Quezon City Rep. Winston Castelo on Monday said he had
instructed his lawyers to draft a formal complaint before the House Ethics
committee questioning the behavior of seven members of the Makabayan bloc who
made their protest action right after the State of the Nation Address (SONA) of
President Benigno Aquino III.
“We will review the footage tonight and from there we will
decide how we will make the complaint,” Castelo told House reporters in an
interview after the SONA early Monday evening.
He said there are rules set in the House of Representatives
and lawmakers consider the chamber as one of the sacred places.
If anyone wanted to air sentiments such as protest actions,
Castelo said, “they can do it outside the chamber.”
The Makabayan bloc led by Bayan Muna Party-list Rep. Neri
Colmenares together with Representatives Carlas Zarate (Bayan Muna); Emmi de
Jesus and Luz Ilagan both from Gabriela; Teri Ridon (Kabataan); Fernando Hicap
(Anakpawis) and Antonio Tinio (ACT Teacher) showed streamers insulting President
Aquino after his SONA speech.
Dismayed solons repeatedly booed the Makabayan bloc before
the SONA was formally closed.
Ifugao Representative Teddy Baguilat said it is improper for
anyone to air their sentiments specially inside the halls of Congress.
“No one will stop them to air their sentiments but there are
set of rules to be followed. They are lawmakers and they know the rules,”
Baguilat said in a separate interview.
“Let’s see the contents of the complaint first and what
particular rules they violated and we will pick from there,” he added.

The commies are all about anti-government/anti-Aquino propaganda. Apparently the rules and traditional decorum/proper behavior of the Philippine House of Representatives don't apply to the communists. The Makabayan bloc is coalition of Communist Party of the Philippine (CPP)-affiliated party list political parties.
