From the Philippine Information Agency (Sep 25, 2019): DepEd SurSur orders massive info campaign vs NPA’s recruitment (By 3rd Special Forces Battalion, PA)
BAYUGAN CITY, Agusan del Sur -- The Department of Education (DepEd) Surigao del Sur Division based in Balilahan, Mabua, Tandag City, Surigao del Sur, in coordination with the 3rd Special Forces Battalion (3SFBn) has issued an office memorandum order on Sept. 16, 2019 to elementary and secondary schools to reproduce the “CPP-NPA-NDF (Communist Party of the Philippines – New People’s Army – National Democratic Front) Hands-Off Our Children, Save our Youth” advocacy posters in large format to be displayed in all of the schools’ conspicuous areas. The memorandum order was officially made public on Sept. 20, 2019.
This is in line with the DepEd’s continuous commitment to declare schools as peace zones. Anti-government groups discredited this initiative but the DepEd and the Armed Forces of the Philippines (AFP) stood firm in their mandate to protect the youth from being victims of the Communist NPA Terrorist deceptive recruitment scheme.
With the implementation of the Executive Order No. 70 (EO 70) institutionalizing the Whole-Of-Nation Approach in attaining inclusive and sustainable peace, various government institutions like the DepEd and AFP along with concerned stakeholders, particularly the parents, took bold steps and trailblazing initiatives to protect their children from being victims of CNT front organizations’ deception.
Lt. Col. Joey Baybayan, commanding officer of 3SFBn, lauded the DepEd-Surigao Sur for their trailblazing initiative. “DepEd Surigao Sur Schools Division is the first in the education sector to officially issue this kind of memorandum in our area of operations. If I’m not mistaken, maybe even in the whole Caraga region and this is worth recognizing and emulating,” he said.
“We are grateful because the military can only do so much. Insurgency cannot be resolved through military solution alone. The recruitment and organizing works of the Communist NPA terrorists comprise 70% of their activities and that should be addressed by the combined efforts of all government agencies and our stakeholders. It can be done through this example by starting from our homes and our schools,” LTC Baybayan added.
Danilo Alcantara of DepEd-Surigao Sur said that all schools will hang the advocacy tarp. "We will monitor the field to ensure 100% implementation,” he added. (1Lt. Krisjuper Andreo J. Punsalan, 3SFBn, PA/PIA-Agusan del Sur)

An 8th IB trooper gives a lecture on CPP-NPA-NDF youth recruitment during the Diocesan IP Youth Gathering.
To widen the knowledge of the IP youth on the deception tactics of the CNTs, army troops conducted lecture to the participants of the gathering. They also clearly answered and clarified issues raised especially on IP being tagged as mass supporters of the NPAs. The army personnel further advised them on how to avoid from being enticed by the left-leaning organizations to join their struggle and bring them to their death.
During the open forum, one student expressed her frustration on the CNTs. She said, “Nganong naa pa man ang mga rebelde? Sila man gihapon ang mangdaot sa atong nasod.” (why are there still NPAs? They are the ones destroying our country). “Mo-undang na unta sila kay hapit na ang pasko. Makauban pud nila ang ilang pamilya (they should now stop because Christmas is coming. They should be with their families), she added.
“We, in the Philippine Army, is serious in our fight against the CPP-NPA terrorist group and its left-leaning organizations. We will not let these young children become their victims. And with every sector of the society backing us up, like the church, we know that we can prevent tragedy on them, Lieutenant Colonel Ronald Illana, 8IB Commanding Officer said.
The Diocesan IP Youth Gathering was held to celebrate the year of the youth in realizing their aspirations. It also aimed to internalize the role of the IP youth in working for the community and cultural integrity and share experiences and approaches on their knowledge system practices and spirituality.
The Philippine Army will continue to collaborate with every sector of the society to ensure that the young ones will not become victims of the CNTs. (8IB, PA)

Police tagged a Moro National Liberation Front (MNLF) official, who was arrested for alleged possession of explosives in a checkpoint here on Monday, as a suspect in the Sept. 7 bomb attack in Isulan, Sultan Kudarat.
Brig. Gen. Alfred Corpus, Police Regional Office-12 director, said in a statement on Wednesday suspect Kamlon Tongab Camsa, 62, was identified by investigators as among those involved in the bomb explosion at the Isulan public market that wounded seven people.
Corpus said Kamlon is the subject of a search warrant implemented at his home in Sitio Nakan, Barangay Kapaya in Bagumbayan, Sultan Kudarat on Monday.

They were found in possession of a bag containing two fragmentation grenades and an improvised blasting cap. (See related story here)
Corpus said Kamlon is reportedly the vice chairman for military affairs of the MNLF’s Sabiwang State Revolutionary Committee based in Sultan Kudarat province.
He said three of the suspect’s relatives and a Swedish national were arrested last Monday in a joint search operation in Sitio Nakan, Barangay Kapaya that yielded several firearms, explosives, and an Islamic State flag.
Corpus said Kamlon is currently under the custody of the Police Station2 here while awaiting the formal filing of charges for possession of explosives.
The four other suspects are now detained at the Sultan Kudarat Police Provincial Office in Isulan town, he said.
Corpus lauded their units and counterparts in the Armed Forces of the Philippines and other law enforcement agencies for the arrest of the suspects.
“I would like also to recognize the help coming from members of the community who fed us with valuable information leading to the arrest of these suspects,” he added.

ZAMBOANGA CITY -- Government troops have arrested an alleged member of the Abu Sayyaf Group (ASG) in this southern port city, military officials said Wednesday.
Col. Antonio John Divinagracia, Task Force Zamboanga commander, identified the arrested ASG bandit as Amran Dala, a follower of Basilan-based bandit leader Furuji Indama.
Divinagracia said Dala was arrested by joint elements of the Marine Battalion Landing Team-11 and Police station 4 in Barangay Mercedes around 9:30 a.m. Monday.

CAMP SIONGCO, Maguindanao – Army troopers based in the hinterlands of Maguindanao have partnered with non-government organizations (NGOs) to bring smiles to schoolchildren in far-flung areas, an Army official said Wednesday.
Maj. Gen. Diosdado Carreon, commander of the Army’s 6th Infantry Division (6ID) and head of the Joint Task Force Central, said the Army’s 603rd Infantry Brigade and the 6th Infantry Battalion have partnered with several NGOs to intensify the Army’s outreach programs in its areas of operation.
On Tuesday, the Army partnered with STI-Cotabato led by School President Jefferson Bacurnay, ABS-CBN South Central, the Bangsamoro Ministry of Basic, Higher and Technical Education, and McDonald's Cotabato in an activity that gave smiles to indigent school children in barangays Tinungkaan and Kibleg, both in Upi town.
The group first visited the S. Midal Elementary School in Sitio Pencian, Barangay Tinungkaan where the children greeted them with cheers.
“Schoolchildren in upland communities of Maguindanao could hardly avail of government services due to distance and the coming over of soldiers and its partners provide them hope and entertainment as well,” Carreon said.
A total of 152 pupils received bags containing school supplies, “malong” (Muslim tube skirt), and slippers, he said, adding that toys were also given to kindergarten and Grades 1 to 3 pupils.
McDonald's Cotabato, meanwhile, provided food packs and presented their mascots to provide the children with some entertainment.
In a separate activity, 350 sets of dental kits and 350 pairs of slippers were distributed to the students of the Kibleg Elementary School in Barangay Kibleg of the same town.
On top of it, 44 pupils availed of free haircut while both the students and parents were provided with lectures on teenage pregnancy and good parenting. The activity formed part of the foundation anniversary of the Kibleg Elementary School.
“The smile we put on people’s faces is what really matters. Their happiness gives us a sense of fulfillment,” said Lt. Gen. Cirilito Sobejana, chief of the Armed Forces’ Western Mindanao Command, after receiving the report from 6ID about the outreach program.

With just three weeks before the 75th Leyte Gulf Landings celebration on Oct. 20, a local historian is lobbying for the recognition of the role of thousands of local guerrillas in liberating Leyte Island from Japanese occupation during World War II.
Emil Justimbaste said on Wednesday the heroism of local fighters should be highlighted and not just the sacrifices of the Allied forces led by American General Douglas MacArthur.
“There would be more casualties from the Allied forces without the attacks initiated by the local guerrillas, but their bravery was never highlighted in the annual celebration of Leyte Gulf Landings,” said Justimbaste, the author of the book “Heroes, Brigands, Spies: The untold story of the guerrilla movement in Leyte, World War II.”
The book, published in 2007, tells the stories of local fighters and their internal conflicts during the Japanese invasion.
These fighters belong to the Philippine Army’s Western Leyte Guerrilla Warfare Forces led by Lt. Blas Miranda with its base camp in Ormoc.
“The forces’ six regiments with about 8,000 men in Leyte were well-organized. Their leader never surrendered to the Japanese. From Nov. 4, 1942, up to March 25, 1949, they have records of the daily battles with invaders,” Justimbaste said, citing details from declassified documents.
These scanned documents have been posted online by the Philippine Veterans Affairs Office.
Miranda’s men had kept diaries of the war and sent those to the Army’s intelligence unit, hoping to earn official recognition of their role in ending the Japanese occupation in Leyte.
“They initiated encounters with Japanese even before the Allied forces using bolos and few native guns, but when the Americans soldiers came, these guerrillas have been treated as guides, supplier carriers, and helpers,” he added.
“These are squad-size operations. There should be digging up of documents attesting their heroism since no one from the government is taking extra effort to research about their accounts,” he added.
The historian noted that there are only a few local heroes recognized during World War II in the annual commemoration. They are Ruperto Kangleon, a former Filipino soldier turned resistance fighter and leader and the three boy scouts Valeriano Abello, Antero Junia, and Vicente Tiston.
These young scouts who were at the hilltops of Telegrafo village in Tolosa used the scout's signs to request the incoming Allied forces on Oct. 18, 1944, not to bomb the shorelines from Abuyog to Tacloban City because thousands of local residents were living in the area.
The Leyte Gulf Landings is a commemoration of the Battle of Leyte Gulf the largest naval battle in the Pacific, and the largest naval battle in recorded history.
The battle spanned 100,000 square miles of sea; and was fought for three days, from Oct. 23 to 25, 1944, during the invasion of Leyte by the Allied forces.
The battle signaled the fulfillment of Gen. Douglas MacArthur's famous words, “I shall return,” who left the country and escaped to Australia to muster support from the Allied forces in the quest to liberate the Philippines from Japanese forces’ occupation.

The Philippine Army's 61st Infantry Battalion (61IB) and the Communist Party of the Philippines-New People's Army (CPP-NPA) rebels clashed at Igcabugao village, Igbaras town, Iloilo on Wednesday morning.
Lt. Col. Joel Benedict Batara, commanding officer of the 61IB, said the troops are conducting pursuit operations against the Suyak Platoon, Southern Front, Komiteng Rehiyon Panay when they received reliable information about the rebels' presence in Igcabugao village.
"We immediately responded to the said report which resulted in another armed engagement with more or less 10 members led by Melgar Besmanos alias 'Mar' of Sibat (SYP) Platoon, Southern Front, Komiteng Rehiyon Panay under Nahum Camariosa alias “Bebong”, Batara said in an official statement.
The same group was also encountered by the government troops in the towns of Miag-ao and Maasin on Monday.
Batara said the soldiers were again able to prevent the rebels in their planned attack against the Century Peak Energy Corporation (CPEC) and its hydro-power plant in Igbaras.
Despite the extortion demands from the rebels in previous years, Batara commended the CPEC for not giving in to the pressure of the rebels.
Wednesday’s encounter resulted in the confiscation of three Molotov bombs, one rifle grenade, one hand grenade, one blasting cap, two packs of ammonium nitrate, two dynamites, and a t-shirt.
Batara said no one was reported hurt on the side of the government.
Meanwhile, the Army had identified the slain CPP-NPA member as Vincent Yovero, whose body was retrieved after a gunfight in Miag-ao on Monday.
Maj. Gen. Dinoh Dolina, commander of the Army’s 3Infantry Division, had earlier called on the rebels encountered by the 61IB to look into the welfare of their wounded comrades.
“Don’t leave them. They are also Filipinos. Surrender them to the government for them to avail of proper medical attention. Your Army will be happy to accept and help your injured companions,” Dolina said in a statement.
Batara also assured that the Army will continue to protect the community against harassment of the rebels.
“The troops will continue to safeguard the community against these terrorists and with the help of the people, together we can achieve a peaceful and developed barangays and municipalities,” Batara said.
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Baguio City Police Office is ready to file criminal cases against three Philippine Military Academy (PMA) cadets and a physician, in connection with cadet Darwin Dormitorio's death, an official said on Wednesday.
“We are waiting for the family to come and we will be filing it [case] with the prosecutor's office,” said Police Col. Allen Rae Co, city police director told the Philippine News Agency (PNA) in a telephone interview.
Co said the family is expected to arrive in the city anytime soon for the formal filing of the case.
Charges for violation of the Anti Hazing law will be filed against Cadet First Class Axl Rey Sanupao, Cadet Third Class Shalimar Imperial and Cadet Third Class Felix Lumbag.
The three PMA cadets were found to have directly participated in the acts, which led to the death of Dormitorio on September 18.
A separate case for criminal negligence will be filed against a physician, Capt. Flor Apple Apostol, who diagnosed Dormitorio as suffering from urinary tract infection (UTI) on September 17 when he was brought to the hospital.
Dormitorio was brought to the hospital around 9:30 a.m. on September 17, more or less two hours after the alleged maltreatment. He was discharged from the hospital at 4:30 p.m.
Co said they prepared the affidavit of 11 cadets and two soldiers who will serve as witnesses.
“We have taken the statement of witness cadets and they have sworn to the content of the same before the prosecutor,” Co said, adding that authorities have established the culpability of the three cadets.
Dormitorio was laid to rest in his hometown of Cagayan de Oro on Wednesday.
Meanwhile, Co said hey could file a supplemental affidavit, adding more people to the initial charges but they are not discounting the possibility that there will be more cases against other people that may be charged as the investigation continues.
He said there could be physical injuries cases that may be filed.
“There could be other cases but what is with certainty is the anti-hazing law against the three [cadets],” Co said.
He said they are looking if there are others who certified that Dormitorio was suffering from UTI for the stomachache that he initially complained of when he was brought to the hospital.
Co said the maltreatment against Dormitorio, a fourth class PMA, was a result of missing combat boots.
Based on the police investigation, the incident on September 17 started at around 7 a.m. when Sanupao looked for his combat shoes that were in the custody of Dormitorio.
Co said Sanupao was looking for his combat shoes and when he could not find them, he ordered Lumbag and Imperial to physically punished Dormitorio.

Failure to strictly enforce the Anti-Hazing Law was one of the shortcomings of officials of the Philippine Military Academy (PMA), causing the death of one its cadets.
This, according to Col. Claro Unson, PMA deputy dean for academics, who was in this city on Wednesday to attend the interment of Darwin Dormitorio, the cadet who died of hazing at the academy.
Dormitorio, a native of this city, was laid to rest at the Cagayan de Oro Gardens in Barangay Lumbia here.
Unson admitted that PMA failed to ensure the implementation of the law that could have prevented the death of cadet 4th class Darwin Dormitorio and other trainees before him.
“We are just very sorry. We’ve had our shortcomings,” he told local reporters. “We did our best, but our best was not good enough this time.”
However, Unson assured that there would be no cover-up in the ongoing investigation into Dormitorio’s death.
Medical experts said Dormitorio died from blunt force trauma resulting from hazing inside the Fort Gregorio del Pilar facilities in Baguio City.
A number of PMA upperclassmen and officers have either been removed from service or suspended pending the investigation.
“The death of cadet Dormitorio will serve as the rallying point for change and that is actually on maltreatment and hazing, as it is known,” Unson said.
The PMA official also denied the supposed prevailing “culture of retaliation” among PMA’s senior students.
“Actually, most of the cases (of maltreatment) were not planned. Maybe these are spur of the moment. This could be due to orders that were not complied (with), duties that have not been attended to. But I’d like to say that it has never been allowed,” he said.
“As far as we are concerned, it (hazing) is not happening in our site since these acts are conducted behind our backs. These are done in secret,” he added.
Unson said PMA has a thousand cadets managed by 50 tactical officers, and these officials cannot keep tabs on the movements of all the students inside the country’s top military training institution.
“They usually do these acts when no one is watching,” he said, adding that one of their interventions is to inform the cadets and tactical officers on the anti-hazing law.
Following the statement of Senator Ronald “Bato” dela Rosa that hazing during his PMA days had made him what he is today as a leader, Unson said, “It is against the law. It should not be done.”
Unson assured those who want to enroll in the PMA that by the time they enter the academy, the actions taken at present shall have taken effect and the outcome of those actions shall have already been felt.
He said the new version of the Anti-Hazing Law, or Republic Act (RA) 11053, should be enough to deter cadets who may want to inflict physical pain on the plebes due to the corresponding punishment and fines.
Under RA 1105, those who are guilty of committing an offense will be meted out with life imprisonment and will be made to pay a penalty of PHP3 million.

Efforts to improve the Armed Forces of the Philippines' (AFP) capability to protect the country's territories will continue, newly-appointed AFP chief-of-staff Lt. Gen. Noel Clement said Tuesday.
"Our military continues to develop its capability in the area of territorial defense, securing our archipelagic region is sustained. In line with the government’s pronouncements, we will abide by the peaceful resolutions on matters concerning disputed territories," Clement said in his speech during the change-of-command ceremonies in Camp Aguinaldo, Quezon City Tuesday.
"I seek the support, dedication and commitment of the entire AFP family in carrying out this administration's inclusive socio-economic and development programs which entail the AFP’s relentless pursuit in efforts that promote peace and stability, equal opportunities, uphold the democratic principles and support for the rule of law. collectively, we the people’s officers, soldiers, airmen, sailors, marines and special forces shall abide by our marching orders and carry on courageously with the nationalistic discharge of our duties," he added.
Clement also noted that the AFP is on track in further professionalizing the military profession.
"In keeping with our transformation roadmap we remain focused on our vision, thus far, we are on track. the professionalism of our personnel is bannering outstanding results. Our capability development has seen the upgrade of our systems, assets and equipment to help us in the execution of our duties," he added.
Also, in the internal security efforts, Clement said he will continue to anchor the AFP's thrust in contributing to the implementation of Executive Order 70, which created the National Task Force to End Local Communist Armed Conflict and institutionalized the whole-nation-approach in attaining inclusive and sustainable peace.
The new AFP chief said the military will remain committed to ending the threat posed by the communist armed insurgency.
"On our operational engagements, we will remain committed to ending the armed insurgency, similarly our focused operations will be sustained and surgically conducted on those who threatened the peace in our communities," he added.
Clement, a member of the Philippine Military Academy Class of 1985, succeeded his classmate at the PMA, Gen. Benjamin Madrigal Jr., who left the service as he will be reaching the mandatory military retirement age of 56 on September 28.
The newly appointed AFP chief said the "enemies of peace will be dealt with accordingly."
Clement also urged all remaining communist rebels and their allies to return to the path of peace like what their former colleagues in the insurgency movement have done.
"I, therefore, call on the leftover of a lost cause, peace is not elusive. we have worked with your comrades. We have worked with our people; we engage communities who now partake of the fruits of our peaceful endeavors. Therefore, I enjoin the remaining peace spoilers to work with us," he added.
Clement said under his watch, the AFP will remain professional, non-partisan, a staunch defender and advocate of human rights, and respectful of International Humanitarian Law but at the same time assuring the Rule of Law.
"My leadership aims to highlight values, advocates for the collective good of most people, and our uniformed personnel," he said. Clement, who was born Jan. 5, 1964 in Lipa, Batangas, studied at DOLE Philippines School, Stella Maris Academy of Davao and had his first year in Bachelor of Science in Commerce at Ateneo De Davao University, before entering the PMA in 1981.
Prior to his appointment as AFP chief, Clement was designated as the head of the Cebu-based Central Command on Nov. 16, 2018. He also commanded the 10th Infantry Division, 602nd Infantry Brigade, and the 56th Infantry Battalion and Joint Task Force Sulu.
A multi-decorated officer, Clement earned four Distinguished Service Star medals, an Outstanding Achievement Medal, three Bronze Cross Medals, two Meritorious Achievement Medals, among others.
He is also happily married to Geraldine Anne Valerio and is blessed with two sons, Cheeno and Carl Angelo.

AFP spox says 3rd PMA cadet hospitalized for ‘maltreatment’
From the Philippine News Agency (Sep 25, 2019): AFP spox says 3rd PMA cadet hospitalized for ‘maltreatment’

A third cadet of the Philippine Military Academy (PMA), who has shown signs of maltreatment, was taken to the Armed Forces of the Philippines (AFP) Medical Center in Quezon City for treatment.
"A third cadet arrived in V. Luna (the old name for the AFP Medical Center) yesterday (Monday). He also bore signs of maltreatment though he is ambulant," AFP spokesperson Marine Brig. Gen. Edgard Arevalo said in a message to reporters Tuesday.
He added that the cadet was first confined due to pains similar to gastroenteritis but when symptoms persisted, he was brought in again, during which, possible maltreatment markings were seen during examination.
Also, the two cadets who were earlier hospitalized are in stable condition and responding to medication and "coherent" when visited by Defense Secretary Delfin Lorenzana and other ranking military officials Monday, he added.
Arevalo also said that later in the day, one of the two cadets was transferred to St. Luke's Medical Center at Global City, Taguig for further tests.
Meanwhile, he added that the AFP leadership accepted the resignation of Lt. Gen. Ronnie Evangelista, the Philippine Military Academy (PMA) Superintendent and Brig. Gen. Bartolome Vicente Bacarro, the Commandant of Cadets, from their posts.
"The Superintendent’s announcement came in the heels of the PMA’s completion, by his direction, of the reports that are necessary for the filing of criminal and administrative cases to prosecute those who are liable and culpable in the demise of Cadet Fourth Class Darwin Dormitorio," Arevalo added.
Dormitorio, 20, died on September 18 from injuries received due to alleged maltreatment.
The selection and issuance of orders designating the replacement of these officials are now being prepared, the AFP spokesperson stressed.
"There will be no whitewash as had been shown in the cross-section in the ranks and positions of both military officers who were relieved from their positions. There will be no cover-up as may be gleaned from the number and classes of cadets who were meted steep penalties such as separation from the Academy -- without prejudice to other cases that may be filed against them," he added.
Arevalo said that the AFP will not stop until cases are heard and verdicts are rendered against those who are guilty of the crime in varying degrees of liability and culpability, and that justice has been rendered to the victims.
"We will once again revisit existing cadet regulations and policies to eliminate maltreatment from recurring in the Academy," he added.

The Russian government on Wednesday reiterated its commitment to help the Philippines strengthen its defense capabilities ahead of the second visit of President Rodrigo R. Duterte to Russia on October 1.
"Our country is committed to helping the Philippines increase defense capabilities," Ambassador Igor Khovaev told reporters during a press conference at his residence in Makati City.
"We are open to many options, we are ready to supply sophisticated arms and weapons to help the country in staff training, (on) joint drills and exercises we are ready to coordinate our efforts, and of course we want to transfer our best technologies in all of the developing countries," he said.
One of the common threats faced by both Russia and the Philippines is terrorism. To recall, Duterte's first visit to Russia in 2017 was cut short after violent extremists belonging to the Maute group attacked and seized Marawi City.
The engagement between the two nations in the field of defense has improved over the past few years after the signing of the Philippine-Russia Agreement on Defense Cooperation and the Agreement on Military-Technical Cooperation in 2017.
In the chief executive's upcoming Russia trip, Khovaev said Moscow is hoping to "diversify" its cooperation with Manila.
The envoy said Duterte and Russian President Vladimir Putin will meet in Sochi and are expected to sign "a number of agreements".

The Russian government is interested to share its expertise in railroad construction with the Philippines to further increase Moscow and Manila's ties in the field of infrastructure and transportation, a ranking Russian government official said Wednesday.
"Russia is one of the leading in the sector, we have Russian railway corporations that are like the EPC (engineering, procurement, and construction) contractors in the country," Russian Deputy Minister for Industry and Trade Aleksey Gruzdev said in a press conference on the sidelines of his two-day official visit to Manila.
"When we're talking about projects abroad, it's not only railways but also underground constructions, underground railways construction," he said.
Gruzdev said Russia has about 85,000 kilometers of railways stretched in the state.
"With this, you can understand our experience in the sector and we can share it with our friends in the Philippines," he said.
Aside from rail transport, Gruzdev said Moscow wants to explore cooperation possibilities with the Philippines in the field of aviation and pharmaceuticals.
"We do hope that this visit would result to contracts, agreements, and joint cooperation," he told reporters.
The official is in Manila from September 24 to 25 to attend bilateral meetings with high-ranking officials of the Department of Health, Department of Transportation, Department of Trade and Industry as well as the private sector.
The Russian delegation, led by Gruzdev, consists of a number of businessmen representing the leading Russian companies in the field of the pharmaceutical industry, transport and aviation, infrastructure, and energy.

The Armed Forces of the Philippines (AFP) will conduct another investigation on the alleged maltreatment that resulted in the death of Philippine Military Academy (PMA) Cadet Fourth Class Darwin Dormitorio and similar cases.
AFP spokesperson, Marine Brig. Gen. Edgard Arevalo, in a radio interview on Wednesday, said the order came from newly-appointed AFP chief-of-staff, Lt. Gen. Noel Clement.
"Ipadadala niya (Lt. Gen. Clement) yung Inspector General ng Armed Forces of the Philippines upang magsagawa ng independiyente, malalaliman at impartial na imbestigasyon hingil sa nangyari dyan sa PMA (Lieutenant General Clement will send the Inspector General of the Armed Forces of the Philippines to conduct an independent, thorough, and impartial investigation on what really happened at PMA)," he said.
He added the Inspector General can also help the AFP in the formulation of policies and regulations that could prevent such practices from happening again.
"Pagkatapos ng imbestigasyon, kanyang mga rekomendasyon sa ating kasalukuyang AFP of Chief-of-Staff, upang maipatupad at magkaroon po tayo ng karampatang pagbabago sa PMA (After the investigation, the IG will give his recommendations to our current AFP of Chief-of-Staff so that essential reforms will be implemented at the PMA)," Arevalo said.
Arevalo also cited the need to orient PMA cadets to make them report to authorities any wrongful or illegal actions.
“Kasama po 'yan sa values at training na dapat (mailagay) sa isipan ng ating mga future officers na ang isang bagay na mali, ang isang bagay na ilegal ay hindi dapat pagtatakpan (Part of their values formation and training is to impart to them, as future officers, that something that is wrong and illegal should not be covered up) ,” he said.
Arevalo added anybody who speaks up against something unlawful should not be looked down upon. Instead, they should be respected because they are pushing to correct something that is wrong.
On Monday, two cadets earlier hospitalized were found in stable condition and responding to medication and "coherent" when visited by Defense Secretary Delfin Lorenzana and other ranking military officials. On the same day, a third PMA cadet who also showed signs of maltreatment was taken to the AFP Medical Center in Quezon City for treatment.
The PMA and the Philippine National Police have earlier conducted a probe on Dormitorio's death.
Reports said the results of the PMA investigation led to the dismissal of two cadets from the academy, who were tagged as the primary suspects in the incident.
The incident also prompted the resignation of PMA Superintendent, Lt. Gen. Ronnie Evangelista and Corps of Cadets Commandant, Brig. Gen. Bartolome Vicente Bacarro from their posts.
