Two Moro Women Representatives Ruby Maquiso Sahali and Bai Sandra Sinsuat-Sema of Maguindanao handed-over the Bangsamoro Transition Commissions’ crafted Bangsamoro Basic Law (BBL) to House Speaker Pantaleon Alvarez and Majority Floor Leader Rudy Fariñas on Monday, September 25.

Representative Sahali disclosed during the ASEAN Conference on Peace and the Prevention of Violent Extremism at PICC, Pasay City on Saturday, September 23 that she will back the sponsorship of the BBL in Congress to speed up its passage.

Sahali said before the delegates that she will file the BBL along with Representative Sema, wife of former Cotabato City Mayor Datu Muslimen Sema.

She talked to members of Mindanao and Manila-based civil society organizations during a luncheon informal meeting and further elaborated her plans.

As quoted in her FB posted yesterday, she said “Alhamdulillah! The BBL version will finally be pass[ed] in the House of Representatives.”

“Today is a historic event as Speaker Pantaleon Alvarez and Majority Floor Leader Rudy Fariñas have finally given us the green light to enroll the BBL,” Sahali said.

She described the hardships she felt with Rep. Sema in pushing forward the BTC’s BBL to congress every now and then.

After series of meetings between of the Moro Islamic Liberation Front (MILF) leadership and the government in Malacañang Palace, President Rodrigo Duterte had agreed to certify Bangsamoro law as an urgent measure.

However, the BBL is expected to hurdle challenges in the hands of lawmakers considering the alleged constitutional infirmities of some of its provisions, and of course how does the Congress harmonize the four versions of BBL submitted to them by ensuring that the result will be based on the true aspirations of the Bangsamoro people.

The MILF from time to time is saying that the passage of the BBL is unilateral to government side, but stressed that any Bangsamoro Law that maybe passed by congress should be compliant to the CAB.

Once the BBL is passed, the MILF will allow their armed-forces to be fully decommissioned so that their combatants can go back to normal life once a regular Bangsamoro government is established to replace the ARMM.

Decommissioning, however is dependent on how the GPH implements the Framework Agreement on the Bangsamoro (FAB) and the CAB.
