AFP-CRS: BGen Madriaga retires, Col Palma assumes as OSSSM

CAMP GENERAL EMILIO AGUINALDO, Quezon City – Brigadier General Ignacio B Madriaga AFP relinquished his position as Chief of the Office for Strategic Studies and Strategy Management (OSSSM) on Thursday, July 30 as he bows out from military service. Colonel Edgardo C Palma will now take over the said position.

The Deputy Chief of Staff Lt. Gen. Antonio Ramon Lim presided the Change of Office with Retirement Ceremony at the AFP Commissioned Officers Country.

“BGen Madriaga’s leadership took the Office of the Strategic Studies and Strategy Management to greater heights during his designation. His wisdom and expertise came from over three decades of selfless and dedicated service. We are fortunate to have experienced his invaluable contributions to our organization.”

Prior to his appointment as the Chief, OSSSM, Bgen Madriaga served as the 25th Commander of 302nd Infantry (ACHIEVER) Brigade, 3rd Infantry (SPEARHEAD) Division, Philippine Army. He is a member of the Philippine Military Academy “Maringal” class of 1988. BGen Madriaga spent his early years as Infantry Officer of the 7th Infantry Battalion, 3rd Infantry Division, Philippine Army based in Negros Occidental.

His academic achievements include Masters in Strategic Security Studies and Masters in Business Administration and Management Studies. He also received a Certificate of Excellence from the National Defence University in Washington DC, USA, for his Master of Arts in Strategic Security Studies.

As Chief, OSSSM, BGen Madriaga led the office in assisting 64 units/offices in their AFP Transformation Institutionalization Pathway (AFPTRIP) journey. Under him, the office had developed six (6) Strategic Papers and three (3) Policy Working Papers which are a boost in AFP’s strategy to achieve its ultimate vision of becoming “A World-class Armed Forces, Source of National Pride” by 2028.

Meanwhile Col Palma’s latest assignment was in 11th Infantry Division where he served as the Division Inspector General. He is from PMA “Sambisig” Class of 1991 and holds a Master’s Degree in Public Management Major in Development Security.

“We are assured that the commendable performance of the OSSSM will be continued with Col Palma now holding the reins. The AFP leadership will remain as your guiding light as we work hand in hand towards the fulfillment of our mission,” LtGen Lim said in closing.
