Presidential peace adviser Jesus Dureza on Thursday stressed
the need to consolidate the government’s peace accords with the Moro Islamic
Liberation Front (MILF) and the Moro National Liberation Front (MNLF) in order
to craft a more inclusive proposed enabling law.
During a briefing on the new peace roadmap for international
partners, Dureza said that the lack of inclusivity was the “very reason” that
led to the non-passage of the Bangsamoro Basic Law (BBL) in the previous Congress.
“The MILF claims that it (BBL) was very inclusive, but the
perception and in actuality, other factions felt and still feel now that it is
not inclusive,” said Dureza.
“There must be therefore a convergence, a coming together of
all these signed agreements if it pertains to the Bangsamoro,” he added.
He was referring to the MILF’s Comprehensive Agreement of
the Bangsamoro (CAB) and the MNLF’s 1996 Final Peace Agreement (FPA). Other
relevant provisions include the Republic Act No. 9054 (or the Autonomous Region
of Muslim Mindanao Law) and the Indigenous People's Rights Act (IPRA).
The peace adviser explained that the Duterte administration
will further enhance inclusivity by reconstituting the Bangsamoro Transition
Commission (BTC), provided for in the CAB, with representation coming from the
MILF, MNLF, and other Bangsamoro representatives.
Dureza said that the inclusive BTC will work on the new
enabling law in lieu of the BBL.
He further disclosed that the Philippine government will act
as a third party to facilitate the convergence of the MILF and MNLF agreements,
noting that it is an exclusively “Filipino affair”.
”The third party now will be the Government of the
Philippines who will compose a role panel to see to it and assist our
co-Filipinos in working out among themselves what could be the next steps
together,” Dureza said.
It was earlier declared that the Bangsamoro peace process is
already at the “implementation stage as the time for negotiations are over”.
