CONVERGENCE OF THE PUERTO PRINCESA CITY PEACE AND ORDER COUNCIL AND DEVELOPMENT COUNCIL TO END THE LOCAL COMMUNIST ARMED CONFLICT (ELCAC)
September 11, 2019 is a momentous day for the people of Puerto Princesa City. The City Government, headed by no less than Mayor Lucilo Bayron, called for a Joint Meeting of their two (2) most powerful councils: the City Peace and Order Council (CPOC) and the City Development Council (CDC) to form the City Task Force to End the Local Communist Armed Conflict in the City of Puerto Princesa. These two (2) councils are both chaired by the City Mayor wherein the CDC is the primary institution that coordinates and sets direction of all economic and social development efforts in the City while the CPOC provides a forum for dialogue and deliberation of major issues and problems affecting peace and order. The very important meeting attended by all members of the CPOC and CDC from then on is expected to be regularly and jointly convened to work as a "Whole of Nation Team" to address the primary and secondary issues in GIDAs and conflict-affected areas of the City to finally put an end to the local communist armed conflict. With the City Task Force to ELCAC formally created and operationalized in compliance with Executive Order Nr. 70 of the President, the converged CPOC and CDC formally and jointly adopted Joint Proclamation Nr. 1 establishing the CTF ELCAC of Puerto Princesa City with antecedent function and powers to address the Communist Terrorist Group's menace.
This is parallel to the effort of three (3) Municipalities and 130 Barangays in the Province of Palawan, based on update report to the DILG-Led Clusters MIMAROPA, that already created their respective Task Forces ELCAC through the convergence of their Peace and Order and Development Councils. Same is true with the efforts being made by other remaining municipalities and barangays of the province.
We, in Western Command, are more than hopeful as one of the Cluster Members of the 12-Clusters of ELCAC to work with other lead agencies in providing the needed support to the different Task Forces at various levels in order for the Local Government Units to be empowered in ending the local communist armed conflict in the Province of Palawan.
