A member of militant group Bagong Alyansang Makabayan (Bayan) has decried allegations that he killed a soldier during an encounter between Communist rebels and the military in Iloilo province last April.

“The accusation against me is nothing, but pure harassment by state forces to stop me from my advocacy work as an activist,” said Bayan-Panay Secretary General Elmer Forro.
Along with a platoon leader of the New People’s Army (NPA), Forro is facing murder and multiple attempted murder charges after Private First Class Mark Nemis was killed in an encounter that happened during a ceasefire.

Nemis was the lone casualty when NPA rebels clashed with the security team of the 301st Infantry Brigade (301 IB). Government troops were in the area after locals allegedly complained of renewed extortion by the NPA.

Forro considered the charges filed before the Iloilo Provincial Prosecutors Office as trumped-up, and another form of harassment against those critical against the Duterte administration, especially during the coronavirus disease (COVID-19) pandemic.

According to Forro, he was in Iloilo City and engaged in relief operations to provide food supply to communities affected by the strict lockdown.
