A total of 283 new soldiers, composed of 24 female and 259 male, successfully completed the 10 months rigid training in a closing ceremony held at the 1st Infantry Division Grandstand earlier today, May 10.



The graduates completed the Candidate Soldier Course at the 1st Division Training School (1DTS) in Upper Pulacan, Labangan, Zamboanga Del Sur.

Said training provided the candidate soldiers with the basic knowledge and skills of soldiery and developed their character into strong and lethal warrior members of the Armed Forces of the Philippines (AFP).

In his message, JTF ZamPeLan Commander Brigadier General Roberto T. Ancan, challenged the new soldiers to walk according to the living ideals of soldiery.



“Your journey has just begun, always uphold the virtues of the AFP and serve with pride and honor and do not forget to seek help and guidance from our God Almighty,” said BGen Ancan, the keynote speaker.

BGen Ancan also expressed an accolade of thanks to the family, especially the parents of the graduates who entrusted their sons and daughters to be part of the noble profession of arms, reminding them also that military life is a life of service and danger, but nonetheless a patriotic life that one could be proud of.

The new graduates will be deployed to the different field units under the administrative control of the 1st Infantry (Tabak) Division, and will serve to further strengthen the forces of the division in fighting violence and terrorism and in sustaining the peace and development in Western Mindanao.

EASTMINCOM: Phil-Indo Navies Patrol the Common Border

Both Naval ships of the Philippines and Indonesia are conducting a patrol and
sea maneuvers during the height of Coordinated Patrol XXXIII-2019.

NSFA, Panacan, Davao City - The Philippine Navy and Indonesian Navy patrol ships are currently conducting a bilateral Coordinated Patrol in the common border of the Republic of the Philippines and Republic of Indonesia along the Celebes Sea.

The Border Coordinated Patrol, which aimed at securing the common border between the two countries, curtail maritime crimes and stop sea crimes including smuggling and piracy, was formally opened on May 2 at the Pinnacle Hotel, Davao City.

The Philippines and the Republic of Indonesia have increased this year’s coordinated border patrol activities to curb the smuggling and human trafficking at the high seas in both countries. The increase of patrols is also aimed at increasing the interoperability and capability of ensuring a safe and secure common maritime border of both countries.

The send-off ceremony on May 4, 2019, signals the start of the first leg of the activities wherein the Philippine Coast Guard joined and sends its contingent during the initial phase of the first leg. The first leg is expected to conclude on May 10, 2019, after reaching their final point in Indonesian waters.

The second and third leg of the activities which will be staged mid of this year will focus more on maritime and security patrol activities, while the fourth leg will be a combination of exercises and border patrol activities.

The coordinated patrol between the two countries started in 1975 when the Philippines and Indonesia signed the Border Patrol and Border Crossing Agreements, aimed at improving maritime security cooperation.

The Department of the Interior and Local Government warned anew candidates, especially incumbent officials, to stop submitting themselves to extortion activities of the New People’s Army, two days before the campaign period for the May 13 elections ends tomorrow.

Those paying campaign fees to the New People’s Army will be automatically charged in court, and will lose their police deputation, Interior and Local Government Secretary Eduardo Año stressed Wednesday night during the visit of President Rodrigo Duterte to Moises Padilla in Negros Occidental.

Año has issued Memorandum Circular 2018-211 reminding all local chief executives and local government officials that giving any form of support to communist rebels is a violation, not only of Executive Order 733, but also of RA 10168.

In the memorandum circular he issued, Año directed all regional, provincial, city and municipal peace and order councils to apply moral suasion, or to recommend sanctions against Local Chief Executives who are known to have supported communist rebels.

“By paying permits to campaign fees to communist rebels, you are supporting terrorism,” he added.

The military and earlier reported that more than 30 officials in Negros Occidental, mostly councilors, have links to the NPA

Año said he received positive feedback, especially from mayors, who had stopped paying campaign fees to the CPP-NPA.

He had also issued a warning earlier to disclose the names of politicians who have links to the NPA, if there are verified evidence against them, and file charges against them in court.

Año also enlisted the help of the populace to give them information on links of any politician to the communist terrorist organization, so that the DILG could act on them as soon as possible.

Año also said that the DILG will also intensify its campaign against those engaged in vote-buying, following the launching yesterday of the Comelec-DILG and Department of National Defense anti-vote buying campaign.

He said their gathering of evidence against candidates engaged in vote-buying will continue even after the May 13 3elections.

PBrig. Gen. John Bulalacao, regional police director of Western Visayas, also disclosed that he has given orders to his police forces to arrest violators of election laws, especially those involved in vote-buying activities.

We encourage everyone to have their cellphone cameras to get videos and photos of illegal acts committed by candidates and their supporters so they maybe prosecuted by the law, Bulalacao added.

The Kapatiran, formerly known as the Revolutionary Proletarian Army-Alex Boncayao Brigade, yesterday slammed the New People’s Army Apolinario Gatmaitan Command that admitted to be behind the treacherous assault on its helpless members Wednesday in Brgy. Locotan, Kabankalan City, Negros Occidental.

Presidential Peace Adviser Carlito Galvez Jr. yesterday also strongly condemned the attack.

Galvez called the attack “a brazen assault against concrete peace gains and efforts on the ground.”

“This attack only shows the gruesome and inhumane methods the CPP-NPA would utilize in order to promote their twisted brand of ideology,” he added.

Kapatiran spokesman Tomas Labrador yesterday said that the NPA claims that their action in response to the demand of the people for justice is “unfounded” and a mere cover up to justify their anti-peace and anti-people atrocities in attacking their members, who were sleeping when the attack took place.

Two Kapatiran members died, while three others were injured during the attack on the resettlement site provided to them by the government in Sitio Mambinay, Brgy. Locotan, Kabankalan City.

Labrador said nine of their members were staying in the area to protect the properties and equipment of the government,who are constructing a day care center, school building and other related infrastructure projects intended for them.

He added that the Kapatiran members scattered in three groups, three of them staying in the school building, while the two other groups were staying in their safehouses where their firearms scheduled for turnover to the government are being kept.

Based on the accounts of survivors who fought back, Labrador said there were about 40 NPA rebels who attacked them, with some positioned inside the school premises

He also believes that some of the NPA attackers were also injured as indicated by the scattered bloodstains and bandages discovered at their withdrawal areas.

Despite overwhelming number of the NPA attackers, Labrador said that Kapatiran members stood their ground, and made a gallant effort to protect their comrades.

The attack only shows that the CPP-NPA are anti-peace and anti-development, Labrador said,stressing that the place they raided is a settlement for the families and members of Kapatiran who believe that the continued armed struggle is no longer viable.

He also said that the allegation of land grabbing against them has no basis and is unfounded, as well as so many other accusations.

It only shows their (CPP-NPA) barbaric and merciless nature by acting as prosecutor, judge and executioner, Labrador said.

Police records show that the fleeing NPA rebels carted away an M-60 machine gun, two M-16 rifles, an M11 rifle, a .30 caliber Browning Automatic Rifle, a KG9 pistol, .45 caliber pistol and an M-203 grenade rifle.*

SUSPECTED members of the New People’s Army (NPA) stormed a hinterland village of Miag-ao, Iloilo in what was perceived as a show of force.
The rebel incursion happened as the Iloilo Police Provincial Office focused its efforts on unverified reports of vote buying and other election-related incidents in the province since Monday.

Closed circuit TV camera footage showed around 12 persons brandishing high-powered firearms and freely roaming Barangay San Jose, a village more or less 15 kilometers from Miag-ao town.

Witnesses said the rebels, who wore black sweatshirts and PNP athletics uniforms, passed by the area at around 9:45 a.m. of May 8, 2019.

Police Lieutenant Colonel Joem Malong, Police Regional Office 6 (PRO-6) spokesperson, said the rebels allegedly conducted a quick checkpoint near Barangay San Jose cemetery.

They then dismantled several campaign posters of candidates posted on a school fence.

However, they left untouched campaign posters of candidates belonging to the Makabayan Bloc.

“But we’re still checking that report,” she said.

Malong surmised that the NPA presence in the area was nothing but a show of force on the part of the rebels.

“It’s bait for us to respond and when we do, they will position themselves to ambush our troops,” she said.

In the meantime, Malong reiterated an earlier instruction from the PNP national headquarters on the use of PNP athletics uniform for the duration of the election period.

“This is because we have received information of a bulk purchase of PNP athletics uniforms a few months ago,” Malong said.

Police Captain Antonio Monreal, Iloilo Police Provincial Office (IPPO) spokesman, said the provincial command already told police officers to strengthen their security preparedness.

“They should be on their toes. They should be circumspect enough to know and avoid the deception of the NPA,” he said.

Lt. Colonel Joel Benedict Batara, 61st Infantry Battalion commander, said the group of armed men could be members of the Suyak Platoon of the NPA’s Komiteng Rehiyon Panay-Southern Front Committee led by Joven Ceralvo alias Lex.

Batara noted that half of the armed persons were around 15 to 17 years old.

Most of them were carrying M16 armalite rifles while one person was armed with an M203 grenade launcher.

“Some of the residents were traumatized because of what happened because they were checked as they were passing the area where the NPAs positioned themselves,” Batara said.

He added they are checking if the incident was politically motivated given the fact that the armed men were favoring some candidates.

A high-ranking political cadre of the New People’s Army (NPA) and two other rebels surrendered and turned in their high-caliber firearms to troops of the 1003rd Infantry brigade in a remote area in Bukidnon on Wednesday.

Colonel Nolasco Mempin, commander of the Philippine Army's 1003rd Brigade based in Davao City, identified on Friday the latest surrenderers as Benido Lambonay alias “Junjun”, 29, Eyan Man-ukil Mandanoay alias “Garry”, 20, and Ely Manlangoy alias “Kinkin”, 24, all from Barangay Digongan, Kitaotao, Bukidnon.

Lambonay was the head of the NPA’s political wing Komiteng Rebolusyonaryo sa Baryo while Mandanoay was a guerrilla squad leader and Manlangoy, a member of the Milisyang Bayan.
Mempin said the three surrendered to the troops of 89th Infantry Battalion who were conducting Community Support Program in the area.

“All of them belonged to Guerilla Front 55, Sub-regional Committee 5, Southern Mindanao Regional Committee, the terrorist arm of the Communist Party of the Philippines under Joma Sison conducting extortion, killings, sabotage of government equipment recruitment of minors and many more atrocities in the Bukidnon province,” Mempin said.

The trio also tipped off the soldiers in the area where firearms were hidden resulting in the recovery of two Garand Rifles, two Carbine Rifles, and an M14 Rifle along with subversive documents.

The 1003rd Brigade is also the same army troop that recovered 22 firearms in Paquibato District, this city.

The three will be added to the list of surrenderers being processed for enrollment to the Enhanced Comprehensive Local Integration Program (E-CLIP), one of the flagship programs of President Duterte’s administration with the aim to address social healing and achieve national unity.

Mempin welcomed this new development and expressed his optimism that others will follow suit.

“The Philippine Army along with the communities and the whole government is painstakingly trying to build, this is why we thank the people who have complemented our efforts by adding social pressure for the rebels to finally surrender,” Mempin said.

DAVAO CITY, Philippines — Remembering his cool temper, nerve-racking jokes, patience and fierceness, and his simple life devoted to the people he loved are only some of the highlights of the life of the brave militant leader, former Bayan Muna Party-list Representative Joel Virador, or JV.Virador succumbed to cancer on Tuesday, May 7. He was only 52.

People close to JV remember his staunch stand on the issues on human rights. Even during his college life, he was a known young activist fighting for the cause of students. He led student movements deeply involved in the issues of the people and society.

He was one of the pioneers of the Task Force Detainees of the Philippines (TFDP) and the human rights group Karapatan. JV once served as secretary-general of Karapatan in Southern Mindanao Region.

From 2004 to 2007, JV became the representative and national president of the Bayan Muna party-list. Known as one of the Batasan 6, Virador and other progressive lawmakers now identified as the Makabayan Bloc sought protection in the House of Representatives for 70 days when accused of rebellion under the administration of President Gloria Macapagal- Arroyo.

The Batasan 6 includes JV, Teddy Casiño and Satur Ocampo of Bayan Muna, Gabriela Representative Liza Maza, and Rafael Mariano and late Crispin Beltran of Anakpawis.

Within his involvement in the party-list system in the lower House, JV spearheaded the opposition of the US military intervention in Mindanao. Aside from performing his work as legislator, he also made himself available to other tasks related to the issues and concerns of various sectors, especially the workers.

After his term in Congress, JV again devoted his time as an active advocate of the struggle of workers in Southern Mindanao region and named as regional vice chair of the federation affairs of the Kilusang Mayo Uno Southern Mindanao (KMU-Southern Mindanao).

A fighter and a leader

Recalling their bonding as progressive leaders, then Anak Pawis Representative and now executive director of the National Maritime Polytechnic (NMP) Joel Maglunsod described JV as a fighter.

At the height of the attacks against progressive representatives under the Arroyo regime, Maglunsod recalled how JV fought without indications of giving up the cause that he and the rest of Batasan 6 members had championed, despite the obstacles and difficulties along the way.

“I never saw him give up despite all the hardships. Seeing his family, their children Joanna and Harvey were still young at that time, never made him stop the fight. Instead, what I saw was JV, a strong man who stood still, full of smiles,” Maglungsod said.

Another peasant leader Tony Salubre of Kilusang Magbubukid ng Pilipinas (KMP) recalled JV as a cool-tempered person.

Tony and JV had joined hands in leading numerous mass mobilizations, fact-finding missions, and negotiations in the region.

“In times of heated arguments with the police or the military, JV always found a way to cool down both sides. His jokes are always in good timing to break the ice yet the assertion is still there,” Salubre said.

He said JV has a low voice that does not antagonize the opposite during negotiations. He was also observant to what’s happening around during negotiations and always on point in his argumentations. He never failed to assert what is right and never lost in bargaining.

“You can never find someone like JV. We should always learn from his experience in the movement,” Salubre added.

During the massive evacuations of Indigenous Peoples (IPs) or the Lumads from the hinterlands, JV was among the personalities who defended them, especially in times when authorities would push them to go back to their communities with uncertainties.

Back in 2015, JV was among those who stood the ground to protect the Lumads in Haran Compound after North Cotabato Representative Nancy Catamco and members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) tried to enter the evacuation center, recalled Datu Tungig Mansumuy-at.

“On many occasions that our rights are being attacked, Sir JV is there along with other progressive groups. They fearlessly tried to defend us even if it is difficult. Sir JV has a heart for us, and we are very thankful for his effort. Truly, his principles to defend the poor made him a true hero,” Datu Tungig said.

A mentor and educator
“JV is like a parrot. He can talk to you all the way until the two of you lose voice just to educate and explain to you the things you need to know and understand,” said Reneboy Libot.

Libot said JV has been part of the creation of the Holy Cross of Davao College Faculty Union (HCDCFU-ADLO-KMU). He tirelessly devoted his time to explain to the teachers their rights and the importance of the formation of a union.

JV’s exceptional patience in workers’ organizing made the teachers understand the various issues of the society and their vital role as educators, Libot said.

He added, “The fact he is a congressman was a plus factor for teachers. You know having that credibility, they will surely listen.”

KMU spokesperson Romelito Pablo also recalled how persistent JV was in explaining to the workers of their rights.

As his mentor in the worker’s movement, JV taught him about the struggle. During his days in the banana plantation, JV became one of his influences to become a full-time volunteer for the workers.

Of the many discussions the KMU conducted, Pablo said JV has this charisma of explaining the topic well.

“I can easily understand even if it is math,” Pablo jokes around while recalling his bonding with the late JV.

A different kind of Tatay

He is not the typical type of father.

Growing up, Joanna Paula Virador-Vasig and her brother Harvey Virador witnessed how their father fought for others. Their constant playground is their father’s office or in the community where their father would do focus group discussions, mass consultations and meetings.

“During school days, my classmates would write about the job of their father and I would usually write that he is an NGO worker,” said Joanna who in younger days did not understand the work of JV in the movement.

She recalled how hard she cried upon learning of the detention of her father in Congress. She was afraid she might not see him anymore. In the midst of such a difficult situation, JV never failed to keep on talking to his children and tried to explain to them his work.

“Back then I don’t understand why Tatay should do rallies, talk to people, and go for days. That was how committed he was for the people. Growing up, I understand that it’s necessary,” Joanna added.

When doctors advised him to rest after diagnosed of having an illness, Joanna said his father’s commitment to the movement and love for the people never stopped. In his usual days, he would listen to the radio, watch the news on television, and read for hours on the prevailing issues.

JV also had constant contact with his colleagues for updates and suggestions, to which Joanna described: “Tatay even send constructive criticisms.”

She recalled JV asking them to have tarpaulins printed for senatorial candidate Neri Colmenares and for Bayan Muna to express support for the coming election.

“He always thinks about the movement. I salute him for that,” Joanna said.

On the evening of May 8, Wednesday, members of the militant groups, friends, and relatives made a gathering to commemorate the life and paid tribute to works and contributions of the late Joel Virador to the struggle of the Filipino people.

At the gathering, artists like Don Pagusara, known leaders from various organizations, the academe, religious and civic groups, and personalities exchanged conversations and reminisced the days and experiences they had with JV.

DAVAO CITY – Mindanao “lost a great visionary, leader, and father” after Secretary Datu Abul Khayr D. Alonto, chairman of the Mindanao Development Authority (MinDA), died of a complication due to pneumonia on Thursday evening at a hospital in Quezon City.

“Mindanao lost a great visionary, leader, and father. Secretary Alonto always envisioned that no one would need to leave their families behind just to find a living. We, in MinDA, will take inspiration from his wisdom and vision as we continue the pursuit for a progressive, peaceful and united Mindanao – in fulfillment of the Mindanao promise,” a statement from MinDA reads.

The secretary had a coronary artery syndrome or blockade of the heart arteries, and had undergone angioplasty procedure at the National Kidney and Transplant Institute in Quezon City where he died around 10 p.m.

MinDA said that Alonto, who chaired one of the factions of the Moro National Liberation Front (MNLF), had dedicated his life to advance the lives of all the Mindanawons and selflessly and relentlessly fought for Mindanao as a true warrior and an advocate for peace.

It said further that Alonto served with passion in ensuring that Mindanao gets its rightful share in the overall development of the country, supported the All Moro Convention’s crafting of the Bangsamoro Constitution, and rallied behind the establishment of the Trans Mindanao Railway System.

“He has always pursued programs and projects with the next generation in mind. He also advocated and championed in the cabinet the Mindanao catalytic programs, and has aligned with the Duterte administration’s vision for a progressive and peaceful Mindanao,” the statement said.

MinDA public relations head Adrian Tamayo said Alonto’s remains was flown to his hometown Marawi City for immediate burial in an Islamic ritual on Friday.

Tamayo said Alonto, known as “a fighter for peace, a diplomat, an advocate of development and a Moro leader,” would be remembered for his “incomparable love for Mindanao and clear vision of a future for all Mindanawons.”

“Salamat Sec. Alonto, you have demonstrated a well-lived life! With my less than a year under your leadership, I found a patriot, a leader, a friend and a hero in you,” said Tamayo.

Appointed on September 9, 2016, Alonto was the first Muslim chair of MinDA and brought to the fore “timely Bangsamoro representation in the overall socioeconomic development of Mindanao.”

According to his profile posted on the MinDA website, Alonto was elected as Marawi vice mayor from 1972 to 1974 and served as acting mayor in 1974 before he joined the MNLF and went “underground” to fight against the abuses committed during the Martial Law regime of the late President Ferdinand Marcos Sr.

Alonto participated in the institutionalization of the autonomous region in Mindanao more than two years after the signing of the 1976 RP-MNLF Tripoli Agreement.

He was later elected as Assemblyman and sat as the Interim Head of the Regional Autonomous Government and subsequently elected Speaker of the Regional Legislative Assembly, in absentia after he resigned as the Interim Head of the Regional Autonomous Government, according to his profile.

Alonto, in his younger years, had organized the LAM ALIF, a Muslim Youth Group whose members became the core leaders of the MNLF immediately after the March 18, 1968 “Jabidah Massacre,” and the Muslim Federal Party in 1982, which became the rallying flag of the Muslim participation in the protest movement.

He also chaired one of the MNLF factions.

Alonto, who completed his degree in Political Science at the Cairo University in Egypt and Law degree at San Beda College, was appointed as Ambassador Extraordinary and Plenipotentiary and Chief of Mission to Nigeria and 21 African States in 1994.

CABADBARAN CITY, Agusan del Norte – The barangay council of Anticala in Butuan City recently approved Resolution no. 030 series of 2019 declaring the members of the Communist Party of the Philippines-New Peoples Army (CPP-NPA) terrorist persona non-grata in their barangay premises during the barangay council session on April 24, 2019.

Two weeks after the signing of the resolution, Barangay Chairman Antonio Masamayor Masamayor explained the content of the approved resolution to his constituents during the special general assembly meeting on May 6, 2019.

In response to the call of their barangay leaders, more or less 70 purok leaders of the barangay including Datu Pandugukan Diomedes A. Guinsod, Indigenous Peoples Mandatory Representative of Manobo tribe supported the implementation by doing the symbolic signing of the resolution.

Children taking down propaganda materials posted by the New People’s Army (NPA) in Northern Samar is proof that young generations reject the “rotten ideology” of the communist terrorist group, the Philippine Army said.

In a social media post Friday, the Philippine Army’s 20th Infantry Battalion said children in poor communities, such as in San Miguel village, Las Navas town, Northern Samar province, are now aware of the atrocities, lies, and deception of communist rebels.

The recent deaths of nine-year-old Armando Jay Raymunde and San Miguel village chief, Apolinario Lebico, have sparked public outrage against the communist rebels in Las Navas. The child died after rebels detonated a landmine while the village official was gunned down by NPAs while on board a motorcycle.

After the two incidents, the terror group has been throwing issues against the military to impress the public that soldiers are anti-poor, fascist, and human rights violators.
Anti-government propaganda materials have been posted by NPA supporters in the upland communities of Las Navas, a fourth-class town located 330 km. north of Tacloban, the regional capital.

“The communist terrorists are afraid that they can no longer manipulate the people should economic development continue in San Miguel village,” the Army said in a statement. “These children took down the posters of rebels as they no longer believe the rotten communist ideology.”

The military urged rebels to give up their armed struggle than continue hiding in the mountains while their leaders enjoy a luxurious life in the cities, utilizing their extorted money.

“Your Army in Northern Samar is very much willing to assist and embrace you, should you opt to return to the folds of the law and live a peaceful life,” the statement further said.

The NPA, which has been engaged in a five-decade armed struggle, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Around 12 members of the New People’s Army (NPA) disguised as government security force have staged a 10-minute checkpoint at San Jose village in Iloilo’s Miag-ao town.
Lt. Col. Joel Benedict Batara, commander of the 61st Infantry Battalion (IB) of the Philippine Army (PA), said the group was monitored Wednesday afternoon.

“They conducted a brief checkpoint that lasted around ten minutes. It was very brief that they already fled when we sent our troops there,” said Batara in a phone interview Friday.

He said some of the members were wearing Philippine National Police (PNP) undershirts and armed with high powered firearms.

Batara estimated the age of the rebel members as 15-17 years old and probably new recruits of the NPA Southern Front, Komiteng Rehiyon-Panay.

He also received reports the rebels tore down campaign posters of a particular political candidate running for Iloilo’s first district congressional race. “But we are still confirming if it was politically motivated,” he said.

San Jose village is situated 15 kilometers away from the town proper. Its mountainous orientation makes it accessible to NPAs, Batara said.

He said a sufficient number of troops was already deployed in the area to patrol and conduct clearing operations.

“In connection with our election duties, we are clearing these areas. We know that NPAs take advantage of circumstances, we do not know when they will appear,” he said.

According to him, the NPA clearly conducted the act because they wanted to get noticed.

Batara assured that the same will not happen on election day as the PNP and the Army will work hand in hand to prevent security threats on polling centers.

He also told locals to remain vigilant and immediately report to authorities any harassment by the rebels, especially in connection with Monday's elections.

BRP Andres Bonifacio (PS-17), one of the Philippine Navy's (PN) most capable offshore patrol vessels, on Thursday joined ships of the navies of India, Japan and the United States as it transited to Changi, Singapore, where the second phase of the ASEAN-Plus Defense Ministers' Meeting Maritime Security Field Training Exercise (ADMM-Plus MARSEC FTX) 2019 will conclude on May 14.

The first phase of the maneuvers was held in Busan, South Korea from April 29 to May 2.

"BRP Andres Bonifacio (PS-17) joined in the quadrilateral sail together with Japan Maritime Self Defense Force vessel, JS Izumo (DDH-183) and JS Murasame (DD-101), Indian Navy Ships, INS Kolkata (D63) and Shakti (A57), and the United States Pacific Fleet vessel, USS William P. Lawrence (DDG-110)," Naval Task Group 80.6 public affairs officer Lt. Maria Christina A. Roxas said in statement.

The combined transit exercise aims to deepen the partnership and foster mutual understanding between participating navies. During the week-long transit, the ships conducted a series of training exercises and social interactions.

It will transit through the West Philippine Sea, where a conduct of “freedom of safe navigation” is applied in support of a rules-based international system benefiting all countries.

Also, this naval activity validates the decades of friendship, partnership and cooperative engagement that has been long established and observed between the Philippines, US, Japan and India.

“The group sail showed the active participation of the Philippine Navy as it strengthens its relationships with allies and partners in the Asia-Pacific region. This gives us another opportunity to learn from like-minded navies,” Naval Task Group 80.6 commander and PN head to ADMM Plus delegation, Capt. Roy Vincent Trinidad said.

Meanwhile, BRP Andres Bonifacio commanding officer, Capt. Jerry Y. Garrido said the activity highlights the PN's commitment to maintain peace in the region.

Also, USS William P. Lawrence skipper, Commander Andrew J. Klug said “professional engagements with our allies, partners and friends in the region allow us the opportunity to build upon our existing, strong relationships, as well as learn from each other.”

In an official statement from the Indian Navy, the group sail was aimed at enhancing maritime cooperation, synergy of maritime engagements, sharing best practices and standardizing operating procedures.

On the other hand, Japan Maritime Self Defense Force Escort Flotilla Division One commander, Rear Admiral Hiroshi Egawa said he proud that the JMSDF has participated in this historic activity. "I look forward for more engagements with our partners in the region,” the Japanese naval official stressed.

The Armed Forces of the Philippines (AFP) on Friday placed all its units and camps nationwide on "red" alert during the run-up to Monday’s mid-term elections.

"The AFP is on red alert status starting 8 a.m., May 10, in support (of) the Commission on Elections, and the Philippine National Police in the upcoming National and Local Elections," AFP Chief of Staff, Gen. Benjamin Madrigal, said in a statement forwarded to reporters.

This is to ensure that all military personnel are ready to act on any emergency and respond to possible threats, Madrigal said.

"We are ready to respond appropriately for the honest, orderly, and peaceful conduct of elections," he added.

A total of 98,000 AFP personnel will be deployed to reinforce the more than 143,000 Philippine National Police operatives who are tasked to secure the elections.

Earlier, Madrigal said efforts to neutralize security threats, especially in areas with armed groups and lawless elements, will continue to make sure that there will be no failure of election.

He said some 40,000 troops will be tapped for these operations while the rest will secure the actual elections, along with members of the Citizen Armed Force Geographical Unit (CAFGU).

"The AFP will also continue to intensify military operations, intelligence monitoring, community support programs and other efforts to prevent corrupt and destruction elements that intend to jeopardize and disrupt the conduct of the elections," Madrigal said.

Authorities on Friday arrested three alleged members of the Islamic State-inspired terrorist group Dawlah Islamiya Ranao in separate operations in Parañaque and Rizal.

Lt. Col. Arnold Thomas Ibay, head of the Criminal Investigation and Detection Group (CIDG)-National Capital Region, Ibay identified the suspects as Norodin Abolkhair Manalinding, Cairo Gen Manatao and Tagoranao Dimaro Sarip Jr.

Manalinding and Manatao, both from Marawi City, were arrested around 3:30 a.m. on Rimas St. in Barangay Baclaran for illegal possession of firearms and explosives, and for violation of Republic Act 7166 or An Act Providing for Synchronized National and Local Elections and for Electoral Reforms.

Manalinding is allegedly a finance facilitator and recruiter of the terror group.

Also seized from them were assorted firearms and ammunitions and a grenade during the police operations.

Three hours later, Sarip was arrested in a search warrant operation for illegal possession of firearms and explosives in Barangay Sto. Domingo in Cainta town.

Confiscated from him were assorted firearms and ammunitions, a grenade and a suspected ISIS flag.

Based on the investigation, Sarip was allegedly a propagandist, who is spreading propaganda for the group.
Ibay said the arrest of the three is a follow-up operation after the arrest of Jeran Aba, an alleged member of the Abu Sayyaf in Quiapo, Manila in December last year.

Aba, according to the National Capital Region Police Office (NCRPO), is part of a group, who planned to stage attack in the Metro during the holiday season.

“They are still under investigation but based on our initial information, they are support (personnel) for the ISIS (Islamic State in Iraq and Syria) based here,” said Ibay.

However, he said there is no such information that the group is planning to stage attacks during Monday's elections.

Ibay said the accomplishment of the CIDG is part of its focused law enforcement operations, in connection with the government’s intensified effort to track down identified members of the terror group.

“Their arrest shall give justice to the victims of their atrocities, ensure public safety and security and send a message to other members at-large that this government does not tolerate impunity,” he said.

The government on Thursday asked the Commission on Elections (Comelec) to cancel the registration in the party-List system of Gabriela Women’s Party for violations of the election law and the Constitution.

In a 13-page verified petition, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), also named Gabriela Inc. and General Assembly of Women for Reforms (GAWR) as respondents.

The petitioner said the respondents have supposedly violated Constitution and Comelec Rules of Procedure for allegedly accepting support from foreign sources.

“Respondents’ registration and accreditation should be cancelled for receiving support from a foreign government, in violation of Section 2 (5), Article IX, Par. C of the Constitution and Section 8, (d), Rule 32 of the Comelec Rules of Procedure,” the NTF-ELCAC said.

The law states: “Register, after sufficient publication, political parties, organizations, or coalitions which, in addition to other requirements, must present their platform or program of government; and accredit citizens’ arms of the Commission on Elections. Religious denominations and sects shall not be registered. Those which seek to achieve their goals through violence or unlawful means, or refuse to uphold and adhere to this Constitution, or which are supported by any foreign government shall likewise be refused registration.”

NTF-ELCAC also cited Comelec Rules of Procedure, which states: “Section 8. Cancellation of Registration - d) the said political party, coalition of political parties or organization has become a religious sect or denomination, is pursuing its goals thru violence or other unlawful means, is refusing to adhere to or uphold the Constitution of the Philippines, or is receiving support from any foreign government.”

Foreign funding

The case stemmed from the document entitled “Overview of Non-Government Actors in the Philippines-Program 2017-2021,” shared by the Ministry of Foreign Affairs of the Kingdom of Belgium to Philippine delegates during a meeting in Brussels last February.

“Said document revealed that the Belgian Government, through its accredited non-government organizations (NGOs) particularly G3W, also known as Viva Salud, funded the respondents,” the petitioner said.

It also cited the report of the Anti-Money Laundering Council, that from 2012 to 2016, the respondents received more or less PHP22.7 million.

“Respondent’s act is a blatant and direct violation of the Constitution which prohibits, in no uncertain and equivocal trend and qualifications, political parties, coalitions of political parties or organizations from receiving support from any foreign government,” the NTF-ELCAC added.

Pursuing goals thru violence

The petition added that respondents are pursuing their goals through violence in violation of Section 8, (d), Rule 32 Comelec Rules of Procedure Section 6 (2) of Republic Act No. 7941, otherwise known as the “Partylist System Act and Section 61, Article VIII of Batas Pambansa Blg. 881 or the Omnibus Election Code (OEC).

Under said Section of the OEC, it states that “No religious sect shall be registered as a political party and no political party which seeks to achieve its goal through violence shall be entitled accreditation.”

At the same time, the petition cited the sworn statement of Edison Coloma Villanueva attesting to the fact that the Gabriela Party-List supports the outlawed advocacies and principle of the NPA (New People’s Army).

“What is more revealing, Villanueva, in his salaysay (testimony), states that Gabriela utilizes its funds for the procurement of firearms and ammunition’s for the CPP (Communist Party of the Philippines)-NPA.,” it said.

Violation of Constitution

“Since the CPP-NPA has been declared as a Terrorist Organization, through Proclamation No. 374, s. 2017 under Republic Act No. 10168, and having also been declared as a Terrorist Organization by the United States of America through Public Notice 9768 and the European Union Council Decision, Common Foreign and Security Policy dated August 4, 2017, respondents acts of helping and supporting a declared terrorist organization is violative of the Constitution, and are clearly advocating and or using violence and other unlawful means to advance their goals,” the petition added.

The NTF-ELCAC was created pursuant to Executive Order No. 70, series of 2018 providing for a whole-of-nation approach defeating local communist terrorist groups, and such other groups who advocate, use, or support the use of violence or other unlawful means to advance their goals.
