Two weeks after the successful operation in Quezon Province wherein seven high-powered firearms were recovered (two AK47, four M16 rifles, and one M203), government troops in the area encountered anew yesterday, March 22, 2017, around 1:00 in the afternoon.
While conducting combat patrol, a squad from the Bantad Patrol Base, under the operational control of 85th Infantry Battalion encountered more or less 10 armed rebels at Sitio Kumba, Brgy San Diego Bukid, Gumaca, Quezon.
After 15 minutes of a firefight, the enemies scampered to different directions. No casualty was reported on the government while the undetermined number of the enemies.
According to MGen Rhoderick Parayno, Commander of 2nd Division, the troops are still conducting pursuit operations in order to track down the fleeing enemies.
Likewise, he stressed that the said encounter is a result of the Division’s continuous operations since the ceasefire was terminated.
“The enemies’ continuous defeat shows that the NPAs are slowly getting hard up especially that the communities are reporting their presence,” he added.
Meanwhile, after the ceasefire was terminated in February, 2ID has already recorded seven killed NPAs, seven apprehended, and two surrendered, while 12 high-powered and two low-powered firearms along with various ammunitions and explosives were recovered.

The Philippine Navy (PN) the Flag Officer in Command (FOIC), PN, Vice Adm. Ronald Joseph S. Mercado attended the opening ceremony of the Langkawi International Maritime and Aerospace Exhibition (LIMA 2017) conducted yesterday, March 22, 2017.
The Aerospace segment tipped off at the Mahsuri International Exhibition Centre (MIEC) which showcased top of the aircraft and aircraft accessories that could provide commercial and military grade advantages in aviation spectrum. Likewise, the launching of the Maritime segment of LIMA 2017 was situated at the Resorts World Langkawi (RWL) which featured a sea rescue capability demonstration of the Royal Malaysian Navy (RMN). Malaysian Prime Minister Najib Razak was in attendance.
“An opportunity for us (PN) to widen our knowledge particularly on modern maritime technologies”, emphasized by Vice Adm. Mercado on PN’s goal in LIMA 2017.
Included in this International Defense and Security Engagement are the attendance of the FOIC, PN in the Chief of Navy Roundtable Talks (CNRT) and the participation of BRP Andres Bonifacio (FF17) in the LIMA Sea Exercise (LSX), a half-day Multinational Naval Exercise among participating countries.
LIMA is one of the most influential exhibitions in Asia since this is a dedicated maritime and aerospace exhibition for defense, civil and commercial aviation, shipbuilding and ship repair.

Headquarters Philippine Navy, Roxas Blvd., Manila – The Philippine Navy (PN) is now globally recognized as one of the best organizations in terms of strategy execution after being inducted in the Palladium Balanced Scorecard (BSC) Hall of Fame (HoF) for Executing Strategy on March 21.
Chief of Naval Staff, Rear Adm. Gaudencio C. Collado Jr received the award on behalf of the Navy during the Palladium Summit 2017 in London, United Kingdom. He was accompanied by the Director of the Center for Naval Leadership and Excellence, Capt. Armil M. Angeles.
The Navy is the first national government agency in the country to join the outstanding line of Palladium BSC Hall of Famers. It is comprised of public and private organizations that have successfully implemented their strategies and delivered positive social impact using the BSC management framework, including Canon, HSBC, the Federal Bureau of Investigation, the US Army, and the United Kingdom Ministry of Defense. From the Philippines, only three local government units (LGUs), Iloilo City, and San Fernando City in Pampanga and La Union have been previously inducted into the Palladium BSC Hall of Fame. The City of Balanga, Bataan also joins the Hall of
Fame alongside the Navy.

The recognition was given to the Navy successfully presented a compelling case of sustainable transformation and institutionalization of good governance through the PN Strategic Sail Plan 2020. Crafted in 2006 as the main organizational development strategy of the PN, the Sail Plan aimed to lift the organization from the dismal state of its institution, personnel morale, and ships and assets. Since then, the Sail Plan has served as the PN’s north star in pursuing its vision to be a strong and credible navy that our maritime nation can be proud of by 2020. The Sail Plan adopted the BSC as its management framework, aligned and synchronized with existing government and defense policy frameworks.
In his acceptance speech, Rear Admiral Collado described how the recognition is both “a seal of approval from the makers of the [BSC themselves] and a challenge…to continue growing, learning, and innovating” in order for the Navy to make its vision a reality. He welcomed the recognition as a constant reminder that the PN is on track and must remain committed in order to take big leaps toward its aspirations.

Troops nabbed Alyas Isaac/Moises at Brgy. Gen. Luna, Carranglan, Nueva Ecija while conducting an intel-driven combat operation, acting on the report of the local populace who has become tired of the NPA’s extortion activities. He was initially brought to the Municipal Police Station of Carranglan, Nueva Ecija for investigation and later turned over to the Nueva Ecija Provincial Public Safety Company (PPSC).
Recovered from Alyas Isaac/Moises’ possession are the following: one (1) caliber 9mm with live ammunition, one (1) apple laptop complete with accessories, two (2) hand grenades, one (1) improvised explosive device (IED), two (2) cellular phones, 23 USBs, 23 memory cards, 16 sim cards, two (2) cellular phone chargers, one (1) transistor radio, three (3) pieces AA battery, two (2) civilian packs, eyeglasses, a power bank, flashlight, documents with high intelligence value and other personal belongings.
Alias Isaac/Moises has a standing warrant of arrest for homicide issued on 2011.

MAYOR Sara Duterte-Carpio said the city government and the New People’s Army (NPA)’s political units are still drafting written agreements for localized peace talks.
Duterte said she would rather have a written agreement instead of conducting talks of an “extemporaneous” nature.

Representatives of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) have signed the Terms of Reference (TOR) for the implementation of the three-year-old final peace agreement.
The TOR, which they signed in a “special meeting” in Kuala Lumpur on Tuesday, is contained in a five-page document that spells out the parameters and other guidelines on how the two parties will work together in the implementation of the Comprehensive Agreement on the Bangsamoro (CAB).
The special meeting on Tuesday was the second time that the two parties met in Kuala Lumpur under the administration of President Rodrigo Duterte. The first meeting was held in August 2016, where both parties agreed to pursue the implementation of the agreed peace deal.
President Duterte earlier vowed to honor all Bangsamoro peace agreements signed by previous administrations.
The Office of the Presidential Adviser on the Peace Process (OPAPP) has created a Peace and Development Roadmap to address the political clamor of insurgent groups in the country.
Under the government peace roadmap for the Bangsamoro, all peace agreements such as the MILF’s CAB and the 1996 Final Peace Agreement with the Moro National Liberation Front (MNLF), as well as the key results of the 10-year-old GPH-Organization of Islamic Cooperation-MNLF Tripartite Review Process will be integrated into the new Bangsamoro Basic Law (BBL) that will create a new Bangsamoro government unit.
The new Bangsamoro government unit will replace the existing Autonomous Region in Muslim Mindanao (ARMM).
Among the agreed TOR are for the parties to work towards the passage of the BBL--the legal document of the CAB; and, to ensure the smooth implementation of the normalization process, which includes the decommissioning of MILF combatants.
The TOR reflects the new mandate of the two panels--from negotiations to implementation of the peace deal.
In their joint statement following the day-long “special meeting,” the two parties also welcomed the new Malaysian facilitator, Dato' Kamarudin bin Mustafa.
Dato’ took over the position following the demise of the previous facilitator, YM Tengku Dato' Ab Ghafarbi Tengku Mohamed, last year.
The parties also agreed to extend for another year the ceasefire mechanisms, namely the tour of duty of the Malaysian-led International Monitoring Team (IMT) and Ad Hoc Joint Action Group.

Cops arrested a militiaman here for shooting dead on Tuesday night his supervising military officer inside their detachment in Barangay Labuo.
Lt. Silver Belviz, operations officer of the Army’s 39th Infantry Battalion, identified the victim as Corporal Michael Todenio, 48, a resident of Davao City and assigned with the Army’s 72nd Company.
The suspect was identified as Noli Cabaya, 47, a member of the Citizen Armed Forces Geographical Unit (CAFGU) residing in Barangay Tuael, this town.
Police probers said that at around 6 p.m. Tuesday, Todenio, as detachment commander, reprimanded Cabaya due to the latter’s irregular attendance. It led to a heated argument that triggered the shooting incident.
Todenio sustained fatal gunshot wounds from the M1 Garand rifle issued to the suspect.
The victim was brought to a local hospital but was declared dead on arrival by doctors.
The suspect fled but was later arrested by pursuing authorities at his residence.

Suspected New People’s Army (NPA) rebels burned a heavy equipment used by Del Monte Philippines, Inc. (DMPI) in Bukidnon, a belated military report here said Wednesday.
Capt. Norman Tagros, spokesperson of the Army 401st Brigade, said communist rebels raided the DMPI plantation in the outskirt of Malaybalay City on Monday night and disarmed and seized the firearms of private security guards before burning the heavy equipment.
He said that a tractor, three boom harvesters and a Skinner were burned before the rebels withdrew under cover of darkness.
Tagros said the police and the military sent a combined team of operatives to pursue the rebels, but they have not made contact as of Wednesday.
He said that an investigation to determine whether the heavy equipment were owned by the DMPI or company contractors is still going on.
“We want to find out whether DMPI or a sub-contractor owns the heavy equipment because there were reports that the DMPI owns the equipment,” Tagros said.
Last week, NPA rebels also burned a fuel tanker owned by a sub-contractor of DMPI in the company’s plantation in the outskirt of Balingasag, one of the rebel-infested towns, east of Misamis Oriental.

Lt. Col. Louie DS. Villanueva, Tatag battalion commander based in Barangay Calabuanan, in this town, identified the arrested ranking communist rebel as Ramil Tucay, also known as Ka Isaac/Moses, secretary of NPA Guerrilla Front Platun Nueva Ecija - Nueva Vizcaya - Eastern Pangasinan.
Villanueva said Tucay was apprehended while the military and police troops were conducting intel-driven combat operation following a report of the locals who were tired of the NPA’s extortion activities.
He said Tucay was initially brought to the municipal police station of Carranglan, Nueva Ecija and was later turned over to the Nueva Ecija Provincial Public Safety Company.

Tucay has a standing warrant of arrest for homicide issued in 2011, manifesting his involvement in different atrocities and criminal activities in the said areas , which is also under the 56th IB.
Villanueva is grateful to the people in the area who are very active in reporting the presence of NPAs.
“It is always our business to do military operations and we are very thankful to the people who reported to us for the immediate arrest of Tucay early this morning,” Villanueva said, pointing out that the Philippine Army will not allow the NPA guerillas to continue their attrocities, lies and deceptions to the public, more so in sowing fear and terror to the community.
Relative to this, Major General Angelito M. De Leon, commanding general of 7th Infantry “Kaugnay” division based in Fort Magsaysay, Palayan City said that there are now less than 200 NPA armed regulars in Central Luzon amid the wave of surrenders by rebels and losses in tactical offensives waged by the military.
He said rebels have been severely crippled due to the series of operations by government troops in Regions 1,2 and 3 and the Cordillera Administrative Region (CAR) that are under the jurisdiction of the 7th ID.
"The insurgency problem is now manageable with the conduct of our counter-insurgency (COIN) operations and the surrender of armed rebels over the past months,” he said.
Because of the government’s success in the COIN campaign, Bataan province has been declared insurgency-free last September while all provinces under the 7th ID, except Abra province, have been cleared of NPA presence.
In addition, De Leon said the Ilocos Region, parts of Central Luzon and the CAR as well as two municipalities of Mountain Province have already been declared as peaceful and ready for development.
“By peaceful and ready for development, what we mean is it will undergo the normalization process,” he explained.
In 2016 alone, De Leon said there were 24 NPA rebels and 47 members of the Marxista Leninista Partido ng Pilipinas/Rebolusyong Hukbong Bayan (MLPP/RHB) who surrendered to authorities while two of them were killed and one arrested in three major tactical encounters.
The government troops also recovered 29 firearms, he added.
“But beyond these encounters, we continue to convince our brothers in the mountains to return to the folds of the law,” he added.

Joint elements of the Philippine Army’s 703rd Infantry (Agila) Brigade, 56th Infantry “Tatag” Battalion and Nueva Ecija police arrested on Wednesday a ranking officer of the New People's Army (NPA) in Barangay General Luna, Carranglan, Nueva Ecija.
Lt. Col. Louie DS. Villanueva, Tatag battalion commander based in Barangay Calabuanan, in this town, identified the arrested ranking communist rebel as Ramil Tucay, also known as Ka Isaac/Moses, secretary of NPA Guerrilla Front Platun Nueva Ecija - Nueva Vizcaya - Eastern Pangasinan.
Villanueva said Tucay was apprehended while the military and police troops were conducting intel-driven combat operation following a report of the locals who were tired of the NPA’s extortion activities.
He said Tucay was initially brought to the municipal police station of Carranglan, Nueva Ecija and was later turned over to the Nueva Ecija Provincial Public Safety Company.
Report handed to Philippine News Agency (PNA) showed that the troops seized one caliber 9mm with live ammunitions, one laptop with complete accessories, two hand grenades, one improvised explosive device (IED), two cellular phones, 23 USBs, 23 memory cards, 16 sim cards, two cellular phone chargers, one transistor radio, three pieces of AA battery, two civilian packs, eyeglasses, a power bank, flashlight, subersive documents with high intelligence value and other personnal belongings.
Tucay has a standing warrant of arrest for homicide issued in 2011, manifesting his involvement in different atrocities and criminal activities in the said areas , which is also under the 56th IB.
Villanueva is grateful to the people in the area who are very active in reporting the presence of NPAs.
“It is always our business to do military operations and we are very thankful to the people who reported to us for the immediate arrest of Tucay early this morning,” Villanueva said, pointing out that the Philippine Army will not allow the NPA guerillas to continue their attrocities, lies and deceptions to the public, more so in sowing fear and terror to the community.
Relative to this, Major General Angelito M. De Leon, commanding general of 7th Infantry “Kaugnay” division based in Fort Magsaysay, Palayan City said that there are now less than 200 NPA armed regulars in Central Luzon amid the wave of surrenders by rebels and losses in tactical offensives waged by the military.

Chief Peace Negotiator Labor Secretary Silvestre Bello III on Tuesday asked combatants to “observe restraint” to avoid further bloodshed.
“We are really saddened by these unfortunate incidents. We have communicated with our counterparts and they vowed to look into it,” Bello said after learning that another firefight occurred in Misamis Occidental last March 18.
“We remain firm and confident that we can still proceed according to the agreement we just signed in Utrecht to swiftly reinstate our respective unilateral ceasefires while we work on the terms of an interim bilateral ceasefire agreement,” he pointed out.
It has come to his attention that the Western Mindanao Command is now conducting pursuit operations against New People's Army (NPA) rebels after the communist camp was overran in Tudela town.
The rebel lair was seized following encounters with 55th Infantry Battalion troops and members of the NPA's Western Mindanao Regional Party Committee. No soldier was killed nor hurt in the fighting.
Between April 2 to 6, 2017, a new round of peace talks between the Philippine Government and NDFP is scheduled for a new round in The Netherlands.
Erik Førner, the Norwegian Ambassador to the Philippines said in a statement that he is pleased that representatives of the Philippine Government and the NDFP will meet for a new round of talks. This will be the fourth round of talks since formal negotiations were resumed summer 2016.
“Despite challenges along the way, the parties continue to show their commitment to peace. Norway will continue to assist the parties as the third party facilitator of the peace process,” he said.
This round will focus on issues such as social and economic reforms and a bilateral ceasefire agreement.
The talks will be chaired by the Norwegian Special Envoy to the peace process, Ms. Elisabeth Slåttum, with great expectation that this time, it will materialize.
The armed conflict between the Philippine Government and the communist movement’s armed wing has lasted for almost 50 years.
Norway has been facilitator of the peace process since 2001.

Despite earlier announcement made by the law enforcement community, the Armed Forces of the Philippines (AFP) on Tuesday announced that it is still to monitor any presence of the Maute Group in Metro Manila.
The AFP issued this statement after the Philippine National Police (PNP) on Monday night arrested alleged Maute Group member Nasip Ibrahim, 35, married, a native of Marawi City and presently residing at No. 31-Libyan St., Salaam Compound, Barangay Culiat, Quezon City.
"We don't know what the PNP's basis for them to say that the Maute Group already has presence in Metro Manila," AFP public affairs office chief Col. Edgard Arevalo said.
"But we would like to ask the people to remain vigilant and always support security forces in efforts of neutralizing the enemy. Let us help one another because security is everybody's concern," he added.
The AFP official stressed that they need public support in addressing the security concerns raised by the Maute Group, Abu Sayyaf Group (ASG) and the Lanao Del Sur-based Ansar-Al-Khilafa.
Despite the challenges, Arevalo said operations would continue until all these groups were neutralized.
"We don"t want to put our guards down. We always assume that there is a threat," he added.
As this develops, AFP spokesman Brig. Gen. Restituto Padilla, said the military was coordinating with the PNP on the details of the matter.
"Be assured that the AFP is always prepared to assist in the event of any contingency. For the AFP, it is not a question of "If" (any threats exist) but rather of 'When' these threats become active. Hence, the need to be prepared at all times," he added.
The AFP spokesperson stressed the military was constantly engaged in operations to defeat these terror threats and advised the public should also go on with their normal activities and must not allow such information to derail them from their normal routine.

Malacañang on Tuesday said that the “Department of Foreign Affairs (DFA) is in the process of verifying alleged announcements of proposals to build structures in the West Philippine Sea” even as it stressed anew that the Philippines is not giving up its claim of sovereignty over Panatag Shoal (Scarborough Shoal).
In a statement, Presidential Spokesperson Ernesto Abella said the DFA is checking on the alleged announcements “since these statements do not reflect the official position of the PROC (People’s Republic of China)”
Last week, Xiao Jie, the mayor of Sansha City, said China planned to begin preparatory work this year to build environmental monitoring stations on a number of islands, including Scarborough Shoal.
Sansha City is the name China has given to an administrative base for the South China Sea islands and reefs it controls.
Abella also stressed that contrary to what media report have been alluding, President Rodrigo Duterte does not intend to give up the country’s sovereign rights over Panatag Shoal.
“Furthermore, PRRD has repeatedly asserted that PHL is not giving up its claims and our entitlements over the area. He has said time and again that he will defend and protect the interests of the Filipino people, and will take necessary action at a time most fitting and advantageous to us,” Abella said.
The Palace official made the clarification after media reported President Duterte as saying that the Philippines was incapable of stopping China from its reported plan to build structures in Panatag.
"We cannot stop China from doing this thing. Di nga na-para ng Amerikano [Even Americans could not stop it]," Duterte said during a press briefing prior to his departure to Myanmar Sunday.
The President has been repeatedly asked to aggressively assert Philippine sovereignty over Panatag Shoal ever since the UN Arbitral Tribunal ruling last July, 2016.
"So what do you want me to do? What do you want? Declare war against China? I can, but we'll all lose our military and policemen tomorrow," the President said.
He said that he does not want war with China since China is a friend -- same as with the US and Russia.
“China is also our friend, and now we are now improving on the economy because of the help of China. Bakit ka naman mag walanghiya para magdaan lang," Duterte said.
But Duterte also stressed in the same press briefing that although he will not raise the UN arbitral ruling for now, he will not hesitate to bring it back to the table when the time comes.
“I will not invoke the arbitral ruling now. But there will be a time in my term when I will bring the issue back on the table on the four square of the arbitral ruling and it will come,” he said.
“When? When they shall start to tinker with the entitlements. Tubig pa lang ngayon eh,” Duterte said.
The President has reiterated this upon his arrival at Myanmar, where he said he will not hesitate to bring it up with China if it attempts to take resources from Philippine territory.
"Kung ang China .. Magkuha sila ng oil or uranium or whatever is inside the bowels of the sea, kakalabitin ko siya, ako ang may-ari niyan. You claim it by historical right, by judgement I won and it's mine," Duterte said.

The Philippine Navy (PN) is ready to deploy its sole survey and hydrographic ship, the BRP Gregorio Velasquez (AGR-702), if ordered to survey Benham Rise.
The statement was made by Armed Forces of the Philippines (AFP) public affairs office chief, Col. Edgard Arevalo, when asked what assets could the military field should President Rodrigo Duterte and Defense Secretary Delfin Lorenzana formalize the order calling for the mapping of the 13-million-hectare Benham Rise, which the UN Convention on the Law of the Sea (UNCLOS) confirmed as part of the Philippines' continental shelf in 2012.
"In most probability, the BRP Gregorio Velasquez will be the one to be deployed," Arevalo said in an interview with the Philippine News Agency (PNA) Tuesday.
Arevalo said the ship is the Navy’s sole asset capable of conducting oceanagraphic and hydrographic survey.
The BRP Gregorio Velasquez (formerly the R/V Melville) was one of two former American ships pledged by then president Barack Obama during his visit to the Philippines during the APEC Leaders Summit in November 2015.
The other ship was the USCGC Boutwell, which has been renamed to BRP Andres Bonifacio (FF-17), the third Hamilton-class cutter in the Navy’s service.
BRP Gregorio Velasquez was commissioned into PN service in June 2016.
The R/V Melville was used in the 1976 movie "King Kong", starring Jessica Lange, specifically because of its hypoid propulsion drive at that time, which allowed it to move sideways. This type of drive is used on research vessels for station keeping in the ocean over drill and coring sites.
According to policy, auxiliary research vessels are to be named after national scientists, hence her namesake, Dr. Gregorio Velasquez, a pioneer in Philippine phycology.
Velasquez pioneered the intensive study and collection of the Philippine blue-green algal species. He was named National Scientist in 1982. He was also conferred a Distinguished Science Medal and Diploma of Honor by the Republic of the Philippines (1956), the John Simon Guggenheim Memorial Foundation Fellowship (1956-1957), and the Republic of the Philippines Cultural Heritage award in 1972. He was in the World's Who's Who in Sciences in 1970.
Arevalo meanwhile clarified that the Chief Executive and Lorenzana have yet to give specific orders for the military to patrol Benham Rise, as well as parts of the West Philippine Sea.
"Up to now there is still no instruction from President Duterte and Secretary Lorenzana for us to patrol the Benham Rise and the West Philippine Sea. But we are always ready to defend our territory and sovereignty," he added.

The Department of Foreign Affairs (DFA) said it is better to use Philippine Coast Guard ships instead of the Navy in patrolling the vicinity of Bajo de Masinloc to avoid any provocative move.
“The position of DFA is to ask concerned government agencies to patrol Bajo de Masinloc (Scarborough Shoals) using civilian ships,” DFA Spokesman and Assistant Secretary Charles Jose said in a text message Wednesday.
He said Coast Guard ships patrolling the area can immediately send information on any development there.
The DFA senior official is reacting to the statement made by Associate Justice Antonio Carpio to send Navy ships instead of Coast Guards in the area.
However, Jose said sending Navy ships could be misinterpreted.
This after Hainan Daily newspaper recently published the statement made by Sansha Communist Party Secretary Xiao Jie, Mayor of Sansha City, saying that preparations were underway to build an environmental monitoring station on Bajo de Masinloc Shoal which is part of the West Philippine Sea where the Philippines has exclusive sovereign rights.
Meanwhile, Jose said while waiting for the confirmation that there are moves to build another structure in the West Philippine Sea, the Coast Guard should patrol the area to protect Philippine territory.
He said that once it is confirmed that there is such, “we will file diplomatic protest.”
Jose pointed out that the Duterte administration is not abandoning the July 2016 ruling of the UN Arbitral Tribunal, favoring the Philippines but just avoiding possible armed confrontation with China.
He added that the announcement made by Jie does not “reflect the official position” of China.

This after Hainan Daily newspaper recently published the statement made by Sansha Communist Party Secretary Xiao Jie, Mayor of Sansha City, saying that preparations were underway to build an environmental monitoring station on Bajo de Masinloc Shoal which is part of the West Philippine Sea where the Philippines has exclusive sovereign rights.
Meanwhile, Jose said while waiting for the confirmation that there are moves to build another structure in the West Philippine Sea, the Coast Guard should patrol the area to protect Philippine territory.
He said that once it is confirmed that there is such, “we will file diplomatic protest.”
Jose pointed out that the Duterte administration is not abandoning the July 2016 ruling of the UN Arbitral Tribunal, favoring the Philippines but just avoiding possible armed confrontation with China.
He added that the announcement made by Jie does not “reflect the official position” of China.

The Philippine National Police (PNP) on Wednesday assured that precautionary measures are now in place to ensure security after the arrest of a suspected supporter of the Maute terror group.
Nasip Ibrahim was arrested last Monday night and was presented to the media on Tuesday, together with the assorted firearms, ammunition and illegal substance seized in his possession in Salam Compound, Barangay Culiat, Quezon City.
”After the arrest nitong si Ibrahim by the NCPRO (National Capital Region Police Office) at QCPD (Quezon City Police District), we will take necessary precautionary measures to ensure the security of the public not just in Metro Manila but in other areas,” said PNP Public Information Office (PIO) chief and spokesman Senior Supt. Dionardo Carlos in a press conference in Camp Crame, Quezon City on Wednesday.
Ibrahim was the alleged driver of the Toyota Revo which was used to transport the improvised explosive device (IED) from Luneta Park, Manila to the area near the United States Embassy in Roxas Boulevard.
The said IED was recovered at the vicinity of the United States Embassy in Manila in November last year, which was supposed to be used in a bombing attempt in Luneta Park, Manila.
Carlos noted that the “nautical highway” has been used in the delivery of the IED.
”If based on intelligence information and regular analysis, 'yun ang nagiging basehan. So far, maganda resulta ng investigation ng NCRPO which led to the arrest of Ibrahim,” he said.
”We do the deployment based on intelligence information. On a weekly basis, ginagawa ng ating mga field commanders yung kanilang analysis of the result of the managing police operations,” Carlo said.
