DIPOLOG CITY, Zamboanga del Norte – Ranking cadres and active members of the Communist Party of the Philippines New People’s Army (CPP NPA) in Zamboanga Peninsula had recently met with a panel from the government's national and regional task force to end local communist armed conflict (ELCAC) held at a local hotel here.

The activity is a part of the local peace engagements in the region where a peace panel from the regional task force will be formed for the conduct of subsequent dialogues.


“We have not committed anything yet. But, a commitment to meet again has already been agreed,” said Atty. Reuben Dasay Lingating of the Office of the Presidential Adviser on the Peace Process speaking before the media in a press conference.

He said the exploratory talk is a first step to truly end insurgency up to its root cause.

“What needs to be done is the institutionalization of addressing the local communist armed conflict. We do not only encourage them to join the ECLIP, but solve the very root cause of the problem,” he emphasized.

Regional Director Ariel Perlado of the National Intelligence Coordinating Agency (NICA)-9 called on the NPA rebels in the region to trust the sincerity of President Rodrigo Duterte’s administration in solving insurgency through the whole of nation approach.

This was also seconded by DSWD Usec. Rene Glen Paje, undersecretary for inclusive and sustainable peace, who urged the NPA rebels to surrender and lay down their arms.

Governor Roberto Uy of Zamboanga del Norte province have also expressed his support to the initiatives of the government in resolving insurgency especially with his area having 38 barangays identified to have been influenced and threatened by the NPA.

“Sa mga kaigsoonan ko, kami willing mi makig negotiate ninyo basta naa lang mo’y mga lider nga munaog ug muistorya unsa man ang inyong problema kay kami willing gyud mi mutabang,” (To my brothers [NPAs], the government is willing to negotiate with you. If you have a leader who is willing to sit down and talk with us about your issues, we are very much willing to help.)

The Local Peace Engagement is among the 12 clusters created under the Executive Order No. 70 which is headed by the Department of the Interior and Local Government. (EDT/PIA9-Zamboanga del Norte)
