The NPA-Apolinario Gatmaitan Command (AGC), Regional Operational Command in Negros Island will continue to launch tactical offensives against the fascist AFP/PNP troops who victimize civilians in Negros, through illegal arrests, planting of evidence, and widespread militarization in the countrysides.
Since June, there have been at least 5 cases of extrajudicial killings, 27 illegal arrests and planting of evidence, at least 4 cases of physical torture, and at least 50 enforced surrenders and harassment due to militarization all over the island. These human rights violations perpetrated by the AFP/PNP are against innocents, mostly farmers, in their crackdown spree under the MO 32, EO 70, and the recently passed Terror Law despite the ongoing Covid-19 pandemic.
These violent acts are in retaliation to the successful tactical offensives mounted by the NPA, most recently the ambushes in Himamaylan and Ilog and a partisan operation in Guihulngan. After this, state forces vent out their losses instead to the masses who are unarmed and defenseless, a clear violation of the Comprehensive Agreement of Respect for Human Rights and International Humanitarian Law (CARHRIHL). The US-Duterte regime is utilizing the pandemic to silence critics and sow fear among the people.
As such, the audacity of Vinoya to declare that the revolutionary movement is looming to fall in Negros Island is but baseless propaganda, a vain attempt to save face and boost the morale of his demoralized troops. The NPA continues to operates in 5 guerilla fronts in the region, with tens of thousands in its mass base. Public health and emergency food production campaigns are still being launched to address the public health crisis.
The NPA-AGC will continue tactical offensives against the brutal troops of the regime who commit gross human rights violations to terrorize and silence the disgruntled population. In support of the strengthening movement of the broad masses to oust the US-Duterte regime, the NPA will intensify guerilla warfare, expand and consolidate its mass base, and wage agrarian revolution for the eventual seizing of political power to establish the true government of the people in the context of the national democratic revolution.
