NPA rebel killed in clash with troops in SoCot

From the Philippine News Agency (Jun 18, 2019): NPA rebel killed in clash with troops in SoCot

A suspected member of the New People's Army (NPA) was killed in an encounter with government troops in a remote village in Tupi town, South Cotabato province on Monday.

Lt. Col. Jones Otida, commanding officer of the Army's 27th Infantry Battalion, said in a report on Tuesday that their troops were responding to reports on
the presence of armed men at a portion of Sitio Pangi, Barangay Lunen in Tupi around 12:30 a.m. when they clashed with at least 10 NPA rebels.

He said the firefight lasted for about 30 minutes, with the rebels eventually withdrawing towards the boundary area of Banga town.

There was no casualty on the side of the troops but one still unidentified rebel was confirmed killed as a result of the encounter, he said.

The Army official said they recovered at the scene an M14 rifle, an M653 "Baby Armalite" rifle, assorted ammunition, various personal belongings, food packs and subversive documents.

Citing reports from the field, Otida said the NPA rebels were under the group's Front 73 and led by a certain "Kumander Kidlat".

The unit is reportedly operating in the boundary of Tupi and Banga towns in South Cotabato, he said.

Otida said the presence of the rebels in the area was earlier reported to their unit by concerned residents.

He said they immediately verified it and launched "focused military operations" to locate the rebels.

"This was (the) result of the continuing support of the local populace. It shows that they were already tired of the extortion activities and threats from the group," he said.

Otida added that pursuit operations are ongoing against the rebels in the hinterlands of Tupi and Banga towns.

FORTIFYING THE FORCE. Recruits of the Philippine Army's 3rd Infantry Division (3ID) crawl across the field during training. The 256 Army recruits are expected to embrace the service to the Filipinos and the nation above everything else, Capt. Cenon Pancito, 3ID's spokesperson said on Monday (June 17, 2019). (Photo courtesy of Philippine Army Spearhead Troopers)

A total of 256 Philippine Army recruits of the 3rd Infantry Battalion (3ID) were told to embrace the service to the Filipinos and the nation, above everything else.

The 256 Army recruits took their oath of service in a ceremony at Camp Peralta, Jamindan, Capiz on June 9.

Capt. Cenon Pancito, 3ID spokesperson, in an interview on Monday, said the Army division has ‘expectations’ on the new recruits.

He said the aspiring soldiers should have a “sense of service to the Filipinos and the Filipino nation as a whole.”

“The government has improved the living condition of the soldiers and it is just fitting that soldiers, especially the new ones, will give excellent service in return,” Pancito said.

“We recruited 256, we expect 256. We hope no harm will happen and they can pass the standards of the Philippine Army,” he said, adding that the 256 were chosen out of the 839 applicants.

They had undergone a comprehensive selection process that includes written, physical, and medical exams, among others.

Cenon said the new recruits will compose the Candidate Soldier Course (CSC) Class 606 and 607 – 2019 after they comply with the CSC cross-trained with Jungle Warfare Mountain Operation Course.

They will be handled by the personnel under the 3ID’s Training School, he said.

Following the new recruits, Pancito said there will be another set of recruitment slated June 24 to 28.

The Army Recruitment Mobile Team will conduct the Armed Forces of the Philippines Service Aptitude Test (AFPSAT) at WVSU main campus in this city’s La Paz district on the above date.

The recruitment is open for Officer Preparatory Course, Officer Candidate Course, and Candidate Soldier Course.

As early as June 17 to 21, Pancito said the 3ID will already start with pre-screening of documents for the AFPSAT at its Community Defense Center located at the back of WVSU.

“If there are young individuals who are willing to serve the country through the Philippine Army, you are most welcome to join the force,” he said.

The Armed Forces of the Philippines (AFP) has deployed an additional battalion to further boost the focused military operations against the Abu Sayyaf Group (ASG) bandits in the province of Sulu.

Deployed on Sunday to fight the bandits is the Marine Battalion Landing Team-7 (MBLT-7), which came from Maguindanao.

“The deployment (of MBLT-7) is a deliberate move and an upsurge in the military’s effort to crush Abu Sayyaf bandits, seen by the unrelenting offensives delivered to pound terrorists in Sulu,” said Lt. Gen. Arnel Dela Vega, Western Mindanao Command (Westmincom) chief.

“With their combat acumen and intestinal fortitude, our marine troops will deliver focused operations that will ameliorate our advantage on the ground,” dela Vega added.

The send-off ceremony attended by top military officials was held at the Polloc Port in Barangay Polloc, Parang, Maguindanao.

“In everything you do, please include prayers; it is the most effective weapon we can have in the start of our operations, wherever we are and whatever we do. Always remember that the highest honor we can have is to fight alongside our fellow warriors,” Maj. Gen. Alvin Parreño, Philippine Marine Corps commandant, told the troops.

“We would like to thank the JTF (Joint Task Force) Central for accommodating us for we have seen high brotherhood and solidarity in the Armed Forces,” he added.

The MBLT-7 formerly safeguarded the municipalities of Nuro and South Upi and the coastal municipality of Datu Blah Sinsuat in Maguindanao.

“Your excellent performance and commitment to service already brought significant development in peace and order in your area of operations, contributing to the socio-economic development of the area. Thus, you are now needed in other parts of the region,” Maj. Gen. Cirilito Sobejana, JTF Central commander, told the troops.

“I hope that you succeed in replicating your accomplishments and soon bring just and lasting peace in Jolo. Thank you for your service in Central Mindanao, and good luck on your next duty,” Sobejana added.

The deployment of the MBLT-7 troops will augment those already stationed and pursuing the ASG bandits in Sulu.

Among the troops that are presently deployed in the province include the Army’s 11th Infantry Division and Philippine Marine Ready Force-Sulu, which are under the operation and control of the Joint Task Force Sulu.

The Abu Sayyaf bandits are still holding a number of captives including foreigners in the hinterlands of Sulu province.

Army, local execs blast NPA beheading of Surigao militiaman

From the Philippine News Agency (Jun 18, 2019): Army, local execs blast NPA beheading of Surigao militiaman

NPA ATROCITY. Local and military officials in Surigao del Sur condemned the communist rebels' beheading of a militiaman, who was one of the seven persons abducted by the New People's Army (NPA) late last month.

Government forces found the beheaded remains of Ryard Badiang, a former NPA member turned Civilian Auxiliary Force Geographical Unit (CAFGU) member, on Friday (June 14) in Barangay Maitum, Tandag City, the Army's 402nd Infantry Brigade said in a statement over the weekend.
Badiang, a member of the Manobo tribe, was abducted by the NPA along with six other civilians in the Lanuza town in Surigao del Sur on May 30.

The kidnap victims were freed after several days, except for Badiang.

In a statement released Monday, Lanuza Mayor Salvacion Azarcon described the NPA's beheading of Badiang as "degrading the value of human life."

The NPA, Azarcon said, "killed Ryan like an animal."

"I offer our deepest condolences to the grieving family. It is our regret that the CNTs (communist NPA terrorists) resort to a barbaric act unacceptable in a civilized community," the mayor said.

According to the military, Badiang was a resident of Barangay Mampi in Lanuza, where he was assigned at a CAFGU patrol base and where the rebels abducted him and six other residents.

Col. Maurito Licudine, 402nd IB commander, described Badiang's killing as "another horrific act and blatant disrespect of human rights."

Licudine said Badiang's killing and other atrocities involving the NPA were "a desperate attempt of the CNTs targeting civilians and unarmed off-based duty CAFGUs without the capacity to defend themselves".

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

IDF delegation visits PH Army to exchange views on terrorism

From the Philippine News Agency (Jun 18, 2019): IDF delegation visits PH Army to exchange views on terrorism

Photo courtesy: Philippine Army Public Affairs Office

With terrorism now being a global concern, delegates from the Israeli Defense Forces (IDF) on Monday paid a courtesy call at the Philippine Army (PA) headquarters in Fort Bonifacio, Taguig in line the upcoming Counter-Terrorism Trainer’s Training (CTTT).

The CTTT is the first training collaboration between the PA and the IDF to be held in the Philippines.

Lt. Col. Ramon Zagala, PA spokesperson, said the IDF delegation was headed by Brig. Gen. Dan Goldfus.

The Israeli official met with Army commander, Lt. Gen. Macairog S. Alberto, and exchanged views on terrorism, expressing their interest to learn from each other’s experiences in fighting terror threats through the CTTT.

The training aims to enhance the counter-terrorism capabilities of PA personnel.

It also aims to improve the operational and instructional skills of the PA training schools in anti-terrorism and combat techniques.

Goldfus acknowledged that there are many lessons their soldiers could also learn from the PA based on what happened in Marawi City as well as its other combat experiences.

On the other hand, Alberto said that the exchange will be fruitful since the two sides share similar views on terrorism and ways to counter it.

The IDF general added that the main challenge in addressing terrorism is to predict what the enemy will do next, thus there is a need for constant training and threat monitoring.

“The Philippine Army sees the collaboration with other armies in addressing terrorism as necessary after its experience during the Marawi Siege in 2017. Terrorism is a complex threat that requires international cooperation and the continuous exchange of knowledge and information,” Alberto said.

Navy marks 121st year with activation of major capabilities

From the Philippine News Agency (Jun 18, 2019): Navy marks 121st year with activation of major capabilities

The Philippine Navy (PN) celebrated its 121st founding anniversary on Monday with the introduction of two new capabilities -- the commissioning of its first two AgustaWestland (now Leonardo) AW-159 anti-submarine helicopters and activation of the first four Hanwha Techwin amphibious assault vehicles (AAVs).

"For today's (Monday) ceremony we blessed (and commissioned) two major capabilities of PN. First is the two anti-submarine warfare helicopters, (the) AW-159s (which) we acquired from Leonardo, UK. The two helos are equipped with modern sonar capability that can detect submarines underneath (the water and) armed with torpedos and missiles that can destroy submarines and big surface vessels and can perform search-and-rescue operations in the most challenging maritime environment," said PN flag-officer-in-command Vice Admiral Robert Empedrad.

The AW-159s arrived in the country last May 7 and will be based on the two missile-armed frigates Hyundai Heavy Industries is constructing in South Korea.

These aircraft were acquired for PHP5.4 billion, including the munition, mission essential equipment and integrated logistic support.

The AW-159 (previously called the Future Lynx and Lynx Wildcat) is an improved version of the Westland Super Lynx military helicopter. The helicopter has been ordered for the Royal Navy and British Army.

It is capable of speeds of 291 km/h (181 mph), range of 777 km (483 miles), ferry range of 963 km (598 miles) and an endurance of one and-a-half hours (four hours and 30 minutes if fitted with auxiliary fuel).

The AW-159s can also be armed with rockets, machine guns, missiles, torpedoes and depth charges.

Second is the four AVVs, which will be used by the Philippine Marine Corps in amphibious operations and can be launched by the PN's strategic sealift vessels and landing ships.

Empedrad said these AAVs can be launched from our amphibious vessels 1.5 nautical miles or three kilometers away from the shorelines and can sail at sea with a speed of 10 to 16 kilometers an hour.

"The Marines can now perform amphibious operations which speed, surprise, better firepower and maximum firepower," the PN chief stressed.

The four AAVs, part of the total of eight acquired for PHP2.42 billion from Hanwha Techwin, arrived in the Philippines via commercial ship in the first week of May.

The AAVs will be used by the Philippine Marine Corps (PMC) and will be based aboard the two strategic sealift vessels, the BRP Tarlac (LD-601) and BRP Davao Del Sur (LD-602), boosting the ships' "limited sea-basing capabilities".

These vehicles are armed with .50 caliber machine guns, 40mm grenade launchers and smoke launchers.

Aside from this new equipment, the PN on Monday also deployed five newly-repaired and operational ships which include two Jacinto-Class Patrol Vessels (JCPVs) those weapons have been upgraded, Empedrad said.

"The two JCPVs are now capable to provide massive and accurate gunfire support to protect our ground forces and our marines from enemy fires during encounters and amphibious landing," he added.

Missile frigates to be delivered ahead of schedule: Empedrad

From the Philippine News Agency (Jun 18, 2019): Missile frigates to be delivered ahead of schedule: Empedrad

South Korean-shipbuilder Hyundai Heavy Industries (HHI) vowed to deliver the country's first-ever two missile frigates, a year ahead of schedule, said Philippine Navy (PN) flag-officer-in-command Vice Admiral Robert Empedrad on Monday.

He made this statement during the 121st founding anniversary of the PN which was held at Naval Base Heracleo Alano, Sangley Point in Cavite province.

"Next year will be the much anticipated completion of our four-dimensional missile frigates, BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151). HHI in the Republic of Korea, the number one shipbuilder in the world, deliver the two frigates in April and September of next year," Empedrad said.

BRP Jose Rizal was supposed to be delivered by September of 2020 and BRP Antonio Luna, which has its keel-laying last May 23, was to be handed over to the PN by 2021.

The Department of National Defense signed a PHP18-billion contract for the two ships, including weapons systems. BRP Jose Rizal has its launching ceremonies on the same date in Ulsan, South Korea.

With Empedrad's pronouncements, the two frigates are expected to enter PN service by 2020 or a year ahead of schedule.

Also, these ships fully equipped with surface-to-air and surface-to-surface missiles, torpedoes, launchers and weapon systems and sensors for four-dimensional warfare.

The ships measure 351 feet long and 46 feet wide and have a maximum speed of 25 knots and can travel up to 4,500 nautical miles at a cruising speed of 15 knots and can sustain operational presence for 30 days. It is also capable to withstand rough sea conditions up to Sea State 7 or waves of six to nine meters high.

"Looking further ahead, our President (Rodrigo Duterte) recently approved the acquisition of eight fast-attack craft or interdiction craft (armed with) missile(s) with an approved budget for contract of PHP10 billion, four of these interdiction crafts will be equipped with non-line-of-sight missiles that can hit targets 25 kilometers away with pinpoint accuracy, (this) capability will easily destroy the enemy in a Marawi type war," the PN chief added.

Aside from the fast-attack craft, the Chief Executive also gave approval for the acquisition of two new corvettes, the smallest-rated warships in any Navy, which has a budget of PHP28 billion.

But despite their small size, Empedrad said these corvettes will be more powerful that the two soon-to-be delivered frigates because it will be fitted with more sophisticated and modern weapon systems.

"Fellow Filipinos after the war we are one of the most powerful navies in Asia, six decades later, we are probably one the weakest if not the weakest. But with the arrival of two brand new frigates, two brand new corvettes, eight fast-attack interdiction craft, three upgraded Del Pilar (offshore patrol vessels) and JCPVs (Jacinto-class patrol vessels) and possibly two submarines and shore-based missile systems, I am confident that your Navy is now strong and credible and may very perform its mandated mission to secure the sovereignty of our nation and protect all the 7,600 islands," the PN chief added.

More assets for PH Navy in July

From the Philippine News Agency (Jun 18, 2019): More assets for PH Navy in July

More naval assets and equipment will arrive and further boost the capabilities of the Philippine Navy (PN) in July.

PN flag-officer-in-command Vice Admiral Robert Empedrad made this statement during the 121st founding anniversary of the PN, which was held on Naval Base Heracleo Alano, Sangley Point, Cavite on Monday.

These include three more multi-purpose attack crafts (MPACs), which will be armed with Spike-ER surface-to-surface missiles by the first quarter of 2020.

"Once completed, the PN will have 15 MPACs, six of which (will have) missile capabilities," he added.

Also in July, the Navy will accept the delivery of its first-ever "Pohang"-class corvette, which was donated by South Korea.

Empedrad said the 60 PN personnel, who will compose its sailing crew, are now on the final stage of their training.

"The ship will be named after a Korean war hero, Capt. Conrado Yap and will sail to the Philippines before the end of July. It has two 76mm guns and two twin-barrel 30mm guns, it also has torpedo launchers and sonar capabilities that can detect submarines," the PN chief added.

"With the guidance of the President to end insurgency in the next two years, the deployment of five ships, one 'Pohang' corvette and the PN's MPACs in Mindanao, will hasten the end of the 50-year-old insurgency problem," he added.

Empedrad said that these ships will allow the PN to take total control of "maritime waters in Mindanao" and help destroy the ability of the insurgents and terrorists from using the sea to consolidate their forces and transport their weapons and logistics in war.

"In war, disrupting the logistics or supply lines is vital in defeating the enemy," he added.

BARMM youth ensured of key participation in Bangsamoro governance

From the Philippine News Agency (Jun 18, 2019): BARMM youth ensured of key participation in Bangsamoro governance

DATU ODIN SINSUAT, Maguindanao -- More than 100 youth leaders from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) converged here over the weekend and crafted a five-point youth peace and security agenda to ensure their interests are well-reflected in the policies of the Bangsamoro Transition Authority (BTA) as well as incorporated into the National Action Plan on Youth, Peace and Security.

In a Youth, Peace and Security (YPS) consultation organized by the Office of the Presidential Adviser on the Peace Process (OPAPP), BARMM youth leaders were given an avenue to discuss key concerns and submit recommendations to promote the youth sector’s agenda relative to the ongoing transition of the Bangsamoro interim government and the implementation of the Bangsamoro Organic Law (BOL).

Hamida Paglas, a participant and a member of MyPeace Boses ng Kabataan, said through this activity, the various narratives on the youth will be highlighted.

“'Yong mga negative narrative tungkol sa kabataan mawawala na po, ngayon po mabibigyan na kami ng boses, malaya na po naming maipapahayag ang mga opinyon at beliefs as an individual, as youth. (Negative narratives about the youth will end. Our voices are heard, and our opinions and beliefs are acknowledged),” Paglas said.

Nasserudin Dunding, a representative of the Youth Political Reform and Peacebuilding Advocate of Young Centrists Union, noted the workshop is a chance for the BARMM youth to voice out their needs, saying, "Malaki 'yong magiging tulong nito lalun-lalo na sa mga kabataan. (The output of the YPS consultation is a big help for the youth)."

"Sa consultation na ito malalaman natin kung ano ba talaga ang gusto ng mga kabataan na nasa Bangsamoro at hindi lang yung theory ang naririnig natin. (We get to know the concerns and needs of the youth in the Bangsamoro straight from them, not from the theories we just hear),” he added.

Under the BOL, there is one reserved sectoral seat for the youth sector in the Bangsamoro Parliament. The rights of the youth are also enshrined in Article IX: Basic Rights of the BOL, which specifically recognizes the vital role of the youth in nation-building.

The passage and ratification of the BOL and the subsequent establishment of the BARMM is part of the political track of the Comprehensive Agreement on the Bangsamoro (CAB).

Another component of the CAB is the normalization track, which covers the decommissioning of MILF fighters and their weapons, the dismantling of Private Armed Groups, as well as the transformation of several camps into progressive and resilient communities, and runs in parallel with the political track.

The CAB is the peace agreement between the national government and the Moro Islamic Liberation Front (MILF) signed on March 27, 2014.

Five-point Youth, Peace and Security agenda

The consultation-workshop sessions focused on the role of the youth in governance and their representation in institutions; the promotion and protection of human rights; youth’s participation in the implementation of transitional justice and reconciliation initiatives; prevention of violence, promotion of a culture of peace; and rehabilitation and development efforts that address the needs of the youth affected by armed conflict.

From these main concerns, the participants proposed five immediate action points: (1) Empowering the youth through capacity building and in partnership with different stakeholders; (2) Proper research, documentation, validation of data narratives of the Bangsamoro and integration the same in the basic to tertiary education; (3) Strengthening social enterprise for the youth by the BARMM; (4) Policies and mechanisms in peace education should prioritize culture, religion, faith and formal institutions; and (5) Establish a BARMM youth grievance office that will support youth initiatives for rebuilding Marawi.

Among the participants is Arham Kamensa, a member of the Bangsamoro Youth Model Parliament (BYMP). BYMP is an OPAPP-led activity which simulates the Bangsamoro Parliament. It was launched during the celebration of National Peace Consciousness in 2018.

Kamensa said he looks forward "to the intervention of the Bangsamoro youth not just on political empowerment but also in education and business investments."

"[These activities] will open eventual employment opportunities [in] major areas that have been directly affected by the [peace and security situation] in Muslim Mindanao throughout the years...I think, then, that platforms for these areas must be given [to] young Bangsamoro," he added.

In his message which was delivered by OPAPP Director Jana Gallardo, Presidential Peace Adviser Carlito G. Galvez Jr. lauded the youth’s active participation as he stressed the importance of having their voices heard.

"I'd like to guarantee that we hear you, loud and clear. It is imperative that the inputs, concerns and insights that you have crafted will be reflected in the policies and actions," he said.

The secretary also reaffirmed the national government’s commitment to support the BARMM youth in pushing forward their initiatives.

"Nandito kami para sa inyo dahil malaki ang tiwala namin sa inyo at naniniwala kami sa kakayahan ng mga kabataan sa Bangsamoro.(We are here for you because we trust and believe in the potential of the youth in the Bangsamoro)," he said.

Galvez also emphasized that the participation of the youth is crucial in sustaining peace in BARMM.

BTA Member of Parliament (MP) lawyer Anna Basman underscored the importance of establishing a mechanism that would guide the youth in resolving peace and security challenges in their community.

"The youth's idealism is both a boon and a bane to the issue of peace and security. This laudable character makes some vulnerable to ideologies that purport to represent their belief system or their desire to advocate for the oppressed,” Basman said.

“Because of this, it has become crucial to provide a mechanism so that this same idealism is channeled to resolve emerging peace and security challenges in our communities," she added.

Meanwhile, BTA MP and Executive Director of the Office on Bangsamoro Youth Affairs (OBYA) Marjanie Macasalong committed that the output of the youth leaders will be incorporated in the local policies:

"We commit to include these outputs to our Comprehensive Bangsamoro Youth Development Agenda which the OBYA is currently drafting. Rest assured that we, in our office, will do our best to address those issues within our bounds," Macasalong said.

Response to UNSCR 2250

The activity also allowed the youth delegates to formulate and submit recommendations that would be incorporated into the youth peace agenda, which in turn, will be included in the crafting of a national action plan adopting the United Nations Security Council Resolution (UNSCR) 2250 on Youth, Peace and Security.

This is the first resolution to acknowledge the legitimacy of the youth's role in upholding and promoting international peace and security.

In response to the UNSCR resolution and the government’s all-inclusive peace and development agenda, OPAPP initiated three major island-wide Youth Peace Table (YPT) consultations which became a platform for the youth to support the Bangsamoro and CPP/NPA/NDF Peace Processes, as well help in the promotion of the culture of peace.

After gathering 117 key youth leaders from across the country, the YPT was able to help establish 76 youth networks. The YPT has launched its Youth Peace Agenda, as well as implemented various peace-building initiatives in their schools and communities.

The BARMM YPS consultation was conducted in partnership with the United Nations Development Program, Generation Peace Network, Ateneo de Zamboanga University, Office of the Bangsamoro Youth Affairs, 1st Infantry Tabak Division, 6th Infantry Kampilan Division, 11th Infantry Alakdan Division, 37th Infantry Brigade, and 104th Infantry Brigade.

Beijing to enhance communication with PH on Recto Bank incident

From the Philippine News Agency (Jun 18, 2019): Beijing to enhance communication with PH on Recto Bank incident

Chinese Foreign Ministry Spokesperson Lu Kang. (Photo courtesy of Chinese Foreign Ministry)

Beijing will continue to investigate the incident between a Filipino and Chinese fishing vessels near the Recto Bank and enhance its communication with the Philippine government, a Chinese Foreign Ministry official said Monday.

"We are ready to enhance communication with the Philippine side on the investigation, increase understanding, dispel mistrust and find out what actually happened," Chinese Foreign Ministry spokesperson Lu Kang said in a statement.

Last week, a Filipino fishing boat and a Chinese vessel figured in a collision within the Philippines' exclusive economic zone off Palawan. The incident resulted in the sinking of the Filipino boat whose crewmembers were abandoned and floating in the water for several hours.

"On the early morning of June 10, an accidental collision took place between a Chinese fishing vessel and Filipino fishing vessels near the Liyue Tan. We express our sympathy to the Filipino fishermen who were in distress," Lu said.

The Recto Bank, which is also claimed by Beijing, is named Liyue Tan in China.

In his statement, Lu said the incident is "only an accidental collision between fishing boats at sea."

At the same time, he said "in the spirit of cooperation and friendship" the incident should be "handled properly based on fact".

"It is irresponsible and counter-constructive to link this incident with China-Philippines friendship or even make political interpretations out of it. In a highly responsible attitude, China will continue to earnestly investigate into this matter," he said.

In an interview, Lucio Blanco Pitlo III, a research fellow at the Asia Pacific Pathways to Progress Foundation, described the collision as an "unfortunate incident" that should not take place again in the future.

"Again, it's a fishing incident. It should remain as a fishing incident. It's a bit of an overstretch to say that it is indicative of how China treats us. I think that people tend to overplay that part," he said.

"But it's an unfortunate incident that should not take place again in the future. If this continues to take place, again, that would undermine the improved relations that President Rodrigo Duterte invested in the last three years," he pointed out.

Rights group claim of abuse unsubstantiated: SolGen

From the Philippine News Agency (Jun 18, 2019): Rights group claim of abuse unsubstantiated: SolGen

State lawyers appearing before the Court of Appeals on Tuesday disputed claims against the government raised in the writs of Amparo and habeas data filed by rights group Karapatan, which is linked to the Communist Party of the Philippines-New People's Army (CPP-NPA).

Senior State Solicitor Karen Ong, representing the government, enumerated cases cited by the self-styled human rights group as their evidence of abuse by law enforcement officials and military but are actually criminal cases pending before the prosecutors' office and the courts.

Citing legal precedents, Ong also pointed out even if the government had really engaged in "red-tagging" organizations as communist terrorist fronts, the act of "red-tagging does not amount to a deprivation of life and liberty or threat to security".

Magistrates also asked the petitioners in the group to "provide evidence that the respondents condoned or supported any acts of wrongdoing" against the group's members.

"The quantum of evidence needed should be substantial and (we) cannot be led in the realm of speculation," Associate Justice Zenaida Laguiles of the appellate court's Fourteenth Division said during the hearing.

At one point during the proceedings, another magistrate, Associate Justice Mario V. Lopez ruled that the group had come to court without being ready for the proceedings.

Not prepared

"You are not prepared today," Lopez said after the petitioner's lawyer Ephraim Cortez admitted they did not have the sworn statements or judicial affidavits of their witnesses.

Lopez underscored that the proceedings which had been remanded to the appellate court by the Supreme Court is sui generis or peculiar and unique and that it is a summary proceeding.

"We have to stick to the summary nature (of the case)," Lopez said.

Lopez, who also cited concerns of forum shopping, explored questions about the multiple forums where the group has taken their cases including those abroad.

Cortez claimed that they had approached courts abroad as "additional remedies" available under treaty obligations of the country but conceded that proceedings in the Philippines remain as their "primary remedies."

Aside from Lopez and Laguiles, likewise a member of the CA division is Associate Justice Tita Marilyn B. Payoyo-Villordon.

Aside from President Rodrigo Duterte, named in the petition of writs of Amparo and habeas data as respondents are National Security Adviser (Ret.) Gen. Hermogenes C. Esperon Jr.; Defense Secretary Delfin N. Lorenzana; AFP Chief-of-Staff Gen. Benjamin R. Madrigal, Jr.; AFP Deputy Commander for Intelligence Brig. Gen. Fernando T. Trinidad; AFP Intelligence Service of the Philippines (ISAFP) chief, Maj. Gen. Erwin Bernard Neri; Philippine Army Commanding General, Lt. Gen. Macairog S. Alberto; National Intelligence Coordinating Agency (NICA) Director General Alex Paul Monteagudo; AFP Deputy Chief of Staff for Civil-Military Operations, Maj. Gen. Antonio Parlade Jr.; National Security Council Deputy Director General Vicente Agdamag; Philippine National Police-Directorate for Investigation and Detective Management Executive Officer, Brig. Gen. Omega Jireh Fidel; Presidential Task Force on Media Security Executive Director, Undersecretary Joel Egco; Presidential Human Rights Committee Secretariat (PHRCS) Executive Director, Undersecretary Severo Catura; and Presidential Communications Operations Office Undersecretary Lorraine Badoy.

President Rodrigo Duterte said he plans to appoint Maj. Gen. Emmanuel Salamat as board member of state regulator Metropolitan Waterworks and Sewerage System (MWSS) once he retires from service.

During the 121st Philippine Navy anniversary in Sangley Point, Cavite City on Monday night, Duterte bared his plan to appoint Salamat to the MWSS who is set to retire next month.

“Hi, sir. Kailan ka mag-retire, sir? (When are you retiring) July 1? Next month. Kung papayag si (Ricardo) Dick Morales, si Dick i-move out ko sa MWSS. Ikaw ang ilagay ko (If Dick Morales agrees, I’ll move him out of the MWSS and replace him by you),” Duterte said in his speech.

Salamat is currently Armed Forces of the Philippines-Northern Luzon commander.

On May 27 this year, Duterte appointed Morales, a retired military general, as MWSS board member to serve until June 30, 2019.

Despite criticisms, Duterte explained his preference to appoint military men in government because they followed orders immediately.

“The one thing that really ails the system is bureaucracy is not fashioned, is not crafted to solve problems immediately. If you give them the project, they will debate with you. Then it would take them eternity to do the project until the money is gone,” Duterte said.

“I decided to shift and despite and in spite of criticisms of militarization,” he added.

Duterte’s plan to appoint Salamat to the MWSS comes after he threatened to replace its officials for failing to address the water shortage in some parts of Metro Manila on March.

He also threatened to terminate contracts of two water concessionaires — Maynilad and Manila Water for their lack of preparedness to prevent the problem.

PRRD doesn’t want Reed Bank incident blown into int’l crisis

From the Philippine News Agency (Jun 18, 2019): PRRD doesn’t want Reed Bank incident blown into int’l crisis

President Rodrigo Duterte is being “cautious” in making statements on the Recto Bank incident because he does not want the issue “blown into an international crisis”, Malacañang said on Tuesday.

Presidential Spokesperson Salvador Panelo explained that Duterte’s desire to hear out both the Philippine and Chinese sides on the issue is also to protect the two country’s foreign relations which he worked so hard to improve.

“The President is a very cautious person and as a lawyer he is trained to listen to all sides especially because there are adversarial claims,” Panelo, who is also Chief Presidential Legal Counsel, said in a Palace briefing.

“He doesn’t want this blown into an international crisis given the fact na alam mo, matagal din nabago yung relasyon from the time yung previous administration na masama ang relasyon (you know, it took a long time before the Philippine relations with China improved from not so good ties during the previous administration),” he added.

Panelo had previously blamed the previous administration of President Benigno Aquino III for allowing China to start the militarization of the disputed West Philippine Sea (WPS) or South China Sea.

He noted that Duterte worked hard to “nurture” the Philippine and China ties, which explains why he is determined to maintain them.

He said the President is also considering the welfare of over 320,000 Filipino workers in China and fishermen at the Recto Bank but acknowledged the outrage felt by Filipinos towards the incident.

“Yung ang mga bina-balanse ni Presidente (That’s what the President is trying to balance),” Panelo said.

A Chinese vessel allegedly rammed and abandoned a wooden Filipino fishing boat in the Recto Bank (Reed Bank) in the WPS on June 9, 2019.

“We can understand of course the outrage by our countrymen e kasi lahat naman tayo na-outrage kasi nga yun ang dating sa atin na sinadya, binangga tapos iniwan (because we are all outraged because it seems to us that it was intentional, we were rammed, then abandoned),” Panelo said.

No established facts

Panelo explained the difference between Duterte’s strong remarks against Canada after it failed to immediately retrieve tons of waste it dumped in the Philippines in 2013 with his tame remarks versus China’s alleged abandonment of Filipino fishermen at sea.

“Some people are saying, ‘How come in Canada, eh bumanat kaagad siya. Ito po ang diperensiya saka iyong incident: Iyong Canada established ang facts. You cannot refute it (he immediately attacked. This is the difference: Canada’s trash issue was based on established facts),” Panelo said.

“Eh ito, hindi niya pa nga alam iyong tunay na facts (In the Recto Bank case, he does not know the real facts yet),” he added.

He also admitted that there were circumstances that “give doubt” to the versions of Filipino fishermen, particularly between the fishing boat’s captain Junel Insigne and cook Richard Blaza, emphasizing the importance of a formal inquiry.

“Parang may conflict ‘yung kapitan at saka ‘yung cook. Ang tingin ng kapitan, sinadya; sabi ng cook, mukhang hindi nakita (There seems to be a conflict between the statements of the boat captain and the cook. The captain thinks it was done intentionally; the cook says it’s possible they were not seen by the Chinese),” Panelo said.

Panelo, however, explained that this did not mean that government is not working to protect Filipino fishermen citing government’s filing of a diplomatic protest and efforts to assist them.

In fact, he said the reason why Duterte has been waiting for investigation results to set in first is because he knows that there would be “repercussions” that could arise if the Philippines makes the wrong move.

In an interview with reporters, Cabinet Secretary Karlo Nograles explained that Duterte’s caution in relation to the Recto Bank incident is to avoid being taken out of context by China.

“Dangerous kasi pag (because if) the head of the state will, dapat yung statement niya is hindi talaga ma-taken out of context (his statement should not be taken out of context),” Nograles said.

“Ang sinasabi niya lang, yun na nga meron na tayong (What he’s saying is there already a) diplomatic protest let’s take the procedure take its course.

Nograles, meanwhile, assured the fishermen that government will step up in its efforts to provide them with assistance.

Sue China?

If proven that the Chinese vessel’s ramming and abandonment of the Filipino fishing boat is intentional, Panelo floated the possibility that the Philippine authorities could file charges against the Chinese crew in a Philippine court.

“If the findings are both with respect to the fact of abandonment, e talagang dapat managot sila dun at merong mekanismo doon (they should be held liable and there is a mechanism for that),” Panelo said.

“We can sue the offending vessel sa ating bansa, dito sa hukuman natin (in our country, here in our courts). Reckless imprudence resulting to damage of property,” he added

For the meantime, Panelo said the Duterte administration will await investigation results of both Philippine and Chinese authorities and find ways to reconcile their differences.

Quoting Duterte in his speech on Monday, Panelo said “the Chinese have the right to be heard.”

Gov’t decommissions 12K MILF troops: Nograles

From the Philippine News Agency (Jun 18, 2019): Gov’t decommissions 12K MILF troops: Nograles

Cabinet Secretary Karlo Nograles

Cabinet Secretary Karlo Nograles on Tuesday bared that the government has decommissioned a total of 12,000 or close to a third of Moro Islamic Liberation Front (MILF) troops as part of efforts to fast-track normalization efforts.

Nograles made this remark after he co-chaired the first meeting of the Inter-Cabinet Cluster Mechanism on Normalization (ICCMN), together with Presidential Adviser on Peace, Reconciliation and Unity Carlito Galvez Jr. on Monday (June 17).

“The President (Rodrigo Duterte) has directed all of us to focus on and step up normalization programs because he knows the success of these efforts are the key to establishing lasting peace in Mindanao,” Nograles said in a statement.

“The government’s priority after establishing the peace is to ensure a smooth transition for all those who have committed to helping the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) bring peace, progress, and prosperity to the region,” he added.

Nograles said the 12,000 combatants and their families would receive assistance in the form of housing, livelihood assistance, skills development training, scholarships, employment opportunities, PhilHealth coverage, conditional cash transfers, and documentation such as birth certificates and postal IDs.

At present, he said the government is now in the second phase of the decommissioning of MILF forces, with the third phase to be completed by next year and the remaining MILF forces to be decommissioned before the signing of the Exit Agreement in 2022 to conclude the peace process.

“We have targeted the decommissioning of 30 percent of combatants by 2019, 35 percent by next year, and the remainder by 2022. All the different government agencies involved in these efforts believe we can meet these timelines,” Nograles said.

On April this year, Duterte issued Executive Order (EO) 79 implementing the Annex on Normalization under the Comprehensive Agreement on the Bangsamoro (CAB).

Under the EO, Duterte recognized the need “to fully implement the various components of the normalization process and capitalize on existing mechanisms and framework under the Annex on Normalization.”

The EO also creates an Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) “to ensure timely, appropriate and efficient delivery of the Normalization Program.”

Gov't must be rational, not emotional on Reed Bank issue: Palace

From the Philippine News Agency (Jun 18, 2019): Gov't must be rational, not emotional on Reed Bank issue: Palace

The Philippine government must be rational and not emotional in handling the recent Reed Bank incident, Malacañang said on Tuesday.

"We understand the sentiments of the Filipino people. As a government, however, it must be rational rather than emotional," Presidential Spokesperson Salvador Panelo said in a statement.

Panelo, also Chief Presidential legal counsel, said "pseudo-nationalists" have politicized and exploited the latest incident to lambast President Rodrigo R. Duterte.

"Attempts to discredit the narrative which initially reached us have been subsequently made, we believe that a fair and impartial investigation is now in order for the government to appreciate the facts of the incident and evaluate its proper course of action on the matter," he said.

Panelo dismissed Senator Joel Villanueva's recent statements where the lawmaker was quoted saying the government is in a state of confusion on handling the issue.

"The Executive’s standpoint has been clear and unequivocal: The issue of sovereignty is non-negotiable. Foremost in our mind is to serve and protect the interest of the Filipino people, including the 22 affected fishermen," Panelo said.

"Unless and until the basis of our position has been refuted by contrary evidence, our initial position on the matter stands," he added.

Panelo said Cabinet members simply clarified matters in relation to the issue.

"If after the clarification, the reader cannot still comprehend, then it is his mind which is in a state of confusion as he cannot grasp a simple correction of terminology, or worse he could be intellectually challenged," he said.

Initial reports from the Western Command of the Armed Forces of the Philippines (AFP) said "a certain Chinese vessel accidentally collided with a Filipino fishing boat on June 9, 2019 at around 12 midnight" while the F/B GEM-VIR 1 from Occidental Mindoro was anchored near the Reed Bank in the West Philippine Sea.

The collision sank the wooden Filipino fishing boat while the Chinese vessel approached, turned on its lights and then switched them off and left immediately, abandoning the Filipino fishermen at sea.

A Vietnamese vessel rescued the Filipinos several hours after the incident.

Joint investigation

Meanwhile, Panelo said he will suggest that a joint investigation should be done by the Philippines and China on the incident.

"I am tinkering the idea of suggesting that, joint investigation ng dalawang bansa (by the two countries)," said Panelo said in a Palace briefing on Tuesday.

Panelo said he is keen on presenting his idea to Duterte.

He said the Philippine government is waiting for the results of the probe made by Philippine authorities as well as the respective results in the separate investigation being conducted by China.

"We will wait for their (China) findings at iyong findings din natin (and our own findings)," he said.
