Forty four members of New People’s Army (NPA) and
Rebolusyonaryong Hukbong Bayan (RHB) in this province have returned to the fold
of the law and were presented to Governor Lilia Pineda during a simple ceremony
held on Monday at the provincial capitol executive house.
Sta. Ana town mayor Edilberto Gamboa said that out of the 44
surrendered rebels, 25 were NPAs while the rest were RHBs.<>Gamboa was
also a former communist rebel who surrendered to then Lt . Col. Ricardo Visaya,
now a general and the Chief of Staff of the Armed Forces of the Philippines .

Gamboa, who was then known as Commander Ross, surrendered in
2004.
The first term mayor said that during the campaign, he told
the rebels that "if ever I win in the election as mayor, I will
help them and facilitate their surrender.”
"At first, they were hesitant to approach me. But, I
initiated to approach them later and convinced them to surrender," he
said.
The surrendered rebels, though not active in the province,
still operate in some nearby provinces like Bulacan and Rizal.
The returnees were all residents of Sta. Ana town. Their
names were not disclosed pending the processing of the surrender requirements.
Pineda, in her message to the returnees, said that she will
give them livelihood and gainful employment.
"Let us unite in making our province progressive and
peaceful," the governor added.
