The communist New People’s Army (NPA) violated an accord
when its armed group burned the equipment and properties of private persons in
Bukidnon and Misamis Oriental last week, the military said Tuesday.
Capt. Patrick Martinez, spokesperson of the Army's 4th
Infantry Division (4ID) here, said that the burning of the properties owned by
Lapanday Foods Corporation and the Dole Philippines was a clear violation of
the CARHRIHL.
CARHRILHL stands for Comprehensive Agreement on Respect for
Human Rights and International Humanitarian Law, an accord signed by the both
communist NPA and the Philippine government.
Aside from the equipment of the Lapanday and Dole, the NPA
guerrillas also burned the equipment rented by the Del Monte Phil.

said.
“The provisions of the CARHRIHL clearly states that civilian
population and together with their property shall not be the object of the
attack,” Martinez
said.
He said that the agreement also stipulated that private
properties should be protected against arson, strafing, and other similar forms
of attack that would destroy the lives and properties of the civilians.
In a statement released to the local media, the NPA warned
that “the attack on the pineapple and banana companies were just the first step
in demanding a payback for the company’s social debt, which has already piled
up,” Alan Juanito, the NPA spokesperson, said.
Last January 26, armed men believed to be NPA guerrillas
torched a bulldozer, an owner-type jeep and a generator rented by the Del
Monter Phil. in Sitio Kitanglad, Barangay San Juan, Balingasag town, Misamis
Oriental. The damage was placed at P15 million.
A few days later, Maoist fighters launched another series of
coordinated attacks in the compounds of Dole Philippines , Lapanday and DMPI in
various locations in Malaybalay City.(
