President Duterte has prerogative to release political prisoners

From the Philippine News Agency (Aug 4): President Duterte has prerogative to release political prisoners

The Philippine Army (PA) said on Thursday it is the prerogative of the President or the Chief Executive to release political prisoners, especially in relation to the scheduled Aug. 20 peace talks in Oslo, Norway.

"The release of political prisoners is the prerogative of the President (Rodrigo R. Duterte) that we will support, especially that it is related to peace," PA spokesperson Col. Benjamin Hao told the Philippines News Agency.

Presidential Spokesperson Ernesto Abella said earlier that some political prisoners, including Communist Party of the Philippines-New Pew People's (CPP-NPA) Chair Benito Tiamzon and his wife, Wilma, will be given safe conduct passes when government peace negotiators meet with officials of the National Democratic Front (NDF) this coming Aug. 20.

”As far as I know, as of this moment, they are included. I think they will be given safe passes,” he added.

Benito and Wilma were arrested by Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) elements in Barangay Zaragoza in Aloguinsan, Cebu last March 22, 2014.

They are currently detained at the PNP headquarters at Camp Crame, Quezon City.

The couple was arrested by virtue of a warrant of arrest for their crimes against humanity that include murder, multiple murders, and frustrated murder.
