From InterAksyon (Mar 8): 2 members of Abra's private army surrender to police

In line with government’s aim to neutralize private armies for a fair youth election in April, the intensified operations of the Police Regional Office Cordillera led to the surrender of two members of a private army in Abra.
The two private army members voluntarily surrendered without firearms Thursday morning, said Supt. Cherry Fajardo, Cordillera police information officer. She added that the duo, who are members of the Perfecto Purugganan Group, had been hiding from the authorities for years.
The surrenderees were identified as Sonny Bindo from Langiden, Abra while his companion Jaime Blanes is a resident of Bangued, Abra.
Bindo and Blanes surrendered to the joint elements of the Abra police, members of the Military Intelligence Group (MIG 1), Intelligence Service of the Armed Forces of the Philippines (ISAFP), and to Barangay Captain Artemio Donato of Langiden, according to Senior Superintendent Albertlito Garcia, head of Philippine National Police-Abra.
The police said that Bindo participated in the alleged staged ambush of their patron ABC President Artemio Donato in Barangay Nalnas-Dalayap, Langiden, Abra in March 2013. Blanes is wanted for frustrated murder and was hiding until his recent surrender.
Another member of their group is wanted and still at large.
Fajardo said negotiations with other private army members will continue as part of police peacekeeping strategy in line with our objective to have a secure and fair Sangguniang Kabataan election on April 26, 2015.
Abra is reportedly has various private armies that heighten their activities during elections in favor of political war lords who seek to ensure their political positions in the area, said a source from the province who requested not to be identified.
