FLORIDABLANCA, Pampanga, Sept. 3 (PIA) -- The Poverty Reduction, Livelihood, and Employment Cluster (PRLEC) of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) plans to create a technical working group (TWG) that will help settle issues on ancestral domains of indigenous peoples (IPs).

This came after Nabuclod Chair Anita Kapasanan confirmed the existence of private individuals and entities holding titles to properties in the area.

According to Pampanga Provincial Agrarian Reform Program Officer Eden Ponio, there are four areas in the ancestral domain which are covered by the Comprehensive Agrarian Reform Program.

“Department of Agrarian Reform (DAR) issued these land titles to farmers through the issuance of Certificate of Land Ownership Awards, prior to the declaration of the ancestral domains,” she said.

In addition, some landowners acquired their titles through the “Handog Titulo” program of Department of Environment and Natural Resources (DENR), prior to the enactment of the Indigenous People's Rights Act (IPRA) in 1997.

355th Aviation Engineer Wing Deputy Wing Commander Col. Gerardo Zamudio Jr., who suggested the creation of the working group, said its primary task is to settle ownerships of land by private individuals within the ancestral domain of the IPs in Nabuclod.

With this, National Commission on Indigenous Peoples (NCIP) Commissioner Rolando Rivera assured the residents in the community that they are dedicated to help find solution to their land issues.

He said that with the passage of the IPRA Law in 1997, NCIP was given authority to issue titles of land within the ancestral domain.

“We will review the land titles issued within their ancestral domain and coordinate with other concerned agencies in order to ensure the protection of their rights as an IP community,” Rivera said.

He also dissuades the IPs from entertaining communist insurgents who want to take advantage of indigenous peoples and use them and their issues in order to disrupt the services of the government.

“We have a legal affairs bureau and ancestral affairs office who are tasked to address this issue on ancestral domain. Bring all these concerns before us. The Left is taking advantage of the situation, saying we are not addressing this. But rest assured that we will do something about these issues,” Rivera said.

He added that the commission is planning to ink a memorandum of agreement with DAR regarding IP concerns in the province.

Aside from ancestral domain issues, the TWG will also be responsible for addressing grievances and other needs of the IP communities in the province.

These include initial profiling of members of the IP community; issuance of birth certificates, licenses and registration; engineering assistance for roadworks; and partnership for the National Greening Program.

The TWG will be chaired by the NCIP. Members will include the Land Registration Authority, DENR, DAR, concerned local governments and Land Bank of the Philippines. (CLJD/MJSC-PIA 3)
