CAMP AGUINALDO, Quezon City — The Armed Forces of the Philippines Human Rights Office (AFPHRO) submitted a report to the United Nations Resident and Humanitarian Coordinator presenting the list of child warriors employed by the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF).

A total of 544 minors were used and exploited by the CPP-NPA-NDF according to the document signed by the AFPHRO Chief Colonel Alejandro S. Nacnac. According to the report, these so-called child warriors were used by the said group in its armed activities.

The AFPHRO has been working together with the UN Resident Coordinator in monitoring and reporting incidents of violations against Human Rights and the International Humanitarian Law (IHL). The data on minors being employed by the CPP-NPA-NDF for armed encounters dates back to 2010. The number is expected to rise as several military units continue to conduct inquiry on the matter.

Also cited in the report are violations of national laws such as RA 7610, RA 9851 and RA 11188. These laws enact stronger deterrence and protection against child abuse, exploitation and discrimination, penalty for crimes against IHL, and special protection of children during armed conflicts while providing penalties for violations thereof.

Copies of the report have been furnished to UNICEF and the Office of the High Commissioner for Human Rights. Prior to this, the AFPHRO already submitted a similar report to the Commission on Human Rights to seek appropriate action.

The report also aims to enlist the above-mentioned organizations’ support in AFPHRO’s quest to put a stop to this nefarious practice against children.

“The AFP through the AFPHRO will untiringly work with you as we pursue our common interest to uphold children’s rights,” Colonel Nacnac said.

The AFP is continuously enhancing its efforts in Internal Security Operations so that the CPP-NPA-NDF’S repeated use of minors to actively participate in conflicts to advance their struggles could be terminated.

“We will remain steadfast in our mission to achieve complete victory against the CPP-NPA-NDF that continues to exploit and put the lives of innocent people especially our children at risk. The AFP joins the UN and UNICEF as well as other organizations in promoting human rights and upholding the dignity of every person,” the AFP Chief of Staff General Gilbert I. Gapay said.
General Gapay also reiterated his previous call for unity among organizations. “We are once again calling for cooperation to shield vulnerable members of our society especially the youth from being taken advantage of by the CPP-NPA-NDF. Your AFP will not let these terrorist groups to waste our youth’s great potential as productive members of society,” General Gapay said.

MARIHATAG, Surigao Del Sur – A female Communist NPA Terrorist (CNT) died and five (5) high-powered firearms were seized in a 45-minute encounter with the 3rd Special Forces “Arrowhead” Battalion (3SFBn) in barangay San Isidro, Marihatag on November 28. Firearms recovered were three (3) AK-47 rifles, one (1) M14 rifle, and one (1) M653 5.56 caliber rifle. 5 backpacks containing war materiel and subversive documents were also seized.

The dead NPA terrorist’s identity was confirmed by nine (9) former rebels and the Cullamat siblings as, Jevilyn Campos Cullamat alias “Ka Reb”, 22 years old and youngest daughter and child of Bayan Muna Representative Eufemia Campos Cullamat. Jevilyn Cullamat, who serves as a medic of the NPAs, belongs to the CNTs’ Sandatahang Yunit Pampropaganda (SYP) Platoon of Guerilla Front 19, Northeastern Regional Committee (NEMRC).

The cadaver of Cullamat was immediately evacuated and her siblings and members of her family were immediately notified prior to this report. The military provided security and transportation assistance to the Cullamat family and coordinated with the nearest mortuary for the proper handling of the cadaver.

The NPA terrorists’ slay of the late Lianga Indigenous Peoples Mandatory Representative (IPMR), Datu Jumar S. Bucales on October angered the tribal communities all over Surigao Del Sur and vowed to help in tracking the Communist NPA Terrorists who mercilessly and brutally killed many defenseless IP leaders and members who were against their violent and terrorist movement.

“We will never stop the fight against these NPA terrorists until none of them roams in our ancestral lands. They have destroyed our culture and tradition and caused divisivenessand corrupted our tribe,” said Alexander Bucales, brother of the slain Datu Jumar Bucales, and the newly-installed and clan-elected IPMR of Lianga.

Lieutenant Colonel Joey B. Baybayan INF GSC PA, 3SFBn Commanding Officer urged other remaining CNTs to surrender because they are already losing ground.

“Two months earlier, the CNTs conducted tactical offensives to instill fear among civilians. The series of attacks to civilian soft targets and destruction of civilian properties only indicate that they are desperate and on the losing end while the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is gaining ground deep within the heart of conflict-affected IP communities in Andap Valley,” LTC Baybayan, said.

“The CSP teams’ deployment, local government and civilian collaboration to reach and bring public service in the conflict-affected areas greatly countered their recruitment and resource generation making them hungry, exhausted and their morale low. We encourage the remaining CNTs to surrender. Don't wait for the E-CLIP and the opportunity to peacefully surrender close its doors for you,” Baybayan, added.

It can be recalled that on November 4, government security forces also neutralized three NPA terrorists, and seized several high powered firearms at a Communist insurgents’ hideout in the hinterland area of Pangi, in Tandag City, Surigao Del Sur province.

Jevilyn Cullamat was a student of NPA-linked schools of TRIFPSS and ALCADEV. Substantial evidences recovered from the encounter site include five high-powered firearms, four IHL-banned improvised explosive devices, explosive components and blasting caps, fully loaded assorted rifle magazines, backpacks with personal belongings, assorted cellular phones, medical and food supplies and subversive documents.

This timely and significant operational accomplishment may shed light on the NPA Terrorists’ exploitation and recruitment of IP communities as this issue is currently tackled in the senate hearing on red-tagging.

Meanwhile, Brigadier General Allan D. Hambala AFP, 401st Infantry Brigade Commander extends its sincerest condolences to the family of Bayan Muna Representative Eufemia Campos Cullamat and calls for all IPs to unite in condemning the CNTs’ exploitation of IPs and abandon the futile armed terrorist struggle.

“We send our sincerest condolences to the Cullamat family. We are saddened because we know that she and her family were just victims to the CNTs’ destructive and pointless ideology. While there are issues concerning the IPs, violent, armed, and terrorist struggle will never be the right solution to it,” BGen Hambala, said.

“We also call on the nation to support the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC), to peacefully address the root causes of NPA terrorism and eventually end conflict here in Northern Mindanao,” Hambala ended.

IMPASUGONG, Bukidnon - Tired of giving revolutionary taxes, the local populace reported New People's Army (NPA) extortionist which resulted in a series of encounters at Barangay Manalog, Malaybalay City, Bukidnon.

On November 26, 2020, a clash happened when troops of the 43rd Division Reconnaissance Company, which is operationally controlled by the 8th Infantry "Dependable" Battalion (8IB), responded to the calls of the civilians and subsequently encountered approximately 30 communist NPA terrorists under Guerilla Front 89, Sub-Regional Committee 2, North Central Mindanao Regional Command. The clash resulted in the seizure of one (1) M16 rifle, two (2) rifle grenades, one (1) improvised explosive device, one (1) bandolier, three (3) backpacks, two (2) cooking pots, two (2) burners, 150-meters wire, assorted medicines, and subversive documents.

No one was injured among the army during the clash while bloodstains were left by the wounded NPA members along their routes of withdrawal. The Army troopers are still pursuing the NPAs to prevent them from victimizing innocent civilians in the area.

Lt. Col Edgardo V Talaroc Jr, Commanding Officer of the 8IB thanked the constituents of Brgy Manalog for reporting such terroristic acts and for cooperating to end local armed conflict. Talaroc, Jr further said, “Kini nga yunit magpadayon sa paghanting sa mga NPA nga terorista aron maluwas ang komunidad sa ilang teroristang pagpangilad ug pagpahimulos." (This unit will continue to hunt the NPA terrorists to save the community from their terroristic deceptions and exploitation.)

"Kini nga brigade walay hunong nga magpadayon sa iyang pag paningkamot aron malikayan ang pagpangilkil sa mga NPA ug uban pang mga teroristang buhat. Dugang pa, gipangayo sa brigade ang inyong suporta alang sa kanunay nga pagdagayday sa kasayuran," said Brigade General Ferdinand T Barandon, 403rd Brigade Commander. It can be recalled that on November 19, 2020, two (2) encounters also happened in the hinterlands of Brgy Manalog.

A former Anakbayan member turned Communist Terrorist Group member surrendered in Zamboanga del Sur on November 22, 2020, the WestMinCom Commander said.

According to Western Mindanao Commander Lt. Gen. Corleto Vinluan, Jr., "A.k.a. Kins, 38, from Dipolog City, Zamboanga del Norte submitted himself to the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of Tigbao, Zamboanga del Sur. He was a member of the Main Regional Guerilla Unit (MRGU) of the Western Mindanao Regional Party Committee (WMRPC)."

“Through the concerted efforts of the 53rd Infantry Battalion and Tigbao Municipal Police Station, and our stakeholders, a.k.a. Kins returned to the fold of the law bringing along his M14 rifle with him,” Lt. Gen. Vinluan, Jr. stated.

The said surrendered personality also handed over one Bandolier, fourteen magazines, 255 rounds of 7.62mm live ammunition, one hand grenade, and his personal belongings.

On his surrender, a.k.a. Kins was welcomed by Tigbao Mayor Eleazar Carcallas.

In his message, Mayor Carcallas said, "the surrender proves that the community now cooperates to achieve the peace they are longing for. Rest assured that the MTF-ELCAC will work hand-in-hand with other government agencies to assist the newly-surrendered rebel in terms of various programs and benefits".

During the debriefing, a.k.a. Kins revealed that he was first recruited as a member of Anakbayan then as a member of Kabataang Makabayan before entering the communist terrorist group in August 2010.

He also said that the remaining MRGU members who are still hiding are down to five.

53IB Commanding Officer Lt. Col. Jo-Ar Herrera said that the surrender of a.k.a. Kins is tangible proof that the Communist Terrorist Groups (CTGs) operating in the area are on the brink of collapse.

"With the surrender of a.k.a. Kins, we can say that the enemy's will to fight is weakened, if not destroyed," said Lt. Col. Herrera.

Meanwhile, Brig. Gen. Leonel Nicolas, Commander of the 102nd Infantry Brigade stressed that all ongoing operations against the remnants of the MRGU will continue.

"We will not stop the conduct of our Army operations until we achieve sustainable peace in Zamboanga Peninsula," Brig. Gen. Nicolas said.

Likewise, JTF ZamPeLan Commander Maj. Gen. Gene Ponio stated that “all government agencies through the local TF-ELCAC will continue to open its doors for the remaining members of the WMRPC who wish to return to their families especially during this yuletide season".

The subject personality is now under the custody of Zamboanga del Sur Provincial Police Station in Camp Abelon, Pagadian City.

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. stated that villagers from the far-flung communities of Sulu and Basilan were able to avail of the different government services through the “Serbisyo Caravan” which ran from November 23-28, 2020.

“The Western Mindanao Command provided all sorts of assistance needed during the conduct of the said caravan in municipalities under our area of responsibility,” said Lt. Gen. Vinluan, Jr.

“We are grateful that the national government chose the far-flung communities of Sulu and Basilan as beneficiaries for this year’s “Serbisyo Caravan”. This is will be a great advantage toward the communities’ peace, progress, and development,” Lt. Gen. Vinluan, Jr. added.

The activity aimed to continue the peacebuilding efforts of the government amidst the current health situation and to support the government’s efforts to end the local armed conflict.

In Sulu, residents of Barangays Latih and Bungkaong, all of Patikul, Sulu benefitted from the two-day caravan conducted on November 24 to 25, 2020. They received provisions of COVID-related assistance and attended the information, education, and communication campaign on the Bangsamoro normalization process.

Representatives from the Office of the Governor and Municipal Office of Patikul were able to give updates on the socio-economic developments that were made possible through the Provincial and Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC).

Likewise, Regional Director Ariel Perlado of NICA-9 pointed out that based on their research, armed conflict is caused by three main factors: poverty, illiteracy, and social injustice. He also emphasized that the President is determined to put an end to these factors hence the Executive Order No. 70, s. 2018 and the creation of the National Task Force.

Meanwhile, more or less 189 families benefitted from the “Serbisyo Caravan” conducted in Barangay Mahatalang, Sumisip, Basilan on November 27 to 28, 2020.

Community consultation and distribution of relief goods were held during the activity spearheaded by Mr. Peter Cheng the Program Manager III of OPAPP Region IX together with 64th Infantry Battalion Commanding Officer Lt. Col. Reynante Besa and Basilan Provincial Administration Many Muarip.

The “Serbisyo Caravan” is an initiative of President Rodrigo Roa Duterte to bring basic services to the farthest and terrorist-infested communities.

The successful conduct of the activity is attributed to the collaborative efforts of the participating agencies which include the Office of the Presidential Adviser on the Peace Process (OPAPP) together with the Provincial Local Government Units of Sulu and Basilan; Municipal Local Government Units of Patikul, Sumisip, and Maluso; Ministries of the Bangsamoro Autonomous Region in Muslim Mindanao; the WestMinCom’s 11th Infantry Infantry Division and 101st Infantry Brigade; Sulu and Basilan PNP Provincial Police Offices; and NICA IX.

In a statement, Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. said the Joint Task Force Central welcomed seven communist terrorist group (CTG) members who surrendered in Sultan Kudarat on November 28, 2020.

Four of the surrendered personalities came from the Platoon My Phone, East Daguma Front (EDF), Sub-regional Command (SRC) Daguma, Far South Mindanao Region (FSMR). They are identified as Bryan Berallo Bransuela, a.k.a. Jaypee and Julito Blag, a.k.a. Bert, both residents of Brgy Kuden, Senator Ninoy Aquino, Sultan Kudarat; and Romel Manguda, a.k.a. Romel and Justie Mayao, a.k.a. Andel, both residents of Sitio Tudi, Barangay Legodon, Esperanza, Sultan Kudarat.

The three others are former members of the Larangan Guerilla Unit 3 (LGU3) of the EDF and they are identified as Joselito Kantem, a.k.a. Ariel and Bebeng Dimaog, both residents of Barangay Lagubang, Senator Ninoy Aquino, Sultan Kudarat; and Daniel Policia, a resident of Barangay Midtungok, the same municipality.

“The successful surrender is attributable to the collective efforts of the 7th Infantry Battalion and the intelligence units,” said Lt. Gen. Vinluan, Jr.

The surrendered personalities handed over one M14 US rifle, one Garand US rifle, one Carbine Caliber .30 M1, one Carbone Caliber .30mm Sniper rifle, one Caliber 30 M1 Garand rifle, one Caliber 45 pistol, and one Caliber .357 revolver.

During the initial interview, the seven revealed that they decided to surrender due to the hardships that they have experienced lately due to the pressure from military operations.

In his message, JTF Central Commander Maj. Gen. Juvymax Uy said, “We continue to gain grounds and sustain the momentum because of the unwavering support of the local government and the peace-loving people of Sultan Kudarat”.

On this day, November 30, the revolutionary movement and youth pay tribute to Katipunan supremo Gat Andres Bonifacio (1863-1897), who led the armed revolution, and paved the way for the liberation of the Philippines, against Spanish colonialism and oppression.

On this day too, we joyously celebrate the 56th founding anniversary of the Kabataang Makabayan, on the inspiration of Andres Bonifacio, and other young leaders of the national democratic armed revolution whose noble goal was to free the motherland from foreign oppression and achieve democracy and peace.

These young Filipino revolutionary leaders were also reviled and demonized during their time. Like Duterte, the NTF-ELCAC and the AFP today, then Filipino traitors who collaborated with the Spanish colonialists and American imperialists, called them bandits, subversives and terrorists.

To hide their blatant treachery and betrayal of the interests of the Filipino people, the reactionary ruling class today rabidly loyal to US imperialism and their US-trained and funded fascist police and army continue to pay lip-service to their heroism, giving rhetorical praises to these young revolutionaries.

Today, we render our highest tribute to the most recent martyr of the revolutionary movement and youth, Comrade Jevilyn Cullamat, a 22-year old lumad woman and youth belonging to the Manobo indigenous peoples, who joined the ranks of the revolutionary warriors of the New People’s Army (NPA), who was killed by fascist soldiers last November 28 in Mindanao island.

Her heroism exemplifies the pristine commitment and selfless dedication of all Filipino revolutionary youth in their common desire to achieve national freedom, democracy, social justice, development and peace. Jevilyn saw what these noble goals are and meant, especially for her indigenous community which continue to be brutally and violently attacked by Duterte’s terrorist Armed Forces of the Philippines and their paramilitary groups.

She herself is a young witness to how their lands are being grabbed, communities and schools demolished, organizations red-tagged and community leaders and members killed in cold blood by the regime’s fascist minions.

She was recruited to the revolutionary cause not by any organization or NGO that are commonly red-tagged, but by Duterte, the billion-peso-funded rumor-mongers in the NTF-ELCAC, and the fascist AFP which continue to kill her people, close down their schools, condone and protect the rapists and landgrabbers of their ancestral lands, and deny her generation of a future.

The fascists and the enemies of the Filipino people can call Jevilyn and other young martyred revolutionaries, and the New People’s Army (NPA) bandits, subversives and terrorists, but thousands more of the Filipino youth are willing and ready to follow the revolutionary path.

Kabataang Makabayan-Negros celebrates the 56th founding of Kabataang Makabayan. Today, we recognize the achievements and sacrifices of KM as it fulfills its role in the vanguard of the struggle for national democracy.

The Kabataang Makabayan is the comprehensive youth organization that has aroused, organized and mobilized students and out-of-school youth, young workers, urban poor, peasants, fishermen and professionals in the people’s struggle for national liberation and democracy against imperialism, feudalism and bureaucrat capitalism.

Founded on November 30, 1964, the birth date of Andres Bonifacio as a way to honor his leadership in the old democratic revolution of 1896 against Spanish colonialism and to emphasize the resolve of KM to reinvigorate the revolutionary tradition of the Filipino people and continue the unfinished tasks of the Philippine revolution.

The youth have a decisive role in advancing the legal democratic movement and in waging armed struggle. The youth is characterized by their physical and mental vitality. They can easily comprehend the basic ills of society and the national democratic revolution as its solution. They are most open to revolutionary ideas and change. They are ardent and daring in mass struggles. They bring fresh blood that strengthens and enlivens the revolutionary party of the proletariat, people’s army and mass organizations.

We are now in the stage of the worsening crisis brought by the worldwide capitalist system due to the bankruptcy of neoliberal policies and imperialist aggression, and feudal oppression in the countryside. Duterte is a fascist dictator who is more bloodthirsty than Marcos and is further decomposing the already rotten semi-feudal and semi-colonial system ruled by despotic landlords, big comprador bourgeoisie and bureaucrat capitalist.

The broad masses of the Filipino people are entombed in severe poverty and hunger while power and resources are in the hands of few elites. This is further exacerbated by the ostensible criminal negligence, corruption and traitorous Duterte regime. Duterte continues to sow fear under the Anti-Terrorism Act of 2020.

The Filipino youth have no bright future under Duterte’s iron hand. The sharpening contradiction and class struggle in Philippine society is the basis of revolutionary forces to advance the people’s war. It is only just and necessary to remember and relive the historical role of the Filipino youth and our fighting patriotic spirit in strengthening and advancing the national democratic revolution.

It is the key role of the patriotic and progressive vanguard of the Filipino youth to launch massive education and cultural campaigns in the comprehensive framework of the national democratic revolution. The KM must continue to be good at arousing, organizing and mobilizing not only fellow youth but also the broad masses of the people. The KM must continue to be at the forefront of mass actions on a wide array of issues with the ultimate goal of making Duterte pay for his criminal neglect and mass murder of civilians. The KM must continue to widen the revolutionary and progressive movement and ensure the steady stream of active Filipino youth to enlist in the New People’s Army.

The Kabataang Makabayan will continue to uphold its major role in the advancing Philippine revolution and be ever conscious of the ever urgent need of the proletariat and people to strengthen their solidarity and struggle for justice and peace. We will march into the streets and into the mountains to live and learn with the masses and wage armed revolution in order to eradicate the dying semicolonial and semifeudal system. Lubos ang kagalakan ng Kabataang Makabayan (KM) -Ilocos sa pagpapaabot nito ng rebolusyonaryong pagbati sa ika-56 taong anibersaryong pagkakatatag ng KM sa lahat ng balangay nito sa buong bansa at iba pang panig ng daigdig.

Pinakamataas na parangal ang iginagawad ng KM-Ilocos sa lahat ng mga kabataan at estudyanteng martir ng mamamayan ng Ilocos at ng buong bayan. Hindi matatawaran ang inyong dakilang ambag sa rebolusyonaryong pakikibaka ng sambayanan. Inspirasyon kayo ng mga kabataan ng Ilocos sa pagsusulong ng Pambansa-Demokratikong pakikibaka hanggang sosyalistang rebolusyon.

Ibayong inilantad ng pandemyang COVID-19 ang kabulukan ng pandaigdigang sistemang kapitalista. Inilugmok pa nito lalo sa kumunoy ng krisis ang buong daigdig na dati nang naghihirap dulot ng imperyalistang agresyon, pandarambong sa likas na yaman, paghuthot sa murang lakas-paggawa ng mga manggagawa, at patuloy na aping kalagayan ng mayorya ng mamamayan sa buong daigdig. Pinasahol pa ito ng pwersadong pagsasara ng ekonomiya ng mga imperyalistang bayan dahil sa sariling kapabayaan na solusyunan ang ligalig na dala ng pandemyang COVID na pumatong sa dati nang malalang kalagayan ng mamamayan.

Bilang isang estadong mala-kolonya ng dayuhang kapangyarihang US at pagsusumiksik nito sa China, hindi nakaligtas sa hagupit ng pandemya at krisis ang Pilipinas sa ilalim ng Rehimeng US-Duterte. Ipinagkibit-balikat lamang nito ang panganib na dala ng sakit at nang mabulaga sa epekto, tanging militaristang lockdown ang ipinatupad habang wala namang medikal at siyentipikong solusyong ipinaplano at ipinapatupad.

Simula unang kwarto ng taon hanggang sa kasalukuyan, inutil ang rehimeng Duterte sa pagbibigay ng konkretong plano at solusyon upang kagyat na matugunan ang epekto ng pandemya at ng krisis sa kabuhayan ng mamamayan. Sa halip na mga doktor, siyentipiko, at mga manggagawang pangkalusugan, iniasa nito ang pagpapatupad ng mga polisiya sa mga retiradong opisyal ng AFP at PNP at mga kaalyado’t kroni sa burukrasya. Todo-larga sa pambubusog ng kapritso ng mga heneral ng AFP at PNP si Duterte habang inutil naman ito kalagayan ng mga manggagawang pangkalusugan.

Bilang resulta, lalo pang bumagsak ang kabuhayan ng masang anakpawis. Sa rehiyong Ilocos, nananatili sa double digit ang tantos ng walang trabaho (11.7%) at pumwesto sa ika-apat na posisyon ng mga rehiyon sa buong bansa sa usapin ng pinakamataas na unemployment rate. Lalo ring dumausdos ang presyo ng produktong agrikultural sa rehiyon pangunahin ang presyo ng palay at tabako. Nagtala ang mga probinsya ng rehiyon average na Php9-16 kada kilo na bentahan ng palay habang ang presyo naman ng tabako (Virginia) ay hindi man lamang umabot ng Php80 kada kilo. Malayo ito kumpara sa makatwirang panawagan ng mga magsasaka ng rehiyon na Php128 kada kilo at walang klasipikasyon. May ilang bayan rin na nagtala ng pwersadong pagbebenta ng tabako sa halagang Php5 kada kilo upang hindi na lamang masayang ang kanilang pinagpaguran. Ang ilang magsasaka naman ng palay ay pinili na lamang na ikonsumo ang kanilang ani dahil na rin sa napakababang presyo ng bentahan nito sa pamilihan. Pwersado naman ang mga mangingisda sa rehiyon na maghanap ng ibang pagkukunan ng kabuhayan dahil sa ilang buwan (Marso-Hunyo) na pagbabawal sa kanila na pumalaot dahil sa mga ipinapatupad na “health protocols”. Subali’t laking gulat nila na matapos ang desisyon ng “pagluluwag” ng gobyernong Duterte sa mga aktibidad pang-ekonomiya ay hindi na pala sila makakabalik sa mga dating pangisdaan dahil naman sa pagpapatupad ng Marine Protected Area na nagbabawal sa kanila na mangisda sa tabing ng pangangalaga umano ng karagatan.

Sa kabila nito, kapos na kapos ang ayudang ibinigay ng gobyerno sa mamamayan. Ipinapasan pa nito ang responsibilidad sa mga lokal na gobyerno habang ang bilyon-bilyong kaban naman ng bayan ay kinokopo lamang ni Duterte at mga alipores nito sa pambansang antas.

Karagdagang pasakit naman para sa mga kabataang estudyante, guro at mga magulang ang hatid ng online, modular, at flexible learning. Sa halip na konkretong hakbang para sa ligtas, dekalidad, at abot-kayang pagbabalik eskwela, ipinilit ng DepEd at CHEd ang pagbubukas ng mga paaralan sa tabing ng new normal at sa pormang online at modular. Wala ring kongkretong plano si Duterte para dito. Sa halip, iniasa na nito sa maiimbentong bakuna kontra COVID ang kapalaran ng pagbubukas ng mga paaralan. Dagdag gastos ang pagbili ng mga gadget at load para sa internet connection. Ibang usapin pa ang bulok na serbisyo ng mga kompanya sa telecommunications. Dagdag pahirap ang modular learning sapagkat ipinasa sa mga magulang ang buo-buong pagtataguyod sa edukasyon ng kanilang mga anak. Dagdag pahirap rin ito para sa mga guro na pinabayaan ng DepEd at CHEd at ipinapasan ang mga karagdagang trabaho subalit wala namang dagdag sweldo at hazard pay.

Kumukulo ngayon ang galit ng mamamayang Pilipino kay Duterte at mga alipores nito. Wala na nga itong kongkretong solusyon sa mga kongkretong problema ng mamamayan, pasismo at pandarahas pa ang ibinibigay nito sa taumbayan. Simula Enero, walang tigil ang mga pwersa ng AFP sa ilalim ng 7th ID na 81st, 24th, 69th IBPA, CMO Battalion, 702nd DRC at Regional Mobile Force Battalion ng PNP sa paghahasik ng lagim sa buong rehiyon ng Ilocos. Kumbinasyon ng operasyong militar sa mga pinaghihinalaang base ng NPA at saywar, paniniktik, harassment, at red-tagging naman laban sa mga lider at miyembro ng mga organisasyong masa ang isinasagawa nila sa kasalukuyan. Galit ang nararamdaman ng mamamayan sa kanila dahil sa ligalig na dala nila sa mga komunidad at malaking posibilidad ng panghahawa ng sakit na COVID19 lalo na sa mga interyor na lugar na nilulunsaran nila ng operasyon. Gigil na gigil silang ipatupad ang kahibangan ni Duterte na tapusin ang rebolusyonaryong kilusan pero bulag sila katotohanan na ang kasalukuyang kalagayan ng mamamayan ang gasolinang nagpapaalab sa apoy ng pakikibaka ng mga mamamayan ng Ilocos.

Tama na ang apat na taon ng pananalasa ni Duterte sa kabuhayan at karapatan ng mamamayan. Higit pa sa sapat ang mga dahilan upang wakasan ang papet, pasista, pabaya, at pahirap na rehimeng ito.

Tinatawagan ng KM ang pinakamaraming kabataan sa buong rehiyon at buong bayan upang magkaisa, palawakin, at palakasin ang kilusang kabataan at sumanib sa kilusan ng masang anakpawis upang wakasan ang busabos na kalagayan ng mamamayan sa ilalim ni Duterte.

Tinatawagan ng KM ang mga kabataan sa Ilocos, lalo na yaong 18 taong gulang, na sumapi sa NPA at ialay ang talino at lakas sa buong puso at buong panahong paglilingkod sa sambayanan. NPA ang tunay na hukbo ng mamamayan, tagapagtanggol ng masa, at armadong organisasyon ng mga pinakamabubuting anak ng bayan.

Nananawagan rin ang KM sa mga kabataan na buoin ang pinakamalapad na pagkakaisa upang itambol ang mga pangunahing usapin at suliranin ng sambayanang Pilipino sa kasalukuyan, palakasin at patatagin ang mga organisasyon sa harap ng pasismo at pandemya. Nananawagan rin ang KM na huwag matakot at mangahas na makibaka upang tuluyang ihiwalay at patalsikin ang Rehimeng US-Duterte at laksa-laksang mag-ambag sa armadong pakikibaka sa kanayunan

Taas-kamaong pagbati ang ipinapaabot ng KMD- Balangay ng Elvira sa lahat ng kasapi ng KM sa buong bansa. Sa ating paggunita ng ika-56 taon ng pagkakatatag ng KM, ipinagdiriwang natin ang daan-daang tagumpay na nakamit ng mga rebolusyonaryong kabataan sa loob ng higit-limang dekada, gayon din ang mga aral na nakuha natin mula sa puspusang paglulunsad ng demokratikong rebolusyon bayan.

Kasalukuyan nating hinaharap ang pasismo at tiraniya ng rehimeng Duterte kasabay ng pandemya at mga sakunang nanalanta ng libo-libong mamamayan kamakailan lang. Sa unang bahagi ng taong 2020, pumutok ang bulkang Taal at nalagay sa panganib ang buhay ng mamamayang nakatira sa mga karatig lugar. Pagdating ng Marso ay naipatupad ang lockdown sa ating bansa bilang tugon sa pandemyang dulot ng COVID-19. Lalong naghirap ang sambayanan dahil walang ibang tugon ang rehimeng Duterte liban sa pasismo at paghihimod-pwet sa kanyang mga imperyalistang amo. Tuloy-tuloy rin ang mga redtagging at harassment operations ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), at isa na ang sektor ng kabataan sa nangungunang target nito. Hindi pa nasapatan ang rehimen at niratsada ang pagpapatupad ng Anti-Terrorism Law.

Partikular sa mga kabataang estudyante, pahirap ang dala ng distance o remote learning. Tumingkad ang kolonyal, komersyal, at pasistang katangian ng edukasyon. Sa kawalan ng internet connection at gadgets, marami ang hindi na kinayang mag-aral pa at pinili na lamang magtrabaho muna o hindi na lang mag-enrol. Ang mga estudyanteng nagproprotesta sa larangan ng social media ay pinapatahimik at tinatakot ng mga pasistang administrador. Sa kabila nito, naudyukan ang paglulunsad ng kabilaang mga protesta at student strikes.

Dala ng ganitong pambansang kalagayan, naging mas malinaw sa mga kabataan ang mga dahilan kung bakit kailangang isulong ang demokratikong rebolusyong bayan kapwa sa kalunsuran at kanayunan, kaya’t tuloy-tuloy ang paglawak ng KM, kabilang na ang balangay ng Elvira. Nakapagrekluta ang aming balangay ng mga rebolusyonaryong kabataang handang ipanawagan ang armadong pakikibaka sa kanayunan. Ang mga mahuhusay na mga kabataang propagandista (mga manunulat, mga graphic artists, mga tagaguhit, at marami pang iba) ay sumali ng KMD-Elvira at sinimulang buhayin ang propaganda ng aming balangay sa online. Bago ang pambansang lockdown, nakakalap rin ang balangay ng mga materyal na suporta para sa mga hukbo at nakapagpakilos sa mga isinagawang Oplan Pinta- Oplan Dikit sa syudad na kinikilusan.

Ngayong taon ring ito ay namartir ang dalawang hukbo, si Ka Ricky at Ka Maymay, na parehong naging miyembro ng KMD-Elvira bago pa nila piniling tumungo sa kanayunan. Kung inaakala ng rehimen na magiging dahilan ito upang mawala ang aming rebolusyonaryong diwa at adhikain, nagkakamali sila. Ang dalawang martir ng sambayanan ay buong pagmamalaki naming pagpupugayan. Sila’y magsisilbing inspirasyon ng mga kabataan sa pagtahak ng rebolusyonaryong landas. Sila’y mga bayani ng sambayanang Pilipino, at walang pag-iimbot namin silang kikilalanin at papangalanan.

Hamon sa gayon na ipagpatuloy pa at lagpasan ang mga tagumpay na naitala ngayong taon. Para sa mga rebolusyonaryong kabataang limitado ang pagkilos sa online o social media, kailangan pang lalong paghusayan ang pagpapalaganap ng rebolusyonaryong propaganda nang isinasaalang-alang ang seguridad. Lakas ng kabataan ngayon ang pagiging maalam sa pasikot-sikot ng social media. Gamitin natin ito upang biguin ang malawakang anti-rebolusyonaryong putak ng mga ahente ng estado. Higit sa lahat, unti-unting nagbubukas ang mga kalsada, lagusan, at mga moda ng transportasyon, kaya dapat itong sunggaban ng mga kabataan- magpasyang tumungo sa kanayunan, tumangan ng armas, at lumaban kasama ang masang anakpawis!

Mat-I, Surigao City ug Josefino Lalo Calang sa poblacion sa Sison SDN. Nob 26 2020.

Niadtong Nobembre 25, 2020- sa may alas 12:00 sa gabie, kalit nga gisaka sa wala maihap nga tropa sa PPSC, 29th IBPA, City PNP ug 901st brigade ang panimalay nila Arevalo. Gipagawas siya sa kwarto ug giposasan sa army ug PNP samtang ang iyang asawa, anak ug mga apo gitabunan og banig sa kilid. Nadunggan nalang nila ang pugos nga pagpa-angkong terorista sa biktima, pagtorture ug pagpusil-pusil niini. Gibutang sa kwarto ang hinimo-himong ebidensya sama sa electrical wire, black switch, usa ka C4, usa ka Granada, .45 pistola, magazine ug mga basiyo sa bala.

Alas 3:00 sa buntag nakaplagan nang patay si Arevalo sa iyang mga anak nga naa sa kusina, nabali na ang mga kamot gikan sa binaklid nga pagkaposas nga gihiktan na og pisi sa atubangan. Ulahi na nga niabot ang taga-SOCO ug ang ilang uban nga media sa DXRS nga si Jerson ug si kagawad Guloy Colon. Sa ika-56 na anibersaryo ng ating organisasyon, nagpapaabot ako ng maalab na rebolusyonaryong pagbati at pakikiisa. Pulang saludo ako sa inyong katatagan at militansya sa pagpapatuloy ng rebolusyong Pilipino sa landas ng pambansang pagpapalaya at demokrasya hanggang sa pag-abot ng sosyalismo.

Taglay ninyo ang dakilang rebolusyonaryong tradisyon na inumpisahan ni Andres Bonifacio at ipinagpatuloy natin magmula Nobyembre 30, 1964. Malaki at mapagpasya ang pamumuno at mga ambag ng KM sa paglakas ng kilusang masa ng kabataan at sambayanang Pilpino at pagtatayo at paglakas ng iba’t ibang rebolusyonaryong pwersa sa hanay ng masang anakpawis sa buong kapuluan.

Pinupuri ko ang lahat ng pagsisikap, sakripisyo, at mga tagumpay ng KM bilang ligang komunista ng kabataan at bilang alyado sa balangkas ng Pambansang Demokratikong Prente ng Pilipinas. Wastong nagpatuloy ang KM sa lihim na pagkilos magmula nang pinatawan ni Marcos ang bayan ng pasistang dikatdura noong 1972. Kailangan ng sambayanang Pilipino ang mga pwersang lihim dahil sa palagiang banta ng terorismo ng estado na bunsod ng takbo ng pang-aapi at pagsasamantala at palagiang krisis at pagkabulok ng malakolonyal at malapyudal na naghaharing sistema.

Nahaharap tayong muli sa isang halimaw na kaaway na nagpapataw ng pasistang diktadura sa ating bayan. Ito ang rehimeng Duterte na sukdulan ang kataksilan, brutalidad, pandarambong at panggagantso. Dapat paigtingin ang lahat ng anyo ng pakikibaka para labanan at wakasan ang rehimeng ito. Paghusayan din ang pagtanggap ng kilusang lihim, at mga nasa hanay ng mga rebolusyonaryong nasa pinakamataas na anyo ng pakikibaka, sa mga kabataang pinagbabantaan ng teroristang estado ng arbitrayong aresto at pagkakakulong, tortyur, at pamamaslang.

Natutuwa ako na muling inilulunsad ninyo ang website ng KM kasabay ang paglabas ng bagong isyu ng Kalayaan. Mahalagang mga kasangkapan ito sa pagsisiwalat ng katotohanan, pagpapataas ng kamalayang rebolusyonaryo, at pagpapaalab ng damdaming lumaban sa kaaway at tuparin ang mga tungkulin. Karapat-dapat na gamitin natin ang lahat ng paraan upang abutin natin ang malawak na masa ng kabataan at sambayanang Pilipino. Laging hangad nating ibayong mapatibay ang rebolusyonaryong kapasiyahan at mapataas ang antas ng rebolusyonaryong organisasyon at pagkilos ng masang Pilipino.

Binabati ng PKP ang sambayanang Pilipino, partikular ang mga manggagawa at kabataan, sa araw na ito na may dalawang mahalagang makasaysayang okasyon: ang ika-157 anibersaryo ng kapanganakan ni Andres Bonifacio, lider obrero na nagsandata para ipaglaban ang pambansang paglaya at dignidad ng mga Pilipino; at ang pagkakatatag noong 1964 ng Kabataang Makabayan na naging instrumento sa pagdugtong sa armadong rebolusyon ni Bonifacio sa kasalukuyang panahon.

Ginugunita ang araw na ito sa gitna ng pandemyang Covid-19 at trahedya ng sunud-sunod na mga kalamidad. Sa nagdaang siyam na buwan, walang-kapantay ang pasakit ng sambayanang Pilipino dulot ng palpak na tugon ng rehimeng Duterte sa mga ito. Tuluy-tuloy ang pagkalat ng sakit habang lugmok at lubog na sa utang ang ekonomya at bagsak ang kabuhayan ng masa bunga ng mga patakarang mapaniil, pahirap at anti-mamamayan. Lalupang nalugmok ang milyun-milyon dulot ng nagdaaang mga sakuna at huli at kulang na kulang na tugon ng gubyernong Duterte.

Sa harap ng pagdurusa ng bayan, abala si Duterte at kanyang mga alipures sa pagnanakaw ng bilyun-bilyong pondong pangkagipitan at pag-uunahan sa pwesto at pakinabang. Walang awat ang mga pamamaslang sa maralita, magsasaka at mga katutubo sa mga gerang kontra-droga at kontra-insurhensya. Todo-arangkada ang red-tagging laban sa mga aktibista at kritiko para busalan ang mga nag-iingay laban sa kabulukan at kapabayaan ng rehimen.

Kung mayroon mang nailinaw sa nakaraang mga buwan, ito ang susing papel ng mga manggagawa at magsasaka sa paggulong ng ekonomya at lipunan. Hindi si Duterte, o kanyang mga heneral, militar at pulis, kundi ang milyung-milyong manggagawa sa mga ospital, pabrika at serbisyo, at mga magsasaka sa kanayunan, ang lumilikha ng yaman at nagpapatakbo sa ekonomya. Sila ang nasa unahan ng pag-apula ng pandemya, sa paglikha ng pagkain, pagtitiyak ng pampublikong serbisyo at mga batayang utilidad. Sa kabila nito, binabarat ang kanilang sweldo at sahod, ipinagkait ang katiyakan sa trabaho at mga benepisyo, at binabalewala ang kalusugan at kaligtasan sa mga lugar ng trabaho.

Ipinagkait ng rehimen sa kabataan hindi lamang ang kanilang karapatan sa edukasyon, kundi ang kalinga na nararapat sa kanila sa panahon ng mga sakuna. Bigo ang rehimen na ihanda ang lahat ng kailangang para sa ligtas na pagbubukas ng mga eskwelahan habang nagkumahog buksan ang mga mall, pook panturista, at mga sabungan. Labis na pagpapahirap sa mga kabataan ang palpak na pagpapatupad ng “blended” at “online learning” sa lahat ng antas. Lalong bigo itong tugunan ang mga problema sa pagtuturo at pag-aaral na bunga ng kawalan ng pondo at paghahanda ng mga ahensya ng edukasyon at eskwelahan.

Madilim ang hinaharap ng mamamayan sa ilalim ng rehimeng Duterte. Dagdag sa pagpapataw ng lalong pahirap na mga patakaran, patuloy na ginagamit ni Duterte ang pandemya para ipatupad ang mga restriksyon at para ipanaig ang kultura ng malawakang takot at disimpormasyon, kaakibat ng iskema nitong palawigin ang poder. Hamon sa sambayanang Pilipino na labanan ang panunupil at itakwil ang sindak.

Ibinubunsod ng panunupil at paninindak ni Duterte ang malawakang disgusto at hinaing. Masidhing masidhi ang pagnanais ng sambayanang Pilipino na ipamalas ang kanilang kolektibong galit at protesta. Hindi matatawaran ang malaking papel ang mga manggagawa at kabataang Pilipino sa pagbibigkis ng buong bayan at pagluluwal ng daluyong ng kilusang yayanig sa tiraniya ni Duterte.

Dapat humakbang pasulong ang mga unyong manggagawa at samahang kabataan sa landas ng pakikipaglaban para sa demokrasya at kalayaan. Dapat nilang igpawan ang mga balakid at maging malikhain upang abutin at pakilusin ang daan-daan libo o milyong mga manggagawa, kabataan at iba’t ibang sektor.

Malinaw ang bisa at lakas ng nagkakaisang manggagawa at kanilang mga unyon at organisasyon sa pakikipaglaban para sa sahod at ligtas sa paggawa. Sa pamamagitan ng sama-samang pagkilos, napagtagumpayan ng ilang unyon ang paggigiit ng bigyang-kumpensasyon ng mga kapitalista ang mga nahawa ng bayrus at nakakwarantina, libre at maaasahang testing sa mga pabrika, upisina at ospital, at dagdag na sahod at hazard pay. May mga manggagawang naigiit na kilalanin ang kanilang mga unyon at pangalagaan ang kanilang kaligtasan at kalusugan. Itinulak ng kundisyon sa ilalim ng pandemya na magbuo ng mas marami pang mga unyon at asosasyon ng mga kontraktwal para ipaglaban ang pinakaminimum na mga rekisitong pangkalusugan at pinakabatayang mga karapatan.

Patuloy ang mga kabataan sa pag-oorganisa ng kanilang hanay para palakasin ang kanilang boses sa harap ng pagbibingi-bingihan ng mga ahensya sa edukasyon. Sa kabila ng sarado ang mga kampus, nagbubuklod-buklod sila para magpalalim ng kaalaman sa lipunan at pagbabago, habang hinaharap ang mga problema na idinudulot ng napakatagal nang lockdown. Sumiklab kamakailan ang mga pagkilos na tanda ng malawakang hinaing ng mga kabataan sa mga pasakit sa pag-aaral — bulok na imprastruktura (tulad ng mabagal na internet), kawalan ng subsidyo para sa mga gadyet, kulang at mababang kalidad na mga modyul, di angkop na pamamaraan ng pagtuturo at hindi pagsasaalang-alang sa sobra-sobrang mga rekisitong akademiko. Unti-unting natitipon ang disgusto ng mga kabataang estudyante, ang kanilang determinasyong ipaglaban ang kanilang kagalingan at mga pangangailangan at ipahayag at ipamalas ang kanilang pagkamuhi sa anti-estudyante at anti-kabataang rehimeng Duterte.

Sa iba’t ibang dako ng mundo, napatunayang hindi hadlang ang pandemya sa paggigiit ng mga karapatan at kagalingan. Bagkus, ito’y pagkakataon para tipunin ang galit ng malalaking bilang ng mga tao at kumprontahin ang mga inutil na upisyal ng estado at singilin sila sa kanilang mga obligasyon sa lipunan.

Dear Fellow Activists,

As the Founding Chairman of Kabataang Makabayan, I am elated that you are launching the Kabataang Makabayan-Europe. This brings back memories of my youth when we were inspired by the revolutionary example of Andres Bonifacio and were determined to continue the national democratic revolution which he had started in 1896.

It was on November 30, 1964, when we founded the Kabataang Makabayan in Manila. It adopted the program of fighting for national independence and democracy against foreign monopoly capitalism, domestic feudalism and bureaucrat capitalism.

Since then, we have grown in strength and become a major political force in the Philippines as a result of our resolute and militant struggle against the semicolonial and semifeudal ruling system. As a comprehensive youth mass organizations, the KM aroused, organized and mobilized the high school and college students and the youth among the workers, peasants and professionals.

The KM was outstanding in waging mass struggles against the US military bases and US economic and cultural domination, the commercialization of the educational system, the attack on civil and political rights, participation in the US war of aggression against Vietnam, the brutal suppression of the demonstrations of 1969 and the First Quarter Storm of 1970, the suspension of the writ of habeas corpus in 1971 and the proclamation of martial law of 1972.

When fascist dictatorship was imposed on the Philippines, the KM excelled at revolutionary underground work, provided thousands of activists nationwide to the armed revolutionary movement, joined the National Democratic Front and stayed underground even after the Marcos fascist dictatorship was overthrown.

The NDFP and all its allied organizations, including the KM, uphold, defend and promote the civil and political rights of the Filipino youth abroad and do not violate but respect the laws of the host countries. The KM has a long history of existence in the US since the late 1960s, understandably because the overseas Filipinos have been most concentrated there.

You have always had the right to launch the KM in Europe because the NDFP has a lawful standing here and has been well known as a promoter and supporter of the self-organization of overseas Filipinos, the solidarity of the Filipino people and European people in various countries and the GRP-NDFP peace negotiations.

It is correct and highly praiseworthy that you are now launching the KM-Europe in order to focus on arousing, organizing and mobilizing the Filipino youth in Europe to uphold, defend and promote their rights and general welfare as part of the Filipino community. You must learn the needs and demands of the Filipino youth in order to serve them well.

You must understand the situation in Europe and every host country and act lawfully as you exercise democratic rights more easily than in the Philippines where the Duterte tyranny is now ruling. It is highly important that you can perform your tasks freely and fruitfully.

Your main task is to develop the KM in the interest of the Filipino youth in Europe and enable them to cooperate with the national democratic movement in the Philippines. I hope that you will be able to build national chapters as the solid base of your Europe-wide leadership.

Further on, you must develop solidarity relations with your fellow youth organizations of the host country and other guest people who are in the main migrant workers like the Filipinos. You must promote international solidarity and cooperation against all kinds of oppression and exploitation and for the benefit of the Filipino people and all peoples of the world.

I am confident that on this day you can establish a strong foundation for the Kabataang Makabayan-Europe by gathering the youth activists who are committed to the KM revolutionary tradition and program and drawing up a program which is appropriate to Europe by basing yourselves on the study of the situation and which has a clear definition of objectives, aims and tasks. I wish you the utmost success.

Mga kapwa manggagawa at mala-manggagawa,

Rebolusyonaryong Pagbati!

Kamusta ang inyong kalagayan at ang inyong pamilya sa pagharap sa pandemya? Sana’y kahit papaano ay nasa maayos at malusog na katayuan kayo at ang inyong pamilya.

Sa nagdaang mga buwan ang ating hanay ay nakaranas ng matinding kahirapan dulot ng pandemya at ng kapabayaan ng gubyerno. Marami sa atin ang pansamantalang nawalan ng pagkakakitaan at para sa ilan ay nagbabadyang maging permanente. Tampok sa mga ito ang mga maliliit na manininda, mga empleyado sa mga hotel, sa mga kainan, sa mga bus liner at iba pang establsiyemento, mga construction worker, at mga maliliit na operaytor at drayber ng mga jeep. Karamihan rin sa atin ay halos wala o kulang ang natanggap na tulong mula sa gubyerno. Binalikat rin ng ilan sa atin ang mga gastusin para sa pagpapatest at pag-aaply ng mga kinakailangang dokumento para lang makapagpatuloy sa paghahanap buhay. Ang mga manggagawa rin sa mga minahan sa ating rehiyon ay nailagay sa higit sa delikadong sitwasyon dahil sa kapabayaan ng kumpanya sa hindi pagsunod sa mga health and safety protocol at kawalan ng hazard pay para sa mga mangagawa nito.

Kasabay pa nito, atin ring hinarap ang hindi makataong pagtutuloy ng klase ng ating mga anak sa pamamaraan ng distant learning. Ang karamihan sa atin ay ipinangutang ang pinambili ng mga devices para lang hindi maiwan ng klase ang ating mga anak. Ang iba naman ay nahahatak na maglaan ng mas malaking oras sa pag-alalay sa pagsagot ng mga module ng kanilang mga anak. May ilan rin na pinili na lamang na hindi na muna pag-aralin ang kanilang mga anak.

Dagdag pa sa mga ito, nariyan pa ang mga proyektong maka-imperyalista at kontra-mamamayan na higit na magpapahirap sa ating kalagayan.

Nariyan ang patuloy na pagpapatupad ng Public Utility Vehicle Modernization Program (PUVMP) ng gubyerno sa pamamagitan ng Land Transportation Franchising and Regulatory Board (LTFRB) at ng mga lokal na pamahalaan. Sinamantala ng pambansa at lokal na pamahalaan ang pandemya upang likhain ang kundisyon kung saan mapipilitang pasukin ng mga asosasyon ng mga drayber at operaytor ang mga rekisito ng pagpapatupad ng PUVMP sa bago nitong deadline. Ang nasabing modernization program ay magdudulot ng pagkawala ng kabuhayan ng mga maliliit na operaytor at drayber at ng kanilang pamiya. Ito rin ay magdudulot ng pagmahal ng pamasahe. Wala ring katiyakan ang kaligtasan ng modernized jeep sa tereyn ng rehiyon.

Nariyan ang paggawad ng kontrata sa kumpanya ng SM upang isaayos ang pampublikong pamilihan sa syudad ng Baguio. Sigurado na ang kapalit ng modernong pasilidad ay ang pagtaas ng presyo ng bilihin at kawalan ng hanapbuhay ng mga maliliit na negosyante at manininda. Tiyak rin na ang nasabing proyekto ay batbat ng kurapsyon mula pambansa hanggang lokal na pamahalaan.

Nariyan rin ang tuloy-tuloy at sustenidong panunupil at pananakot sa mga ligal at demokratikong organisasyon. Ang lahat ng magpapahayag ng kanilang opinyon kontra sa kanilang proyekto ay babansagang terorista o mga armadong New People’s Army. Ang ganitong pananakot at paglabag sa karapatang pantao ay binibigyang pahintulot ng Executive Order no. 70 o ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) at ng Anti Terrorism Act of 2020. Isinasagawa nila ang malawakang pagpapalaganap ng maling impormasyon at ang paghahasik ng takot sa ating mamamayan upang busalan ang ating boses at huwag ng ipaglaban ang ating mga karapatan at maghangad ng isang kaayusang tunay na mayroong kalayaan at demokrasya.

Kung ating sususriin ang mga problemang ating kinakakaharap sa pang-araw araw ay ibinubunga ng tatlong batayang problema – ang imperyalismo, burukrata kapitalismo at pyudalismo. Sa mahabang panahon ay pinapasan at kinukumpronta natin ang hirap mula sa kasalukuyang kaayusan.

Natural na ibinunbunga ng kasalukuyang kalagayan, ang tunggalian ng uri. Nariyan ang mga malalaking burgesyang kumprador at panginoong maylupa na nagnanais na panatilihin ang kasalukuyang kaayusan upang patuloy na makinabang rito sa isang panig at sa kabila nito nariyan ang mamamayang Pilipino na nagananais ng pagbabago sa kaayusan na magsisilbi sa interes buong sambayanan.

Itinuturo sa atin ng kasaysayan at gaya ng ipinamalas ni Bonifacio, walang ibang landas kung hindi ang armadong paglaban upang kamtin ang bagong kaayusan. Ang mga naghaharing uri ay gumagamit buong makinarya ng estado gaya ng hukuman,armadong puwersa at iba pang instrumento upang makapagpanatili sa kanilang puwesto. Alam rin natin na hindi nila basta-basta ipagkakaloob sa atin ang ating mga karapatan at kahilingan, kung kaya ang mga ito ay mapapasakamay lamang natin sa pamamagitan ng armadong pag-agaw sa kanila ng kapangyarihang pampulitika.

Tunay nga, tayo ay hinahamon ng mahirap na kalagayang ating hinaharap. Ang ilan siguro sa atin ay mas pipiliin na unahin na alamang ang pag-asikaso sa kani-kanilang pamilya, o kaya naman ay mananahimik na lamang at pipiliting hindi makisangkot o makibahagi sa kilusang pagbabago. Subalit, nakakatitiyak tayo na ang karamihan sa atin ay higit na pipilin na makibahagi para sa pagpapabagsak sa pahirap, kurap, pasista, at pabaya na si Durterte, sa paglahok sa mga rebolusyonaryong organisasyong masa, o sa pagtangan ng armas para sa armadong pakikibaka sa halip na mamatay o magtiis na lamang sa kagutuman, kahirapan at kapabayaan ng gubyerno.

Mayroon tayong magagawa upang baguhin ang kalagayang matagal ng nagpapahirap sa atin. Maari tayong magbuo o sumali sa iba’t ibang organisasyon o asosasyon na magtutuguyod ng ating karapatan, kagalingan at kahilingan. Maari rin tayong maging bahagi ng mga lihim na rebolusyonaryong organisasyon, gaya ng KASAMA-CPDF, na naniniwala na ang tanging solusyon sa ating mga paghihirap ay ang armadong rebolusyon. Higit sa lahat, ang ating maramihang paglahok sa armadong rebolusyon sa pamamagitan ng pagsapi sa Bagong Hukbong Bayan sa kanayunan ay makakapagtulak sa pagkamit ng mga malalaking pagsulong sa digmang bayan upang agawin ang kapangyarihang pampulitika. Nasa ating mga kamay ang bukas na ating hinahangad. Nasa ating pagpapasya kung sa paano natin tatapusin ang mapang-api at mapagsamantalang kalagayan at itatayo ang bagong kaayusan.

Kung kaya sa paggunita nang sambayanang Pilipino sa ika-157 na kaarawan ni Gat Andres Bonifacio o mas kilala sa titulo na ama ng rebolusyong 1896 at bayani ng uring anakpawis, ating taglayin ang tapang at diwang makabayan ni Bonifacio upang wakasan na ang sistemang matagal ng nagpapahirap sa atin at sa milyun-milyon nating kababayan sa pamamagitan ng armadong rebolusyon hanggang sa ganap na pagpawi ng pagsasamantala at pang-aapi!

Lumahok sa Pambansang Demokratikong Rebolusyon!

Masang anakpawis, sumapi sa Bagong Hukbong Bayan!

Ipagtagumpay ang Digmang Bayan!

Itatag ang lipunang sosyalista!
