Camp Navarro, Calarian, Zamboanga City- November 28, 2020

Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. stated that villagers from the far-flung communities of Sulu and Basilan were able to avail of the different government services through the “Serbisyo Caravan” which ran from November 23-28, 2020.

“The Western Mindanao Command provided all sorts of assistance needed during the conduct of the said caravan in municipalities under our area of responsibility,” said Lt. Gen. Vinluan, Jr.

“We are grateful that the national government chose the far-flung communities of Sulu and Basilan as beneficiaries for this year’s “Serbisyo Caravan”. This is will be a great advantage toward the communities’ peace, progress, and development,” Lt. Gen. Vinluan, Jr. added.

The activity aimed to continue the peacebuilding efforts of the government amidst the current health situation and to support the government’s efforts to end the local armed conflict.

In Sulu, residents of Barangays Latih and Bungkaong, all of Patikul, Sulu benefitted from the two-day caravan conducted on November 24 to 25, 2020. They received provisions of COVID-related assistance and attended the information, education, and communication campaign on the Bangsamoro normalization process.

Representatives from the Office of the Governor and Municipal Office of Patikul were able to give updates on the socio-economic developments that were made possible through the Provincial and Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC).

Likewise, Regional Director Ariel Perlado of NICA-9 pointed out that based on their research, armed conflict is caused by three main factors: poverty, illiteracy, and social injustice. He also emphasized that the President is determined to put an end to these factors hence the Executive Order No. 70, s. 2018 and the creation of the National Task Force.

Meanwhile, more or less 189 families benefitted from the “Serbisyo Caravan” conducted in Barangay Mahatalang, Sumisip, Basilan on November 27 to 28, 2020.

Community consultation and distribution of relief goods were held during the activity spearheaded by Mr. Peter Cheng the Program Manager III of OPAPP Region IX together with 64th Infantry Battalion Commanding Officer Lt. Col. Reynante Besa and Basilan Provincial Administration Many Muarip.

The “Serbisyo Caravan” is an initiative of President Rodrigo Roa Duterte to bring basic services to the farthest and terrorist-infested communities.

The successful conduct of the activity is attributed to the collaborative efforts of the participating agencies which include the Office of the Presidential Adviser on the Peace Process (OPAPP) together with the Provincial Local Government Units of Sulu and Basilan; Municipal Local Government Units of Patikul, Sumisip, and Maluso; Ministries of the Bangsamoro Autonomous Region in Muslim Mindanao; the WestMinCom’s 11th Infantry Infantry Division and 101st Infantry Brigade; Sulu and Basilan PNP Provincial Police Offices; and NICA IX.
