MNLF camp dismantled in Tawi-Tawi, residents accuse ex-rebels of extortion

From the Mindanao Examiner (May 17, 2021): MNLF camp dismantled in Tawi-Tawi, residents accuse ex-rebels of extortion

SECURITY FORCES dismantled an illegal camp of former Moro National Liberation Front or MNLF rebels in Mapun town in Tawi-Tawi province in southern Philippines, officials said.

Lt. Gen. Corleto Vinluan, Jr., chief of the Western Mindanao Command, said the camps were all illegal.
“The establishment of unregistered camps of the Moro National Liberation Front is strictly prohibited,” he said.

Vinluan said the camp in the village of Duhol Bato was dismantled Sunday, saying it was not even recognized by the military.

He said
a similar camp in the village of Lakit-lakit in the capital town of Bongao was also dismantled in March and another camp in Saluag village in Sitangkai town in April.

Vinluan said residents of Mapun town also accused the MNLF group of extorting money from them. “Mapun residents previously reported that the MNLF group of Damli Akip was conducting extortion activities in the area. However, through a dialogue with the MNLF group and in coordination with the local government, the illicit activities were stopped,” he said.

It was unknown whether the police or military filed charges of extortion against Akip’s group, but Vinluan said the former rebels were “further reminded to avoid doing things that might violate the peace agreement between the Government of the Philippines and the MNLF.”

MNLF chieftain Nur Misuari did not release any statement on the continuing violations of his followers of the September 1996 peace accord with Manila.

In March, security forces also pre-empted a supposed gathering of MNLF members in Zamboanga City following reports by civilians and village officials in Pamucutan. The former rebels were supposed to gather for the MNLF’s 53rd anniversary celebration.

Hundreds of supporters of Misuari attacked Zamboanga in September 2013 after declaring independence and their failed attempt to raise the (MNLF) Bangsamoro Republik flag at City Hall. Misuari publicly denied involvement in the siege that displaced over 200,000 people and affected the economies of Basilan and Sulu which are dependent on Zamboanga for their trades and goods.

In 2016, Mayor Beng Climaco banned any so-called peace rally or gathering of MNLF members in Zamboanga City. She said such rallies may disturb Zamboanga anew and the destruction wrought by the 2013 siege continues to linger, as internally displaced persons – both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in Sulu and Basilan – have suffered the brunt of the MNLF attack.

Misuari signed a peace deal with Manila ending decades of bloody war. After the peace agreement was signed, he became the governor of the Muslim autonomous region. But despite the peace accord, Misuari said there was widespread disillusionment with the weak autonomy they were granted.

Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards.

It was the second attack by MNLF in the past decade. In November 2001, hundreds of MNLF members occupied the Cabatangan Complex and held hostage dozens of civilians, including children; and another group also attacked a military base in Sulu province in an effort to stop the elections in the Muslim autonomous region after Misuari was ousted as governor.

More than 100 people were killed in the fighting and in the end, then Mayor Maria Clara Lobregat allowed the attackers to leave Zamboanga in exchange for the hostages.

Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in 2004. He also ran several times for governor in Sulu even while under detention, but lost. Now, President Rodrigo Duterte said he wanted to resume the peace process with Misuari and ordered police and military not to arrest the MNLF chieftain. (Mindanao Examiner)

NPA political officer killed in Surigao del Norte clash

From the Philippine Information Agency (May 17, 2021): NPA political officer killed in Surigao del Norte clash (By 901st Infantry Brigade, Phil. Army)

SURIGAO CITY, Surigao del Norte, May 17 -- A ranking cadre of Guerilla front 16 died in an encounter with the government forces at the vicinity of Sitio Pingaping, Barangay Motorpool, Tubod, Surigao del Norte on May 12.

The encounter ensued between the operating troops of 30th Infantry (Fight On) Battalion (30IB) and
members of SYPC2, GF16 under Alberto Castaneda alias ‘JD’ when the soldiers responded to the report regarding the presence of the said armed group in the area.

The said firefight lasted for about 25 minutes and resulted to the death of Christopher John Trugelio alias ‘Krokis/Ajet,’ a political instructor of SYP16C2, Guerilla Front 16 and a resident of KM 10 Purok Rosal, Barangay Quezon, Surigao City.

Seized from the encounter site were one 9mm pistol, one improvised explosive, four Baofeng VHF radios, assorted ammunition and magazines, personal belongings, hammocks and subversive documents. No casualty was reported on the government side while pursuit operation is still ongoing.

According to Lt. Col. Charles Ryan G. Callanta, commanding officer of 30IB, they immediately launched the operation when they received the information regarding the whereabouts of the CTG.

“We are determined to go after the said group because we want to ensure the safety and security of communities within the vicinity. The initial information revealed that the said group may possibly conduct atrocity in the said area,” he said.

Meanwhile, Brigader General George L Banzon, commander of 901st Infantry (Fight’Em) Brigade, expressed gratitude to the local residents who gave their full trust and untiringly support the soldiers by giving timely information that led to the successful operation.

“As we always say, the information coming from the localities are very vital. The outcome in the recent encounter clearly manifests that our soldier can promptly act on the arising situation if the community will give their utmost cooperation. Our main objective is to prevent this armed group from entering the community and disrupting the lives of the people,” he said.

On the other hand, Brig. Gen. Banzon expressed his condolences to the family of the dead NPA rebel. He said that another life had gone to waste because of a senseless armed struggle being waged by the CPP-NPA-NDF. He further said that the use of violence in resolving societal issues will never be an option.

“The use of violence will never resolve our problems and it will just make things complicated. The recent encounter that led to the untimely demise of another NPA may serve as a wake-up call for those CTG members who are still blinded by the wrong ideology,” he said.

He likewise gave assurance that the operating troops will continue to be relentless in conducting security operations so that the communities will be safeguarded from the threat of the CTG who capitalizes violence to pursue their agenda. (901st Infantry Brigade, Phil. Army/PIA-Surigao del Norte)

DUMAGUETE CITY, May 17 (PIA) -- In recognition of his achievements in the military and as tribute for bringing pride and honor to Negros Oriental, the provincial government gave a plaque of commendation to Armed Forces of the Philippines (AFP) Chief of Staff Gen. Cirilito Sobejana.

Negros Oriental Gov. Roel Degamo and his wife, Pamplona Mayor Janice Degamo, presented the plaque of commendation to Sobejana in a ceremony held on May 14, 2021 at the Provincial Convention Center here.

Sobejana was accompanied by his wife, Edna, in receiving the award.

Also present in the ceremony was his mother, Eustaquia Elola-Arado and some relatives.

Earlier that day, the 302nd Infantry Brigade of the Philippine Army held arrival honors for the commanding general at the Capitol Forecourt.

In compliance to the protocols prescribed by the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) on mass gatherings in areas under Modified General Community Quarantine (MGCQ), the program was reduced to the actual awarding, delivery of few speeches, and short photo opportunities.

In his speech, Degamo highlighted how the AFP chief is worthy of admiration.

“His story as a boy with humble beginnings from Zamboanguita who rose to become a professional soldier, a competent military leader is truly worthy of our highest recognition and commendation,” Degamo said.

“General Sobejana was a favored son of Negros Oriental, as tuck in his belt the many firsts in military service: the first and only NegOrense soldier who received the highest military honor - the medal of valor, the first Philippine Army commanding general from Negros Oriental, and the first chief of staff of the AFP coming from this province,” Degamo added.

The governor also noted that the young people in the province can get inspiration from the general in achieving excellence in their studies and in embodying dedication, commitment to their aspirations, patriotism, and respect for human rights.

Meanwhile, Sobejana thanked the Provincial Government and the people of Negros Oriental for the said commendation.

This is the second time the provincial government gave recognition to Sobejana.

In 2012, he was given the Most Outstanding NegOrense Award in the field of Public Service.

“Thank you for choosing me as a Negrense awardee — an award of recognition that I will never forget and in fact, it will further motivate me to do more for our country and our people,” Sobejana cited in his speech.

He also gave assurance that the public can continue to trust the AFP.

“You can count on the armed forces in Negros Oriental. I am very glad that the AFP is well represented with the able leadership of Col. Leonardo Peña and with the support of the battalion commanders,” Sobejana said.

Peña is the commander of the 302nd Infantry Brigade of Philippine Army in Negros Oriental.

Sobejana also took the opportunity to re-echo the call for convergence among government agencies in addressing issues related to insurgency.

“I do believe that security is a shared responsibility. Your armed forces alone cannot put an end to the menace of insurgency and terrorism because, as you see it, there are a lot of factors or reasons why we have these security problem. One of those is the economic reason. Second is the injustice. Third, of course, is illiteracy. Fourth is oppression, and a lot of others. These things are not within the purview of the Armed forces,” he said.

“There’s really a need for us to converge our effort so that we can improve to the best,” he added.

Sobejana said he is personally monitoring the peace and order status in Negros Oriental and has instructed the Philippine Army here to converge their efforts and establish a seamless working relationship with the army’s counterparts in the civil government.

He emphasized that true peace and progress can be achieved if there is strong collaboration with all sectors of the society.

Meanwhile, the provincial government also awarded a plaque of commendation to Sobejana's mother in recognition of her efforts and contribution in raising a son that would bring pride to Negros Oriental. (ral/PIA7-NegOr)

Army official assures ELCAC budget will go directly to communities

From the Philippine Information Agency (May 17, 2021): Army official assures ELCAC budget will go directly to communities (By Roi Lomotan)

Philippine Army 302nd Infantry Brigade Commander Col. Leonardo Peña (R) assures that the budget for the BDP program of ELCAC will go directly to affected barangays and not to the military. He made the statement during the NOTF ELCAC Serbisyo Caravan in Brgy. Samac, Mabinay on May 12, 2021. (ral/PIA7-NegOr)

MABINAY, Negros Oriental, May 17 (PIA) -- The commander of the Philippine Army (PA) brigade based in Negros Oriental clarified that the funding which the government allocated for the implementation of Barangay Development Programs (BDP) will not go to the country’s armed forces as it will be given directly to communities affected by insurgency.

“Hindi po iyan papasok sa bulsa ng mga militar o kapulisan kundi ‘yan po ay pupunta sa barangay. Talaga po didiretso ‘yan kasi sa DILG dadaan ang pondo pero kung walang permiso ang ating Kongreso ay baka mawala po. Sama-sama po tayo manawagan na hindi sana siya ma-defund (The funds will not go to the pockets of the military or the police. It will be given directly to the barangay since the budget will be lodged at DILG. However, if the Congress will not allow the release of the budget, then the funding allocation will be lost. Let’s be united in making an appeal to the Congress not to defund the program),”
said Col. Leonardo Peña, commander of the PA's 302nd Infantry Brigade (IB) in the province.

Peña made the statement when he addressed the residents of Brgy. Samac during the Negros Oriental Task Force to End Local Communist Armed Conflict (NOTF ELCAC) Serbisyo Caravan held on May 12.

The Army official was referring to the P20-M budget for BDP which is intended for barangays that have undergone Community Support Program (CSP), a tool for clearing villages from the influence of insurgents.

To date, there are 822 barangays across the nation that are beneficiaries of the said BDP funds with an accumulated amount of P16-B for 2021.

BDP funds can be used for road concreting projects, construction or rehabilitation of health centers, day centers, and other important structures in the barangay, health and COVID-19 programs, rural electrification systems, livelihood programs, and assistance to individuals in crisis whether burial, transportation, medical, education, or cash for work.

Some legislators in the Upper House have called for the defunding of the said program amid the issue of red-tagging in the National Capital Region (NCR) as they push that the funds be realigned to the country’s COVID-19 response efforts.

Department of the Interior and Local Government (DILG-7) Regional Director Leocadio Trovela, in a separate interview, disclosed that there are 87 barangays in Central Visayas, of which 26 are in Negros Oriental, that were included in the second batch of beneficiaries of the BDP program.

Although they are not part of the recipients of the P20 million BDP funding this year, they are expected to receive the same amount of money in 2022.

Peña, together with NOTF ELCAC Chair Gov. Roel Degamo and Mabinay Task Force on ELCAC Chairperson and Mayor Joeterry Uy appealed to government officials at the national level not to defund the BDP program, citing its importance to the community.

“Huwag sanang ma-defund iyong ating BDP. Kasi iyong pondo na ihahatag sa mga barangay na na-clear na ng ating CSP ay halagang P20 million para sa mga infrastructure projects nung mga barangay (Let us not defund the BDP. The P20 million amount will be used for the infrastructure programs in the barangay that we have cleared using CSP),” Peña said..

Degamo said that the country’s legislators should look at what is good for the people.

“Ako hangyoon ang Senado na dili nila i-defund o bawion ang pondo sa ELCAC kay ang ELCAC mao kini motumbok gyud sa tinouruay na kalinaw ug kahusay sa ato probinsiya. This is the way and the only way nga mosalig ang katawhan namo nga nagserbisyo ninyo (I appeal to the Senate not to defund the ELCAC because this is the key to achieving peace and progress in our province. This is the way and the only way to make people trust the public servants),” Degamo emphasized.

On the other hand, Uy also disclosed that some of the important infrastructure projects intended for Brgy. Samac are also up for funding under the ELCAC budget.

“During sa atong Dagyawan, ato gi-promise na manghatag usa ka P1 million na road concreting for implementation this year sa Lower Polog ug inyohang spillway na P800,000 dire sa Sitio Magbalaon. Naa na diha (We promised during the Dagyawan that the government will allocate P1 million for the road concreting in Lower Polog and P800,000 for the construction of spillway in Sitio Magbalaon for this year),” Uy said.

The three officials encouraged the residents of the barangay to show support to the government and the National Task Force (NTF) on ELCAC and join the call to retain the budget for BDP program of the NTF ELCAC.

Meanwhile, NOTF ELCAC brought several government agencies to extend major services to hundreds of residents of Brgy. Samac during the Serbisyo Caravan.

This is one of the major interventions of the task force to make the people feel that the government is ready to serve its constituents in remote communities.

Rice seeds, vegetable seeds, and fertilizers were distributed to farmers in the village.

Degamo together with Provincial Agriculturist Nestor Villaflores and Provincial Veterinarian Jaime Villaluz turned over 20 pieces of native chicks to Samac Captain Dennis Occay, which will be given to livestock raisers in the said barangay.

The Philippine Crop Insurance Corporation also handed over checks to eight farmers as insurance payment for their damaged crops.

On the other hand, the Department of Trade and Industry (DTI) gave vouchers good for P8,000 worth of sari-sari store items to four beneficiaries of its “Negosyo Serbisyo sa Barangay” Program in the barangay.

The said assistance is given to sari-sari store owners who were recommended by their barangay chair and have passed the standards of DTI.

Other services extended during the Serbisyo Caravan include medical consultation, free circumcision, provision of medicines, free haircut and beauty services courtesy of the Philippine National Police, civil registration, and consultancy and advisory services from different agencies.

The Department of Science and Technology also distributed nutrition packs to the residents during the event. (ral/PIA7-Negros Oriental)

the clash happened around 7:40 a.m. Sunday in Sitio Kura-Kura, Barangay Baiwas, Sumisip, Basilan.

Vinluan said the troops were conducting focused military operations when they clashed with a group of ASG bandits led by mid-level leader Pasil Bayali in Sitio Kura-Kura, Barangay Baiwas.

The commander of the Philippine Army's 3rd Infantry Division has commended the different local government units (LGUs) in his area for supporting the sustained funding of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Maj. Gen. Eric C. Vinoya called for support to the task force after some senators proposed to defund the NTF-ELCAC, Maj. Cenon Pancito III, 3ID’s spokesperson, said Monday in a press release.

Negros Oriental Gov. Roel Degamo was among the local leaders in the Visayas who issued a statement of support, Pancito noted.

The others include Iloilo Gov. Arthur Defensor Jr; Mayor Jerry Treñas of Iloilo City; Mayor Melecio Yap, Jr., of Escalante City, Negros Occidental; Mayor Ernesto Estrao of Hinoba-an, Negros Occidental; Mayor Vicente Jaen II of Leganes, Iloilo; barangay chairman Edgar Araṅador of Balabago, Jaro, Iloilo City, and barangay chairman Ladislao Pontevedra, Jr., of Langub, Escalante City.

“We are grateful (for) your overwhelming support to the anti-insurgency campaign that aims to end the local communist armed conflict. Your people are lucky to have you as their leaders who fight not only for their own welfare, but for the whole community as well,” Vinoya said.

Negros Oriental continues to face an insurgency problem with a number of towns and cities still affected by atrocities perpetrated by the Communist Party of the Philippines-New People's Army (CPP-NPA).

Villages in these areas have been identified as NTF-ELCAC priority areas.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

“Joint Task Force Tawi-Tawi in coordination with the local government of Tawi-Tawi and officials of Barangay Duhol Bato proceeded to Sitio Mount Leran and conducted a dialogue with the inhabitants of the said camp,” he said in a statement.

MNLF personnel led by Akip Damli voluntarily removed their signage and flags.

“The negotiating team reminded they are not allowed to hoist their flag and establish a camp in the area as this is not recognized by the military and the local government,” Vinluan added.

Damli’s group was further reminded to avoid activities that might violate the peace agreement between the government and the MNLF, signed on Sept. 2, 1996.

Brig. Gen. Arturo Rojas, Joint Task Force Tawi-Tawi commander, said it was the third unauthorized MNLF camp dismantled this year in Tawi-Tawi.

The first was taken down in March in Barangay Lakit-Lakit, Bongao, the capital town of Tawi-Tawi, while the second was in April in Saluang, Sitangkai town.

“That is the beauty of good governance and the active participation of the locals. Small problems are easily and peacefully resolved through the interagency collaboration and cooperation,” Rojas said in another statement.

Residents have previously reported that Damli’s group was conducting extortion activities that were stopped after a dialogue with officials.

Mapun, comprised of 15 villages, is a fourth-class town in Tawi-Tawi with a population of 26,597 as of the 2015 census. It was formerly called Cagayan de Sulu until 1984, then as Cagayan de Tawi-Tawi until 1988.

The island municipality is located close to Sabah.

“We ensure that the peace agreement between the government and the MNLF is implemented in accordance with the Implementing Guidelines, Rules, and Regulations. We will continue to implement and support government programs here in Tawi-Tawi. More importantly, I thank the support of the local government of Tawi-Tawi and the communities in sustaining the peace,” Rojas said.

TESDA launches training in insurgency-cleared village in NegOcc

From the Philippine News Agency (May 17, 2021): TESDA launches training in insurgency-cleared village in NegOcc (By Erwin Nicavera)

Some 25 participants in Barangay Carabalan, Himamaylan City in Negros Occidental attended a community-based training on heavy equipment operation and agri-related courses starting Monday under the Technical Education and Skills Development Authority (TESDA).

The trainees included 15 agrarian reform beneficiaries and personnel of the Armed Forces of the Philippines.

Romelia Nuezca, acting provincial director of TESDA-Negros Occidental, said Barangay Carabalan has been identified as the program recipient based on its status as an insurgency-cleared barangay.

The program is being implemented by the agency as the chair of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Carabalan is the lone village in the southern Negros city that received PHP20 million worth of projects under the Barangay Development Program, a hallmark program of the NTF-ELCAC with the end goal of bringing development to former conflict-prone communities.

Mario Foldadero, one of the beneficiaries of the Heavy Equipment Operation (Bulldozer) National Certificate (NC) II, welcomed the opportunity to learn a new skill right in their own community.

“I am very happy that there’s training in our barangay. This is a big help. We no longer need to go to other places to avail of the training and obtain NC II certificate from TESDA,” he added.

Residents living in the project sites of Sitios Cabalungan, Florete, and Canagba-an hope to build a passable road through the implementation of the project.

Implemented under the Training for Work Scholarship Program, the TESDA Regional Training Center based in Talisay City is the training provider.

The 542nd Engineer Construction Battalion is providing the heavy equipment being used for the training.

Aside from availing of free training cost and assessment, the trainees are also provided with internet allowance, one-year accident insurance, health and personal protective equipment allowance, and training support fund or allowance of PHP160 per day.

The training program dubbed “Barangayanihan Para sa Kauswagan Sang Barangay Carabalan” is just a start of the interventions for the village, TESDA Western Visayas director Jerry Tizon said.

“The Heavy Equipment Operation (Bulldozer) NC II is the first program we chose for the residents here. We believe that it will be (an) instrument for other government programs to penetrate in this upland and rural area,” he added.

Designation list not glorified red-tagging: NTF ELCAC exec

From the Philippine News Agency (May 17, 2021): Designation list not glorified red-tagging: NTF ELCAC exec (By Priam Nepomuceno)

National Commission on Indigenous Peoples Regional Director for Caraga, lawyer Marlon Bosantog (Screengrab from RTVM)

An official of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) on Monday said there is a huge difference between designation and red-tagging.

National Commission on Indigenous Peoples (NCIP) Regional Director for Caraga, lawyer Marlon Bosantog, in an online press conference on May 17, made this comment after hearing claims that the designation of the terrorist list is only glorified red-tagging.

"I would like to make comment dun sa (regarding the) concept (that) designation is a glorified red-tagging, in context, sinasabi nilang (they are saying that in) red-tagging, parang (if seems) you associate this person with the communist ideology but the designation is quite different because it's very specific, you are saying that this person is related to activities of terrorism, it does not pertain to ideology perception or ideology but it's more of the actions and these actions are backed up by testimonies, affidavit or pieces of evidence that were the product by the intelligence community or other people that came (to) verify as to why this person should be designated,"
said Bosantog, NTF ELCAC Legal Cooperation Cluster spokesperson, said during an online press conference.

He said comparing designation to red-tagging is like watering down the gravity of terrorism as an offense.

"We're concerned here on terrorism itself, its boundaries transcends ideologies, so it is done under the premise of due process, number one we have the ATC(Anti-Terrorism Council), it was passed by Congress, they have remedies available to them, kahit yung decision ng (even the decision of the) ATC can actually be questioned before the Supreme Court,” he added.

The Supreme Court, he said, has overarching power when it comes to actions by Executive Department, so they can actually review the actions of the ATC. So for me, we have (processes) open, the people designated have remedies.

Republic Act 11479 defines terrorists as persons who engage in acts intended to cause death or serious bodily injury to any person or endangers a person's life; cause extensive damage or destruction to a government or public facility, public place, or private property; and cause extensive interference with, damage or destruction to critical infrastructure.

It also defines terrorists as those who develop, manufacture, possess, acquire, transport, supply, or use weapons, explosives or biological, nuclear, radiological, or chemical weapons and release dangerous substances causing fire, floods, or explosions.

The ATC has formally designated Communist Party of the Philippines (CPP) founder Jose Maria Sison and 18 others, as well as 10 members of the Abu Sayyaf Group (ASG) and other extremist groups as “terrorists”.

Signed by the council’s chairperson, Executive Secretary Salvador Medialdea, and vice-chairperson Hermogenes Esperon, on April 20, the ATC designated the “central committee members of the Communist Party of the Philippines and New People’s Army also known as Bagong Hukbong Bayan (CPP/NPA) as terrorists, which was designated under ATC Resolution No. 12 (2020) released on May 13.

Enrile accepts Duterte's invitation to speak on WPS

From the Philippine News Agency (May 17, 2021): Enrile accepts Duterte's invitation to speak on WPS (By Azer Parrocha)

Former Senate President Juan Ponce Enrile (File photo)

Former Senate President Juan Ponce Enrile has accepted President Rodrigo Duterte’s invitation to discuss how the Philippines lost control of one of its territories in the West Philippine Sea (WPS) to China, Malacañang said on Monday.

Presidential Spokesperson Harry Roque said Enrile will speak about the "history" behind China’s takeover of Scarborough Shoal, as well as the supposed backdoor negotiations of former senator Antonio Trillanes IV with the Chinese government.

"Mamayang gabi ay magiging panauhin po si dating Senate President Juan Ponce Enrile sa talk to the people. Sabi nga ng Pangulo, former senator Enrile was there right at the beginning. (Later tonight, former senator Juan Ponce Enrile will join the talk to the people. Just like what the President had said, former senator Enrile was there right at the beginning),"
Roque said in a Palace press briefing.

He said the public deserved to know the role played by Trillanes and former Foreign Affairs Secretary Albert del Rosario role on the Philippines’ loss of possession of the Scarborough Shoal.

Roque said it is important to tackle the 2012 standoff between the Philippine and Chinese maritime forces in Scarborough Shoal because the event was responsible for escalating the tension among claimant countries in the WPS.

“Ang pagkawala ng Scarborough Shoal ang naging hudyat ng kaguluhan sa West Philippine Sea na dati naman na tahimik (The loss of Scarborough Shoal was the trigger of the conflict in the West Philippine Sea that was previously serene),” he added.

Roque said Duterte also wanted to listen to Enrile’s insights because he is the longest-serving Secretary of National Defense. Enrile was appointed defense minister in 1970 during the administration of President Ferdinand Marcos until he joined the 1986 EDSA People Power Revolution that removed Marcos from power.

He said Presidential Decree No. 1596 that declared Kalayaan Island Group as part of the Philippines was signed during the Marcos administration.

“Bagama’t mainit ngayon ang usaping West Philippine Sea, hindi po ganitong kainit ang West Philippine Sea kung hindi po dito sa pangyayari ng Scarborough. Kinakailangan naman para malaman ng tao kung ano talaga ang kasaysayan, sino ang dahilan kung bakit nawala sa atin ang Scarborough Shoal at bakit naging ganitong kainit ngayon ang usaping West Philippine Sea (Although the issue of the West Philippine Sea is hot right now, the West Philippine Sea would not be as hot as it is in the case of Scarborough. It is necessary for people to know what history really is, who is the reason why we lost the Scarborough Shoal and why the issue of the West Philippine Sea has become so hot today),” he added.

In 2012, Enrile raised questions about the backdoor negotiations by Trillanes with Chinese officials on the sea dispute.

He also bared the contents of the notes written by then Philippine Ambassador to China Sonia Brady in a meeting with Trillanes.

In a pre-recorded regular talk to the people aired Friday morning, Duterte invited Enrile to Malacañan Palace for a special meeting to discuss issues concerning the disputed sea.

Duterte sought Enrile’s advice regarding the WPS disputes, saying the former lawmaker has a deeper understanding of territorial issues surrounding the contested waters.

“Hindi na ako magsalita. Makikinig lang ako sa kaniya kasi siya ‘yung (I would no longer say anything. I would just listen to him because) he was there right at the beginning,” Duterte said.

Duterte had repeatedly blamed the past administration for withdrawing Philippine vessels from Scarborough Shoal to ease the standoff upon alleged advice of the US. Manila pulled out its ships but China stayed and eventually took possession of the territory.

He also put China on notice that Philippine vessels would stay put in WPS.

“I’d like to put notice on China. May dalawang barko ako diyan, Philippine government (The Philippine government has two ships there),” Duterte said. “Kaya ako, sabihin ko sa China ngayon (So, I am telling China now), I am not ready to withdraw [the Philippine vessels from WPS].”

He said he has no plan to order the withdrawal of Philippine ships from WPS, even if Manila’s friendship with Beijing would be at stake.

The Philippines’ heightened presence in WPS came following the “illegal” incursions of Chinese vessels into the country’s exclusive economic zone.

Scarborough, not WPS

Meanwhile, Roque clarified Duterte's earlier remark that China is in possession of the West Philippine Sea, saying he was only referring to the Scarborough Shoal.

“Ilagay po natin lahat iyan sa konteksto. At perhaps ‘no, sa lengguwahe ni Presidente, he may not be as accurate pero consistent po ang sinasabi niya (Let’s put it in context and perhaps in the President’s language, he may not be as accurate but his statements have been consistent),” Roque said.

On Duterte’s remark that the arbitral award is just “a mere scrap of paper and should be thrown in the wastebasket”, Roque said Duterte was referring to the lack of mechanism to enforce the court ruling.

“Iyong (His statement that) ‘It is a piece of paper,’ it’s because under international law, wala pong established enforcement mechanism (there is no established enforcement mechanism),” he added.

He said one can only hope China would follow international law.

“Under international law, unless may Chapter 7 collective security measure, wala talagang pamamaraan para ipatupad ‘yan (there is really no way to implement that),” he said.

Some alumni from the President’s alma mater, San Beda University, urged Duterte to retract his remarks on the WPS, particularly about his remarks that Beijing is in possession of the country's waters and that the arbitral award is a piece of paper.

Duterte earned his law degree in San Beda in 1972.

Duterte leaves Bangsamoro transition extension to Congress

From the Philippine News Agency (May 17, 2021): Duterte leaves Bangsamoro transition extension to Congress (By Azer Parrocha)

President Rodrigo Roa Duterte (File photo)

President Rodrigo Duterte will let Congress act on measures seeking for the extension of the transition period in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) until June 30, 2025, instead of 2022, Malacañang said on Monday.

Presidential Spokesperson Harry Roque made this statement as more groups have asked Duterte to certify as urgent bills extending the Bangsamoro transition by another three years.

While Duterte continues to be supportive of the initiative for the transition and even if he will certify the measures as urgent, Roque said Congress would have the final say whether to extend or not the Bangsamoro transition.

“Umuusad na po iyan ‘no at ang importante palaging inuulit ni Presidente ito ‘no, bagama’t he can certify anything as urgent, kapag naman ang Kongreso hindi talaga convinced eh mahihirapan din po (That is in progress ‘no and the important thing is that the President always repeats this, although he can certify anything as urgent, when the Congress is not really convinced, it will also be difficult),” he said in a Palace press briefing. “Kung talagang walang suporta eh problema pa rin ‘no (If there’s really no support, it would be a problem).”

Roque, however, acknowledged the importance of Duterte’s urgent certification as it would mean these bills can be passed on the third reading immediately after the second reading.

“Although of course a certification itself will be a signal na importante sa administrasyon ito (Although of course a certification itself will be a signal that it’s important for this administration),” he added.

He emphasized the need for lawmakers to hold consultations with Bangsamoro officials and people to get a better picture of the transition extension meant to sustain the gains of the Comprehensive Agreement on the Bangsamoro.

“Sa mula’t mula, ang sinasabi ni Presidente, respetuhin din natin iyong right to self-determination ng lahat ng mamamayan diyan sa area na iyan. Kaya kinakailangan makipag-ugnayan sa mga senador, makipag-ugnayan sa mga representante ng mga probinsiyang apektado (From the very start, the President said let’s respect the right to self-determination of the people in that region. That is why senators should coordinate with the representatives of the provinces affected),” he added.

Majority Leader Senator Juan Miguel Zubiri earlier said there are only three weeks from May 17 left for Congress to decide on the Bangsamoro transition extension.

The BARMM, an expanded autonomous region created upon the ratification of the Bangsamoro Organic Law (BOL) in January 2019, is the outcome of the decades-long peace negotiation between the government and the Moro Islamic Liberation Front (MILF).

Currently, the BARMM is under transition.

During the transition period, the interim Bangsamoro government will identify the new structural framework of the BARMM, taking into consideration the existing structure, budget, and other relevant features of the now-defunct Autonomous Region in Muslim Mindanao (ARMM).

The region’s BTA will run the affairs of the ARMM until the new set of regular officials are elected in 2022.

Meanwhile, Roque also clarified that Duterte is not blaming the BARMM for failing to prevent members of Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) from seizing a town's public market in Maguindanao.

“Hindi po niya sinisi ang BARMM. Alam naman po natin na ang nagkakalat ng lagim diyan sa BARMM ay mga bandido, BIFF ‘no, splinter groups of BARMM. So it’s an expression of exasperation at the same time a warning that the state will not tolerate itong mga acts of violence na ito (He is not blaming the BARMM. We all know that who are spreading terror there in BARMM are bandits, BIFF ‘no, splinter groups of BARMM. So it’s an expression of exasperation at the same time a warning that the state will not tolerate these acts of violence),” he said.

Last May 8, around 200 heavily-armed BIFF members seized the public market of Datu Paglas, Maguindanao.

The Army’s 6th Infantry Division was able to regain control of the Datu Paglas town market center dawn the same day.

In a recent speech, Duterte sought the help of Bangsamoro officials to stop the violence and terror acts perpetrated by extremist groups such as in Mindanao.
