PRESS STATEMENT

The National Democratic Front of the Philippines (NDFP) in Negros condemns in the highest possible terms the brutal murder of lawyer Atty. Benjamin Ramos, Jr. last November 6 in Kabankalan City. The gunmen, undoubtedly, were in the service of those who had all the devious motives to silence and kill the people’s lawyer, the fascist state and the despotic cabal of big landlords in the island.

On behalf of the revolutionary forces of Negros Occidental and Negros Oriental, the NDFP-Negros conveys its deepest condolences to Atty. Ben’s wife, family, friends and comrades who, together with thousands of poor Negrense peasants and workers who have known and cherished the militant lawyer, are now in profound grief.

The exploited masses of Negros have indeed lost a defender. Atty. Ben was not only their counsel in countless agrarian and human rights cases, many of which were pro bono, but he was also constantly one with them in street protests and in their collective land cultivation efforts or bungkalan. He did not only empathize with them, he was with them in the thick of their struggles.

The land reform beneficiaries and farm workers, the homeless, the political prisoners, they all weep for Atty. Ben. They are however certain that their fight against oppression and exploitation, for the right to till, just wages and benefits, decent homes, and freedom, does not end with his passing. They turn their grief into militant courage, into a collective force that will further advance their democratic and patriotic movement against the decaying semicolonial and semifeudal system now being represented by the fascist and puppet Rodrigo Duterte.

Duterte and his militarist minions are the instigators of “all-out war,” redbaiting and fabricated terror plots, illegal arrests, extra-judicial killings, the whole mortal gamut of fascist violence and intensified militarization especially in the countryside. He is always ready to protect the interest of big landlords and compradors, to the extent of employing the full might of his armed forces to carry out heinous murders against poor peasants who assert their rights to till, like the nine farm worker victims of the Sagay City massacre that happened barely three weeks ago. Those who decide to stand with such victims become victims as well, like the beloved Atty. Ben himself.

While martial law, officially, is being imposed only in Mindanao, its undeclared, unofficial versions are already being felt in different parts of the country including Negros. Duterte’s growing despotism as put into effect with increasing impunity by his lackeys in the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) portends the imminent open declaration of fascist dictatorship nationwide.

Yet, despite the ruthless efforts to sow terror all over the country, the Filipino people will shatter fear and fight fascism. Rather than cower, they are outraged by the Sagay massacre. They are inspired, moreover, by Atty. Ben who was never reluctant in dedicating his life for justice and genuine social change.

The NDFP – Negros calls on all revolutionary forces and organizations to exert all efforts in forming the broadest possible united front against fascism in the region. We must continue to resist Duterte’s tyranny and martial law in Negros being prefigured by the AFP’s declaration of “all out war” against the revolutionary forces and the people in the island. The blatant lies and deception against the revolutionary movement, violations and abuses of human rights and increasing militarization must be exposed and opposed.

Arouse, organize and mobilize the greatest number from the peasants, workers, urban poor, youth and students and also the middle forces of society like lawyers, health professionals, teachers, government employees and the like to frustrate the schemes of the Duterte regime to impose a fascist dictatorship in the entire country. The people are not afraid, they will struggle to completely isolate and eventually oust the fascist and puppet regime of Duterte.

Less than a week from laying to rest the Sagay 9 massacre victims, activist lawyer Atty. Benjamin Ramos, Jr. fell victim to extra-judicial killing or EJK in the evening of November 6, 2018 at Barangay 5, Kabankalan City.
The Pambansang Katipunan ng mga Magbubukid (PKM) – Southwest Negros strongly condemns the murder of Atty. Ben Ramos. We mourn with the Ramos family and the people but, nevertheless, enraged with the perpetrators designed by fascist policies of the state under the dictatorship of the US-Duterte regime.

Atty. Ben Ramos is an outstanding and brave rights defender and resolutely upheld the interest of the peasant class for genuine land reform, advocates for the victims of illegal arrests and gives pro bono services to the impoverished and poor workers and farmers.

The spate of EJKs and massacres, trumped-up charges against the ranks of farmers, workers, farm workers, leader activists of progressive organizations and escalating militarization in the countryside marks the forthcoming open declaration of Martial not only in Mindanao but also in Negros Island and the whole country. As a matter of fact, in southern Negros, military operations are relentless for more than si months now in the countrysides of Candoni, Hinobaan, Ilog, and Cauayan towns and of the cities of Kabankalan and Sipalay.

The aggressive dissemination of distorted versions of real events and circulation of fake news like what the Armed Forces of the Philippines, Philippine National Police and Negros Occidental Gov. Alfredo Marañon, Jr. did in the Sagay 9 massacre to smear the reputation of the revolutionary movement especially the New People’s Army (NPA) form part of the state’s psywar tactics. It is not suprising for them to use the same pattern in Atty. Ben Ramos’ murder.

The desperate move of the US-Duterte regime of wholly using militarist and fascist measures is impelled by the worsening crisis of the rotten semicolonial and semifeudal system of Philippine society dominated by US imperialism and the local ruling class of big bourgeois compradors and landlords.

Advancing armed revolution through protracted people’s war from the countrysides to the cities is the solution to intensifying state fascism. The PKM-Southwest Negros calls on the ranks of farmers, farm workers especially the youth and other exploited classes and sectors to take part in the people’s democratic revolution and join the NPA.

Ms. Coni Ledesma and I have a scheduled a trip to the Philippines this month in connection with our work as members of the NDFP component in the Joint Monitoring Committee under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

We will be accompanied by Mr. Luis Jalandoni as Senior Adviser to the NDFP Negotiating Panel.

We have also been invited to meet with the new Norwegian Ambassador to the Philippines.

In this regard, we welcome the opportunity to meet with the President unless he does not want to or his military is against it.

CPP: On the recent arrest of Vic Ladlad and other NDFP consultants

The Communist Party of the Philippines condemns the recent arrest and incarceration of NDFP consultant Vic Ladlad and his elderly companions based the overused trumped up charges of possessing illegal weapons and explosives. Ladlad’s arrest brings to three the number of consultants the GRP has arrested in the recent months. The other two arrested consultants, Adelberto Silva and Rafael Baylosis, were likewise planted with guns and explosives to justify their arrest and prolonged detention.

In arresting and detaining the three consultants, the Duterte regime flaunts its contempt not only for previously signed agreements such as the Joint Agreement on Safety and Immunity Guarantees (JASIG), but for the peace process as a whole. Ladlad, Silva and Baylosis have publicly participated in all five rounds of the peace negotiations under the Duterte regime and should have been free from surveillance, harassment, search, arrest, detention, prosecution and interrogation. Their arrest threatens the safety of all those who participated and believed in the peace process.

As Prof. Jose Maria Sison stated, it is obvious that Duterte is leaving no space for the possible resumption of the GRP-NDFP peace negotiations. Instead, he has resorted to legal maneuvers and an all-out campaign of vilification in order to scapegoat the CPP, NPA and NDFP as “terrorists” and give him the pretext to establish a fascist dictatorship through martial law and charter change.

3 ex-rebels get life for Negros judge’s slay

From the Philippine Star (Nov 12): 3 ex-rebels get life for Negros judge’s slay

Three former communist rebels have been sentenced to life imprisonment for the murder of a judge in Negros Occidental.

Alejandro Capunong, Eddie Fortunado and Jessie Daguia were found guilty of murdering Kabankalan City Judge Henry Arles six years ago.

 

Arles was on his way home when he was shot dead in Barangay Manalad, Ilog town on April 24, 2012.

In a ruling dated Nov. 9, Judge Editha Mina Aguba of the Quezon City Regional Trial Court Branch 100 did not grant the accused eligibility for parole.

Reports said Capunong, Fortunado and Daguia were former members of the Revolutionary Proletarian Army-Alex Boncayao Brigade, a breakaway faction of the New People’s Army.

Court records showed the accused conspired to kill the victim. It said Daguia was the one who shot Arles, while Capunong and Fortunado were the drivers of two vehicles used in the killing.

The three confessed to plotting and killing Arles, but later recanted their statements.

Aguba did not give merit to their recantation, saying the accused just wanted to escape their predicament.

Daguia reportedly received P81,000, Fortunado P75,000 and Capunong P31,000 for carrying out the crime. They were arrested on Aug. 22, 2013.

The court dismissed the charges of torture that the accused filed against the relatives of the victim.

‘Philippines not interested in war’

President Duterte has virtually put on notice the United States, China, Australia and other counttries not to use any territory in the Philippines in case war breaks out in the South China Sea.

“The Philippines is not ready for a war. We cannot afford it and we cannot manage it,” Duterte told the crowd at the 1st Subaraw Biodiversity Festival in Puerto Princesa City, Palawan the other night.

The President particularly cited Palawan because of its strategic location in the South China Sea.

 “The island (of Palawan) is very critical and I think as a matter of foreign policy, I will not allow any country to stockpile any kind of weapon here,” he said.

Duterte said there is great risk that Palawan might get hit in a crossfire between feuding forces in the South China Sea.

“All of those (missiles and bullets) that may have misfired, they will hit Palawan. That’s the truth,” he stressed.

Duterte noted the Philippines won over China in the international arbitration court in 2016 over exclusive economic rights in some islands in the region.

China claims almost all of South China Sea including the islands and reefs in the maritime region. The UN-backed tribunal had ruled there was no legal foundation for China’s ambitions to control South China Sea.

“We have the arbitration. Whether we like to believe it or not, but some of the Cabinet members were present and I told Chinese President Xi Jinping who’s scheduled to visit the country,” Duterte said.

Duterte lamented criticisms over his lukewarm approach in implementing the arbitration ruling.

“I really bluntly said the statement to the President (Xi): ‘You know, I have also plans, among others, that I will try to dig oil in our territory’,” he said.

Duterte said he was assured by China that the matter would be resolved peacefully.

“Well you know, Mr. President, we just renewed our good relations which were interrupted,” Duterte said, quoting the Chinese leader in referring to former president Benigno Aquino III.

“So you are here, we will just have to solve it the peaceful way. We will talk about it from time to time,” Duterte said in quoting the Chinese leader.

Duterte said he was also being honest when he told the Chinese officials that the Philippines cannot afford to go to war over the arbitration ruling.

Duterte added China has been overtaken by Israeli firm, Ratio Petroleum in forging a deal for the exploration of oil in the area covering the East Palawan Basin or Area 4 of the fifth Philippine Energy Contracting Round.

“So now China has been overtaken. But I’m trying – I’m inviting the United States. And Israel… they had partnered with us for an exploratory activity,” Duterte said.

Duterte said no one could question the oil exploration agreement the Philippines has with Israel.

He said he will continue with the exploration activities in the disputed maritime area even with other countries.

Indonesia's Increasing Participation in the Philippine Military's Modernization Program

From MaxDefense (Nov 10): Indonesia's Increasing Participation in the Philippine Military's Modernization Program

 

As the Armed Forces of the Philippines (AFP) continues to modernize its forces under the banner of the Revised AFP Modernization Program (RAFPMP) mandated by Republic Act 10349 (RA 10349), the Department of National Defense (DND) continues to search for reliable source of military equipment and munitions that would not only be of high quality, but also reasonably priced.

While Western-made equipment, particularly those sourced from European, American and Australian manufacturers and suppliers are generally accepted to be of high quality, they are also normally higher priced, and sometimes beyond the reach of the budget allocated by the National Government for the RAFPMP. Meanwhile, Russian and Chinese sourced equipment tend to be cheaper, but quality, compatibility, commonality and interoperability are all affected due to their different mindset in manufacturing (priority on quantity and reduced cost rather than quality), as well as their being on the different side of the geopolitical spectrum means it would be difficult for the AFP to integrate most of their equipment especially those using higher technology like fighter aircraft, naval systems, sensors, and missile systems.

A compromise would be going for other sources that are using NATO or Western standards, but are not necessarily Western countries. These countries include South Korea, India, Eastern European countries like Czech Republic, Bulgaria and Serbia, and others. Among those "others" is Indonesia, which is experiencing a boom of defense industry development in the past 10 years due to their government prioritizing improvement of their defense capabilities, support of local manufacturing capability to support defense, and the hunger for technology transfer agreements from suppliers.

Aside from fulfilling their local market, these Indonesian defense companies are now looking outward at exporting their wares to countries who usually either buy Western or Russian/Chinese, but prefer to take a look at alternatives in the global market. The Philippines is among those who showed early interest in Indonesian-made defense products, as shown by the active participation of several Indonesian companies in public bidding or negotiated procurement projects of the AFP and DND.

In this blog, MaxDefense will be discussing the RAFPMP projects where the Indonesians have been participating actively, and what are the status of their offers in respect to the modernization project's status. The information on Indonesian companies and products was connected with the recent high activity in the Indonesian defense sector due to the ongoing IndoDefence 2018 defense exhibition in Jakarta, Indonesia earlier this week. This could be noticed by the steady stream of defense news related to Indonesia lately as major defense publications like IHS Jane's, Shephard Media, and other big names were covering the event.

DND & AFP @ IndoDefence 2018:

The Philippines has a strong delegation that attended the IndoDefence 2018 Exhibition and Forum in Jakarta, Indonesia, which is ongoing from 7th to 10th November 2018. All branch of services of the AFP, as well as the AFP General Headquarters and DND were well represented, which allowed them to cover their respective requirements.

While part of the DND-AFP contingent was to talk to different defence manufacturers from all participating countries, there is also a strong reason to bring discussions with Indonesian companies that supply Indonesian-made products.

Indonesian Products in the AFP:

So far, Indonesia has been successful in supplying products to the Philippines, with at least two major projects won and undertaken by Indonesian companies after winning public tenders made by the DND.

Among them are the Philippine Navy's Strategic Sealift Vessel (SSV) acquisition project, which was awarded to state-owned shipbuilder PT PAL in 2014 resulting to the delivery of the Tarlac-class landing platform docks, and the Philippine Air Force's Light Lift Fixed Wing Aircraft acquisition project, which was awarded to PT Dirgantara Indonesia (PTDI, aka Indonesian Aerospace) and supplying the CASA-PTDI NC212i Aviocar light tactical transport aircraft.

Both projects were undertaken by previous administrations, with the PAF LLFWA acquisition actually part of the 3rd phase of the old AFP Modernization Program under RA 7898, and the PN SSV acquisition project under the Horizon 1 phase of the RAFPMP.

There were several attempts made by Indonesian companies in winning projects under the old AFPMP and the RAFPMP Horizon 1 phases. Among them were the PTDI's participation in the PAF's Medium Lift Fixed Wing Aircraft acquisition project which was ultimately won by Airbus Military, and PTDI's participation in the Anti Submarine Helicopter acquisition project of the Philippine Navy, which was ultimately won by Leonardo Helicopters.

Best examples of Indonesian products already in service with the Armed Forces of the Philippines include the Tarlac-class landing platform docks made by PT PAL (top), and the NC-212i light tactical airlifters made by PT Dirgantara Indonesia (above). Upcoming Modernization Projects of the AFP:

There are still several acquisition projects in the RAFPMP, mostly under the current Horizon 2 phase, as well as future projects in the Horizon 3 phase which will be implemented starting 2023.

Currently there are several projects in which Indonesian companies are expected to participate. Some of these projects actually have a high chance of being awarded to an Indonesian company.

1. Philippine Army:

a. Light Tank:

The Philippine Army is in the market to acquire 2 types of Light Tank platforms with a total quantity of 44 units: with one based on a tracked armoured vehicle platform, and a second one based on an 8x8 wheeled armoured vehicle. Both will be armed with a 105mm tank gun.

Indonesia is currently in the running for the tracked Light Tank platform with the FNSS-PT Pindad Kaplan MT (aka Harimau Hitam) medium tank. This is a joint development of Turkish company FNSS and Indonesia's PT Pindad, wherein FNSS is providing support to PT Pindad to meet requirements of the Indonesian Army to supply up to 300 medium tanks to replace their ageing AMX-13 and Scorpion light tanks. The tank is said to be designed as a real medium tank rather than an Infantry Fighting Vehicle armed with a tank turret.

While PT Pindad is not participating on the Wheeled Light Tank requirement, its partner FNSS will by participating with their 8x8 Pars.

According to MaxDefense sources, the Philippine Army is scheduled to have a demonstration of the tank sometime between 19th to 22nd of November 2018 in Indonesia. MaxDefense looks forward to get details on the said demonstration.

 b. Wheeled APC:

The Philippine Army is also looking at proposals for to supply 28 Wheeled Armoured Personnel Carriers armed with a manned turret with a 25mm autocannon. Among those who were reported to have submitted a proposal was PT Pindad, although it is still unclear what are the complete details of their offer, which is said to be revolving around the Anoa 2 6x6 armored vehicle, considering the vehicle was never been installed with such gun and turret before. MaxDefense believes that PT Pindad may have offered an alternative using a RCWS system with a 12.7mm machine gun.

 c. Light Tactical Vehicle:

This is another project that PT Pindad made known its interest to the Philippine Army by proposing its Komodo 4x4 tactical vehicle line. The project is currently not among those considered as urgent, so details on this as well as PT Pindad's offer is still not solid enough for discussion.


The PT PAL Komodo was offered to the Philippine Army and Philippine Marines for their Light Tactical Vehicle requirements, although it remains to be seen if the vehicles are within the technical specifications of both service branches.

2. Philippine Navy:

a. Strategic Sealift Vessel:

The Philippine Navy is again in the market to acquire two additional Strategic Sealift Vessels (SSV) similar or better than the Tarlac-class landing platform docks it acquired from Indonesia's PT PAL. As expected, PT PAL is again in the frontline in this project, making use of its previous win and close coordination with the Philippine Navy. The current budget for the two SSVs is Php5 billion, which is 20% more than the budget allocated for the first batch of SSV in 2013.

Based on media reports as well as information passed on to MaxDefense, PT PAL is offering a longer variant at 143 meters long (compared to the 123 meters on the Tarlac-class). Based on interviews made on PT PAL's public affairs officer present in IndoDefense 2018, they are confident to bag the contract, which they expect to cost around US$43 million per ship (Php2.3 billion on current exchange rate), or within the allocated budget of Php2.5 billion per ship by the Philippine Navy.

The new variant is not only larger, but also faster with a top sustained speed of 20 knots (compared to 16 knots on the Tarlac-class), which means the extra length could be to accommodate larger, more powerful diesel engines, or additional diesel engines in a CODAD configuration.

PT PAL is competing with Dutch shipbuilder Damen Schelde Naval Shipbuilding (DSNS) and South Korea's Daesun Shipbuilding.

b. Offshore Patrol Vessel:

Another major project, and is actually the most expensive project of Philippine Navy's Horizon 2 project, the acquisition of 6 Offshore Patrol Vessels is among the most contested project, and PT PAL is present to provide its own solution.

Last month, MaxDefense mentioned in an earlier blog that PT PAL was said to have offered their 85 meter Offshore Patrol Vessel design to meet the PN's requirements. Although there already appears to be some favoured shipbuilders by the DND, PT PAL's offer remains on the table should the DND and Philippine Navy consider competition aside from those favoured by both offices.

3. Philippine Air Force:

a. Long Range Patrol Aircraft:

The Long Range Patrol Aircraft (LRPA) is among the most delayed project in the RAFPMP, first implemented by the PAF in 2014 and is among the first projects forwarded for implementation. Several bid failures later, its still in the acquisition list.

Previously MaxDefense wrote in its last blog entry that Spain's CASA might be at an advantage on the LRPA project based on the recent plans to allow Government-to-Government acquisitions between the Philippines and Spain.

But it appears now that the Technical Working Group is still finalizing the revised specifications of the project. Apparently, PT Dirgantara Indonesia (PTDI) is pushing forward its CN-235-220MPA offer. Originally the CN-235-220MPA did not met the original technical specifications of the LRPA project which calls for a larger aircraft with more space and consoles, and capability to do both Maritime Patrol Aircraft with Anti-Surface Warfare (ASuW) and Anti-Submarine Warfare (ASW).

PTDI is said to be capable of producing a ASW-capable MPA similar to the Turkish Navy's MELTEM II CN-235ASW but using the CN-235-220 platform manufactured by PTDI.

But with technological improvements, PTDI is said to be capable of combining both requirements in a single system, with their new variant called the CN-235-220ASW. PTDI's advantage is on pricing, which they are confident to be far cheaper than any of their competitors, while also adding their willingness to provide technology transfer as part of the deal.

It remains to be seen though if the PAF's LRPA TWG would indeed change the specifications especially on aircraft dimensions and weights, or will stick to the old one, which would not be beneficial to PTDI due to it being more favorable to the CASA-Airbus' C-295ASW.

PTDI confirmed that they are now capable of combining MPA and ASW capabilities due to technological advancements in the past few years. It all remains to the PAF's TWG if they insist on using a larger aircraft like the C-295M. Photo taken from PTDI's website.

b. Medium Lift Aircraft:

The PAF plans to acquire three more Medium Lift Aircraft to supplement the three Airbus Military-CASA C-295M medium tactical airlifters acquired a few years ago, and to replace the remaining Fokker F-27 Friendship aircraft in service.

Despite PTDI's offer using the CN-235-220 aircraft which is cheaper but smaller and shorter than the CASA-Airbus C-295M/W, it appears that PTDI is willing to provide extra including technology transfer, and willingness to assist the DND to revive the capacity of the Philippine Aerospace Development Corporation (PADC, which is now under DND control) to allow local servicing of the existing NC-212i fleet, as well as the future CN-235-220 and even the CASA-Airbus C-295M fleet.

Should the DND and PAF decide to go on a G2G or negotiated bid for this project, such offer by PTDI can be considered unlike if the project goes under a public bidding like before.

MaxDefense was also told that PTDI was actually offering more if the PAF and DND consider acquiring the CN-235-220 airlifter and maritime patrol aircraft all together, which MaxDefense believes may have to do with the PAF's interest to acquire additional NC-212i light tactical airlifters.

c. Combat Utility Helicopter:

PTDI actually has a license to build the Bell 412EP, although it appears that they still do not have the capacity to build the newer Bell 412EPI that the Philippine Air Force is originally after for their Combat Utility Helicopter acquisition project.

According to MaxDefense sources, PTDI did made a pitch to supply license copies of the Bell 412EP, similar to those already in service with the PAF, although they are giving way to current moves by Bell's parent company in the US to sell the Bell 412EPI through their own line.

Nonetheless, PTDI is said to be always ready to produce the Bell 412EP if the PAF decides to go for it instead of the current offers it got from the US government and Bell USA.

PTDI is a licensed manufacturer of the Bell 412EP, and is willing to produce them for the PAF if Bell USA cannot secure a deal that is being ironed out between them and the DND with the assistance of the US government. Credits to owner of the photo.

The Possibilities are Wide Open:

These projects are just some of several possible projects that the Indonesian defense companies are interested in joining in, there are several projects wherein MaxDefense has not been able to gather enough information, but we are certain that the Indonesians are hoping to participate in.

Among them are minor products like ammunition, small arms, infantry equipment, machinery, and spare parts for military equipment.

Then there's the offers to provide technology transfer to the Philippines, as well as in assisting the Philippnes own aircraft and naval shipyard capabilities which are actually interesting proposals that go beyond acquisitions but are still within the bounds of the AFP's Modernization Program.

Many of the projects we listed above are for immediate implementation, including the Offshore Patrol Vessel, Combat Utility Helicopter, and Long Range Patrol Aircraft, so hopefully we'll see the outcome of Indonesia's and everyone's participation in these projects.

Whatever the outcome, MaxDefense hopes that cooperation in defense manufacturing and trade continues between the Philippines and Indonesia, and strengthen further considering both countries are among the closest neighbours in terms of people, government, culture and defense. Indonesia as the de facto leader of ASEAN and the largest economy and country in Southeast Asia can be a good role model on how the Philippines can move forward to defense self sufficiency, technological advancement, and other achievements that could help the Philippines and the Filipino people in the long run.

Police and military forces were sent to hunt down communist rebels who allegedly killed three lumad farmers in Buenavista town of Agusan del Norte.

Chief Supt. Gilberto Cruz, director of the CARAGA regional police, said the victims appeared to have been brutally murdered as since aside from bulletwounds, all the victims also suffered stab and hackwounds.

He identified the victims as Alfredo Tomaquin Jr., 61; Paka Pinatugaw, 47; and; Pina Pinatugaw, 48. They were residents of Barangay Simbalan in Buenasvista town and reportedly members of Higaunon and Dagatnon tribes.

“We strongly condemn the killings of lumads perpetrated by the NPA. We assure that justice will be served to the family of the victims,” said Cruz.

Based on the investigation, the three went to the farm owned by a Korean businessman also in Buenavista town on November 6. They did not come back.

It was the son of the 61-year-old victim who discovered the cadavers when he was forced to search since the families of the victims were already looking for them.

“They suffered multiple gunshot wounds and hack wounds which caused their death,” said Cruz.

The official said they have already relayed information and gave hotlines to local residents to inform the police if they have any information as to the whereabouts of the killers.

Hundreds of lumads have already lost their lives in the battle between communist rebels and the military in CARAGA region over the years.

The communist rebels and the military have been trading allegations as to who are responsible for the killing of lumads. Experts however said the lumads are victims of the insurgency problems in CARAGA.

Filipino and American veterans, together with military officials gathered Sunday at the Manila American Cemetery and Memorial in Taguig City to mark Veterans Day, which coincided with the 100th anniversary of the end of World War I.

Commanding General of the US Army Pacific General Robert Brown in his speech said sacrifices of the thousands of soldiers who fought and died together will never be forgotten.

Brown said a strong bond will always remain between the US and the Philippines.

Armed Forces of the Philippines Chief of Staff General Carlito Galvez said the courage and bravery of the soldiers will always remind Filipinos the value of the nation's freedom.

Galvez urged each one to continue to fight for the democracy and integrity of the country's national territory.

US Ambassador Sung Kim, meanwhile, said today is also a day of mourning for all Filipinos and Americans who fought shoulder to shoulder during the Bataan Death March.

Kim also honored former President Fidel V. Ramos, saying his life is an example of those who live to completely serve the nation.

Attendees also observed a moment of silence to commemorate the time 11th hour of the 11th day of the 11th month of 1918, the day World War I formally ended.

The cemetery contains the remains of more than 17,000 Filipinos and Americans who died in the war. More than 36,000 names of those missing are also inscribed in the hemicycle walls of the cemetery.

Meanwhile towards the end of the ceremony, a medic team rushed to the stage after the female emcee passed out due to an increase in blood pressure. She is now in stable condition.

The arrest of communist consultant Vic Ladlad is meant to derail the possible resumption of peace negotiations with the government, his wife said Monday.

Ladlad, a consultant of the National Democratic Front of the Philippines, was arrested Thursday with 2 others for illegal possession of firearms at a house in Novaliches, Quezon City last.

"There really is a strong pull coming from the hawks, who really don't want peace on the table," Ladlad's wife Fides Lim told ANC.
"They are creating, manufacturing, fabricating incidents like the arrest on my husband on the basis of planted evidence to stop the doves or the mood of the moment from having peace talks."

She noted that the owner of the house saw the butt of a firearm sticking out of a box that officers allegedly planted in the house during the raid.

Lim said her husband's work "has always been political" as he is not a member of the NDF's armed wing, the New People's Army.

Ladlad, she added, has chronic asthma that deteriorated into emphysema, but "we are not even making that a condition for his release."

"He is ready to face the charges against him because they are all fabricated... Ang spirit niya very strong, fighting," she said.

President Rodrigo Duterte ordered the arrest of all NDF consultants after peace talks between the government and communist rebels deteriorated last year due to alleged continuing rebel attacks on state troops.

Police on Monday dared the camp of arrested communist consultant Vic Ladlad to lodge a complaint after his wife claimed that a bank card seized by officers from him last week recorded unauthorized use.

Ladlad, a consultant of the National Democratic Front of the Philippines, was arrested Thursday night in Novaliches, Quezon City for illegal possession of firearms.

His wife Fides Lim said among the personal items seized from him was a Landbank Visa debit card that contained the compensation he received for the abuses he suffered during martial law.

Lim should file a formal complaint so police can request a record of the debit card's transactions from Landbank, said Quezon City police director Chief Supt. Joselito Esquivel.

"Mas maganda po iyun ibigay nila sa amin ang detalye para maimbestigahan nang todo. Nagbabalibag po sila ng alegasyon sa ere, ayaw naman mag-complaint," he told radio DZMM. (It's better if they would give us details so we can investigate this deeply. They are hurling allegations into thin air, but they do not want to file a complaint.)

Esquivel added that only firearms and documents were seized from Ladlad during the operation that was overseen by barangay officials and homeowners.

Lim, he added, previously claimed that her cellphone was stolen by officers, only to find out that the device was in her lawyer's bag.

The communist leader's wife may face charges for blocking a police car that was carrying her husband to a police camp, PNP chief Director General Oscar Albayalde earlier said.

Albayalde also maintained that there was nothing anomalous about Ladlad's arrest, after his wife claimed that police planted evidence in their home.

The 33rd Infantry Battalion (IB) was instrumental in ending a long-running dispute between the Mamadsali and Ayup families in Maguindanao, the 5th violent clan war the Army unit successfully negotiated this year.

In a kanduli ceremony at the 33rd IB headquarters on November 8, family patriarchs Mamadsali Pandapatan, 50, and Jorge Ayup, 55, agreed to make peace. The ceremony was witnessed by Maguindanao Governor Esmael Mangudadatu and 6th Infantry Division Assistant Commander Antonio Sugarol.

"This is our 5th successful settlement of bloody clan wars in the current year. It demonstrates our ability to address the root causes of the problem, and in working together towards finding the most suitable solution," said battalion commander Lieutenant Colonel Harold Cabunoc.

It ended negotiations that started in 2013, which were facilitated by the Moro Islamic Liberation Front (MILF). The Muslim rebel group talking peace with the government continued to work closely with the battalion to resolve the conflict.

The clan feud was sparked by disagreements over ownership of a 10-hectare rice farm in Lumabao village in the town of General SK Pendatun. Pandapatan's grandparents originally owned the lot but Ayup showed certificates that apparently distributed it to 4 descendants, prompting a dispute over the paperwork.

"After hours of intense discussion with the Army and MILF mediators, all parties agreed to honor the legal documents and the earlier agreement on the ownership of land. Tearful reunion among relatives ensued after the culmination of the conflict settlement," said Cabunoc.

Cabunoc said Ayup's association with the MILF has turned the village into a battleground with combatants of the MILF breakaway group Bangsamoro Islamic Freedom Fighters (BIFF). The BIFF is now the target of intense military operations as the government fights spoilers of the peace process with MILF.

Cabunoc said up to 32 BIFF members surrendered in relation to the resolution of the 5 clan wars.

The 33rd IB was also instrumental in resolving feuds of Abdul with Samama and Saotin clans, Sinomagan with Mohammad clan, and Delba with Saligan clan.

President Rodrigo Duterte will meet with leaders of the National Democratic Front (NDF) after his Singapore and Papua New Guinea trips this week to discuss the possible resumption of the peace negotiations.

‘’Agcaoili and Jalandoni. I will not keep it a secret. I do not want yang confidential-confidential. Pupunta dito sabi nila gusto nila akong kausapin’’ (they will come over to talk to me),’’ Duterte said at the Subaraw Biodiversity Festival in Puerto Princesa City last Saturday.

Duterte was referring to NDF peace panel chair Fidel Agcaoili and senior adviser Luis Jalandoni, who earlier chaired the panel. Early in his administration, he had met with these officials in Malacanang and in Davao.

He said Agcaoili expressed apprehension they might be arrested if they come over. On November 9, police arrested NDF consultant Vic Ladlad and two others were arrested in Novaliches, Quezon City allegedly due to illegal possession of firearms and explosives, an allegation they denied.

‘’So sabi ko talagang huhulihin kayo. Sabi niya, gusto daw nila ako makipag — makipag-ano sa kanila so nagtawag ako ng cluster meeting kasali na mga military (So I told them they will definitely arrest you. They said they want a dialogue with me so I called for a cluster meeting including the military) and asked them ‘’So what do you think?’’

‘’Sabi nila, baka. Baka pala. (They said maybe. Just maybe. So what do you think?) ’’It’s not a very big margin there. Pero baka pala. (But maybe) So, when I (come) back after Papua New Guinea and Singapore, I will make the announcement. Kaya usap tayo ulit kasi baka, baka pala’’ (So let’s talk again because we might just….)

Labor Secretary Silvestre Bello III, chair of the government peace panel told MindaNews that arrangements are being made for Duterte’s meeting with the NDF peace panel leaders.

Before revealing the proposed meeting with the NDF, Duterte lashed out at them for allegedly taking advantage of the Lumads or Indigenous Peoples who, he said, comprised 75 per cent of the New People’s Army (NPA), and reiterated earlier statements that the NPA should surrender.

‘’Kawawa, naawa ako. Mga NPA… (Pitiful. I pity them),’’ he said, and called on the NPA to surrender.

‘’It’s time for you to surrender actually. Sinabi ko nga, hindi ako magsiguro lahat. By the grace of God, maawa si Allah, in two years baka magkaroon tayo ng kapayapaan

(I said, I cannot be certain for all. By the grace of God and the mercy of Allah, in two years we might have peace),’’ he said.

In a statement on November 11, Agcaoili said he and NDF panel member Coni Ledesma are set to return to the Philippines this month “in connection with our work as members of the NDFP component in the Joint Monitoring Committee under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).”

Agcaoili said they will be accompanied by Jalandoni. He added they were invited to meet with Norwegian Ambassador to the Philippines Bjørn Jahnsen.

“In this regard, we welcome the opportunity to meet with the President unless he does not want to or his military is against it,” he said.\

On June 14, Presidential Adviser on Peace Process secretary Dureza said Duterte told his government panel to postpone the scheduled resumption of the 5th round of peace talks with NDFP on June 28 in Oslo, Norway to consult the public first before they would work out agreements with the communists.

That was the third time the 5th round was cancelled.

The GRP cancelled the November 25 to 27, 2017 peace talks, with Proclamation 360 of President Rodrigo R. Duterte “for lack of sincerity,” following an NPA ambush on November 9, 2017 that killed a four-month old Walysha Manchorao, and similar incidents.

The President subsequently signed Proclamation 374, designating the Communist Party of the Philippines and NPA as terrorist organizations.

In line with ongoing efforts to secure the country's cyber infrastructure, the Department of National Defense (DND) conducted its Cyber Bayanihan 2.0 with private and public stakeholders last November 7.

The event is in partnership with the Cyber Group of the Armed Forces of the Philippines and private company Synetcom Philippines, Inc. and held at the AFP Commissioned Officers Club in Camp Aguinaldo, Quezon City.

With the theme, “Securing the Philippines’ Critical Cybersecurity Infostructure”, Cyber Bayanihan 2.0 focused on securing the country’s information technology infrastructure – otherwise known as infostructure – by integrating, updating, strengthening, designing, and implementing cyber Security Operations Center (SOC) capabilities and programs.

“I would like to express my gratitude to everyone here who continues to support one of the most important, albeit new aspect of the defense mission – cyber security,” DND Undersecretary Cardozo M. Luna said in a statement over the weekend.

The thrust and advocacy of the conference involved educating government agencies, communities, and vertical markets on how critical new technologies in cyberspace are in defending and preventing cyber threats from acquiring information from the stakeholders.

“This conference, which followed through from the Cyber Bayanihan 1.0 in 2014, now aims to bridge the gap between stakeholders’ cyber awareness and the implementation stage of a viable and strengthened government Security Operations Center (SOC).

This likewise complements the Public-Private Partnership (PPP) programs of the government to boost the country’s cyber defense capabilities,” he explained.

During the whole-day event, Director Nebuchadnezzar S. Alejandrino, chief of the Defense Situation Monitoring Center, tackled “Threats to Philippines Cybersecurity: A Defense Perspective” in his presentation, while other guest speakers from reputable IT companies such as Microsoft, Synetcom, Nexus, SES Networks, Nexus, AhnLab, ePLDT, Genians and Efficient IP shared their security solutions to help address the current cybersecurity threats and attacks on Cyber Space.

Caraga police director, Chief Supt. Gilberto Cruz, on Saturday ordered the Buenavista Municipal Police Station to conduct a probe into the killing of three indigenous people (lumad) by the New People’s Army in Buenavista, Agusan Del Norte.

Cruz identified the victims as Alfredo Tomaquin Sr., 61; Paka Pinatugaw, 47; and Pina Pinatugaw, 48, all farmers, residents of Sitio Bagang, Brgy Simbalan, Buenavista, Agusan del Norte.

The three lumads belonged to the Higaunon and Dagatnon tribes.

The victims succumbed to multiple hack and gunshot on November 7.
