From the Philippine News Agency (Aug 4): NAPOLCOM promotes 9 cops for 'exceptional courage'

The National Police Commission (NAPOLCOM) gave nine members of the Philippine National Police (PNP) a special promotion for demonstrating exceptional courage and gallantry at the risk of their lives in performing their duty.

Interior and Local Government Secretary and NAPOLCOM Chairman Ismael D. Sueno said the Commission en banc issued four separate resolutions approving the special promotion to the next higher rank of PCInsp. Nazier A. Halil of the Zamboanga City Police; PCInsp. Gil T. Torralba, PInsp. Edward B. Cantano, PO1 John Vincent M. Miñano and PO1 Royger C. Ballaran of the Cavite Police; SPO4 Neil R. Garnace, SPO4 Anthony R. Barangan and SPO2 Gary C. Gomez of the Angeles City Police; and PO2 Ryan C. Cabansag of the PNP Headquarters Support Service.

NAPOLCOM Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao said Halil was promoted for his role in the rescue of the team headed by PSSupt. Jose Chiquito M. Malayo of the Zamboanga City Police who were captured on September 17, 2013 by a group of Muslim rebels at the height of the Zamboanga siege. Despite being unarmed, Halil provided real-time situation on the ground, braving all adversities in going to the location and helping the rescue team reach a neutral ground.

Torralba, Cantano, Miñano and Ballaran were promoted for their role in the police operation on May 27, 2014 against alleged members of the “Alimango Robbery/Hold-up Group” who were planning to rob Evermore/High Steel Lumber in Silang, Cavite. The operation resulted in the death of eight suspects and the recovery of two .38 caliber revolvers, two 9-mm caliber Armscor pistols, four .45 caliber pistols, 10 magazines of different calibers, 60 live ammunitions and three fired cartridge cases.

Garnace, Barangan and Gomez were given a higher rank for surveilling and serving a search warrant to Taiwanese national Lin Chin Kuan and two others on May 31, 2016 in Angeles City, which resulted in the seizure of 45 gallons of liquid methamphetamine hydrochloride (shabu), a huge volume of Controlled Precursors and Essential Chemicals (CPECs), oxygenator, suction, pump, laboratory equipment and powder substances valued at Php1.372 billion.

The Commission likewise promoted Cabansag for single-handedly resisting three robbers inside a passenger bus that was traveling along the North Luzon Expressway on September 13, 2015. Cabansag and his family were on board the bus. When one of the robbers was about to shoot a passenger, he quickly introduced himself as a police officer. One of the robbers fired at him but missed, prompting him to retaliate. He shot dead two of the robbers, while the third escaped.

Casurao said the granting of special promotion is specifically provided under Section 38 (b) of RA 6975, as amended by Section 33 (b) of RA 8551, which provides that any uniformed member of the PNP who has exhibited acts of conspicuous courage and gallantry at the risk of his/her life above and beyond the call of duty, shall be promoted to the next higher rank, provided, that such acts shall be validated by the Commission based on established criteria.
