3 rebels surrender firearms, explosives

From the Visayan Daily Star (Jun 20, 2019): 3 rebels surrender firearms, explosives

Three former communist rebels surrendered four firearms and three explosives to the 62nd Infantry Battalion in Brgy. Libas, Isabela, Negros Occidental.

Maj. Michael Victoria, 62IB Executive Officer, yesterday said the three
disgruntled former New People's Army rebels surrendered an M-1 carbine rifle, an improvised M-16 rifle, a garand rifle , a 12 gauge shotgun, two rifle grenades and a fragmentation grenade.

The surrendered firearms and explosives were endorsed yesterday by the 62IB to Carmelo Orbista, provincial director of the Department of Interior and Local Government, so the former rebels could avail of cash assistance from the national government, in exchange for the firearms they had surrendered, in the presence of PCol. Romeo Baleros, provincial police director of Negros Occidental.

Victoria said many other NPA rebels in the 4th and 5th districts of Negros Occidental, are also planning to abandon the armed struggle, based on the surrender feelers they have received.

Orbista said the rebels will also avail of several benefits under the Enhanced Comprehensive Local Integration Program of the DILG, aside from cash they will receive, in exchange for firearms the will surrender.

Last month, 25 former rebels also surrendered 27 high-powered firearms to the 79th Infantry Battalion in Sagay City.

Orbista also said that DILG will provide P21,000 each as re-integration assistance to former rebels, to be given to the concerned Army or police unit where they surrendered, for their food and other basic personal needs.

He added that they are now processing the papers of seven of the 25 former rebels, who surrendered to the 79IB, for their inclusion in the government E-CLIP program.

But Orbista said they have yet to be updated on the status of the surrendered firearms.

Baleros said the 27 surrendered guns should be turned over to the PNP Regional Civil Security Unit 6 for documentation, before former rebels can be given the amount corresponding to the firearms they had surrendered.

NPA officer yields 9 IEDs

Posted to the Mindanao Times (Jun 21, 2019): NPA officer yields 9 IEDs

A ranking political officer of the New People’s Army (NPA) surrendered and turned over several explosives to members of the 16th Infantry Battalion based in Barangay Malabog, Paquibato District on Tuesday.

Epifanio Blas, also known as Ka Blas, yielded nine Improvised Explosive Devices (IED), designed as anti-personnel mines, to the battalion under the 1003rd Infantry Brigade.

Capt. Erick Wynmer Calulot, the Civil-Military Operations Officer of 1003rd IB, said Blas, 49, married, of Barangay Malabog, is the assistant secretary of the NPA’s underground mass organization, Hingpit Organisadong Masa, a local party branch in Malabog.
Blas, Calulot said, surrendered after “realizing the sincerity of the peace-building efforts of 16th Infantry Battalion troop in the area.”

Blas is now undergoing process to avail of the Enhanced-Comprehensive Local Integrated Program (E-CLIP) in which NPA surrenderer gets livelihood and other assistances from the government.

Col. Nolasco Mempin, 1003rd IB commander, said “such welcome development in Paquibato is a result of our continuing effort to completely clear the barangays from NPA influence.”

“Paquibato is transforming into a more peaceful state largely due to the combined peace and development efforts of the unit with Davao City Peace 911,” Mempin said.

Paquibato, composed of 13 barangays in the second congressional district, is once a stronghold of the communist movement.

In Bukidnon, three regular NPA members surrendered to the Community Support Program team of the 8th Infantry Battalion.

Lt. Col. Ronald Illana, the 8th IB commander, said the three also surrendered five anti-personnel mines and a garand rifle in Barangay Kalabugao, Impasugong on Tuesday.

Illana identified the returnees as Ka Lakap, 45, a Militiang Bayan courier; Ka Alimokon, 33, a medic; and Ka Jake, 26, a combatant, all members of the NPA’s Sub-Regional Command 2 (SRC2) under its North Central Mindanao Regional Command (NCMRC).

The NPA group is operating in the towns of Impasugong, Cabanglasan San Fernando, Quezon and the cities of Valencia and Malaybalay in Bukidnon.

Illana said the rebel surrenderers are natives belonging to the Higaonon tribe in the boundary of Bukidnon and Agusan del Sur.

In his statement, Brig. Gen. Edgardo de Leon, the commander of the 403rd Infantry Brigade based in Bukidnon, said “These surrenderers were enlightened by the government troopers.”

“I am again calling all agencies to deliver all services, especially in conflict-affected areas. A whole-of-nation approach is the best approach to end insurgency,” de Leon said.

3 NPA fighters captured

Posted to the Mindanao Times (Jun 21, 2019): 3 NPA fighters captured

Three communist rebels under a certain Kidlat were captured during a combat operation launched by the troops of the 27th Infantry Battalion in Sitio Pangi, Barangay Lunen, Tupi, South Cotabato on Sunday, June 16.

1Lt. Efren James Halawig, the Civil-Military Operations officer of the 27th IB, said the three fighters were abandoned by their leader. They also directed the troops to the location of their camp, which resulted in a death of another rebel on the midnight of June 17.

Halawig said successive operations yielded one M14 rifle, one M653 rifle, one caliber .45 pistol, homemade Uzi, a rifle grenade, and subversive documents.

“These clearly manifest the unremitting efforts of these communists terrorist of misleading innocents to bear arms and leaving them in the height of a military offensive,” Lt. Col. Jones Otida, the 27th IB commander, said.

“Time and again, these desertions show that these so-called leaders have only caused death and pain to those who have decided to follow them,” Otida said.

Tribal community declares NPA as ‘persona non grata’

Posted to the Mindanao Times (Jun 21, 2019): Tribal community declares NPA as ‘persona non grata’

Another tribal community in Surigao del Sur has declared the Communist Party of the Philippines and its armed wing, the New People’s Army, as persona non grata.

“We can no longer tolerate and just close our eyes on the rampant killings, threat, and intimidation being perpetrated by the CPP-NPA,” the tribal leader of Ominugra to Banwa said to Pabukada-a group of Lumad.

1Lt. Jonald Romorosa, the Civil-Military Operations officer of 36th Infantry Battalion, said the Lumad are residing in the Certificate of Ancestral Domain Title Number 238 (CADT 238)–a 70-hectare site covering the boundaries of Carrascal, Cantilan, Madrid, and Carmen, all in Surigao del Sur.

Romorosa said the tribal leaders convened last May 23, 2019 at Antonio’s Beach Resort, Barangay San Pedro, Cantilan, Surigao del Sur.

The council passed Resolution No. 1 series of 2019 declaring the communist group and other leftist organizations such as Sidlak, Kasalo, Katribu, Act, Karapatan, Anakpawis, Anakbayan, Bayan Muna, Gabriela, League of Filipino Students, Rural Missionaries of the Philippines, and Kilusang Magbubukid ng Pilipinas as persona non grata.

Aside from denouncing the NPA, he said the resolution prohibits any Lumad from accepting or extending assistance to the NPA and their cohorts. A stiff penalty will also be imposed on any of their members who violate the community rule.

The tribal leaders decried the decades of abuse and exploitation that they suffered from the CPP-NPA. They said their community used to be peaceful and free of any violence before NPA started recruiting their fellow Lumad.

“We were deceived. We were made to believe that they will help us improve our lives. Instead, we lost our identity as Lumad.

They destroyed our cultures and traditions,” one of the leaders said.

Another provision of the resolution requires any and all legal organization to pay a courtesy call to the Tribal Council before they will be allowed to conduct any activity within the ancestral domain areas.

In a statement, Engwan Ala, the tribal chieftain of Pabukada, said he is a witness to the suffering of his people in the hands of the CPP-NPA for many years.

“This resolution is the best way that I can protect my people from threat, intimidation and recruitment of these terrorists. I urge my fellow leaders and Lumad of CADT 238 to support this resolution for the sake of our future generation,” Ala said.

Lt. Col. Xerxes Trinidad, commander of the 36th Infantry Battalion, lauded the move of the tribal leaders. “I admire their courage for rising against the dreaded terrorists and extortionists,” he said.

“It is about time we get rid of these parasites that prey on the poor and innocent. We cannot allow the CPP-NPA to continuously destroy our communities especially our brother Lumad,” Trinidad said.

3 NPAs surrender to soldiers in Bukidnon

Posted to the Mindanao Times (Jun 21, 2019): 3 NPAs surrender to soldiers in Bukidnon

Three regular NPA members yield to the 8th Infantry Battalion at Barangay Kalabugao, Impasugong, Bukidnon bringing along with them five Anti-personnel mines and Garand rifle on Tuesday, June 19.

Lt. Col. Ronald Illana, the 8th IB Commander
identified the returnees as alias Alimokon 33, medic; Alias Lakap, 45, Militiang Bayan/courier and Alias Jake, 26, a regular member of the squad.

Illana said the former rebels revealed that they belong to Sub-Regional Command 2, North Central Mindanao Regional Command (NCMRC) currently operating in the area of Impasugong, Malaybalay, Cabanglasan, and northern part of San Fernando, Quezon, and Valencia City, all in Bukidnon.

Also, he said the former rebels claimed that they came from the boundary of Bukidnon and Agusan Del Sur and they belong to the Higaonon tribe, one of the seven Lumad communities in the area.

They yielded five improvised explosive devices and a Garand rifle.

Based on their record, the recent explosion of an anti-personnel mine in Barangay Kalabugao was on May 30, 2019 when a group of foreign observers visited the place for an activity.

In an interview with soldiers, alias Lakap, said “We want to live free in the hands of the NPA.”

“They are always threatening us if we opt to run from their group, they will kill us. They will force us to battle the soldiers who are doing community service,” he added.

Also in his statement, Brig. Gen. Edgardo Y. De Leon, the commander of the 403rd Infantry Brigade based in Bukidnon, said “This surrenderers were enlightened by the government troops and they need the presence of our government in their community.”

“I am again calling all agencies to deliver all services especially in conflict affected areas,” he said.

President Rodrigo Duterte on Wednesday night led the awarding of the Order of Lapu-Lapu to the soldiers killed and wounded in a clash with communist terrorists in Calbiga, Samar two months ago.

In a simple ceremony, the commander-in-chief pinned the Rank of Kampilan medals to nine wounded in action soldiers at the Heroes Ward of the Camp Vicente Lukban Station Hospital in Catbalogan City and handed over the Rank of Kalasag medals to the family members of the five soldiers killed during the bloody encounter.

“I salute our brave soldiers who made the ultimate sacrifice during an ambush by communist terrorists last April. Their sacrifice for our country will never be forgotten and their needs, including those of their families, will be taken care of,” Duterte said.

He said the bravery of these soldiers has motivated the government to step up support for the Philippine Army as they fulfill their duty of securing the people.

“This administration will work hard to meet all of your needs and that of your families, and all that I ask is that you perform your responsibilities to the best of your abilities. It is now, more than ever, that we need to work hard and work together, if we are to bring real, lasting peace and meaningful change for our country,” he added.

The recipients of the Order of Lapu-Lapu Rank of Kampilan were Cpl. Eduardo Vigilia Jr., Cpl. Mark Lester Amparo, Pfc. Joseph Salonga, Pfc. Mark Louie Lantecsi, Pfc. Mark Kevin Frigillana, Pfc. Joemar Glenn Seligbon, Pvt. Delio Amaro, Pvt. Joseph Renel Gentalian, and Pvt. Rex EspaƱol.

The Order of Lapu-Lapu is given to persons in the government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy.

The Kampilan medal is conferred on persons who were seriously wounded or suffered a great loss of property as a direct result of their participation in such activities.

The President also led the handover of the Order of Lapu-Lapu Rank of Kalasag to the dependents of the soldiers who died during the April 23 clash.

The Kalasag medal, on the other hand, is awarded to officials and personnel of the government and private individuals who lost their lives as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.

The soldiers, killed-in-action and posthumously given the Order of Lapu-Lapu, were Cpl. Robert Bueno, Cpl. Alix Saliwan, Pfc. Danilo Constantino Jr., Pfc. Arthur Garcia, and Pvt. Elben Lagrimas.

On April 23, an undetermined number of New People’s Army rebels detonated a bomb around 2:45 a.m. when they spotted patrolling soldiers in the upland village of Beri, some 12 kilometers from Calbiga town center.

After the blast, soldiers of 46th Infantry Battalion engaged the terror group in several hours of fierce gun battle, which lasted until daytime.

The NPA, which has been engaged in a five-decade armed struggle, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Army turns over ex-rebels’ firearms to DILG, police

From the Philippine News Agency (Jun 20, 2019): Army turns over ex-rebels’ firearms to DILG, police

REBELS’ GUNS. The firearms surrendered by former New People’s Army members in central Negros turned over by the Philippine Army’s 62nd Infantry Battalion to the Department of the Interior and Local Government and the Philippine National Police in Negros Occidental on Wednesday (June 19, 2019). These will be checked to determine if the firearms can still be used and subjected to cost valuation. (PNA photo by Nanette L. Guadalquiver)

Four long firearms surrendered by former rebels in central Negros were endorsed by the Philippine Army to the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) in Negros Occidental on Wednesday.

The firearms were presented by Maj. Michael Victoria, executive officer of 62nd Infantry Battalion (62IB), during the turn-over ceremony held at the Negros Occidental Police Provincial Office conference room.

Victoria said the firearms came from
three New People’s Army (NPA) members, who surrendered through the battalion based in Isabela town.

These included an improvised 5.56 mm M16, an M1 Garand, a Carbine M1, and a 12-gauge shotgun, along with two rifle grenades and one hand grenade.

Victoria said once a rebel expresses intent to surrender, he or she undergoes a validation to determine if indeed, the said person is a member of the NPA or its Yunit Militia.

“We have a list of legitimate NPA and Yunit Militia members being validated by the DILG to determine if those included are entitled to receive benefits,” he added.

DILG-Negros Occidental provincial director Carmelo Orbista said each surrendered firearm has a corresponding amount and each one will go through cost valuation and then post-valuation.

The firearms will be checked if these can no longer be used, then these will have no monetary value, Orbista said.

Col. Romeo Baleros, police provincial director, said they will coordinate with a supplier to determine the current market value of each firearm and provide such information to the DILG.

“It will be up to the DILG to determine how much they will pay for each firearm,” he added.

The DILG is the lead agency in the implementation of the government’s Enhanced-Comprehensive Local Integration Program (E-CLIP), which entitles a former rebel to receive immediate assistance of PHP15,000; livelihood assistance, PHP50,000; firearms remuneration, PHP12,000 to PHP500,000; half-way house assistance; PhilHealth enrollment and medical assistance; education assistance; housing assistance; legal assistance; and healing and reconciliation initiatives.

The Communist Party of the Philippines and its armed wing, the NPA, are listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

No harassment by military in Mindoro town, says AFP brass

From the Philippine News Agency (Jun 20, 2019): No harassment by military in Mindoro town, says AFP brass

Location map of Mansalay, Oriental Mindoro courtesy of WOW Mindoro

The commanding general of the Philippine Army's 203rd Infantry Brigade said accusations of harassment hurled against government troops by militant group Karapatan-Southern Tagalog are "baseless and untrue".

Brig. Gen. Marceliano Teofilo said on Thursday that all the actions of the military in the aftermath of an encounter with communist rebels were above-board.

“All we ask is that legal procedures will be observed such as making sure that the remains will be claimed by their relatives. The statement of Karapatan puts malice on the efforts of the PNP and the Army who have been partners of the local government unit (LGU) in protecting our fellow MindoreƱos from the Communist Party of the Philippines (CPP)-New People’s Army (NPA) atrocities,” Teofilo said.

The accusations against the military and police came from Karapatan’s Paralegal Team headed by Nievefe Numeron and Pastora Gleofe Balontong of the Methodist Church in Roxas, Oriental Mindoro.

He said the Karapatan members went to Mansalay town days after three NPA terrorists were killed in clashes against government troops.

The joint government forces seized five high-powered firearms, two Anti-Personnel Mines (AP Mines), live ammunition and subversive materials in a series of encounters.

“Surprisingly, they are so quick to cry out harassment from the government forces yet there was no condemnation of any of the terroristic actions perpetrated by the CPP-NPAs in Mindoro,” he added.

Teofilo instead urged Karapatan and National Union of People’s Lawyers (NUPL) to condemn the killings of Jose Barera, Kennedy Dam-in Aquin and Jun-jun Ysog, innocent locals who somehow incurred the wrath of NPA terrorists.

He assured every MindoreƱos that their Army will continue to defend them from the NPA terrorists, protect them from harm and ensure their rights are protected.

“If they carry weapons, destroy our people and disrupt the peace, then they will definitely meet their end trying to engage in armed conflict with our Army Peace Operators,” he warned.

The Communist Party of the Philippines and its armed wing, the NPA, are listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

NICA chief says CPP-NPA wants power, not peace

From the Philippine News Agency (Jun 20, 2019): NICA chief says CPP-NPA wants power, not peace

Despite several negotiations with the communist group, peace remains elusive because the Communist Party of the Philippines (CPP) used the talks as a means to overthrow the government.

“We are not getting what we want which is peace because they do not really want peace, they want power,” National Intelligence Coordinating Agency Director General Alex Paul Monteagudo said in an interview at the Philippine Daily Inquirer office on June 18.

Monteagudo, in Inquirer.net’s YouTube account, narrated how President Rodrigo Duterte showed he was willing to risk and gamble by appointing left-leaning personalities to Cabinet positions in 2016 as part of confidence-building measures.

“Parang pinakita niya sa partido (CPP) na (He showed to the CPP that), ‘Look, we can work together. We don’t have to fight each other; we don’t have to kill each other.’ That’s why he appointed them as proof that he is willing to work with the communists just to end the killings, armed conflicts,” he said.

No good faith

He added that despite a ceasefire declaration when the President appointed these people in his Cabinet, the CPP’s armed wing, New People’s Army (NPA) continued with their attacks on government troops, killings of civilians, extortion through revolutionary tax collection, and burning of construction and farm equipment.

“Where is the good faith there? Pinakita mo na lahat, ni-release mo 22 high ranking officers of the CPP, cadres. Anong pinalit nila doon? (What did they give in return to the President’s goodwill like the release of 22 high ranking CPP leaders and cadres). Kung ikaw, binigay mo na lahat at walang binigay na kapalit (If you gave everything and nothing is given back), there’s an end to what you can give,” he added.

Addressing IP concerns

Meanwhile, Monteagudo said the indigenous people (IP), which comprise around 70 percent of NPA membership, are most vulnerable to NPA recruitment because of their residential remoteness.

“The NPAs find them ideal for recruitment, for the mass base, because there is no government presence. IPs provide the guerilla base and the guerilla hiding place,” he said, adding that the corridors for movement are in IP communities.

He revealed that there are now fewer lowlanders gullible to communist propaganda since most of them have found jobs and livelihood.

The students, though, remain to be most gullible due to their idealistic nature and their less awareness, if not total ignorance, of the history of the Philippines and the CPP.

“Kapag pinunto mo na mayaman ang Pilipinas, naghihirap ang Pilipino, ipaglaban natin siya dahil mahirap siya (If they are told that the Philippines is rich but Filipinos are poor, and their rights as poor will be fought for), then that’s good enough for them,” he added.

He said the students eventually become NPA cadres and the best educators for the IPs, who remain as warm bodies in the guerilla warfare.

“Kawawang-kawawa sila (They are pitiful) that’s why, you know, if we can just bring them here and you can talk to them, your heart will break when they tell their stories,” said Monteagudo referring to the IPs or lumads whose stories narrate killings of their parents and relatives, rape, pedophilic acts, exploitation, and how young IPs were taught to kill by the NPA.

Addressing the sorry state of exploited IPs, he said, is among the objectives of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC), whose creation is part of Executive Order 70 signed by President Duterte in December 2018.

EO 70 has formed NTF ELCAC to work out a mechanism to help end the decades-old communist insurgency, and institutionalize a “whole-of-nation approach” in attaining an “inclusive and sustainable peace.” The Whole-of-Nation Approach mandates all concerned agencies of government to work in a holistic and integrated manner to deliver much-needed services to underdeveloped, conflict-affected communities.

Media support sought

Major General Antonio Parlade, Jr., Armed Forces of the Philippines Deputy Chief of Staff for Civil-Military Operations, said NTF ELCAC is reaching out to stakeholders, especially the 4th Estate to gain support in ending the communist armed conflict.

NTF ELCAC sought Philippine Daily Inquirer’s support in spreading out the truth about CPPs duplicitous nature to end to the decades-old insurgency.

“Recruitment starts in schools, specifically from the ranks of College Editors Guild of the Philippines, whose members are later enticed to become cadres of the CPP by joining the underground movement, Kabataang Makabayan,” Parade said in explaining how the CPP infiltrates the media for its propaganda agenda.

He said according to the Japan International Cooperation Agency, it is spending almost PhP100 billion a year for projects against insurgency.

“If this insurgency is terminated, much of these funds can now go to education, health, and other programs,” he said.

DepEd, he added, can have better paid teachers, more schools, if it helps stop recruitment of children by not allowing exploitation of the Alliance of Concerned Teachers by the CPP-NPA, which is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

“These, and many more lies should be known by the people. Media has a very big role in ending this insurgency. All we ask is balanced news, and for the truth to come out in their publication. It is not all about profit,” Parade added.

He said people will not support the "fake peace talks" which the National Democratic Front of the Philippines (NDFP) is pushing for, if media organizations make known the hidden agenda of the NDFP’s Comprehensive Agreement on Social and Economic Reforms, which is considered the most difficult stage in the peace negotiations like demobilization of the AFP in case a peace agreement is signed, cancellation of Indigenous People’s Rights Act (IPRA), among others,” he said.

Naval Air Group personnel tasked to man the two state-of-the-art AgustaWestland (now Leonardo) AW-159 "Wildcat" helicopters, will undergo extensive training on the proper handling of the Philippine Navy’s (PN) first bonafide anti-submarine warfare (ASW) platforms.

"The two AW-159s are purposely built for anti-submarine warfare. Being the latest and most advanced ASW capable platform of the PN, pilots, crew and even commanders will be undergoing extensive training to better prepare the command in properly operating and maintaining this weapon system," Navy spokesperson, Capt. Jonathan Zata, said in a message to the Philippine News Agency (PNA) when asked what is next for the Navy after the formal commissioning of the AW-159s last June 17.

Zata said the two "Wildcat" helicopters will be deployed aboard the two Jose Rizal-class missile frigates being constructed by South Korean shipbuilder Hyundai Heavy Industries and scheduled for delivery in 2020.

The AW-159s arrived in the country last May 7 and were acquired for PHP5.4 billion, including its munition, mission essential equipment, and integrated logistic support.

The AW-159, previously called the Future Lynx and Lynx Wildcat, is an improved version of the Westland Super Lynx military helicopter.

The helicopter has been ordered for the Royal Navy and British Army. It is capable of speeds of 291 km per hour, has a range of 777 km, a ferry range of 963 km, and an endurance of one-and-a-half hours (four hours and 30 minutes if fitted with auxiliary fuel tanks).

The AW-159s can also be armed with rockets, machine guns, missiles, torpedoes, and depth charges and fitted with modern sonar systems for tracking down submarines.

Law enforcement ops vital in maintaining peace in BARMM

From the Philippine News Agency (Jun 20, 2019): Law enforcement ops vital in maintaining peace in BARMM

Enhancing law enforcement operations is vital in maintaining peace and security in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), particularly within government-acknowledged Moro Islamic Liberation Front (MILF) camps.

This was highlighted by Philippine National Police Brigadier General Madid M. Paitao during a recent information, education, and communication (IEC) campaign here.

“Let me reiterate that the coordination in the conduct of law enforcement operations in the MILF camps or communities is important even if we are no longer at war with them,” he said.

With the passage of the Bangsamoro Organic Law on January 26, 2019, the Autonomous Region in Muslim Mindanao (ARMM) was abolished and replaced by the BARMM.

In April of this year, President Rodrigo Roa Duterte signed Executive Order 79 implementing the Annex on Normalization of the Comprehensive Agreement on the Bangsamoro, the peace agreement signed between the Government of the Philippines and the MILF.

The normalization track primarily involves the decommissioning of combatants and putting their weapons beyond use, and the transformation of six MILF camps into peaceful and resilient communities.

For his part, OPAPP Assistant Secretary Dickson P. Hermoso stressed that despite the creation of the BARMM, the ceasefire agreement remains strong and will continue to be strengthened to ensure peace and order in the region.

“Wala na tayong giyera with the Moro National Liberation Front and MILF so ano pa ang ating ceasefire? Nandiyan pa rin dahil saadjustment period dahil hindi pa naiintindihan ng lahat sa ground. Kung may nag-commit ng crime, hindi niya p’wedeng sabihin na MILF siya. (We are not at war with the Moro National Liberation Front and MILF anymore, so what is our ceasefire for? It’s still there because we are still in the adjustment period since not everyone on the ground understands it. If someone commits a crime, he cannot claim that he is a member of the MILF),” he said.

“The keywords here are trust and confidence. There is an opportunity for us to gain peace in our area. Let’s grab it -- not for us, but for the next generation,” he added.

The IEC campaign is part of a series of activities conducted by OPAPP for members of the region's security sector to further enhance their understanding and appreciation in the Bangsamoro peace process.

Leyte Representative-elect Martin Romualdez on Thursday joined President Rodrigo Duterte in calling for more budget allocation for the Armed Forces of the Philippines (AFP) modernization plan and the improvement of welfare programs for the families of military personnel.

“The President has shown consistently his concern for our soldiers in the battlefront. It is time for legislators to complement this presidential concern by providing the budget needed to uplift the living condition of our troops,” Romualdez said.

“The 18th Congress should also consider as a top priority the allocation of more budget for military personnel who are leading the fight against terrorists and extremists,” he added.

Romualdez issued the statement a day after joining Duterte in his working visit to the Philippine Army’s 8th Infantry Division in Camp Gen. Vicente Lukban in Catbalogan City, Samar.

The Leyte lawmaker, an adopted honorary member of the Philippine Military Academy (PMA) Sambisig class of 1991, said he was asked by the President to visit the camp late Wednesday afternoon to award nine wounded soldiers for their gallantry in action and consult on soldiers’ concerns.

With them were Defense Secretary Delfin Lorenzana, Senator-elect Bong Go and Presidential Adviser for the Visayas Michael Dino.

During the visit, Romualdez said he saw first-hand the urgent need for Congress to do its part in supporting Duterte’s initiatives to assuage the plight of the country’s men and women in the battlefront.

President Duterte earlier announced that the government is committed to pouring in PHP500 million for the medical assistance of troops on the battlefield. He also assured that immediate families of the wounded soldiers would also be taken cared off.

“For one, I would seek a meeting with top military officials to consult them on the legislative measures that need to be prioritized so that government can address the concerns of soldiers and their families,” Romualdez said.

Besides measures providing for the welfare of uniformed personnel and their families, Romualdez said the 18th Congress should also include provisions to fast-track the second phase of the AFP modernization plan which covers the period 2018 to 2022.

Under the first phase of the AFP modernization plan, which covered the years 2013 to 2017, at least PHP85 billion was allocated for the acquisition of assets including combat utility and attack helicopters, frigates, armored vehicles, rifles, and cargo and transport aircraft.

For the second phase, he said an amount of PHP125 billion should be earmarked for the acquisition of more equipment for external defense missions, including helicopters, fighter aircraft, multi-role fighters, and missile and radar systems.

“We need to ensure that the AFP modernization program is on-track so that government troops would continue to serve the nation and protect the country from all threats,” Romualdez said.

Meanwhile, Romualdez said the working visits with the President have given him the opportunity to see first-hand the urgent problems that need to be addressed by the incoming Congress.

Last week, Romualdez, one of the frontrunners in the Speakership race, was also asked to join the President’s surprise visit to the Ninoy Aquino International Airport where the Chief Executive issued directives to ease congestion at the country’s premier airport.

Romualdez appealed for multi-partisan congressional support in securing additional funding for the rehabilitation and upgrade of all vital airports in the country.

“I thank the President for the opportunity to see up close the problems that need an immediate solution. Working with him in seeking a solution to the country’s problems is a great working experience. For that, I will be eternally grateful,” Romualdez said.

Visit show PRRD’s good working relationship with Romualdez

Two House members said the inclusion of Romualdez in President Duterte’s recent working visit at a military camp showed once again that the Chief Executive and the lawmaker have an “excellent working relationship.”

House Majority Leader and Capiz Rep. Fredenil Castro said the camp visit was “impressive,” as it is indicative of Romualdez’s concern for the military personnel who are out in the field offering their lives against Internal and external threats.

“It also suggests that President Duterte is now, even before Martin’s election as speaker, collaborates in addressing the needs of our country. This also shows that they could work and be complimentary at each other,” Castro said in a statement.

“It is a good sign of the Executive and Legislative incoming working relations,” he added.

Meanwhile, Anakalusugan party-list Rep.-elect Mike Defensor said the visit conducted by the President with Romualdez highlights how national leaders should act as statesmen in line with the needs of the people, especially the military.

“We need a working Speaker who has a depth of leadership to complement the sterling leadership of President Duterte. We need a Speaker who is knowledgeable in national security, foreign relations, and the economy, among others, who can keep pace with the knowledge and experience of PRRD,” he said.

“We need a Speaker who knows the plight of the poor, the students, the elders, the needy in order to craft measures to assist and support, similar to the Universal Health Care Law which was advocated by the President and passed by Congress,” Defensor added.

China proposes joint probe on Recto Bank incident

From the Philippine News Agency (Jun 20, 2019): China proposes joint probe on Recto Bank incident

The Chinese Foreign Ministry on Thursday proposed to jointly investigate with Philippine authorities the recent incident involving a Chinese and Filipino vessel that resulted in the latter's sinking on June 9 off the waters of Recto Bank.

"To find a proper solution, we suggest a joint investigation at an early date so the two sides can exchange respective initial findings and properly handle the matter through friendly consultations based on mutually-recognized investigation results," Chinese Foreign Ministry spokesperson Lu Kang said in a press conference.

Lu said China "attaches great importance to friendly relations" with the Philippines and safety of persons at sea, regardless of nationality.

"Once again, I would like to offer sympathy to the Filipino fishermen who were in distress after the accidental collision of a Chinese and a Filipino fishing vessel in Liyue Tan, Nansha," he said, referring to Recto Bank, also claimed by Beijing, in its Chinese name.

"We will continue to investigate the incident thoroughly and communicate with the Philippine side via bilateral channels," he added.

The incident involved the Filipino fishing boat Gem-Ver1 and a Chinese vessel at an area within the Philippines' exclusive economic zone.

It resulted in the sinking of the Gem-Ver1, leaving 22 Filipino crew floundering in the water for several hours until they were rescued by a Vietnamese fishing boat.

Duterte open to joint PH-China probe on WPS incident

From the Philippine News Agency (Jun 20, 2019): Duterte open to joint PH-China probe on WPS incident

President Rodrigo Duterte on Thursday welcomed a joint investigation by both the Philippine and Chinese authorities on the alleged ramming and abandonment of a Filipino fishing boat by a Chinese vessel at the Recto Bank at the West Philippine Sea (WPS) on June 9.

“The President welcomes a joint investigation and an early resolution of the case. We will await a formal communication from the Chinese Embassy,” Presidential Spokesperson Salvador Panelo said in a message to reporters.

Justice Secretary Menardo Guevarra suggested a probe on the sea mishap to be jointly participated in by representatives from the two countries.

The Chinese Embassy also suggested a joint investigation to allow the two countries to “exchange respective initial findings and properly handle the matter through friendly consultations based on mutually-recognized investigation results”.

On Tuesday (June 18), Panelo, who is also Chief Presidential Legal Counsel, floated the possibility of suggesting the idea of a joint investigation to the President.

Despite his suggestion, Panelo said the Palace would rather wait for results of the separate investigations conducted by both the Philippines and China.

Cabinet Secretary Karlo Nograles, in an interview with reporters, backed Panelo’s suggestion noting that a joint probe could be “one of the options”.

“It’s possible, it’s one of the options,” Nograles said, stressing that government will still have to await China’s response.

“After China makes the reply, when it does make a reply, we will proceed with whatever options are open to us,” Nograles said.

On Thursday, Chinese Foreign Ministry spokesperson Lu Kang suggested to hold a joint investigation “at an early date” to find a proper solution and “so the two sides can exchange respective initial findings and properly handle the matter through friendly consultations based on mutually-recognized investigation results”.

The Philippine government has already filed a diplomatic protest against China in relation to the Recto Bank incident.

The 22 affected Filipino fishermen received a total of PHP45,000, including PHP25,000 loan, each as well as boats, rice, scholarships for their children and livelihood opportunities from the government.

The government also gave financial assistance to the owner for the repair of the damaged fishing boat, F/B GEM-VIR.
