Nag­ba­lik-lan­sa­ngan ang daan-da­ang ak­ti­bis­ta ma­ta­pos ang ha­los tat­long bu­wang lockdown pa­ra tu­tu­lan ang pa­nu­ka­lang “kontra-te­ro­ris­mo” ng re­hi­meng Du­ter­te. Nag­ti­pon ang isang li­bong ra­li­yis­ta sa loob ng Univer­sity of the Phi­lip­pi­nes (UP)-Diliman sa Quezon City at iba pa sa Laguna noong Hun­yo 4 ha­bang ini­ra­rat­sa­da ang pa­nu­ka­la sa ma­ba­bang ka­pu­lu­ngan. Nag­ka­ro­on din ng mga pagkilos noong Hun­yo 5 sa Iloi­lo, Cebu Baco­lod at Bu­tu­an; at noong Hunyo 6 sa Na­ga at Le­gazpi. Ka­sa­bay din ang ma­ra­ming on­li­ne na po­rum at pro­tes­ta. Sa Ce­bu, bi­nu­wag ng mga pu­lis ang ma­pa­ya­pang pro­tes­ta ng may 40 ak­ti­bis­ta at hi­nu­li ang pi­to sa ka­ni­la.

Una nang ipi­na­sa sa Se­na­do ang Anti-Ter­ror Bill noong Peb­re­ro sa bo­tong 19 sang-a­yon at da­la­wang tu­tol. Ipa­pa­lit ito sa da­ting Hu­man Secu­rity Act at nag­la­la­man ng mas ma­sa­sa­hol na pro­bi­syon kaug­nay ng pang-aaresto nang walang man­dam­yento at pag­bi­bi­lang­go sa si­nu­mang itinuturing ng estado na “te­ro­ris­ta” o su­mu­su­por­ta sa “te­ro­ris­mo.” Ma­ri­in itong ti­nu­tu­lan ng ma­ma­ma­yan du­lot ng na­pa­ka­sak­law na de­pi­ni­syon ni­to ng “terorismo” at “terorista.” Tutol din sila sa dagdag na ka­pang­ya­ri­hang ibibigay ng pa­nukala sa mga pu­lis at sun­da­lo. Ang na­tu­rang pa­nu­ka­la ay ipi­na­lit sa mga unang ini­ha­in ng mga kong­re­sis­ta at ipi­na­rat­sa­da ni Duterte nang wa­lang pi­na­ya­gang am­yen­da. Pu­ma­sa ito sa Kong­re­so noong Hun­yo 3 sa orihinal na botong 173 sang-ayon, 31 na tu­tol, at 29 na absta­in. Dahil sa pagbaha ng pagtutol, bina­wi na ng ilang kongresista ang kanilang pangsang-ayon sa pa­nu­­kala. Ni­tong Hunyo 6, 13 kongresista ang kailangang bumaliktad pa­ra mapigilan ang pagpasa nito sa Malacañang.

Parami nang paraming mga sektor ang nanawagan para ibasura ang panukala. Nangunguna rito ang mga pambansa-demokratikong organisasyon at demokratikong partido sa mababang kapulungan. Nag­pahayag din ng pagtutol ang mga orga­nisasyon ng kabataan, abu­ga­do, mamamahayag, mga taong sim­bahan, mga uni­bersidad ng Ateneo at De La Salle, mga estud­yan­teng Moro, mga grupong sibiko, mga guro ng UP at Far Eastern University, at asosasyon ng mga pribadong paaralan. May pi­nag-i­sang pa­ha­yag na­man ang wa­long or­ga­ni­sa­syon ng ma­la­la­king ne­go­syo, ka­bi­lang ang Ma­ka­ti Bu­si­ness Club. Sa in­ter­net, lu­ma­ga­nap ang mga pa­na­wa­gang #Junk­Ter­ror­­Bill­Now at “Activists are not Ter­ro­rists” (Ang mga aktibista ay hindi terorista) sa ha­nay ng mga ar­tis­ta sa telebisyon at pelikula, musikero, at­le­ta at iba pang per­so­na­li­dad. Nag­paa­bot din ng kri­ti­sis­mo ang Hu­man Rights Watch, ka­sa­bay ng United Nations Hu­man Rights Office pag­ka­ta­pos nitong ilabas ang ulat hinggil sa kalunus-lunos na ka­la­ga­yan ng ka­ra­pa­tang-tao sa Pi­li­pi­nas noong Hun­yo 4.

Hindi na nakagugulat ang “sus­pen­syo­n” ni Rod­ri­go Du­ter­te sa ter­mi­na­syon ng Vi­si­ting Forces Agree­ment na pi­nir­ma­han ni­ya noong Peb­re­ro 14.

Noon pa man, ba­tid nang hin­di ito itu­tu­loy. Nais la­mang ni Du­ter­te na dag­da­gan ng US ang pon­do at ar­mas na ibi­ni­bi­gay ni­to sa kan­yang re­hi­men. Iniat­ras ito ni Du­ter­te ma­ta­pos pi­na­ya­gan si­ya ng US na bumi­li ng ba­gong mga he­li­kop­ter, mi­sayl at iba pang kaga­mitang mi­li­tar na nag­ka­ka­ha­la­ga ng P75 bil­yon.

Ang pag-atras ng pagbaba­sura sa VFA ay ka­rug­tong sa kag­ysat na mga pla­no ng US na lalupang pala­kasin ang pre­sen­sya ni­to sa South Chi­na Sea at ga­mi­tin ang Pilipinas bi­lang ba­se ng ope­ra­sy­on. Ito ay sa ha­rap ng pa­pa­ig­ting na mi­li­ta­ris­mo ng Chi­na at pag­ha­han­da ng US pa­ra sa ge­ra.

Habang nakapokus ang ma­ra­ming bansa sa pag-apula sa pandemyang Covid-19, abala naman ang US sa pagpapaigting sa presensya nito sa South China Sea sa nakaraang tatlong buwan. Noong Abril, dalawang beses itong nagpalayag ng malalaking warship sa karagatan. Regular din itong nagpapalipad ng mga jet fighter. Noong Mayo, nagsagawa ito ng pagsasanay militar, kasama ang mga tropa ng Australia, sa lugar.

Pinasabugan ng granada ng Bagong Hukbong Bayan (BHB)-Bukidnon ang mga elemento ng First Bukidnon Police Mobile Force Company na nagbabantay ng tsekpoynt sa Barangay Cabulohan, Cabanglasan noong Hunyo 1. Dalawang pulis ang nasugatan sa opensiba.

Kinabukasan, pinasabugan ng isa pang yunit ng BHB ang rumespondeng mga pulis sa insidente.

Katuwang ng mga sundalo ang mga pulis sa pagkukurdon at panggigipit sa mga magsasaka at Lumad sa mga barangay ng Cabanglasan. Sila ang nagbabantay sa mga tsekpoynt na humaharang sa bumibyaheng mga residente palabas at papasok ng mga barangay para bumili ng pagkain at magbenta ng mga produktong agrikultural. Kinukumpiska nila ang ilang bilihin na diumano’y suplay ito ng BHB. Nagdulot ang tsekpoynt na ito ng hirap at takot sa mga residente.

Sa Malaybalay City, inambus ng isang yunit ng BHB-Bukidnon ang nag-ooperasyong mga sundalo ng 8th IB sa Sityo Bendum, Barangay Busdi, Malaybalay City noong Mayo 19. Dalawang sundalo ang napatay at tatlo ang nasugatan.

Sa Palawan, pinaputukan din ng isang yunit ng Bienvenido Vallever Command ang detatsment ng 18th Special Forces Company sa Mantayog Falls sa Barangay Bunog, Rizal noong huling linggo ng Mayo.

Responsable ang yunit militar sa panggigipit at paghamlet sa halos 100 pamilya ng katutubong Palaw’an sa tabing ng pagtugon sa Covid-19. Mahigpit na kinokontrol ng militar ang kilos ng mga residente sa komunidad. Nangunguna rin ang mga sundalo sa mga anti-sosyal na aktibidad na umaabot maging sa kalapit na mga komunidad.

Sa utos ni Rodrigo Duterte at ng kanyang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), niratsada ng mga alipures ng rehimen ang pagsasabatas sa Anti-Terror Bill nitong nagdaang ilang araw. Nakahain na ito para pirmahan ni Duterte.
Sa pamamagitan ng Anti-Terror Bill, magiging ganap na ang batas militar ni Duterte, kahit hindi ito pormal na dinedeklara. Ilalagay nito sa kanyang kamay ang malawak na kapangyarihan para isailalim sa pagmamanman, arestuhin at matagalang ikulong ang sinumang tukuyin niyang “terorista.”

Lalong palalakasin ng panukalang ito ang pagsupil sa mga organisasyon at indibidwal na matagal nang pinag-iinitan ni Duterte at ng AFP na “CPP/NPA supporter” dahil sa walang-sawa nilang paglantad, pagbatikos at paglaban sa korapsyon, pasismo at pagkapapet sa mga dayuhan, at dahil sa kanilang pagtatanggol sa demokratikong interes ng bayan. Pinakabulnerable sa batas na ito ang masang manggagawa at maralita, at ang masang magsasaka, mga Lumad at Moro na pinakamalimit dumanas ng pang-aabuso ng kapangyarihan ng mga sundalo at pulis.

Suklam na suklam ang taumbayan kung papaanong inapakan ng mga alipures ni Duterte ang mga proseso sa kongreso upang madaliang ipasa ang Anti-Terror Bill na hindi na nirerepaso at inaamyendahan. Sukang-suka sila na inuna pa niya ito at binalewala ang mga panawagan ng bayan para sa libreng mass testing at iba pang hakbanging medikal sa harap ng pandemyang Covid-19.

Ang Anti-Terror Bill ay ipinamadali ni Duterte at ng kanyang hunta na binubuo ni Delfin Lorenzana, Eduardo Año at Hermogenes Esperon, pawang mga dating upisyal militar at mga utusan ng imperyalismong US. Layunin nilang konsolidahin ang pasistang paghahari sa harap ng malawakang gutom, paghihirap at kumukulong galit ng sambayanan sa militarista at palyadong pagharap ng rehimeng Duterte sa Covid-19. Nais ni Duterte ng karagdagang mga kapangyarihang batas militar upang sindakin at patahimikin ang bayan pero takot siyang tahasan itong ideklara sa pangambang pasisiklabin nito ang ibayong galit at protesta.

Ang pagmamadaling isabatas ang Anti-Terror Bill ay bahagi rin ng pakikipagtawaran sa gubyernong US, kapalit ng kasunduan para makabili si Duterte at ang AFP ng bagong mga helikopter, mga kanyon, rocket, misayl at iba pang mga sandata. Kaakibat din nito ang pagsuspinde nitong Hunyo 2 ng pagbabasura sa Visiting Forces Agreement alinsunod sa rekomendasyon ng kanyang mga upisyal militar para bigyang daan ang pagpasok ng mga barko at sundalong Amerikano sa Pilipinas, bilang bahagi ng patuloy na pagsuporta ng US sa brutal na kontra-insurhensya at gerang panunupil ng AFP.

Sa mga nagdaang taon, baha-bahagi nang inilatag ni Duterte ang rehimeng batas militar sa pamamagitan ng 950-araw na batas militar sa Mindanao, Memorandum Order 32, Executive Order 70 na nagtayo sa NTF-ELCAC, at kamakailan, ang pag-angkin ng tinaguriang “emergency powers” laban diumano sa Covid-19.

Nais niyang kaagad na maisabatas ang Anti-Terror Bill upang tuluyang pagtibayin ang pasistang kaayusan na matagumpay niyang naipataw sa pamamagitan ng militaristang lockdown sa Covid-19 at palawigin sa ilalim ng “bagong normal” ang mga tsekpoynt, paghihigpit at pagkontrol sa populasyon. Ginagawa ito sa tabing ng pagpigil sa pandemya pero katunaya’y nagsisilbi sa pagpapalakas ng militaristang paghahari at pagsulong ng iskema para itatag ang pasistang diktadura.

Nilalaman ng Anti-Terror Bill ang sadyang malalabo at lubhang masaklaw na pagpapakahulugan sa “terorismo” at “pagsuporta sa terorismo” upang magsilbing malawak na lambat para iarya sa sambayanang Pilipino at sa kanilang mga demokratikong pwersa. Binibigyan nito ng kapangyarihan ang militar at pulis na ikulong nang 14-24 araw ang sinumang isakdal nilang “terorista” kahit walang mandamyento at walang kaso, taliwas sa saligang karapatan sa writ of habeas corpus. Malala pa, inalis nito ang anumang pananagutan ng militar o pulis na tiyak na magreresulta sa ibayo pang pag-abuso sa kapangyarihan.

Sa nagdaang mga taon, kaliwa’t kanan ang pagparatang ng AFP at PNP sa mga organisasyon, kritiko at personahe bilang mga “communist front” o sumusuporta o naka-ugnay sa Partido Komunista ng Pilipinas at Bagong Hukbong Bayan. Sila ay mga panatikong anti-komunista na pula ang tingin sa sinumang makita nilang naninindigang magtanggol sa interes, kapakanan at karapatan ng mga inaapi at pinagsasamantalahan. Pasasahulin ito ng ipinasang panukala.

Ginagamit ni Duterte ang “anti-terorismo” para lokohin at ipatanggap sa mamamayan ang mga mapanupil na batas na sisikil sa kanilang saligang mga karapatan. Sa nagdaang mga taon, pinalalabas ng mga pasista na ang mga komunista, rebolusyonaryo at maging ang mga aktibista ay mga terorista, samantalang ang mga komunista, tulad ng lahat ng naninindigan para sa demokrasya, ay kabilang sa pinakamilitanteng kalaban ng paggamit sa terorismo para sindakin at takutin ang mamamayan.

Sa aktwal, ang pinakamalaking terorista ngayon sa Pilipinas ay walang iba kundi si Duterte mismo na nag-utos ng pagpatay sa ilampung libo sa pekeng drug war at nag-utos ng pagwasak sa Marawi City. Siya ang nag-utos sa pulis at militar na isagawa ang mga reyd sa mga baryo at pagmasaker sa mga magsasaka. Siya rin ang nag-utos sa malawakang pang-aaresto, okupasyon ng mga barangay, paggamit ng mga helikopter para sa teroristang pambobomba at iba pang pasistang krimen.

Hawak ang absolutong kapangyarihan, asahan na kay Duterte ang mas malala pang mga anyo ng korapsyon, ganap na pagsuko ng soberanya sa imperyalismong US at China, paglubog ng bansa sa utang, pagpataw ng dagdag na buwis, pagpako sa sahod, pagpabor sa dayong mga kapitalista, pagwaldas ng pondo para ipambili ng mga fighter jet, helikopter at mga bomba, at pagpataw na mas malalala pang patakarang neoliberal na ibayong magpapahirap sa sambayanang Pilipino.

Apoy ng malawak na galit ng sambayanan ang sinindihan ni Duterte sa pagtulak nito ng Anti-Terror Bill sa gitna ng pandemyang Covid-19. Ang pasismo at korapsyon ng rehimen sa nagdaang mga buwan—mula sa hindi pangkalusugang militaristang lockdown hanggang sa pagpapatigil ng operasyon ng ABS-CBN, ang pag-aresto ng mga kritiko at mga drayber ng dyip, pambobomba sa mga komunidad sa kanayunan, pag-aresto sa mga tsekpoynt at malupit na pagparusa sa ilampung libo, sa pagpatay sa lider-maralitang si Carlito Badion, ang maanomalyang pagbili ng mga gamit pangkaligtasan at kagamitang sobra ang patong sa presyo at pagdambong sa bilyun-bilyong pondo sa panahon ng emergency—ay lalupang lalala oras na pirmahan ni Duterte ang Anti-Terror Bill.

Hinihikayat ng Partido ang lahat ng demokratikong sektor—ang mga manggagawang pangkalusugan, mga drayber, kababaihan at mga bata, mga taong-midya, mga artista at manggagawang pangkultura, mga guro at kawani ng pamahalaan, mga kabataan at estudyante, mga personalidad sa telebisyon at sine, maliliit na propesyunal, taong-simbahan at lahat ng manggagawa, magsasaka, maralitang lungsod at walang hanapbuhay—na magkaisa at tipunin ang lahat ng kanilang hinaing at paninindigan.

Natutulak ang sambayanang Pilipino na kumilos. Dapat nilang igiit at ipagtanggol ang kanilang mga karapatan bago ito tuluyang ipagkait ng pasistang rehimen. Dapat mag-organisa ang bayan. Dapat igiit nila ang kalayaan ng midya at ang karapatan sa pamamahayag. Dapat silang lumaban at puspusang magprotesta.

Dapat silang kumilos sa kanilang mga kampus at komunidad, sa mga pabrika at upisina, sa mga simbahan at parke, at ipagtanggol ang mga iyon bilang sona ng kalayaan, kung saan nila maaaring ipunin ang lakas ng bayan. Dapat mabilis nilang ihanda ang kanilang hanay, imulat ang buong bayan, pagtibayin ang kanilang determinasyon na makipagbuno sa anti-demokratikong mga pwersa ng rehimen hanggang maibasura ang Anti-Terror Bill o hanggang mapatalsik si Duterte.

CAMP SIONGCO, Maguindanao – A total of 71 New People’s Army (NPA) members, militiamen, and mass-base supporters withdrew their support to communist terrorist group yesterday (June 3) and took their oath of allegiance to the government at Sitio Kiwag, Barangay Salansang, Lebak, Sultan Kudarat.

Out of the 71, 3 were regular NPA members, 8 were members of Yunit Militia, and 60 were mass base supporters. All were affiliated to the West Daguma Front of the Communist Terrorist Group (CTG) undermining the peace and order situation in Sultan Kudarat. Majority of them are Indigenous People (IP) who were victims of the CTG’s deceptive recruitment.

Accordingly, they were recruited by Leon Tacduro a.k.a. Paeng, who was the head of Regional Peasant Bureau of Far South Mindanao Region and education head of Sub-Regional Command (SRC)-Daguma. Paeng was previously arrested by the combined government forces of 6th Infantry Battalion and Lebak Municipal Police last March 16, 2020 at Sitio Kipopo of Barangay Keytodak.

“The IPs were totally unaware of Paeng’s true nature when they were blindly recruited to be part of the politico-military-structure of NPA in Lebak until they were alarmed after his arrest. This is the very reason of their voluntary withdrawal of support from the group and sworn their allegiance to the government for them to live normally and peacefully,” said 6th IB Commanding Officer, Lt. Col. Clairemont Pinpin.

“This attest that the apprehension of Paeng greatly affected the operations of the SRC-Daguma as their mass supporters were redirected and their plans on establishing mass bases were revealed and hampered,” Lt. Col. Pinpin added.

The activity was witnessed by Sultan Kudarat Peace and Order Council Chairman Booy Bevelyn Zapanta, Lebak Mayor Frederick Celestial, Sultan Kudarat Board Member Joseph Ortiz, National Commission on Indigenous People Provincial Officer Timuey Macapanto Manamba, Indigenous Peoples Mandatory Representative Florencio Apang, and Barangay Chairmen of Salangsang and Keytodak.

“You just made a great decision to abandon the NPA for the good of your families. There’s no future in joining in their organization and that living in peace and harmony is still the best of all,” Mayor Celestial said while addressing the IPs.

Commander Joint Task Force Central, Maj. Gen. Diosdado C. Carreon expressed his appreciation in the recent addition to the accomplishments of JTFC as the 71 who withdrew their support is a big blow to the communist terrorist group operating in the area.

The local government of Lebak provided them with initial assistance courtesy of Department of Social Work and Development and farm equipment to start anew in their communities.

Camp General Manuel T Yan Sr., Mawab, Davao de Oro- A minor female NPA who was wounded during an encounter between government troops and communist terrorists under CTG’s Southern Mindanao Regional Committee (SMRC) was saved by troops in Bukidnon, Friday, June 5, 2020.

The 30-minute encounter transpired in Sitio Pinanubuan, Barangay Sinuda, Kitaotao Bukidnon at about 5:00PM when troops of 3IB acted on reports from the civilians on the presence of an undetermined number of armed group conducting extortion activities.

While clearing the area, the troops rescued a wounded 17 year old female NPA supply officer who was left behind to bleed to death in the encounter area by her fellow NPA cadres.

Recovered from her possession are an Improvised Explosive Devise (IED) and a hand grenade.

Alias Nina studied her combatant skills in the main campus of Salugpongan Ta’tanu Igkanugon Learning Center at Sitio Nasilaban, Barangay Palma Gil, Talaingod, Davao del Norte sometime in 2018, when she was still 15 years old. “Gitudluan kami sa pakig-gyera sa militar, naga apil pud ko og formation hantud nga gitudluan kami og ayad (Immediate action drill or IAD)”, she added.

The experience of alias Nina only proves that the salugpongan schools are being used to train npa combatants. They are not designed to be IP schools at the rural areas.

Meanwhile, 10ID leadership lauded the troops of 3rd Infantry Battalion for adherence to the comprehensive agreement on the respect for human rights and international humanitarian law.

Said NPA was immediately given medical first aid by troops before bringing her to German Hospital in Buda, Marilog and was later transferred to Southern Philippine Medical Center for medical treatment. She is now in stable condition.

CAMP MONTECLARO, Miagao, Iloilo – The Army’s 61st Infantry (Hunter) Battalion while conducting combat operation in Brgy Curocuan, Igbaras, Iloilo encountered more or less 10 NPA terrorists at 2 o’clock in the afternoon on Saturday, June 06, 2020.

The combat operation was prompted after receiving reports from concerned civilians of the presence of NPA terrorists roaming in the area and have plans to conduct sabotage operations targetting the equipment and facilities of Century Peak Energy Corporation (CPEC) based in Igbaras, Iloilo. The terrorists are believed to be members of Southern Front, KR-Panay led by Melgar BESMANOS @ MAR who are known to be notorious in extortion activities and killings of innocent civilians.

Ltc Joel Benedict G Batara, Commanding Officer 61IB applauded the vigilance of the civilian populace and boldness of operating troops which resulted to the recovery of one (1) M16 Rifle, various ammunitions and magazines, one (1) bandolier , one (1) NPA Flag, medical supplies, food packs, assorted propaganda materials and other personal items. There was no casualty on government troops while a number wounded terrorists as evident in the blood marks that was seen in their withrawal route.

“These NPA terrorists were already declared Persona Non Grata by the people of Igbaras because of their attrocities which hamper peace and development. They can freely roam around this area and its neighboring towns only if they surrender and go back to the folds of the law”, Batara said.

Meanwhile, Col Marion R Sison, Commander 301st Infantry (Bayanihan) Brigade said “Let us continue to safeguard our communities, our homes, and our children from the communist virus, the real virus of the society.

The Bayanihan Troopers are grateful for the trust and for the vital information given by the populace in Igbaras. Their support is a clear manifestation of their opposition to the deceptions of the Communist NPA terrorists.

Also, I am proud of the performance of the 61IB who continue to showcase a high level of professionalism in the performance of their duties, despite having been away from their own families.

MARAMAG, Bukidnon – The 88th Infantry “Maringal” Battalion, Philippine Army with Central Mindanao University (CMU) and 524 Engineering Construction Battalion, facilitated the improvement of Farm to Market Road in BTL community of Barangay Dologon, Maramag, Bukidnon.

On 16 May 2020, a rehabilitation was started for the 11.5 kilometers road in the said area. This is the first road improvement of the community after more than three (3) decades of conflict between the CMU and BTL formally ended through a localized peace initiative.

Furthermore, the CMU President also stated that the university in partnership with different LGUs and AFP will facilitate the establishment of a potable water system as well as other development programs in BTL. He also engaged the Department of Agriculture of Region X to have free access to Farm/Rice Mechanization Program for BTL to help their farmer members lower the production cost and post-harvest losses.

Mr. Winnie L. Loable, President of BTL, expressed his sincere gratitude to the CMU and the Philippine Army for the ongoing road rehabilitation and also for bridging peace and development in their community.

Lt. Col Franklin F Fabic Commanding Officer of 88IB said, “To the BTL members, the 33 years of struggling has ended. You can now live normally with no worries about the future of your children. Let this be the start of the improvement as you welcome the government efforts in your area. To the CMU, we are very thankful for being our partner in achieving lasting peace and sustainable development in our area.”

The BTL organization was a former umbrella of leftist organizations that support the CPP-NPA-NDF. The community has already denounced its ties with the said terrorist organization after the successful area clearing from communist terrorists’ influence by the 88IB troopers through the Community Support Program.

In his statement, Dr. Jesus Antonio G. Derije, President of CMU said, “With our sincere aim to harmonize and actualize a win-win solution to the 33-year long-drawn-out conflict between CMU and Informal Settlers, moreover, to form part of CMU’s social responsibility, a Memorandum of Agreement (MOA) and an Inter-Local Agency Partnership Agreement (ILAPA) were initiated and actualized. The MOA on Inclusive Development and Sustainable Peace between CMU and Bukidnon Free Farmers Agricultural Laborer Organization. (BUFFALO), Tried Agricultural Movers Assoc. of Rural Active Workers (TAMARAW), Land Tiller Inhabitants of Musuan (LIMUS), or popularly known as ‘BTL’ was formalized last February 11, 2020. Moreover, the ILAPA between CMU and 524ECB, 52nd Engineering Brigade Philippine Army for the conduct of projects for the benefit of communities influenced and threatened by the CPP-NPA-NDF formalized last May 15, 2020. These two agreements aim to guarantee peaceful and effective implementation of programs as stipulated in EO 70 of President Duterte.”

The Philippine Army’s 61st Infantry Battalion (61 IB) was able to thwart an attack by the New People’s Army (NPA) on a hydro-power plant in Igbaras, a town in southern Iloilo province.

This was after government troops clashed Saturday with 10 NPA rebels in Curocuan, a village neighboring the village where the hydro-plant of Century Peak Energy Corp. (CPEC) is located.

Lt. Col. Joel Benedict Batara, 61 IB commander, said there was an exchange of gunfire until the NPA rebels withdrew.

No government troops were injured, but there may be wounded NPA rebels as there was a trail of blood marks at the encounter site.
Recovered were an M16 rifle, ammunition, an NPA flag, food items, medical supplies, slippers, leaflets, and other supplies.

Batara reiterated that the Igbaras local government has already declared the NPA rebels as persona non grata with their attacks on civilians and business establishments.

The NPA previously raided CPEC’s hydro-power plant when it was still under construction. In that 2018 incident, a female employee was injured.

The Communist rebels were believed to be members of NPA’s Southern Front in Panay Island. Their leader Melgar “Mar” Besmanos has been linked to murder of civilians and extortion activities.

A teenage girl suspected to be a member of the New People’s Army (NPA) who was supposedly left bleeding to death by her comrades after a fierce encounter with the military in Kitaotao, Bukidnon has been saved by the troops, a military report revealed Sunday.

Alias Nina, 17, was rescued by soldiers from the 3rd Infantry Battallion (3IB) during a clearing operation in Sitio Pinanubuan in Barangay Sinuda last Friday.

According to a report from the 3IB, the soldiers had just encountered suspected NPA rebels belonging to the Southern Mindanao Regional Committee (SMRC) when they found the wounded suspect, who was hit in the left thigh and lower right leg.

The troops responded to reports from civilians about the presence of an armed group which was allegedly conducting extortion activities in the community.

A gunbattle ensued between the troops and the suspects which lasted for 30 minutes. The suspects fled after being overpowered by the troops, which led to the rescue of Nina.

“It’s a miracle that she was found by our forces. An hour late could have been fatal as she could have died due to loss of blood,” said Lieutenant Geneneral Jose Faustino, commander of Eastern Mindanao Command (EastMinCom).

According to the military report, Nina was a supply officer for the SMRC.

Nina allegedly studied combatant skills in the main campus of a local learning center in her hometown in Talaingod, Davao del Norte sometime in 2018, when she was still 15 years old.

“We were taught to fight against the military. We learned basic formation until we were taught proper fighting techniques through immediate action drills (IAD),” Nina told her rescuers in her native tongue.

Nina was given medical first aid by troops before she was brought to German Hospital in Buda, Marilog, Davao City.

She was eventually transferred to Southern Philippine Medical Center for further treatment where she was declared in stable condition.

Troops recovered from her possession an improvised explosive device (IED) and a hand grenade.

Lt. Col. Clairemonth Pinpin, Sixth Infantry Battalion (6th IB) commander, said the surrenderers belonged to the NPA-sub-regional command-West Daguma Front under commander Leon Tacduro, who was earlier arrested by security forces in Barangay Keytodak, Lebak.

He said the NPA surrenderers were mostly Manobo tribesmen, and were recruited by Tacduro as local militiamen and mass supporters of the NPA Communist rebel group in the hinterland villages of Barangay Salansang, Lebak town.

“The NPA local command had splintered after the arrest of Tacduro which prompted several NPA rebels to surrender,” Pinpin said

Lebak Mayor Frederick Celestial welcomed the surrenderers who opted to avail of the peace and development initiatives under the Comprehensive Local Integration Program (CLIP) of the local government.

“You made the right decision to abandon the Communist underground group, and reunite with your respective families for the sake of peace and reconciliation,” Celestial told the NPA surrenderers.

He said the local government will be providing the surrenderers livelihood assistance and farm equipment.

The anti-terrorism bill will contribute to the growth of the New People’s Army in Negros, rebel spokesman Ka Juanito Magbanua said yesterday.

The continuing threats against democratic forces, youth, intellectuals and ordinary masses, will force them to join the NPA, Magbanua, who is the spokesperson of the NPA Apolinario Gatmaitan Command, said in a press statement.

The anti-terrorism bill, that was approved by the House of Representatives on third and final reading, met strong opposition from several groups, including some Church leaders.

The claims from the military that the anti-terrorism bill should not be feared is not true, said Magbanua, who pointed out that there is no single provision in the proposed law that favors the interest of the people.

He said he also anticipates widespread human rights violations, Red-tagging, illegal arrests, and death threats against activists and government critics because of the proposed anti-terrorism law.

The Department of the Interior and Local Government maintained that the proposed anti-terrorism bill is not anti-human rights and, in fact, seeks to protect the rights of innocent people from terrorists.

Contrary to the claims of critics, DILG Secretary Eduardo Año said in a statement that the Anti-Terrorism Bill seeks to finally stamp out terrorism in the country.

“The people have nothing to fear from this bill; it is only the terrorists and their supporters who should fear it," Año said in a statement.
He added that the bill is a bold and timely upgrade in government arsenal against all forms of terrorism, whether from communist-terrorists or violent extremists, that have been plaguing the country for so many years.

The Ata-Manobo tribe has authorized the military to use its 41.75 hectares of the ancestral domain in Malabog as a model site for development.

Lt. Col. Ezra Balagtey, the Eastern Mindanao Command spokesperson, said the usufruct signing was conducted at the headquarters of Eastern Mindanao Command in Panacan, Davao City.

The parcel is intended for the use of AFP in pursuing and sustaining peace in the hinterlands of Davao City for the benefit of the indigenous community.

The usufruct was signed by five tribal leaders of Paquibato District and Gen. Felimon Santos Jr., the chief of staff of the Armed Forces of the Philippines, and witnessed by Lt. Gen. Jose Faustino Jr., MGen Reuben Basiao of the 10th Infantry Division, Atty. Roger Baay of Peace 911, and Jessilito Areja, the Malabog barangay captain.

“After establishing the camp, number two we could use the land as sample how to organized the people in Paquibato and make their livelihood,” Santos said.

He also visited the soldiers to boost their morale and also received a briefing on the current fight against COVID-19. Santos was received by the division, brigade, and battalion commanders.

ZAMBOANGA CITY – A member of the Philippine Military Academy Class 1989 has taken over as the new regional police chief in Western Mindanao, replacing Brigadier General Froilan Quidilla, who has retired at age 56.

Brigadier General Jesus Cambay Jr. was previously the Deputy Regional Director for Administration and Deputy Director for Operations in Western Visayas, and was largely credited for the 2018 peaceful and orderly rehabilitation of Boracay Island as commander of the 600-strong Metro Boracay Task Force helping the Department of Environment and Natural Resources.

He was also awarded during last year’s 118th Police Service Anniversary for his effort in the six-month Boracay rehabilitation program ordered by President Rodrigo Duterte.

Cambay, a native of the small Ifugao town of Lagawe, also served as the Director of Philippine National Police (PNP) Intelligence Group in March this year, according to Major Helen Galvez, a regional police spokeswoman.

Galvez said Cambay’s new designation has been approved by PNP Chief, General Archie Francisco Gamboa upon the recommendations of the PNP Senior Officers Placement and Promotion Board.

“As the Regional Director, Brigadier General Cambay will lead the 8,000-strong men and women of the police command covering the provinces of Zamboanga del Sur, Zamboanga del Norte, 

Zamboanga Sibugay, and the cities of Isabela and Zamboanga,” Galvez said. (Zamboanga Post)
