BAYOMBONG, Nueva Vizcaya, Dec. 10 (PIA) – Officials of the National Task Force-End Local Communist Armed Conflict (NTF-ELCAC) here said Indigenous Peoples (IPs) in the country are being lured into insurgency camps and opeations.

Lt. Jano Andig, national LTF-ELCAC head secretariat said IPs continue to be recruited and used by the Communist Party of the Philippines-New Peoples Army (CPP-NPA) especially in Mindanao.

He said NPAs were able to build their camps within IP communities using and capitalizing deceitful social issues and concerns affecting their welfare under the Indigenous Peoples Rights Act (IPRA).

“This is also happening in Luzon not only in Mindanao . Our IP communities are now infiltrated that is why we need to come together and address these issues,” Andig said.

He said insurgency campaigns and operations are being done by the Cordillera Peoples Struggle (CPS), a communist terrorist group covering Luzon.

According to Andig, the presence of Ancestral Domain Claims in Luzon have become targets of the NPA in establishing their stronghold with the support of IP sympathizers and members.

“We are asking our IP elders to conduct your own assessments in your respective areas and come up with your security plans and programs,” he added.

Andig also bared hat IPs are also being used to push the anti-government

campaigns and rallies in Metro Manila and in regions and provinces.

The ELCAC official made the report during the Regional Planning Workshop on NTF-ELCAC initiated by the National Commission on Indigenous People (NCIP). (MDCT/BME/PIA 2-Nueva Vizcaya)
