The Negros Oriental Task Force to End Local Communist Armed Conflict (NOTF-ELCAC), headed by Governor Roel Degamo, will provide government services to hundreds of residents in Canlaon City as part of President Rodrigo Duterte's "whole of nation" approach in fighting insurgency.
On October 9, the NOTF-ELCAC, along with the Office of the Presidential Assistant for the Visayas and the Department of the Interior and Local Government (DILG) 7 (Central Visayas), will conduct the daylong "Dagyawan: Talakayan ng Mamayan" and "Gobyernong Serbisyo Caravan" in the locality.
The "Dagyawan", a solution-driven consultation with residents, will be held at the poblacion or city proper while the government services caravan will be conducted in Barangay Lumapao.
Lumapao and another village, Bayog, in Canlaon City, are two of 16 barangays in Negros Oriental tagged as conflict areas due to the presence of communist insurgents.
Meanwhile, during a meeting of the NOTF-ELCAC on Thursday, DILG-7 Director Leocadio Trovela lauded the successful holding of the first Dagyawan and Serbisyo Caravan in Guihulngan City last September 10 and 11.
His assessment noted the cooperation of the various national government agencies and other stakeholders who participated in the activities.
During the Dagyawan consultation, barangay officials raised issues and concerns, which some national government agencies (NGAs) immediately addressed.
However, the NOTF-ELCAC passed a resolution en masse during the meeting that NGAs that did not participate in the Guihulngan activities be made to explain their absence.
These include the Department of Public Works and Highways, the Land Transportation Office, and Pag-IBIG Fund, said Jennifer Tilos, InfoCen manager of the Philippine Information Agency in Dumaguete and head of the NOTF-ELCAC's Strategic Communication Cluster.
After Canlaon City, the NOTF-ELCAC will hold the same activities in Sta. Catalina on October 25, Zamboanguita on November 8, and Valencia on November 14, she said.
