The surrenderer was identified only as @ Reno, 21 yrs old, single and resident of Purok 3, Brgy Bitaugan, San Miguel, Surigao del Sur.
Said CNT member is on lie low status and member of the Sandatahang Yunit Pampropaganda – Interior (SYP-I), SRC 2130 of the North Eastern Mindanao Regional Committee (NEMRC) bringing along one (1) shotgun with serial number 744336.
According to alias Reno, he joined the terrorist organization because he is fond of holding firearms and was deceived by false promises that they will support him.
In his statement, Lt Col Xerxes A Trinidad, Commanding Officer of the 36th Infantry “Valor” Battalion said, the surrender was facilitated by a Former Rebel (FR) and accordingly, the said surrenderer wants to stop supporting the terrorist NPA but needs someone to help him and eventually avail the government’s program, the Enhanced Comprehensive Local Integration Program (E-CLIP).

Alias Reno, decided to voluntary submit himself to 36IB in order to clear his name and upon the encouragement of other former rebels. He signified his sincere desire to support the government’s peace and development efforts in the communities. Since 2018, alias Reno is the 36th member of the CNT who voluntarily surrendered to the 36IB.
“The CNTs are weakening and have been losing critical mass support which is their lifeblood in advancing their objectives. The growing sentient of surrenders and shift of support is due to the miserable life they experience being inside the organization and the realization of neglecting their family just because of a failed cause without direction. We are appealing to those remaining CNT members in the mountains or in the barangays to surrender now and return to the folds of the law. COTABATO City - Mohagher Iqbal, Chairman of Moro Islamic Liberation Front Peace Implementing Panel said that the Bangsamoro Organic Law (BOL) is reflective of political aspiration of the Bangsamoro people.
Speaking during the dialogue with ARMM employees on Republic Act No. 11054 held at SKCC, ORG Compound, Cotabato City on Wednesday, Iqbal said, “With the BOL, the Bangsamoro people will be able to determine their political status and pursue economic, social and cultural development through the appropriate governance structures and institutions,” Iqbal stressed.
The RA 11054 he said, “shall legally entrench the principles found in the peace agreements, particularly the Bangsamoro people’s right to self-determination and also genuinely address the injustices committed in the past.”
Iqbal also emphasized that the envisioned new Bangsamoro Government shall guarantee that the rights and aspirations from various non-Islamized indigenous people's groups as well as Christian neighbors will be respected and safeguarded.
The BOL is known as Republic Act 11054, approved and signed by the President and presented to the MILF leadership in Malacañang Palace on August 6, 2018.
On the smooth transition from ARMM to Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Iqbal said that this is a bit challenging and arduous work. However, the Philippine Government and the MILF are preparing for a plan on its smooth transition through Coordination Team for the Transition or CT4T.
“No doubt, the transition from the current ARMM to the envisioned Bangsamoro government as per the BOL will be challenging and arduous,” Iqbal said.
“I am pleased to share that the ARMM and the MILF are part of a relevant working group to prepare the transition plan, including necessary protocols and legal codes, to guide us in this massive endeavor,” he said.
“I am referring to the Coordination Team for the Transition, or CT4T, which was first organized in 2014,” Iqbal added.
He explained that the CT4T is the primary mechanism for coordination between the Philippine Government, the MILF and other critical agencies to ensure that the necessary and appropriate steps in preparation for the transition leading to the formation of the interim government, or the Bangsamoro Transition Authority, would be undertaken.
He further said that CT4T’s work, the Bangsamoro Transition Commission (BTC) continues to conduct dialogues with different sectors and employees in ARMM, such as health and education, to discuss essential provisions of the BOL and also address any misapprehensions over the transition phase.
“With the help of the CT4T and numerous BTC activities, we will ensure that the transition to BARMM will not be haphazardly done,” Iqbal elaborated.
The MILF said, is more than willing to collaborate with the ARMM and actively participate in various peace process mechanisms for the seamless transition.
The program is organized by the Office on the Presidential Adviser on the Peace Process, the ARMM Government, and the Moro Islamic Liberation Front which was participated in mostly by thousands of ARMM employees.

A member of the Bangsamoro Transition Commission (BTC) said the Bangsamoro Organic Law (BOL) upholds human rights and peacebuilding citing that the creation of Bangsamoro Government is anchored on the principle that it shall promote unity, peace, justice, and goodwill among all peoples, as well as encourage a just and peaceful settlement of disputes.
“In the preamble as for the creation of Bangsamoro, it is to establish an enduring peace on the basis of justice,” Commissioner Raissa Jajurie of the BTC, pointed out in her presentation in the 5th International Conference on Justice, Peace and Conflict in Southeast Asia.
The event, held at Marco Polo Hotel in Pasig City on October 15-17, 2018, gathered more than two hundred peace workers, human rights activists and researchers from Southeast Asian states.
Jajurie, a human rights lawyer, explained, “The Bangsamoro Government shall protect all persons from harassment or any undue pressure, coercion, and violence on account of religion.”
She noted that while the Moro tribes are minority in the country, they are dominant in the Bangsamoro territory and the Indigenous Peoples and Christian Settlers are the minority.
“Because the fear is among the Settlers, there is that need to ensure that religious freedom shall be respected in the political entity,” she added.
Jajurie said the Bangsamoro government shall exercise authority over set of powers and one of which is “human rights.”
The BOL or Republic Act 11054 is the legal translation of the Comprehensive Agreement on the Bangsamoro, a peace deal signed between the Philippine Government and the Moro Islamic Liberation Front (MILF) in 2014 after more than 17 years of peace talks.
It was passed by the Senate and House of Representatives last July. The law seeks to establish an autonomous political entity aimed to fulfill the aspiration of the Bangsamoro people for self-determination.
The legislation will be ratified by a majority vote cast of the electorate in a plebiscite on January 21 2019 in the proposed Bangsamoro political entity that covers the current Autonomous Region in Muslim Mindanao (ARMM), six towns in Lanao del Norte, 39 Barangays in North Cotabato and the cities of Isabela and Cotabato.
The political entity which shall be known as Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) shall be governed by the Bangsamoro Parliament headed by a chief minister.
“The Parliament shall adopt measures to ensure mutual respect and protection of the distinct beliefs, customs, and traditions of the Bangsamoro people and the other inhabitants in the Bangsamoro Autonomous Region,” the speaker explained.
“There is mandate also that whatever program that will be drawn up shall ensure gender-responsiveness in all aspects of security and peace building, including the participation of women in decision-making in the peacebuilding and security matters in the context or rehabilitation and development,” Jajurie said.
She said the creation of Bangamoro Human Rights Commission is provided in the BOL and the requirement is that the Commission should reflect ethnic distribution.
The speaker further said the Bangsamoro government is mandated to institutionalize peace education. “We can infuse that with peacebuilding and history of Bangsamoro so that there is better understanding among people,” she underscored.
Jajurie together with lawyer Mary Ann Arnado were the two resource persons in the session entitled “The Bangsamoro Organic Law and Federalism: How can these new forms of governance strengthen human rights and peacebuilding in the Bangsamoro region?” moderated by Dr. Ayesah Uy Abubakar.
The United Nations Development Programme (UNDP) supported the event. It was hosted by the Southeast Asian Human Rights Network. Organizers look forward to hold the 6th conference in Vietnam on 2020.

Cotabato City – During a dialogue with various government agencies at the Shariff Kabunsuan Cultural Complex (SKCC) on Wednesday (October 17), officials of Civil Service Commission (CSC), Government Service Insurance System (GSIS), PAG IBIG Fund, and Department of Budget and Management (DBM) expressed their appreciation to the new political entity Bangsamoro that will be established after R.A. No. 11054 or the law creating the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is ratified on January 21st next year.
The dialogue also aims to brief the ARMM employees on Republic Act NO.11054 or OLBARMM with focus on the establishment of Bangsamoro Transition Authority (BTA) after it is ratified by the people in the core territory and other areas mentioned in the law.
It is also designed as a platform to inform and update the ARMM employees who will be affected by the transition on the timeline, process and requirements involved with respect to transition from ARMM and to the BTA.
Furthermore, it will also serve as an avenue for the ARMM employees to convey their concerns together with the CT40, and other concern agencies regarding the transition process.
Atty. Antonio Krunimar Escudero III, Representative from the Office of Legal Affairs of Civil Service Commission Central Mindanao and Government Member of CT40 said that the Bangsamoro Government according to Article VII under Section 38, the Bangsamoro Government has the power to create offices and organize its own bureaucracy.
Meaning, the upcoming Bangsamoro Government may expand its administrative powers to create other offices, and may retain the employees that will serve the needs of its people to open more opportunities.
“The organic law is authorized to establish justness and achieve self-governance in the region,” he added.
He emphasized that the same article under Section 39, states, The Civil Service Commission shall establish a regional Civil Service Field Office and other field offices as may be needed in the Bangsamoro Region for the efficient performance of its powers and duties provided, it shall be in accordance with existing national laws.
Ms. Vilma Fuentes, Vice President of Government Service Insurance System (GSIS) presented the benefits that employees may receive, and its formula of computation, and procedures of filing claims.
She also expressed appreciation for the organic law, and said that their agency is ready to work collaboratively with the government to serve the people’s need.
The PAG IBIG Fund, on the other hand through Vice President Rio Teves, expressed their readiness to serve the Bangsamoro Government and give more opportunities to the workers of the new political entity to avail various programs.
“Their programs that maybe availed of by Bangsamoro employees will truly help to uplift their living condition as they advocate “pagtutulungan sa kinabukasan.”
A representative from the Department of Budget and Management delved on the program of pension and gratuity fund that can help employees of the upcoming government.
He explained that the Bangsamoro government has appropriate funds like the Block Grant, the Special Development Fund, and others that can be utilized in the effective implementation and delivery of various services to its people.
The government agencies expressed their readiness to partner with the news government, and support it programs for the effective implementation of programs and services to the people.

The League of Bangsamoro Organizations (LBO), a conglomeration of Moro civil society organizations, and non-government organizations highlighted a milestone accomplishment specially the actual engagement with policy makers on Bangsamoro Basic Law (BBL) saga during their 3rd General Assembly with a theme “Unity in Action Beyond Words” on Saturday, October 20 held at Cotabato City.
“Our unity is not through the basis of material thing, we become united because of pushing our cause,” Hashim Manticayan, President of the LBO said on his opening message.
Manticayan presented major accomplishments for the one-year operation of LBO, and among of other activities undertaken by the league in connection with the passing of the Bangsamoro Organic Law (BOL) by both Chamber of Congress.
“We have done our lobby mission to the Senate and House of Representatives through the facilitation of SIGN BBL, and these have remarkable outcome,” he said.
Manticayan also said that another factor that also contributed to the passing of the BOL were the efforts of civil society organizations through holding of mass peace mobilizations in support to the BBL like those undertaken in Tawi-Tawi, Sulu, Basilan, Zamboanga, Lanao del Norte, Lanao del Sur in Marawi City, Davao, General Santos City, Cotabato City, and Metro Manila that paved the way for the passage of R.A. No. 11054 or better known as the Organic Law for Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) signed on August 6 by President Rodrigo Roa Duterte in Malacañang Palace.
“On July 6, 2018 in Cotabato City, this one was among the biggest rally for the last push on BBL where more than 60 resolutions were gathered and submitted to the bi-cameral conference committee on BBL,” he said.
The LBO had also launched the “Piso for Peace” and during the Bangsamoro Peoples’ Peace Rally: The Final Push for the CAB-compliant BBL, the organization have collected PhP43,300.00 from tens of thousands of participants who attended the gathering.
LBO said that the amount collected from the donations was used for the peace initiatives of the League.
Manticayan said there were 32 activities set under the plan, however there were at least 18 implemented because of some challenges faced by the LBO, such as weak financial resources, and mobilization, lack of support and cooperation, and inactiveness of other member-organizations.
According to the LBO secretariat there are 28 organizations that pledged to attend but only 23 were in attendance.
Some issues discussed were the reactivation of “Piso for Peace” but the body has amended the term “Piso” to “Peso” upon the motion of MAPEA’s representative Bai Bing Bacar who clarified that since individuals who are giving their sadaqa (charity) are sometime more than one peso, meaning some will also share hundreds of pesos.
The management of this program is channeled to the fund holder of the LBO, the BM SEED that is duly registered with the Security and Exchange Commission (SEC) chaired by Engr. Mlang Madal of ABDAS.
Also included in the agenda were the launching of Y4B presented by Emran Mohamamad of the BCN; the LBO role during the Bangsamoro Transition Authority (BTA), and beyond, raised by a member of the LBO Supreme Council Tu Alfonso of the UNYPAD.
Others were the proposed registration of LBO with the (SEC) sponsored by NABEI President and Chairman of LBO Supreme Council Prof. Ombra Imam, however the chair of the body said that since it has been agreed by the league before its inception that the organization should not be registered, it was agreed that the council will set another meeting and discuss about the matter.

Isabela, Basilan- More than four hundred division heads, and educators in Basilan attended a Forum on Bangsamoro Organic Law (BOL) in Basilan State College Amphitheater on October 20, 2018.
The activity was organized by Bangsamoro ICSP Alumni Association, Inc.(BIAA) and sponsored by Pathways of Australian Embassy in partnership with Bangsamoro Professionals Group Ad hoc Committee Peace Implementing Panel & the Bangsamoro Transition Commission (BTC).
The speakers were mostly from the BTC such as Chair Mohagher Iqbal of the MILF Peace Implementing Panel, BTC Comms. Atty Raisa Jajurie and Dr. Susana S. Anayatin.
Chairman Iqbal spoked on the historical context of the BOL, and how the term Moro came into use?
It came from Latin and Greek terms "Mauris" or "Maurus" which means "black or "dark". It was Hispanized into Moro and Anglicised into Moors which referred to Muslims inhabitants of the Iberian Peninsula (Portugal & Spain today) who ruled it for almost 8th centuries. Later on, it referred to all Muslims including those in the Philippines in the 16th century.
Mr. Iqbal paraphrased President Rodrigo Duterte’s statement regarding the historical injustices committed against the Bangsamoro people which was enumerated into four aspects such as: 1. Loss of Sovereignty and Independence, 2. Loss of Lands and Homeland, 3. Loss or deprivation of internal development and 4. Genocidal campaign against the Moro people".
Comm. Anayatin talked on provisions about education, and cited, " Section 20 Art. X of the constitution & this organic law-The Bangsamoro Government shall exercise its authority over the following: Education & Skills Training".

Prof. Anayatin received a round of applause when she said, " ...The National Government shall continue to support, enhance and strengthen the Mindanao State University system, including this State College of Basilan".
Comm. Jajurie talked on some salient points of the BOL like Bangsamoro Identity and cited its provisions, "The native inhabitants of Mindanao, and the Sulu archipelago...at the advent of the Spanish colonization, their spouses & their descendants have the right to identify themselves as Bangsamoro".
Comm. Jajurie also cited another provision about Local Government Units, "The Bangsamoro Government and Constituents of Local Gov't. Units, the privileges already enjoyed under R.A. 7161, and the existing laws shall not be diminished. They shall be entitled to Internal Revenue Allotment".
She also said, in the final provisions- "ARMM created Local Gov't. Units without Internal Revenue Allotment (IRA) like in Basilan such as municipalities of Al-Barka, Hadji Muhammad Ajul, Akbar and Hadji Muhtamad are hereby converted to regular municipalities upon ratification of the BOL". These municipalities will then receive their IRA upon the ratification of the OLBARMM.
Some questions were asked especially from Lamitan City residents. Why are employees compelled to resign especially those working in the ARMM?
Chairman Mohagher Iqbal answered it in negative, they would be rehired as the MILF are trained as combatants they cannot run the office. Definitely those who would be hired are equipped and skilled in bureaucracy and management.
Atty. Jajurie supported and said, “On the basis of the Constitution there would be a separation pay, but they are banned to apply again within five years. The prohibition is not a creation of the BTC, but has been there since the inception of the 1987 Constitution but only included it in the BOL.
Another relevant question was asked, "If the Bangsamoro residents travel outside territory do they need to use passport?
Atty. Jajurie explained again the difference between identity and citizenship.
Bangsamoro is an identity not citizenship, the latter needs passport.
Basilan Superintendent of Schools Dr. Nurhaya Abdulrahim, and Dr. Saudi Dalu, Superintendent of Lamitan City both pledged 101% commitment to support the BOL, and vote yes during the plebiscite.
Usec. Alzad Sattar of the Bureau of Madaris-ARMM also pledged his yes vote.
The forum formally ended before 2PM as the team left for Zamboanga City.

In adherence to the directive of Mohagaher Iqbal, Chairman of MILF Committee on Information for all Provincial Information Directors to conduct assembly in their respective areas and educate the Moro people on Bangsamoro Organic law (BOL), and what to do during the plebiscite slated on January 21, 2019, hundreds of people gathered in an assembly at Barangay Digal, Buluan, Maguindanao on October 20 to listen to speakers who will provide them basic information on the BOL.
Abdulaziz B. Talib, Provincial Director of Information Committee of Damakling Province in his message urged the participants to listen to the speakers so that they can understand well what BOL is all about, and what every Bangsamoro can enjoy once the law is ratified during the plebiscite.
Talib also told them they speakers will also provide guidelines what they are supposed to do during the plebiscite.
Professor Esmael A. Abdula, President of Kalilintad Peacebuilding Institute, and member of Steering Committee of Bangsamoro Leadership and Managment Institute (BLMI) told the participants that the BOL is the result of Moro struggle for decades were thousands of lives were loss.
He said that it is a solemn duty of every Bangsamoro people to cast the yes vote during the plebiscite.
Rahib Payapat, Secretary General of United Bangsamoro Justice Party (UBJP) Maguindanao Cluster C said that the Bangsamoro is now in the crucial stage of its democratic struggle because the fate of the BOL lies in the hands of every Bangsamoro. He also urged them to vote yes during the plebiscite.
Datu Glenn Youssep P. Piang, Barangay Chairman of Digal was very glad that the assembly is held in his barangay.
He has high hopes that more assemblies will be held in his barangay to further educate his constituents on BOL.

Cotabato City — A report today by Philstar posted online says that the campaign period for approval of the Bangsamoro Organic Law (BOL) kicks off in December.
Philstar was quoting an announcement made by the Commission on Elections (COMELEC).
A COMELEC resolution said that the campaign period for the Bangsamoro plebiscite would start on Dec. 7 and end on Jan. 19. Cotabato City — A report today by Philstar posted online says that the campaign period for approval of the Bangsamoro Organic Law (BOL) kicks off in December.
Philstar was quoting an announcement made by the Commission on Elections (COMELEC).

1. Given the quality of the candidates for the Lower House and the Senate, can you expect their support for the resumption of the peace talks?
JMS: If you ask the candidates for the Lower House and the Senate, I am sure that almost all of them will be in-favor of the peace negotiations. Those who are reactionary and less intelligent will precondition the talks with the surrender of the NPA and the more intelligent or progressive ones will say that the talks must address the roots of the armed conflict and lead to comprehensive agreements to lay the basis for a just and lasting peace.
2. Will you ask the candidates to declare their position on the peace talks as the people’s basis for electing them?
JMS: Yes, definitely, we in the NDFP will certainly appreciate the candidates who support the resumption of the peace negotiations in accordance with The Hague Joint Declaration in order to arrive at the needed agreements on social, economic and political reforms and lay the foundation for a just and durable peace under the guiding principles of national sovereignty, democracy and social justice. Thus the people will know who among the candidates are for just peace.
3. Aside from the Congress and the Senate, which other institutions may have influence in getting the talks to resume?
JMS: The executive branch of GRP and no less than the president are crucial in agreeing or not to resume the peace negotiations. In the first place, it was Duterte who terminated the peace negotiations. Outside of the government, there are institutions, like the political parties, mass organizations, professional an civic organizations, and the churches that are interested in a just and lasting peace in the country.
4. But first of all, on the basis of your analysis, is there still a chance for the peace talks to reopen in Duterte’s time?
JMS: The NDFP is always open to peace negotiations. We can negotiate peace only with the party with which we are at war. It is up to Duterte to decide whether he is interested in peace negotiations. He is the one who terminated the peace negotiations with his Proclamation 360 as of November 23, 2017.
By all indications and by his own pronouncements and actions, he does not want peace negotiations for a vile purpose: so that he can easily blame the CPP and the NPA for the armed conflict and use this as basis for declaring martial law nationwide in order to ram through his chacha for federalism, actually a fascist dictatorship with all powers concentrated in his hands.
However, it is also possible that upon the further deterioration of his health and/or the failure of his all-out war campaign to destroy the revolutionary movement, Duterte would seriously consider negotiating again with the NDFP either to leave a legacy he can be proud of or simply to ease his way to the end of his term.
Otherwise, we simply have to wait for his successor to decide whether or not to resume of the peace negotiations. The NDFP is desirous of peace negotiations but is not afraid of the reactionaries who are fixed on waging a counter-revolutionary war against the people.
5. You say that the NDFP is ready at any time to resume the talks. But it would be a big impediment for the government to resume talks if NPA attacks continue while talking? Are you ready to accept nationwide ceasefire as precondition for resuming the talks?
JMS: Duterte and his sidekicks Lorenzana and Año are not telling the truth when they claim that the NPA attacked the AFP and the PNP during ceasefires. It is their side which never stopped to occupy and militarize the barrios and attack the NPA and the people. The AFP continued Aquino’s Oplan Bayanihan up to the end of 2016 and then launched Oplan Kapayapaan in early 2017.
There was never any letup in AFP, PNP and paramilitary attacks against the revolutionary forces and the people. Complaints about these attacks were always submitted by the NDFP negotiating panel to the Joint Monitoring Committee under CARHRIHL to allow the peace negotiations to proceed.
But in the case of the GRP, upon the prompting of Lorenzana and Año, Duterte always went direct to the press to complain against the defensive actions of the NPA and worse to terminate the peace negotiations. He terminated the negotiations so many times, four times if we count the termination he last made on June 14 to stop the Interim Peace Agreement from being signed in Oslo on June 28, 2017.
The NDFP is willing to negotiate under conditions of ceasefire or no ceasefire. It was Duterte and the AFP that launched attacks during the more than five months of ceasefire from August 2016 to January 2017. The NPA forces kept on evading the attacks unless they were compelled to fight back. As in the period of Ramos, it is possible to negotiate while fighting and make the agreements towards a just and lasting peace.
6. A personal question, i posed this to you before. Are you prepared to die in another country, meaning, are you not eager to return to the Philippines? As you say, you can come home only upon the successful end of the talks. And should this not happen, you must be ready to accept that you would not see the Philippines again. Sorry, Ka Joma for the emotional question.
JMS: I have always stood and fought for the Filipino people’s national sovereignty and democracy in preparation for socialism. I am a patriot and against any imperialist power like the US wishing to perpetuate all-round dominance over the Philippines and China wishing to move in by turning our country into a debt colony through overpriced infrastructure projects and through takeover of the West Philippine Sea and the the oil, gas and other natural resources there.
I am also an internationalist, a proletarian internationalist. I do not mind dying in a foreign country if that is the only way to avoid submitting myself to those who oppress and exploit the Filipino people and who wish to bribe, imprison or kill me. I have done my share of fighting in the battlefield and defying hardship and threats to life in nine years and being imprisoned for another nine years in the fight against the Marcos fascist dictatorship.
I do not mind being a political refugee for as long as necessary. I have the support of my compatriots and foreign friends in the spirit of proletarian internationalism and international peoples’ solidarity.
7. At any time since 1992, have you been offered any high position in the GRP in order to win you over from the side of the NDFP? Or have you been subjected to any threats, pressure or any punitive action in connection with your role as NDFP chief political consultant?
JMS: Two presidents have offered cabinet positions to me and Ka Luis Jalandoni, while he was the chairperson on the NDFP Negotiating Panel. But we politely declined the offers and countered that we would consider the offers only after the complete success of the peace negotiations. I need not identify the presidents because the offers were made informally through intermediaries.
The threats, pressures and punitive actions taken against me in connection with the peace negotiations are publicly known to some extent. After Estrada terminated the peace negotiations in 1999, we received reports that one hit team after another was sent to the Netherlands in a plot to knife me to death. This was exposed by General Berroya in January 2001.
The Arroyo regime requested the US gove5rnment to designate the CPP, NPA and myself as terrorists in late 2001 in order to pressure the NDFP to accept a so-called final peace agreement which amounted to the surrender of the NPA. The US listing in August 2002 triggered my being listed in the so-called terrorist lists of the Dutch government and the European Union. The social benefits I had as a political refugee were withdrawn
The Arroyo regime also fed the Dutch authorities with hearsay and speculative testimonies in falsely accusing me of several murders and causing my detention for 17 days in August 27 to September 13, 2007. But I have prevailed over the false murder charges and the EU terrorist list by taking legal action and winning my cases with finality in the Dutch courts and in the European Court of Justice in 2009.
8. What were the deals behind that offer Cabinet post offer? Was it somewhat related to the “surrender” of the NPA or stop of the communist insurgency, something like that? Since the offer was made during Ka Louie’s term as NDFP panel chief, it was not PRRD. Please clarify who made the offer of cabinet posts?
JMS: There were no deals of any kind because we declined the offers outrightly. If we accepted the cabinet posts, we would have become sellouts. PRRD did not offer any cabinet post directly to Louie and me. But he publicly offered four cabinet posts to the CPP in 2016. Please review the news accounts in 2016. I replied that he could get patriotic and progressive individuals on their personal merits for competence, integrity and diligence. He subsequently appointed Rafael Mariano and Judy Taguiwalo on the basis of their individual merits and NOT as representatives of the CPP.

In the guerrilla fronts and other areas administered by the people’s democratic government of workers and peasants, political parties and candidates of all sorts have the right to campaign even in the elections conducted by the reactionary government of big compradors, landlords and corrupt bureaucrats.
Such a policy of the people’s government is upheld by the CPP, NPA and NDFP, the local organs of political power and the mass organizations. The Duterte regime and its military minions are lying when they say that the NPA uses the election campaign period to extort from political parties and candidates by demanding payments for the permit to campaign.
The parties and candidates do not pay for any permit to campaign. It is simply ministerial for the people’s government to allow them to campaign, provided they do not enter the territory of the people’s government with an armed force or sacks of money to buy votes.
Sometimes, political parties and candidates offer contributions or donations to the socioeconomic and health programs of the people’s government. It is purely voluntary for them to make such offers. The revolutionary movement rejects offers of sham help from malevolent forces who oppress and exploit the people.

The New People’s Army Mt. Cansermon Command in a statement yesterday alleged that five soldiers were killed and five were injured in an encounter in Sitio Nabali-an, Brgy, Carol-an, Ayungon, Negros Oriental, Thursday.
Capt. Eduardo Precioso, 3rd Infantry Division Public Affairs Office chief, however, said the claim was part of the disinformation campaign of the NPA.
Two soldiers were slightly injured in anabout 40-minute gunbattle, while a member of the NPA identified only as Dagul, was killed, he said.
Two backpacks, two handheld radios with chargers, two magazines of AK-47 rifles with ammunition, two rifle grenades, and subversive documents were recovered at the encounter site.
Lt. Col. Egberto Dacoscos, 62nd Infantry Battalion commander, attributed the vigilance of residents to the information they received on the presence of armed men. This clearly indicates that they are tired of the CPP-NPA ruthlessness and injustices, he said
Dacoscos said the gunbattle between 62IB soldiers and about 15 NPA rebels ensued while government forces were approaching the area.
Precioso said the cadaver of the slain rebel has yet to be claimed by members of his family and relatives.
