DWDD: ATROCITIES | WESCOM condemns NPA murder of police officer

Posted to Katropa DWDD-CRS Virtual RTV Website (Jan 16): ATROCITIES | WESCOM condemns NPA murder of police officer

PUERTO PRINSESA, Palawan (DWDD) - Western Command condemns to the highest degree the murder of PO3 Rodelph De Saldajeno who was mercilessly shot by NPA assailants on 08 January 2019 in Rizal, Palawan....
This incident, claimed by NPA as their own doing, is another proof of the communist terrorists' self-centered interests, outright disregard for life, and gross violation of human rights by attacking a public servant who was only doing his job for the good and welfare of the people. This crime proved once again that the NPA are operating not to serve the people as they falsely claim, but to push for their self-vested agenda that are against the true spirit of peace and order.

Western Command will continue to collaborate with PNP and other government agencies for security efforts, and to intensify focused military operations as well as community support programs in order to dismantle the remaining members of NPA in Palawan. We continue to urge the public to cooperate with the government forces by sharing vital security information from their communities and to refrain from extending any form pf support to the communist terrorists so that, together, we can finally put an end to their evil acts. ...

The activation ceremony of the new battalion was presided by the Commanding General Philippine Army, Lt. Gen. Macairog S. Alberto.

The battalion is an addition to the MID forces which forms part of the Army’s cutting edge in conducting prompt and sustained ground operations in support of AFP’s mission. Its activation is an offshoot of the continuing Army
capability upgrade as it undertakes transformation to give rise to a modular force structure aimed at creating standardized, flexible and versatile elements capable of accomplishing virtually any assigned task.

The 1BCT is a contingency force that is readily deployable and capable in addressing unconventional threats to national security.

Other maneuver components of the 1BCT are two infantry battalions and maneuver support consisting of specialized enablers such as field artillery and engineer combat battalions, reconnaissance company and units from signal, intelligence, civil-military operations, military police, explosive ordnance, CBRN (chemical biological radiological and nuclear), and sustainment components composed of a forward service support unit and a forward medical platoon.

“True to your name “Salaknib,” which means shield in Ilocano, your unit symbolizes protection, strength, and security as you serve as the rapid deployment force of the Mechanized Infantry Division responding to the requirements of the Philippine Army in the conduct of ground operations against emerging security threats,” said Lt. Gen. Macairog in his speech.

The Philippine Army continues to expand its forces and beef up its capabilities in order to best address the evolving security challenges and complex operational environment of the country. OACPA / MCAG

DWDD: MOTHER AND SON | Fulltime NPAS surrender to 71IB in Mawab

Posted to Katropa DWDD-CRS Virtual RTV Website (Jan 21): MOTHER AND SON | Fulltime NPAS surrender to 71IB in Mawab
MAWAB, Compostela Valley (DWDD) – A mother and her son, both are fulltime members of the New People’s Army (NPA) voluntary surrendered to 71st Infantry “Kaibigan” Battalion on January 19, 2019.

A.K.A Bella, 56 years old, married, a Political Instructor (PI) and Platoon Medic, who was the mother of A.K.A Rebo, 24 years old, Single, was a Sandatahang Yunit Propaganda (SYP), residents of Brgy. Magnaga, Pantukan, Compostela Valley Province and both are members of Weakened Guerilla Front (WGF) 2, Sub-Regional Committee 2 (SRC 2), Southern Mindanao Regional Command (SMRC) voluntarily surrendered to Lieutenant Colonel Esteveyn E Ducusin , Commander of 71st Infantry “Kaibigan” Battalion at the headquarters of 71st IB in Purok 8, Brgy. Nueva Visayas, Mawab.

A.K.A Bella revealed that in the year 1973 she started joining the armed group and became an “Amazona” for seven (7) years. In the year 1980, she got married and went down from the mountain. She already stopped when a certain A.K.A Molong recruited her again in Brgy. Kingking, Pantukan promising her to send her child to school in 2013. She started organizing rallies in 2014 and became Political Instructor (PI) of Guerilla Front 2. She even joined the rally in Davao with the theme “Paalisin ang mga Sundalo sa Kabundukan” in the same year. She gathers the collected revolutionary tax from the tunnel and sari-sari store in Pantukan in year 2015. She became the organizer of Baseng Gerilya (BAGER 2) in 2018.

A.K.A Rebo revealed that he was recruited by A.K.A Terso Ilaya at Sitio Lumanggan, Brgy. Kingking Pantukan. He underwent the Pambansang Demokratikong Paaralan (PADEPA) for one week and his instructor was A.K.A Jemmy. He further revealed that he was tasked as the detonator of the Improvised Explosive Device (IED) placed in the pathways of the soldiers and civilians. In 2016, he was involved in an encounter with the military troops in Pantukan.

The surrendered NPAs regret that they had joined and believed the nonsense ideologies taught to them. They were misled and got lost in time. A.K.A Bella joined the NPA because of the promise that they will send their child to school but was never fulfilled. She even drags his son to join the NPAs but only added to her misery.

The surrender of a.k.a FIONA and those who surrendered first gave them the courage to set foot on the Kaibigan Battalion and freely divulge the information they know about the NPAs. They said that they saw a lot of former rebels who now enjoy their freedom and live their lives peacefully. They are no longer afraid of the soldiers because they themselves proved that they were accommodated well which was against to what the NPAs told them about surrendering.

“If all of the rebels would surrender? They would know what programs and livelihoods the Government has prepared for them. I encourage you all to come down and see for yourself that you are just blinded by these wrong ideologies. It’s time to wake up now and start a new and peaceful life without fear.” Ducusin said.

The 71st Infantry “Kaibigan” Battalion is true to its mandate to serve and protect the people. Fiona, Bella and Rebo are just a few who can testify that soldiers today are far different from before. They were shocked on how well they are treated by whom they thought would make their lives miserable. 10DPAO / MCAG

MILF: Moro Lawmakers predict an orderly, clean BOL plebiscites

Posted to the Moro Islamic Liberation Front Website (Jan 20, 2019): Moro Lawmakers predict an orderly, clean BOL plebiscites

Bai Sandra Sema (Photo by Rocky Nazareno | Manila Bulletin)

“The plebiscite tomorrow will be the most orderly and peaceful election exercise,” predicted Deputy Speaker Bai Sandra Sema (LP, Maguindanao), together with Reps. Amihilda Sangcopan (Anak Mindanao) and Mauyag Papandayan (NUP, Lanao del Sur).
This prediction is based on government forces, MILF, and MNLF joining hands in securing the conduct of the plebiscite for the ratification of R.A. Act No. 11054 or BARMM tomorrow.

The lawmakers also aired the optimism of a landslide victory for supporters of the BOL.

In a press conference, Sema said that the Moro Islamic Liberation Front and the Moro National Liberation Front have joined the Philippine National Police and the Armed Forces of the Philippines in helping guarantee orderly polls to be held on January 21 and February 6.

“Our Army and our PNP (Philippine National Police) are on top of the situation, and considering that the MNLF and the MILF are also part of those securing the areas, we have here a combined effort of the state forces and the MILF,” said Sema as quoted by the Manila Bulletin on January 16.

Sangcopan and Mauyag are confident budgetary issues have already been addressed.

Sangcopan said the COMELEC has made assurances that there will be no financial constraints that will prevent the holding of a successful poll exercise. She said the poll body will be using its savings to finance the elections.

Sangcopan said voters will decide on January 21 whether or not they approve of the implementation of RA 11054, explained Sangcopan.

According to Papandayan, Sulu is the only area where they expect opposition to BOL.

He said they anticipate a landslide victory notwithstanding the sparse objection in Sulu.

“We are not only positive, optimistic, we are also very happy that the BOL is being welcomed and embrace by our people on the ground,” Sema said as quoted by the Manila Bulletin.

Posted to the Moro Islamic Liberation Front Website (Jan 21, 2019):  Al Haj Murad agrees with Iqbal’s comparison of “unity in diversity with a rainbow”

Kabacan, North Cotabato-MILF Chairman Al Haj Murad Ebrahim in his message agreed with the citation of Mohagher Iqbal, Chairman of the MILF Peace Implementing Panel who said during his message that, “unity in diversity is like a rainbow which has 8 colors but looks beautiful due to their corroborating role to each other.”
The example can be applied in our situation under the sphere of unity in diversity. This means our identity is Bangsamoro as compared to the mainstream Filipino identity but our citizenship is still Filipino.

Al Haj Murad also underscored the challenges beyond which is faced by his leadership under the future Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

He said: there must be change in the system which means the Bangsamoro people must be recipients of the benefits from the government and not only the governing few.

Iqbal for his part, shed light on the injustices perpetrated by past regimes against the Bangsamoro people on the belief that the painful truth shall cure the social ill. Among those he enumerated are the lands which the Bangsamoro owned was 98% in the past but now only very little is left. Among others are: Internal development is less in them, self-interest is demonstrated by many national leaders towards them, and the mother of all poverty which is war has been prevalent on their midst. The healing process to eradicate them is the Bangsamoro Organic Law (BOL) once ratified.

The statements were made during the North Cotabato Multi-Sectoral Assembly for the Ratification of the Bangsamoro Organic Law (BOL) held on January 19, 2019 at the University of Southern Mindanao, Kabacan, Cotabato.

Secretary Carlito Galvez, Jr. of the Office of the Presidential Assistant on Peace Process (OPAPP) reiterated his strong support to the Yes Vote to BOL as this is once only in a lifetime.

Congresswoman Nancy Catamco, an IP solon from North Cotabato exhorted everyone to vote yes to the BOL like what she had done in Congress during the passage of the same law.

Datu Muslimen Sema of the MNLF Bangsamoro People’s Congress told the audience that the BOL is a product of the blood and tears of the Bangsamoro people, hence its ratification is indispensable.

BTC Chairman and MILF 1st Vice Chairman Ghazali Jaafar assured the crowd that Bangsamoro can be good leader because, he demonstrated it in the Bangsamoro Transition Commission (BTC) along with lawyers, doctors and other professionals in his Commission.

Other VIPs present in the assembly were: Congressman Jose “Ping ping” Tejada, Gov. Lala TaliƱo-Mendoza, Carmen Mayor Roger TaliƱo, North Board Member Mohammad “Kelly” Antao, Board Member Dulia Sultan, Kabacan Mayor Herlo Guzman, Jr., Pikit Mayor Sumulong Sultan, and Matalam Mayor Cheche Valdevieso. Datu Tong Paglas, and Datu Masla Mantawil are also in the crowd.

Members of the academe who also graced the assembly were: USM President Francisco Gil N. Garcia, Vice President Dr. Palasig U. Ampang, another Vice President Dr. Alimen W. Sincel, Director of Instruction Dr. Abubakar A. Murray, and former Cotabato City State Polytechnic College President Dr. Dingan Ali.

MILF Front Commanders, Brigade Commanders, Battalion Bommanders, other officers and men served as unarmed security in the gathering. Also AFP and Police officers and men acted as armed security forces. There are more than 250,000 individuals on record who attended the gathering.

MILF: Editorial - SC lauded for not issuing TRO on BOL

Posted to the Moro Islamic Liberation Front Website (Jan 16, 2019):  Editorial - SC lauded for not issuing TRO on BOL

The Moro Islamic Liberation Front (MILF) has lauded the Supreme Court (SC) for not issuing a temporary restraining order (TRO) on the plebiscite for the Bangsamoro Organic Law (BOL) slated on January 21 and February 6.
Speaking in behalf of the MILF, Mohammad Ameen, chairperson of the Front’s Secretariat, hailed the decision as historic and is an indication that the SC is still a bastion of honorable men and women who upholds the law in favor of what is right, lawful, and good for the people.

The decision, he said, is also a manifestation that the petitioners’ arguments do not stand on solid and valid grounds that warrant the calling off of the plebiscite.

Without this TRO, the plebiscite will proceed smoothly and orderly on the dates aforementioned in order to create the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The MILF is one of the respondents in both the petitions filed by Sulu Governor Sakur “Toto” Tan 11 and Manuel Lazaro of the Philippine Constitution Association (Philconsa). But the MILF decided not to take part in the proceeding, citing its being a revolutionary organization to date.

Both Tan and the Philconsa said the BOL violates Sections 18 and 19 of Article 10 of the 1987 Constitution, which allows the enactment of only one organic act for Muslim Mindanao.

But the petitioners miserably failed to appreciate that some of the best lawyers are members of the 17th Congress who passed the BOL after it passed through the proverbial eye of the needle. Does it mean that the petitioners considered themselves as more knowledgeable of law than former House Speaker Pantaleon Alvarez and Congressman Rodolfo Farinas, and Senators Koko Pimentel, Franklin Drilon, Sonny Angara, and Richard Gordon, among others?

The danger for politicians who are bitterly opposing the BOL, such as Sakur Tan of Sulu and Cynthia Sayadi-Guiani of Cotabato City is that if it gets ratified in their respective turfs, their chance of winning for governor and city mayor, respectively, is seriously affected. They failed to recognize that the BOL is an extremely popular law and is sure to be ratified. In the recent survey conducted by the Social Weather Station (SWS) from December 5-8, Maguindanao registered 97% in favor of the BOL, Tawi-Tawi, 95%, Lanao del Sur, 94, Basilan, (excluding Isabela City) 82%, and Sulu, despite the stiff opposition of the Tans, 76%.

The BOL is clearly for the benefits of the people and very inclusive. Therefore, we seriously question the motives of these politicians in opposing the BOL. There is still time for them to change their position.
