (RCTC), Southern Mindanao Regional Command and finance RCTC of SMRC.

“The suspect is facing a murder charge with criminal case number 25302 issued by Presiding Judge Sharon Rose Saracin of Branch 30, Regional Trial Court 11 in Tagum City” as disclosed by Lt. Col. Alvez.

Brigadier General Roy Galido, Commander of 601st Infantry (Unifier) Brigade said that during the search operation around 12:45 in the afternoon, recovered from the possession of PeƱaranda were sling bag with two (2) ID and EID components.

“The intensified intelligence operations and the support of the community coupled with the constant coordination of government forces with the stakeholders contributed to the successful neutralization of this female finance officer of CTG. The arrest of this terrorist is a big blow to their ranks”, BGen. Galido said.

Major General Juvymax Uy, Commander of Joint Task Force Central and 6th Infantry Division elated with another accomplishment of 5th Special Forces Battalion and other government counterparts. “Our efforts have gained positive results.

Hence, you should not be afraid of the CPP-NPA Terrorists instead, they should be the ones who should be afraid to penetrate your barangay. I ask you to continue to cooperate with your Army. We will never stop chasing the remaining terrorists in your place until they are finished.

I urged everyone to guard the peace that we already won and sustain the gains that we are enjoying now so that the next generation will benefit from it”, MGen Uy further stated.

CAMP PERALTA, Jamindan, Capiz –The Department of National Defense (DND) Undersecretary for Civil, Veterans and Reserve Affairs and Chairperson of Task Force Balik-Loob (TFBL) Reynaldo Mapagu visits Camp General Macario Peralta Jr., the home of the Army’s 3rd Infantry (Spearhead) Division on August 17, 2021.

The Spearhead Troopers warmly welcomed Defense Undersecretary Mapagu and party through traditional arrival honors. After which, Undersecretary Mapagu paid a courtesy call on MGen General Eric Vinoya, Commander, 3ID.

During his visit, Undersecretary Mapagu met the TFBL partner agencies in the area through a hybrid meeting to check the updates on the implementation of the Enhanced-Comprehensive Local Integration Program (E-CLIP) and other Balik Loob-related activities.

Task Force Balik-Loob (TFBL) was created by virtue of Administrative Order No. 25, series 2020 dated March 18, 2020 amending Administrative Order No 10 series 2018 as a central coordinating body to supervise the government’s reintegration efforts for members of the CPP-NPA-NDF including their immediate family members. The Task Force is composed of representatives from the Department of National Defense, Department of the Interior and Local Government, Office of the Presidential Adviser on the Peace Process, Office of the President, and the National Housing Authority, as well as other partner government agencies.

Undersecretary Mapagu likewise checked and inspected the status of the TIKAS Project inside Camp Peralta, especially the construction of the 50-Bed Capacity Hospital.

The said project was granted through the DND and DPWH convergence program under Tatag ng Imprastraktura sa Kapayapaan at Seguridad (TIKAS) Project, which aims to reinforce the AFP’s capability to provide service and security.

MGen Vinoya, thanked DND and TFBL through Undersecretary Mapagu for the constant support to 3ID.

“We are fortunate that USec Mapagu is giving his full support not only to the the welfare of our soldiers but also to our anti-insurgency campaign by ensuring the implementation of DND’s project and Balik-Loob programs in 3ID’s Area of Responsibility (AOR) like E-CLIP. His visit will surely guarantee the speedy execution of these projects,” MGen Vinoya said.

The Commander of the Joint Task Force Central and 6th Infantry Division, Major General Juvymax Uy graced the 32nd Founding Anniversary of the 6th Civil-Military Operations (Kasangga) Battalion held at the Headquarters 6th CMO Battalion, PC Hill, Rosary Heights-1, Cotabato City on August 17, 2021.

Maj. Gen. Uy extended his congratulatory message to Lt. Col. John Paul Baldomar, 6CMO Commanding Officer in leading his men for their job well-done. “You are a battalion who performs a community-centric activities, not necessarily enemy-oriented. For our security forces, winning a war is one thing, and winning the hearts and minds of the people is another.”

Along with this, MGen. Uy together with Lt. Col. Baldomar awarded Military Merit Medals and Military Civil Action Medals to 8 personnel of 6th CMO Battalion.

This year’s anniversary theme is “6CMO (Kasangga) Bn @32: Kaakibat, Kaagapay, Kakampi at Kabalikat para sa Maunlad at Progresibong Komunidad”.

ARAKAN, COTABATO – The 72nd Infantry “Gabay” Battalion warmly welcomed and paid courtesy to the Commanding General Philippine Army (CGPA), MGEN ANDRES C CENTINO PA during his visit at Headquarters 72IB in Arakan, North Cotabato and one of the unit’s isolated CAA detachment in White Kulaman, Kitaotao, Bukidnon on August 17, 2021

MGen Andres C Centino PA has been very dedicated in uplifting and boosting the morale of the troops and CAAs assigned in Geographically Isolated and Disadvantaged Areas (GIDAs) by visiting them to personally see the situation on the ground and have the opportunity to talk to them and deliver materials and supplies needed to assist them in performing their duty.

The Commanding General visited the isolated CAA detachment in White Kulaman, Kitaotao, Bukidnon. He personally commended the troops assigned in the said Patrol Base for being the frontliners in conducting combat and recon patrols and in maintaining peace and order within the unit’s area of operation. He strongly urge the CAAs to continue their efforts in attaining a peaceful and conflict-resilient community in the province of Bukidnon. After the info briefing about Threat Situation and deployment of troops, he personally handed over box of canned goods and military supplies.

Subsequently, the Commanding General proceeded at Headquarters 72nd Infantry “Gabay” Battalion to visit the Gabay Troopers. During his talk to troops, he expressed his support and commended the troops’ continuous efforts in attaining a just ang lasting peace and protecting the communities from any threats perpretrated by the Communist Terrorist Groups (CTGs) amidst Covid-19 Pandemic.

Afterwards, the Commanding General led the donning of ranks to four (4) newly promoted enlisted personnel and awarding of Silver Cross Medal to personnel of Intelligence Team under 72IB for a successful intensified intelligence operation that led to the capture of two high ranking NPA Cadres in Pres Roxas, North Cotabato last 29 November 2020.

During the unit briefing, he emphasized that everyone should focus on winning the peace and ending the 52-year struggle against insurgency. He reminded everyone to exert more effort in doing our campaign. “I am counting on you in winning this fight against the insurgents. We are already on the right track. We just need to be more focus on our goal; that is to attain a just and lasting peace. Be safe and more power, Gabay Troopers!” he ended.

The 72nd Infantry “Gabay” Battalion led by LTC Jose C Regonay Jr. vowed to do everything to contribute to the AFP’s campaign to permanently end the insurgency before the next administration. With the collaboration and support of the Government, the unit will continue to carry out its mandated task of maintaining peace and order within the unit’s area of ​​operation.

Davao City – The 89th Infantry (Makatao) Battalion under the leadership of LTC DONALD P GAFFUD INF (GSC) PA participated in the planning spearheaded by TESDA XI led by Engr Lorenzo G. Macapili, Regional Director, TESDA XI held at Brgy Tapak, Paquibato District, Davao City (PD, DC) on August 11, 2021. Also present during the activity were: MAJ ALMAR MACABACYAO (INF) PA, Executive Officer of 27IB; Mr Constantino B Panes Jr Ed.D, Center Administrator of RTC- KorPhil, Davao and Mr Adonis F Culas, Provincial Director, TESDA Davao City and Davao del Sur Provincial Office.

The objectives of the activity were the updates on the implementation upland rice farming in Barangays Mapula, Tapak, Salapawan, Malabog and Pandaitan all of PD, DC; requirements for the honoraria of 25 IP farm coordinators and one (1) lead coordinator; additional skills training to be implemented in the five (5) Brgys; training on sloping agricultural land technology and other matters such as livelihood training based on the needs of the community wherein the different IP leaders raised the skills they needed such as Carpentry, Dress Making, Welding and Machine Operator for Abaca Processing.

TESDA XI as the lead agency of the EO 70 Poverty Reduction, Livelihood and Employment Cluster (PRLEC)!committed to provide the trainings they needed. The cluster aims to develop self-reliant and sustainable communities through harmonized and cultural responsive development programs.

LTC GAFFUD in his message thanked the effort of TESDA XI for going down in the conflict affected areas in order to address the needs of the community. He also assured the participants that the MAKATAO Battalion will always be there to support them.

Davao del Norte- The 89th Infantry (Makatao) Battalion headed by LTC DONALD P GAFFUD INF (GSC) PA, 534th Engineer Construction Battalion headed by COL ROLLY B FIGUEROA CE (GSC) PA and the Municipality of Sto. Tomas Mayor Ernesto “Tatay Erning” Evangelista turned over 400 meters of newly opened road at Purok 7, Brgy San Jose, Sto. Tomas to Brgy Captain Hon. Eulogio A Andoyo of the said barangay. The convergence and synergy of efforts in addition with political resolve led to the completion of the said road opening that has long been dreamt and envisaged by the local populace.

The project was made possible thru the efforts of Mayor Hon Ernesto “Tatay Erning” Evangelista as the head of the Municipal Task Force-Ending Local Communist Armed Conflict (MTF-ELCAC). Mayor Evangelista collaborated with the Philippine Army thru the 534th Engineer Construction Battalion and the 89th Infantry (Makatao) Battalion and entered into the Inter-Local Agency Partnership Agreement (ILAPA) for the road opening. As stated in the agreement the 534th ECBn shall undertake the project in accordance with the Program of Works provided by the municipality and they will also provide the personnel, equipment and machineries for the entire duration of the project. While 89IB provided for the security to ensure and normalize the peace and order situation in the identified project site, the Local Government Unit also did its part for the project by providing necessary materials, fuel and lubricants for the heavy equipment used.

The significance of the road network is an enabling mechanism for both economic activities and social progress and for better accessibility in promoting peace and stability. The accomplishment of the said road project can also maintain the good relationship within the community and uplift the lives of the people by providing strong roads towards socio-economic opportunities.

The residents of the recipient barangay expressed their gratitude to the different government agencies for providing them with this very important infrastructure project in their locality. Moreover they gave honor and appreciation to Mr. Suico, a private individual who donated the piece of land for the road.

Mayor Evangelista in his message stated that there will be more projects to come such as electrification and water system installation. “Hulat-hulat lang ta muabot ra guihapon sa dili madugay”, he added, and appealed to the community to be more productive in their everyday undertakings.

“Truly if all sectors of the government will come together to work as one in the pursuit of peace, it is possible for further development, and as the protector of the people the MAKATAO Battalion will continue its mandate in preserving the peace to pave the way for economic progress,” LTC GAFFUD added.

BALER, Aurora-Military and local government officials of San Luis town, this province award financial aid worth Php 148,000.00 to the beneficiaries of Barangay Diteki on August 16, 2021.

Lt. Col. Reandrew P. Rubio, Commander of 91st Infantry “Sinagtala” Battalion, 7th Infantry “Kaugnay” Philippine Army said in an interview that the Charlie Company led by 1st Lieutenant Stewart A. Cerbo, Executive Officer of said unit and Staff Sergeant Leonard M. Framil, Civil-Military Non-Comission Officer facilitated the awarding of “Bigasan” to the Peoples Organisation – Solo Parents of Barangay Diteki and personally handed over to Elizabeth Querijero-Solo Parents President of worth Php 25,000.00.

He added that 1st Lieutenant Cerbo together with Municipal Social Welfare and Development Office through Nimfa Jacinto, Barangay Captain Gonzalo B. Carlo Jr. and Mayor Ariel A. de Jesus attended the awarding of educational assistance to 35 students of Barangay Diteki for a total of Php63,000.00. Another Php25,000.00 financial assistance was also given to 60 persons with disabilities (PWDs).

Lt. Col. Rubio also said that the Bigasang Bayan in Barangay Diteki aims to increase the supply and to help lower the price of retail rice in the area.

He also said to the students that, ambition is the most important aspect of human life and it also provides a new essence with up-moving directions in their lives.

“It is necessary for all of us to have an ambition in our life so, that we can live in a meaningful way; thus, I am very thankful to our town’s Mayor Ariel A. de Jesus who always there to support the ambition of the students to live well in life in the near future,” Lt. Col. Rubio said.

He also thanks the LGU San Luis for helping the PWDs, explaining that the COVID-19 pandemic did not deter the government from providing assistance to the persons with disability (PWDs) displaced due to the implementation of community quarantine in various parts of the province.

The activity is part of the Retooled Community Support Program (RCSP) of the 91st IB to help and protect residents in the said barangay from the dismantled communist terrorist groups (CTGs).

Querijero said that she is so happy for the big blessings to have a “Bigasang Bayan” that will provide cheaper but good quality rice to consuming public.

CLAVERIA, Misamis Oriental – The 58th Infantry Dimalulupig Battalion assisted the Provincial Agriculture Office (PAGRO) with the other national line agencies in their fifth visit to the Higaonons of Sitio Kalhaan, Barangay Minalwang of the Municipality of Claveria, August 13, 2021.

This was spearheaded by the Provincial Agriculturist Jose Apollo Pacamalan together with representatives from the different sub-agencies of One DA’s Adopt a Community Program, the Philippine Carabao Center (PCC), Philippine Crop Insurance Commission (PCIC), National Dairy Authority (NDA), Agricultural Training Institute (ATI), Philippine Fiber Development Authority (PhiFiDa), and other national agencies such Technical Education and Skills Development Authority (TESDA), Department of Science and Technology (DOST), First Community Cooperative (FICCO), and the LGU Claveria.

Said agencies returned to Sitio Kalhaan to deliver and hand over various programs, projects, and services to the Higaonon residents. Planting materials of various types were also supplied. Adlai seeds, Abaca seedlings, Upland rice, and other high-value crops suitable for the area were provided to boost agricultural activities.

Following the distribution, various trainings such as the Solar Installation Skills Training under the TESDA-X Project “LAMDAG,” where they were also given solar lights units, opened the path for the locals to enjoy light during the dark. “LAMDAG” is a Kahayag or Lights local term. Beneficiaries received an Agro Plowing Machine (hand tractor) maintenance training, as well as Hi-Breed Carabao Grass Propagation, various gifts and essentials under the TESDAmayan project, and Health Care Services.

Since the activation of the Municipal Task Force to End Local Communist Armed Conflict and Adopt a Community Program by Department of Agriculture Region X on April 14, 2021, the community has received a steady stream of dedicated programs and services. And those various agencies have decided to keep their obligations to the community alive and well. Every month, at the very least, a visit to the area is made.

“This unit will continue to facilitate and provide interventions even in far-flung areas like Kalhaan, in collaboration with the various clusters of the Task Force to End Local Communist Armed Conflict of E.O 70, in order to finally achieve the durable peace and sustainable, inclusive development that we all desire,” said 58IB Commanding Officer Lt. Col. Ricky L. Canatoy.

Troops of the 701st Infantry Brigade, 66th Infantry Battalion together with the Philippine National Police conducted an operation which yielded one high powered firearm after the capture of four CPP-NPA-Terrorist personalities last Sunday.

It can be recalled that just a few days ago, the joint operation of 701st Brigade captured four Communist-NPA-Terrorists in a hinterland Sitio of Barangay Napnapan of Pantukan town.

After constant debriefing alyas “TATAY” and “BUNSO” (True name hidden on purpose) in an interview, later on, divulged an information that they left a high powered firearm, an M16 rifle bearing a serial number RP135848 in their custody kept in a secluded place at Sitio Binogsayan, Brgy. Napnapan, Pantukan, Davao de Oro.

Acting on the information, personnel of 66IB and the Philippine National Police were organized and conducted a joint retrieval operation wherein they recovered the said M16 Rifle.

The recovered firearm was immediately brought to the Headquarters of 701Bde for proper documentation and disposition.
