Nagbabadya ang malawakang kasalatan sa pagkain sa National Capital Region at buong bansa. Marami na sa mga magsasaka at komersyante ang nalulugi dulot ng mga restriksyong ipinataw ng militaristang lockdown ng rehimeng Duterte. Marami na ang nagsabing mapipilitan silang tumigil ng produksyon. Tiyak na lalupang hihirap ang kalagayan ng mamamayan sa harap ng pahayag ng rehimen na palalawigin pa nang hanggang Abril 30 ang lockdown.
Kulang na kulang na ang mga produktong agrikultural na nakapapasok sa National Capital Region mula nang ipataw ang lockdown. Walang dahilang hinaharang sa mga tsekpoynt ang mga trak na nagdadala ng gulay at karne. Taliwas ito sa deklarasyon ng rehimen na hindi haharangin ang mga sasakyang nagdadala ng kinakailangang pagkain at kargamento.
Sa unang mga linggo, tone-toneladang gulay ang naiulat na itinapon na lamang ng mga magsasaka o hindi kaya’y ipinakain sa mga hayop. May ulat din na maraming magsasaka ang natulak na ibenta ang kanilang produkto sa napakababang halaga. Halimbawa nito ang petsay na ibinibenta na lamang nang P3/kilo gayong nasa P60/kilo ito sa nakaraan.
Pinakalugi ang mga magsasaka ng Benguet at Mountain Province, ang mga prubinsyang pangunahing nagsusuplay ng gulay sa Metro Manila. Dati na silang nagdurusa sa napakababang presyo ng pagbili ng kanilang mga produkto. Ngayon, itinigil na ng maraming negosyante ang pagbili dahil hindi nila maihatid sa mga palengke ang mga ito. Malaking bahagi na ng kanilang ani ang natambak at hindi naibenta. Maliit na bahagi lamang nito ang kinakayang bilhin ng mga lokal na gubyerno.
Apektado rin sa lockdown ang mga negosyante sa pagmamanukan (poultry) sa Central Luzon at Calabarzon na pinagmumulan nang halos kalahati ng kabuuang suplay ng manok at itlog sa buong bansa. Hindi rin nila maibyahe at maibenta ang kanilang mga produkto. Dahil natatambak ang mga ito, artipisyal na tumataas ang suplay sa nasabing mga rehiyon na dahilan ng pagbaba ng presyo ng kanilang mga produkto.
Ayon sa mga negosyante, bumagsak tungong P30-P50/kilo ang presyo ng manok na mas mababa pa sa tinatayang P70/kilong gastos nila sa produksyon. Sa kabilang banda, tumaas naman ang presyo nito sa mga pamilihan sa Metro Manila bunsod ng limitadong suplay. Sa pinakahuling ulat, umabot na sa P160/kilo ang abereyds na presyo nito sa Metro Manila, mas mataas nang P30 sa itinakdang presyo na P130/kilo. Daing din ng mga negosyante na nabubulok na lamang ang mga itlog ng manok dahil hindi sila makabenta.
Dagdag pa rito, mahigit 800 container van na naglalaman ng inangkat na mga gulay, prutas, karne at suplay medikal ang nakatambak lamang at hindi mailabas sa mga pantalan ng Maynila.
Samantala, nagbanta ang multinasyunal sa mga export-processing zone na ilipat ang kanilang mga operasyon sa ibang bansa kung hindi sila papayagang magbukas at mag-opereyt. Hinihikayat nila ang rehimen na pahintulutan ang limitidong operasyon ng kanilang mga pabrika. Gayunpaman, wala silang inialok na pondo o ipinahayag na mga hakbang pangkaligtasan at nararapat na kumpensasyon para sa smga manggagawa. Bahagi ng lockdown ang pagtigil sa operasyon ng kalakhan ng mga pagawaan sa mga engklabo.

Nangunguna sa laban sa pandemyang Covid-19 ang tinatawag na mga frontliner—ang mga manggagawang gumagampan ng delikadong mga tungkulin sa pag-aasikaso sa mga pasyenteng nahawa ng sakit. Sila ang mga duktor, nars, teknisyan at iba pang mga manggagawang pangkalusugan. Para makagampan ng maayos ng kanilang mga tungkulin, inilinaw nila ang kanilang kagyat na mga pangangailangan, gayundin ang kanilang makatarungang mga kahilingan.
Panguhanin dito ang kagyat na pagbibigay ng gubyerno ng mga personal protective equipment (PPE) ng mga manggagawang pangkalusugan. Binubuo ang PPE ng kasuotan, helmet, face shield at iba pang gamit na nakadisenyo para protektahan ang nagsusuot nito laban sa impeksyon. Ang kakulangan nito sa mga ospital ang pinakamatingkad na peligrong kinakaharap ng mga frontliner. Ayon sa Alliance of Health Workers, 26 na manggagawang pangkalusugan na ang nagpositibo sa sakit sa Maynila pa lamang dahil sa kakulangan ng PPE. Hindi bababa sa 12 duktor na ang nahawa at namatay sa sakit.
Kaugnay nito, hiling din ng mga frontliner ang libre at kung kinakailangan, regular na pag-eksamen sa mga manggagawang pangkalusugan.
Dapat ding mag-empleyo at magsanay ng mga regular na manggagawang pangkalusugan upang gumamot sa mga pasyente. Noong 2018, 47% sa mga baryo sa buong bansa ang walang lokal na sentrong pangkalusugan. Kung mayroon man, walang garantiya na may madaratnang duktor o nars na mag-aasikaso sa mga dudulog na pasyente. Lubhang napakalayo ng tumbasang isang duktor sa bawat 33,000 pasyente kumpara sa internasyunal na pamantayan na isang duktor sa bawat 1,000 pasyente. Sa kaso naman ng akomodasyon ng mga pasyente, hindi pa umaabot sa 10 kama sa mga ospital ang nakalaan sa bawat 10,000 indibidwal.
Mula dekada 1980 ay hindi pa umabot sa 5% ng gross domestic product ng bansa ang inilalaan ng gubyerno sa badyet pangkalusugan. Sa kaso ng Research Institute for Tropical Medicine (RITM), binawasan pa ang badyet nito nang 57% noong 2017. Ang RITM ang nangunguna sa pag-eksamen ng mga may sintomas ng Covid-19.

Hindi lamang kulang, kundi sadyang limitado, ang ipinamamahaging P200-bilyong ayudang pinansyal ng rehimeng Duterte. Ito ang lumalabas sa unang bugso ng pamamahagi ng rehimen ng P5,000-P8,000 ayuda para ibsan ang gutom at hirap na dulot ng militaristang lockdown. Para magkasya ang badyet, nagtakda ang rehimeng Duterte sa lokal na mga gubyerno ng “kota” o kung ilang pamilya lamang ang makatatanggap ng ayuda.
Sa Valenzuela, limitado sa 95,000 pamilya ang mabibigyan ng ayuda. Mahigit kalahati (61%) lamang ito sa kabuuang 155,000 pamilyang nakatira sa syudad. Reklamo ng meyor dito kung paano itinakda ng DSWD ang mga benepisyaryo at kung paano mabubuhay ang 60,000 pamilyang hindi mabibigyan ng ayuda.
Sa ibang mga syudad sa National Capital Region (NCR), wala pa sa kalahati ng kabuuang bilang ng mga pamilya ang mabibigyan ng ayuda. Sa Manila, 185,000 lamang ang naitalang bibigyan (43%) gayong nasa 435,237 ang mga pamilya rito. Sa Parañaque, 77,764 (o 49%) lamang sa 160,000 pamilyang nakatira rito ang mabibigyan.
Mas malala ang kalagayan sa mga prubinsya labas sa NCR. Nagkakandarapa ngayon ang mga lokal na upisyal na punan ang malaking kakulangan.
Giit nila, hindi dapat ang pinakamahihirap lamang ang binibigyan ng ayuda at kumpensasyon. Apektado ang lahat ng pamilya sa isang-buwang lockdown. Marami sa mga manggagawa at empleyado, regular man o kontraktwal, ang nawalan ng mapagkakakitaan at trabaho. Wala silang ibang mapagkukunan ng pondo labas sa subsidyo ng gubyerno.
Sa datos mismo ng rehimen, nasa P100 bilyon pa lamang ang naibigay sa DSWD noong Abril 3. Nasa P100 milyon din ang naibigay sa DOLE para sa mga manggagawang nawalan ng trabaho; at P100 milyon sa DOH para sa ayudang medikal ng mga taong may iba’t ibang sakit. Binigyan naman ng P52 milyon ang DOST para sa paggawa ng mga testing kit. Samantala, kasinlaki ang ibinigay nito sa PNP (P52.3 milyon) sa di klarong dahilan. Kung pagsasamahin, mahigit kalahati na ito sa P275 bilyong ipinangako ni Duterte.
Mahigit dalawang linggo nang naghihintay ang mamayan ng nararapat na ayuda at kumpensasyon. Dumadami na ang nagugutom. CPP/Ang Bayan: Galit at damayan sa panahon ng lockdown

Hindi napigilan ng lockdown ang pagsambulat ng galit ng mamamayan sa mga kapalpakan ng rehimen sa pagharap ng krisis ng pandemyang Covid-19.
Noong Abril 1, nagprotesta ang mga residente ng Sityo San Roque sa Barangay Bagong Pag-asa, Quezon City para ipanawagan ang kagyat na subsidyong pagkain. May halos 6,000 residente ang San Roque na karamiha’y mga mala-manggagawa na umaasa sa arawang kita. Matagal nang tinatangka ng lokal na pamahalaan dito na palayasin sila sa lugar para bigyan-daan ang pagtatayo ng mga mall at iba pang gusaling komersyal.
Imbes na tugunan, marahas na dinispers ng mga pulis ang mapayapang pagkilos at inaresto ang 21 raliyista. Idinetine sila at pinagbantaang hindi pakakawalan hanggang hindi matapos ang lockdown. Sa isang nakabidyong pahayag ni Duterte kinagabihan, inutusan niya ang PNP na barilin ang sinumang “lalaban.” Lalong pinag-alab ng kautusang ito ang kumukulong galit ng mamamayan.
Tumampok sa social media ang panawagang #OustDuterteNow (Patalsikin na si Duterte) pagkatapos ng kanyang talumpati. Maraming artista at kilalang personalidad ang nakiisa sa panawagan at nagpadala ng ayuda sa mga maralita. Marami ang nag-ambag para makalikom ng pampyansa ng mga inaresto (P15,000 kada isa o P315,000). Napilitan ang pulis na palayain ang 21 noong Abril 6. Gayunpaman, muling sinalakay ng PNP ang komunidad sa parehong araw. Marahas nilang binuwag ang itinayo ng mga residente na komunal na kusina.
Sa parehong araw, binuwag ng mga pulis ang barikada ng residente ng Barangay Didipio, Kasibu, Nueva Vizcaya. Hinarang ng taumbayan ang fuel tanker na ipinupuslit ng OceanaGold. Liban sa pagbabawal ng lockdown, iligal ang operasyon ng OceanaGold dahil may kautusan laban dito ang lokal na pamahalaan.
Magkakasunod na protesta ang inilunsad ng mamamayan para manawagan ng kagyat na ayuda. Sa Iloilo, nagprotesta ang mga residente sa harap ng himpilan ng DSWD Region VI noong Abril 3. Sa Camarines Norte, kinalampag naman ng mga drayber ng traysikel ang upisina ni Gov. Edgardo Tallado.
Dalawang beses namang sumugod (Marso 24 at April 2) ang mga residente ng Barangay Muzon, Taytay, Rizal sa barangay hall para igiit na bigyan sila ng ayuda.
Protestang online
Idinaan sa internet ng maraming sektor, laluna ng kabataan at mga propesyunal, ang kanilang kumukulong galit laban kay Duterte dahil bawal ang paglabas sa bahay at mga pagtitipon. Tuluy-tuloy ang kanilang pagbatikos sa rehimen sa kainutilan nitong bigyan ng sapat na kagamitan tulad ng mga face mask, thermal scanner at personal protective equipment (PPE) ang mga manggagawang pangkalusugan.
Binatikos nila sa social media ang pagbibigay prayoridad sa pagpapaeksamen ng mga senador at kongresista sa gitna ng kasalatan sa mga testing kit. Lumaganap ang mga panawagang #NotoVIPTesting at #MassTestingNowPH, at iginiit ng mamamayan na dapat bigyan ng prayoridad ang mga duktor at nars, gayundin ang mga hinihinalang positibo sa Covid-19. Bahagi ng batayang mga hakbang na inirekomenda ng World Health Organization ang pagsasagawa ng mass testing o malawakang pag-eeksamen sa mga tao. Nag-anunsyo ang rehimen na magsasagawa ng mass testing mula Abril 14 pero para lamang sa mga taong may sintomas ng sakit at manggagawang pangkalusugan.
Tumampok din ang #NasaanAngAyuda para singilin ang rehimen sa mabagal na distribusyon at limitadong tulong pinansyal.
Hindi rin nila pinalampas ang panggigipit ng mga tauhan ni Duterte kay Vice President Leni Robredo at Mayor Vico Sotto ng Pasig na, taliwas sa pambansang gubyerno, ay kapwa hinangaan dahil sa pagkakawanggawa sa mga manggagawang pangkalusugan at mga pinahirapan ng lockdown. Malawak na suporta rin ang natanggap ni Atty. Chel Diokno, na nagboluntaryong magbigay ng serbisong ligal sa mga iniipit ng NBI, nang batikusin at kutyain siya ni Duterte.
Tumampok noong Abril 5 ang #DefendPressFreedom bilang pagtatanggol kay Joshua Molo, editor-in-chief ng Dawn, pahayagang estudyante ng University of the East. Binantaan si Molo na ikukulong kung hindi siya humingi ng tawad kaugnay sa kanyang mga kontra-Duterte na pahayag sa Facebook.
Damayan sa pagsugpo sa Covid 19
Dahil hindi ramdam ang ayuda ng gubyerno, buhos ang pagsisikap ng iba’t ibang grupo at indibidwal para magbigay ng tulong sa mga manggagawang pangkalusugan at mga maralita. Ito ay habang pinagsisikapan ng lokal na mga upisyal ng gubyerno na pagkasyahin ang limitadong rekurso sa pagharap sa pangangailangan ng mga residente.
Sa pamamagitan ng kampanyang #BarangayDamayan na inisyatiba ng Kadamay, namamahagi ang grupo ng relief goods sa iba’t ibang maralitang komunidad. Pinangunahan ng Kilusang Magbubukid ng Pilipinas ang Sagip Kanayunan upang makatulong sa mga magbubukid ng Batangas at Bulacan. Inilunsad din nito ang kampanyang Bagsak-Ahon Gulay Sale kung saan ang mga inaning gulay ng mga magsasaka sa Bulacan ay ibinebenta online. Namahagi rin ng ayuda ang Kilusang Mayo Uno sa mga manggagawa sa Caloocan at Quezon City sa pamamagitan ng kampanyang #TulongObrero.
Mula sa nakulektang mga donasyon, namahagi ng mga isolation tent si Angel Locsin sa iba’t ibang ospital sa Luzon para makatanggap pa ang mga ito ng dagdag na mga pasyenteng may sintomas ng Covid-19. May kani-kanya ring pagsisikap ang iba pang mga artista at manggagawa para makalikom ng tulong.
Maraming Pilipino ang humugot sa kanilang mga bulsa para tumulong magparami ng mga face mask at iba pang pangangailangan ng mga ospital. Namigay ng libreng lutong pagkain ang mga restoran, karinderya at ordinaryong mamamayan. Ang mga may sasakyan ay nag-alok ng mga libreng sakay, libreng deliberi at iba pang serbisyo.

Hindi napigilan ng lockdown ang pagsambulat ng galit ng mamamayan sa mga kapalpakan ng rehimen sa pagharap ng krisis ng pandemyang Covid-19.
Noong Abril 1, nagprotesta ang mga residente ng Sityo San Roque sa Barangay Bagong Pag-asa, Quezon City para ipanawagan ang kagyat na subsidyong pagkain. May halos 6,000 residente ang San Roque na karamiha’y mga mala-manggagawa na umaasa sa arawang kita. Matagal nang tinatangka ng lokal na pamahalaan dito na palayasin sila sa lugar para bigyan-daan ang pagtatayo ng mga mall at iba pang gusaling komersyal.
Imbes na tugunan, marahas na dinispers ng mga pulis ang mapayapang pagkilos at inaresto ang 21 raliyista. Idinetine sila at pinagbantaang hindi pakakawalan hanggang hindi matapos ang lockdown. Sa isang nakabidyong pahayag ni Duterte kinagabihan, inutusan niya ang PNP na barilin ang sinumang “lalaban.” Lalong pinag-alab ng kautusang ito ang kumukulong galit ng mamamayan.
Tumampok sa social media ang panawagang #OustDuterteNow (Patalsikin na si Duterte) pagkatapos ng kanyang talumpati. Maraming artista at kilalang personalidad ang nakiisa sa panawagan at nagpadala ng ayuda sa mga maralita. Marami ang nag-ambag para makalikom ng pampyansa ng mga inaresto (P15,000 kada isa o P315,000). Napilitan ang pulis na palayain ang 21 noong Abril 6. Gayunpaman, muling sinalakay ng PNP ang komunidad sa parehong araw. Marahas nilang binuwag ang itinayo ng mga residente na komunal na kusina.
Sa parehong araw, binuwag ng mga pulis ang barikada ng residente ng Barangay Didipio, Kasibu, Nueva Vizcaya. Hinarang ng taumbayan ang fuel tanker na ipinupuslit ng OceanaGold. Liban sa pagbabawal ng lockdown, iligal ang operasyon ng OceanaGold dahil may kautusan laban dito ang lokal na pamahalaan.
Magkakasunod na protesta ang inilunsad ng mamamayan para manawagan ng kagyat na ayuda. Sa Iloilo, nagprotesta ang mga residente sa harap ng himpilan ng DSWD Region VI noong Abril 3. Sa Camarines Norte, kinalampag naman ng mga drayber ng traysikel ang upisina ni Gov. Edgardo Tallado.
Dalawang beses namang sumugod (Marso 24 at April 2) ang mga residente ng Barangay Muzon, Taytay, Rizal sa barangay hall para igiit na bigyan sila ng ayuda.
Protestang online
Idinaan sa internet ng maraming sektor, laluna ng kabataan at mga propesyunal, ang kanilang kumukulong galit laban kay Duterte dahil bawal ang paglabas sa bahay at mga pagtitipon. Tuluy-tuloy ang kanilang pagbatikos sa rehimen sa kainutilan nitong bigyan ng sapat na kagamitan tulad ng mga face mask, thermal scanner at personal protective equipment (PPE) ang mga manggagawang pangkalusugan.
Binatikos nila sa social media ang pagbibigay prayoridad sa pagpapaeksamen ng mga senador at kongresista sa gitna ng kasalatan sa mga testing kit. Lumaganap ang mga panawagang #NotoVIPTesting at #MassTestingNowPH, at iginiit ng mamamayan na dapat bigyan ng prayoridad ang mga duktor at nars, gayundin ang mga hinihinalang positibo sa Covid-19. Bahagi ng batayang mga hakbang na inirekomenda ng World Health Organization ang pagsasagawa ng mass testing o malawakang pag-eeksamen sa mga tao. Nag-anunsyo ang rehimen na magsasagawa ng mass testing mula Abril 14 pero para lamang sa mga taong may sintomas ng sakit at manggagawang pangkalusugan.
Tumampok din ang #NasaanAngAyuda para singilin ang rehimen sa mabagal na distribusyon at limitadong tulong pinansyal.
Hindi rin nila pinalampas ang panggigipit ng mga tauhan ni Duterte kay Vice President Leni Robredo at Mayor Vico Sotto ng Pasig na, taliwas sa pambansang gubyerno, ay kapwa hinangaan dahil sa pagkakawanggawa sa mga manggagawang pangkalusugan at mga pinahirapan ng lockdown. Malawak na suporta rin ang natanggap ni Atty. Chel Diokno, na nagboluntaryong magbigay ng serbisong ligal sa mga iniipit ng NBI, nang batikusin at kutyain siya ni Duterte.
Tumampok noong Abril 5 ang #DefendPressFreedom bilang pagtatanggol kay Joshua Molo, editor-in-chief ng Dawn, pahayagang estudyante ng University of the East. Binantaan si Molo na ikukulong kung hindi siya humingi ng tawad kaugnay sa kanyang mga kontra-Duterte na pahayag sa Facebook.
Damayan sa pagsugpo sa Covid 19
Dahil hindi ramdam ang ayuda ng gubyerno, buhos ang pagsisikap ng iba’t ibang grupo at indibidwal para magbigay ng tulong sa mga manggagawang pangkalusugan at mga maralita. Ito ay habang pinagsisikapan ng lokal na mga upisyal ng gubyerno na pagkasyahin ang limitadong rekurso sa pagharap sa pangangailangan ng mga residente.
Sa pamamagitan ng kampanyang #BarangayDamayan na inisyatiba ng Kadamay, namamahagi ang grupo ng relief goods sa iba’t ibang maralitang komunidad. Pinangunahan ng Kilusang Magbubukid ng Pilipinas ang Sagip Kanayunan upang makatulong sa mga magbubukid ng Batangas at Bulacan. Inilunsad din nito ang kampanyang Bagsak-Ahon Gulay Sale kung saan ang mga inaning gulay ng mga magsasaka sa Bulacan ay ibinebenta online. Namahagi rin ng ayuda ang Kilusang Mayo Uno sa mga manggagawa sa Caloocan at Quezon City sa pamamagitan ng kampanyang #TulongObrero.
Mula sa nakulektang mga donasyon, namahagi ng mga isolation tent si Angel Locsin sa iba’t ibang ospital sa Luzon para makatanggap pa ang mga ito ng dagdag na mga pasyenteng may sintomas ng Covid-19. May kani-kanya ring pagsisikap ang iba pang mga artista at manggagawa para makalikom ng tulong.
Maraming Pilipino ang humugot sa kanilang mga bulsa para tumulong magparami ng mga face mask at iba pang pangangailangan ng mga ospital. Namigay ng libreng lutong pagkain ang mga restoran, karinderya at ordinaryong mamamayan. Ang mga may sasakyan ay nag-alok ng mga libreng sakay, libreng deliberi at iba pang serbisyo.

Mula sa isang krisis sa pampublikong kalusugan, ang sitwasyong ibinunsod ng pandemyang Covid-19 ay mabilis na namumuo na isang krisis sa ekonomya, kabuhayan ng masa, at pulitika. Lalo pang dumarami ang kaso ng nahahawa at namamatay sa Pilipinas at buong mundo. Kasabay nito, lalo ring dumarami ang mga Pilipinong dumaranas ng gutom, hirap at pasakit dahil sa ipinataw na lockdown ni Duterte na wala namang kaakibat na puspusan, sapat at maagap na mga hakbanging pangkalusugan at pangkabuhayan.
Lubhang napakabagal ng gubyerno ni Duterte na ipatupad ang kailangang-kailangang malawakang pag-eeksamen bilang hakbang para sawatain ang pagkalat ng sakit. Matapos ang tatlong linggo, humigit-kumulang 19,000 pa lamang ang naeeksamen samantalang dapat ay maramihan itong isinasagawa sa mga komunidad. Sa kabila ng ibinigay na kapangyarihan kay Duterte na baguhin ang badyet ng bansa, kulang na kulang ang inilaang karagdagang pondo para suportahan ang mga manggagawang pangkalusugan at para palakasin ang mga pampublikong ospital para makaagapay sa pandemya. Napakabagal humakbang ng gubyerno sa harap ng mga kakulangan ng suplay, at nakaasa pangunahin sa inisyatiba ng pribadong sektor. Nalalantad pa ang korapsyon sa sobrang presyo sa pagbili ng mga kagamitan.
Habang nagtatagal, milyun-milyong mamamayan ang pinagtitiis ng gubyerno sa pinagdurusahan nilang gutom. Kulang na kulang ang inilabas na pondo para tustusan ang lahat ng nawalan ng trabaho at nawalan ng kita. Atrasadong atrasado ang pagbibigay ng ayuda at marami ang hindi nakatanggap. Nagtuturuan ang mga upisyal ng iba’t ibang ahensya. Tumitingkad na kulang ang kaalaman at kakayahang mamuno ng gubyernong Duterte sa harap ng krisis. Umaasa ang marami sa mas mabilis at mas laganap pang ayudang ibinibigay ng mga boluntir na mga indibidwal, mga organisasyong masa, pribadong samahan, at iba pang grupo.
Kamay-na-bakal ang gamit ni Duterte sa pagharap sa krisis sa kalusugang pampubliko. Mga pulis at sundalo ang inilagay niya sa unahan at tuktok ng makinarya ng gubyerno na pantugon sa krisis pangkalusugan. Lalo niyang sinisikil ang mga karapatan ng mamamayan na magpahayag o magtipun-tipon. Hayagang pinagbantaan ni Duterte na ipababaril ang sinumang hindi susunod o “lilikha ng gulo.” Pinaghahari ni Duterte ang takot habang nabubuhay sa pangamba ang masang ginugutom ng lockdown at ng gubyernong pabaya.
Habang nagtatagal ang lockdown bilang tugon ni Duterte sa krisis pangkalusugan, lalong tumitingkad na kulang ang kakayahan ng kanyang gubyerno na pamunuan ang bansa sa panahon ng krisis at lahatang-panig na tugunan ang pangangailangan ng bayan. Lalo namang nagiging desperado ang milyun-milyong masang anakpawis at panggitnang uri sa kinakaharap nilang gutom, kasalatan at pagkasaid ng ipon at kawalan ng hanapbuhay.
Sa kanayunan, lalong nasasadlak sa hirap ang masang magsasaka dahil sa pagharang sa mga produkto, paghihigpit sa pagbiyahe at pagbili ng pagkain. Sa kabila ng idineklara ni Duterte na tigil-putukan, patuloy at lalo pang lumaganap ang mga operasyong kontra-insurhensya ng AFP at PNP. Hindi bababa sa 146 barangay ang kasalukuyang inookupa ng mga sundalo. May ilang lugar na nagbabahay-bahay ang mga sundalo na walang proteksyon sa mukha kontra sa pagkalat ng sakit. Sa tabing ng paglaban sa Covid-19, itinayo ang mga tsekpoynt upang limitahan o pagbawalan ang paggalaw ng mga tao para magtrabaho sa sakahan o bumili ng pagkain. Walang hinto ang panggigipit at “pagpapasurender” sa masa.
Upang labanan at tuluyang pigilan ang pandemya, obligado ang sambayanang Pilipino na tumindig, sama-samang kumilos at magtulung-tulong para pigilan ang pagkalat ng sakit at igiit sa gubyerno ang obligasyon nitong magbigay ng ayuda sa panahon ng krisis. Kasabay nito, kailangan nilang ipagtanggol ang kanilang mga karapatan at kagalingan na niyuyurakan sa militaristang solusyon ng rehimen.
Dapat patuloy nilang igiit ang pagwawakas sa lockdown at sa halip ay ipatupad ang mga hakbang tulad ng maramihang screening at testing sa mga komunidad para madaling ibukod at pigilan ang pagkalat ng bayrus. Dapat maglaan ng sapat na pondo para pakilusin, sanayin at bigyan ng sapat na kagamitan ang libu-libong mga manggagawang pangkalusugan at mga boluntir. Ngayon ang panahon na isigaw ang pagpapalakas ng mga pampublikong ospital sa halip na paggiba sa mga ito sa ilalim ng patakarang pagkaltas sa pondo sa mga serbisyong pangkalusugan.
Habang ipinatutupad ni Duterte ang lockdown, dapat igiit ng mamamayan ang mabilis na pagbibigay ng sapat na ayuda sa lahat. Dapat singilin ang rehimeng Duterte sa usad-pagong, kulang at kwestyunableng paraan ng pamamahagi ng ayuda.
Sa harap ng lockdown, sadyang pangunahing natitipon ang kolektibong hangarin ng mamamayang Pilipino sa mga komunidad ng maralita sa kalunsuran at kanayunan. Narito ngayon ang konsentrasyon ng pagdurusa ng sambayanan. Dapat mapanlikhang kumilos ang mga magkakapitbahay para sama-samang ipahayag ang hinaing at kahiligan ng buong bayan. Dapat maramihan silang kumilos upang labanan at pangibabawan ang mga banta ni Duterte na susupilin ang lahat ng pagkilos ng masa.
Upang harapin ang pandemyang Covid-19 at bilang tugon sa panawagan ng United Nations para sa “pandaigdigang tigil-putukan,” nagdeklara ang Partido ng tigil-putukan noong Marso 26 na may bisa hanggang Abril 15. Itinuon natin ang mga yunit ng BHB sa pagbibigay ng serbisyong pangkalusugan sa mga baryo kahit pa walang tigil silang ginagambala ng mga operasyon at mga pagsalakay ng AFP na nagresulta sa hindi bababa sa pitong armadong engkwentro. Sa harap ng walang-patid na mga opensiba ng AFP, pinaaalalahanan ng Partido ang lahat ng yunit ng BHB na panatilihing mataas ang disiplina sa lihim na pagkilos upang pagkaitan ang kaaway na sumalakay at panatilihing malawak ang maniobrahan para patuloy na makapagbigay ng serbisyo ang BHB sa masa. Dapat ring pakilusin ang lahat ng mga organisasyon at pwersa sa kanayunan para igiit ang mga kahilingang pang-ekonomya at pagplanuhan ang pagpapataas ng produksyon ng pagkain bilang paghahanda sa posibleng kasalatan bunsod ng lockdown at pagtigil ng produksyon.
Habang nagmamatigas si Duterte sa kanyang paraang pasistang diktadura, patuloy niyang inihihiwalay ang sarili niya sa mamamayan. Dahil sa krisis ng Covid-19 na kagagawan din ng mga kabiguan ng kanyang rehimen, lalong umalingasaw ang kanyang baho. Nayuyugyog ang kanyang rehimen bunga ng pagkitid ng suporta. Sa bawat buka ng maruming bibig at maling mga hakbang ni Duterte, lalo niyang ginagatungan ang malawakang galit at pinag-aalab ang tapang ng bayan. Paminsan-minsan siyang umaatras upang pakalmahin ang sitwasyon. Mapatutunayan pa kung mapipigilan niya ang pagkulo ng galit ng sambayanan o siya ang tuluyang malalapnos.
Ang napakalaking hambalos ng pandemyang Covid-19 sa Pilipinas ay naglalantad sa kabulukan at pundamental na kontradiksyon ng naghaharing sistemang malakolonyal at malapyudal sa bansa. Tumambad ang kawalang kakayahan ng naghaharing estado na tugunan ang pangangailangan ng bayan. Lalong naging malinaw ang pangangailangan para sa rebolusyonaryong pagbabago upang itayo ang bagong sistema ng demokrasyang bayan na tunay na magtataguyod sa kagalingan at interes ng mamamayang Pilipino.

CAMP GERONA, MURCIA – 303rd Infantry Brigade, Philippine Army under the leadership of Colonel Inocencio Pasaporte, Brigade Commander provided security assistance and intensifies its COVID 19 efforts in reminding the social distance of beneficiaries during the released of DSWD 4Ps Cash Grants to 783 beneficiaries of Brgy Minoyan, Murcia, Negros Occidental yesterday April 06, 2020 (Monday).
The army troops provided security to 19 Parent Leaders of Brgy Minoyan 4Ps which distributed the cash aid to 783 beneficiaries of the said Brgy residing from the nearest Sitio/Purok up to the farthest one which is Sitio Balasyang of said barangay.
The troops ensured that proper arrangements was made and that social distancing and other health safety protocols was strictly observed during the distribution of emergency cash assistance while providing area security as well as reminding the beneficiaries about the necessary precautions and measures from the Local Government Unit of Murcia and Department of Health (DOH) to prevent the spread of COVID-19 while the selected Parent Leaders of Department of Social and Welfare Development (DSWD) released the 4Ps assistance to the indigent beneficiaries.
Colonel Inocencio Pasaporte, Brigade Commander states that, “Awareness is key to prevention and we urge everyone to continuously cooperate. Let us defeat COVID-19 together. Fort Magsaysay, Nueva Ecija – The Army’s 48th Infantry (Guardians) Battalion joined hands with Eagle Cement (EC) in distributing relief goods in the different barangays of Doña Remedios Trinidad (DRT) and San Ildefonso, both of Bulacan on April 5, 2020.
The relief goods distribution sponsored by Eagle Cement is a welcome development among recipients in the middle of lockdown being implemented by the government; it will likewise help entice the public to stay home and adhere to Enhanced Community Quarantine (ECQ) protocols.
The food packs that contain ten (10) kilos of rice and seven (7) pieces assorted canned goods were distributed to 520 beneficiaries living in Barangay Camachin, Sapang Bulac, and from Damascus Foundation located in the municipality of DRT; and, 100 beneficiaries from Barangay Gabihan of San Ildefonso municipality.
The Security Manager of Eagle Cement, Brigadier General Rolando Malinao (Ret), said that the relief operations of their company will continue to be implemented until the situation created by Covid-19 normalizes.
Meanwhile, Lieutenant Colonel Felix Emeterio M. Valdez, Commanding Officer of 48IB, said, “The effort of Eagle Cement is a welcome relief to our needy people and I encourage other organizations in the business sector to also do their share to help the government entice people to stay home and follow ECQ protocols; this way we can contribute in the deterrence of the spread of the dreaded disease.”

Mawab, Davao de Oro–Communist Terrorist Group (CTGs) attacks Army and PNP conducting active defense patrol for COVID-19 early this morning in Pantukan, Davao de Oro.
The 71st Infantry KAIBIGAN Battalion (71IB) and Regional Mobile Force Company were conducting their usual active defense patrol in relation to the implementation of enhanced community quarantine but were fired upon by undetermined number of the Communist Terrorist Group resulting in an armed encounter.
Said encounter lasted for 15 minutes which resulted to the death of one (1) NPA member and caused the rest of them [CTG] to scamper in different directions and the recovery of one (1) Bushmaster MOD-XM15E2S loaded with 25 rounds of ammo, one (1) AK47 with three (3) magazines loaded with 77 rounds of ammo, 72 rounds of Garand rifle ammo, one (1) airgun rifle,one (1) upper air gun rifle, three (3) backpacks with personal belongings, subversive documents with high intelligence value, one (1) cellphone with severalsimcards, medical supplies and paraphernalia.No casualty on the government side.
It can be recalled that last March 29, the CPP-NPA-NDF declared reciprocal ceasefire in connection with the COVID 19 pandemicbut was violated by the NPA members on the ground.
“This tragic event disheartens me because of the loss of life which is not supposed to be.” Lieutenant Colonel Sonny Gonzales, Commanding Officer of 71IB said, “I call on everybody, even the remaining NPA, to lay down your arms and surrender, back to the folds of the law and focus all our efforts and prioritize helping our people especially in these trying times.

CAMP PERALTA, Jamindan, Capiz – The 3rd Infantry (Spearhead) Division under the leadership of Major General Eric Vinoya condemns in the strongest possible terms the treacherous attack of the CPP-NPA Terrorist against the soldiers conducting a security patrol and information dissemination in connection with the COVID-19 pandemic in Lambunao, Iloilo.
MGen Vinoya stressed, “Instead of helping our people fight COVID-19 pandemic, these communist-terrorists are taking advantage of the situation to conduct atrocities distracting the COVID-19 efforts of our troops. They are the ones violating their ceasefire, since they purposely left their lairs in the mountains and went down to the barangays where our troops are doing humanitarian activities”.
MGen Vinoya said, Lambunao town has a recorded number of positive COVID-19 cases, hence, our troops in the area are doing everything to help contain the spread of the virus through awareness drive and manning the government-established quarantine control points. And, here comes the terrorists, doing nothing but waiting for a perfect timing to destroy the COVID-19 efforts of the Lambunaonons, a clear violation of the ceasefire.
Earlier, 301st Infantry Brigade reported that one of its soldiers identified as Private First Class Mark S. Nemis of Madalag, Aklan made a supreme sacrifice while serving and protecting the people of Lambunao following the attack perpetrated by the communist-terrorists at Sitio Aguilan, Barangay Panuran, of the said town.
“Despite our loss, we will remain resolute in serving our people, especially in a situation like this where we are facing health crisis. CAMP CAPINPIN, Tanay, Rizal – The Army’s 2nd Infantry Division foiled on Sunday what would have been the NPA’s third ceasefire violation in less than a week in Quezon Province.
Two suspected NPAs left behind two anti-personnel mines and four blasting caps when they evaded soldiers belonging to the 1st Infantry Battalion who were implementing Real, Quezon’s curfew policy.
Lieutenant Colonel Jesus Diocton, Commanding Officer of 1IB, said that “the incident took place at Brgy Llavac where a Quarantine Control Point in relation to COVID-19 is established.”
He added that his soldiers were in the area “to protect the people from threats of NPA terrorists and serve as frontliners in containing the spread of corona virus.”
Per the military’s records, this is the NPA’s fourth ceasefire-related violation in Region 4A, with the first incident recorded in Brgy Puray of Rodriguez, Rizal on March 28.
Colonel Alex Rillera, Commander of the 202nd Brigade which has operational jurisdiction over the area, said that his soldiers manning the QCPs has taken a proactive and vigilant stance against possible offensive actions by the terrorists following the directive issued by Major General Arnulfo Marcelo Burgos Jr, the Commander of 2ID.
He condemned “the communist terrorists’ desperate act of resorting to the use of land mines, an internationally unacceptable tool in warfare, just to inflict harm upon our soldiers and save face after a series of failed offensive posturings which resulted to multiple casualties on their side.”
Col Rillera ended his statement by saying that the few remaining NPA terrorists’ recent actions are “reflections of the growing frustration within their ranks brought about by mistrust, hardship, hunger, leadership vacuum and the reality of a fast-eroding mass base support which they do not want to accept.”
It can be recalled that the first three ceasefire violations of the NPAs ended in armed encounters against the government’s security forces after concerned civilians reported the enemies-of-the-state’s presence in the periphery of their villages.
The military earlier emphasized that soldiers are constitutionally mandated to act on reports coming from concerned citizens particularly if it involves imminent threat towards the community, even during these trying times brought about by the corona virus pandemic.
On Sunday, Maj Gen Burgos issued a directive reminding his Community Support Program Teams to remain focused in their task of providing solid community defense to safeguard the people against extortion activities and harassment. The directive also orders the soldiers to be vigilant against the NPA’s treacherous nature as well as the strict observance of health-related protocols to ensure that military camps will remain COVID-19 free.
In a statement, Maj Gen Burgos expressed his disappointment over the communist terrorists’ actions, saying that “instead of practicing solidarity with our people, they are wasting this once in a lifetime opportunity for them to be bigger than themselves, walk the talk and join the entire Filipino nation in controlling the spread of this deadly virus.”
“Today, more than ever, the government and the communist NPA terrorists are in a position to work together to fight a common enemy”, added Maj Gen Burgos while calling upon the rebels to “set aside our differences and let us work together not only for the survival of our generation but also for peace, prosperity and development which the future generation of Filipinos truly deserve.”
He ended his statement by assuring the public that “as Filipino soldiers, we will never waver in our mandate to quash any clear and present danger to our constituents over every inch of Philippine territory whenever, wherever, whoever or whatever the threat maybe be.”
Relatedly, soldiers assigned in Brgy Biga of Pola, Oriental Mindoro discovered a Grenade Cache containing six grenade rifles and one smoke grenade.
Intelligence units believe that the explosives were prepositioned by NPAs operating in the area as part of their planned offensives against government forces performing COVID-related missions.
Such assessment is being validated through their agents embedded upon the terrorists’ ranks. Troops are scouring the area to locate more war materiel which they believe are hidden in the vicinity of the village.
As of the moment, 2ID has 3,022 personnel manning 340 Quarantine Control Points across Southern Tagalog.

Two former barangay captains in Abra province in Northen Luzon were gunned down in separate incidents only 3 days apart.
The former barangay captain of Guimba in San Juan town, Leo Barbosa, was gunned down in front of his house early evening on Sunday, April 5, by unidentified assailants.
Barbosa, 52, was rushed to the hospital but he was dead on arrival. Police recovered slugs from a 5.56 mm revolver.
Barbosa, more popular as Junmong, served as the provincial coordinator of Senator Ronald dela Rosa. He was recently seen giving away relief goods to Abra residents on the senator’s behalf.
Three days earlier, at close to midnight on Thursday, the former barangay captain of Banacao in Bangued town, Robert MIllare, was taken while he was sleeping in a friend's residence. He was later found dead.
Millare, 39, was staying with several other men in a hut owned by a certain Sergio Bersalona. Unidentified men barged into the hut, woke them up, and pointed their guns at the group before they forcibly took Millare, according to a police report.
A few minutes laters, they heard gunshots. Cops found his bloodied body only about half a kilometer away from the hut. They found slugs from a caliber .45 pistol and 5.56 mm revolver.
Police are still investigating the two murders.

NPA recruitment goes on despite health emergency

ILOILO – Despite the current public health emergency due to the coronavirus disease 2019 (COVID-19) pandemic, the New People’s Army (NPA) in this province is pushing through with its recruitment activities.
In Barangay Lanag, Tigbauan town the rebels circulated recruitment flyers and displayed streamers.
Village residents alerted the police on Wednesday.
The Philippine Army’s 3rd Infantry Division (3ID) criticized the NPA for the latter’s obtuse insensitivity to public sentiment at this time.
“The rebels are insensitive to the plight of the people who are all on quarantine in their houses. They are taking advantage of the situation,” said 3ID spokesperson, Army Captain Cenon Pancito III.
The whole province is on an enhanced community quarantine to stop the spread of COVID-19.
Just this March 29 the NPA marked its 51stanniversary.
The recruit flyers were printed with words “Lumalakas, lumalawak, lumalaban. Join NPA. Napoleon Tumagtang Command. I love NPA dito sa Tigbauan.”
“They wanted to project na malakas pa rin sila, but they are not,” said Pancito.
The NPA is on a recruitment spree because its ranks are declining, he revealed.
“They need to recruit in the lowlands because they no longer have recruits in the upland areas,” said Pancito.
In the whole Panay Island, Pancito said, there are now less than a hundred rebels. Many NPA members surrendered to the government and others were killed in encounters with government troops, he added.
“They have become irrelevant and desperate. Alam nila na ang support ng tao ay nasa government forces na. Ang mga tao ay sawa na sa kanilang promises,” said Pancito.
He reminded people not to support nor join the NPA “kasi walang patutungohan.”
The NPA is the armed wing of the Communist Party of the Philippines.

Special Forces soldiers clashed Tuesday with the pro-ISIS group Abu Sayyaf group in the southern Filipino province of Sulu, officials said.
Officials said soldiers recovered high caliber weapons and automatic rifles in the fighting and there was no report of military casualties. The operation against the Abu Sayyaf is continuing, according to Lt. Gen. Gilbert Gapay, commander of the Philippine Army.
He said troops also battled the Abu Sayyaf in Sulu’s Patikul town over the weekend and killed 3 militants in Kaunayan village. And also clashed with the Abu Sayyaf in the village of Balagon in Zamboanga Sibugay’s Siay town on April 1 and troops recovered two automatic rifles.



“I commend your dedication in stopping the atrocities of the Abu Sayyaf and in protecting the populace especially the vulnerable communities. Keep on being vigilant and stay committed to our mission of securing the land and serving the Filipino people,” he said. (Zamboanga Post)

ILOILO CITY, April 7 – The 3rd Infantry (Spearhead) Division led by Major General Eric Vinoya condemns in the strongest possible terms the treacherous attack of the CPP-NPA Terrorist against the soldiers who were conducting a security patrol and information dissemination in connection with the COVID-19 pandemic in Lambunao, Iloilo.
In a press release, Vinoya stressed “Instead of helping our people fight COVID-19 pandemic, these communist-terrorists are taking advantage of the situation to conduct atrocities distracting the COVID-19 efforts of our troops.”
“They are the ones violating their ceasefire, since they purposely left their lairs in the mountains and went down to the barangays where our troops are doing humanitarian activities,” he added.
Vinoya said that Lambunao town has a recorded number of positive COVID-19 cases, hence, Army troops in the area are doing everything to help contain the spread of the virus through awareness drive and manning the government-established quarantine control points.
“Here comes the terrorists, doing nothing but waiting for a perfect timing to destroy the COVID-19 efforts of the Lambunaonons, a clear violation of the ceasefire,” he said.
Earlier, 301st Infantry Brigade reported that one of its soldiers identified as Private First Class Mark S. Nemis of Madalag, Aklan made a supreme sacrifice while serving and protecting the people of Lambunao following the attack perpetrated by the communist-terrorists at Sitio Aguilan, Barangay Panuran, of the said town.
“Despite our loss, we will remain resolute in serving our people, especially in a situation like this where we are facing health crisis,” he stressed.

In an official statement, it noted that “The RTF-ELCAC 6 is one with the Ilonggo community in condemning in the strongest possible terms the attack perpetrated by the CPP-NPA Terrorist against the Army troops that are conducting awareness drive in connection with the COVID-19 pandemic.”
It added that the Philippine Army has been an active partner of the government’s whole-of-nation approach in delivering basic services to the people through the Retooled-Community Support Program (RCSP).
“Their presence in the area is vital to ensure that the services given by other government agencies will reach to the people who are living in the remote villages. Likewise, their active participation in combatting COVID-19 is deemed necessary especially in manning government-established quarantine control points,” the official statement said.
The RTF-ELCAC 6 also expressed its deepest sympathy to the bereaved family of our fallen soldier who made ultimate sacrifice in the pursuit of peace and development in Panay.
