From the Philippine Information Agency (Jan 23, 2020): ELCAC initiatives boost peace, progress (By Liez'l Marie Lamasan)
SAN JOSE, Jan. 23 (PIA6) -- Various endeavors implemented under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) are geared toward the community’s peace, progress and development, according to the Antique Police Provincial Office (PPO).
In an interview by the Philippine Information Agency (PIA), Antique PPO Information Officer Staff Sergeant John Mark Gonzaga said that these activities, in partnership with the national government agencies, delved on information and education campaign and gift-giving in far-flung barangays, and creation of task forces among the municipal police stations.
“We have no other vision but to unite for continued peace and progress,” Gonzaga shared.
As for the local government units (LGUs), the mayors have issued executive orders declaring rebel and communist groups as "persona-non-grata," according to the police officer.
In terms of maximizing socio-economic gains and reintegration to the government, the security forces also supported the implementation of the Enhanced Comprehensive Local Integration Program (E-CLIP).
Under E-CLIP, former members of the Communist Party of the Philippines (CPP), New People’s Army (NPA) and National Democratic Front (NDF) and their immediate families, who desired to abandon armed struggle, were allotted with a package of assistance in order to become productive constituents.
“They were given cash incentives useful for business opportunities,” Gonzaga explained.
Meanwhile, Police Regional Office (PRO-6) director PBGen. Rene Pamuspusan, in his visit to Antique PPO, expressed his aspiration to maintain the status of Antique as insurgency-free province.
“Now you realized how fast the progress and the development of the province is when that problem is gone (referring to insurgencies) and I hope we could showcase this that Antique province has already progressed a lot, ” PBGen. Pamuspusan said.
The NTF-ELCAC was institutionalized through President Rodrigo Duterte’s Executive Order 70 promoting participatory governance to achieve sustainable peace in the country. (LTP/LML-PIA6 Antique)
