BACOLOD CITY -- The City of Bacolod has joined other local government units in Negros Occidental in rejecting the presence of the Community Party of the Philippines-New People’s Army (CPP-NPA).

A resolution was unanimously passed by the City Council on Wednesday, declaring the CPP-NPA persona non grata here to contribute to the “whole-of-nation” approach in attaining inclusive and sustainable peace.

Councilor Al Victor Espino, who authored the resolution as chairperson of the City Council committee on police matters, peace and order, and illegal drugs, confirmed the approval of the resolution on Friday.

“The atrocities perpetrated by the communist-terrorist group does not only disturb the socio-economic status of the city and the province, but more importantly, it hinders the goal of achieving peace and order,” a portion of the resolution read.

It cited Executive Order No. 70 issued by President Rodrigo Duterte, providing the institutionalization of the “whole-of-nation” approach in attaining inclusive and sustainable peace, creating a national task force to end the local communist armed conflict (NTF-ELCAC), and directing the adoption of a national peace framework.

The resolution said “there is a need for a united and concerted effort with the police, military and civilian population for the prevention and deterrence of any terrorism, insurgency, and highly-organized crimes in the city and province.”

“There is also a need to reframe and refocus the government policy for achieving inclusive and sustainable peace by recognizing that insurgencies, internal disturbances and tensions, and other armed conflicts and threats are not only military and security concerns, but are symptomatic of broader social, economic and historical problems such poverty, historical injustice, social inequality, and lack of inclusivity, among others,” it added.

On Friday, the Philippine Army’s 303rd Infantry Brigade based in neighboring Murcia town lauded the move of Bacolod City.

“It’s a welcome development. It really shows their great desire to keep Bacolod City free from the influence of the CPP-NPA. I hope (more) cities and municipalities will follow the lead of Bacolod,” brigade commander Brig. Gen. Benedict Arevalo said.

He added that in this situation, the saying, “We must always take sides. Neutrality helps the oppressor, never the oppressed. Silence encourages the tormentor, never the tormented” is apt.

“In the case of Bacolod City, they have taken the right side in the fight against the extortionist-terrorists,” Arevalo said.

Lt. Col. Ariel Pico, information officer of Bacolod City Police Office, also welcomed the action of the city government.

“We are glad with the move of the City of Bacolod. It is a big support to the President’s order to end insurgency,” he added.

Earlier, other cities in Negros Occidental such as Escalante, San Carlos, and La Carlota also passed resolutions declaring the communist-terrorist group persona non grata.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Government troops arrested two gunmen suspected to be members of the Abu Sayyaf Group (ASG) who were caught blocking a road along the boundary of Panamao and Luuk towns in Sulu, a top military official said Friday.

Maj. Gen. Corleto Vinluan, Jr., Joint Task Force Sulu commander,
identified the arrested individuals as Rano Jillang and Medzfar Aminulla, both from Panamao, Sulu.

Vinluan said they were arrested by the troops of the Army’s 2nd Special Forces Battalion around 3 p.m. Thursday in Barangay Gagguil, Panglima Estino town.


Vinluan said the arrest of the two came after the residents in the area reported that there were two gunmen blocking the provincial highway that connects the municipalities of Panamao and Luuk.

Jillang and Aminulla yielded two high powered firearms consisting of an M-16 Armalite and an M-14 rifle with magazines and ammunition and two grenades, the Army official said.

He said the two were turned over to the Municipal Police Station of Panglima Estino for the filing of formal charges.

He said investigation is also being conducted to confirm their affiliation with the ASG and motive in blocking the provincial highway.

“I am very grateful to the courageous civilians who reported these lawless elements in their communities. The incident today manifests the Tausug Community's full commitment in maintaining the peace and order for economic growth and human development here in Sulu.” he said.

DAVAO CITY -- A team of agriculture experts will conduct a lecture series on livelihood projects targeting Mindanao's poorest provinces, especially in the conflict-affected areas, starting January 2020.

In a statement on Thursday, Mindanao Development Authority (MinDA) Secretary Emmanuel Piñol said a team of agriculture experts will teach rural folks on raising native chicken and goat, cattle fattening, as well as vegetable farming.
“My advocacy is to achieve peace and prosperity in Mindanao through simple livelihood projects” said Piñol.

He said that a certain Arnel Corpuz, an overseas Filipino worker (OFW) who had long experience in cattle fattening in Australia and owns the Adelaide Farm, is joining this advocacy program of MinDA.

The livelihood projects will be hosted under the Livelihood Opportunities in Villages for Economic Upliftment (LOVE-U) program, which aims to reduce poverty and contribute to attainment of peace and security in Mindanao.
“We will identify priority areas for the lecture series which include the provinces of Lanao del Sur, Sulu, Maguindanao and Saranggani, which are among the 10 poorest provinces in the country. These areas also were recently devastated by the series of earthquakes”, Piñol said.

The island provinces of Basilan and Tawi-Tawi, which are being positioned as the sources of supplies needed in reopening of the Barter Trade with Sabah, are also identified as priority areas for the LOVE-U program.

In a recent visit to Sabah, Malaysia late last month, Chief Minister Mohd Shafie Apdal informed Secretary Piñol during a call with Asian Development Bank (ADB) Executive Director Paul Dominguez that the territory needs a supply of halal beef, goat meat, free-range native chicken, fruits, and vegetables for its growing tourism industry.

Piñol said that the Sabah chief minister agreed to engage the farmers from Mindanao, especially in the three island provinces, to supply the needed commodities.

He added that in order to supply the needs of the local people and the prospective Sabah market, MinDA will undertake the training of agriculture stakeholders, who will be organized and given production support.

"MinDA will be linking up with funding partners to support the organized farmers' group,” said Piñol. Pinol also said that MinDA will lead an agriculture and trade mission to Sabah and Sarawak on the third week of January 2020.

Two more New People’s Army (NPA) rebels surrendered to government troops in Lake Sebu town, South Cotabato province on Thursday, the second in the area in two days.

1Lt. Efren Halawig, civil military operations officer of the Army’s 27th Infantry Battalion (IB), said Friday the rebels decided to yield following negotiations with their troops and local officials.

Halawig
identified the surrenderers as alias “Kapitan” and alias “Mowen”, both from Lake Sebu and former members of Platoon West, Guerilla Front 73 or Sub-Regional Committee-Musa of the NPA's Far South Mindanao region.

Each of them surrendered an AK-47 rifle with ammunition, he said.
Citing accounts from alias “Kapitan”, Halawig said they decided to surrender due to the difficulties they faced while in the communist rebel movement, including the "uncertainty" of their cause.

He said the surrenderers reportedly noticed huge changes in the province’s governance these past months, especially in addressing the needs of local communities and in building a peaceful environment.

"Naa na mga proyekto para sa katawhan sumala sa farm-to-market roads, libreng edukasyon, pagtabang sa pang lawas ug uban pang mga tabang (There are many projects for the people, such as farm-to-market roads, free education, free health care, and other services)," he quoted the rebel returnees as saying.

Lt. Col. Jones Otida, 27IB commanding officer, said he expects that more NPA rebels from Lake Sebu will also yield in the coming months.

Otida said the support from Lake Sebu residents to the government’s peace initiatives have continued to gain ground since the municipal government declared the NPA last September as persona non grata.

He said the resolution unanimously passed by the municipal council shows that the people support the implementation of President’s Rodrigo Duterte’s Executive Order 70 or the “whole-of-nation approach” in ending the local communist armed conflict.

“That is why we thank the people who have complemented our efforts by adding social pressure for the NPA terrorists to finally surrender,” Otida added.

The latest surrenderers have brought to six the number of NPA rebels under the Front 73 who yielded in Lake Sebu this week.

Four former rebels under the Platoon Samsung surrendered last Tuesday and laid down three high-powered firearms to personnel of the South Cotabato Police Provincial Office and the provincial government.

CAMP SIONGCO, Maguindanao – Six more improvised explosive devices (IEDs) were discovered by the operating troops in Brgy Pamalian, Shariff Saydona Mustapha, Maguindanao on November 30, 2019.

The 5th Special Forces Battalion, while continuously clearing the area from the terror groups who have scampered away discovered IEDs in Sitio Diate of Barangay Pamalian.

The IEDs found were made from two 81mm mortar rounds (unexploded ordnance), three 60mm mortar rounds (unexploded ordnance), and one rocket propelled grenade warhead (unexploded ordnance).

“Our ground troops under the 601st Infantry Brigade will continue to scour the areas of engagement for the remnants of the terrorists. They intentionally left those IEDs to harm our troops who are continuously pursuing them,” Maj. Gen. Diosdado C. Carreon, Commander of Joint Task Force Central, said.

The demolition team of 5th SFBn successfully defused the IEDs and brought it to the 33rd Infantry Battalion Tactical Command Post for safekeeping.

CAMP SIONGCO, Maguindanao – Government troops of JTFC under 90th Infantry Battalion responded to an explosion along a national highway in Maguindanao on Saturday evening, November 30, 2019.

The explosion happened at 6:25 p.m. between the boundaries of Datu Anggal Midtimbang and Guindulungan in Maguindanao. Upon arrival, 90th IB troops with Guindulungan Municipal Police, cordoned off the street for safety and security reasons while waiting for the arrival of the Explosive and Ordnance Disposal (EOD) team.

Troops also continued to search for the possibility of more improvised explosive devices planted in the nearby areas.


While clearing the area, it was found out that the device was fashioned from an 81mm mortar round.

The Saturday’s bomb explosion had no reported casualties or damages to properties in the civilian community.

“It is believed that terrorists from the Bangsamoro Islamic Freedom Fighters (BIFF) and Dawlah Islamiya Terror Group (DITG) set off the explosion as part of their planned atrocities in Central Mindanao,” said Maj. Gen. Diosdado C. Carreon, Commander of Joint Task Force Central.
He also added that that explosion was meant to divert the attention of JTFC troopers from the on-going combat operations and scare the people in nearby communities.

CAMP CAPINPIN, Tanay, Rizal — The Secretary of Southern Tagalog Regional Party Committee’s Sub-Regional Military Area 4A was killed after a firefight erupted when combined AFP and PNP forces served warrants of arrest for murder and frustrated murder in Antipolo City at around 2 a.m. Thursday.

Armando Lazarte alias Pat Romano, concurrently an Executive Committee member of STRPC, was with two other terrorists inside a safehouse in Brgy Cupang’s Sierra Vista Subdivision when the incident happened.

Lt Col Christopher Diaz, Commander of the 80th Infantry Battalion which operates in Rizal Province, said that the terrorists opened fire at the arresting officers which triggered the shootout.

“Alias Pat Romano is a notorious NPA Commander who has led the burning of equipment at the Kaliwa Dam project in Infanta, Quezon early this year and the series of ambush utilizing land mines against the PNP in Baras and Antipolo City last 2018.”

Col Alex Rillera, Commander of the 202nd Brigade which has operational jurisdiction over the area, said that after the initial exchange of fires, “security forces applied first aid to the wounded terrorists who were then brought to Amang Rodriguez Hospital where they were declared Dead on Arrival by the attending physician.”

Government troops recovered one M16 rifle, one 9mm pistol, one cal .45 pistol, two hand grenades, laptops, cellphones and voluminous enemy documents which are now being processed by Rizal Provincial Police Office’s SOCO.

According to Major General Arnulfo Marcelo Burgos Jr, Commander of the Philippine Army’s 2nd Infantry (Jungle Fighter) Division, “the series of neutralization of hard core cadres in Southern Tagalog is a manifestation of the lingering demoralization among the enemy’s ranks as well as the reality that the NPAs no longer enjoy support from what used to be a solid mass base in the region.”

He said that the security forces were notified by informants from within the terrorist group regarding the whereabouts of alias Pat Romano, an information that was confirmed by some of the locals in the area.

He added that the death of Armando Lazarte “is a decisive blow to the communist terrorists for it will result to leadership vacuum, thus, further pushing them on the brink of collapse thereby fast-tracking our efforts to defeat insurgency and liberate our people from the clutches of terrorism in this part of the country.”

According to the military, they were able to dismantle the NPA unit operating in Batangas and Cavite after the 2018 campaign and are now on track to defeat the “NPA terrorists operating in Rizal, Laguna and Quezon provinces.”

Lt Gen Gilbert Gapay, Commander of the Southern Luzon Command, lauded the government troops for “being steadfast in defeating the NPA terrorists in Southern Tagalog which will pave the way for peace, prosperity and development in the immediate south of the national government’s seat of power.”

He added that “although we do not rejoice in the death of a fellow Filipino, this incident should serve as a warning to the enemies of the state that we are firm in our resolve to put an end to this insurgency which has been hampering our country’s growth and potentials.”

He ended his statement by reiterating his call to the few remaining terrorists to put down their arms, return to the folds of law and avail reintegration grants while they can “because government forces are slowly but surely closing in to take them down and bring them before the courts of law and make them answer for the terroristic actions that they have been committing against our country and people.”

Alias Pat Romano was the second high-ranking leader from Southern Tagalog to be neutralized in nine days following the arrest of Jaime Padilla, a central committee member, in the posh Cardinal Santos Hospital in San Juan last Nov 26.

NSFA, Panacan, Davao City – A Community that declared the Communist Terrorist Group (CTG) persona-non-grata last September 2019, led the AFP troops to their hideout in the hinterlands of Sitio San Jose, Barangay Durian, Las Nieves, Agusan Del Norte at around 8:05 AM on December 4, 2019.

After ensuing in a 15-minute firefight with a platoon-sized CTGs being monitored in Agusan del Norte, particularly near the boundary of Misamis Oriental, the elements of 23rd Infantry Battalion (IB) were able to capture one AK-47 Rifle, two M16 Rifles, four Laptops, one Generator, 21 backpacks, two sacks of rice, food supplies, medicines, subversive documents and other personal belongings.

Further, one dead CTG member was left after the group scampered in different directions.

The recovered cadaver of the dead NPA was already turned-over to the Barangay Council of Brgy. Durian for identification and proper disposition.

It can be recalled that the same group was encountered by the 23IB on November 30, 2019, at Sitio Salvacion, Brgy. Manila de Bugabos, Butuan City wherein two AK-47 rifles, one M16A1 rifle, one M16A1-RMC rifle, five civilian backpacks, two bandoleers, subversive documents, and other personal belongings were recovered along with the body of a 16-year old child involved in armed conflict.

“You have been warned by no less than the communities who do not want your presence in their area. We will be relentless in our combat operations to run after those who continue to embrace the violent armed struggle and we will use all legal means to go after you,” Lt. Gen Felimon T. Santos Jr., Commander of Eastern Mindanao Command warned.

NSFA, Panacan, Davao City – Air reconnaissance compelled two members of the Communist Terrorist Group (CTG) being monitored in Lake Sebu, South Cotabato to surrender to 27th Infantry Battalion late afternoon of Thursday, December 5, 2019, at Sitio Tuburan, Brgy. Ned, Lake Sebu, South Cotabato.

The two identified through their aliases as Alias Kapitan and Alias Nannei surrendered with them two AK 47 rifles.

Accordingly, the duo decided to leave the organization due to anxiety on the sight of helicopters and the relentless military pursuit operations after their encounter with the same unit on November 15, 2019, at the same barangay.


With the help of the members of the community in Brgy. Ned, the two took the chance to leave the group after they were tasked to collect food supplies.

It can be recalled that Lake Sebu, South Cotabato declared the CTG in their locality on September 6, 2019.

“We mean business and serious to eliminate the armed threat. We will use all available assets at our disposal to run after those who continue to espouse armed struggle. Continue to advise and reach out to your friends and relatives who are with the terrorist group to realize and surrender before it is too late, ,” Lt. Gen. Felimon T. Santos Jr., Commander Eastern Mindanao Command said.

Said personalities were brought to the Headquarters 27th IB for custodial debriefing and proper disposition.

Magkakaroon ng bisa ang unilateral na tigil-putukan , alas-dose ng madaling araw, ngayong Disyembre 6 at magtatapos Disyembre 12, 2019 11: 59 pm.

Magsagawa ang lahat ng larangang gerilya, rebolusyonaryong organisasyong masa at mga organo ng mga kapangyarihang pampulitika ng kampanya para sa mga naaangkop na serbisyong panlipunan para sa mga binayo ng bagyong Tisoy.

Tiyak na sasagpangin ng AFP-PNP at CAFGU, sa ilalim ng Joint Task Force Bicolandia ang pagkakataong ito para sa kanilang gyera laban sa pagkakaisa ng mamamayan.

Nananawagan ang Romulo Jallores Command Bagong Hukbong Bayan-Bikol sa mga makabayan at tapat na lingkod-bayan na kagyat na tugunan ang pangangailangan ng mga nasalanta ng bagyo hanggang sa kanayunan.

Rebolusyonaryo at maalab na pagbati sa iyo kasama! Nawa’y ligtas na dumating ang aking sulat sa iyo sa harap ng umiigting na operasyon ng kaaway at rehimeng US-Duterte.

Ngayon ang Pandaigdigang Araw ng mga Bilanggong Pulitikal. Tiyak akong sinisigaw ng mamamayan ang iyong paglaya sa reaksyunaryong piitan ng pasista at tiranikal na rehimeng-US Duterte. Marami ang nananawagan sa iyong paglaya lalo’t dinakip ka sa harap ng iyong malubhang kalagayang medikal at sa proseso ng iyong paggagamot. Batid naming nagpahinga ka na dahil sa iyong kondisyon bagama’t nais mo pang magpatuloy sa paggampan ng mga gawain. Nagsilbi kang inspirasyon sa maraming kabataan para tumahak sa landas ng pakikibaka hanggang sa tumatag, umedad at umabot kahit tarangkahan ng pagkapatas o tagumpay. Huwag kang mag-alala, hanggang ngayon kahit piniit ka, inspirasyon ka pa rin sa laksa-laksang hanay ng kabataan, kabilang ako. At dahil doon, marami kaming mga kabataan ang handang tanggapin ang mga naiwan mong gawain sa rebolusyon.

Magpakatatag ka riyan. Sa kabila ng iyong kondisyong medikal at kadusta-dustang kalagayan sa piitan, patuloy mong pag-alabin ang pakikibaka at panawagan sa loob ng bilangguan. Kapiling mo pa rin diyan ang malawak na masa na pinagsamantalahan ng bulok na estado, reaksyunaryong korte at mga mersenaryong AFP-PNP. Katawan mo lamang ang dinakip at piniit ngunit hindi ang iyong diwa at prinsipyo. Asahan kong marami kang maoorganisa at patuloy mong itatambol ang pambansa-demokratikong rebolusyon kahit sa loob ng bilangguan. Nagkakamali ang rehimeng US-Duterte at ang AFP-PNP sa pag-aakalang mapapatahimik at mabubusalan ka nila.

Huwag kang mag-alala dahil patuloy na dadagundong ang Tinig ng Rebolusyon sa ating rehiyon at sa buong bansa kahit ika’y nakapiit. Sapagkat ang Ang Tinig ng Rebolusyon ay ang buong kasapian at mga kadre ng Partido at rebolusyonaryong mamamayan na patuloy na magmumulat, magtuturo at magpapalaganap ng rebolusyon laban sa isang marahas, bulok at naaagnas na estado tulad ng rehimeng US-Duterte. Ang lumalakas na tinig ng mamamayan para pabagsakin ang rehimeng US-Duterte ang walang-kamatayan at nagpapatuloy na Tinig ng Rebolusyon sa ating rehiyon at buong bansa.

Taliwas sa lason at kasinungalingang inihahasik ng Southern Luzon Command-Armed Forces of the Philippines (SOLCOM-AFP), ang rebolusyonaryong kilusan sa Timog Katagalugan ay nanatiling matatag at mahigpit ang pagkakaisa.

Mariing pinabubulaanan ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST) ang pahayag ng Southern Luzon Command ng Armed Forces of the Philipines (SOLCOM-AFP) na nagkakagulo at demoralisado ang New Peoples Army sa rehiyon dahil sa pagkadakip kay kasamang Jaime “Ka Diego” Padilla, tagapagsalita ng Melitor Glor Command ng NPA-Southern Tagalog.

Malinaw na ang pahayag ng SOLCOM-AFP ay desperadong hakbang upang muling maghasik ng kaguluhan at intriga sa hanay ng rebolusyonaryong pwersa sa rehiyon at buong bansa. Nais nilang lumikha ng “panic scenario” upang papaniwalain ang taumbayan na nagkakagulo na ang rebolusyonaryong kilusan sa rehiyon at sa kabilang banda palabasin na ang SOLCOM-AFP na nagtatagumpay sa kanilang kontra rebolusyonaryong digma laban dito.

Hindi na ninyo kayang linlangin at lasunin ang kaisipan ng mamamayan sa rehiyon at bansa sa pamamagitan ng inyong mga taktikang saywar. Wala nang maniniwala sa AFP at PNP. Muhing-muhi na ang taumbayan sa inyo at lalong higit sa inyong among pasista, traydor, korap at mamamatay taong rehimeng US-Duterte.

Ang buong rebolusyonaryong kilusan at mamamayan sa rehiyon ay nanatiling matatag at determinado na isulong sa isang bago at mas mataas na antas ang demokratikong rebolusyon ng bayan (DRB) sa kabila ng pangyayari kay Kasamang Jaime Padilla. Laging handa ang rebolusyonaryong kilusan sa mga susuungin nitong panganib at sa di inaasahang pangyayaring katulad sa pagkahuli kay Ka Jaime Padilla. Batid ng bawat isa na bahagi ito ng pakikibaka at sakripisyo na kailangang paghandaan ng mga rebolusyonaryo sa kurso ng kanilang pakikibaka para sa pambansang demokrasya at sosyalismo. Pinanday ang mga rebolusyonaryo sa mga kahirapan at sakripisyo, sa buhay at kamatayang pakikibaka na may mataas na kahandaang i-alay ang tanging buhay kung kinakailangan alang alang sa rebolusyon at sa bayan.

Ang ganitong di magagaping diwa ng rebolusyonaryong kilusan ay wala sa mersenaryo, pasista at anti-mamamayang SOLCOM-AFP. Kaya ganun na lamang kamahal ng mamamayang Pilipino ang CPP-NPA-NDFP. Habang sa kabilang banda, muhing-muhi sila sa AFP, PNP at sa buong pasistang rehimeng US-Duterte.

Ang pagkadakip kay Kasamang Jaime Padilla ay maituring na pansamantalang kabiguan lamang. Hindi mapapaatras ni mapipigilan ang momentum ng pagsulong at paglakas ng rebolusyonaryong pakikibaka ng mamamayan sa rehiyon. Hindi mapipilay o maaantala ang rebolusyonaryong mga gawain dahil sa mahaba ang bangko at listahan ng mga kadre at opisyal ng rebolusyonaryong kilusan sa rehiyon na maaaring pagpilian, na siyang pupuno at hahalili sa naiwang gawain ni Kasamang Jaime Padilla.

Samantala, mariin naming kinokondena ang ginawang paglipat ng mga ahente ng pasistang estado kay Ka Jaime Padilla mula sa Kampo Crame tungo sa hindi pa malamang lugar. Ang paglipat ng kulungan kay K. Jaime Padilla na hindi pinaalam sa kanyang pamilya at abugado ay maituturing na pagdukot o pagkidnap sa kanya. Malinaw na paglabag ito sa kanyang karapatang pantao para mabisita at makausap ng kanyang pamilya at mga abugado habang nasa kustodiya ng kapulisan. Hindi maiiwasang mangamba ang mga kapamilya at abugado sa maaaring sapitin ni K. Jaime Padilla na pisikal o mental tortyur sa kamay ng mga dumukot sa kanya sa Crame para makapiga ng impormasyon. Maselan ang kalagayan ng kasama na napapailalim sa medikasyon dulot ng nakitang di magandang kalagayan ng kanyang puso. Anumang masamang mangyari sa kasama ay malaking pananagutan ng pasistang rehimeng US-Duterte sa rebolusyonaryong kilusan at sa bayan.

Ang paghuli kay kasamang Jaime Padilla, bilang NDFP peace consultant, ay malinaw na paglabag ng gubyerno sa Joint Agreement on Safety and Immunity Guarantees (JASIG) sa pagitan ng GRP at NDFP. Lalong nilabag ng gubyernong Duterte ang Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL) nang hulihin nito si Ka Jaime Padilla habang nagpapagamot sa Cardinal Santos Medical Center sa San Juan City sa sakit sa puso. Si Ka Jaime Padilla ng mga panahong iyon ay maituturing na hors de combat at binibigyan ng proteksyon ng CARHRIHL at iba pang internasyunal na makataong batas. Hinuli at pwersahang kinuha ng CIDG-PNP sa hospital habang sumasailalim sa pagsusuri ng mga doktor sa kanyang nararamdamang sakit sa puso.

Kondenahin ang hindi makataong pagtrato kay Kasamang Jaime Padilla bilang bilanggong pulitikal at may karamdaman.

To thwart any threat from Islamic State-linked militants, President Duterte has ordered the deployment of more battalions to help keep peace and security in Mindanao.

The President said he had asked Defense Secretary Delfin Lorenzana to send 20 to 35 battalions from the Philippine Army, admitting he was
worried that ISIS threat in Sulu might spill over to other parts of Mindanao.

“Sa Mindanao, they are grappling with terrorism. And that — if there is one thing that would give me the sweat in the hands at parang natatakot ako – terrorism (and I dread terrorism),” he said during the post-typhoon “Tisoy” damage assessment meeting in Legazpi City Thursday.

“We need men, and as a matter of fact, I have ordered Lorenzana to move faster sa creation ng mga bagong battalion sa army. We need — I need about… Ideally I need about 35. But I could — I would be happy with 20 in the meantime,” he said.
He said while he hopes the terrorism threat will not materialize, it is “always good to be prepared for all of these things.”

“Mindanao is very open to these kinds of things,” he said.

“Pero, (but) as far as we are concerned in government, wala pa naman (there’s none yet). I hope it would not come. The only fear is that the ISIS would move inner from the Sulu islands. It might travel to Mindanao. Ayan ang problema (That’s the problem),” he said.

At present, he said the government could manage the security threats in the south. “We are fighting the terrorists, ‘yung Abu Sayyaf. I’m losing my soldiers. It is expected pero nawa-wallop naman sila [but they are being walloped),” he said.

He noted that he previously ordered the deployment of an entire military division to Jolo, Sulu to address the peace and order problems there. Prior to such deployment, he said government forces were “sporadic” as “there was no clear advantage for government.”

Back in July, the President warned of imminent dangerous times amid the lingering terror threat. He said he wanted to further equip government forces to better deal with enemies of the state especially those engaged in terrorism and violent extremism.

FORMER REBEL chieftain Nur Misuari is set to meet with President Rodrigo Duterte to discuss the resumption of peace talks with the former rebel group Moro National Liberation Front in Davao City.

Misuari has previously met with Duterte, his long-time friend and political ally, in Malacañang Palace in Manila where they discussed the creation of a coordinating committee between the MNLF and the national government.


Duterte previously told the former Libyan firebrand that he ordered Presidential peace adviser Carlito Galvez to immediately form a coordinating committee between the Government of the Philippines (GPH) and the MNLF, and to convene and set the agenda for discussions.

Misuari has also asked Duterte to include the influential Organization of Islamic Cooperation (OIC) in the peace talks after the influential body played a vital role in the peace process between the Philippine government and MNLF.

The coordinating committee will serve as a venue to seek for the cooperation of the MNLF to achieve immediate peace in Sulu province by, among others, helping in combating the Abu Sayyaf militants and to convincing MNLF relatives to return to the folds of the law.

Presidential Spokesman Salvador Panelo said Duterte will walk the extra mile to bring harmony to the country and the nation. “In resolving the Muslim rebellion in Mindanao, every undertaking that may lead to a lasting peace and prosperity to that region must be tried and tested until its fruition. We can do no less as a people,” he said.

Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted.

Under the peace accord, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in Mindanao, and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards.

In 2001, Misuari’s loyal forces and former rebels, who joined the military and police following the signing of the peace deal, attacked a key army base in Sulu’s Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the Muslim autonomous region where Misuari wanted to be a perpetual governor.

He then escaped by boat to Malaysia where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid, as well as her allies in the Senate and Congress in 2004.

And in September 2013, MNLF members attacked Zamboanga City for the second time, sparking fierce clashes that lasted for weeks, and left hundreds of people dead and wounded, and displaced over 300,000 civilians. Many of the raiders were killed, but the others managed to escape following the failed rebellion.

Misuari, who is accused of rebellion by authorities for the deadly attacks, is being protected from arrest by Duterte, who interceded to the police and military on behalf of the former rebel chieftain so he would be free to move around without any fear of being arrested.

Misuari is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was governor of the defunct Autonomous Region in Muslim Mindanao. He denied all criminal and graft accusations against him.

Despite all these charges against Misuari, the OIC continues to support him. And in 2017, the OIC Secretary General, Dr. Youssef Al Othaimeen, in support of the peace process, even convened the 4th Session of the Bangsamoro Coordination Forum in Abidjan, Cote d’Ivoire on the margins of the 44th Session of the Council of Foreign Ministers.

The OIC said it continues to deal with the MNLF through the Jeddah formula. The meeting discussed the prospects of the peace process under the Duterte administration and is part of the efforts of the OIC to close ranks between the MNLF and MILF (Moro Islamic Liberation Front which also signed a peace accord with Manila in 2014) and to help in the process of merging the two peace tracks and to consolidate realization of the inalienable rights of the Muslim minority in southern Philippines for a peaceful, just and durable settlement of their problem.

The OIC Council of Foreign Ministers also reaffirmed the importance of unity within the MNLF and the Jeddah formula.
