A squad leader of the New People’s Army (NPA) operating in Monkayo town, Compostela Valley voluntarily surrendered to the local government unit (LGU) in the area.
Captain Rhyan Batchar, 10th Infantry (Agila) Division chief information officer, on Tuesday reported that alias Mar, 22, voluntarily surrendered to Monkayo Mayor Ramil Gentugaya last February 18 and sought the chief executive’s help to facilitate his formal surrender to the Philippine Army.
Mar is now under the custody of 25th Infantry Battalion after he was formally turned over by Mayor Gentugaya on Tuesday, Batchar added.
“We need to hide the true identity of Mar as of now for his security,” Batchar said, adding that Mar served as a squad leader of the NPA’s Pulang Bagani Company (PBC) 8.
He is a native of Agusan del Sur province.
“Hardships and fear within the communist organization following the relentless combat operations of the military pushed Mar to abandon the movement to live a new life,” Batchar pointed out.
What Mar feared of is the warning of death given by their leaders once a member of the movement decides to leave.
“Mar now feels more secure in the custody of the military,” Batchar said, pointing out that a number of Mar’s comrades are also planning to bolt the movement at any opportune time.
Batchar added that Mar is now undergoing custodial debriefing and validation for enrolment to the Comprehensive Local Integration Program (CLIP) for rebel returnees.
Brig. Gen. Macairog S. Alberto, commander of 1001st Infantry Brigade, lauded the decision of Mar to go back to the fold of the law.
Alberto also aired an appeal to the misguided terrorists to come down and return to their families and live a productive life rather one of violence.

1st Lt. James Teaño, Philippine Army's 86th Infantry Battalion spokesperson, on Tuesday said the families went back to their homes after they have been assured of their security as the village has already been reportedly cleared of communist guerrillas.
Most of the villagers, especially senior citizens and children, have been medically checked and were given medications, he said.
The families left their homes Saturday to avoid being caught in a crossfire between the Philippine Army soldiers and New People’s Army (NPA) rebels in the said village.

Armed Forces of the Philippines (AFP) chief-of-staff Gen. Eduardo Año said only high-level drug dealers and syndicates will be targeted by the military once its partnership with the Philippine Drug Enforcement Agency (PDEA) is finalized.
He made this statement when asked on whether the task force mobilized by the AFP for the illegal drugs campaign will be also conducting "Tokhang" operations in the streets.
"No, the AFP will not do that, we will not be involved in the street, we'll not be involved in running after street pushers, the Armed Forces will help PDEA in running after high-level drug syndicates," he added.
"Tokhang" (also known as knock and plead) is an anti-drug operations which aims to convince drug dealers and users to turn over a new leaf or face legal consequences for their actions.
Año earlier said that a battalion-sized formation will be tasked to help the PDEA in its ongoing anti-drug operations.
The unit will provided additional manpower and intelligence support to PDEA agents.
An initial 500 troopers are expected to be mobilized for this task.

Two more South Korean-made FA-50PH "Fighting Eagle" jet fighters will be arriving in Clark Air Base, Pampanga Wednesday, raising the number of the country's Mach 1.5 capable aircraft to six.
This was confirmed by Philippine Air Force (PAF) spokesperson Col. Antonio Z. Francisco in a statement Tuesday.
He said that these FA-50PHs, with tail numbers 005 and 006, will be landing at Clark Air Base Wednesday around 11 a.m. after their flight from from South Korea.
Francisco said the two jet planes will be welcomed by Air Logistics Command head Major Gen. Arnold A. Mancita and PAF commander Lt. Gen. Edgar R. Fallorina.
With the impending delivery of the pair, only six more FA-50PHs remain to be delivered to the PAF.
The PAF's 12-plane order from Korea Aerospace Industries (KAI) is worth PHP18.9 billion.
The FA-50PHs has a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.
It will act as the country's interim fighter until the Philippines get enough experience of operating fast jet assets and money to fund the acquisition of more capable fighter aircraft.
The FA-50PH design is largely derived from the F-16 "Fighting Falcon", and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons.
KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the FA-50PHs.
The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility, and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.
The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service.
There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings.
An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks.
Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow.
The FA-50PHs uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and KAI.
The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner.
Its engine produces a maximum of 78.7 kN (17,700 lbf) of thrust with afterburner.

Four policemen were killed while three others were severely injured in a police operation in Lubuangan, Kalinga on Tuesday.
Philippine National Police Public Information Office (PNP PIO) chief and spokesman Senior Supt. Dionardo Carlos on Tuesday disclosed that based on a report from PRO-Cordillera (Police Regional Office-Cordillera Administrative Region), the policemen attempted to serve a warrant of arrest against a suspect identified as Wally Sagasag at 7:30 this morning, which resulted in an exchange of fire.
The four policemen, who were killed during the gunfight, were identified as Police Officer 3 (PO3) Cruzaldo Lawagan, PO2 Juvenal Aguinaldo, PO1 Vincent Tay-od and PO1 Charles Ryan Compas.

The Philippine Army (PA) on Tuesday announced the appointment of Col. Juvymax Uy as the new Joint Task Force Basilan commander replacing Col. Cirilo Donato.
Joint Task Force Basilan is one of the units tasked to eliminate the Abu Sayyaf Group and terror groups in the province.
Uy will also retain command of the 104th Infantry Brigade, PA spokesperson Col. Benjamin Hao said.
Uy is a member of Philippine Military Academy (PMA) Class of 1989 and was the head of the Intelligence Security Group (ISG) before his appointment to Task Force Zamboanga in January last year.
He then assumed command of the 104th Infantry Brigade.
"(Uy) is a member of PMA Class of 1989, he was instrumental in the transformation of the ISG, he was a good resource manager and a true leader. In fact, he is the most junior brigade commander now," Hao added.
Uy is also instrumental in the capture of ranking rebel and terrorist leaders during his stint as ISG.
Some of the insurgents captured whom he helped captured include NPA leader Tirso Alcantara.
"He is also a firm and compassionate leader," Hao added.

He also said that troops on Monday have started conducting intensified operations in a bid to locate and rescue the German captive.
Arevalo declined to give the locations on where the operations are being conducted for security and operational reasons.
The AFP official also said these operations are also aimed at recovery other hostages still in the hands of the terrorist group.
"We are still confident that we will be able to do it, rescue Kantner alive, and we doing all level best to do this," he added.
Kantner was kidnapped by the ASG bandits while his yacht "Rockall" was cruising off Sulu waters last November.
His companion, 56-year-old Sabine Mertz, was allegedly raped and killed by the bandits.

"We are still to detect any destabilization attempts against the Duterte administration," he added.
This is despite earlier claims by Presidential Communications Office Secretary Martin Andanar who said that revelations made by SPO3 Arturo Lascañas, claiming he and other police officers were paid to do vigilante killings in Davao City, are part of this plot.
Arevalo said that they might not have yet the information possessed by the government official but stressed that the AFP is ready to respond decisively against such threats.
In the same vein, the AFP official said that these groups will get no support from the military as troops appreciate the support being provided to them by the Chief Executive especially in terms of equipment they need in their operations.
Also, the gestures made the President, which include visiting wounded troops in hospital, personally condoling with the families of slain soldiers, and dropping by in faraway camps and bases, despite his hectic schedule, are all appreciated by military personnel.

President Rodrigo Duterte has reiterated his "desire and passion" of achieving sustainable peace.
In a statement released on Tuesday, Presidential Peace Adviser Secretary Jesus Dureza said members of the government peace panel met with the President Duterte Monday night and discussed the directions and possible next steps in the government's peace talks with the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF), the Bangsamoro, the Cordillerans, and the other stakeholders.
Dureza said the President gave specific instructions on how to deal with recent developments in talking peace with the CPP/NDF/NPA, including possible next steps after the peace talks and the unilateral ceasefire declarations were cancelled.
According to Dureza, the President vowed to work for a strategic shift to finally achieve peace with the communist rebels.
As to the Bangsamoro peace table, Dureza said the President "viewed with positive note" the launch of the renewed effort to implement the Comprehensive Agreement on the Bangsamoro on Friday in Davao City, where the President will preside over the big event.
"He also stressed the need for convergence and the coming together of the Moro Islamic Liberation Front, Moro National Liberation Front, and other different factions of the Bangsamoro in a single road map for peace," Dureza said.
Dureza also said the President supports the creation of an autonomous region for the Cordillera and "called on the people there to unite as one in making a final try at entrenching it as mandated by the constitution."
Dureza added that the President instructed that inputs from the different stakeholders must be gathered so an inclusive reform agenda will be achieved, "which must eventually lead to the final goal of installing a federal system throughout the country."

Association of Southeast Asian Nations (ASEAN) foreign ministers saw the need for continuous dialogue in easing the tensions in the disputed South China Sea.
In a press briefing after the ASEAN Foreign Ministers Retreat at the Shangri-La Hotel here, Foreign Affairs Secretary Perfecto Yasay Jr. said a number of his counterparts expressed concern overrecent developments and escalation of activities in the area which may further raise tensions and erode trust and confidence in the region.
"They reaffirmed the importance of the need to enhance mutual trust and confidence, exercising self-restraint in the conduct of activities, and avoiding actions that may further complicate the situation, and pursuing peaceful resolution of disputes, including through full respect for legal and diplomatic processes, without resorting to the threat or use of force, in accordance with the universally recognised principles of international law, including the 1982 UNCLOS," Yasay said.
The Ministers also underscored the importance of the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in its entirety, and efforts within theASEAN-China process to complete a framework of the Code of Conduct (COC), in order to facilitate the early adoption of the COC.
The ministers noted that the code of conduct must be legally binding and must cover areas of how disputes will be resolved for it to be effective.
Yasay added that the ASEAN foreign ministers respect the July 12, 2016 ruling of the Permanent Court of Arbitration on the Philippines' protest against China's nine-dash line claim over the disputed waters.
However, Yasay said the Philippines will pursue its bilateral talks with China to resolve the maritime dispute.
The retreat in Boracay was the first gathering of the ASEAN foreign ministers under the Philippines' chairmanship with the theme,"Partnering for Change, Engaging the World.”
During the retreat, the ministers discussed the organization's six priorities: a people-oriented ASEAN, peace and stability, maritime security and cooperation, inclusive innovation-led growth, resiliency, and the ASEAN as a model of regionalism and a global player.

Association of Southeast Asian Nations (ASEAN) foreign ministers saw the need for continuous dialogue in easing the tensions in the disputed South China Sea.
In a press briefing after the ASEAN Foreign Ministers Retreat at the Shangri-La Hotel here, Foreign Affairs Secretary Perfecto Yasay Jr. said a number of his counterparts expressed concern overrecent developments and escalation of activities in the area which may further raise tensions and erode trust and confidence in the region.
"They reaffirmed the importance of the need to enhance mutual trust and confidence, exercising self-restraint in the conduct of activities, and avoiding actions that may further complicate the situation, and pursuing peaceful resolution of disputes, including through full respect for legal and diplomatic processes, without resorting to the threat or use of force, in accordance with the universally recognised principles of international law, including the 1982 UNCLOS," Yasay said.
The Ministers also underscored the importance of the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in its entirety, and efforts within theASEAN-China process to complete a framework of the Code of Conduct (COC), in order to facilitate the early adoption of the COC.
The ministers noted that the code of conduct must be legally binding and must cover areas of how disputes will be resolved for it to be effective.
Yasay added that the ASEAN foreign ministers respect the July 12, 2016 ruling of the Permanent Court of Arbitration on the Philippines' protest against China's nine-dash line claim over the disputed waters.
However, Yasay said the Philippines will pursue its bilateral talks with China to resolve the maritime dispute.
The retreat in Boracay was the first gathering of the ASEAN foreign ministers under the Philippines' chairmanship with the theme,"Partnering for Change, Engaging the World.”
During the retreat, the ministers discussed the organization's six priorities: a people-oriented ASEAN, peace and stability, maritime security and cooperation, inclusive innovation-led growth, resiliency, and the ASEAN as a model of regionalism and a global player.

A multi-awarded and “popular” Army officer has assumed as the new commanding officer of the Army’s 33rd Infantry Battalion (IB) based in President Quirino town in Sultan Kudarat province.
Former Armed Forces of the Philippines (AFP) Public Affairs Office chief, Lt. Col. Harold Cabunoc, formally took over on Monday as acting commander of the 33IB, which has operational jurisdiction over three municipalities in Sultan Kudarat and seven in Maguindanao.
He replaced Lt. Col. Ricky Bunayog, who has completed his two-year assignment as commanding officer of the “Makabayan” battalion.
Bunayog was reassigned to the Army’s 6th Infantry Division (ID) in Awang, Datu Odin Sinsuat in Maguindanao.
Brig. Gen. Arnel dela Vega, 6th ID commanding officer, led the formal turnover ceremony on Monday at the 33IB headquarters in Barangay Tual in President Quirino town.
Bunayog credited the support of local government officials and community stakeholders to their successful operations in the past two years, especially against elements of the Bangsamoro Islamic Freedom Fighters (BIFF).
He expressed confidence that the unit, under Cabunoc’s leadership will be able to accomplish its mission in securing the area, sustain the gains of the peace process with the Moro Islamic Liberation Front and in ushering development in local communities.
For his part, Cabunoc urged local stakeholders to extend the same support and cooperation to the 33IB.
He specifically cited the need for them to closely collaborate in addressing social issues and other problems that fueled the armed conflict these past years in parts of central Mindanao, especially in Maguindanao.
He said poverty, lack of education and other lingering social problems in the communities are their “real enemies.”
“Let’s help each other in solving the problems of our communities. These problems could not be addressed through armaments and armed operations,” Cabunoc said.
He assured that the 33IB is very much capable in securing the area and has broad experience in handling counter-insurgency operations in Mindanao.
Cabunoc noted that unit had been deployed in “hotspot” areas such as Sulu, Basilan, Zamboanga Peninsula and Lanao del Sur.
The 33IB was adjudged as the country’s second best maneuver battalion in 2015, and topped in terms of readiness and good governance in 2016.
The AFP awarded Bunayog with the merit medal for his “exemplary” stint as commanding officer of the 33IB.
Cabunoc had served in various Army units, including the 6th Infantry Division in Maguindanao, and received a number of combat awards and citations before assuming as the AFP’s public affairs chief in 2014.
These include Outstanding Philippine Soldiers (TOPS) award from Metrobank Foundation and Rotary Club of Makati-Metro and the Presidential Lingkod Bayan Award by the Civil Service Commission.

“This project demonstrates that with continued collaboration and support from the government and the MILF, people in conflict-affected communities are capable of developing initiatives to uplift their lives,” said EU Ambassador to the Philippines Franz Jessen.

Yesterday, the MTF handed over a rice mill, solar dryer and a warehouse to Barangay Cabpangi, Pigcawayan in North Cotabato, benefitting around 1,704 residents.
This was part of the Bangsamoro Assistance for Development and Community Empowerment (Bangsamoro ADVANCE), a program jointly pioneered by the government, the MILF, and the MTF to support the Bangsamoro peace process.

BRIGADIER General Emmanuel Salamat was designated as the new commander of the Philippine Marines, the Philippine Navy announced on Monday.
Salamat will formally assume his new post on Tuesday during a change of command ceremony at the Marines headquarters in Fort Bonifacio, Taguig City to be presided by Philippine Navy commander Vice Admiral Joseph Mercado.
He will replace Maj. Gen. Andre Costales.
Described as a “veteran” of the all-out war against the Moro Islamic Liberation Front (MILF) in March 2000, Costales was the deputy of the Marine Battalion Landing Team 2 when former President Joseph Estrada, now mayor of Manila, declared a total war against the MILF.
Costales and his men were deployed in Matanog, Maguindanao and was among those who pounded the separatists’ main camp, which was seized by the Armed Forces of the Philippines.
It was for this feat that Costales got his Gold Cross medal that recognizes gallantry in action.
Salamat, a member of the Philippine Military Academy (PMA) Class of 1985, was the former commander of the 1st Marine Brigade in Sultan Kudarat from February 2014 to June 16. Prior to this, he served as chief of the Unified Command Staff of the Armed Forces of the Philippines (AFP) Western Command from May 2013 to December 2013.

A SOLDIER was wounded in a gun attack by riding-in-tandem gunmen in the province of Zamboanga del Sur, the police reported Sunday, February 19.
Zamboanga del Sur police director Senior Superintendent Sofronio Ecaldre identified the victim as Staff Sergeant Geatras Solo, 50, of the Military Intelligence Battalion.
Ecaldre said the incident occurred around 9:20 a.m. Saturday at Purok Bombel 2 in the village of San Pedro, Dumingag, Zamboanga del Sur.
Investigation showed that Solo was washing his clothes in his residence when three men riding tandem in a motorcycle arrived and shot the victim without any provocation.
Ecaldre said the victim sustained three gunshot wounds and was rushed to the hospital while the suspect fled after the incident.
He said the investigation continues to establish the motive of the incident as well as unmask the suspects’ identities.

On Sunday evening, pirates attached the frieghter Giang Hai near Tawi-Tawi, Philippines, killing one seafarer and kidnapping seven.
According to the Vietnam Coast Guard, the abductees included the master, chief mate, third mate, second engineer and one oiler. Philippine coast guard and military forces responded to the scene and rescued the Giang Hai's remaining 17 crewmembers, and the Philippine armed forces pursued the attackers.
The Vietnamese-flagged geared bulker Giang Hai is operated by a Da Nang-based shipping firm. AIS data shows that she was under way from Makassar, Indonesia to Iloilo, Philippines at the time of the attack. The Giang Hai is now at Taganak anchorage area, Tawi Tawi, where Philippine law enforcement officials are examining the vessel.
The ReCAAP piracy reporting center said that the pirates destroyed navigation and communication equipment before escaping. ReCAAP noted that this is the second boarding and abduction in the region so far this year. The waters around Tawi-Tawi are notorious for pirate attacks and kidnappings perpetrated by the Abu Sayyaf Group (ASG), a terrorist organization based out of Sulu and Basilan. In November, ReCAAP advised slower-moving merchant vessels to avoid the region altogether if possible.
Abu Sayyaf is believed to be holding over two dozen hostages, most of them merchant mariners; it has released eleven captives since last June, and analysts suggest that ransoms were likely paid to secure their release. The Philippine government does not generally comment on ransoms, but recent payments may represent a significant sum: as a point of reference, group is believed to have taken in $7 million from kidnapping the first half of 2016 alone. The government discourages ransoms on the grounds that the money fuels ASG's arms purchases and recruitment activities.
Abu Sayyaf routinely threatens to kill hostages if it does not receive payment, and it often follows through. Last year, ASG fighters beheaded three captives – John Ridsdel and Robert Hall, both Canadian nationals, and Philippine citizen Patrick Almodovar. Last week, ASG threatened to behead German national Jurgen Kantner unless the German government pays $100,000 to secure his release.
