The National Democratic Front of the Philippines (NDFP) Peace Negotiating Panel firmly reiterates its commitment to the resumption of peace negotiations with the Government of the Republic of the Philippines (GRP). Our dedication to achieving a just and lasting peace remains steadfast, as we believe the negotiations present an effective means to address the underlying causes of the civil war.

The ongoing talks between the two delegations are meant to come up with an agreed framework for the negotiations towards forging an agreement that will address the root causes of the armed conflict.

In the past few months, we have observed with concern the mixed and contradictory signals emanating from the GRP. On the one hand, General Eduardo Año stated that peace talks are unlikely to proceed. On the other hand, Secretary Carlito Galvez Jr. said they are optimistic that the talks would resume. We hope that the GRP can resolve these contradictory views.

The NDFP Peace Negotiating Panel remains open and ready to engage in meaningful discussions that can lead to comprehensive solutions benefitting the Filipino people including addressing key issues of agrarian reform and national industrialization among other substantive socio-economic concerns.

The path to peace is indeed long and arduous, but it is a path that we must tread with unwavering determination, mutual respect and a genuine commitment from both parties if it is to succeed. We look forward to continuing exploratory talks with the GRP and hopeful to resume formal negotiations to achieve just and lasting peace in the Philippines.

MANILA – The National Amnesty Commission (NAC) on Monday said 21 ranking Moro Islamic Liberation Front commanders have filed their applications through the Local Amnesty Board in Cotabato City.

In a statement, the NAC said among those who filed for amnesty on Aug. 30 were top ground commanders of the group who are now Members of Parliament (MP) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The ceremonial submission was witnessed by the chairpersons of the Government of the Philippines-Moro Islamic Liberation Front Peace Implementing Panel, retired Gen. Cesar Yano and Minister Mohagher Iqbal.

Also in attendance were BARMM Senior Minister and Moro Islamic Liberation Front Bangsamoro Islamic Armed Forces (BIAF) spokesperson Abunawas “Von Alhaq” Maslamama and MP Maryann Arnado.

The grant of amnesty to Moro Islamic Liberation Front rebels is part of their agreement with the government under the Annex on Normalization of the Comprehensive Agreement on the Bangsamoro.

The NAC said this is a sign of the growing momentum toward peace, noting that Moro Islamic Liberation Front members applying for amnesty have reached 77 since it began accepting applications.

As of Sept. 4, the NAC has received 909 amnesty applications.

These applications include a significant number of former rebels of the Communist Party of the Philippines-New People’s Army-National Democratic Front and their front organizations, as well as rebels from the Moro National Liberation Front and the Rebolusyonaryong Partidong Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade, signaling a notable shift towards unity and reconciliation.

The NAC continues to strengthen its information and education campaign, highlighting the benefits of amnesty in the government’s pursuit of peace and national reconciliation, as well as the amnesty application process.

The deadline for the submission of applications is set for March 2026.

MANILA – The commandant of the United States Marine Corps (USMC) has committed to helping the Armed Forces of the Philippines (AFP) in developing its maritime domain awareness (MDA) so it can be more interoperable with its American counterparts.

MDA refers to the capabilities of a country to protect and detect intrusions within its territorial waters.

USMC head Gen. Eric M. Smith made this assurance during his courtesy call with AFP vice chief of staff, Lt. Gen. Arthur Cordura at Camp Aguinaldo, Quezon City on Monday.

"The two leaders also discussed the upcoming Maritime Training Security (MTA) 'Sama-Sama' underscoring a shared commitment to advancing maritime domain awareness and interoperability," the AFP said in a statement late Monday.

The MTA "Sama-Sama" is a multilateral naval exercise between the Philippines and the US first held in October 2022.


In the meeting, Cordura expressed his appreciation of Smith's visit and highlighted the importance of continued partnership between the AFP and the USMC.

Smith's visit reflects the AFP’s initiative to explore avenues for future cooperation anchored in the rules-based international order and a shared vision for a stable and prosperous Indo-Pacific Region.

MANILA – The number of Chinese ships spotted in features in the West Philippine Sea (WPS) continues to rise, the Philippine Navy (PN) said Tuesday.

The PN's latest monitoring report showed 207 Chinese vessels were spotted in these areas from Sept. 3 to 9, a slight increase from 203 recorded from Aug. 27 to Sept. 2.

Out of this number, 182 are Chinese maritime militia vessels (CMMVs), marking a sharp rise from 165 during the Aug. 27 to Sept. 2 monitoring period.

Also spotted during the Sept. 3-9 period were 18 China Coast Guard Vessels (CCGVs), six People's Liberation Army Navy (PLAN) warships, and one Chinese Research and Survey Vessel (CRSV).

The bulk of Chinese ships in the WPS are in the vicinity of the Sabina Shoal, where the Philippine Coast Guard's BRP Teresa Magbanua (MRRV-9701) stands watch.

A total of 68 Chinese vessels were seen in this area – 55 CMMVs, eight CCGVs, and five PLAN warships.

This was followed by the Iroquois Reef with 59 Chinese vessels – 58 CMMVs and one PLAN ship.

Another 50 Chinese vessels were seen in Pag-asa Islands – 49 CMMVs and one CCGV – while 13 ships were seen in Bajo de Masinloc – 12 CMMVs and one CCGV.

Meanwhile, 10 vessels were spotted in the Ayungin Shoal – eight CCGVs and two CMMVs – followed by Lawak Island with four CMMVs, Likas Island with one CMMV, Panata Island with one CMMV, and Rizal Reef with one CRSV.

Highest so far

PN spokesperson for the WPS Rear Admiral Roy Vincent Trinidad said this number of Chinese vessel sightings is the highest so far for this year.

"A lot of the (Chinese) maritime militia are focused on Escoda or Sabina Shoal. Sabina and Escoda have been under our attention for the past good number of months because of the reported increase of crushed corals and we have to determine if this is man-made or by force of nature. Hence, the extra patrols given by the AFP (Armed Forces of the Philippines), the Navy, the Coast Guard, and the Bureau of Fisheries and Aquatic Resources," Trinidad said.

Also, Trinidad said that the number of Chinese ships deployed so far in the WPS is within the "force projection capability of South Sea Fleet, the CCG, and the maritime militia."

"Open sources will tell us that the South Sea Fleet is composed of roughly 80 to 90 ships and submarines. The (China) Coast Guard from 25 to 35, for the maritime militia, we have monitored in the past numbers as high as 250 to 300. These are stationed in their bases, Johnson, Subi, and or Mischief. But what they bring into our exclusive economic zone (EEZ) limits is what we monitor and report," he added.

Trinidad said what can be considered abnormal for China is if it decides to bring in units from other theaters of the PLA.

"So long as these are the forces within theater and they don't bring in other forces from the East Sea Fleet or the North Sea Fleet, then this is still within the normal range of their capability," he added.

MANILA – The National Security Council (NSC) on Tuesday said it is fully supportive of the ongoing exploratory peace talks with the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

NSC Assistant Director General and spokesperson Jonathan Malaya, however, said the communist movement and its allies must prove their sincerity in completely abandoning the armed struggle against the government.


The NSC issued this comment after NDF negotiating panel chairperson Julieta de Lima-Sison claimed that the government is making contradictory signals on the issue.

"Ms. Julieta de Lima-Sison of the National Democratic Front is mistaken. The government is not making 'contradictory signals' about this issue. We support the exploratory peace talks provided that the CPP-NPA-NDF does not impose their usual preconditions and come to the table with sincerity and a genuine desire to end the more than 50-year-old Communist insurgency that has brought so much pain and suffering to the Filipino people," Malaya said.

He said it is the CPP-NPA-NDF that has made "contradictory statements" about ending the armed struggle.

This was after the CPP-NPA launched its 3rd Rectification Movement last December, aimed at advancing its revolutionary armed struggle, despite signing the Oslo Joint Communiqué in November of last year.

Under the Oslo Joint Communiqué, the Philippine government and the NDF agreed to a principled and peaceful resolution of the armed conflict which would pave the way for the transformation of the CPP-NPA-NDF.

"Instead of preparing for the NPA's transformation provided in the Oslo Joint Communiqué, the CPP instead called for a rectification movement doubling down on its commitment to carry forward the armed struggle, which it euphemistically calls the 'national democratic revolution' towards 'complete victory'," Malaya said.

While the NSC is hopeful and optimistic of the exploratory talks, Malaya said the government cannot just turn a blind eye to the CPP's renewed call for armed struggle.

"They should settle this issue among themselves once and for all. While we support the exploratory talks, its success will entirely depend on the sincerity, truthfulness, and commitment of the CPP-NPA-NDF towards achieving a peace settlement and ending armed hostilities as soon as possible," he said.

MANILA – President Ferdinand Marcos Jr. has appointed Partido Federal ng Pilipinas (PFP) Secretary-General Thompson Lantion as the new chairman of the Bases Conversion and Development Authority (BCDA).

Communications Secretary Cesar Chavez confirmed Lantion’s appointment to Palace reporters on Tuesday.

A retired police general, Lantion will replace Delfin Lorenzana as BCDA chief following the latter’s decision to "go to private life."

In a statement, Lorenzana congratulated Lantion, his fellow cavalier of the Philippine Military Academy Class '69, for his appointment.

“With decades of government experience and tested leadership, I am confident that Chairman Lantion will be able to sustain - if not surpass - the progress that we have made in BCDA,” Lorenzana said.

He also thanked Marcos for the opportunity to lead BCDA for last three years.

“Let me also thank BCDA’s key stakeholders from the private sector who have partnered with us in spurring national development,” he said.

TACLOBAN CITY – The recent discoveries of arms caches in Leyte and Samar provinces signal the victory of the government’s fight to end insurgency in the region, an official of the Philippine Army said on Monday.

Brig. Gen. Noel Vestuir, commander of the Army’s 802nd Infantry Brigade, said the participation of villagers and former rebels in peace initiatives largely contributed to the unearthing of firearms and an explosive buried by the New People’s Army (NPA).

"The involvement of former rebels has significantly weakened the NPA's capabilities in Samar and Leyte. We expect more discoveries in the coming days as the people and former NPA members are fully cooperating with our peace efforts," Vestuir said in a phone interview.

The Army’s 78th Infantry Battalion (IB) discovered the arms storage belonging to the NPA in Barangay Osmeña, General MacArthur, Eastern Samar on Sept. 7.

The discovery included two M16 rifles with magazines, 175 rounds of ammunition, a bandoleer, a flash drive, subversive documents, and four anti-personnel mine blasting caps which are banned under international humanitarian law.


Arms caches were likewise found on Sept. 2 in Barangay Kahupian, Sogod, Southern Leyte, and in Abuyog, Leyte; and in upland Canca-iyas village in Basey, Samar on Sept. 5.

The Philippine Army is likewise counting on the participation of former rebels for the surrender of the remaining 26 active NPA members hiding in the mountains of Leyte and Southern Leyte provinces.

He urged the remaining NPA members to lay down their arms, assuring them that their families and communities are ready to welcome them back.

"The government is sincere in helping you choose the path of peace," Vestuir said.

BUTUAN CITY – Two members of the New People's Army (NPA), including a team leader, surrendered to military forces in Carmen, Surigao del Sur, a military official said Tuesday.

Lt. Col. Vincent Viray, commander of the Philippine Army's 36th Infantry Battalion (36IB), identified the surrenderers as Jeno Maca Montenegro, the team leader of the dismantled NPA Guerrilla Front-30 (GF-30) Sub-Regional Committee Westland, and Jenalyn Medrano Montenegro, the unit's medic.


"They spoke of the hardships they faced while evading our pursuing forces. Their desire to reunite with their family, which they had left for years, prompted their surrender," Viray said in a statement regarding the duo’s surrender on Monday.

The pair turned over four high-powered firearms and ammunition to military personnel at the 36IB headquarters in Barangay Puyat, Carmen town.

Viray said the 36IB is coordinating with the local government and concerned agencies to process support for the surrenderers under the Enhanced Comprehensive Local Integration Program (ECLIP).

"We urge the remaining members of the dismantled GF-30 to surrender and take advantage of the government's offer under ECLIP. The 36IB will continue its operations to rid Surigao del Sur of insurgency and promote peace and development," Viray added.

COTABATO CITY – A lawmaker in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) urged political leaders and peace advocates to stay calm and open-minded following the Supreme Court (SC) ruling that severs Sulu from the autonomous region.

“As we move forward, it is essential that all stakeholders remain committed to the peace process. The true measure of success lies not in legal victories or political power but in the lasting peace, prosperity, and dignity of the Bangsamoro people,” BARMM Parliament member Laisa Alamia said in a statement Tuesday.

Alamia emphasized the need for dialogue and inclusivity, noting that the ruling highlighted the importance of strategic thinking in addressing the complex issues ahead.

“There are many complicated questions that require equally complicated answers as we wait for the actual decision of the SC to be published,” Alamia, who is also a lawyer, added.

The Court decision made public Monday declared unconstitutional the interpretation of the provision in the law directing the provinces and cities of ARMM (Autonomous Region in Muslim Mindanao) to vote as one geographical unit as including provinces that did not vote to be included.

"This violates Article X, Section 18 of the Constitution, which states that only provinces, cities, and geographic areas voting favorably in the plebiscite shall be included in the autonomous region," the Court explained.

The ruling stemmed from a petition filed by Sulu Governor Abdusakur Tan in 2018, asking the SC to declare the Bangsamoro Organic Law (BOL) or Republic Act 11054 as unconstitutional.

Tan argued that BOL violates Section 18 and 19 of Article 10 of the 1987 Constitution, which authorized the enactment of only one Organic Act to establish the ARMM.

“Only through an amendment of the Constitution may ARMM be abolished,” the petition stated.

Alamia called for a thorough review of the administrative implications, particularly in relation to existing BARMM agencies, programs, and legislation such as the Bangsamoro Administrative Code and Civil Service Code.

Concerns on regional unity

Naguib Sinarimbo, former BARMM interior minister and a lawyer, expressed concern about the broader impact of the decision.

He warned that it introduces an "opt-out" provision that was not explicitly provided for in the BOL but is now implied by the SC ruling.

“As a result, other provinces and cities may now entertain and pursue the idea of opting out from the autonomous region. This threatens the death of the Bangsamoro idea -- a concept uniting the 13 ethnolinguistic groups of Muslims who have resisted all forms of colonialism over the centuries,” Sinarimbo said in a separate statement.

Disappointment

Meanwhile, Basilan Representative Mujiv Hataman expressed mixed feelings about the ruling.

He welcomed the SC’s affirmation of the BOL but lamented Sulu’s exclusion from BARMM.

“The Bangsamoro will not be complete without Sulu. This is a significant blow to our efforts to promote unity and inclusivity across the provinces of the region,” Hataman said in a statement.

The SC’s decision is expected to have far-reaching effects, not only for the administrative structure of BARMM, but also for the region's long-standing efforts to maintain unity and stability as it navigates the challenges of self-governance and self-determination.

MANILA, Philippines — Almost three decades after the Moro National Liberation Front (MNLF) dropped their guns and rejoined mainstream society, some 7,000 of its former combatants have yet to be fully transformed as peaceful and productive citizens.

Presidential Peace Adviser Carlito Galvez Jr. said they are now locating these former combatants so they can be covered by the MNLF Transformation Program (MTP).

The move came just as President Marcos vowed on Monday to carry out all signed peace agreements between the government and different revolutionary groups, while pursuing negotiations with the country’s remaining insurgents.

“Rest assured that you can depend on this administration to implement all signed peace agreements for the security, inclusive progress and stability not only in Mindanao but throughout [our] country,” said Marcos during the opening of the National Peace Consciousness Month in Malacañang.Article continues after this advertisement

Marcos, in his speech, noted that the peace processes with former revolutionary organizations such as the Moro Islamic Liberation Front, Cordillera Bodong Administration-Cordillera People’s Liberation Army, and Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group, now known as Kapatiran, “are now in the advanced stages of implementation.”

The President credited the efforts of the MNLF and Bangsamoro government, the latter now led by former rebels, in helping solve the armed conflict in Mindanao.

“We would not have progressed this far without your help, [without your] guidance,” said the President.

He said the peace efforts in Mindanao have resulted in increased investments, generated more employment and helped lower poverty incidence in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Transforming lives

Galvez recalled being reminded by former Executive Secretary Eduardo Ermita, a former soldier who once served as peace negotiator for the government, that at the time when the FPA with the MNLF was forged, the erstwhile separatist group had 14,000 combatants.

Of them, only 7,000 qualified to be integrated into the Armed Forces of the Philippines and Philippine National Police.

So far, the Office of the Presidential Adviser on Peace, Reconciliation and Unity has documented close to 2,000 former combatants mostly in Lanao del Sur and Basilan.

Galvez said they projected to have some 3,000 for Sulu and 2,000 for Maguindanao, Basilan, Tawi-Tawi and Lanao del Sur who will enlist in the MTP, noting that the FPA had provided for a socioeconomic package for those who will not qualify for integration into the country’s security forces.

Those who will enlist will have their firearms stenciled and recorded.

“We are doing this in line with the President’s instruction that no one should be left behind,” said Galvez.

The MTP will hopefully have at least P500 million in funding for next year, he added.

Defining chapter

Last year, the MTP had P294.2 million to support community assessment, socioeconomic profiling of combatants and the implementation of 79 projects for 25 priority communities of the MNLF.

“We appreciate the vow of the President to completely implement all signed agreements. We joined the implementation of the Comprehensive Agreement on the Bangsamoro on this promise. I think our people will see this as a debt of gratitudei to the President,” said Bangsamoro Labor Minister Muslimin Sema, who heads a major MNLF faction, referring to the peace pact inked in 2014 by the government and Moro Islamic Liberation Front.

The President described the FPA as “a defining chapter in our history.”

“From the forging of the 1976 Tripoli Agreement under my father’s administration, to the signing of the 1996 Final Peace Agreement, we have demonstrated mutual respect and strong collaboration and a burning desire for peace,” he said.

As Marcos lauded the MNLF for helping the government curtail terrorism in Basilan, Sulu and Tawi-Tawi, Galvez noted how the MNLF leaders interceded so that members of the Abu Sayyaf turned their backs on banditry and terrorism.

The President also called on the MNLF and other groups in BARMM to ensure the peaceful and orderly conduct of the first regional parliamentary elections in 2025.

“This landmark, the election of the members of parliament that will occur next year, is as important a landmark as the signing of all of the peace agreements,” he pointed out.
Exploratory talks

With the various peace-building efforts now under way and bearing fruits, Marcos said it was time to “focus on the transformation of our country toward a more inclusive, peaceful and progressive society.”

Galvez said he was confident they would be able to firm up a peace deal with communist rebels “even before the President’s term ends.”

He said “exploratory talks are ongoing” with representatives of the Communist Party of the Philippines-New People’s Army-National Democratic Front even as the government works on “constituency building.”

A MEMBER of the communist New People's Army (NPA) or the Communist Terrorist Group (CTG) was killed in a firefight with the Philippine Army's 29th Infantry Battalion (29IB) in Barangay De Oro, Butuan City in Agusan del Norte on August 26, 2024.

According to the military report, the combined troops of 29IB and the Special Recon Unit encountered around five members of Platoon 1 of the Sub-Regional Sentro de Grabidad (SRSDG) Westland of Northeastern Mindanao Regional Committee (NEMRC) past midnight on August 26.

The authorities identified the dead rebel as Aldo Gano, alias Tulong, a resident of Sto. Niño in Bayugan City.

Seized during the encounter were one AK47 rifle with magazine, ammunition and a backpack.


Meanwhile, on the same day, the 65th Infantry Battalion (65IB) clashed against members of Platoon 3 of the same CTG unit around 6:55 a.m. at Purok 4, Barangay Villangit in Sibagat, Agusan del Sur. Recovered from the encounter were one M653 rifle with a magazine and other personal belongings of the rebels.

Brigadier General Arsenio Sadural, the commander of the 901st Brigade, said the SRSDG Westland is one of the units they believe is securing the top CTG leader Myrna Sularte, alias Maria Malaya, and her group.


"The endline of MM (Maria Malaya), the wife of the late George Madlos, is near. It would be best for her to choose to surrender or suffer the consequence for her responsibility for numerous crimes against the people of the region. Our forces, with the aid of civilian informants, are hot on track against the group. It’s not too late for Sularte to yield and avail the government’s offer of amnesty," Sadural said.

Major General Jose Maria Cuerpo II, the commander of the 4th Infantry Division, on the other hand, said that he directed all units under the Joint Task Force Diamond in Caraga to sustain the offensives and aggressively pursue the CTG remnants.

"The military offensives will continue with no let-up. We will never allow them breathing space. With the ongoing cooperation and support of other stakeholders, we are committed and will use all available forces and resources in hunting and defeating the CTG," Cuerpo said. (SunStar Philippines)

THE court found Brince Gegodas, who was tagged a supporter of the Communist Terrorist Group (CTG) or the communist New People's Army (NPA), guilty of financing terrorism and sentenced him to prison.

Major General Marion R. Sison, commander of the 3rd Infantry (Spearhead) Division of the Philippine Army, commended the government forces and the Joint Focused Legal Action Team (JFLAT) for their successful operation.

"Gegodas' conviction represents a significant breakthrough in the government's efforts to combat terrorism financing and bring an end to the decades-long threat posed by the CTG in Panay Island. It sends a strong message to any individual or group that aids, supports, or finances the terrorist activities of the CTG: they cannot escape the long arm of the law, and the justice system will not tolerate any form of this criminal act,” Sison said.


On September 2, 2024, the Regional Trial Court, Sixth Judicial Region, Branch in Kalibo, Aklan, found Gegodas, also known by his aliases Ian Arevalo, Prince Egodas, Mak-Mak, or JP, guilty of violating Section 6 of Republic Act No. 10168, the Terrorism Financing Prevention and Suppression Act of 2012.

Section 6 states, “Any person who, not being a principal under Article 17 of the Revised Penal Code or a conspirator as defined in Section 5 hereof, cooperates in the execution of either the crime of financing terrorism or conspiracy to commit the crime of financing terrorism by previous or simultaneous acts shall suffer the penalty one degree lower than that prescribed for the conspirator.”

Gegodas received a sentence ranging from a minimum of 12 years to a maximum of 14 years, 4 months, and 1 day.

After his arrest during an entrapment operation, legal efforts revealed evidence of Gegodas' financial contributions to the Komiteng Rehiyon-Panay. The recovered evidence included demand money, a bundle of coupon bands, a fragmentation grenade, cellphones, a wallet with P7,360 in cash, a SIM card, and a receipt from a remittance firm.

The accused member of the Communist Party of the Philippines (CPP)-NPA Komiteng Rehiyon-Panay "taxation unit" was arrested in Makato, Aklan.

The court found Gegodas guilty of providing financial support to the CTG, which directly contributed to their terrorist activities. He received a sentence of 12 to 14 years and four months in prison as an accomplice.

The Police Regional Office (PRO) Western Visayas praised the Special Task Group on Countering Communist Terrorist Group - Resource Generation for this landmark accomplishment, marking the first conviction in a terrorism financing case in the region.

PRO-Western Visayas also acknowledged the efforts of the JFLAT and the National Prosecution Service in conducting the law enforcement operations and prosecuting the case. (SunStar Philippines)

AUTHORITIES have arrested three most wanted persons, including two New People's Army (NPA) rebels, in separate intelligence-driven law enforcement operations in Zamboanga Sibugay, the police said Wednesday, September 4, 2024.

The Police Regional Office (PRO)-Zamboanga Peninsula identified the two arrested NPA rebels as Jemwel Timaloy, and Rubelyn Selim. The other arrested suspect is Artemio Calunod.


The PRO-Zamboanga Peninsula said Timaloy was nabbed in a law enforcement operation through the service of an arrest warrant around 7:15 a.m. Tuesday, September 3, in Lower Baluran village, Imelda, Zamboanga Sibugay.

Timaloy has a pending warrant of arrest for multiple attempted murder with P120,000 recommended bail issued on October 11, 2021 by a court in Sindangan, Zamboanga del Norte. He is the sixth most wanted person in the province.

Selim was arrested around 4:15 p.m. Tuesday, September 3, in Barangay Lower Baluran, Imelda, Zamboanga Sibugay.

Selim has a pending warrant of arrest for attempted murder issued by a court in Sindangan, Zamboanga del Norte. He has been listed as the eighth most wanted person in the province.

Calunod was arrested around 4:15 p.m. Tuesday, September 3, in Purok Corazon, Ipil Heights village, Ipil, Zamboanga Sibugay. He has a standing warrant of arrest for rape with no recommended bail issued a court in Ipil, Zamboanga Sibugay, on August 29, 2024.

Calunod has been listed as the fifth most wanted person in Zamboanga Peninsula.

THE National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Wednesday hailed as a “significant legal victory” the conviction of a communist rebel leader for terrorism financing.

The NTF-ELCAC said the court ruling marked the first conviction in Western Visayas and a major step in the government’s campaign against the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

NTF-ELCAC executive director Ernesto Torres Jr. viewed the court sentence on Ian Arevalo as a “strong message against terrorism and a testament to the justice system’s effectiveness.”


“This landmark conviction sends a clear and powerful message—terrorism and its financing have no place in our society. It reflects the collective resolve of the Filipino people to reject those who seek to disrupt our peace and security,” Torres said.

The Regional Trial Court in Kalibo, Aklan, convicted Arevalo after he pleaded guilty to being an accomplice in terrorism financing.

In just one month, the Philippine Army’s 3rd Infantry Division (3rd ID) neutralized 19 local rebels and recovered 30 firearms during a series of combat operations in Western Visayas.

Sixteen of the 19 neutralized New People’s Army (NPA) members were killed in encounters, while three others were either arrested or surrendered.

The operations began on July 29, with the first encounter taking place in Barangay Basak, Cauayan, Negros Occidental. The 3rd ID initiated a total of 14 engagements, including four major encounters, from that date until August 31.

Among the 19 neutralized rebels were top NPA leaders, including Maria Concepcion Araneta Bocala, alias Concha, the 1st Deputy Secretary of Komiteng Rehiyon-Panay (KR-P); Vivian Torato Teodosio, alias Minerva, Secretary of the weakened Central Front, KR-P; and Vicente Hinojales, alias Arjie, Hadjie, Mandie, and LJ, the Regional Secretary of KR-P.


Araneta-Bocala and Teodosio were killed in an August 15 encounter with the 82nd Infantry Battalion in Barangay Cabatangan, Lambunao, Iloilo. Hinojales’ body was also discovered in the same area.

Other neutralized NPA key figures included Aurelio Bosque, alias Burnok, former spokesperson of Bayan-Panay; Armando Sabares, alias Kamlon, Regional Ordnance Officer; and Romulo Gangoso, alias Reagan, former Commanding Officer of the dismantled Eastern Front. They were killed on August 8 during a series of encounters in Barangay Aglonok, Calinog, Iloilo, involving the 12th and 82nd Infantry Battalions.


The 3rd ID leadership said these combat accomplishments bolster their efforts toward declaring a state of Stable Internal Peace and Security (SIPS) in Western Visayas.

The 3rd ID’s commander, Major General Marion Sison, commended the division’s personnel for their dedication.

“These milestones are hallmarks of their exceptional skills and determination to establish an SIPS zone in Western Visayas,” Sison said.

“When the loudest clarion call sounds, we rise above any situation and deliver the best results, no matter the circumstances. Our quality of work remains consistent and unprecedented, leading to victories one after another,” he added.

Sison expressed optimism that these accomplishments will be a stepping stone to even greater success in the coming months as they aim to meet their campaign targets.

The Army’s 303rd Infantry Brigade is looking forward for the complete destruction of dismantled New People’s Army guerilla fronts in Negros Island, whose remnants are reported to be roaming around hinterland areas, where presence of government troops is minimal.

Each dismantled guerilla front, including its regional striking force, have five to nine remaining armed members, according to the Philippine Army.


The 303rd Infantry Brigade supervises the 79th Infantry Battalion in northern Negros, 62nd and 94th Infantry Battalions in central Negros, while the 11th, 15th, and 47th Infantry Battalions in southern Negros are under the Army’s 302nd Infantry Brigade.

The Northern Negros Front was declared dismantled in 2021, followed by Central Negros 1 and 2 in 2023, while the South West Front and Regional Striking Force of Komiteng Rehiyonal Negros was also declared dismantled in February and June this year, respectively.

In its September 5 report, the 303rd Infantry Brigade said the NPA remnants are now highly mobile and continue to evade the focused military operations launched against them, while they are struggling to conduct recovery efforts.

“The security situation in Negros Occidental is generally peaceful and manageable, which greatly improved after a series of focused military operations, and whole of nation approach activities and programs of the government were conducted, especially in rebel affected areas”, it said.

With ELCAC programs and projects continuing to contribute in addressing the root causes of insurgency, the Philippine Army said it also thwarted the attempt of rebel remnants to recover their lost territories.

The Provincial Task Force ELCAC programs have been proven successful by providing socio economic opportunities to former rebels, further isolating the rebel remnants from their former mass base, the Army added.

Manila, Sep 7 (IANS) Suspected rebels killed one soldier and wounded another during an ambush in Sorsogon, the southernmost province on the Philippines' Luzon island, the military said Saturday.

In a report, the military said the army corporal and another soldier were travelling on a motorcycle in Bulan town when the New People's Army (NPA) rebels fired at them around 11 a.m. local time on Friday, Xinhua news agency reported.


The military added that the soldiers were out for community work when the ambush occurred.

NPA rebels have been fighting the government troops since 1969.

Despite the decreasing number of fighters, NPA rebels concentrate their attacks on rural areas and have skirmishes with the military.

ZAMBOANGA CITY—Eleven former members of the Bangsamoro Islamic Freedom Fighters (BIFF) voluntarily surrendered and turned over their high-powered firearms to the military in Pikit town in Cotabato Province, marking an  end of their struggle for an independent Islamic state southern Philippines

Lt. Col. Rowel Gavilanes, commander of the 90th Infantry (Bigkis-Lahi) Battalion said yesterday the 11 former BIFF fighters surrendered to soldiers in Barangay Ladtingan in Pikit town on Thursday.

They also turned over their firearms to include: one M14 Rifle, five Garand Rifles, two Cal.45 Pistols, one 50 cal. Rifle, one M203 tube, one RPG and ammunition, two 40mm bullets, and five Grenades.

One of the former BIFF gunmen confessed to soldiers “We can no longer bear the hardships and we fear for our lives because of the military operations.” 

They also confessed “We are experiencing difficulty hiding from soldiers who are relentlessly pursuing us in the hinterland. The difficulty we experienced has led us to surrender to the government and hope to live in peace once again in our community.”

The 11 former BIFF fighters were immediately presented to Brig. Gen. Donald M. Gumiran, Commander of the 602nd  Brigade and witnessed by Pikit Mayor Sumulong K. Sultan; Pagalungan, Maguindanao del Sur Mayor Salik P. Mamasabulod;  Datu Montawal, Maguindanao del Sur Mayor Ohto C. Montawal and OIC Vice Mayor of Ligawasan, Special Geographic Area-Bangsamoro Autonomous Region in Muslim Mindanao Riduan P. Makatidtang.

The former rebels received financial aid and rice from the mayors for returning to the folds of the law.

Gumiran said  “This is proof that we are gradually overcoming terrorism and violence in our area. And soon  our people can live in peace.”

Joint Task Force-Central  Commander Maj. Gen.  Antonio G. Nafarrete said yesterday lauded the good step taken by the 11 former BIFF terrorists.

“Our doors are open to the remaining domestic terrorists who decide to surrender their weapons and reintegrate into society,” Nafarrete said.

COTABATO CITY — Four more members of a local terrorist group in Maguindanao del Sur, all experts in fabrication of home-made bombs, surrendered on Saturday, Aug. 31, and promised to thrive in peace once reintegrated into mainstream society.

The four members of the Dawlah Islamiya first
turned in an M14 rifle, an M16 rifle, a gauge 12 combat shotgun, a bolt-action Barrett sniper rifle and improvised explosive devices. They also renounced their membership of the group before the Army’s 92nd Infantry Battalion and local executives. The local terror group has a reputation for fomenting hatred for non-Muslims.


Major Gen. Antonio G. Nafarrete, commander of the Army’s 6th Infantry Division, told reporters on Monday that the four terrorists agreed to return to the fold of law through the joint efforts of local government units in Maguindanao del Sur and officials of the 92nd Infantry Battalion led by Lt. Col. Christian V. Cabading.

COTABATO CITY, Philippines — Twelve more members of the allies Dawlah Islamiya and Bangsamoro Islamic Freedom Fighters surrendered to an Army unit in Pikit, Cotabato on Friday.

Major Gen. Antonio Nafarrete, commander of the Army’s 6th Infantry Division, told reporters on Saturday, September 6, that the 12 ethnic Maguindanaon men pledged allegiance to the government after turning over their weapons to the 90th Infantry Battalion during a simple surrender rite in Barangay Ladtingan in Pikit, witnessed by local executives and Muslim religious leaders.


The Dawlah Islamiya and the BIFF are known for fomenting animosity towards non-Muslims and had bombed, in attacks that started in 2014, a number of buses and commercial establishments in Central Mindanao after owners had turned down demands for money.

The 12 terrorists, five of them experts in fabrication of home-bombs, surrendered through the joint intercession of officials of the 90th IB, led by Lt. Col. Rowel Gavinales, the commander of the Army’s 602nd Brigade, Brig. Gen. Donald Gumiran, and municipal officials in the adjoining Montawal and Pagalungan towns in Maguindanao del Sur and in Pikit, Cotabato.

They first turned in an M14 rifle, five M1 Garand rifles, a .50 caliber bolt-action sniper rifle, a 40 millimeter grenade launcher, components for improvised explosive devices, a B40 rocket launcher, a dozen anti-tank rockets, and five fragmentation grenades before they renounced their membership with the Dawlah Islamiya and BIFF as a prelude to their reintegration into mainstream society.

As of Friday, 740 members of the allies Dawlah Islamiya and BIFF have surrendered in batches, since 2017, to different units 6th ID in the neighboring Maguindanao del Sur, Maguindanao del Norte, Cotabato, Sultan Kudarat, South Cotabato and Sarangani provinces.

THREE wanted persons, including a member of the Dawlah Islamiha-Hassan Group (DI-HG), were arrested by authorities in separate law enforcement operations in the province of Maguindanao del Sur, the military said Saturday, September 7, 2024.

Lieutenant Colonel Ronaldo Mamangun, 40th Infantry Battalion commander, identified the arrested member of the DI-HG as Salah Tunda, also known as Salahudin Sabpa.

Mamangun said Tunda was arrested in a law enforcement operation through service of warrant of arrest around 1:30
p.m. Thursday, September 5, in Purok 2, Poblacion village, Ampatuan, Maguindanao del Sur.

Mamangun said Tunda has a standing warrant of arrest for the crime of murder and double frustrated murder with no recommended bail.

Meanwhile, Erap Taluyan Guiangkong and Datu Nor Landasan Galmak were arrested by joint military and policemen for illegal possession of firearms and ammunition.

Lieutenant Colonel Roberto Betita, 1st Mechanized Infantry Battalion (1MIB) commander, said Guiangkong and Galmak were arrested on Friday morning in Kulasi village in General Salipada K. Pendatun, Maguindanao del Sur.

Betita said seized from the possession of the two were an M-16 and an M-14 rifles with magazines and ammunition.

Both Brigadier General Oriel Pangcog, commander of the 601st Brigade and Brigadier General Andre Santos, commander of the 1st Mechanized Infantry Brigade, praised the soldiers and policemen for the successful law enforcement that resulted in the arrest of lawless elements. (SunStar Zamboanga)

MANILA – As the country marks the start of National Peace Consciousness Month (NPCM), Presidential Adviser on Peace, Reconciliation and Unity Secretary Carlito Galvez Jr. on Sunday urged Filipinos to play an active role in the country’s peacebuilding process.

In his message, Galvez said the month-long celebration is a “clarion call for collective action.”

“It reminds us that peacebuilding starts within each one of us - the way we think, the way we feel, and the way we act. This shift in mindset and attitude creates a ripple effect that enables us to help shape our communities, organizations and our nation,” Galvez said.

The retired military official emphasized that Peace Consciousness Month is not just an annual celebration but a “movement that invites all Filipinos to own our nation's peace.”

“By helping to promote the culture of peace, each of us can play a key role in co-creating a positive transformation of our society. And this transformation shall begin and take root when we turn fear, anger, and revenge into empathy, forgiveness, and mercy, from mistrust to understanding, and from division to unity,” the peace adviser said.

September was declared National Peace Consciousness Month by Proclamation No. 675 dated July 20, 2004.

The proclamation mandates the Office of the Presidential Adviser on the Peace Process to lead the observance and enjoin all government agencies and offices, private sector, and civil society groups to participate in the annual peace celebration.

On Sunday morning, Galvez led the ceremonial tolling of the peace bell in Quezon City as part of the opening activities for the NPCM celebration.

This year's theme is “Peace Month @ 20: Bagong Pilipinas - Transforming Minds, Transforming Lives.”

Galvez said genuine and long-lasting peace is no longer a distant dream and is now “within our reach if we work together, transforming our minds and lives so that we become beacons of hope, mutual understanding and unity.”

“As President Ferdinand R. Marcos Jr. has said, ‘Brave may be those who wage wars, but braver are those who seek peace and win that peace’,” Galvez said.

MANILA – President Ferdinand R. Marcos Jr. on Monday called on the Moro National Liberation Front (MNLF) and other stakeholders in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to ensure a peaceful and credible parliamentary election.

“I also call on the MNLF and other stakeholders of BARMM to ensure a peaceful, orderly, and credible conduct of the 1st Bangsamoro Elections next year,” Marcos said during the opening ceremony for the 2024 National Peace Consciousness Month, and the commemoration of the 28th Anniversary of the 1996 Final Peace Agreement with the MNLF, at Malacañan Palace in Manila.


“The forthcoming election is an important reminder not only of the democracy that empowers us to mold our destinies but also of the visionaries who paved the way for the freedom that we [all] relish today,” he added.

The first parliamentary election in BARMM will be held simultaneously with the May 12, 2025 midterm elections.

The BARMM covers Maguindanao del Sur, Maguindanao del Norte, Lanao del Sur, Basilan, Sulu and Tawi-Tawi, and the cities of Lamitan, Marawi and Cotabato.

The region was created in 2019 through Republic Act (RA) 11054, or the Bangsamoro Organic Law, which was enacted after the signing of a peace agreement between the government and the Moro rebels.

Likewise, the President extended his gratitude to the MNLF for supporting the government’s anti-terrorism campaign, particularly in the provinces of Basilan, Sulu, and Tawi-Tawi.

Marcos also vowed that his administration would honor and implement all the signed peace agreements for security, inclusive progress, and stability not only in Mindanao but throughout the Philippines.

The peace processes with other former revolutionary organizations such as the Moro Islamic Liberation Front, Cordillera Bodong Administration-Cordillera People’s Liberation Army, and the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group (now known as the KAPATIRAN), are now in the advanced stages of implementation, according to the President.

‘Peace begins within us’

In his speech, Marcos stressed that peacebuilding requires collective action.

“Peace begins within us, it flourishes the moment that we strip ourselves of the idea of ‘us versus them’, promote respect for our fellows, uphold everyone’s dignity,” Marcos said.

He stressed that peace may only thrive and prosper by cultivating the “foundations, the conditions, (and) the necessary environment.”

“To my fellow Filipinos, the dividends of the peace that we have worked so hard to achieve are now upon us, and the responsibility to create a more inclusive and prosperous country now lies in our hands,” the Chief Executive said.

“For us to move forward as a strong, undivided nation, the government will continue to pursue a principled and peaceful resolution to internal armed conflicts, with neither blame nor surrender, but with dignity for all,” he added.

In a statement, MNLF chair Nur Misuari vowed to look forward “to the continuous innovation and the gains of peace and the far-reaching needs of our people” under the leadership of President Marcos.

“Excellency, Mr. President, we hope and pray that your Excellency’s leadership will continue to inspire further unity and solidarity of our people,” Misuari said.

He said the commemoration of the 28th anniversary of the 1996 Final Peace Agreement has ushered in peace, progress, and development and enhanced the hope for people towards peace and freedom for the Bangsamoro.

“Furthermore, it has also enhanced and inspired other peace agreements that have been beneficial to our national homeland. Furthermore, some 28 years hence, we pray to the Almighty Allah, that we shall continue to be working for peace and freedom and for the implementation of the remaining provisions of the Peace Agreement,” he added.

Misuari also recognized Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr. for “his tireless efforts in pursuing relentlessly your Excellency’s administration’s inclusive peace and freedom for our nation.”

He apologized to the President for his “inability” to attend the commemoration. Misuari’s eldest son, Vice Chairman Abdulkarim, and other MNLF senior leaders joined the celebration in Malacañang.

MANILA – Philippine Army (PA) commander Lt. Gen. Roy Galido called on leaders of all the force's reservists to create more units that will beef up their transportation capabilities.

Galido made the call during the 41st anniversary of the Reserve Command, Philippine Army (RCPA) held at its headquarters in Camp Riego de Dios, Tanza, Cavite on Sunday, the PA said in a news release Monday.

“As a land force, the main challenge is our ability to move forces from one area to another. If we will rely solely on our KM-450s and KM-250s, then the intention cannot be achieved. Thus, the transport sector has to be our affiliate,” he added.

He said this could be done through the recruitment of more persons affiliated with the transport industry.

He asked RCPA leaders to organize reserve units to be able to effectively fulfill their mandate to defend the country and be mobilized in times of war, rebellion, or national emergency.

He also tasked RCPA chief Maj. Gen. Romulo A. Manuel Jr. to develop a capable, responsive, and mobilizable reserve force as an integral part of the Army.

Galido called on Army reservists to continue their activities that contribute to nation-building.

MANILA – The government is “very optimistic” that a final peace agreement will be signed with the National Democratic Front (NDF), the political wing of the Communist Party of the Philippines (CPP), within the term of President Ferdinand R. Marcos Jr. to end the decades-long armed struggle of the communist group.

Presidential Adviser on Peace, Reconciliation, and Unity Secretary Carlito Galvez Jr., said on Monday that exploratory talks are still ongoing following the signing of a joint communique in Oslo, Norway last November 2023.

“Ang masasabi lang namin ngayon (What we can say for now), in order not to compromise ‘yung (the) ongoing (talks), the President is very committed to finish all agreements and implement it during his time. ‘Yun po ang guidance niya sa amin (That’s his guidance to us), and we commit to the aspiration of the President and national government to finish the final peace agreement with the CPP-NPA (New People’s Army) in the future,” Galvez said in a Palace press briefing.

Galvez said they are "very optimistic " that the government could sign a peace accord with the communist group during Marcos' term or "even before the term ends."

The peace adviser was in Malacañang to join Marcos and other Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and Moro National Liberation Front (MNLF) officials for the opening ceremony of 2024 National Peace Consciousness Month and commemoration of the 28th anniversary of the Final Peace Agreement between the government and MNLF.

The government and the NDF-CPP both agreed to resolve the decades-old armed conflict and return to the negotiation table last year.

Previous administrations had tried but failed to forge a peace deal with the communist rebels, who have been fighting with the government through its armed wing, the NPA, since 1968.

According to the Armed Forces of the Philippines, there are now only seven weakened guerrilla fronts in the country as of June 2024, from 89 active NPA guerilla fronts in 2018.

MANILA – A total of 203 Chinese ships were spotted in the West Philippine Sea (WPS) from Aug. 27 to Sept. 2, the Philippine Navy (PN) said Tuesday.

This is significantly higher than the 163 vessels observed from Aug. 20 to 26, the PN said.

Of the figure, 71 were spotted in the Sabina (Escoda) Shoal, composed of 53 Chinese Maritime Militia Vessels (CMMVs), nine China Coast Guard Vessels (CCGVs), and nine People's Liberation Army Navy (PLAN) warships.

Standing guard against this big Chinese fleet in the Sabina Shoal is the Philippine Coast Guard's (PCG) largest ship BRP Teresa Magbanua (MRRV-9701).

On Aug. 31, a CCG vessel repeatedly rammed into the BRP Teresa Magbanua.

The PCG ship, which has been in Sabina Shoal since April, sustained damage to its hull but no one among its crew was injured in the incident.

Meanwhile, 52 Chinese ships were spotted near Pagasa Island – 50 CMMV, one CCGV, and one PLAN vessel.

About 36 CMMVs were spotted around Iroquois Reef while 26 assorted Chinese vessels were seen in Ayungin Shoal – 17 CMMVs, eight CCGVs, and one PLAN warship.

In Bajo de Masinloc (Scarborough Shoal), 16 Chinese vessels were seen – eight CMMVs, six CCGVs, one PLAN vessel, and a Chinese Research Survey Vessel (CRSV).

Another CMMV was sighted in Kota Island while one CRSV was spotted near the Rizal Reef.

Highest for this year

Meanwhile, PN spokesperson for the West Philippine Sea (WPS) Rear Admiral Roy Vincent Trinidad said this latest sighting of Chinese vessels in the WPS is the highest ever recorded for the year.

"This is the highest we have recorded in the vicinity of our nine occupied features in WPS for this year. While it is not normal, it is within the range of the capability they could project in the SCS (South China Sea)/WPS. We can attribute the surge to the attention given to Sabina/Escoda Shoal in the last few weeks. Nevertheless, the increase in numbers will not justify their illegal presence, their coercive and aggressive actions and their deceptive narratives," he added.

Trinidad also said that the PN and the Armed Forces of the Philippines will continue to perform their mandate to protect the country's territory, uphold international law and contribute to regional peace and stability.

MANILA – Capital ship assets of the Philippine Fleet (PF) showcased their modern tactical capabilities by firing and testing all weapons systems during a series of warfare simulations conducted in the waters off Zambales, Bataan, and Mindoro Strait.

Capital ships refer to any naval service's most modern and capable platform.

In a statement Wednesday, PF spokesperson Lt. Giovanni Badidles said these capabilities were tested during the sea phase of the service's unilateral exercise held from Aug. 27 to 30.

"Aimed at enhancing the operational readiness, promoting interoperability, and encouraging tactical innovation among major surface platforms, frigates BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151), along with patrol ships BRP Ramon Alcaraz (PS-16), and BRP Andres Bonifacio (PS-17), rendezvoused in the designated area to execute tactical maneuvers, formations, and communications exchanges," he added.


Badidles said these drills were followed by anti-air warfare exercises with simulated missile firing featuring the aircraft of the Naval Air Wing.

"Highlight of the first day was the live gun firing exercise showcasing the 76mm gun of FF-151, and the 38mm Bushmaster guns of PS-16 and PS17. The PS-16 also took the opportunity to test fire its 'Super Rapid Blooming Offboard Chaff' (SRBOC) intended to defend the ship against missile attack," he added.

Badidles said that at night, these ships conducted "night steaming in company" (NSIC) while patrolling in tactical formation.

He added that these naval vessels also performed emission control exercises to detect and identify electromagnetic transmissions to build a recognized maritime picture, highlighting all the platforms’ capabilities in electronic warfare.

On the second day, Badidles said the surface action group simulated anti-submarine warfare scenarios with the NV-395 as maritime patrol aircraft and the AW-159 anti-submarine warfare helicopter (NH-441) utilizing its onboard dipping sonar to assist in locating and neutralizing the mock submarine target.

Badidles said representatives from the Fleet Operational Readiness Training Evaluation Group and the Naval Inspector General served as the exercise's umpires and evaluators.

"This kind of naval exercise between ships is a cornerstone of modern maritime strategy, reflecting the complexity and dynamism of naval operations. More than not routine drills, these exercises are essential for ensuring that the fleet and the navy remain capable, adaptive, and prepared for a wide range of operations," he added.

MANILA – The Philippines is keen to further develop its defense cooperation with Poland, while exploring possible partnership on maritime security and other maritime activities, Foreign Affairs Secretary Enrique Manalo said Wednesday.

In a bilateral meeting with visiting Polish Foreign Minister Radoslaw Sikorski, Manalo formally conveyed Manila’s interest to develop its maritime cooperation with Warsaw, citing the similarities and maritime traditions between the two states.

“The minister will be meeting with (Defense Secretary Gilberto) Teodoro to go into more detail, but certainly more defense cooperation is under consideration,” he said in a joint press conference in Makati City.

Manalo envisions this partnership taking in a number of forms, including bilateral activities, information sharing and exchanges between the Philippine and Polish coast guards.

“So, there are a lot of areas where we can cooperate in terms of maritime cooperation but also important is our commitment to upholding a rules-based order and the importance of international law,” he said. “I think we can work together to see how we can promote greater awareness."

Sikorski agreed that the evolving geopolitical situation in the Indo-Pacific and Europe opens up possibilities for an increased defense collaboration between Poland and the Philippines.

“The current international situation in both our regions causes both Poland and the Philippines to make efforts to modernize our armed forces. This creates additional opportunities for cooperation,” he said.

He also cited the need to strengthen bilateral dialogues on global security and fight against unconventional threats, including on cyberspace.

South China Sea, Ukraine

Manalo and Sikorski discussed various regional issues, including the Ukraine War and the South China Sea situation, and agreed that the security of Europe and the Indo-Pacific are “interlinked”.

“We discussed the destructive impact of order based on the logic of force and coercion pushed by the Russian Federation on the entire world, and expressed our concerns about Russia’s close cooperation with China,” Sikorski said.

He warned that allowing the principles of international order to be undermined in Ukraine would pave the way for “similar revisionist actions in other parts of the world”.

“Ukraine gave up one of the largest stockpiles of nuclear weapons in exchange for Russian security guarantees— guarantees of its independence and borders,” he said, noting the border treaty signed and ratified by Russian President Vladimir Putin in 2004.

“International treaties should not be ignored in the way that Vladimir Putin has done by invading Ukraine,” he added.

On the South China Sea, Sikorski said Poland supports an open and inclusive Indo-Pacific that is “free from any form of coercion”.

“Keeping the South China Sea waterways is vital not only to European supply chains but also to many other economies dependent on energy resources import," he said, citing that freedom of navigation is a fundamental principle enshrined in the United Conventions on the Law of the Sea.

“Any attempt to undermine this principle should be met by adequate response by the international community."

On top of defense and security, Manalo and Sikorski discussed ways to increase bilateral trade and boost ties on agriculture, information and communication technology, and peaceful uses of outer spaces, among others.

Manalo also encouraged more Polish companies to look into investing in the Philippines, especially on the automotive industry, transport logistics, energy and green technologies, and information technology-business process outsourcing.

Sikorski last visited the Philippines in 2006 when he served as the Polish minister for national defense.

MANILA – A team from the United States Defense Technology Security Administration (DTSA) and the US Indo-Pacific Command (USINDOPACOM) commenced the final Security Assistance Visit (SAV) to select units of the Armed Forces of the Philippines (AFP).

In a statement late Wednesday, AFP public affairs office chief Col. Xerxes Trinidad said the survey is a critical step towards finalizing the General Security of Military Information Agreement (GSOMIA) between Manila and Washington DC.


This came after the meeting between Steve James of the US DTSA and AFP vice chief of staff Lt. Gen. Arthur Cordura at the AFP General Headquarters in Camp Aguinaldo, Quezon City on Sept. 3.

The SAV aims to assess the AFP's security practices, focusing on key areas, such as information security, physical security, computer security, and security training.

"This evaluation will ensure that AFP units meet the security standards required to handle sensitive military information, thereby enhancing the effectiveness of bilateral operations between the two allied nations," Trinidad added.


The GSOMIA between the Philippines and the United States will bolster defense cooperation and facilitate the exchange of classified information, enhancing the operational readiness of both countries in addressing mutual security challenges in the Indo-Pacific Region.

The DTSA's assessment marks a significant milestone in advancing the defense relationship between the Philippines and the United States.

This also highlights the shared commitment to maintaining regional security and upholding a rules-based international order.

MANILA – China is not seen to invade Palawan province or any part of the Philippines despite its massive deployment of ships in the West Philippine Sea (WPS), a ranking military official said Thursday.

Philippine Navy (PN) spokesperson for the WPS, Rear Adm. Roy Vincent Trinidad made the remark after 203 Chinese vessels were spotted in WPS features from Aug. 20 to 26, the largest so far for this year.

"Hindi naman sapagkat wala naman sa intensyon nila yan, ang intent naman ng Chinese Communist Party is sea control of the vast expanse of the South China Sea sapagkat ito ay critical sa kanilang flow of commerce and trade (No, it is not their intention. The intent of the Chinese Communist Party is sea control of the vast expanse of the South China Sea which is critical for the flow of their commerce and trade)," he said in a radio interview, when asked on the possibility of China's invasion of the Philippines' westernmost province.

Trinidad said this might also be the reason why Beijing built military bases across the South China Sea.

Out of the 203 Chinese vessels spotted in the WPS, 71 were spotted in the Sabina Shoal where the Philippine Coast Guard's largest ship BRP Teresa Magbanua is standing guard.

Trinidad said the Philippine Air Force and the PN have been making their presence felt in the area by conducting regular patrols.

He said the Bureau of Fisheries and Aquatic Resources and the Philippine Coast Guard are also helping maintain the country's presence in the WPS.

"We are here to show that (we) will not be deterred in performing our mandate. we challenge them, we tell them that they are within the EEZ (exclusive economic zone) of the Philippines and pag hindi sila umalis we make the appropriate reports, nakaraming report na rin tayo sa kaukulang ahensya ng gobyerno (and if they will not leave, we will make the appropriate reports, we already filed a lot of reports to the appropriate agencies)," he said.

MANILA – Japan and Australia have expressed “serious concern” over China’s “intensification” of dangerous and coercive activities towards the Philippines in the South China Sea (SCS).

The statement was issued after the 2+2 ministerial meeting between Australian Foreign Minister Penny Wong, Japanese Foreign Minister Kamikawa Yoko, Australian Defense Minister and Deputy Prime Minister Richard Marles, and his counterpart Japanese Defense Minister Kihara Minoru in Victoria, Australia on Sept. 5.

“We expressed serious concerns over recent developments in the South China Sea, including an intensification of China's dangerous and coercive activities towards the Philippines, which have occurred with high frequency,” the four ministers said.

“We opposed any coercive actions that could escalate tensions and undermine regional stability, including the militarisation of disputed features.”

The ministers reiterated the importance of freedom of navigation and overflight and the peaceful resolution of disputes and again reaffirmed that the 2016 South China Sea Arbitral Tribunal Award is “final and legally” binding on the two parties.

During the meeting, the two states agreed to expand security cooperation “to include all tools of statecraft to help prevent conflict and maintain peace and stability in the Indo-Pacific.”

The ministers said they would work with Southeast Asian nations “to improve regional economic, security and climate resilience to security challenges.”

They then confirmed continuing support to the Philippine Coast Guard as part of their wider effort to enhance civil maritime cooperation with partners in the region.

MANILA – The defense chiefs of the Philippines and the United States tackled ways to beef up the capabilities of the Armed Forces of the Philippines (AFP).

In a statement Friday, the Department of National Defense (DND) said this was among the matters discussed by Secretary Gilberto Teodoro Jr. and his American counterpart, Secretary Lloyd Austin III, during a phone conference on Sept. 4.

The DND said this is the eighth time the two defense chiefs "spoke on the phone to discuss security developments in the Indo-Pacific region and explore ways to further enhance the Philippine-US alliance."

"The call ended with Secretary Teodoro and Secretary Austin discussing ongoing projects and activities that aim to bolster the Philippines-US alliance," it said.

No other details were provided regarding the specific projects being undertaken by the Philippine and US defense establishments for security reasons.

Teodoro also thanked the US for its commitment to help Manila bolster its defensive capabilities.

"With the successful outcomes of the Philippines' hosting of the 4th Philippines-US Two-Plus-Two Ministerial Consultations in July 2024, and the recent Mutual Defense Board - Security Engagement Board (MDB-SEB) last week, Secretary Teodoro welcomed the US' reaffirmation of its steadfast and ironclad commitment to the Philippines," the DND said.

The DND added that it would closely coordinate with the US on much-needed disaster response, as two more typhoons are expected to enter the country in September.

This came after Washington DC offered to help Manila mitigate the ongoing impact of typhoons and weather disturbances in the Philippines.

"Both officials looked forward to personally engaging each other again in the upcoming ASEAN Defense Ministers' Meeting (ADMM) - Plus in Lao People's Democratic Republic (PDR) in November 2024," the DND said.

MANILA – An Italian Navy carrier strike group has shared its best practices to the Philippine Navy (PN), which is now in the process of developing its naval aviation capabilities.

The PN welcomed the Italian delegation, led by Rear Adm. Giancarlo Ciappina, during their visit to the Navy headquarters in Manila on Thursday, according to the PN's media release on Friday.

A carrier strike group is a flexible naval force that can operate in confined waters or in the open ocean, day and night and in all weather conditions.

They were formally welcomed by Naval Reserve Command deputy commander, Commodore Lemuel Espartinez.

“Let me thank you for the great hospitality that your Navy has shown to us and the friendship. It is a privilege to be here,” Ciappina, who is also the commander of the Italian Navy's Fleet Air Arm, said.

The Italian carrier strike group consisting of the aircraft carrier, ITS Cavour, and its escorting frigate, ITS Alpino, arrived in Manila for a goodwill visit on Sept. 2.

Part of the visitors’ mission is to showcase Italian culture, traditions, technology and research through best practice sharing with the PN.

“It is always a pleasure for the PN to host other like-minded navies and other like-minded Armed Forces who are here for a visit. We look forward to your visits again and our future cooperation with the Italian Navy,” Espartinez told the guests.

Through the visit of the Italian Navy, the PN reaffirms its role as a modern and multi-capable force that is ready to collaborate with international partners.

Teodoro meets with Polish top envoy

Meanwhile, Department of National Defense Secretary Gilberto Teodoro Jr. also welcomed Poland Minister of Foreign Affairs, Minister Radoslaw Sikorski, at the DND headquarters in Camp Aguinaldo, Quezon City on Sept. 4.

This visit aims to discuss potential initiatives to advance bilateral defense relations between the two nations.

"Following the 50th anniversary of the establishment of diplomatic relations between the Philippines and Poland in 2023, Secretary Teodoro highlighted the common values and shared sentiments of both countries towards upholding a rules-based international order," the DND said in a statement Friday.

In response, Sikorski emphasized Poland's interest in cooperating with like-minded countries such as the Philippines in the field of defense.

The Polish official highlighted Poland's shift in prioritizing its national defense spending, which is about 4.3 to 4.7 percent of the country's gross domestic product.

Given the substantial progress of bilateral defense relations between the Philippines and Poland, specifically the delivery of the first batch of S-701 Black Hawk combat utility helicopters, which are enhancing the operational capacity of the Philippine Air Force (PAF), the two officials explored prospects of cooperation beyond procurement.

These include exchanges of information and experts in combatting disinformation, emerging and disruptive technologies, hybrid warfare, and cyber security.

The PAF procured an initial 16 Black Hawk helicopters from Poland in 2020, delivered from 2020 to 2021.

"The meeting concluded with both parties reaffirming their commitment to deepen defense cooperation through the 2013 Memorandum of Understanding concerning the development of bilateral relations on defense, and working towards more interactions in advancing defense collaboration for the mutual benefit of the Philippines and Poland," the DND added. MANILA – House of Representatives Speaker Ferdinand Martin G. Romualdez on Saturday assured soldiers and all members of the Armed Forces of the Philippines (AFP) that the Marcos administration would push for a more than 100 percent increase in their daily subsistence allowance in 2025.

“Next year, expect to receive a higher daily subsistence allowance from your government. Mula PHP150 per day, dodoblehin natin ang daily subsistence allowance ninyo. Ang target natin, maitaas natin ito hanggang PHP350 per day (From PHP150 per day, we will double your daily subsistence allowance to up to PHP350 per day),” he told soldiers at Camp Nakar in Lucena City.

Romualdez, together with other leaders of the House, joined officers and men of the AFP’s Southern Luzon Command, led by its commander, Lt. Gen. Facundo Palafox IV, for a fellowship.

He noted that at the instruction of President Ferdinand R. Marcos Jr., the increase, which would entail PHP15 billion in additional funding, would be included in the 2025 national budget.

“Bilang inyong Speaker, sisiguruhin ko na mailalagay ang pondong ito sa 2025 National Budget na tinatalakay namin ngayon alinsunod sa kautusan ni Pangulong Bongbong Marcos (As your Speaker, I will ensure that the funds will be included in the 2025 National Budget that we are currently scrutinizing in compliance with the order of President Marcos),” he said.

Romualdez said he and his colleagues in the House are aware of the sacrifices of soldiers and their families for the country, thus, they want to reciprocate this “by bringing comfort to your lives.”

The House has already passed on the third and final reading a measure that institutionalizes a sustainable pension system for veterans and military retirees, while measures to provide quality health care and legal assistance for military personnel in the lawful performance of their duties are also being pushed.

He said the House likewise remains committed to supporting the AFP Modernization Program to improve the nation’s overall defense posture.

“We are also exploring resources to further strengthen archipelagic defense and international alliances in the face of modern-day security challenges,” he said.

At the same time, Romualdez committed funding for areas that have been declared communist insurgency-free.

He urged local officials, from governors to barangay captains, to help the national government in sustaining peace and preventing the resurgence of armed groups.

He also acknowledged the soldiers’ “hard work and sacrifices for the defense of our national sovereignty.”

“Sa mga okasyong ito, naipapaabot namin, sampu ng mga kapwa nating Pilipino, ang aming taos-pusong pasasalamat sa inyo sa lahat ng inyong mga sakripisyo – mga sakripisyong ginagawa ninyo para bantayan at siguruhin ang pambansang seguridad at soberenya (In these occasions, we, and all fellow Filipinos, are able to extend our heartfelt gratitude to you for all your sacrifices – the sacrifices you make to defend and ensure national security and sovereignty),” Romualdez said.
