'Stop misrepresenting our statements' - Jalandoni to GRP

From InterAksyon (Dec 13): 'Stop misrepresenting our statements' - Jalandoni to GRP

Former NDFP chief negotiator Luis Jalandoni

The former chief rebel peace negotiator took to task his erstwhile counterpart, Labor Secretary Silvestre Bello III, for “misrepresenting” his statement on their willingness to forge a bilateral ceasefire agreement by implying they were also willing to forego the release of political prisoners.

In a statement on Monday, Bello said: “I welcome the statement of Mr. Luis Jalandoni on the readiness of the National Democratic Front (of the Philippines) to sign a bilateral ceasefire agreement with the government even before the release of the political prisoners.”

At the same time, he gave assurances “the administration of President Rodrigo Duterte remains committed to the release of a substantial number of political prisoners.”

Recently, Duterte, while saying he remains committed to releasing around 150 of elderly, sick and nursing mothers among the more than 400 political prisoners, said he would not agree to free the rest unless the NDFP agrees to the bilateral ceasefire.

Reacting to Bello’s statement, Jalandoni, in his own statement, said the chief government negotiator “conspicuously omitted the NDFP’s position that any such agreement should take effect 48 hours after the signing, in keeping with the timeframe within which President Rodrigo Duterte said he would order the release of all political prisoners.”

When asked to clarify this, a member of the NDFP panel said it meant, “After the release of political prisoners, the bilateral ceasefire will take effect.”

In his statement, Jalandoni stressed that the NDFP “stands firm in its position that the release of political prisoners is first and foremost an obligation of the GRP (Government of the Republic of the Philippines) under signed agreements, particularly the CARHRIHL (Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law) and the JASIG (Joint Agreement on Security and Immunity Guarantees), which the GRP has reaffirmed.”

He added that the release of the prisoners “cannot be reduced to a simple act of goodwill that the GRP can opt to take or not.”

“If the GRP is truly negotiating in good faith, it must release the political prisoners as a matter of commitment,” Jalandoni said.

At the same time, Jalandoni also warned that, even while they are helpful in building mutual trust and confidence between warring parties, ceasefires, whether unilateral or bilateral, “can also contribute to the erosion of goodwill when they are routinely violated,” referring to the alleged violations of the government’s unilateral ceasefire, as reported by human rights groups and various commands of the New People’s Army.

Jalandoni referred to “reports … pouring in from the field about relentless AFP (Armed Forces of the Philippines) and PNP (Philippine National Police) combat and intelligence operations victimizing rural communities.”

“The statistics this December are grim: 18 activists killed extrajudicially, with 20 others surviving attempts on their lives; more than 13,000 civilians victimized by forced evacuation; more than 14,000 cases of schools, clinics, chapels and other civilian infrastructure used as barracks by the AFP, all in violation of the CARHRIHL,” he added.

Lately, several NPA commands, notably in Mindanao and the Visayas, have warned that residents of communities where they operate have supposedly been clamoring for them to terminate the rebels’ own unilateral ceasefire because of continued harassment and threats by government forces.

Jalandoni said unless the government fulfills its commitment to release the political prisoners and orders the AFP “to be confined to barracks to show genuine reciprocity,” “it would be better for the NDFP to negotiate without the strain of having to deal with a deceptive and onerous ceasefire.”

Charged for terrorism

From the Mindanao Times (Dec 13): Charged for terrorism

Fiscals sue 14 in deadly Roxas market blast

GOVERNMENT prosecutors have indicted 14 suspects in connection with the Sept. 2 Roxas night market bombing that killed 15 and injured 69 others.

Chief City Prosecutor Nestor Ledesma yesterday approved the Dec. 7 finding of the investigating panel composed of prosecutors Jay Karel Sanchez II, Armand Tirol and Jose Paulo Evangelista.

In a 17-page resolution, the prosecutors found probable cause to charge Abu Calid, Abu Hadid Dilangalen, Wendel Facturan (aka Muraimin), Zack Haron Lopez, TJ Macabalang (aka Abu Tufael), Pendatum Coy Mahurom, Ausa Abdullah Mamasapano (aka Abu Hamsa) , Musali Mustapha (aka Abu Hurayra ), Jessy Vicent  Original (aka Aisha), Datu Masla Sema (aka DM), Abu Solaiman, Jackson Usi (aka Abu Mansur), Abubakar Zulkifli (aka Abs), and a certain Cocoy/Jericho.

The respondents were charged for violation of Sec. 3 (terrorism) of Republic Act 9374 (Human Security Act) and multiple murder with multiple attempted murder under the Revised Penal Code.
The panel dropped the case against several respondents for lack of probable cause. Cleared were a certain Abrar, Joab Balicas, Boy Chenikandiyil, Jing Pagayao,  Abu Shuhada, and Daniel Abu Utman.

“The acts of terrorism committed by these individuals are indeed loathsome,” the prosecutors said in their concluding statement. “However, much as we would want to respond with equal measure of violence, as a civilized society governed by the rule of law, we must rise above our feelings of revenge and instead afford them what they denied us: an opportunity to due process (one that hears before it condemns). Only then can we give real justice to the innocent victims of this tragedy. “Fiat justitia”… let justice be done… The law binds our society together and no amount of terror will beat us into submission.”

Extra-judicial confessions

The prosecution panel relied on the extra-judicial confessions executed by respondents Usi and Mamasapano.

“(The extra-judicial confessions) are admissible as evidence against their co-respondents,” the resolution said.

In the separate affidavits of Usi and Mamasapano, they admitted participation in the planning and execution of the bombing.

They also pointed the other suspects.

They disclosed that they are member of Ansarol Khilafa Philippines (AKP) , a group closely linked with the Maute Group.

According to them, Maute Group is composed of individuals under the Islam faith fighting in Butril, Palimbang to become a mujahid or mujahidin (soldier of Allah).

During their training where they were taught how to use different kinds of guns and tactics in warfare, they met Zulkifli and Macabalang.

In the first week of August 2016, a meeting took place in the house of Macabalang where they were informed that Facturan just came from Butig and had an 81 mm mortar that they would use to bomb Midsayap, North Cotabato. The plan did not push through as their specific target was not crowded when they arrived.

They later met at Amaya Resort where Sema suggested to use the bomb in Davao City instead because the incumbent president is from the said city and to compel the government to reduce the military forces in Basilan who at that time was fighting the Abu Sayyaf Group.

In confessions of the two suspects, it was also revealed that Facturan was the one who placed the bomb while Macabalang used his cellphone to trigger the explosion.

After the bombing, the group went back to Cotabato City.

“The manner by which these Sinumpaang Salaysay (sworn statements) were taken shows that no form of coercion and/or intimidation was employed against both of them to compel them to state the matters contained in their respective Sinumpaang Salaysay,” the prosecutors said. “They were duly informed of their respective constitutional rights in the presence of counsel, who aptly advised them as to the consequences of their actions prior to answering the questions propounded by the investigators.”

The prosecution has charged the respondent for terrorism citing three elements.

The first element is the commission of a Crime involving Destruction under Article 324 (A person who shall cause destruction by means of explosion…) of RA 9374. The second element is the location where the bomb was placed and the time when the bomb was triggered while the third element is the respondents are members or related terrorist organizations set up in Mindanao.
Respondent were also charged for multiple murder with multiple attempted murder because the intent to kill is apparent when they detonated the explosive device in a crowded area.

The prosecutors, in the resolution, also stressed that no matter how many deaths or injuries were sustained, the single act produces the complex crime of multiple murder with multiple attempted murder.

“In the present case, the use of improvised explosive device (IED) will be treated and alleged as qualifying aggravating circumstance,” the resolution said.

In clearing the other suspects, the prosecutors said “there is no specific act attributable to any of them to establish that they knew, or took part in the execution, of the Davao bombing.”

Killed in the Roxas bombing were Jay Adremesin, Maria Luz Arellano, Mercy Basilisco, Rogelio Cagantas, Cristelle Decolongon, Daniel Larida, Melanie Faith Larida, Pipalawan Macacua, Eufemia Biscocho, Kristia Gaile Bisnon, Ruth Merecido, Salvador Reginaldo Nagal, hristian Denver Reyes, Evelyn Sobrecary and Vicenta Asperin who died with her unborn child.

(Mindanao Examiner)

ZAMBOANGA CITY – Two kidnapped Indonesian sailors were freed by the Abu Sayyaf on Monday after nearly six months in captivity in southern Philippines, officials said.

Officials said Mohammad Nazer and Robin Peter, crew members of the tugboat Charles 00 kidnapped in June 22 this year, were released to the former rebel group Moro National Liberation Front (MNLF) in Indanan town in Sulu, one of 5 provinces under the Muslim autonomous region.

The boat – owned by PT Rusianto Brothers – was heading to Samarinda in East Kalimantan following a trip from the Philippines when gunmen on speedboats intercepted the vessel.

It was unknown if Jakarta paid ransoms to the Abu Sayyaf, but an army spokesman Major Filemon Tan insisted the safe release of the hostages were due to MNLF and military pressure. He said the Abu Sayyaf freed the sailors to an MNLF leader, Tahir Sali.

"The Indonesian kidnapped victims Mohammad Nazer and Robin Peter were released by the Abu Sayyaf to MNLF commander Tahir Sali after being pressured by non-stop operations of the (military’s) Joint Task Force Sulu and the MNLF,” Tan said.

He said the MNLF turned over the hostages to acting Sulu Governor Nurunisah Tan, who immediately contacted the military and handed over the hostages to Colonel Jesus Mananquil, the task force commander.

The sailors were brought to Zamboanga City and underwent medical examination. The Indonesians were part of a group of 7 sailors kidnapped by the Abu Sayyaf off Sabah, Malaysia and brought to Sulu. The other sailors had been freed this year after Jakarta reportedly paid huge ransoms to the Abu Sayyaf.

In August this year, two other crewmembers of the tugboat Charles 00 – Mohamad Soyfan and Ismail – allegedly escaped from the Abu Sayyaf in Sulu’s Luuk town. Indonesian media previously reported that the Abu Sayyaf demanded 20 million ringgits for the safe release of all the hostages, who were held by the group of Alhabsi Misaya, a former member of the MNLF, which signed a peace deal with Manila in September 1996.

Two months later, Abu Sayyaf rebels freed 3 Indonesian sailors Muhammad Mahbrur Dahri, Ferry Arifin and Edi Suryono, to the MNLF.

Nur Misuari, the MNLF chieftain, escorted by dozens of armed followers, personally handed over the hostages to Sulu Governor Totoh Tan – who heads the provincial crisis committee and chairman of the Sulu Disaster Risk Reduction Management Office – in his house in the capital town of Jolo.

Tan immediately turned over the Indonesians to the Philippine military after feeding them.

Hundreds join AFP CentCom’s first fun run in Cebu

From the Philippine Information Agency (Dec 12): Hundreds join AFP CentCom’s first fun run in Cebu

Around 400 running enthusiasts in Cebu joined the first fun run on December 9 staged inside the headquarters of the Armed Forces of the Philippines (AFP) Central Command in Camp Lapulapu, Lahug, this city.

Dubbed the “Colorful Night Party Run,” runners took part in navigating the course for 3K, 5K, and 10K categories set up inside the CentCom headquarters, a race course made challenging as the run took place in the evening.

At 6:00 p.m., the race kicked off with a video presentation showing the advocacy behind the fun run.

“This is to promote our advocacy which is to encourage support for our troops, especially the frontline soldiers who are battling terrorism in Mindanao,” explained Lt. Col. Medel Aguilar, assistant chief of staff for the Civil Military Operations of CentCom here.

Aguilar said that Rio 2016 Olympian, Mary Joy Tabal, spoke before the runners before the race, urging them to support the Filipino soldiers.

By watching their advocacy video, Aguilar said this gave the fun run a new meaning for the participating runners who were composed of not only soldiers but also civilians.

Some parents who ran the course tagged their children along with them, making the race a family affair, while some runners as old as 60 were also seen racing through the course that featured bright and colorful Christmas lights put up along the road.

At the finish line, runners were greeted by an impromptu party as the area was flooded with bubbles blown from a foam machine, while dancing, colorful lights lit up the suds.

Aguilar, who also ran in the 5k category, is hopeful that other civilian organizations and government agencies will hold more fun runs with CentCom to rally support for the government troops.
Runners’ Club, a private organization, initiated the first fun run.

“We’re looking at holding the fun run every quarter from now on. We’re ready to support our partner agencies that will want to initiate the race with us,” he said.

Statement of the GRP Panel Chair Sec. Silvestre H. Bello III on the NDF’s Readiness to Sign a Bilateral Ceasefire Agreement

From the Philippine Information Agency (Dec 13): Statement of the GRP Panel Chair Sec. Silvestre H. Bello III on the NDF’s Readiness to Sign a Bilateral Ceasefire Agreement

GRP Panel Chair, Secretary Silvestre H. Bello, issued a statement on the NDF's readiness to sign a bilateral ceasefire. The following is the full text of the said statement:

"I welcome the statement of Mr. Luis Jalandoni on the readiness of the National Democratic Front to sign a bilateral ceasefire agreement with the government even before the release of the political prisoners.

The willingness of the NDF to sign the bilateral ceasefire agreement is indeed a welcome development as this bodes well to a positive atmosphere when we meet again for the third round of talks in January.

A bilateral ceasefire would not only benefit the combatants but the people who are caught in the crossfire of this armed conflict.

The GRP panel further recognizes the NDF’s efforts to work with us to attain peace. Its declaration of an indefinite unilateral ceasefire in response to President Rodrigo Duterte’s declaration in August is unprecedented and historic. Agreeing to a bilateral ceasefire is another milestone in the peace process.

Both panels have never set preconditions since the start of the negotiations under this administration. Despite the challenges, we continue to struggle to make peace happen for the country and the Filipino people.

Rest assured that the administration of President Rodrigo Duterte remains committed to the release of a substantial number of political prisoners. The President has already shown time and again that he delivers on his word.

Forging a bilateral ceasefire agreement is the best gift the government and the NDF can give to the Filipino people this holiday season. May this lead to the permanent end of hostilities for the new year leading to a just and lasting peace."(OPAPP)

President Duterte reiterates all-out support for the military

From the Philippine Information Agency (Dec 13): President Duterte reiterates all-out support for the military

President Rodrigo Duterte visited soldiers at Camp Servillano Aquino on Dec. 11, Sunday in a display of continuing support to the military. He also announced he is giving Christmas presents for them this Yuletide season.

In a speech before the soldiers, he said they have a president who gives all-out support to the military, adding that he believes in a strong police and military.

Filipinos are grateful with their armed forces and “I am more than satisfied with your performance," he told the soldiers.

He said he will always support the military as long as there are available government resources so the Armed Forces of the Philippines remains in tiptop condition, morale is high and the organization is always backed up by the commander-in-chief.

The members of the military were reminded to do their duties and not to worry about criticisms and legal actions, the President said. This Christmas, the President may give something to the military, noting it will arrive in their camps.

The President also announced arms delivery from China and he said he is sending Defense Secretary Delfin Lorenzana to receive the weapons to be extended by the Asian neighbor.

"Hindi na tayo kailangan maghingi pa sa iba because they’re willing to give it. Hindi naman free but it’s a grant actually. If it’s a grant payable in 25 years that is really practically giving," he said.

He also appealed to the soldiers to understand the ongoing peace talks with the rebels, stressing that as president, he has to consider the interest of greater number of Filipinos by attaining lasting peace in the country.

He also warned about the threat posed by Mideast-connected extremist who may seek refuge in Indonesia, Malaysia, Philippines, countries with significant Muslim populations.

At the same time, he explained his scheduled trip to Cambodia and Singapore this week noting his trip is part of his administration's diplomatic thrust to strengthen ties with ASEAN neighbors.

"It would maybe someday work to our benefit because we have  a cohesiveness at magkaisa tayo dito.  The world is really a troubled one. Nagkakampo-kampo kasi, like it started with the EU. Mga Europeans gusto nila mag-kampo tapos limitado tayo dito, ganon," he said.

This grouping limits the country's chances, since those countries impose restrictions that make it impossible for countries like the Philippines to do business, he said.

The Cambodia and Singapore are introductory visits which in the end may benefit the Philippines in the long term, he said.

Sarangani officials raise P1-M bounty for arrest of ISIS sympathizer

From the Philippine News Agency (Dec 13): Sarangani officials raise P1-M bounty for arrest of ISIS sympathizer

Sarangani officials have raised an additional bounty of P1 million for the arrest of a fugitive leader of a local armed group that had pledged support to international terror group Islamic State in Iraq and Syria or ISIS.

Kiamba, Sarangani Mayor Raul Martinez said Tuesday the reward money is aimed at enhancing the continuing manhunt operations against Mohamad Jaafar Maguid alias Tokboy, founder of the Ansar al-Khilafah Philippines group.

The group, which is operating in parts of South Cotabato, Sarangani and Sultan Kudarat provinces, has been blamed over a number of terror attacks in the area these past years.

Authorities tagged Maguid’s group as behind the planting of an improvised explosive late Saturday night at a Christmas display in front of the Kiamba municipal hall.

“We’ve had enough of him already. I hope that the reward money will expedite his arrest,” the mayor told reporters.

Martinez said he personally raised the P1 million bounty through donors in Kiamba and the neighboring municipalities of Maasim and Matium.

He said it will be given to anyone who would be able to provide information that will lead to the arrest of Maguid.

The reward money is on top of the standing P200,000 bounty for Maguid that was earlier set by the Department of the Interior and Local Government.

Martinez said local informants disclosed that Maguid’s group was behind the recovered explosive in front of their municipal hall.

The homemade bomb was fashioned from two grenades, an M-203 shell and with an attached cellphone as triggering device.

The mayor said he had been a target of Maguid and had received numerous death threats from him.

Martinez said he received reports that the group had planned to stage an attack at their town plaza on December 25.

Sr. Supt. Joseph Semillano, Sarangani police director, said they also received reports that the group was behind the foiled attack.

“Our investigation is focused on the (Maguid’s) group,” he said.

Maguid, who bolted from the Sarangani provincial jail in 2010, is facing at least 15 arrest warrants issued by various local courts since 2008.

He is facing multiple counts of murder, attempted murder, frustrated murder, robbery with violence, robbery with homicide, destructive arson and arson, filed at the Regional Trial Court Branches 11 and 38 in Alabel, Sarangani.

Joint operatives seized suspected bomb-making materials at his house in Barangay Daliao in Maasim town in October.

In August, SAF operatives killed three alleged members of the Ansar Al-Khilafah, which had pledged support to the ISIS, in an operation in upper Sitio Lebe in Barangay Daliao.

Recovered at the site were various high-powered firearms and a black flag bearing an ISIS logo.

Only a matter of time before ASG terrorists brought to justice -- JTF Sulu commander

From the Philippine News Agency (Dec 13): Only a matter of time before ASG terrorists brought to justice -- JTF Sulu commander

A ranking military official, involved in the ongoing focused military operations against the Abu Sayyaf Group (ASG) bandits, believes that it is only a matter of time before the terrorists are finally brought to justice.

Col. Jesus Manangquil, Joint Task Force Sulu commander, said their constant military pressure against the lawless band have forced the bandits to move constantly and free their hostages to expedite their movements.

The former was referring to Monday's release of two Indonesian seafarers, part of the seven earlier kidnapped aboard the Tugboat Henry 00 as it was steaming off Simisa Sulu last June 22.

The released victims identified as Mohammad Nazir, 62 and Robin Piter, 32. The two were released by the ASG through the Indanan-Sulu based Moro National Liberation Front and were then brought to the house of former Sulu Vice-Governor Sulu Absakur Tan in Jolo at 11:30 a.m.

The two were then turned-over to Joint Task Force Sulu for custody, medical check-up and processing at 1:32 p.m.

"(We are on a) sustained manhunt operations against the ASG. They have already felt the pressure of these relentless operations. We have gained so much knowledge about them and it's just a matter of time that the force of the law will be meted upon them," Manangquil stressed.

New military graduates coming at right time in line with AFP modernization -- Lorenzana

From the Philippine News Agency (Dec 13): New military graduates coming at right time in line with AFP modernization -- Lorenzana

As 194 members of the Major Service Officer Candidate Course formally graduated Tuesday, Department of National Defense (DND) Secretary Delfin Lorenzana said these young men and women are coming at a very opportune time as the Armed Forces Philippines (AFP) is now modernizing in all aspects.

"Our graduates today are fortunate to be able to gain entry into the noble profession of arms. they come at an opportune time as our Armed Forces is currently in the midst of upgrading and modernizing its assets, and professionalizing its human resource," he added.

As of this posting, various modernization projects are on the way for the AFP with several items now undergoing delivery.

The delivered equipment consists of four brand-new FA-50PH jet fighters, three Hamilton-class cutters, assorted armored personnel carriers and rifles, among others.

Graduation rites for the 194 members of the Major Service Officer Candidate Course took place at the AFP Theater, Camp Aguinaldo, Quezon City.

Graduates numbered 68 for the Army; 63 for the Navy and another 63 for the Air Force, the DND chief stressed.

"Thus, we have now a new human resource acquisition of 194 strong, young and healthy prospective second lieutenants and ensigns. they are well-trained, idealistic and dynamic, and will join the Officers Corps of the AFP under its three Major Service Commands," he added.

"I commend and congratulate the leaderships of the Training Commands of our Major Services for maintaining the lofty education and training standards of the prime learning institutions of the our Armed Forces," Lorenzana emphasized.

The DND chief also said it is significant to note that the Officer Candidate Course (OCS) traces its humble beginnings from the school for reserve commission in 1937.

"And for six decades of temporary unit assignments and activations, OCS was decentralized to the educational institutions of the three Major Services of the AFP in 1997. therein, OCS has continuously developed into a prime educational course peculiar to the educational needs of the respective major services, that prepare the officer candidates as future officers of the AFP," he added.

Likewise, Lorenzana urged the new graduates, like the rest of the AFP, to be always committed in their performance their constitutional duty as protector of the people and the state.

"It subscribes to the primacy of transparency and public accountability to bring positive reforms, in making our public offices as public trusts, and in cleansing the same from malpractices of any form," he added.

Lorenzana added the DND wants these new officers to be faithful in your obedience to the Constitution, and to remain subordinate to and respectful to all civilian authority.

"We expect you to assist in the modernization and professionalization of our Armed Forces, and for you to be properly trained and adequately equipped, and in a high state of morale and well-being. most of all, we want you to always live by the highest standards of service professionalism," the DND concluded.

DND open to bilateral ceasefire agreement with NPAs

From the Philippine News Agency (Dec 13): DND open to bilateral ceasefire agreement with NPAs

Department of National Defense (DND) Secretary Delfin Lorenzana on Tuesday said he strongly supports a bilateral ceasefire agreement with the New People's Army (NPA) as it would prevent rogue elements of the rebels from creating trouble in the countryside.

"Of course, we would like a bilateral ceasefire agreement as it prevent the (rogue) NPAs from creating trouble in the countryside. We are still getting reports that some of their elements are still extorting. Hopefully, once the bilateral ceasefire agreement is signed, and the NDF (National Democratic Front) can control their people, these criminals will not commit anymore criminal acts in the countryside," he said in Filipino.

Lorenzana also clarified that there will be no pullout of troops in countryside and that the military will continue responding to reports of lawless elements creating havoc.

"The difficulty in this situation is that the NDF is that they cannot prevent their people from conducting extortion rackets, and burning trucks and equipment (of businesses not giving it to their demand). That's why President (Rodrigo Duterte) told them to stop these atrocities or peace negotiations will stop," he added.

The DND chief also the NPAs cannot prevent law enforcement operations as these missions are not targeting their armed members as long as these individuals are not publicly showing their weapons.

Lorenzana also stressed that the NPAs cannot claim of owning any territory in the country as pointed out by the President who added that the military can go anywhere when enforcing laws.

No deal yet on firearms purchase from China

From the Philippine News Agency (Dec 13): No deal yet on firearms purchase from China

A firearms deal between the Philippines and the People's Republic of China needs a signed government to government agreement before it can push through.
“We have not come to that stage. Yes, yes preliminary talks has just started. But I cannot say when they will meet again,” Geng Shuang, Chinese Foreign Ministry spokesman told reporters in an interview at the sidelines of the Christmas party hosted by the Chinese Embassy at the Shangri-la Hotel in Makati City Monday night.

Shuang said both parties are still exploring the possibilities of China providing arms and radars. He added: "We have not come to the stage of finalizing any deal.”

He said China is exporting light weapons to other ally countries for their own defense build up but they cannot discuss details.

He said it needs to pass many processes before they can call it as done deal.

“Again, I would like to say that this is the right of the Filipinos to decide to which country they would like to have weapons,” he pointed out when informed that the Philippines is also interested to buy weapons from Russia.

Philippine President Rodrigo Duterte has expressed willingness to accept an arms deal proposed by China, further signifying a recent thaw in relations between the two countries.

Duterte promised to send Defense Secretary Delfin Lorenzana to China to accept the firearms which are to be paid within 25 years.

Shuang claimed that they have no time frame to ink the firearms deal. He said the Philippine government has yet to be convinced that their firearms can compete with other dealers.

The Philippines is also interested to purchase sniper rifles from Russia.

Secretary Lorenzana recently said the Philippines' Army and the Marines are set to conduct research into whether it will be possible to seal the deal.
