TACLOBAN CITY, Aug 9 (PIA) -- In a sustained whole-of-nation approach to assist the surviving families of the victims of the Inopacan Purging, an opening ceremony for the skills training program for the said families will be conducted on Monday, August 10, at Barangay Amguhan, Baybay City.
The families of the Inopacan Purging victims from the City of Baybay, Inopacan and Mahaplag have been organized into seven (7) associations.
The various trainings awarded to beneficiaries include (1) Production of High-Quality Inbred Rice, Seed Certification and Farm Mechanization; (2) Organic Agriculture Production NC II; (3) Service Electrical System (Leading to Motorcycle/Small Engine System (NC II); (4) Bread and Pastry Production NC II; and (5) Cookery NC II.
Each training program is 20 pax per batch per qualification. The trainings will be conducted in the beneficiaries’ respective communities. While training, the beneficiaries will be given allowance of P160 per day during the duration of training, P500 for internet and P500 for health/protective equipment.
Engr. Zosimo De Asis, TESDA Leyte Director, said that the program will be participated by the association officials of the communities of said families, government officials led by the Local Chief Executives of Baybay and Inopacan, the regional directors of TESDA and the Department of Agriculture, and the 14th Infantry Battalion of the Philippine Army, among others.
To recall, the Regional Task Force – ELCAC in Eastern Visayas conducted a special convergence mission dubbed “Halad ug Panaghiusa Alang sa Kalinaw ug Kalambuan (Convergence for Peace and Development) on October 29, 2019 in Baybay City.
The Convergence activity was graced by Secretary Hermogenes Esperon Jr., National Security Advisor and Vice Chairperson of the National Task Force to End Local Communist Armed Conflict, and Secretary Eduardo Del Rosario of the Department of Housing and Urban Development who is the Cabinet Officer for Regional Development and Security for Eastern Visayas.
The mass purging tagged by the NPA as “Oplan Venereal Disease,” claimed the lives of about 300 residents in Leyte province, based on estimates of former rebels and the victims’ relatives.
Skeletal remains of 67 individuals were unearthed from shallow graves at Subang Daku village in Inopacan town on August 28, 2006 through the help of villagers.
As Secretary Esperon narrated during the Convergence activity, he had visited the gravesites in 2006 while he was still AFP Chief of Staff, and consequently, he filed a case of multiple murder against the leaders of the communist movement in a Hilongos trial court, which was later transferred in a Manila court.
“Ang kasong 'yon ay nagbunga ng pag-issue ng warrant of arrest for the more than 38 leaders of CPP-NPA, including Sison, Jalandoni, and others,” Esperon said.
That was a giant leap of support for the 135 surviving families crying for justice for a crime committed over the past three decades. (PIA-8)
