After investigation and going through TSgt. Joseph’ Paredes personal records, the NDF-NCMR has proven that he is an intelligence officer of the 4th IDPA. He has civilian assets operating in different areas in NCMR. He is actively involved in intel work against NPA members. He maintains a group dubbed the Magic 7 which serve as guns-for-hire and is involved in robberies. They are also involved in extortion activities against smallscale quarry miners in Brgy. Kahaponan in Valencia City. He is a known gambler and has swindled many, assured that he is armed. His sins are so numerous that it will take time to list them all.

Nevertheless, in lieu of the continuing series of peace negotiations between the NDFP and the GRP with its fifth round due to start this May 26, and the NCMR revolutionary forces’ full support for its success, we are open to releasing him after he issues a public apology for his crimes and promises not to repeat them.

We also ask the Third Party Facilitator (TFP) though Bishop Felixberto Calang and Archbishop Antonio Ledesma to convey our request to the Local Crisis Committee and appropriate GRP agencies that can help in the safe and orderly turnover of TSgt. Paredes. We demand that the AFP and PNP cease their combat operations in specific areas which list we will be furnishing the Thrid Party Facilitators in consideration to their safety.

The AFP’s positive response to these demands will facilitate the quick release of TSgt. Joseph Paredes. Through the Party Committee in NCMR, a reciprocal suspension of operations will be issued by the NPA operational command in the area upon receipt of the AFP’s agreement. The NDF-NCMR will transmit to the TPF the actual place, date and time of the release in due time.
