BLMI conducts series of Comprehensive Capacity Building for Bangsamoro Potential Leaders in Zamboanga City

The Bangsamoro Leadership and Management Institute (BLMI), United Youth for Peace and Development (UNYPAD) in conjunction with community leaders, people’s organizations (PO’s) and Bangsamoro Religious leaders conducted series of Comprehensive Capacity Building Training Workshops on December 24-27, 2015 in Zamboanga City.
The program dubbed as “Comprehensive Capacity Building Training for Bangsamoro Potential Leaders” was aimed at capacitating and enhancing the Bangsamoro community leaders’ knowledge not just in peace-building endeavors but improving their personal integrity and interpersonal relationship which are viewed as integral elements of successful leaders, managers and peace advocates.


The first activity was held at Barangay Baliwasan, Zamboanga City on December 24-25 attended by local key leaders, with others coming from nearby barangays.

Resource lecturer, Mr. Tirso Tahir, BLMI Research Unit head focused his subject  on Leadership and Management in Islamic perspective…He emphasized its basic principles and practices inscribed in the Noble Qur’an and in Hadiths - The sayings and Practices of Prophet Muhammad (Peace be upon him).

He also quoted some verses from the Noble Qur’an pertaining to leadership that said:

Allah said…“It is He Who hath made you (His) agents, inheritors of the earth: He hath raised you in ranks, some above others: that He may try you in the gifts He hath given you: for thy Lord is quick in punishment: yet He is indeed Oft-forgiving, Most Merciful…Al-Qur'an, 6.165 (Al-Anaam)

In the afternoon session, Tahir lectured on “Integrity” described as one of the core values that every individual must internalize.

He quoted Samuel Johnson who said that, “Integrity without knowledge is weak and useless, and knowledge without integrity is dangerous and dreadful.”

On the second-day, Mr. Tahir delved on “Parliamentary Procedures” upon the request of community leaders to familiarize themselves on its basic principles and practices they considered as very helpful and adoptable when conducting regular meetings and sessions.


UNYPAD student leaders Yusep Abduhasad and Zulfhikar Samsaraji facilitated the program.

On December26-27, another two-day workshop was also held in Barangay Tulungatung, west coast barangay of Zamboanga City. It was also attended by community leaders, Arabic Teachers and Youth leaders.

Youth leader Samsaraji lectured on “Bridging Leadership” where he emphasized the important concepts and elements of leadership in time of conflict and adversaries, its mechanisms and approaches on how to mitigate if not solve conflict in their communities.


Tahir presented his topic on Leadership and Management is Islamic perspective in a very comprehensive manner. He also used layman’s term to be easily understood by participants. He stressed that in Islam, leadership is Amanah (Trust) and further quoted various verses from noble Qur’an and Hadiths…

Abd Allah Ibn Umar (Allah be pleased with them) reported that the Messenger of Allah (SAW) Prophet Muhammad said: “Behold! Each of you is a guardian, and each of you will be asked about his subjects”

In the second day, Tahir lectured on “Integrity” and emphasized its essential principles that have correlations with Islam… Prophet Muhammad (PBUH) said…"Allah does not look at your appearance or your possessions; but He looks at your heart and your deeds." (Abu Huraira: Muslim)

He also lectured on “Anti-corruption Initiatives and Preventions”. Corruption maybe committed by everyone when Integrity is low if not absent in them. Corruption is not only all about devouring people’s money but also the people’s trust and etc. Prophet Muhammad (PBUH) said…"Be not like the hypocrite who, when he talks, he tells lies; when he gives a promise, he breaks it; and when he is trusted, he proves dishonest." (Bukhari & Muslim)

Before the activity ended, Tahir gave updates on the current status of Bangsamoro Basic Law (BBL) in congress. He urged the participants not to lost hope and must continue their peace-building advocacies despite its uncertainty in congress.


He expressed his hope that once enacted into law, the BBL can finally resolve the Bangsamoro question and address the Bangsamoro Peoples’ aspiration to right to-self-determination.

In their closing messages, the participants expressed their profound gratitude to the resource persons, BLMI and UNYPAD for conducting the capacity-building programs in Zamboanga City’s grassroots Communities.
