53IB, Southern Mindanao Colleges Launch Awareness Campaign Vs. CPP-NPA Recruitment

The Philippine Army’s 53rd Infantry “MATAPAT” Battalion (53IB) and Southern Mindanao Colleges (SMC) launched a Student Leadership Forum and Awareness campaign against Communist Party of the Philippine-New People’s Army (CPP-NPA) recruitment in a simple program at SMC Sky Room, Pagadian City on March 05, 2021.

In the said program, 53IB and SMC held the said forum for the prevention and awareness against CPP-NPA recruitment with 10 faculty, non-teaching, administrators, and at least 109 students. SMC currently employs more than 150 personnel with more than 2,500 students in its elementary, high school, college, and masteral departments.

“The purpose of the forum is for the students to be aware that school is one of NPA recruitment centers gravity. It is important that the youth should be educated and guarded against the danger of joining the communist armed insurgency,” 53IB Commanding Officer Lt. Col. Jo-ar Herrera said.

“The youths are the future leaders of our country. They are our hope in building our nation in government and private sectors, the academe, in politics, and the military. We are not only fighting against the communist groups but also empowering and inspiring the people to do the right thing for better communities,” Lt. Col. Herrera said.

Lt. Col. Herrera told the students: “There is no problem of being activists and broadening your knowledge with different philosophies as long as you do not carry firearms and destroy lives and government and private properties. The battlefield has shifted to the battle of ideas and narratives in Social Media.”

With the initiatives of the 53IB’s combat and non-combat operations in collaboration with LGUs and NGOs, the Provincial Council recently declared the Province of Zamboanga del Sur insurgency free and peaceful ready for development with the dismantling of HQ KALAW Platoon and Main Regional Guerilla Unit (MRGU) of the Western Mindanao Regional Party Committee (WMRPC) of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Lt. Col. Herrera said the Philippine Army is continuously conducting more initiatives to sustain the gains and maintain peaceful communities from the urban center to the far-flung hinterlands in the province.

During the forum, Lt. Col. Herrera presented and provided copies of the Breaking Free (from Communist Deception) book and Crossing the Red Line Book, narrations of actual accounts of young people’s fateful journeys who were recruited and once deceived by the CPP-NPA but were able to surrender and went back to the folds of the law, for the SMC Library.

“We are very thankful for the Philippine Army in its relentless efforts to maintain peace and order to guard our youth against communist ideologies. We shall continue in strengthening our partnership with the 53IB in guiding our students to become responsible, productive, and law-abiding citizens,” SMC President Dr. Roselito Hofileña said.

The program was spearheaded by SMC officials including Dr. Hofileña, College of Education Dean Dr. Ben Hope Ruelo, SMC ROTC Band led by Sherwin Diaz, and College of Liberal and Social Work Dean Dr. Gloria Arcamo.

WESTMINCOM: Marine Brigade facilitates settlement of a clan war in Tawi-Tawi

Posted to the Western Mindanao Command (WESTMINCOM) Facebook Page (Mar 8, 2021): Marine Brigade facilitates settlement of a clan war in Tawi-Tawi

Camp Navarro, Calarian, Zamboanga City- March 8, 2021

The Joint Task Force Tawi-Tawi facilitated the settlement of a bloody clan war in Tawi-Tawi on March 8, 2021.

WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr. said a clan war that had been going for years in the province of Tawi-Tawi was finally settled with the help of the AFP’s 2nd Marine Brigade and the local government officials.

Lt. Gen. Vinluan, Jr. further said that the feuding families belong to the Erwing and Omar clans who had been involved in a misunderstanding sometime in 2013 which resulted in unwanted encounters against each other and the untimely death of BolarHadji Omar.

After a series of negotiations spearheaded by Tawi-Tawi Governor Yshmael Sali and with the efforts of former Mayor Mustapha Omar and the Joint Task Force Tawi-Tawi, the warring clans finally ended and settled their dispute.

During the signing of the Deed of Agreement, Almasi Inggo Erwing, of legal age and a resident of Lahad Dampong, South Ubian, Tawi-Tawi represented the first party while Mabini Hadji Omar and Sangkula Hadji Omar, of legal age and a resident of Naungan, Tandubas, Tawi-Tawi represented the second party.

They signed the agreement in the presence of Governor Sali, other local government officials, police and military officers, and local leaders and elders.

“This settlement exemplifies that life is always better if we see what’s ahead than look at what’s left behind. It is more rewarding to forget the bad pasts – bitterness, grudges, hatred, and pain; and move forward to enjoy another beautiful morning,” said Brig. Gen. Arturo Rojas, Commander of the Joint Task Force Tawi-Tawi.

“Our life here on earth is a blessing so we must share this wonderful gift by loving and forgiving one another,” Brig. Gen. Rojas added.

Both parties pledged to abide by the terms and conditions stated in the Deed of Agreement.

“We are happy that they finally decided to live peacefully as Muslim brothers and sisters. They made a great decision not only for themselves but for their younger generations,” said Lt. Gen. Vinluan, Jr.
“Rest assured that the Team WestMinCom will always be ready to mediate and facilitate settlement of clan wars to ensure peace and security in the region,” Lt. Gen. Vinluan, Jr. added.

According to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., while on its course from Bongao to Sibutu, all of Tawi-Tawi, M/V AKIG PEAL was harassed by three armed men boarding a speed boat on waters off Sibutu.

I then directed Boat Attack 489 (BA489) to depart from her post in Lamion to proceed to the said location to deter the possible seajacking,” said Rear Admiral Toribio Adaci, Jr., Commander of the Naval Forces Western Mindanao.

The event was also witnessed by 11th ID Assistant Division Commander BGen Manuel Sequitin and 1101st Infantry Brigade Commander BGen Antonio I Bautista Jr., 1102nd Infantry Brigade Deputy Commander Taharudin P Ampatuan, and Bountry Fresh representative Mr Mark Pagente.

The agribusiness project, mainly aimed at providing the former rebels a new chance at life, was initiated by the 2nd Special Forces Battalion and the local government unit represented by Hon. Madzhar T Loong Vice Mayor of Parang, in collaboration with non-government organization Go Negosyo and Bounty Fresh, a private company.

According to 2nd Special Forces Battalion Commander Ltc Jooney Jay R Businos, the farm was formally launched in December 2018/became fully operational in 2019. “The purpose of the agribusiness project is to uplift the lives ASG returnees as well as CAAs (CAFGU Active Auxiliary) and other residents of Brgy Tukay by providing them livelihood and helping them lead a more productive life. So far, we have five returnees who are working full time at the farm.”

“Meanwhile, 71 other former ASG members benefit from the project during harvest season, when the poultry farm requires more people as the livestock undergoes several stages of treatment before it is transported to buyers” Businos added.

Notably, among the rebel returnees currently employed at the farm is Mario (not his real name) a former member under the group of deceased ASG sub-leader Sibih Pisih. In an interview, Mario narrated that his former group was sometimes involved in kidnapping activities. “Napilitan talaga akong sumama noong panahon dahil sa rido. Marami kaming mga kamag anak ko na lalaki ang napilitan na sumama na lang sa Abu Sayyaf,” he said in the vernacular. When asked how he sustains his family he admitted that he sometimes receives money worth around two thousand pesos whenever the group is able to conduct kidnapping. Now, he and his wife are able to work on the poultry farm.

“CAA din ako, may allowance kami doon. Tapos sa pountry naman may six thousand pesos ako kada buwan. Di hamak na mas nakakaluwag kami ng pamilya ko kaysa noong nasa grupo ako ng Abu Sayyaf. Dun, minsan ko lang makita ang pamilya ko at napipilitan pa akong maugnay sa kidnapping,” Mario further narrated.

During the event, MGen William N Gonzales expressed his gratitude to all involved individuals who are operating the ‘Kapatid Agri-Bounty Fresh Poultry Farm’.

“I personally thank all of you for working on this initiative. And I also recognize our returnees who decided to actively participate in this agri-business and choose a life of peace. I tasked my staff to conduct an in-depth study as to how we can replicate this model poultry farm that you have started here.
“The success of this project proves that we, the government, especially with the help of the NGO’s, the private sector, and residents of the community, can work together towards building a better and peaceful future for Sulu” Gonzales added.

Kalinaw News: Rebel returnees as peacebuilders in Eastern Samar

From Kalinaw News (Mar 8, 2021): Rebel returnees as peacebuilders in Eastern Samar

BORONGAN, EASTERN SAMAR – The government has further intensified the campaign against communist rebels. Apart from the intensified military operations and the neutralization of the communist rebel personalities, the government is also utilizing the former rebels turned peacebuilders as their allies.

About 31 former rebels, yunit militia, organizers, and mass supporters in Eastern Samar have expressed support to help convince their former comrades to turn their back from the Communist Terrorist Group (CTG) during an assembly held in Barangay Lalawigan, Borongan City on Tuesday, March 9, 2021.

Ka Olive, a former rebel and President of the Eastern Samar Peacebuilders Group could not hide her happiness as she looks back on how the local government and law enforcement agencies helped her after surrendering two years ago. She said she was not only given a second chance to be reunited with her family but was also given financial assistance so she can start anew.

“Malaki ang support nila (gobyerno) sa amin, dahil kung wala siguro ay bumalık na kami doon sa bundok. Malaki na rin ang pagkakaiba ng buhay namin ngayon kaysa noong nasa sa bundok na wala kang aasahan; sa gobyerno natin malaki ang pag-asa, marami ang tumulong at tutulong, maraming proyekto ang binibigay sa amin,” Ka Olive said.

She added with the creation of the peacebuilders group in Eastern Samar, peace-building efforts and livelihood opportunities among the returnees will be strengthened. It will also pave the way for more members of the CTG to lay down their weapons and return to the folds of the law.

Another returnee, Ka Dendong, assured the government of his full support in addressing the decades-long insurgency problem in Eastern Visayas. He now leads the campaign against the deceptive recruitment of the New People’s Army encouraging youth not to be deceived by the false ideology of the NPA. And how the communist group used legal organizations like Anakbayan, Kabataan Partylist, and Karapatan to recruit students and youth to join the armed struggle between the Armed Forces and NPA.

“Nakatulong kami di lang sa aming barangay maging sa ibang tao, at makatulong sa ating gobyerno na tapusin na ang mga NPA na walang mabuting naidudulot sa atin,” Ka Dendong added.

Meanwhile, the 17-year old Ka Lyn, one of the rebel returnees is hoping that like her, more youth who were recruited by the NPA will finally decide to leave the armed struggle. Like Ka Olive and Ka Dendong, she was also convinced to be part of the rebel group because of their promise that she will be sent to school to finish her education but instead become a extortion collector in Balangiga town.

“Araw-araw nangongolekta ako ng pera sa mga magsasaka. Kada buwan may naiipon akong tatlong libo na binibigay ko sa kilusan. Kalaunan di ko na kayang mangolekta lalo na sa mga magsasaka na hirap tustusan ang kanilang pamilya,” Ka Lyn said.

The Commanding Officer of the 78th Infantry Battalion, Lieutenant Colonel Oliver C. Alvior said the Philippine Army and the Local Government Units are doing the localize peace talks since military solution alone is not the solution to the decades-long insurgency problem in Eastern Visayas.

“Grassroots yong ating approach, sila na nandoon sa barangay, so when we organized them we are identifying yong mga issues that are being used by the communist terrorist group in exploiting them. So if we correctly identify yong mga issues na yon, then we can provide the correct interventions, so in doing so we can help them return to the mainstream, and prepare them through proper interventions prepare them to become productive citizen,” said LtCol. Alvior.

LtCol. Alvior added with the full support of the peacebuilders and the community more NPA rebels are expressing to surrender and avail of the programs offered by the government to the rebel returnees.

“Pag nakita ng mga kasamahan nila na nasa bundok pa, then it could be a testament, evidence na the government is not only talking but putting into actions yong ano yong mga nakasaad na objectives ng EO 70. So pagmakita ng mga kasamahan nila yan and then less effort from us sila na mismo ang magconvince kasi sila yong may mga contacts, sila yong magcoconvince to follow their footsteps withdraw allegiance with the communist party,” LtCol. Alvior said.

Kalinaw News: Tired of Hiding, 14 ASG members yield in Sulu

From Kalinaw News (Mar 9, 2021): Tired of Hiding, 14 ASG members yield in Sulu

March 09, 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – Amidst intensified combat operations in the island province of Sulu, more Abu Sayyaf members choose a life of peace over hiding.

According to Joint Task Force and 11th Infantry Division Commander MGen William N Gonzales, 14 Abu Sayyaf Group (ASG) members surrendered to government forces along with their firearms. “These 14 people are from various age groups. One thing in common is that they have once gone astray but are now slowly going back on track. They yielded firearms including four M1 Garand rifle, two M16 rifle, a 7.62 G1 rifle and five pistols.”

BGen Antonio I Bautista, commander of 1101st Infantry Brigade (1101 Bde), presented the surrenderrors to MGen Gonzales on March 8, 2021 at 1101 Bde Headquarters at Bud Bayug, Brgy Samak, Talipao, Sulu. BGen Bautista identified two of the surrenderrors as Almudar A Muhajiri @Almudz (26yrs old) under ASG leader Radulan Sahiron and Warsib Hamja under @Piting.

“Muhajiri was on our watch list for quite a long time. He was in hiding for 4 years before he came clean. He told me that he realized that he doesn’t have a future in group of Radulan. He wants to live in peace and wanted to start a new life to be able to help his family. I commend the 100th Infantry Battalion for reaching out to Muhajiri and to the others who are also here today.”

Meanwhile, Hamja revealed in an interview that he has joined the ASG on 2014 and that he was wounded during the encounter with the military around 2016. Since then, he never returned to the group but was always hiding from government forces.
“Sa hirap ng buhay, nasilaw ako sa pera kaya naisipan kong sumama sa grupo ngunit napagtanto ko na wala palang patutunguhan ang ginagawa namin puro patayan nalang. Gusto ko ng mamuhay ng mapayapa, makapaghanap ng trabaho para sa pamilya ko”, Hamja said.

MGen Gonzales assured them that they will get assistance that they need. He also acknowledged the efforts of all units for facilitating the surrenderees. “I’m glad that you are here with us. The 11th Infantry Division is constantly working with local government units to formulate and implement programs for all of you. As for the troops present, let’s continue our mission. Kalinaw News: Barrett .50 Caliber Sniper Rifle Handed Over As Enlightened ASG Member Surrenders

From Kalinaw News (Mar 8, 2021): Barrett .50 Caliber Sniper Rifle Handed Over As Enlightened ASG Member Surrenders

LAMITAN CITY, Basilan Province – A modified Barrett .50 caliber sniper rifle was handed over here at the Headquarters of 15th Special Forces Company (15SFC) in Sitio Dangkalan of Barangay Kulaybato, Lamitan City last Thursday, 04 March 2021, as an enlightened Abu Sayyaf Group (ASG) member voluntarily surrender to the military.

The ASG returnee was identified as Hamid S. Damain alias Putoh, 31 years old, and a resident of Barangay Langgong, Hadji Mohammad Ajul, Basilan Province. He then handed over to Captain Sherwin Latiera, the Commanding Officer of 15SFC, his modified Barrett .50 caliber sniper rifle with optical sighting device, magazine, and several rounds of live ammunitions.

Accordingly, Putoh was a member of ASG sub-leader Abdullah Indanan before he decided to separate from the group and looked for an opportune time to surrender. He is grateful to the Local Government Unit of Hadji Mohammad Ajul and to the military for extending support for him to start anew and be with his family for good.

“Bukas ang ating pintuan para sa mga kapatid nating ASG na gustong magbalik-loob sa gobyerno. Hindi pa huli ang lahat, may pagkakataon pa kayong magbagong buhay.”, said Captain Latiera.

The ASG returnee will undergo a reformation process thru the Program Against Violent Extremism (PAVE) in order for him to become responsible and productive citizen in the community.

Kalinaw News: Wounded NPA, abandoned by comrades, dies in Samar clash

From Kalinaw News (Mar 8, 2021): Wounded NPA, abandoned by comrades, dies in Samar clash

Matuguinao, Samar – A member of the terrorist New People’s Army succumbed to death after an encounter with the operating troops of 19th Infantry Battalion (19IB) a few kilometers away from Barangay San Roque, Matuguinao, Samar on March 6, 2021.

The troops clashed against ten (10) NPA terrorists in the afternoon of the said date leading to a 30-minute firefight that resulted to the capture of a wounded NPA who was abandoned by his fleeing comrades.

Determined to keep the wounded NPA alive, the troops immediately provided immediate medical care and evacuated the casualty to the barangay proper for further medical assistance.

The wounded NPA identified himself as Oti Ogacho, 23yo, and a resident of Brgy. Mahanud of the same Municipality. He was presented to the barangay officials and residents of Brgy San Roque, Matuguinao, who confirmed his identity and recognized him as a known NPA member operating in the area.

The wife of Oti Ogacho also arrived at the Barangay hall to accompany her husband. Residents further revealed that the wife is also an NPA member who went on lie-low in order to deliver her second child two (2) weeks ago.

However, while waiting for assistance to evacuate Oti to the nearest hospital for further medical attention, he passed away due to the effects of the gunshot wounds he incurred during the encounter.

“It is so sad that another life is gone, wasted, because of the CPP-NPA’s deception. Our soldiers were determined to keep the wounded NPA alive because we know his family needs him, especially his newborn child. It is also a norm for us soldiers to treat the wounded even if he is an enemy. ‘Sir buligi ak, Karuyag ko pa mabuhi mayda ako duha na anak ngan bag-o la nanag anak tan asawa’ – those are the words Oti uttered to the troops before taking his final breath,” Lieutenant Colonel Fernando C Engcot, Battalion Commander of 19IB, said.

Kalinaw News: 4 NPAs surrender to 60IB BLAC

From Kalinaw News (Mar 8, 2021): 4 NPAs surrender to 60IB BLAC

Asuncion, DDN- Four (4) regular members of the New People’s Army (NPA) have recently surrendered to LTC Ronaldo Sarmiento, Commander of the 60th Infantry “MEDIATOR” Battalion through its Balik-Loob Assistance Center (BLAC). The said voluntary surrender was made possible through the collaboration of their respective family members with 60IB. This was also made by possible by the unit’s developmental efforts in the community and their observed treatment of other former rebels since 60IB’s deployment in Agusan del Sur.

The four (4) surrenderees, who includes a minor, were members of the Weakened Guerilla Front 3 (WGF3) under the Sub Regional Committee 4 of Southern Mindanao Regional Command. Danni, who initiated the surrender, admitted that he was also the one who recruited the other two (2) surrenderees while the minor, Ago, joined because his father is already a member of the said group.

In an interview, Ago revealed that during his more than one year of stay in the group, he was involved in some encounters against government troops. He was utilized as a child warrior at an early age of 14. The case of Ago is a manifestation that the CPP-NPA-NDF’s propaganda and advocacies oppose their actions. They clearly violate the Comprehensive Agreement for the Respect of Human Rights and the International Humanitarian Law (CARHIHL), an agreement they signed with the government.

In a separate interview, Danni said that he initiated the surrender because he no longer finds his purpose in the revolution. He is actually tired of the broken promises and harsh way of life inside the communist group. His wife, who was also a member of WGF3, is also having trouble with her pregnancy as she experienced miscarriage twice due to the constant operations of the said group which forces members to take long walks and heavy loads of work. This was also intensified by the lack of proper nutrition and medical care of the members especially those needing special medical attention. Adding to these, the organizational problems such as corruption, lack of food supplies, and mismanagement of their leaders is also the common problem that caused not only Danni and his wife but also their two other comrades to abandon the armed struggle.

“We are tired of running and hiding. We now realize that we are fighting on the wrong side and that this will bring us nothing but death. We want our family to be safe and to feel the comfort of home like every other family enjoys,” Danni added.

Furthermore, other surrenderees have also attested to the communist terrorist’s mistreatment. According to them, the group do not value their comrades, they disregard their relationship with their fellow members. In most cases, their leaders abuse their lower elements and worse, rape their female members.

Other revelations further expose the CPP-NPA’s exploitation of the masses especially in marginalized communities where there is lack of education. The innocent members of the community are being used as informants, couriers, and sources of their survival needs (usually money, food, shelter, etc.)

In a statement, 60IB Commander, Lt. Col. Ronaldo Sarmiento said, “The CPP-NPA is nothing but a terrorist group. They never fulfill their promises of giving support to your families because in reality, their funds go only to their leaders. They also do not want you to be educated because then, you will realize that their ideals are all but blatant lies and that they will never be able to fool you. Only the real government can bring the peace and comfort that anyone hopes for his family. Given that we are now in a collaborative working government, you can only hope for a better future if you choose to yield and start anew. So together, let us end the CPP-NPA’s intrusion in your community. It will not be us [military], not the local government, but you yourselves will be able to bring peace amongst yourselves and your community.”

The surrenderees will undergo complete physical examination and medical check-up. Later on, they will be enrolled to the Enhanced Comprehensive Local Integration Program where they may receive livelihood assistance and cash remuneration for surrendered firearms. They will also undergo psychological, social, and economic interventions to ensure that they will be reintegrated in their respective commun

Kalinaw News: Matatag Fighters draws off NPAs in a clash in Surigao del Norte

From Kalinaw News (Mar 8, 2021): Matatag Fighters draws off NPAs in a clash in Surigao del Norte

KITCHARAO, Agusan del Norte- Troops of the 29th Infantry “Matatag Fighters “Batallion draws off the members of the Communist NPA Terrorists (CNTs) after a 15-minute clash on March 7, 2021, around 7:44 in the morning at the vicinity of Brgy. Linongganan, San Francisco, Surigao Del Norte.

The said troops were conducting a combat patrol in the area as a response to the information provided by the civilians regarding the presence of more or less 10 armed men who were believed to be members of Sangay Yunit Propaganda16-B (SYP16-B), Guerilla Front 16(GF16) of North Eastern Mindanao Regional Command (NEMRC).

The CNTs have withdrawn towards the east direction of the said barangay leaving one (1) anti-personnel mine, three (3) blasting caps, 12 Eveready battery (A), two (2) bottles of diesel, one (1) backpack, food supplies, medical paraphernalia and other subversive documents with high intelligence value. There were no casualty on the government side while undetermined on the enemy’s side, since bloodstains were also seen in their route of withdrawal.

According to Lt. Col Aristotle F Antonio, Commanding Officer of 29IB, “Our troops will sustain security operations against CNTs who are hiding in the hinterlands. They have nowhere to go. We will find them. Residents were already fed up with all their lies and deception. It would be better for them to stop and surrender now. The crooked ideology which they have been indoctrinated with is just a snare and chain that will drag them to infinite misery.”

“Likewise, I commend our troops for courageously facing the enemy without any doubt. You did not fail your people on the shared responsibility entrusted you to secure peace and freedom, specially against deceitful schemes by the CNTs,” Antonio added.
