From the Philippine Star (Apr 16): Pineapple producer loses P4 M to rebels
A leading producer of pineapples and other food products said it lost at least P4 million in revenues due to continuous attacks by rebel forces on its plantations in Mindanao.
Reports said the New People’s Army (NPA) recently torched some P4 million worth of farm equipment at a farm of Del Monte Philippines.
The attack occurred a week after the government and National Democratic Front (NDF) agreed to a joint ceasefire.
Agrarian reform beneficiaries (ARBs) said the ceasefire has yet to take effect as its guidelines and ground rules are still to be approved by both parties.
“The latest act of violence by the NPA at the Del Monte plantation indicates not only the lack of coordination between the insurgents on the ground and their political counterparts based overseas, but also the lack of sincerity of the communist group to forge a genuine peace deal with the government,” ARBs spokesman Eduardo Maningo said.
The incident at the Del Monte plantation is the latest in the series of attacks perpetrated by the NPA on Mindanao’s pineapple and banana plantations.
Earlier this month, the re-bels burned P7 million worth of facilities owned by another pineapple producer Dole Philippines Inc. in General Santos City.
“Such attacks have intensified over the past few weeks even as backchannel talks to get the peace negotiations restarted were being conducted between the government and the NDF,” Maningo said.
ARBs in Mindanao expressed alarm over the heightened rebel attacks on banana and pineapple plantations, saying these can jeopardize the country’s economy and put at risk the Philippines’ standing as one of the world’s largest banana exporters.
NPA rebels resorted to burning equipment and facilities in fruit plantations in Mindanao to force companies to pay them revolutionary taxes.
President Duterte earlier hesitated in resuming talks with the communists, saying the rebels should first stop their extortion activities, release their captives and refrain from claiming any territory.

Palace denies PH troops will fight in Gulf states
From Rappler (Apr 16): Palace denies PH troops will fight in Gulf states
National Security Adviser Hermogenes Esperon Jr says the Philippine military's assistance to the Gulf States 'would be on the basis of training'

Malacañang on Sunday, April 16, said Philippine troops will not fight in the Gulf states despite President Rodrigo Duterte's promise that the Philippines can send troops to the Middle East if needed.
Explaining the form of assistance to be extended by the Philippines, National Security Adviser Hermogenes Esperon Jr said, "It would be on the basis of training, which we have yet to set up."
"This will probably take another 6 months to one year. This will be very selective and it will be probably based on specialized courses or training," Esperon added.
"There's no such thing as a military operational deployment, although… in this area, in Bahrain, we are part of what we would call the Coalition Maritime Force. We send observers to that," he also said.
Esperon explained that "defending" can mean many things, such as an exchange of information.
The National Security Adviser issued this clarification after Duterte on Friday, April 14, said the Philippines is ready to send troops to Bahrain if the oil-rich kingdom comes under attack.
In a speech before Bahraini businessmen, Duterte recounted telling Bahrain: "I said that if you need us, you just call. And if you want even, if things break loose – I pray to God that it will remain fundamentally on the side of the Middle East, peaceful – but if there's a violent activity going on, we will be ready to help you."
"I'm willing to send you one battalion, one regiment, one division to protect you. Just say the word. And if the other countries say, 'What are you doing?’ I'll say, 'It is in our national interest,'" he said.
Duterte on Sunday is capping his 3-country trip to the Middle East that aims to boost ties with Saudi Arabia, Bahrain, and Qatar, and to protect the welfare of overseas Filipino workers (OFWs).

Communist Party of the Philippines is inutile, fake – Secretary Lorenzana
From Update Philippines (Apr 16): Communist Party of the Philippines is inutile, fake – Secretary Lorenzana

National Defense Secretary Delfin Lorenzana called the Communist Party of the Philippines (CPP) inutile and fake organization, after the communist group said terrorist Abu Sayyaf Group has been collaborating with Philippine military and the United States, including the recent Bohol incident where 4 government security forces were killed.
“The CPP, as before, has become delusional and can no longer distinguish between what is fact and what is fantasy,” Secretary Lorenzana said.
“It has clearly become a victim of its own propagandizing and has rendered itself inutile and an unreliable source of the truth. It is not & has never been credible,” he added.
“Definitely, transparency is not a value they have. Just like the Plaza Miranda bombing which they hatched, executed, denied, and eventually admitted, the CPP is likely to create scenarios and will pass off these lies as the truth in order to push its selfish, anti-people and anti-government motives, such as extortion, kidnapping and intimidation. If there is a fake organization composed of individuals pretending to be patriots and nationalists — it is these communist terrorists,” he explained.

Military confirms beheading of Filipino ASG captive in Sulu
Posted to Update Philippines (Apr 16): Military confirms beheading of Filipino ASG captive in Sulu

A frail Filipino fisherman captive of the Abu Sayyaf Group (ASG) was beheaded by the bandits last April 13 for reportedly slowing down the movement of the brigands who are constantly on the run due to ongoing military operations against them.
This was confirmed by Joint Task Force Sulu commander Brig. Gen. Cirilito Sobejana in an interview Sunday.
He identified the victim as Noel Besconde, one of the fishermen abducted by the ASG from the F/B Remona last December off the Celebes Sea near the tri-boundary area of the Philippines, Malaysia, and Indonesia.
Sobejana said Besconde was beheaded by the ASG headed by Hatib Sawadjaan.
The military official said that they have information that the fisherman was beheaded 2:30 p.m. last April 13 but did not reveal it until they have confirmation on the incident based on video.
He added that they are scouring the western side of Patikul town for Besconde’s remains so that his family can give him a decent burial.
Sobejana said the victim was beheaded due to his being sickly and impeding the movement of the bandits who are constantly on the run due to constant military operations against them.
Initially, the ASG contacted Besconde’s family and demanded a PHP3 million ransom for his release.
But this did not materialize as the victim’s family lacks the means to pay the bandits coupled with the government’s no-ransom policy, Sobejana added.

Did Sayyaf behead Filipino hostage?
From the Mindanao Examiner (Apr 16): Did Sayyaf behead Filipino hostage?

A screenshot of the U.S. Reward for Justice that offers up to $1 million bounty for the capture of Abu Sayyaf leader Radulan Sahiron. (Mindanao Examiner)
The Philippine military has not confirmed reports that Abu Sayyaf militants whose group is tied to Islamic State have beheaded one of their Filipino hostages in the restive region of Mindanao.
Various intelligence reports suggest that fisherman Noel Besconde was killed after his family failed to pay ransom to the Abu Sayyaf. Other reports said the hostage was beheaded to avenge the recent killing of Abu Sayyaf leader Muamar Askali alias Abu Rami who died in a clash with security forces in Bohol province.
The Western Mindanao Command has not issued any confirmation of the brutal murder, but Besconde was among a group of 4 fishermen kidnapped in December last year off Sulu archipelago.
The Abu Sayyaf – which is still holding about 2 dozen Asian sailors kidnapped off Basilan and Tawi-Tawi provinces in the Muslim autonomous region – has not released a statement on the execution of Besconde.
But a senior Abu Sayyaf leader, Radulan Sahiron, was also reported to have sent surrender feelers to the military and is willing to help authorities capture or convince other commanders to surrender in exchange for amnesty. He allegedly wanted a cut in the bounties offered by government for other Abu Sayyaf leaders.
Sahiron is wanted by the Philippines and the United States on terrorism charges. The U.S. has offered up to $1 million bounty for Sahiron’s capture. “Many innocent men, women and children have died or have been seriously injured as a result of Sahiron’s actions. Sahiron played a role in the May 2001 Dos Palmas kidnapping of three U.S. citizens, including Martin and Gracia Burnham, and 17 Filipinos from a tourist resort in Palawan, Philippines. Several of the hostages, including U.S. citizen Guillermo Sobero, were murdered.”
“Sahiron is believed to be hiding in southern Mindanao where he continues to plot terror schemes that impact many communities. Because of his leadership position within the ASG, whose terrorist attacks have resulted in the deaths of U.S. and Filipino citizens, U.S. authorities consider Sahiron to be a threat to U.S. and Filipino citizens and interests,” according to the U.S. Reward for Justice.

NegOr Guv wants sector heads, officials to tackle security measures
From the Philippine Information Agency (Apr 12): NegOr Guv wants sector heads, officials to tackle security measures
Negros Oriental Governor Roel Ragay Degamo has directed the Philippine National Police (PNP) and the Department of Interior and Local Government (DILG) to meet with various communities and local authorities in the province.
According to Provincial Information Officer Adrian Sedillo, the governor, in a meeting with joint task groups on security, asked the PNP and the DILG to meet with leaders of the various groups such as the Muslim community, the religious organizations and force multipliers, among others, to discuss their roles in the government’s efforts against various security threats in the province.
Sedilo said the governor also asked the PNP and DILG to meet with local government authorities to check on their security preparations to ensure that everybody is on the same page when it comes to fighting against criminality.
“We need to strengthen our frontliners through our local authorities and force multipliers because they are the ones on the ground and they are the ones who can immediately sense any unusual activity in their localities,” Degamo said.
The governor said the participation of the various communities, particularly the Muslim community, is important as the government needs its help in the fight against security threats.
He believes the Muslim community can greatly contribute in this endeavour as they are familiar with how these elements from Mindanao speak and act, among others.
Sedillo said the governor is confident of the support of the Muslim community toward this end since he had already tried working with them in the past endeavours of the provincial government particularly on security matters.
“I continue to trust our government security forces but we need the help of the various sectors, the organizations and institutions for a more comprehensive approach,” Degamo said.
Earlier, Degamo said security measures should be given utmost priority since a single incident would affect the tourism industry not only in the province but in the entire Visayas region.
The governor warned he will not hesitate to be an adversary of these groups in the event they are found to be in cohorts with criminal elements.

(Feature) 75th Day of Valor in the eyes of Filipino artists, gov't
From the Philippine News Agency (Apr 8): (Feature) 75th Day of Valor in the eyes of Filipino artists, gov't
The Philippines on Sunday will commemorate its 75th Day of Valor (Araw ng Kagitingan).
In commemoration of the day, the Philippine News Agency (PNA) approached some artists to ask them what the “Araw ng Kagitingan” means to them.
”It means a lot to honor the veterans/heroes by remembering their contributions to our country,” said painter Ed de Guzman. ”They have shown their love for the country by giving their own lives to achieve peace and freedom.”
The painter from Quezon City observed that in this digital age, it seems like the youth has forgotten such Filipino values as love for country.
Teaching these values in school must thus be strengthened, he said.
”It’s also important that the government focuses on the veterans’ concerns to give them better hope, and so that the future generations would see these veterans as models in fighting for the country,” said de Guzman.
Visual artist Aleili Ariola-Oclos’ grandparents are veterans. “We just need to listen to their stories,” she noted. ”Even though they may be repeating those stories, it is important for them to feel that you are willing to listen, and that you have a heart to know their story.”
Ariola-Oclos emphasized that taking care of them means more to them than any award they could receive.
”Sometimes, it’s not the material things that people need in order to say that they are valued. To make them feel that we are truly grateful is what matters,” the young visual artist from Cavite pointed out.
Every time she hears “Bataan”, she said she remembers her grandparents’ story.
”My grandfather said he marched while his foot was tied with a chain. My grandmother, on the other hand, pretended to be a man to avoid being raped by the Japanese,” she said.
For Aleili, “Araw ng Kagitingan” is not just for those who fought with weapons in their hands, but for everyone who did everything to fight for their families and their countrymen.
”We must respect not just the veterans, but all the elderly,” she remarked.
Her painter husband, Archie, said veterans deserve love and honor.
”They have sacrificed their lives for the benefit of many, and they have served the country without asking for anything in return,” he told PNA.
This is why, for Archie, commemorating the Day of Valor is also recognizing the bravery of Filipino veterans.
Archie’s works include murals that can be found in Bonifacio Global City, Taguig, and in Dasmariñas, Cavite. Most of his artworks depict the lives of farmers and fisherfolk.
The government, for its part, wants to echo the message that as Filipinos enjoying their freedom today, they must continue to immortalize the selfless heroic sacrifices of the veterans.
For this year’s observance, the government has chosen the theme, “Parangal sa mga Beterano, Tungo sa Bayan na Nararapat sa mga Pilipino, mga Pilipino na Nararapat sa Bayan”.
A series of commemorative events and replication ceremonies had been lined up to show the nation’s gratitude and appreciation for the veterans.
Through these activities, the government aims to instill a sense of national pride and patriotism among Filipinos.
Furthermore, by commemorating “Araw ng Kagitingan”, the government targets to prepare the youth to be the nation’s future defenders, emulating the veterans’ values.

3 NPA rebels killed in Masbate clash
From the Philippine News Agency (Apr 16): 3 NPA rebels killed in Masbate clash
Three New People's Army rebels were killed while an undetermined number of rebels were wounded in an encounter with government troopers in Milagros, Masbate on Holy Saturday, an Army official said in a belated report that reached this city today.
Col. Greg Almerol, commanding officer of the 2nd Infantry Batallion, added that four high-powered firearms were recovered during the hour-long “intense firefight” that occurred in Barangay San Antonio, Milagros town between elements of the 2ndIB and some 50 communist rebels.
He said the three communist rebels, who have yet to be identified, were killed during the firefight while three M-16 rifles, an M-14 rifle and a shotgun were recovered from the rebels.
“In addition, there were 23 improvised explosives taken from the rebels,” he added.
Almerol said a generator set, ammunition for M-16 and M-14 rifles, communist propaganda materials and personal belongings of the rebels were left behind in the clash site.
He said villagers in Barangay San Antonio had tipped off authorities about the presence of the NPA guerrillas because they “resented the extortion (of the rebels) through the so-called revolutionary taxation.”
Almerol said he immediately organized a team from the Scout platoon of the Alpha and Bravo companies of the 2nd IB under Capt. Jessie Cabangcala to check the information but the government troops were immediately fired upon around 7:30 a.m. on Saturday when they reached the area.
He said the NPA rebels were under the command of Ruel Ibañez alias "Gemo."
"Our troops in the area are still conducting hot pursuit operation against the fleeing rebels," he said.
It was the second encounter between 2nd IB troops and NPA rebels this year. On February 13, four top NPA rebels were killed in a clash in Barangay Pangle in Aroroy town.
Almerol said the 2nd IB based in Barangay Bacolod in Milagros, Masbate has been intensifying its security operations by conducting more combat patrols after intelligence reports showed the Abu Sayaff bandits in Mindanao had come to the Visayas, particularly in Bohol, so they could kidnap tourists.
"Masbate is a favorite tourist destination in Bicol and we want to ensure that the tourists are safe, especially with the coming Rodeo festival this week," he said.

DND chief calls CPP 'delusional' for tagging CIA in Bohol clash
From the Philippine News Agency (Apr 16): DND chief calls CPP 'delusional' for tagging CIA in Bohol clash
Defense Secretary Delfin Lorenzana on Sunday called the Communist Party of the Philippines (CPP) "delusional" in response to the group's remarks stating that the military effort to crush the Abu Sayyaf incursion in Bohol last April 11 is a work of the US Central Intelligence Agency (CIA).
"The CPP, as before, has become delusional and can no longer distinguish between what is fact and what is fantasy. It has clearly become a victim of its own propagandizing and has rendered itself inutile and an unreliable source of the truth," he added.
In the said clash, three soldiers were killed along with six bandits, including Abu Sayyaf sub-leader Muanmar Askali alias Abu Rami.
Lorenzana added the CPP has never been a credible organization in the first place.
"Definitely, transparency is not a value they have. Just like the Plaza Miranda bombing which they hatched, executed, denied, and eventually admitted, the CPP is likely to create scenarios and will pass off these lies as the truth in order to push its selfish, anti-people and anti-government motives, such as extortion, kidnapping and intimidation. If there is a fake organization composed of individuals pretending to be patriots and nationalists -- it is these communist terrorists," he added.

All-out war vs Abu Sayyaf continues without letup
From the Philippine News Agency (Apr 16): All-out war vs Abu Sayyaf continues without letup
The all-out war against the Abu Sayyaf terrorist group will continue without letup, according to Brig. Gen. Resty Padilla Jr., spokesman of the Armed Forces of the Philippines (AFP).
In an interview, Padilla said the AFP’s Joint Task Force Sulu commanded by newly promoted Army Brig. Gen. Cirilito E. Sobejana, is the main unit tasked to track down some 300 Abu Sayyaf terrorists in southern Philippines, mostly on the island of Sulu and nearby islets.
Contacted by telephone, Sobejana confirmed the directive of AFP chief of staff Gen. Eduardo Aňo on the unrelenting war against the Abu Sayyaf which has not stopped their nefarious activities of kidnapping innocent civilians, including foreigners and beheading some of them if families of their victims failed to pay ransom.
The Abu Sayyaf is still holding about 30 hostages to date.
Since assuming as Joint Task Force Sulu commander, Sobejana, a veteran combat officer, has intensified the pressure against the terrorists giving them no quarters.
“This has forced the terrorists to run, but we will pursue them wherever they are,” Sobejana said.
Ground forces conducting combat operations against the Abu Sayyaf are supported by artillery of the Philippine Army, and planes and helicopter gunships of the Philippine Air Force (PAF).
Philippine Navy (PN) has also intensified its sea patrol around Sulu and nearby Tawi-Tawi islands to prevent the terrorists from escaping.
Aside from kidnapping, the Abu Sayyaf is also engaged in drug trafficking to raise funds for their terroristic activities which must be stopped, Sobejana said.
He also said that Muammar Askali, alias Abu Rahmi, who was killed in Bohol last week following a gun battle with government forces, was the most notorious Abu Sayyaf member and is believed to have led the recent beheading of foreign hostages.
Rahmi slipped out of Sulu because of the intensified military offensive on the island and went to Bohol together with some of his henchmen but five of them, including Rahmi was killed.
He reiterated that the offensive against the Abu Sayyaf will be unrelenting until the terrorist group is neutralized.

Army to Reds: Fulfill promise to release 2 abducted soldiers in Sultan Kudarat
From the Philippine News Agency (Apr 16): Army to Reds: Fulfill promise to release 2 abducted soldiers in Sultan Kudarat
The Philippine Army's 10th Infantry (Agila) Division (ID) urged Sunday the Communist Party of the Philippines and its armed wing, the New People’s Army (NPA), to make good their promise to release two soldiers they abducted in Sultan Kudarat province last February.
“We denounce the CPP-NPA for its "double-faced lie" in not releasing the two soldiers of the 39th Infantry Battalion they abducted at the height of the unilateral ceasefire last February 2,” said Captain Rhyan Batchar, chief information officer of 10th ID.
The soldiers held by the communist rebels are Sgt. Solaiman Calucop and PFC Samuel Garay.
Batchar said there is "no more hindrance to the release of the soldiers."
In a statement last April 7 in Noordwijkaan Zee, The Netherlands, the National Democratic Front of the Philippines (NDFP), the political arm of the CPP, accused the Armed Forces of the Philippines of refusing to suspend military operations to pave the way for the release of abducted soldiers in Mindanao, including Calucop and Garay.
The government and NDFP peace panels agreed the day before to undertake measures for the safe and immediate release of abducted soldiers in Mindanao.
The communist rebels said that the soldiers abducted in Sultan Kudarat will be released on Easter Sunday while the soldiers snatched in Bukidnon and Caraga region will be freed after Easter Sunday.
But contrary to the claim of the NDFP, Bachar said the 10th ID and the 39th IB suspended their military operations against the NPA rebels responsible for the abduction of Calucop and Garay.
“We demand that the NPA immediately release our soldiers without any condition, as this is the only way to rectify the "treacherous and insincere act" of abducting our soldiers while the unilateral ceasefires are still in effect,” Batchar said.
In an interview last week, AFP Chief of Staff Gen. Eduardo Año said there was no need for a SOMO (suspension of military operations), noting that the NPA already released two abducted government troops in Davao Oriental last March even if there was no SOMO in the area.

Abu Sayyaf beheads Filipino sailor on Maundy Thursday - military
From the Philippine News Agency (Apr 16): Abu Sayyaf beheads Filipino sailor on Maundy Thursday - military
The Abu Sayyaf bandits beheaded a Filipino sailor on Maundy Thursday in Sulu province, the military confirmed on Sunday.
Brig. Gen. Cirilito Sobejana Jr, commander of Joint Task Force Sulu, identified the victim as Noel Besconde, the captain of F/B Ramona who was abducted along with three others in the Celebes Sea last December.Besconde was reportedly sick, prompting the bandits to behead him because he was delaying their movement, Sobejana said.
The other crewmen who were kidnapped along with Besconde were Reyjim Rocabo, Roy Ramos and Roel Liones, all residents of Tukuran, Zamboanga del Sur.
F/B Ramona is owned by Ramona Fishing Corporation.
Sobejana said they have initial information that Besconde was beheaded at around 2:30 p.m. last April 13, but did not reveal it until they have a confirmation of the incident.
He added that they are scouring the western side of Patikul town for Besconde's remains so that his family can give him a decent burial.
Initially, the Abu Sayyaf contacted Besconde's family and demanded a PHP3 million ransom for his release.
But this did not materialize as the victim's family lacks the means to pay the bandits besides the government's no-ransom policy, Sobejana added.
Two Canadians have been beheaded last year after its government allegedly failed to meet the Abu Sayyaf's ransom demand. Last month, a German national was also executed apparently for the same reason.
The Abu Sayyaf bandits, numbering to about 300 to 400 members, have been hijacking foreign and domestic commercial vessels and yachts in the seas bordering the Philippines, Malaysia and Indonesia in recent months.
The bandits are still holding 27 hostages following the execution of Besconde. Most of the captives are Vietnamese sailors.

Give yourself up, ma pleads to son
From the Sun Star-Cebu (Apr 16): Give yourself up, ma pleads to son
THE mother of Joselito Melloria, a suspected member of the Abu Sayyaf Group, urged him to surrender.
Norma, 67, told the media that her youngest son, who is 33, was involved in the gun battle between government troops and suspected members of the Jihadist terror group last Tuesday that left 10 persons killed.
Norma said she decided to come out after she discovered that her neighbors blamed her for what happened. She denied that she knew her son and his companions would cause trouble.
She earlier heard that her son had joined the Islamic State of Iran and Syria (ISIS) but she didn’t believe it at first. It was only when she heard from Joselito’s wife Leah that he had left his family to join an unknown group in Zamboanga did she start to believe the rumors.
Last April 11, Melloria was about to leave her house in Sitio Ylaya, Barangay Napo when Joselito and four others, including Abu Sayyaf leader Muamar “Abu Rami” Askali arrived, carrying long firearms. Joselito was carrying a sack of rice.
She left for Cebu City to attend her grandson’s graduation when Joselito’s group decided to stay at her house.
She was surprised to see her son since it has been years since she last saw him. It was only when she heard the news in Cebu that she realized what her son was up to.
Norma also denied reports that Constancio and Crisanta Petalco, who were killed during the encounter, belonged to the Abu Sayyaf. Constancio was her brother, she said.
Norma said she and her family have coordinated with the police and the military regarding her brother’s alleged involvement.
