COTABATO CITY - The Moro Islamic Liberation Front (MILF) – Peace Implementing Panel (PIP) conducted a Dialogue for Peace in Mindanao for the representatives of several agencies and mechanisms of the Peace Process on July 30-31, 2018 at the BLMI Training Centre, Crossing Simuay, Sultan Kudarat, Maguindanao. The activity was facilitated by the Bangsamoro Leadership and Management Institute (BLMI).
MILF-PIP Chairman Mohagher Iqbal emphasized to the participants the importance of ideology, good leadership, and popular support in continuing the Bangsamoro struggle.

The next phase of the struggle, the electoral struggle, will be more challenging and dangerous, according to Iqbal.

The Bangsamoro Organic Law (BOL) is already 85% good and 15% less, according to Iqbal. Furthermore, he also said that there is still a chance to assert the remaining provisions of the Comprehensive Agreement on the Bangsamoro (CAB) which was not included in the BOL.

The Organic Law of the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) or the BOL was previously known as the Bangsamoro Basic Law (BBL). It is the enabling law of the CAB and was signed into law by President Rodrigo Roa Duterte on July 27, 2018. A ceremonial signing in Malacanang Palace was also set on August 6, 2018.



Bangsamoro Transition Commission (BTC) Commissioner Atty. Raissa Jajurie presented the Republic Act 11054 or the OLBARMM to the participants. She discussed the salient provisions of the law including the Powers and System of the Government, Sharing of Revenue, Bangsamoro Justice System, and Inter-governmental bodies.

The Peace Mechanisms present during the activity provided updates on the accomplishments and challenges that they have encountered during the implementation of their designated tasks.

The Joint Task Force Camp Transformation (JTFCT), Transitional Justice and Reconciliation (TJRC), Coordinating Committee on the Cessation of Hostilities (CCCH), Ad Hoc Joint Agreement Group (AHJAG), Task Force on Decommissioning for Camp and Communities (TFDCC), Joint Peace and Security Committee (JPSC), Bangsamoro Normalization Trust Fund (BNTF), and Joint Normalization Committee (JNC) presented their agency’s report to the MILF-PIP.

MILF Chair Al Haj Murad Ebrahim issued today a strong statement condemning the latest bombing that occurred in Bulanting, Lamitan, Basilan last July 31.
“There will be no compromise with terrorists whose aims are to create chaos, destruction, and bloodshed. No quarters shall be given to them and they must be defeated at once. They must not be allowed to grow.”

This was the immediate reaction of the MILF leader after learning of the terrorist attack in the island province that left ten casualties including a woman, a child, and scout rangers belonging to the 3rd Scout Ranger Battalion.

He directed all MILF commanders in the island to be in full alert for possible more terrorist attacks. He also asked MILF members of the Coordinating Committee on the Cessation of Hostilities (CCCH) and Ad Hoc Joint Action Group (AHJAG) to coordinate with their counterparts in government for possible joint action, pursuant to the provisions of relevant agreements.

Based on initial report, the perpetrator was of German-Arab blood, who arrived in Basilan via Sulu few days before the blast. Two others, believed also to be foreign nationals, also arrived using the same route.

The report added that the foreign terrorists are under the custody ASG Commander Furuji Indama, also known as Abu Dujanah.

The report also said that a van loaded with Improvised Explosive Device (IED) was used to carry out the terrorist mission.

On August 1 the MILF Central Committee convened in a special session and adopted a Resolution, which reads in part as follows: “The MILF Central Committee views with deep concerns the latest upsurge of violence and terrorism in Mindanao particularly in Basilan. The wounds inflicted on our people and peace-loving people of Marawi City on May 23 last year are still unhealed and aching; and here again, signs are clear: The terrorists are not yet down and out. Collectively and individually, we condemn this dastardly act as well as all other forms of violent extremism.”

The Resolution also called on members of the MILF to be vigilant at all times and work together to oppose and defeat all forms of extremism especially in the name of religion.

The blast came barely two days after a huge gathering in Darapanan, Sultan Kudarat, Maguindanao on July 29 called by the MILF for the purpose of consulting its leaders, both political and military, as well as mass supporters on the issue of whether or not the MILF will accept or reject the BOL passed by Congress into law recently.

Some 100,000 leaders of MILF and their civilian supporters responded and all but none either endorsed the acceptance of the BOL or gave the mandate to the MILF to decide the matter for the good of the people.

MILF: Bangsamoro Organic Law

The Bangsamoro Organic Law (BOL), originally called as Bangsamoro Basic Law (BBL), is almost a law. What remains to be fulfilled is its ratification during the plebiscite to be called for the purpose by the Commission on Elections (Comelec) from 90 to 120 days from its publication in newspapers of national circulation. Most likely the plebiscite will take place in December this year.
The BOL is not a perfect law or something what the MILF and our people had hoped for to be legislated or passed. But they also understand that a law that is 100 percent compliant to the Comprehensive Agreement on the Bangsamoro (CAB) is difficult to achieve. Never in a flash or better; it certainly is a work in progress.

During the deliberations in the bicameral conference committee two legislators had remarked that the CAB is an agreement between the MILF and the executive branch, which is to say, they are not obliged to comply with it. This, however, did not elicit a reply from members of the Bangsamoro Transition Commission (BTC) especially those from the MILF. They interpreted it as an offshoot of the hard and prolonged sessions into the night. It is of record that on several occasions, lawmakers from both Houses have witnessed several negotiations of the MILF and government in Kuala Lumpur; in fact, during the 16th Congress both Houses passed resolutions in support for the passage of the BBL.

Maybe among lawyers, they will have 50-50 appreciation of the quality of the BOL. Maybe even less. That is understandable because lawyers are by training rigid, precise, and meticulous. That is their fine qualities that guarantee the safety of clients (in the hands of good and upright (lawyers)).

But for revolutionary, nay mujahid (one who strives), their appreciation is more political, or is viewed as part of the protracted struggle. It is to get nearer and nearer to their goals, especially in negotiations. Thus, their appreciation is more positive and unrestricted: 85-15. They subscribed to the idea that it is men more than law that determines or assures the success of organizations, nations, and states. The imperfections in the law are paid for or balanced by sustained constructive engagements with government and their agencies, including private institutions, as well as the international communities. Maybe in the future, more devolutions of powers will follow.

Notwithstanding the imperfections of the BOL, it is definitely over and above the Autonomous Region in Muslim Mindanao (ARMM). Aside from powers and resources intrinsic in the BOL, all those enjoyed by ARMM are given to the Bangsamoro Government. It is ARMM, plus, plus!

Given this fact, what will be the decision of the MILF, acceptance or rejection?

In a gathering purposely to consult MILF leaders, political and military, as well as other stakeholders including mass supporters last July 29 in Darapanan, Sultan Kudarat, Maguindanao, they directly endorsed the BOL or gave the MILF Central Committee the mandate to decide on the issue. There was no dissenting opinion, not one, from the huge crowd of 100,000.

It is almost certain that the MILF will accept the BOL, without prejudice to continued assertion that the remaining unimplemented provisions of the CAB shall find completion in future legislation. It is government obligation to fully comply with the CAB, otherwise, the Exit Agreement, formally terminating the peace process, will be held in abeyance. And more seriously, the government would be accused of non-compliance.

TALACOGON, Agusan del Sur (DWDD) –  An NPA Terrorist couple surrendered to 26^th Infantry “Ever Onward” Battalion after realizing that joining the NPA is not the solution to poverty. The sincerity also of President Duterte to attain long lasting peace motivates the couple to laid down their firearms to contribute for the peaceful resolution of armed conflict and violence particularly in the IP communities where they belong.

The couple identified alias Ruben and his wife alias Judy, residents of So Kalasungay, Brgy San Vicente, Esperanza between the boundaries of Brgy Mahagsay, San Luis all of Agusan del Sur. The couple surrendered with them one AK47 Rifle and one US M1 Carbine Rifle.

Ruben serves as regular member of Guerilla Front Committee (GFC) 89 while Judy serves as Milisyang Bayan that operates in the boundaries of Bukidnon, San Luis and Esperanza of Agusan del Sur.

The couple decided to abandon the NPA organization due to the mesirable experience and by waiting for too long the promises of the underground movement. According to aka Ruben “Nahadlok na kaayu mi sa akung asawa kay daghan na sa amuang mga kaubanan ang nangamatay, gutom na kaayu ug grabi kapait ang amuang gebati, way tarong nga kaon ug tulog ug hangtod karon ang gipasalig nga suporta sa akung pamilya wala pa nakaabot”, he said.

Lieutenant Colonel Romeo C Jimenea, Commanding Officer of the army’s 26IB stressed his commitment to help the newly surrendered NPA fighters thru the Enhanced Comprehensive Localized Integration Program (ECLIP) and so with the other previously surrendered  NPAs. “We encourage everyone who are still blinded with the false promises of the NPA Terrorist to go down and surrender peacefully and to live a normal lives with your family and love ones and the ECLIP has so much to offer for a new life ”, he said. 26IB Ever Onward/ MCAG

CAMP GEN SERVILLANO AQUINO, Tarlac City (DWDD) – Northern Luzon Command (NOLCOM) Army forces encountered the Communist NPA Terrorist Group (CNTG) in the province of Abra last July 25, 2018.



Two (2) Division Reconnaissance Companies (DRCs), both the 71st DRC and 73rd DRC under the Joint Task Force (JTF) “KAUGNAY”, eventually encountered a group of fifteen (15) New People’s Army (NPA) during the conduct of combat operations in the mountains of Barangay. Tabacda, Tubo, Abra as a response to the reports provided by the locals regarding the presence of armed group thereat.

Undetermined number of casualties were incurred on the NPA side under the Komiteng Larangang Gerilya (KLG) “AMPIS”, while no casualty on the government troops was reported during a fifteen (15) minute firefight, forcing the terrorist group to withdraw.

In a separate incident, an NPA encampment, which can accommodate MOL 30 Communist Terrorists, was found and seized in the vicinity of Besao, Mountain Province at 9:00 in the morning of July 23, 2018 (Monday) by the 81st Infantry Battalion (81IB), also under JTF “KAUGNAY”.

Recovered in the abandoned NPA camp, which is believed to be used by the terrorist group as their clinic, were a Nipa Hut, blasting caps and gauze pads.

It is noted that both locations are adjacent areas situated in the provincial tri-boundaries of Abra-Mountain Province-Ilocos Sur where the NPA continue to deceive and exploit the illiterate masses.

NOLCOM forces will sustain its collaboration with the Local Government Units (LGUs) and other stakeholders in keeping peace in the area. NOLCOM will also be relentless campaign against NPA and eventually force them to abandon their armed struggle and take a peaceful means in resolving the root causes of insurgency. The surrenderees, whose true names were undisclosed for safety reasons, were both members of Kilusang Larangang Gerilya (KLG) “AMPIS” of Ilocos-Cordillera Regional Committee (ICRC).

One of them is the Squad Leader (SL) of the said NPA unit, while the other was a member of the same squad.



Both voluntarily surrendered in Baguio City after a series of negotiations made by two (2) Former Rebels (FRs) and through the joint efforts of 77th Infantry “Cadre” Battalion (77IB), 54th Infantry Battalion (54IB), both under the Joint Task Force (JTF) “TALA”, the Ifugao Provincial Police Offices (PPO) and Mountain Province PPO.

Present in the Ceremony were Sangguniang Panlalawigan Member, Committee Chair for Peace and Order, Gino Armstrong Garcia; Glenda Hope Beley, Enhanced Comprehensive Local Integration Program (E-CLIP) Focal Person of DILG-Bukidnon; Leo Villahermosa, E-CLIP Focal Person of Provincial Social Welfare and Development Office of Bukidnon; Portia Roldan, Human Resource Officer of Department of Social Welfare and Development Office – Region X; Police Senior Superintendent Benedicto Pintor, Bukidnon PNP Provincial Director; Brigadier General Eric VInoya, Commander of 403rd Infantry Brigade and Lieutenant Colonel Randy Remonte, Commanding Officer of 88th Infantry “ ” Battalion.

Further, the surrenderees received ₱10,000.00 each as cash assistance from the Provincial Government of Bukidnon.

“The 5 NPA that surrendered in Abra, who are residents of Bukidnon were formally turned-over to the ECLIP Committee of Bukidnon. Each surrenderee received a cash assistance from the LGU under Governor Jose Ma. Zubiri Jr. that is over and above the assistance that is being process under E-CLIP. On the other hand, when we found-out that there were NPA surrenderees in Abra that are from Bukidnon, we immediately took effort to find their families and coordinated for their safe trip back here in Bukidnon.” Vinoya stated.

The Five NPA surrenderees were identified as Alias Marco that is 18yrs old and from Brgy Cabanglasan, Malaybalay; Alias Jomar who is 17 yrs old and from Brgy Namnam, San Fernando; and Alias Gerald who is 17 yrs old, Alias Macoy, 18 yrs old and Alias Deboni, 19yrs old are all from Brgy Cawayan, San Fernando, Bukidnon.





They surrendered to 24th Infantry “Wildcat” Battalion under the Army’s 7th Infantry Division based in Brgy Tagodtod, Lagangilang, Abra Province last July 5, 2018.

“It was previously reported to us earlier this year that some NPA terrorists were being transferred to other areas in order to reinforce their dwindling forces. NPA terrorists continue to deceive fellow Filipino just to recruit people and join their failed armed struggle. 4th Infantry Division with the whole Philippine Army is willing to help NPA terrorists who want to go back to the folds of the law and live a normal life with their families. CAMP GEN MATEO CAPINPIN, Tanay, Rizal (DWDD) – The 2nd Infantry “Jungle Fighter” Division, Philippine Army is supportive of the government’s initiative to pursue localized peace talks with the Communist Terrorist groups (CTGs) instead of a national peace talks under self-exiled communist terrorist leader Jose Maria Sison.

 

In an interview by DWDD with Captain Patrick Retumba, 2nd ID Public Affairs Officer, this is in support also of the Department of National Defense and the Armed Forces of the Philippines recommendation that a much practical approach must be implemented to end the communist atrocities. Good coordination is one of the key in the success of such talks, coupled with good planning on how to properly implement the talks.

Although there is still a lot to work out in such an approach since there is no single way that can be applied to a certain area since it will depend on each regions needs and wants. Empowerment is also a key to the localized talks.

Capt Retumba added that since development is already being implemented in their area, they are optimistic that a long and lasting peace can be truly attained with the support of local officials and the citizenry.

Meanwhile, the AFP is still on-track with its sustained military operations against the communist terrorist group and if they would still refuse to surrender, they will meet the full force of the law.

NSFA, Panacan, Davao City – Five Former Rebels (FR) belonging to the Manobo Tribe of Bukidnon who surrendered to the 24th Infantry Battalion, under the Army’s 7th Infantry Division based in Brgy. Tagodtod, Lagangilang, Abra Province last July 5, 2018, arrived home and were formally turned over to Bukidnon Provincial Local Government Unit over the weekend by the 4th Infantry Division, Philippine Army.

Escorted by personnel from the 5th Civil Relations Group and 7th Civil Military Operations Battalion, the five NPA surrenderees together with their families arrived in Cagayan de Oro on July 27, 2018.

The FRs were identified as Alias Marco, 18 years old from Brgy. Cabanglasan, Malaybalay; Alias Jomar, 17 years old from Brgy. Namnam, San Fernando; Alias Gerald, 17 years old; Alias Macoy, 18 years old; and Alias Deboni, 19 years old, all from Brgy. Cawayan, San Fernando, Bukidnon.



From Bukidnon to Abra
Accordingly, sometime in August 2017, they were recruited to work in Manila as piggery caretaker with a salary of ₱8,000.00. They were brought Cagayan de Oro then to Metro Manila via ship.

In their revelation, upon their arrival in Manila, they were brought to an Aeta/IP Village in UP Diliman and later on made to join protest rally in Metro Manila. Sometime in September 2017, they were sent to Abra to join the NPA group in the area until their surrender on July 5, 2018, to the elements of 24th Infantry Battalion in Tumalib, Licuan, Ba-ay, Abra.



Abra Five enrolled in E-CLIP

In a report made by Brigadier General Eric Vinoya, Commander of the 403rd Infantry Brigade, Philippine Army, the unit made its effort to locate their families after receiving the report of their surrender and coordinated their immediate safe trip back in Bukidnon.

The surrenderees were formally turned over to the Enhanced Comprehensive Local Integration Program (E-CLIP) Committee of Bukidnon in a simple ceremony at Headquarters 403rd Infantry Brigade in Camp Osito Bahian, Malaybalay, Bukidnon on July 28, 2018.

Each surrenderee received ₱10,000.00 as cash assistance from the Provincial Government of Bukidnon under Governor Jose Ma. Zubiri Jr., which was over and above the assistance that was being processed under E-CLIP. EASTMINCOM / MCAG

CAMP GEN SERVILLANO AQUINO, Tarlac City (DWDD) – Separate incidents of a New People’s Army (NPA) surrender and an encounter transpired in Northern Luzon Command (NOLCOM) Area of Responsibility on July 28, 2018 (Saturday).



A Communist NPA Terrorist (CNT) member, alias Bravo, yielded to NOLCOM Army forces under the Joint Task Force (JTF) “TALA” of the 5th Infantry Division (5ID). The subject disclosed that he was recruited by a certain Amor Tangonan @Gada and eventually joined the underground movement (UGM) sometime in 1984.

He further mentioned that he was working as a farmer prior to his recruitment and later became initially a CNT contact in their barangay then later a messenger or “pasabilis” to alarm the terrorist group of government forces’ presence.

Accordingly, they operate in the municipalities of San Pablo, Tumauini, Cabagan and Ilagan City all of Isabela. He was then sent home because of his health condition after suffering from malaria.

Alias Victor, also a NPA member operating in the province of Zambales of the Sangay ng Yunit Pampropaganda Tarlac-Zambales (SYP TAR-ZAM) under the Central Luzon Regional Committee (CLRC), voluntarily surrendered without firearm to NOLCOM troops in Tarlac City. A Bicolano, aka Victor decided to leave his group at the end of the year 2017 before surrendering formally to the authorities.

On the other hand, an encounter ensued at 9:00 in the morning of same day between the CNT Groups of Kilusang Larangang Gerilya (KLG) North Abra and the 24th Infantry Battalion (24IB) under the 702nd Brigade, JTF “Kaugnay” of the 7th Infantry Division (7ID) in Brgy Sallapadan Barrio, Sallapadan, Abra.

The NOLCOM troops were on combat operations when the five (5) minute firefight happened. No casualties were incurred by government troops while undetermined on the terrorist group.

The AFP units under NOLCOM will keep on pushing the fight against terrorism and continue to conduct Law Enforcement Support Operations (LESO), in collaboration with all stakeholders and Local Government Units in the area. NOLCOM aims to attain closure of the insurgency soonest. NOLCOM / MCAG

BULSA, San Juan (DWDD) – Troops from the 1st Infantry “Always First” Battalion (1IB) clashed with members of the New People’s Army Communist terrorist group in Sitio Coloconto, Barangay Bulsa, San Juan, Batangas, yesterday, July 30.



According to Lt Col Jonathan Manio, Commanding Officer of the 1IB, the soldiers were conducting combat operations after reports from concerned citizens about the presence of NPA terrorists that is preparing to conduct harassment to the Bulsa detachment.

While searching the area, the troops traced the enemy’s temporary encampment with more or less 15 NPA under an alias Salma of Sub-Regional Military Area (SRMA) 4C, Southern Tagalog Regional Party Committee (STRPC). A fire-fight broke for almost an hour.
