From the Philippine Star (Oct 30): Karapatan to seek SC intervention in security guard' arrest
Rights group Karapatan will ask the Supreme Court Tuesday to order authorities to produce a security guard who was mistaken for a high ranking official of Communist Party of the Philippines.
Karapatan secretary-general Cristina Palabay said security guard Rolly Panesa has been falsely accused by the military and police to be Benjamin Mendoza, whom the Armed Forces of the Philippines alleged as being a ranking communist rebel. According to the military, Mendoza has a P5.6 million bounty for his capture. Palabay said Panesa, employed by the Megaforce Security, was arrested last October 5 by joint elements of the 2nd Infantry Division of the Philippine Army, led by Maj. Gen. Alan Luga, and the Philippine National Police. The group, along with the National Union of People's Lawyers, will join Panesa's sister, Jiose, and his common law wife Marites Chioco in filing the petition for a writ of habeas corpus before the High Court. Palabay claimed that authorities tortured Panesa while in their custody.
