BUTUAN CITY -- Leaders of Higaonon tribe from various provinces in Mindanao have expressed their full support to President Rodrigo R. Duterte's "whole of nation" approach in tackling communist insurgency, as provided under Executive Order 70
EO 70 mandates the establishment of task forces in regional and provincial levels in the country to end local communist conflicts to pave the way for the development interventions in communities and achieve lasting peace.
In a statement issued on Sunday, the Army's 26th Infantry Battalion (26IB) said a total of 349 Indigenous People (IP) leaders belonging to Higaonon tribe declared their full support to EO 70.
The IP leaders also denounced the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), and declared both groups unwelcome in IP communities.
The declaration was made on Friday (November 15) during the Dumalungdong Festival held in Sitio Mahayonhayon, Barangay Guibonon, Esperanza, Agusan del Sur, the 26IB said.
In a resolution signed by tribal leaders from Agusan del Norte, Agusan del Sur, Bukidnon, and Misamis Oriental, the Higaonon elders declared the CPP-NPA persona non grata in their ancestral lands.
The IP leaders were led by Datu Edu Casugudan, the Higaonon tribal chieftain of Agusan del Sur, and Datu Nilo Manpatilan.
1Lt. Don Johnet Dominguez, company commander of the 26IB's Charlie Company, based in Poblacion, Esperanza, graced the event.
Dominguez said the IP leaders' resolution expressed their desire to develop their ancestral lands and live in peace.
The presence of the NPA, the resolution added, continues to hamper the development interventions of the government in IP communities in the area.
The decision of the leaders of the Higaonon tribe was welcomed by Lt. Col. Romeo C. Jimenea, 26IB commander.
Jimenea said the action of the Higaonon tribe only proves that the IPs are already tired of the atrocities committed by the NPA.
He also urged the tribal groups in Mindanao to unite to end the insurgency that has been hindering the development initiatives of the government in far-flung communities.
“With the support of the tribal leaders and all stakeholders through the implementation of Executive Order 70, it is possible for all of us to attain just and lasting peace for sustainable development,” Jimenea added.
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.
